Track legislation by stage
Every matter this term by lifecycle stage, updated hourly. Stages: submitted, introduced, committee, council, passed, failed (or vetoed), filed (placed on file or withdrawn), substituted (folded into a substitute). meta.facets has counts by stage and type for the current filters; meta.updated says when the hourly job last ran (7 am-noon and 4-8 pm Chicago time). Each matter includes latestAction (date, action, by, text, votes) and vote (its most recent roll call).
