Get a member's history
A member's totals over time: daily snapshots, or quarterly campaign reports back to 2019. Daily rows: cash on hand, money raised, lobbyist money and gifts, attendance, votes with the majority, nays, legislation filed and passed. Use member 0 for the whole Council.
