# Jeylú Gutiérrez, 14th Ward: the record

*Ald. Jeylú Gutiérrez's first-term votes, legislation, attendance, committees and campaign money, as she runs unopposed so far for a second term.*

By Chicago Politics · Updated Oct 22, 2026

Ald. Jeylú Gutiérrez (14th Ward) filed for a second term on Oct. 19, and as of Oct. 21 no one had filed to run against her ([who's running](/on-my-block/who-is-running-14th-ward-alderperson-2027)). Filing closes at 5 p.m. Oct. 26. This is her record in her first term, which ends May 17, 2027, from the City Clerk's roll calls and legislation, the Illinois State Board of Elections and the City's Board of Ethics, as our [14th Ward page](/ward/14) compiles them.

In short: she made every roll call, voted with the Council majority more often than the typical member, and filed less legislation of her own than all but one of her colleagues.

## How long has she been in office, and what does she chair?

Gutiérrez won the seat in February 2023 with about 65% of the vote over Raul Reyes, who ran with Ald. Ed Burke's backing, to succeed Burke after his 54 years in the seat, [ABC7 reported](https://abc7chicago.com/post/chicago-14th-ward-jeylu-gutierrez-raul-reyes-ed-burke/12895064/). On election night she told ABC7, "We're gonna serve every single resident the same." She took office in May 2023.

Since May 24, 2023, she has been vice chair of the [Committee on Workforce Development](/committee/workforce-development), according to the Clerk's committee records. She chairs no committee. She is a member of eight others: [Committees and Rules](/committee/committees-and-rules), [Economic, Capital and Technology Development](/committee/economic-capital-and-technology-development), [Education and Child Development](/committee/education-and-child-development), [Health and Human Relations](/committee/health-and-human-relations), [Immigrant and Refugee Rights](/committee/immigrant-and-refugee-rights), [Public Safety](/committee/public-safety), [Transportation and Public Way](/committee/transportation-and-public-way) and the Subcommittee on Youth Employment.

## How does she vote?

On the 93 divided roll calls this term in our records, Gutiérrez voted with the majority 93.5% of the time, above the Council median of 87.4%. She cast eight nay votes on key legislation, against a median of 12.

Her breaks from the majority came on a handful of big votes. She voted no on the [mass-gathering curfew](/matter/SO2025-0016732-regarding-declaration-curfew-mass-gatherings-custody), which passed 27-22 on June 18, 2025.

How each ward voted: [SO2025-0016732](https://www.chicagopolitics.org/matter/SO2025-0016732-regarding-declaration-curfew-mass-gatherings-custody)

She voted no on the 2026 revenue ordinance, which passed 29-19 on Dec. 19, 2025, and on the [companion ordinance](/matter/SO2025-0021100-titles-2-4-6-7-8) that changed many City rules the next day (29-20).

How each ward voted: [SO2025-0021719](https://www.chicagopolitics.org/matter/SO2025-0021719-titles-1-3-4-7-8)

She also voted no on the [tipped wage change](/matter/SO2025-0017549-entitling-employers-occupations-where-gratuities-customary) (passed 30-18, March 18, 2026), and yes on the 25 mph default speed limit, which failed 21-28 on Feb. 19, 2025.

How each ward voted: [SO2024-0010990](https://www.chicagopolitics.org/matter/SO2024-0010990-maximum-speed-limit-25-miles-hour)

She voted yes on the other close budget votes of the term: the 2025 revenue ordinance ([27-23](/matter/SO2024-0013671-titles-3-4-9-10-2025), Dec. 16, 2024) and the [$830 million bond issue](/matter/SO2025-0014841-issuance-general-obligation-bonds-finance-improvements) (26-23, Feb. 26, 2025).

## What did she pass, and what is pending?

Gutiérrez filed 19 pieces of legislation as lead sponsor this term, not counting routine items like permits; 17 passed. The Council median is 58. Her one citywide ordinance created [bid incentives for City contractors that commit to a Chicago Jobs Plan](/matter/SO2026-0027470-adding-new-bid-incentives-chicago-jobs): up to a 5% incentive in bid rankings for bidders who promise wages, benefits and training on manufacturing jobs, according to our summary of the ordinance. It passed 50-0 on Sept. 23, 2026.

The rest were ward business: changes to packaged-goods license limits on [Kedzie Avenue and 49th Place](/matter/O2025-0021707-allow-additional-package-goods-licenses-portion), [Pulaski Road](/matter/O2026-0022527-allow-additional-package-goods-licenses-portion) and [51st Street](/matter/O2026-0022528-allow-additional-package-goods-licenses-portion), and a [limit on new liquor licenses on 55th Street](/matter/O2026-0025437-disallow-additional-alcoholic-liquor-licenses-portion), all passed. Pending in committee: an [honorary street name for Officer Luis M. Huesca](/matter/O2025-0015041-honorary-street-officer-luis-m-huesca), filed in February 2025, and a zoning ordinance on group living she filed Oct. 14.

## Does she show up?

Yes. Our records show her present for all 1,225 key roll calls this term, with no absences.

## Who funds her campaigns?

Her committee, [Friends of Jeylu Gutierrez](https://www.elections.il.gov/CampaignDisclosure/CommitteeDetail.aspx?ID=38729), reported $264,124 in itemized contributions ($150 or more) this term, below the Council median of $358,915, and $168,492 on hand on Sept. 30, according to State Board of Elections reports.

Since 2019 it has raised $414,153: $256,964 from individuals, $136,150 in transfers from other political committees and $21,039 in in-kind contributions. The largest givers since 2019 are political committees and union funds: Friends of Aaron Ortiz ($21,136 in transfers), the SEIU Illinois Council PAC Fund ($15,250), the SEIU HealthCare Illinois Indiana PAC ($9,000), and the Mid-America Carpenters Regional Council PAC, the Chicago Land Operators Joint Labor-Management PAC and Teamsters Volunteers in Politics ($7,500 each).

Registered City lobbyists reported $39,890 in contributions to her, in 82 gifts, to the Board of Ethics, below the Council median of $49,779. We report these figures next to her votes; they are not evidence that any contribution affected a vote.

## Who lobbied on her legislation?

The Board of Ethics filings name the department lobbied, such as "City Council," not the individual alderperson, so we can't say whom a lobbyist met. The legislation with the most lobbying filings among those she sponsored or co-sponsored is the City's [paid leave ordinance](/matter/SO2023-0002980-titles-2-4-6-modifying-adding), which passed 36-12 in November 2023, with nine filings.

## The good

- **Perfect attendance.** No absences on 1,225 key roll calls.
- **A citywide jobs ordinance, passed unanimously.** The [Chicago Jobs Plan bid incentive](/matter/SO2026-0027470-adding-new-bid-incentives-chicago-jobs) passed 50-0.
- **What she files passes.** 17 of her 19 lead-sponsored items passed ([14th Ward page](/ward/14)).

## The bad

- **Little legislation of her own.** Her 19 lead-sponsored items are the second-fewest on the Council this term, against a median of 58 ([14th Ward page](/ward/14)). Apart from the jobs ordinance, the ones that reached a final vote are ward-level license limits.

Her full record is on her [14th Ward page](/ward/14). Filing for the seat closes Oct. 26 at 5 p.m.; [see who's running](/on-my-block/who-is-running-14th-ward-alderperson-2027).
