# Byron Sigcho-López, 25th Ward: the record

*Ald. Byron Sigcho-López's votes, legislation, attendance, committees and campaign money this term. Three challengers have filed; he hasn't yet.*

By Chicago Politics · Updated Oct 22, 2026

Three candidates filed for 25th Ward alderperson on Oct. 19, and as of Oct. 21 Ald. Byron Sigcho-López was not one of them ([who's running](/on-my-block/who-is-running-25th-ward-alderperson-2027)). He launched a campaign for a third term in August, [Block Club Chicago reported](https://blockclubchicago.org/2026/08/19/byron-sigcho-lopez-launches-reelection-campaign-for-alderman/), and has until 5 p.m. Oct. 26 to file. This is his record in the term that ends May 17, 2027, from the City Clerk's roll calls and legislation, the Illinois State Board of Elections and the City's Board of Ethics, as our [25th Ward page](/ward/25) compiles them.

In short: he made every roll call, filed more legislation than the typical member, and broke with the Council majority more often than most. For a character study of how he works on the floor, see our [earlier profile](/on-my-block/profile-byron-sigcho-lopez-25th-ward).

## How long has he been in office, and what does he chair?

Sigcho-López won the seat in a 2019 runoff to succeed Ald. Danny Solis, and won reelection in 2023 with about 52% of the vote to Aida Flores's 47%, [according to Block Club](https://blockclubchicago.org/2026/08/19/byron-sigcho-lopez-launches-reelection-campaign-for-alderman/). Flores is running again.

Since May 24, 2023, he has chaired the [Committee on Housing and Real Estate](/committee/housing-and-real-estate), according to the Clerk's committee records. He sits on nine more, among them [Finance](/committee/finance), [Budget and Government Operations](/committee/budget-and-government-operations), [Public Safety](/committee/public-safety) and [Zoning, Landmarks and Building Standards](/committee/zoning-landmarks-and-building-standards).

In 2026 he ran for Congress, for U.S. Rep. Jesús "Chuy" García's open seat. He was removed from the ballot for not meeting the 11,000-signature requirement for independent candidates, sued the State Board of Elections over the requirement on Aug. 4, and told Block Club on Aug. 19 that he would focus on the aldermanic race.

## How does he vote?

On the 92 divided roll calls this term in our records, Sigcho-López voted with the majority 84.8% of the time; the Council median is 87.4%. He cast 13 nay votes on key legislation, against a median of 12.

He voted no on the police union's amended contract, which passed 42-7 on Dec. 13, 2023.

It passed 47-1 on July 15, 2026.

How each ward voted: [SO2026-0026267](https://www.chicagopolitics.org/matter/SO2026-0026267-amended-restated-redevelopment-agreement-roosevelt-clark)

He voted yes on the 2025 revenue ordinance ([27-23](/matter/SO2024-0013671-titles-3-4-9-10-2025)) and the [$830 million bond issue](/matter/SO2025-0014841-issuance-general-obligation-bonds-finance-improvements) (26-23), and no on the [2026 revenue ordinance](/matter/SO2025-0021719-titles-1-3-4-7-8) (29-19) and on Ald. Marty Quinn's [rule requiring more votes for City debt](/matter/O2026-0026270-adding-new-regarding-ordinance-requirements-issuance) (32-15).

## What did he pass, and what stalled?

He filed 86 pieces of legislation as lead sponsor this term, not counting routine items like permits, against a Council median of 58; 63 passed. Among them:

- A ban on [booting cars on private property in the 25th Ward](/matter/O2023-0001227-disallow-booting-motor-vehicles-private-property), passed July 19, 2023, with one member absent.
- A rule requiring [special-use approval for religious assembly permits](/matter/SO2024-0007343-f-requiring-special-use-approval-religious), 50-0 on Feb. 21, 2024.
- A [limit on new liquor licenses on Cermak Road](/matter/SO2024-0009623-disallow-additional-alcoholic-liquor-licenses-portions), passed June 12, 2024.
- An [affordable housing covenant for 1810 W. Jackson Blvd.](/matter/SO2025-0018769-execution-affordable-housing-covenant-lien-1810), passed Oct. 16, 2025.
- A [resolution condemning federal immigration agents' practices that endanger children](/matter/SR2025-0019952-condemnation-practices-federal-immigration-enforcement), adopted Oct. 16, 2025.

His [call on the General Assembly to repeal the state's preemption of rent control](/matter/R2023-0004242-call-illinois-general-assembly-rescind-state), filed Sept. 14, 2023, has been held in the Committee on Housing and Real Estate, which he chairs. Resolutions he filed on federal matters, including calls to release [Mahmoud Khalil](/matter/R2025-0015954-call-release-mahmoud-khalil-u-s) and [Salah Sarsour](/matter/R2026-0024891-call-u-s-department-homeland-security) from immigration detention, remain in committee.

## Does he show up?

Yes. Our records show him present for all 1,224 key roll calls this term, with no absences.

## Who funds his campaigns?

His committee, [Friends of Byron Sigcho Lopez](https://www.elections.il.gov/CampaignDisclosure/CommitteeDetail.aspx?ID=25956), reported $350,565 in itemized contributions ($150 or more) this term, close to the Council median of $358,915. It had $8,134 on hand on Sept. 30, against a Council median of $148,132, according to State Board of Elections reports.

Since 2019 it has raised $1,099,475: $799,250 from individuals and organizations reported as individual contributions, $137,500 in transfers from other political committees, $136,535 in loans and $26,190 in in-kind contributions. The loans include $37,184 from Sigcho-López himself. The largest organizational givers since 2019 are the Chicago Teachers Union ($55,089) and its PAC ($43,500), SEIU Local 73's B-PAC ($54,820), the SEIU HealthCare Illinois Indiana PAC ($46,449) and the SEIU Illinois Council PAC ($43,500).

Registered City lobbyists reported $5,540 in contributions to him, in 19 gifts, to the Board of Ethics, far below the Council median of $49,779. We report these figures next to his votes; they are not evidence that any contribution affected a vote.

## Who lobbied on his legislation?

The Board of Ethics filings name the department lobbied, such as "City Council," not the individual alderperson, so we can't say whom a lobbyist met. The legislation he co-sponsored with the most lobbying filings is the [Clean and Affordable Buildings ordinance](/matter/O2024-0007305-14n-18-regarding-limitation-combustion-new), with 33, still in committee.

## The good

- **Perfect attendance.** No absences on 1,224 key roll calls.
- **More legislation than most.** 86 lead-sponsored items, against a median of 58, and 63 passed ([25th Ward page](/ward/25)).
- **Ward rules that passed.** The [private-lot booting ban](/matter/O2023-0001227-disallow-booting-motor-vehicles-private-property) and the [Cermak Road liquor license limit](/matter/SO2024-0009623-disallow-additional-alcoholic-liquor-licenses-portions) passed without opposition.

## The bad

- **A rent control call stuck in his own committee.** His [resolution on rent control preemption](/matter/R2023-0004242-call-illinois-general-assembly-rescind-state) has been held in Housing and Real Estate, which he chairs, since 2023.
- **A move to strip his chairmanship.** After he spoke at a March 2024 rally where a military veteran burned an American flag, colleagues sought to remove him as Housing chair. At a special meeting, the Council rejected the [resolution](/matter/R2024-0008525-rules-order-procedure-removal-ald-byron) 29-16 on April 1, 2024, [NBC Chicago reported](https://www.nbcchicago.com/news/local/chicago-politics/chicago-city-council-rejects-move-to-oust-ald-sigcho-lopez-from-committee-chair/3398666/). He said he was not present when the flag was burned and didn't notice it, and that he did not condone it. "I'm not condemning a veteran for his First Amendment rights," he said, according to NBC.
- **Off the congressional ballot.** He was removed from the November ballot for Congress for falling short of the signature requirement for independent candidates, [Block Club reported](https://blockclubchicago.org/2026/08/19/byron-sigcho-lopez-launches-reelection-campaign-for-alderman/); his lawsuit challenging the requirement was filed Aug. 4.

His full record is on his [25th Ward page](/ward/25). Filing for the seat closes Oct. 26 at 5 p.m.; [see who's running](/on-my-block/who-is-running-25th-ward-alderperson-2027).
