# Amtrak's Bridgeport rail yard will get a federal environmental review. Two weeks ago the Council voted 49-0 to demand one

*The Federal Railroad Administration will hold a 30-day comment period and at least two public meetings. At the Council's October hearing, Ald. Lee asked for a full environmental impact study, a step beyond this review.*

Amtrak's planned train maintenance yard along the Canal Street tracks near Bridgeport, Chinatown and Armour Square will get a federal environmental assessment after all, the [Chicago Sun-Times](https://chicago.suntimes.com/news/2026/10/26/amtraks-bridgeport-railyard-to-get-environmental-review-after-community-pressure-lets-keep-up-the-fight) and [Block Club Chicago](https://blockclubchicago.org/2026/10/26/feds-finally-agree-to-environmental-review-of-proposed-amtrak-facility-in-bridgeport/) reported Monday. The review will include a public comment period and public meetings.

Why it matters: the project first went ahead under a categorical exclusion, which meant no full environmental study. Residents who live near the yard will now get a formal chance to comment on noise, air quality and traffic before the federal government finishes its review.

This is a follow-up to our [Oct. 20 story](/on-my-block/bridgeport-chinatown-amtrak-canal-street-yard-resolution) on the City Council's resolution opposing the yard.

## What changed

The Federal Railroad Administration decided to prepare an environmental assessment after reviewing a changed project scope, the Sun-Times reported. Amtrak said it would use some of the $915 million project's money to repair 17 viaducts that carry the Canal Street Yard. The agency's project dashboard lists Oct. 8 as the review's start and expects it to be done by the end of the year, according to the Sun-Times. The review will have a 30-day public comment period and at least two public meetings; details have not been announced.

Amtrak and Canal Edge, the development company of Justin Ishbia, said in a joint statement that they welcomed more review and feedback, the paper reported. Canal Edge is helping finance Amtrak's move and buying its current rail facility.

Ald. Nicole Lee (11th) said a round-the-clock rail maintenance operation in a residential area "should have been an immediate nonstarter" and that the fight would continue, according to the Sun-Times. U.S. Sens. Tammy Duckworth and Dick Durbin called for transparency in the review. A local environmental group said it wants a full environmental impact statement, a more detailed study than an assessment.

## What our records add

**The Council asked for this.** The Council adopted Lee's [resolution](https://www.chicagopolitics.org/matter/R2026-0028877-call-hearing-amtrak-midwest-maintenance-facility) 49 to 0 on Oct. 14. It opposes the yard in its current form and location and asks Amtrak to pause until a federal environmental determination and its supporting studies are public. Ald. Monique Scott (24th) did not vote.

How each ward voted: [R2026-0028877](https://www.chicagopolitics.org/matter/R2026-0028877-call-hearing-amtrak-midwest-maintenance-facility)

**What members asked for at the Oct. 7 hearing.** At the Committee on Transportation and Public Way, according to our [meeting notes](https://www.chicagopolitics.org/meeting/D36223D9-04B9-F111-AAAC-001DD80B58E5):

- Lee asked whether anything stopped Amtrak from doing a voluntary environmental impact study to build trust with the community ([watch](https://www.chicagopolitics.org/meeting/D36223D9-04B9-F111-AAAC-001DD80B58E5?t=10243)). At the end of the hearing, she asked Amtrak to commit to no construction until such a study is shared ([watch](https://www.chicagopolitics.org/meeting/D36223D9-04B9-F111-AAAC-001DD80B58E5?t=14645)).
- Ald. Brian Hopkins (2nd) asked the chair to formally request the technical analyses and field data for all 12 areas the environmental review covered ([watch](https://www.chicagopolitics.org/meeting/D36223D9-04B9-F111-AAAC-001DD80B58E5?t=10899)).
- Ald. Pat Dowell (3rd) said no one from the project contacted her office between 2023 and 2026, and asked what a "moderate" noise impact would mean near Wentworth Gardens ([watch](https://www.chicagopolitics.org/meeting/D36223D9-04B9-F111-AAAC-001DD80B58E5?t=13455)).

An environmental assessment is not the full environmental impact study Lee asked Amtrak to do.

**The Council has backed Amtrak elsewhere.** In September 2025, the Council voted 47 to 0 for [tax increment financing for Amtrak's Union Station improvements](https://www.chicagopolitics.org/matter/O2025-0019925-provision-tax-increment-financing-tif-assistance), a separate project.

## What's next

Watch for the Federal Railroad Administration to announce the comment period and meeting dates. Amtrak offered at the October hearing to walk the committee through its environmental studies once they are published. Residents can reach the 11th Ward office, or sign up for public comment at a Council committee meeting.
