# Ald. Lee says the federal review of Amtrak's Bridgeport yard covers only viaducts, and wants the whole project studied

*She says she'll challenge the project's categorical exclusion if the review doesn't cover construction of the full yard. The Council's 49-0 resolution asked for a pause until a review is public.*

Ald. Nicole Lee (11th) said Thursday that the federal environmental review promised this week for Amtrak's planned maintenance yard in Bridgeport appears limited to repairs on about a dozen viaducts, not the yard itself. She wants a full environmental review of the project, the [Chicago Sun-Times reported](https://chicago.suntimes.com/fran-spielman-show/2026/10/29/ald-nicole-lee-environmental-review-amtrak-maintenance-facility-bridgeport).

Why it matters: Amtrak plans to move its riverfront maintenance operation from the South Loop, between Roosevelt Road and 18th Street, to the Canal Street tracks along Bridgeport, Chinatown and Armour Square. Neighbors have raised concerns about noise, air quality and round-the-clock work. How wide the federal review is will decide which of those issues get formally studied, and whether residents get a say.

This follows our [Oct. 27 story](/on-my-block/amtrak-canal-street-yard-federal-environmental-assessment-bridgeport) on the Federal Railroad Administration's decision to do an environmental assessment.

## What Lee said

The project first went ahead under a categorical exclusion, a federal finding that it didn't need a full environmental assessment or impact statement. Lee told the Sun-Times that the review now promised seems confined to a "dozen or so viaducts" between Archer Avenue and 39th Street. She said she has asked the agency to clarify.

If it doesn't also cover "the full construction of the project," Lee said, her office will challenge the categorical exclusion. "We don't trust the Federal Railroad Administration to grade its own paper," she told the paper.

She also wants Mayor Brandon Johnson to take a firmer stand against the project. The Sun-Times reported that Johnson has said residents "deserve answers." Four of his opponents in the Feb. 23 mayoral race oppose the yard, according to the paper: U.S. Rep. Mike Quigley, Comptroller Susana Mendoza, Secretary of State Alexi Giannoulias and John Kelly.

## The development behind the move

Canal Edge LLC, owned by White Sox owner-in-waiting Justin Ishbia, is helping finance Amtrak's move and has proposed a mixed-use development on the South Loop site that could include a new Sox stadium, the Sun-Times reported. Lee said she wants the Sox to stay in Bridgeport and supports a plan to build a Bears stadium at the Rate Field site. We looked at [that domed stadium concept](/on-my-block/bears-domed-stadium-rate-field-concept-11th-ward-what-city-would-approve) and what the City would have to approve on Oct. 29.

## What our records add

**The Council's position.** The Council adopted Lee's [resolution R2026-0028877](https://www.chicagopolitics.org/matter/R2026-0028877-call-hearing-amtrak-midwest-maintenance-facility) 49 to 0 on Oct. 14. It opposes the yard in its current form and location and asks Amtrak to pause until a federal environmental determination and its supporting studies are public. Thirty-five members signed on as sponsors.

**The October hearing.** At the Oct. 7 meeting of the Committee on Transportation and Public Way, Lee asked whether anything stopped Amtrak from doing a voluntary environmental impact study ([watch](https://www.chicagopolitics.org/meeting/D36223D9-04B9-F111-AAAC-001DD80B58E5?t=10243)). At the end of the hearing, she asked Amtrak to commit to no construction until such a study is shared ([watch](https://www.chicagopolitics.org/meeting/D36223D9-04B9-F111-AAAC-001DD80B58E5?t=14645)).

**Earlier City money for Amtrak.** In October 2025 the Council approved tax increment financing for Amtrak's Union Station work at 225 S. Canal St., [O2025-0019925](https://www.chicagopolitics.org/matter/O2025-0019925-provision-tax-increment-financing-tif-assistance), 47 to 0. That ordinance is about the station, not the maintenance yard.

## What's next

- **Federal review:** the Sun-Times reported earlier this week that the agency expects to finish its assessment by the end of the year, with a 30-day public comment period and at least two public meetings. Dates haven't been announced.
- **A possible challenge:** Lee says she will contest the categorical exclusion if the review stays limited to the viaducts.
- **The Sox decision:** Ishbia has said Jerry Reinsdorf, the team's chairman, will make the final call on where the team plays, according to the Sun-Times.
