And it continues we can go on and on and on. narrative after narrative and consistently and I can say this with truth the Public Safety in this city is totally eroded. And so we have our new deputy mayor of safety govern. I think that the fight started there with his interview when he said that. The bulk of it should not be well. The trust in the city in for lack of a better word the trust in the police with the city and how and keeping it safe is not um insured. So I suppose they want to push that narrative and showing us. That if we can't depend on the police then who can we depend on? And so he brought up sit, uh Community organizations and a host of different other people that he said should be collaborating to keep us safe in this city. I have a black Americans as y'all know 109 people were shot 19 were killed that's on July 4th. That was the July 4th holiday weekend. And still we continuously have this narrative every weekend 10 was just murdered in in the in the past weekend, and this is in public safety. So we continue to have this issue. Where we have a awesome police ports, we got Larry snailing this gentleman. We got so much and then we have so many Community organizations that should be collabing together. But as soon as 1 says 1 can't fulfill his duty then it's a problem. So now we got to prove that. Hey y'all not doing y'all job over here. Hey y'all not doing doing y'all but in the middle of it are the citizens of Chicago this great argument that y'all continue to have. As the city goes further and further and further downhill. so we asked for my city officials. Alex and also from our you know police department and Fire Department To what effect or what do we do to help ourselves? Then as citizens? Should we all going to get concealed and carry because we all see the worst of things happening with that everybody that's got to concealed carry just seems to pull a gun out and shoot somebody. Is that not trained they're not trained policemen. They're not trained law enforcement. So what do we do? We just go back to the old Wild West days because that's how I was just had for us to live. Forced to walk around illegally with a gun. And and and the blacks are still at the bottom of the social economic and a can system. No Public Safety. You know why it's because of black folks Paul black folks. And made a in break those women and men so black people have mental problems mental issues. They have fallen in love with the Enemy. Yeah. Okay c ha also you need to look at Cha Cha also, uh helps with our takes our Properties or they'll take seniors out of CHA housing put them in in in um nursing homes and then go use their and use their um apartments for something else. They're trying to take her property, uh as well. Um, and I am determined because a lot of people think that because they put comma Harrison that black people are just going to like run to her know. Um having said that we will now begin, uh, the substance of the meeting uh, we have the meeting divided up into 3 sections the first uh will involve Chicago Police Chicago Fire, uh office of emergency management and communication and the cha, uh, and we also have the Inspector General, uh, who has her report as well. Uh, she's going to dispense with the presentation, but just give us a brief Top Line, uh overview of it and respond. To questions and while we are waiting for, uh, the superintendent and and CPD to arrive from the press conference. I would ask, uh, the Inspector General if she doesn't mind going out of order and uh, giving a brief overview of her report and then she will uh entertain any questions. Yeah. Good afternoon. Chairman good afternoon members of the committee. Thank you for having us. I'm Deborah witzburg. I'm Inspector General for the city of Chicago. Also here with me is tomorrow Richardson our Deputy Inspector General for Public Safety. Um, I will chairman as you mentioned. Just give a very high level. Summary of our recent report and then I'm happy to answer any questions, um by way of a little bit of context back in 2021. We published a report which was a review of CPD and the city's response to the protests and unrest following the murder of George Floyd where we identified a number of areas of shortcoming then failure in that operational response that report did not contain recommendations. And so we did not do a formal follow-up inquiry on on implementation of any recommendations but in May of this year and may of 2024 we published uh a Product in the style of a follow-up on that report to look at as we look to head to the Democratic National Convention in August. We we looked at whether and what progress CPD had made in addressing the shortcomings identified in the 2020 George Floyd response. um with an eye toward assessing the city's progress in Readiness for both scheduled events, like the DNC as well as spontaneous or unplanned Mass Gatherings, um, in terms of of high-level findings, um, I think it's important to to start by saying that that the city has made some important progress since the State of Affairs in 2020 in that response. The city has improved its planning exercises both within the police department and across Cooperative entities other City departments and and supportive agencies, um, that those planning exercises have included things like tabletop exercises various kind of operational tests of those plans that is a that is a significant and important Improvement. The police department has improved its inventory of of Deployable equipment things like, um more flexibly Deployable body worn camera systems, um improved vehicles to transport members around the city where their presence is needed and Improvement. in radio, uh transmission security Um a major area of focus in our 2020 report and an important source of operational failures had to do with the Department's policies around Mass arrests incidents and use of force reporting, um, during the 2020 response in order to accurately understand their responsibilities around use of force reporting CPD members would have had to sort of synthesize 11 separate directives, which I think was not a not a practical expectation for CPD members in the course of an emergency response. The department has drafted a revised Suite of policies which contain meaningful improvements in Clarity around what constitutes a mass arrest event and what what use of force reporting obligations CPD members have in the course of those events. Those are important improvements. Notably, however, uh as of this morning those policies remain in draft form. Um, they've not been finalized. I think that raises a couple of concerns most notably as we as we are a matter of weeks away from the DNC training has begun on those policies. Where we are in a situation where we are training members on a draft policy which might conceivably change there is a risk for confusion. Um, there is also another concern we raised in the report had to do with Community Trust um, the police department posted a an earlier version of those draft policies for public comment. That's a community engagement process to which the department is committed. Um, but began training members on those policies while they were still posted for public comment. I think that risks in appearance of insincerity in community engagement and in willingness to integrate Community feedback into policy revisions. I want to note that those policies have been further revised including some revisions which appear to be responsive to some of the concerns. We raised in our report and CPD has re-engaged a community feedback process. Um the policies remain in draft form. The last thing I will note is that we identified some areas of concern where um the policies in the form in their in their May 2024 form. Um, Introduced or or maintained some risk around the protection of first and Fourth Amendment rights of lawful demonstrators. Some of those areas of concern appear to have been clarified. Um, and it appears from our observation of CBD trainings that some of cbd's training materials reflected some efforts that clarification immediately following the release of our report. So to to sort of sum that up, uh, as we look as we look back to the response of 2020 and the things that went wrong the the city can ill afford to repeat the mistakes of 2020 as we look ahead to the DNC and to other planned and spontaneous events that Chicago will host There are important important signs of progress. I think that there are areas of continued concern chairman with that. I'm happy to answer any questions. Well, thank you, uh inspector woodsburgh, um, let the record reflect. But um, we're not limited, uh it to the DNC, uh, we have to be concerned about uh, safety of uh, all of Chicago the entire city in every single neighborhood and uh our plans around that also so, um, I won't waste a lot of time with introductions here. Um, I have a team here that's assembled that can answer any questions. Um, if I need uh, uh to defer to them on certain things, so what I would like to do is just introduced, uh, my team who's in the Box first of all, there's uh Chief Dervis of the Bureau of counterterrorism. Uh Chief Dwayne D from the Bureau of counter terrorism. Uh, the first map is the United Center. This is the uh, agreed upon uh perimeter with this injunction with the Secret Service and all of our other Federal Partners in Chicago Police Department, the yellow zone that you can see there that is not fenced in so don't confuse that that is not fenced in that is the vehicle access perimeter any Vehicles entering that area have to be scanned and swept they do have vehicle points on there. They have not put those on the map at this time, but they do have several different areas where if the vehicles are going to enter that zone. They have to be swept by a dog and um bomb sniffed Etc. Um that does include the Horner homes right there. They've already been given the procedure of how they're supposed to go through. Uh, they've done a robust, uh community outreach to them. So they're well aware of it and the impacts is going to cause them the red perimeter everything you see in red that is considered the secure Zone that will be uh, anti-scale fencing around that entire area. There will be a couple, uh Ingress and egress points on that map that will be for the uh, dignitary arrivals VIPs and then obviously the delegates and then the uh, nominees themselves, uh, that area is strictly prohibited to credentialed individuals and those credentials are all through the United States Secret Service. Uh any questions on this map that I can answer. uh alderman pisado Thank you chairman. Thanks Chief. Good to see you. Just just kind of a silly question. Maybe I don't know. Um, I I don't understand the finger on Damen from Jackson to Adams and why isn't it more squared off any particular reason? So that is a vehicle shoot for more of the high-end dignitaries, um that that that area there will be uh, pushed out further because uh, they need to access to the expressway. talking about the finger you're talking about the uh, What's that? Yes, but I I have I save a lot of my questions for personal talk, um because I'm concerned about I know I have a business. Um There's a business. right there on cely and uh I think she's okay. Um So you're going to stop at the L stock you're going to stop at the train tracks to the east. The pink line you're going to stop at the pink line between Warren and um Monroe, that's correct. And you said when you said that the people from Henry Warner are gonna have to go through the driving checkpoints. What are you referring to? Because I don't see this going past the uh, besides the uh, Annex right there, but I don't see it going. You're not talking about the folks that live to the north. Talking about the folks that live right next to the United Center. That's correct. So, that's the annex. Yes. That's that's strictly vehicle exclusion Zone. They still can ride bikes in their scooters. Um, everything else is allowed in there just vehicles that go into that area have to be swept and there will be a marked areas where they get swept at. So, uh 1 of the challenges with them is that that building only had like 30 30 30 parking spaces there. So a lot of those folks have to park on the street. Right. We have residential parking around the building. Will they be able to park around the street? Yes, and the the Secret Service is already made plans with them. They've given them another lot and they will shuttle them that that's all been taken care of. They've they've addressed all that. All right good deal and um so coming from the um So you say the yellow lines are? Is just for what what vehicle access any vehicles that enter that area have to be scanned though. The yellow just putting your mind that that yellow is not fenced in. I know it looks like on the map. That's a a security Zone but it's not only the red areas are where the fencing is. So that yellow is you can walk into that area. You can ride a bike into that area. You can you know anything that's not a vehicle can go in that area without being scanned. There's no checkpoint for people. They're not getting scanned in that area either. That's great. So just so I know we getting ready to have a meeting with the community pretty soon to make sure everybody tomorrow. That's make sure the community know about it. Um, so just from my own um personal when you come from the let's say you come from 1 in Palina. Is there a way for people to get into a delegates to get in from there? There's a is there a point right there where they walk in? Or do they have to go all the way down to walk in ya know that'll be communicated through the Secret Service, but there is access for foot to go and they'll have secure zones where you have to get scanned and going if you have credential, um, but the actual delicates themselves will be coming in through a different if you're going on the bus service. It's a different totally different area. But the the other side for like uber drop off and drop off. Yes, they'll be able to get into there too. As long as they have their proper credentials. All right, uh, I would talk about some stuff later. But thank you very much. So beginning tomorrow, we'll begin in canvas simultaneously not only at the United Center but also at McCormick Place where we will go door to door within those, uh, the entire inner printer out of printer, but we will extend that out to the initial canvas that we did back in, uh, March and April, uh from there. We will be meeting again with the different Community groups essentially a meeting with all the same groups that we met with uh that we begin meeting with in April through July. We will be meeting With those organizations once again, and then we are in addition to that. Uh, we are working with our partners at bacp to make sure that we reach out to all the businesses. So they understand uh, what the conditions are during the DNC. Um, we'll continue this robust communication throughout the uh the period I just really do want to emphasize for ongoing activity. We will be using the OMC app as a 1 of the points where we're pushing out information and also with all of our community organizations and stakeholders within those areas. Thank you, sir. Uh, the chair recognizes, uh Committee Member Alderman cincho Lopez with the question. You may unmute yourself alderman. Thank you, uh chairman and first I want to thank you for uh, putting together this important, um meeting and hearing, uh, I'll have and I'm glad to hear from the superintendent that we are prioritizing both the safety of our neighborhoods as well as the DNC. Um, so let me first start with the question on the neighborhood safety, um my concern and I think I expressed that concern to the superintendent. I hope that we can follow up on that. It is recent shootings that have been affecting, um peacekeepers, you know, I just visited 1 of our peacekeepers in uh in in the hospital, so I want to make sure that we Don't normalize this situation that we should make sure that their this peacekeepers were risking their lives. They're helping us get um kids out of the streets receive the support that is needed and that the coordination and collaboration, uh with our intervention teams. I'm glad that cdph is working with us on the ground to develop a block by blockage strategy because these kids need to be um, you know, the need investment that needs to report and I think the streets are uh right now for getting about the neighborhoods and focusing too much energy in festivals and other things that in my opinion should not take precedent on the safety of all constituents independent of zip code and finally my big concern about the federal government really lose policies around heavy. Um, heavy calibers, uh guns that do not belong anywhere and I think those military budgets that are putting more guns, you know to kill people abroad and here are a a h threat to the livelihood of our communities. So I want to talk about what has been done also to discuss with the federal government about this policies. Um, just just to address and it it it's uh, it was a little difficult to hear everything but uh, let me let me start out, uh with uh, the conflict, uh that's going on in the location, uh that you're speaking on there is a serious serious, uh gang conflict that's going on. In that area and it's been going on for quite some time. We we have uh put resources in the neighborhood and what I will tell you and and we're looking at doing more. Um, what I will tell you though, uh, when we look at our Outreach, uh groups, um, it it we we know especially and I won't name this particular group, but we know that uh, 3, uh members of this Outreach group, uh have uh, lost their lives this year. Now. What I will tell you is that we work with these groups all the time. We talked to them we meet with them, but when it comes to the relationship on the street, we're very careful because um that could also if we're if it looks like they're to involve with us this could also uh, create a problem for them. Um, uh to look like they're working directly with the police. So, um, We can have further conversations there about uh, what that relationship is going to be moving forward, but I can assure you that the neighborhoods have not been forgotten about but as a police when we go in when we uh do certain things it's all based on constitutional policing now, I'm I am very dedicated in making sure that our police officers are policing constitutionally. Um, and that being said, um the police Won't just be able to just go in and um and violate people's rights. We have to be very careful about how we do things because we're highly scrutinized when that appearance, uh is there but what I can tell you is that planning around this DNC is not just been about the DNC especially for me especially for Chicago Police Department. We understand that there are volatile things happening in our neighborhoods. Um, since the 4th of July, we have brought, uh, uh violent crime down significantly because we made adjustments based on what we saw, uh going wrong at that time. Uh, We've adjusted the hours of officers. So during the the week of the DNC we will have cancellations of days off. That will help us fill gaps of where we have deployed officers to other locations in the cities. We will also have extensions of Tours, um in uh, a lot of those cases, uh, you know officers will work in additional 4 hours, uh, uh, uh having an additional 4 hours added to the shift that's going to help us fill those gaps in the neighborhood to make sure that we have adequate Manpower in the districts, uh to deal with uh, any, uh, uh crime, uh, criminal Behavior violent crime which uh plagues certain neighborhoods, uh in particular and we want to make sure that we're on top of that. So, uh, we can have a further conversation about this, uh Alderman and uh, I'll be looking forward to having that conversation. Uh, thank you superintendent. Uh Finance chairwoman. Um, thank you superintendent Snelling and director Toronto for these Maps which we will get out to uh, our residents today. Also wanted to uh, acknowledged that we will be having a community meeting on this, uh plan, uh shortly. I have a couple of questions. I just want to make sure I understand. Um, so where I see the black check marks, those are the only that's the only uh location that residents that live within the yellow area can access their homes. Am I reading that right? No, there are uh other areas on that map that they will have access. Um, those are the ones that the main ones that they put on the map at this time, but they will release more going forward. Uh, but there are going to be some other access points. Um, I would like to say that in regards to this map. Um, The if you see the Red Zone, it's all of McCormick Place. Obviously the expressway 55 that butts up against the back end of the McCormick Place there originally that was part of the secure Zone and they were shut down the expressway, uh, the conversations that we have with the Secret Service and the open dialogue that they shared our information and and listen to what we had to say as well. They were able to move a lot of the uh, activities are going to our place more towards the uh, north side of the building therefore they could keep the expressway open based on the bomb blast radius. So a lot of this was coordination going back and forth and they did listen and do what they could do affect the the neighborhood and the the area as much as they could uh in the in the positive to allow traffic to flow. Okay that I'm glad you answered that said that because that was 1 of my questions about the restrictions to King Drive, uh coming off the expressway. Um, and another question. Are you all um, putting any kind of security at the 18th Street Bridge, the pedestrian bridge that connects um Uh color not color to Med Prairie. at 18th Yes with the lakefront. We we've coordinated with Soldier Field. They they have that under their privy as well. Um, those will all be covered just like a Bears game. Okay, because concern would be um. Groups of people coming over that bridge would have access to the community in an effort to try to get to McCormick Place or the arena. Is the arena going to be in use? Uh win trust. Yes. Not to our knowledge. All right. and then the last question I have is the uh, I may have more but right now, uh, this is what I have, uh, looking at Indiana and thermac with those little um, purple not purple pink areas are that indicates the route? for the delegates and dignitaries and whoever to get to McCormick Place. Is that accurate? Well that that's another area where they have a vehicle screening point. It's a wider area for bigger vehicles to get through and deliveries to get through from a cormack and uh different uh, entities are still active during that time. Um, the busway will be in use as well. But everything will be coming under the expressway off that direction as you said, uh, we are not using any of the other entrances. Okay, and for people who have businesses within the yellow area how will you know? Uh who staff and who's not? I mean with the residents it's pretty easy because you can look at their driver's license if they tell you they live. at uh 18th in Prairie They can prove that. How do you how are you dealing with the Staffing the staff that come into the yellow area? For the businesses that are there. Um, we can have uh, uh deputy chief, uh, Jill Stevens answer that question. So that they will have cards available so they can get in through those checkpoints and Glenn. Do you have anything else to add to that? So the yellow area is is a pedestrian area where people will be able to call Wok. And the yellow areas are the vehicle exclusion zones where all the vehicles have to be screened, but people will be able to walk within those areas for the residents and within both areas starting tomorrow. We have uh been working with the clerk's office to have the key card available. We'll have a uh a lack of better term a fair tomorrow where they can get the key card for the residents within those areas. All right, and for the businesses the restaurants and uh along Michigan for example and Motorola do Are they allowed to have uh people can walk in but cannot park. Is that what I'm understanding? Good afternoon, superintendent and everybody here. Thank you so much for being here. Um, could you tell us has it been finalized yet? Where are the protesters? Do they have a designated spot has that been determined yet there there is a designated location at this time. Could you share that with us? Um, we we still working on the map on that. So we're still working on the map. We'll get that to you through the chair. Okay, I mean is that a outside of the yellow area it it'll be outside outside of the yellow area. It'll it'll be within Sight and Sound. Um, which is what the expectations are. Okay, and um, if you don't mind, I'm just going to ask a couple of questions about the Jewish community and organizations. Um, I have some Jewish organizations that have headquarters near this area and they're very concerned about potential vandalism or danger to their staff. Some of them have Israeli Flags out invisible. Um, should I tell them to take those flags down or to stay away from their offices? What would your recommendation be? No, I would I would never tell you to tell someone to run away wait, I've said this from the very beginning. Um, we are here. to uphold the constitution in people's constitutional rights, and if people want to have their voices heard, we will not only make sure they have their voices heard, but we will protect them while they do so but acts of vandalism and violence we are not going to tolerate you are not going to show up here destroy our city you are not going to threaten people within this city. We are going to protect everybody. It's important to understand right now that responses to violence vandalism is not always a pretty thing when the police respond, but I want everybody to be clear and understand right now that we're not going to be afraid to respond to those things. So anyone who's attempting to step up, uh to come here to destroy our city to hurt people to commit acts of violence hate crimes we Will hold them 100% accountable and we'll make sure the Chicago police department is on top of these things. So I I would never tell you to uh, tell people who are operating under the law. and um doing their day-to-day due diligence to make sure that their lives are calm are comfortable to change, uh that behavior um, because that's giving in to those. Who would do you harm? We're not going to allow that. Okay, thank you. And then what about um, the possibility of protesters targeting neighborhoods away from the DNC area. Are you prepared for that as well? It's the same thing. All of our officers are trained up to deal with the possibility of civil unrest listen. We hope that people come here, um wanting to be heard protest, um in a peaceful and lawful manner. But we're also we've also trained our officers in case those people do not show up in that manner. Um, if people are showing up to commit acts of violence or to destroy neighborhoods where our officers will be out there. So not only do we have plans around the Democratic National Convention, but each commander of each district has a neighborhood plan and an operational plan to deal with the possibility of of uh, uh civil unrest even in the districts. So again, this is not a 1-off plan. We're not just planning. 4 and around the DNC we're planning for the safety of the entire city, which happens to be hosting the Democratic National Convention. Uh, I assume there'll be some type of fencing for the security perimeter, uh, what about hanging banners and signs on that fencing would that be considered vandalism? um I don't know if that would be considered vandalism, but I'll I'll uh because there's there's obviously planning around that I'll go to deputy chief. I'm sorry Chief Dres about that. Good afternoon. Um, no, they will not be able to police banners or signs on the fencing the security issue. The fencing is controlled by the Secret Service and they will not allow that. So that'll be strictly enforced. Okay. Thank you. There are concerns about the protesters. Um, so you're not telling us exactly what they are going to be. But can you tell us if they're not going to be by the residential home? Would they not be better residential homes? Well, once we get that information finalized we will get it we will get it to you immediately, but we're going to make sure that wherever that is. It's not disruptive, uh to the entire Community, um, because we Listen, we're we're going to have the Manpower around that area to protect our residents. Right because what we can't do is allow people to come in and disrupt the the the residents who are living there. All right, there's already a disruption when we're looking at the DNC with road closures and things of that nature. So we're not going to not protect those individuals who reside in that area. So we will make sure that that they have the proper protection. Oemc app and is privy to everyone right in the city of Chicago? Yeah, so we've been uh, we've had a robust. Uh campaign for the OMC app. Uh, we're starting to see it grow. I think we're around 19 20000, uh people that have assigned that have added, uh the app to their phones. Um, it pretty much covers everything, uh with the DNC and it touches on general information Transportation the security plan and public impact, uh, public way permits business information traffic. Um, There's nothing on that app that you're not gonna be able to get in regards to the DNC on top of that. We've also created a text message system, uh for DNC, uh, 20124, uh, you can opt in now. The number is 226787. 2 2 6 - 7 8 7 uh notifications and putting on information We would like everyone to go to the OMC app, right? But we've been fortunate enough to be a city that does large scale events, uh throughout the entire year, uh for so for the DNC, we're just re organizing, uh, our protocols our steps focus on the DC mind you we still will be taking in the 9111 cause or 311 calls and providing whatever Services we can for the entire city. Right. Um so, uh permits that was taken out. even sometime ago, uh, whether whether it's any type of digging any type of uh to do anything any type of permits at all, uh dealing with water and the infrastructure, uh permits how far um around that perimeter did did did it get disqualified or were permits period just held up for this time period Well, I I believe we're in moratorium for this time period but I can get the the information that you need through the chair right and that would probably be a question maybe from uh I mean permanent Department see that right and we are speaking about in the area of United Center McCormick Place. Right right anywhere either whether it be around McCormick or it be around uh I'll be able to get that information, but I believe we're under a moratorium for that week in those areas right got it. Um, especially those outside of the 2 SEC areas I'm sorry. Well that that is something that we're looking at and we're working out with the uh, dncc. So, um, they're still planning around that right now, um, and uh, as soon as we're able to get that information, um, we'll we'll see what we do with it. What what I'm not going to do is make any promises right now as to uh how that information is going to be disseminated, but when we do have that information, obviously we will have to have plans around those locations also, Right, and I think there's still a lot of those uh events coming together. Um, I know you know Wrigley Field at North Hall said are going to be busy. All week we've got a cup series. We have a lot of events smaller that are going to be there which sort of ties into my next question that Deborah Silverstein all Silverstein mentioned about protests in the neighborhoods. And I think you mentioned it would be a district by District sort of strategy. Um, you know, is there, you know, whatever we can do to communicate in advance. As you know from our parade conversations is helpful, uh to let people know if you know if they see activity will there be alerts on their phones what you know, whatever we can do to get out. So I just want to make sure we're all working together, uh, you know, north south and west uh to keep everybody safe. So I appreciate that. Yeah, and and you know again the the oemc app will help with that. Uh, but also um as we gain Intel on certain things if we know that there's a possibility, uh for a protest, uh in a particular area. We have that that information again, I've said it a million times if it's uh predictable, it's preventable. We'll make sure that we get out ahead of it. And um, and as we assess situations, you know, we're fluid and flexible. So we will be able to adjust resources, um, uh to uh to respond to certain situations in neighborhoods. situations in neighborhoods. So, um, we'll be looking at it every single day and I imagine every single day we'll be making some some form of adjustment with our resources. Great. Thank you, Mr. Chairman. Um, so my question is towards safety. Um, like everybody else here. Do we have enough manpower for for the DNC and also for the neighborhoods at the same time simultaneously? It here's what I would tell you if if I could wave a magic wand and get us a million more officers. I would love it. However, however what we have right now, we're utilizing it to the best of our abilities. So what would again we're looking at day off cancellations. We're also looking at extended tours of Duty. The other thing is we um, um through mutual Aid we're having uh, uh multiple agencies from across the state of Illinois and Milwaukee coming in to help us. Now. What we're not going to do is have those officers in the neighborhoods. Those officers will be handling, uh areas, uh, where we have key infrastructure and protecting those areas that would free up officers who we would have assigned to those locations and it frees up our Chicago police officers, um along with that all of those officers who will be coming in from outside of Chicago through mutual Aid those officers will get 8 to 12 hours of training on our policies and the expectations. Uh that we have for them, uh while they protect those, uh, those particular areas. So, um, we're utilizing the the Manpower that we have to the best of our ability and we're going to make sure that we have an appropriate number of officers in each community. So in each neighborhood to make sure that it's safe. Thank you superintendent. And I'm glad that we're using a mutual Aid with law enforcement to have support especially the oncoming in for the DNC and helping secure the locations because I believe that would help like you said free up some of the men and women who should be better allocated in the neighborhood or in the surrounding neighborhoods. Um, I have a question, uh for Mr. Spears, uh regarding the uh, attempt to accommodate a request to provide protest space within Sight and Sound of the United Center. Um, could you explain the legal basis for that? It it seems to me that the First Amendment doesn't compel an audience and that's what that sounds like. Uh, the uh protest applicants are are making the demand, uh that we require them to have the audience that they choose. Um, how have we resolved that? Uh, good afternoon chairman. I'm Scott Spears general counsel of the superintendent. Um, that's a constitutional standard and it is still the uh, subject of some ongoing litigation. We're working through a couple of cases still the law department is handling that but the Constitutional standard is that protesters be able to have their message heard within Sight and Sound of the venue. Okay. Is there a case law that forms the basis for that other jurisdictions that have experienced this. Yes. Okay. All right. Thank you. Uh any other questions for oemc or CPD? We also have uh officials from the cha here with us, including the director of security and the Chicago Fire Department as well if there's any questions for them, Mr. Chairman, I re raised my hand. What's the protocol for their visitors having access to their homes? Sorry, I didn't hear the location. uh, this would be um in the McCormick Place, uh yellow area Okay, I can have what's the protocol for guest visitors during the DNC? I have uh, uh constituent who had a birthday party plan a year ago. I have a another constituent that has someone coming in from the Virgin Islands and another 1 coming has visitors coming in from the East Coast. I can have uh director Brooks answer that question for you. Good afternoon, director Glenn Brooks Chicago Police Department within the yellow area people will be able to walk within that yellow area to those particular residents. It is the red. I'm sorry. Yeah, it is any vehicles that come in there must be searched within that yellow area. Additionally. There will be supervisors from both the Secret Service in Chicago Police there who can help assist any uh issue or any this 1 may have but as long as they are walking in there they are prevented to walk in there. They are not permitted to drive without those Vehicles being screened and starting tomorrow Alderman. Uh, we will be going out doing door-to-door canvasing and each of those neighborhoods making sure we communicate What is permissible within both of those areas and uh what the procedures will be? So here's the hypothetical if I was uh kg and wanted to do a protest in the yellow area as close to the red areas. I could get I would organize a group of people just walking through the walkable area How are how are you? Um? Thinking about that. Uh is chief of re again. Uh, you you are correct with that. I mean that's First Amendment activity. They are allowed to walk in that area. Nobody is being screened or CED in those areas. They will not be allowed to enter the red area. But any of the yellow areas just I mean we keep confusing this that's why I explained earlier yellow is vehicle screening pedestrian bikes. Everything else is allowed in there. They will not be physically searched or padded down. So yes protesters or people looking to voice their first amendment are allowed to walk up in that area. Obviously. We have a plan in place and security plan that can handle that. Um, but yes that that you are correct they can walk right up to that area. Okay, and are you providing any kind of special hotline for people who live in either location within the yellow area? I didn't I didn't catch the first part of the question. Are are you providing for some kind of hotline or expedited? phone connection for people who live in the yellow area on either part of either the South or the west side this is the director of TOS. So, um We would in in in that case. We'd uh talk to Secret Service, of course with CBD and we'll use a notified Chicago cybers our OMC app, uh, worst case scenario. If we have to use our telephonic, uh, we'll use our reverse 911 for landlines, uh could also use our wireless emergency alerts if we get to that our digital Billboards, uh, so uh, we're also know the answer is no you don't have a special line for people who live within the yellow areas. Um, I guess my last question is Soldier Field, are there any activities planned during that 5 day period Chief debris again other than the normal activities that are at ssra field know but uh, once again events pop up as a superintendent was mentioned and we get notified of those events. We work with those locations to uh build out a security plan. Okay through the chair. Can you just send me a list of events that you are aware of as Soldier Field, uh during the DNC. Thank you. General's report, uh soup you want to comment on the status of the guidelines for engagement with mass Gatherings being in a draft status, uh right now as opposed to final status. Does that have any uh impact on your operations? Let me let me uh, go to a a Um Scott Spears, um because he's he's uh deep into this right now. So I'll let him give you an explanation for now the legal explanation. Thank you. Good afternoon chairman, um, Scott Spears general counsel to the superintendent, um to be clear the language is final at this time. It has not yet been published or put into effect made active yet, uh, because we need all the components that are called for by the CMA Suite to be in place including form sets that are still being printed, uh and equipment that must be in place and ready to use before we put that directive that Suite of direct. Directives into effect in addition. We are training officers on that language there have been some minor amendments since it was originally published in may we want to make sure that training is completely rolled out and completed before we put that CMA directive into effect. Uh does the consent decree have any bearing on any of this? Uh, the consent decree is absolutely involved in this and we've been working closely with both the independent Monitor and the office of Attorney General. Um, we have also worked with the IMT and their capacity. Um, as a a consultant to help us put these policies together. They've uh observed the training that we have done on them that reviewed them and approved them and uh, we're looking forward to soon rolling them out. Okay, so despite the fact that it hasn't been formally published. Its a defacto final document at this point. That is correct. Okay any issue with the fact that some of the training occurred while it was still in draft status? There isn't an issue there. This any changes will be addressed. Um through what's an e-learning that's being put out. Um, so there isn't a concern there the changes that were made or non-s substantive they're minor changes. So there's no concern for the CPD. We what will begin is the canvasing we'll begin tomorrow in Buffalo locations over between um now and the convention we will have a number of meetings off the top of my head. I don't recall the meeting that we're scheduling for over at the Henry Horner homes in that particular Community, but we are scheduled to go back out there and meet with them, uh, the Secret Service the CPD and our FBI Partners will be back out as we were before. Yeah. So, um, so you all have passed out the pluggers before and you know, people have to go and hit the QR code to be able to find out things a lot of people don't know how to do that. You know, we have some elderly people and some uh, folks who's not computer literate, uh in the neighborhood and all these people got these fears. So then I had a community meeting, uh, Glenn and at that community meeting I had over 200 people there right who had already you all had already canvas them and pass these things out like 5 times. right and uh We need to be able to just tell folks. I know it's in the newspaper. I see it. It's in the newspaper right now. Uh, but people got these all these different preconceived notions and theories and all these things if we can figure out another way of of addressing them whether it's a public meeting or whether there's a zoom meeting. It wouldn't bother me if it was a zoom meeting. Hopefully some folks who? everybody who uh Some folks don't have computers right in the area because we have a lot of low-income. A lot of people don't know that this area is surrounded by low-income people, right? It's a lot of low-income housing over there. Um, so if we could have a if we can work together with Sarah and have a a meeting we can actually, you know tone down people's fears. I mean the way that the perimeter is really is not touching a whole bunch of people I think is great but people still would be afraid and concerned and uh, if we can can figure out another way of working together to have another meeting in reference to that to just let people know that they don't have to worry about it. So as long as they uh opt into that into that text message, they could they'll get constant feeds on what's going on in the for the DNC. Kopali and I am the acting commissioner for the Department of Business Affairs and consumer protection also known as bacp. I am joined by members of my team Max budovy Commissioner of business licensing and permits Dennis germo Deputy Commissioner of business compliance and enforcement. Ruple bapat Deputy Commissioner of public vehicle licensing and Chris Jessup assistant Commissioner of intergovernmental affairs. as we approach the damak the Democratic National Convention also known as the DNC the city of Chicago is actively collaborating with locals with local state and federal Partners to ensure a safe and memorable event. This event is an opportunity to showcase the things that make Chicago a world-class City from our vibrant commercial corridors and diverse communities to our world renowned hospitality. Leading up to the DNC. Bacp has communicated with the business community and public Vehicles industry. Coordinated with the office of the of Emergency Management and Communications also known as oemc. conducted canvasing of business businesses near the preliminary security perimeters of McCormick Place and the United Center bacp has been working with oemc the DNC host committee and other partners to ensure clear and consistent communication. bacp participates in several DNC subcommittees including public affairs private sector and Community engagement community outreach Public Safety transportation and infrastructure as a member of this subcommittees bacp provides updates and all Partners collaborate to ensure everyone is informed and in agreement. Bacb's communication efforts have included Distributing Flyers door-to-door sending emails posting on social media conducting surveys and making phone calls to provide up-to-date information to be to businesses directly impact impacted by the security parameter. We have been strongly encouraging sign ups for chai Biz alerts, which as as of July 22nd has nearly 23,000 subscribers marking a 17% increase since our effort started in April. Additionally bacp worked with OMC to create a frequently asked questions toolkit available on the EMC and on the OMC website which outlines the concerns of businesses consumers and workers. To further collaborate a bacp supervisor will be at the oemc emergency Operation Center every day of the event to fill business related complaints. Also bacp is communication step staff will be present at the oemc joint information center assisting with media and public information. Regarding communication with the public vehicle industry bacp hosts a monthly meeting with OMC the Chicago Department of Aviation the Chicago Police Department Uber and Lyft to discuss Chicago events and activities which impact traffic management and Public Safety. We have placed a strong emphasis on preparedness when working with the public Vehicles industry. for major events bacp disseminates OMC Communications regarding venues and events that have Geo fenced areas where public showers are prohibited from picking up or dropping off passengers. OMC creates maps and directives and we circulate the information via industry notices and website updates while real-time Communications are handled by oemc. additionally Bacp along with DNC Partners has been canvassing businesses near the United Center and McCormick Place communication efforts with businesses who operate within the preliminary security began on April 8th of 2024. The goal of the canvasing efforts is to search for input answer questions connect businesses to information and address possible concerns. Our canvassing efforts capture businesses in the recently announced perimeter as well as businesses in proximity to the venues. Canvasing businesses and communicating with event Partners is routine procedure for bacp. our investigators were closely with City departments and event organizers organizers leading up to large public events including seniors Fest NASCAR and La pelusa just to name a few. Since April bacp has contacted nearly 900 businesses around the United Center and nearly 500 businesses near McCormick Place through in-person canvasing. Additionally bacp has been calling businesses to keep them informed with up-to-date information. bacp partners with partners with businesses organizations to enhance community outreach We contacted over 70 delegate agencies, encouraged them encouraging them to engage with their business communities to boost verification efforts. This initiatives include planting flowers displaying welcoming messages and showcasing Chicago or American flags. additionally bacp along with other City departments has been actively involved in the Cicero Avenue beautification project leading up to the convention. This project is meant to inform and educate businesses along these commercial Corridor which will see higher traffic due to its procs due to its proximity to Midway International Airport. The security perimeter was announced this morning mbacp will continue to work. With Partners to coordinate effectively and communicate clearly. Additionally on Wednesday August 7th bacp will host a DNC business Town Hall which will offer business business owners and operators with the within the secure the security uh perimeter and opportunity to learn and ask questions. The DNC presents a significant opportunity for our city. Through strong Partnerships. We can host an event that surpasses expectations. In conclusion bacp is dedicated to supporting the DNC through effective collaboration coordination and communication. Thank you for your time. My team and I are happy to answer your questions. Uh, what special Outreach have we made to what remains in The Medallion cabin industry, you know, uh, this is an opportunity for them to make some money. Uh, but so many of them are inactive. Um, has there been any special Outreach to let them know, you know, if your cabs been parked for a couple of weeks, here's a chance. Uh, we're going to have a high demand for not just ride shares but uh, possibly Medallion cabs as well. Um, what what's the anticipation for how the uh, taxi industry might respond to the DNC? Hello. Hello. This is uh Ruppel bopet with bacp. Um, we we are constantly messaging um, uh information about the DNC collectively as business Affairs and consumer protection. You saw some of the information that we're uh sending out, um, we do encourage and we will be encouraging specifically for DNC, um, pick up and drop off areas and and and um peak time for for demands for service. So we do that currently with McCormick Place events and a lot of different events, um, where the we get information on the best times for or or when there will be the most demand for pickup and drop off in certain areas. And so we do message that. Has there been any response that that you can tell not specifically for DNC but we do see an increase in taxi cab activity this year compared to the um since Co we do we have been seeing this year an increase in taxi cab activity more taxi cabs are going back into service this year. Okay with with with all the activities that are happening in in Chicago, not necessarily just DNC but just everything that's happening. There's been many opportunities for taxi cabs. Um service. And then trying to uh, anticipate demand, um, especially for ride share do we have any uh assurances from the industry that surge pricing won't be in effect particularly in regards to the rest of the city where people who are you know in Rogers Park or something, you know that they're going to be subjected to Surge pricing because there there aren't enough ride share drivers, uh during the DNC. Do we have any assurances that that won't happen? so we are um, we have monthly meetings, uh before even the DNC bacp OMC, um and and Chicago Department of Aviation. We have monthly meetings with both Uber and Lyft in in regards to operations and planning for events specifically for DNC that has been a topic what we've been engaging the companies. Um, A and they're aware of of the demand that will be spiking during uh, the DNC and we've talked to the companies about efforts on increasing the driver Supply. Okay. Yes. So yesterday actually we had a meeting with both industry both companies and we WE Post the question. Are you going to have enough drivers available for those days and they said yes. So the lack of drivers is what uh drives the search pricing. So we hope hopefully they'll have enough drivers at the time and pricing will be. Affordable. Okay, very good. Um, I'm curious to know how they're going to monitor the selling of alcohol on the streets that currently takes place during Bears games and during NASCAR. That's 1 question. um and also the monitoring of petty caps, which I imagine will be um utilized a lot during this time. Thank you chairman, uh for that question, so we will have boots on the ground during those days. We have make sure that our staff is going to be available to respond to any complaints that come we're going to be working with the EOC will have people assigned to the EOC filled in those uh complaints in addition. We'll have enough investigators on the ground that going to they're going to be proactively uh, looking in those areas where there is a tendency for petty caps too. Uh, You know a show up and and and you know cost a little bit of disruption and the same thing for uh vendors selling alcohol. Which is it's not a license activity. So we'll we'll be out there. All right, and the checkpoints at the checkpoints they know not to allow at least south of Roosevelt Road up until 18th Street. Um, Petty cabs aren't allowed so they should not be Given admittance to the through the checkpoints have you? Had that conversation has that looped and closed. I will make sure to bring that up. Okay, we have uh C dot, uh CTA and the office of immigration and Refugee Rights. Okay, we're joined by the mayor's office of community engagement and uh following that the CTA will present and let the record reflect. I've just been informed Mr. Carter has just stepped off the L and he is on his way here. So if there's any members of the press still paying attention Mr. Carter took the L to our hearing today. Um, hello everyone. My name is Sarah mats. I'm the first Deputy of community engagement. Um, and also the chair of the subcommittee for um, uh public sector community and youth engagement for the Democratic National Convention. Um, we have a lot of different. Um, uh City organizations city city departments that are members of our committee. We've got the oemc decays bacp mopd, and um several different departments within the mayor's office Edy HS policy. Community engagement our faith team Community safety our comms team our a team, um, as well as with C Cha, um, Chicago public libraries and Parks. Um, our objective is to increase the visibility and engage volunteers residents stakeholders businesses Youth and attendees to inform before and during the convention. Um, we we really helped to bottom line the April canvas that happened both, um in consecutive places we had about a 100 canvases. It was the first time I've ever done a canvas with Secret Service knocking on the door and um FBI and CPD out there. It was a really interesting experience, but we were also joined by other City departments bacp was out there talking to the businesses. Um, the oemc was a very big help with this and has continued to be Department of buildings and then the uh, mayor's office of community engagement. Um, we had a lot of contacts that th those first 2 days. Uh, the first day was actually the day of the eclipse so that was an interesting day. Uh, we got to all gather around and uh pass around glasses after we talked to a bunch of businesses and Community, uh members around that area. We also found that during that time around the McCormack Place, uh, only about uh around 70% of the of people knew that the DNC was coming so we had about 30% that did not know when we went over to the United Center it would increase to about 50% that did not know that's just reiterates the importance of door-to-door face-to-face contact and having that initial contact. We um also designed with the oemc. Um Team, uh, this flyer that has been everywhere and I hope that folks have noticed seeing it downstairs, um, and the windmasters and quite large format and also scattered around town. We have passed out around 40,000 of these flyers all over the place. Um, and I think you heard from the other departments how the visibility from this lit has helped to increase the um, the number of people that have signed up for shy Biz alerts, um as well as the DNC alerts and the oemc app getting this out here having this piece of um, paper has been very very very helpful. Um, we only have about a thousand of these left. So we did a good job of getting them out there. They are in all over the place. We use them in the canvas. Um, they're in our CPL libraries, uh, cha also has them, um, the oemc has done a very good job making sure that they are in um, all of the the police departments, uh D case has been handing them out at their events throughout the summer bacp is using them in their events and then myself when I go out and talk to community members, um, and um tenant associations Community groups done a lot of of this we I just heard from the printer. We have 20,000 more pieces of lit that with our new information they are being folded right now and we will have them for our um canvas tomorrow. Um, we also um, ha had a big canvas in April. We are holding another big canvas tomorrow. Uh, we did this entire perimeter what you're seeing right now is the is the previous larger perimeter. So we made sure to knock on all the doors and businesses churches, um, organizations daycares anything around there and both of these larger areas just to let people know you may not be impacted by the Titan perimeter, but your life will have some sort of a um, you know, you're going to You're going to notice it you're going to see it and you're going to feel it a little bit. Uh, so we made sure that we talked to people. We also have some evening, um and weekend canvases scheduled for August so that we can go out there and again do that face-to-face contact. And we've done a lot of personal Outreach to the residents churches and businesses in the perimeters from our initial canvases. We are also um making sure that there is a digital media plan. Uh, so we have been um, that flyer that I put up earlier, uh has been used on digital ads across the um, cha across CPL across CTA anywhere that that has a big digital screen and DK has been using these digital ads. Um, we started a mailing list for major updates, uh, an update was supposed to be sent concurrently with press conference today, but I am waiting on a 1 little piece so that will be sent roughly in about an hour, um to all of our subscribers and also CPL the Chicago Public Library has created a digital resource about the city for guests and visitors, um, giving people access to all of um, all all of their their Library, um system, which is really nice because a lot of the um Outreach that we've done has been pretty much like logistical and sort of, you know about road closing. So it was nice to be able to offer people something that was A little bit more fun around the convention. Um, we've also had a lot of in-person meetings with abimar and Bulma Community groups. Like I said, neighborhood groups 10 associations. We also have a youth advisory Council that is working with the youth ambassadors from the DNC and then we've done a couple Faith Community briefings and a training for them so that they can feel confident and comfortable. Um, With um being with being helpful, um, in case people are practicing their first amendment rights around there. Um, we have some upcoming meetings that are coming. Uh, as you know today we did the press conference and the perimeter announcement. Um, we have a canvas tomorrow that I'm sure you've heard about several times now, both locations can currently are going to be happening. Uh, the city key event. I heard you talking about that with CA we're having a youth Summit on the third. That's the the youth ambassadors from both the DNC and the Chicago Department. Um, and uh a business Town Hall, uh on the 7th, which I believe um, I have been told you about also we are also doing a a city employee info session, um, the city employees quite a few um people in it's a very large employer and we want to make sure that they are understanding what uh is going on and um all all all of the elements of it. Um, and then right before the convention begins. Um, we are going to have a Unity Service, uh a faith Service that with an with a women's Faith auxiliary event that's happening. That's it. Thank you for the opportunity to speak today on C Dot's role in preparations for successful Democratic National Convention. My name is Thomas Carney commissioner of the Chicago Department of Transportation. As in all major city events C dot plays a pivotal role both in our management of the city's public RightWay and in the maintenance and construction of our City's Transportation infrastructure. Through the hardworking staff at our division of infrastructure management. We have worked closely with key Partners such as the US Secret Service the DNC host committee Chicago Police Department oemc and many others in pling numerous Logistics. These include determining and implementing appropriate Street and perimeter closures. Locations and routes for public assemblies and marches and implementation of construction moratoriums to ensure no disturbance to Transportation or key events. Also, our team of public way inspectors have actively been inspecting for weeks key locations throughout the city to ensure. There are no conflicts or hazards. The above efforts of the infrastructure management staff will continue through through the completion of the DNC. And while I have the the mic I do want to just uh signal out what an awesome job that uh, our Deputy Commissioner J Khalil and his team, uh, assisting commissioner Brian Gallardo who's with me here today, uh, who's over the permit office and assisting commissioner Matt Peterson who's over the public way inspectors they are on this 7 days a week and have uh done an amazing job, uh with work on this while also keeping, um, all the other things that we do in the city moving. Also in preparation for the DNC C dot staff field Crews and contractors have been working around the clock to bring out the best in Chicago's infrastructure. This includes repairing sidewalks and Ada curb ramps enhancing lighting. With LED fixtures and light pole painting refreshing Street pavement markings installing new street signs Paving streets as well as installing new floral and medians and hanging baskets throughout the city these improvements and beautification enhanced Quality of Life by improving accessibility safety and creating a more vibrant public realm for all Resident residents and visitors. We are excited to be completing construction of the brand new Damen Green Line CTA station. The station is 1 of the most beautiful and visually striking in Chicago and we are pleased that we'll open in time for the convention. CAD is also completed significant roadway work ahead of the convention to ensure our streets are in excellent condition and to minimize construction traffic impacts during the event. This includes payment repairs on South Dabo Lakeshore Drive between Roosevelt and 31st Street, which were completed in June. We are we have also finished resurfacing Ogden Avenue between Taylor Street and Randolph as well as numerous blocks in the central business district. Also, we recently completed traffic signal monitorization projects at 10 intersections on Ashland Avenue from Washington Street to Harrison Street, which also includes full APS accessible pedestrian signals at the at these uh traffic signals. In closing this August Democratic National Convention is a time for us proud Chicagoans to show off our amazing City to tens of thousands of visitors. And we're proud that these improvements we're making ahead of this event will be felt by Chicagoans long after the convention. I'm happy to answer any questions from the committee. Is there 1 in effect for the footprint around the carmic place and the United Center prior to the DNC or just during the DNC? Uh, yes. So there is there's actually 3 construction, uh moratoriums. There's 1 in the perimeter around, uh, the 2 venues you you uh, um mentioned and then we're also have 1 um in a central business district construction moratorium Which models the normal 1 we put into place, um around events like Lola pelusa and um, you know in in the holiday moratorium, um, these are going to be going into place at the same time. Um, uh, they'll be going into place actually next week. Okay, uh, and also I understand the the sign shop has been tasked with the this is a priority of producing all the necessary signage. Um, as a result some of the more routine signs including requests from Alder manic offices have had to be put on hold briefly while the Assign trap catches up. Uh, when do you anticipate the sign shop will be able to return to uh normal productivity. Um, so we've been we've been working, uh, a significant amount of overtime, uh is 1 thing. I I want to flag. Um, and we've been because we've had several several, uh several, uh priority projects for um Wards, um this year, um, for example, um, there was a new Metro station opened and it required a significant amount of uh, permit parking, uh to get that in place on on nearby blocks in time for the opening. Um, so we've been strategic in making sure that those neighborhood improvements get done, um, because of the impacts, um, that would have on those different communities, uh, while also doing our our DNC work. Um, I would say that there is probably some longer lead times on your garden variety 311 requests. Um, but I I do Envision that once the DNC is done. My name is Doral Carter. I'm the president of the Chicago Transit Authority and joining me. Today is Molly poppy. Who is CA Chief planning and Innovation officer and has been the point person as CTA for the planning for the DNC, uh convention. It is my pleasure to join you to discuss CJ's plans to serve the visitors delegates and officials will come to Chicago next month for the Democratic National Convention. CTS work closely with the Coordinating Committee for the Democratic National Convention the United States Secret Service the Chicago Police Department and other City Partners on the scope and scale of this event prior to and since Chicago with officially selected. I want to let you know that CJ is prepared. The CJ is involved with the planning and execution of nearly every large public event in Chicago including events that draw hundreds of thousands of Transit Riders over multiple days. From events that that place the eyes of the world on our city like the 2012 NATO Summit to sporting spectaculars like the Bank of America Chicago marathon or the NASCAR street race to some of Chicago's largest parades festivals and music events. And of course the election Night Celebration of a recent past president from Chicago. CTE is always there helping to plan and execute the service necessary to support these events alongside other City agencies and event officials. Along with supporting our regular Bus and Rail operations through throughout Chicago during the convention. TJ will be providing dedicated buses to transport delegates between convention sites. This is a standard practice in cities where these major conventions are held and prior conventions that have relied on public Transit Agency support include Denver, Charlotte and Philadelphia. We look forward to working with many Civic cultural and business institutions. That will be highlighting the Chicago's iconic sites and neighborhood, uh destinations throughout the convention week CT has proven time and again that we're not only an important part of Chicago's economic engine, but also a central part of any public event that draws the attention of millions of people to the city. I also want to make the point that we have been working closely with our Union, uh Partners on this and and we all collectively view this as an opportunity to show the agency on a very positive light as well as the city of Chicago with that. I'll I'll entertain any questions that you may have about what we're going to be doing. Yeah. Thank you Mr. Carter. Can you uh State what if any will be the impact on regular service both in terms of the availability of operators and equipment that obviously needs to be uh redirected towards the DNC. How how will it affect regular service? What should Chicagoans who are not involved in the DNC expect to see Chicago and should not expect any disruption to their regular service because of what we're going. To be doing we are currently in this number is still being finalized, but we are currently anticipating providing 175 buses for the for the uh, DNC convention to put that in context CTA has over 2,000 buses that we that we have in our Fleet today. Um, the other thing is that the obviously that would require also 175 operators, but the good news that I have for all of you here today is that we are we are only 30 people away from pre-pandemic. Levels on our entire Workforce for the bus side, uh, and as a result, uh, we have adequate resources to allow us to provide the support, uh, without impacting our bus service throughout the rest of the city on the rail side of the house. There's not a lot of extra service that we're doing. We're running our regular service. There may be there may be a couple of extra runs that we'll put in to provide capacity During certain peak hours particularly at O'Hare and Midway airport when the delegates are coming in or leaving, but for the most part our rail service will operate as normal. Um, there may be some extra service that we also put on the red line for the White Sox games because we expect a larger than normal amount of attendance at that but these are all normal activities that we would do every day during the summer. They don't have a significant impact on our operations and they won't have significant impact in terms of what we're doing for the convention. Okay, thank you, Mr. Carter. Uh and 1 final question related to the possible, uh extreme weather in August. We know, you know, you could have temperatures in the 90s and there will be times when uh people have to queue up outside the United Center sometimes, you know up to 60 minutes before they're allowed in uh, will the agency have the capacity to provide cooling buses like you sometimes do for Taste of Chicago while a palooza other events that happen in Chicago, um in the event of extreme heat. Yeah, um, whether it's for the convention or for other locations within the city as you pointed out there are times when we are asked to provide cooling buses and extreme weather, uh, CTA will still be able to provide Provide that type of support, uh, should it be needed at the uh at the week unfolds? Okay. Thank you. Um Alderman Curtis anything on your end. Any of our virtual attendees don't see any oh, yes Alderman Dowell. Thank you. Thank you, Mr. Chairman. Um, this is to uh President Carter. uh, do you anticipate any reroutes for any of the buses traversing in that McCormick Place area the King Drive bus the, Indiana, Michigan Um szarmach any of those buses? Yes. You do. Yeah, I'm sorry. Go ahead. Um, can you share that information here? And if and if not, um, I'd like to get that through the chair. Yeah, if I can I can share the information about what reroutes we're going to have to be doing based on what we've been told the the um. Secure zone is going to be at this point in time. Um at the United Center we'll be rerouting the number 20 Madison the number 50 Damon and the number 126 Jackson and we'll be putting together customer alerts and informing our customers of those reroutes, um in advance of the actual, um, um, shutdown of the of the streets in that area. We'll also be making sure that we're getting that information to the communities, uh to the people who live in that Community as well as the businesses in that community. So they're aware of what the new routes will be and how and how their customers or themselves can get around. Um, uh, in and out of that area, um, the McCormick Place, um, uh security Zone will be rerouting the number 3 King Drive and the number 21 Cermak as part of that as part of that effort and we'll be doing a similar notification in that community and throughout the throughout the system, uh for the reroute for those as well. No reroute of Indiana not at this point. Okay. Um All right. Thank you. And can I get uh the map for that through Gerald yes, as soon as we finalize it because we obviously we've been working with the Secret Service and the police to to finalize the zones and all that but we will be happy to get you those Maps as well as provide you with with um additional material if you want to get it out to your constituents in your award. Okay, uh just a question on the 175 buses. How much is that costing us and does the DNC reimburse you for not just the use of the buses but for your gas and The short answer is yes. Um I'm looking for the amount here. I'm going to actually look to Molly poppy who has the number closer at hand. uh, 2.4 million 2.4 million the DNC is picking up the cost of all of our expenses for those for that service. Okay, Staffing all everything Staffing Staffing gas. Okay gas. Yes, everything is being covered as part of the arranger that we entered into with the DNC. All right, and then last? Are you? is there anybody doing any uh Uh work at the airports. I mean who's transporting the delegates from? the airports is that you yes, the the the delegates will will be receiving a virtual 1-day pass in advance of their arriving, uh to the city. Uh, they can use that 1 day pass to write CTA trains, uh out of either Midway or O'Hare, um, we will have additional Personnel at both of those stations, uh to support the the um, um, delegates and other customers that they arrived. Uh, we're obviously also doing a little bit of sprucing up, um for the stations to make it a a a a nice welcome for the delegates and and our customers at that that those stations as well. All right. Our final speaker is uh, Deputy Mayor Pon de Leon, uh, who will talk about, uh, some of the preparation for uh additional migrants who may be coming to Chicago during the DNC. Thank you. Okay, we have a short. Thank you. Thank you very much. Welcome. attendees to here Good afternoon, and thank you for having us. I'm at 3 Spahn and I'm the deputy mayor for immigrant migrant and Refugee Rights for the city of Chicago. And I'm joined here by Glenn Lyman who's our deputy director at the um office of emergency management and Communications and we're going to share just a high level overview. View of the planning that has been happening in the case of a sudden increase in the number of new arrivals to the city. It is really part of a shared strategy that we have with the city state and County. I'm going to give a little bit of background about that partnership and um and then pass it over to Glenn for more details on the specifics of our Chicago plan and I do want to say that we will be sharing, um the strategy overall but no specifics due to Safety and Security reasons. So we are part the city of Chicago has developed a a strong partnership with the county and the state of Illinois to manage the new arrivals Mission. We've collectively, um laid out a strategy for shelter operations and resettlement supports and we have all 3 governmental bodies have done advocacy at the federal level for additional resources, and we have brought additional dollars from our um, individual governmental bodies to this Mission. So it really is not just a Chicago operation, but we have made sure that this has become a regional operation with commitment. from all levels of government As part of this work, we have a joint working group that has laid out a uh, a 4-point strategy 4-point goals 1 is to ensure sufficient shelter capacity for new arrivals. This is temporary emergency shelter. It is not meant to be long-term shelter and it is all congregate shelter primarily. So, um, but collectively we've made that 1 of the goals. We want to make sure that we are delivering consistent quality shelter experience is making sure that shelters are safe for the shelter residents and that we're able to serve the most immediate and Urgent basic needs food shelter, um urgent medical care. We also have a strategies for facilitating self-sufficiency and Community integration people come here not to live in a shelter for a long time, but they want to work. They want to become part of communities. They want to be able to um, make a living and and raise their families. The state has been um, especially supportive in some of their programs to help people. With um integration and the city has as well focused on enrolling children in schools connecting them to Health Care Services. The county has been particularly, um up, uh, a strong partner here with County healthcare, but there are multiple things that we've done collectively to help put people on a path to self-sufficiency and then finally, at the heart of this compassionate resettlement model, we've always aimed to be fiscally responsible and as decisions decisions have been made about the types of services, um taking into consideration. Our financial constraints has been also a very important component. I will pass it over to Glenn Lyman to talk about the specifics of the contingency plan. So the contingency plan was put together, uh by subject matter experts, uh of a planing self. That was put together a number of months ago that was made up of oemc Cook County emrs. Imma and FEMA Ranger 5. Their goal was to ensure safety in order and stability at the Landing Zone and in the surrounding area. to limit the number of new arrivals that were on shelters and build upon a joint City County state plan to shelter capacity and funding for this mission. The key takeaways for this was to utilize all available new arrival shelter beds that we currently have then to open City operated just in time, uh shelter beds when that Capacity is maxed out the state would open just in time beds. Now this funding for the state is still to be determined. To assist with this whole surge plan. There's going to be an executive on loan appointment underway to run that contingency plan in a smooth and orderly way. I'll turn it back to Deputy Mayor just to focus a little bit on the the just in time funding and the partnership. Um, all of this would be funded. Jointly. So we do have city state and County funding and together. We have advocated for federal funding the city submitted an application to FEMA for the sspc grant. We are awaiting a response but the funding from that Grant will support this um joint contingency plan. We do have other sources that we are looking at in terms of cost savings from the existing Mission, but um a large portion of the plan will depend on the FEMA Grant and there's been significant support for it from our federal legislative, um, delegation and others. Um, I would like to again point out that all of these just in time beds they are they are time limited so people will have 30 days there. They will be open through the end of August, but they are um, really very temporary and we will guarantee that they are able to cover us at least through the end of August maybe into early september and those are funded jointly through this partnership. And then finally, um, the I think as we We do this work together. We will always be looking at the actual numbers of individuals arriving in Chicago the pace at which they're arriving before we activate any of these of these resources that are needed Glenn so built into this plan are triggers. The first trigger is 66% when 60% 66% of either single adult or family shelter beds are occupied. This will trigger a coordination call between key City leadership. What's going to base in their decision is the current rate of arrivals at the time will help them to inform in their decision-making process. The other key takeaway number is 75% when 75% of either single adult or family shelter beds are occupied that will that will trigger the Implement implementation of the plan that key leadership has decided to take upon and that would include uh, you know, the opening the just in time shelters ramping up Staffing shelter supplies ensuring feeding contracts are established. So the whole components of this implementation for the surge plan is really based on the landing Zone. That's where everyone arrives first. Okay, so it's the landing Zone and the intake Center decompressing that opening shelter sites so that we have placed to decompress The Landing Zone too ensuring we have the appropriate staffing needs and we have the supplies to support it and the transportation necessary to move the individuals. Um, I'd like to conclude by saying that over the last year we have built an operation an infrastructure that wasn't in place before so we have a fairly smooth running operation oemc, uh, managing the, you know, the logistics and the landing Zone dfss operating the shelters and then through that partnership with the county and the state connecting people to additional resources. The Department of Public Health has also been critical in making sure people are vaccinated ensuring public safety and health for for not just new arrivals, but for all of Chicago, um, 1 thing I will note is that we do not know how many people will arrive but we are prepared for the number of people that might make it here. We know that um as a political son, you know, the governor of Texas has talked about busing tens of thousands of people here, but there are no concrete numbers. Um, there's a there was a number reported of 25,000. I think that was a misinterpretation of something that was shared in the in the previous hearing. We do not have 25,000 confirmed people coming to Chicago. What we know is that the numbers have been lower crossing the border because of an executive order that puts limits on the number of folks who are allowed to cross and ask for Asylum that might change at any time and so we just want to be prepared and I am grateful for the work of oemc the planning cell and our joint strategy group with the state county and City because we have a solid plan, um, in case we need it and we are ready to execute it if needed. Thank you deputy mayor for that, uh and for directly addressing, uh, the rumors and speculation that have unfortunately been repeated in the media, uh with no apparent basis at least uh today so I won't ask you to to speculate on the likelihood of this alleged coordinated surge by the governor of Texas, but what I will ask you is If something like that does occur how will we know it's happening and how soon will we know? What what is our Intelligence on the ground in El Paso or whatever that's going to give us some advanced warning of such an event does take place? Uh, go ahead. Yeah. I can touch base on that. So we are in constant contact with the state who has individuals that are down in El Paso. Uh, so they do give us, uh weekly briefings on what they're seeing down there. Uh, we do get a report weekly from DHS and those that are intending to come to this area. So um, and then we also have communications, you know with municipalities, you know, because as you understand since the ordinance went into effect all the the previous buses that came here were dropping off in outside municipalities. I will add that. We have a weekly call that includes the white house, uh, FEMA and others and um, they pass along information as they see it. So I know that in the media there was a report of of a caravan of thousands of people coming through the from the south up into Mexico. But again, we have an executive order currently in place that limits the number of people who can actually cross into the US. And ask for Asylum. So while we are aware of all of these components unless that executive order changes. Um, we we can we we don't know really how many people would be sent directly to Chicago. Okay? But you are confident if such an event were to transpire we would not only be prepared but we would have advanced notice sufficient advance notice that we can respond correctly. We're not going to be caught off guard no matter what, uh, you know Governor Abbott tries to throw at us. I believe we won't be caught off guard. However, we don't know the rate at which people will be sent here. So it could be that suddenly, um, you know, there are 50 buses that come all at 1 time and while we may know that they're on their way. It's still a significant number what we have done is to make sure that our current shelter system has a cushion of of capacity. We currently have um, just over 50% of our beds available and that would give us the opportunity if we suddenly see a very quick spike in the number of people to fill those beds while we prepare to open the new ones based on those triggers that Glenn talked about in the past what has been the average, uh, travel time for a bus has it been like 2 days 2 and a half days. It's been about 24 hours. So yeah, we we've been given notice from uh, the Texas Department of Emergency Management. Uh, they usually will tell us uh, You've Got 2 buses on the way this number of passengers. Um, so we've been able to push that information out to our municipalities to our Rave system, um to make sure they're aware of it. We don't know where they're going. We just know that they're on their way they drive straight through them, which is fuel stops to do it in in 24 hours. Is there uh, does it require multiple drivers because a driver? My understanding that they'll usually have multiple drivers and then they have handlers. Uh, because in the past what they've done is, uh, Texas is buying the Metro tickets also the train tickets. It's actually a pretty inhumane system and I'm glad that you you noted it. It is 24 hours or less that the bus takes to get here people aren't there are no stops at the height when we were seeing 10 12 bus a day. There were folks who came with wet clothes wet shoes, um, lots of pretty significant and inhumane conditions and I think that that is um, you know, it's part of the the reason that we want to make sure that it it is something that the governor of Texas is choosing to do. Um, we don't have control over it and uh, I ultimately we would hope that there's a way to put a stop to to those buses. But um, we just have to be prepared for whatever I I won't get into that here, but I'll let the governor of Illinois comments, uh regarding the governor of Texas's Behavior speak for itself in this context. Uh, so, uh as we don't know. uh when buses are coming or how many on those buses what happens if we don't receive the funds that we need from FEMA. Thank you for that question. There are some pulled funds that we we have had some cost savings because fewer people have come than we expected at this time. And so I think what we would have to do is look collectively at the money that is um put on the table by the state city and county see if there's a way to repurpose some of those funds for this Surge and then maybe have to make some tough decisions about additional funding but in this moment, we know that there is some money available that can be repurposed for this the FEMA Grant would allow us to do the full plan, but we do have funding to do a portion of it. These These funds can only be used for uh new arrivals and not for unhoused that may be in our city. the funding that we have for this mission is only for new arrivals at this time, but there are considerations about um, potentially, you know, if people come to The Landing Zone that our other Chicagoans how we would be able to support them. And is the FEMA money? Um Uh targeted as well to that population or is if it's you know Emergency Management money and it's during the DNC can this money be used for if we get that Grant can it be used for unhoused Chicago? There are actually there are different. Um SSP funds the 1 that we've applied for for this purpose is only for new arrivals. That's how it was designed. But there may be other SSP, um funds that could be a possible. I am not clear on that I would direct that question to our budget director and get that in okay.
