To express our support for the ordinance, regarding the proposed amendments to the Thompson Center Redevelopment and the related easements. The Chicago Department of Transportation and collaboration with the law department, has thoroughly reviewed the processed, uh, excuse me, proposed changes, um, to the terms of the easements, uh, that were existing on the property. And have deemed these changes to be acceptable and in alignment with the public good. The existing encroachment on Lake Street elevation which has been in place for several decades is mirror inches of the facade and does not impede the public way in any way. Uh Minor Adjustments to the overhead clearance on both lacell Street and Clark streets uh are insignificant to any use of the public sidewalk and public way. on lell Street, the reduction, to the overall sidewalk easement with um, is not expected to any negatively impact pedestrian flow and primarily the building will have less, uh, public business and access at this point. Under the new use. Uh, terms of The Pedestrian, the pedway connection, uh, which are still under negotiation, uh, will be a benefit to the city as well. And a standout feature will be the renovation and the include improvements by the developer to the CTA station, uh, within the Thompson Center which at the uh, with, with the exception of CTA equipment will be constructed entirely by the developer Within this investment in public transportation. And infrastructure will provide significant benefits to the city enhancing accessibility and convenience for thousands of daily commuters that come through this station. Um so there was a setback and the building overhangs that the change and the redesign is uh very minor just a few feet that it's dropping slightly, but it's still well above. 88 clearance on the Clark side. On the LEL side it's the same thing. However they also are are extending out the vestibule area to part of the overhang on the, the LEL side. Um, this had been 1 of the main entrances to the building when it was used for a lot of public. Good, the DMV, and all the state operations in the building. Um, so that won't be as much of a public high pedestrian, uh, entry point. So we didn't really have any issue with them uh changing that and it reduces it still plenty of sidewalk with for uh downtown standards for people to get by over there. How how far is it coming out on the sale? Um, I don't have the plan in front of me. Um, ballpark 8 8.5 feet? Yeah. Okay. So it's just an additional 8 feet of the vestibule area that's being uh narrowing. What is currently under the overhang. Wonderful. Seeking your favorable consideration of a resub division of a portion. A 1.43 acre portion of a previously approved uh Region's Park. Subdivision, this is within sub area, B of residential plan, development, number 826, the subject property is located in the West Ridge Community area on the city's far. North side in the 50th Ward, which is indicated on this community area map with a red star. Uh, the Region's Park, plan development was initially approved in 2002. It contemplated a mix of town home and single family, residential development. You can see here on this slide, this is uh, the a site location map showing roughly the existing conditions. Uh kedzi is to the West. Whipple is to the east albian to the South and you can see Wallen is a private drive that runs through the center of the subdivision. And those are some photos of the existing homes that were constructed, um, on the western portion of the original regions Park subdivision. The original subdivision was approved by City Council in 2003, consisted of 36, lots of record. And here you can see on the western half of the subdivision. Um, this is primarily 30 foot wide. Lots, those lots have all been uh developed and are improved with single family homes, the eastern half of the subdivision, which is the subject of this request? That's before you today, consists primarily of 60 foot wide. Uh, Lots and those are predominantly um vacant and unimproved. So here you can see um the Eastern portion which is vacant and and unimproved, you saw the aerial view, um, that's highlighted in yellow, that was acquired by the applicant in, uh, 2022. Um, this is the area that we're proposing to resub the yellow portion, And in 2022 dpd approved a minor change to the PD, to adjust the widths of the lots and the configuration of the Lots, um, in order to, uh, accommodate current market preferences for, um, development of the remaining Lots. So this resub division is, um, really a technical cleanup, uh, that aligns, the lots of record to the dimensions of the lots that were approved, um, with the 2022 minor change, um, without this re subdivision, these Lots can not receive house. Number certificates, can't get utility service. Um, so this Resubmission will allow the lots to be developed as contemplated by the PD. Um, and just to note, um, The Proposal is to divide divide 8, existing lots of record into 16 new, lots of record. So here um, is uh an excerpt of the plat of subdivision or the re subdivision um that you can see again 8 Lots 8, 60 foot wide, Lots being divided into 16 new, lots of varying, widths, mostly 25, um, feet wide, to 30 feet foot wide. Lots Um, the 16, Lots will be developed with 16 new homes uh, with a mix of single family, detached homes and uh Town Homes. Each will have a detached garage. The current owner, um, who is the petitioner in this matter? May develop the Lots themselves, or they may sell the Lots once. Um, they are. Um, Re subdivided. So the applicant has discussed the resub division with Alderaan uh Silverstein who is in support of the development and has issued a letter of support to the committee and we understand that was provided in advance of the hearing. And the purpose of the vacation is to connect these uh properties and to they can improve the alley and expand parking. Uh, we've worked closely with sedat and also with Alderman Conway from the 34th board and um, he's here today. So um, we're here to answer any questions. Uh uh questions from members uh, Autumn Fuentes. It's a vacation of reality will the only be preventing any public access from 1 side of it to the other. So there, all would be part of their property and um, they, they would not be because well, they're not planning on building on it. So it'll be it'll remain improved as a parking lot. And you can see here that there's there's a, um, the properties on both sides of it are are the applicants? There is a north south Ali that runs uh that's improved and it's a new ally uh that you can sort of see it here on this here on this uh plat of vacation. It's this north south Ali, that Services all the other uh properties. And so the more the part that is being vacated is only adjacent to these properties. I, I forgot to mention that the alley was appraised. And there's, uh, compensation that would be due due of 5200000, which the applicant has agreed to pay. Um, and that letter was support provided to the law department and see that Okay, bottom and more. I'm assuming in the north south Ali is where the Refuge was collected. Exactly. And and it's a pretty wide, it's a nice alley. Uh, nicely improved Ali. I would say um unlike the and you can see it sort of in in in this area, right in here in between the buildings. It's uh it's paved. It's it's newer because there's a new building on it, you can see the new building in the background here and so this alley again is is um it's not very functional. So is because there was some questions about this, uh, This, uh, this item here to speak. We have Uh, from Cedar Bill Higgins. And uh ottoman. Who is sponsored this ordinance? Uh, G chairman viegas. Before you use a substitute ordinance, that was agreed upon between the Department of Transportation and my office regarding the restoration of sidewalks. For those of you Alderman that have not yet had people's gas ComEd. constellation uh, AT&T or any other utility come to your neighborhood, um, to provide an upgrade their equipment or their service lines, um, you should you should be, um, in support of this ordinance and I'll tell you what, so right now what we have is, uh, the utilities come in to the on to your block and they will tear up the squares and uh, on that block in order to upgrade their equipment. Under under city law, they're required, just to restore the blocks that they damage. And so I put some renderings up here for your at, for for you to see on some of the examples on why we need to pass this ordinance to ensure that the asset The sidewalk, which belongs to the city of Chicago, uh, is repaired and restored. So that way people can divert Traverse the city in a way that allows them without risking any type of injury. And so here you have an example of where there was some work done at the corner, the squares that are just south of it were damaged prior to the work being done. However, since the contract Ctor did not disturb those those squares. He was not required or the city was not required to restore that as a result you have a an asset here that is uh, structurally, not sound. Another example here is where you have, um, some blocks that were taken out, and there was more work done to preserve that 1 block. No type of uh buffer or Expansion Joints, put next to the concrete and a result later on, you'll see that with with the cold weather and hot weather. It's going to it's going to chip. So what we're doing here, is we're just trying to get some common sense legislation passed, that would say, that when the constituent is being burdened, by all this infrastructure improvements, the least we can do is make sure that once we leave that block is taken care of that. All those squares are restored. Structurally, but also, this is this is Pennies on the dollars that were that were realizing for this asset, the sidewalk belongs to us. So 60% of that sidewalk is Disturbed, 40% of the of that. The rest of the remaining will be done by the city, meaning that we get, we pay 40 cents for 100% Improvement. Um and and and again, this will make sure that the constituents that live on those blocks are happy. Because I can tell you that, the calls that I received based on the the people's gas upgrade and AT&T upgrade, it just doesn't make sense. And so again, this is an opportunity to, uh, put forth, some common sense legislation Initially, I I had asked for uh, 100% however, in negotiation with sedat, we came to a conclusion that 60% is something that they can uh that they can handle. Uh and so I'm asking for your favorable consideration, we do have C dot here. Answer any questions. If you have any questions. and I should mention that the funding source for this is is the capital Bill. We passed a capital Bill uh about 3 or 4 years ago 3.7 billion dollars in there. There's a line I'm associated with sidewalks. Um, and I would, and I would, um, this has nothing to do with the ordinance per se. But as we talk about another Capital bill, I would remind our members that we should be taking a look at line adding line item in the Appropriations to make sure that we do have the buckets of resources available for the, for the, for the requests that we get from constituents. We know that the reason why we pass a capital bill was really to deal with the bread and butter issues that our offices receive lighting. Alleys, sidewalks, curbs streets. Um, unfortunately we didn't do that last time. With the line item and I think that moving forward and we do pass another Capital bill that it would be wise of us to line items to make sure that we have the necessary funding available for the projects that typically Focus call in for us. And so with that, I will, uh, answer any questions from the members, uh, and see do that is here to support any type of uh, answer any questions that the members may have as well. Right. Uh, I will call on Alderman Moore. You had questions. No, I don't have any questions. Um, I got I got my questions answered during recess, but I will say, I fully support. Um, this ordinance, as I went through some of the same challenges, um, when people gas, um, uh, came to my ward and it cost me a lot of time, um, staff time, um, to go back out there and identify, um, I mean over 10 blocks. Um, the problems and had to walk through each block, and we were able to get it fixed, but it cost us a lot of time. and energy and I think it cost us money too from the city city standpoint because if it was done um, simultaneously, um, then it would have been less when you got to do setup costs again and bring everybody out. Um, equipment, machinery, uh, even materials. Um, it's it, it it was a, it was a larger cost to the city and it and it so it's going to save us. Um, it's a cost Savings in the long run as well. Thank you chairman for bringing it. Um, this item up. Thank you, thank you, thank you. Um, this is this is for either the chairman or our our, uh, Uh, assistant, commissioner do. Um, um What was what's been the feedback from the utilities about this to the extent that we've reached out to them? Um, I think it's been pretty receptive. They I mean of course they don't want to do any more than they're required to do, right. But uh, requiring them to communicate with us. Fixes. Uh, Problems with, you know, if a problem comes up, uh, to your point, it ends up being more time and more money on everybody's part to track resolve it case like this. Um, it it costs less for us to fix it all at once, then come back later and and patch that part that's, uh, that was left behind. So I think they understand and because Ultimately, well, we might be pushing the, the utilities to make sure that they're doing their part right. Making sure those Expansion Joints are in that ultimate. Biggest mentioned, in 1 case, didn't didn't show up. Um, with this program, we'll be using our own Capital Bill to repair the rest of the block. So uh, it's all uniform and and new so I'm trying to think of any unintended consequences of this, you know, we have obviously a lead service replacement program that's going too slow or we somehow slowing it down by putting this in or anything like that. I don't know if there's been any thought of thought of some of those unintended consequences that are difficult for me to think through at this moment. Yeah. I understand, I, I think because it's structured, as a consultation, we can take it on a Case by case basis and look at the details of that stuff and it's not just automatically. Yeah, the whole block has to be redone, but we'll look at it and see what needs to be done. We can check our schedules for Perhaps another uh, permit has already been filed for, you know, a lead service line. Down the block and we can say, okay, well, we'll do the rest of the block when that project comes through rather than uh, at the same time. But yeah, that's fair. So this is, this is a no-brainer and, you know, I hesitate, I mean, you know, in dealing with this our constituents had for a type of sentiment about it and it was they wouldn't do that in the in certain other Wars in certain areas of Chicago. So why I do it in our neighborhoods so um can't prove it. But with this at least least with this this uh ordinance we can actually make sure we don't have the checkerboard effect on our sidewalks and that our our our sidewalks get get uh get get repaired. Um, because also something that was not mentioned when you do things like that, it the The care from the laborers to ensure that the sealed that the cracks, that that the lines are sealed around that 1 square. It it's it makes no sense and first winner. Oh, snow thaws freezes. It's already tore up. Again Vegas. Thank you man. I look forward to continue to work with you on things like that. We've been working together on things like this for the last 10 years, so let's keep keep going. I like the fact that you mentioned, this is common sense. These are things. We shouldn't have to do.
