How can people get along with each other? Their relationship with each other. Is it a wholesome relationship or is it hostile? It's hostile here in the city of Chicago because they have brought a illegal people in to compete. For jobs good contracts and service with black people and they're moving them into our neighborhood. And they're competing over at County Hospital. And they coming under the name of sanctuary. Now if I I have a long history with the Human Rights Commission over 40 years. I have a long history. I'm an expert in this. I found many complaints with the state human rights the city of Human Rights the County Human Rights. But I'm black. I'm black and and other people come in and have the audacity if you gave or whatever and and go to a a a a a work staff Financial Stalin house all covered by the Human Rights Commission. But when you black you at the bottom of the social economic you get nothing illegal can come over and and not even and be a Chicago post. Face and not even a citizen they can go come to the state of the city and say I'm being discrimination on my job. And you're not even a citizen. But when I file a complaint they said what is your complaint with the commission race? I'm black and Weeks later you will say I will get a letter say they found no fault. No guilt. And that my complaint me nothing. It means nothing when you're black. In the city of Chicago with this Democratic man. fail fail let me and you gonna have that gastric when I go over my Your time is up. You have succeeded go 3 minutes you have succeeded. So you all cover citizen senior citizens Hazel Sims was my mother. Um, I'm still being dragged through Court since 2021 while I was taking out of her home. She was disabled unable to take care of myself. I was locked away for a domestic violence not giving uh, what is it called due process. That number is 211 d v701 1 00011 Port room 401. I'm hoping that it'll be dismissed. Um The Fair Housing Act So my hmis number is 355061. I've been homeless since to what is it July 2000021 work force discrimination. I had a EEOC claim 440200222 0907 that claim was. Well, I was told by the lead investigator Seth Brown that there was no finding of discrimination all lies. Um and also family support my child's name is yasuke Roosevelt Sims. I have a domestic, um over in domestic relations wherever I've been dragged for the last 2 years 2 3D 79597 Um, these are all areas in which you all cover. chairwoman Excuse me, chairwoman. These are all areas you all covered. And now these are all areas. You all have heard me speaking on I've come to this committee and every other committee to address these things but still to no avail. So I've concluded that I'm not considered a human being here in the city of Chicago. And I'm supposing why but Mr. Blakemore hit it right on the head as a black American you're not viewed as a human being. You have no human rights know. Civil rights or any rights? I'm concluding. Unless you be a homosexual person unless you're a um of Latin descent unless your immigrant or or all these different things but not a naturalized citizen. Not somebody who's been living in this country for 43 years. So I'm wondering why. chairwoman you got to pay attention because I'm I'm it's it's it's it's disheartening and also frustrating to be ignored consistently you wore a mask to the last meeting, but you've also canceled 2 other meetings and I want to address this. So I got you at my disposal today. So help me out help me understand why I'm not treated as a human being but everybody else is giving that just do. Or while this nation of people is not treated and in a human way what everybody else is giving that just do? Whether you be homosexual immigrant or just anybody else outside of this nation. I am from Evenson Illinois and over the past few months. I've been doing a lot of work with states around the country to ban dangerous chemicals from cosmetics and cleaning products. Um, thank you for hearing from me today. First of all, um, it's no secret that the US is 1 of the industrialized worlds unhealthiest countries our healthcare system, which should be 1 of the best in the world is so inaccessible that it isn't uncommon for patients no matter their condition. To be turned away because of a lack of insurance. This is a big problem that despite my respect for the committee will be difficult to solve in the city of Chicago alone. However, not everything about the US Healthcare System requires big changes on the part of policy makers after all the US has the highest death rate among avoidable or treatable conditions in the industrialized world. 1 of the things that I respect most about the current city Administration is that attempt to fix the root cause of many of Chicago's biggest issues. I believe that the same can be done here. Rather than spending loads of money on an already broken Health Care System. We can attack the products that cause some of America's worst conditions before they hit the shelves. This is made much easier when considering the fact that for years. The American government has taken the word of manufacturers over policy that those manufacturers make consider to be overly cautious as a result. Some of the worst chemicals in America's products today aren't even included on our labels a product's fragrance for instance is considered an international trade secret meeting. It can't even be interpreted in the public eye or even approved by the FDA as a result companies can put whatever they want into their fragrance into the fragrances of their products. This means that many of America's favorite products include significant amounts of endocrine disruptors. Carcinogens and other dangerous toxins and many of us don't even know. I can't stress enough how important this issue is to me. I've watched this countless members of my family fall into cancer and other preventable conditions. lessening the chance that anyone has to deal with this terrible condition and the many like it is something that I firmly believe we should dedicate ourselves to I'll end by saying that it's time that we stopped taking companies at their word. It's time we stop endangering the lives of ourselves our children and our family members. What I'm trying to say. Is that we need to stop doing what's easy? That's the most disgusting thing I've ever seen especially when this is supposed to be about humanitarian and human rights, and he used to be so blatantly disrespectful to Citizens and he won't stop so I had something that I needed to talk to you about about a hate crime for black people because our property being stolen And see when you all get upset because somebody says something that you all don't like or agree with you get up and walk out walk away. But you're supposed to be on to people. Everybody doesn't have to agree with you. Well we have to do is exercise our rights. And be within 3 minutes, that's what we have to do. We don't have to agree with you and if we don't agree with you you all get up and walk out. All the way to the point where the other day when I addressed you, see how disrespectful you being right now. And then in order to get any money that you want to subsidize any idea that you have you gonna take black statistics to do it. You gonna have black this black that black this black that but when black people come and talk to you about our issues the ones that you throw up on that board and that all y'all get paid off of the white Alderman get paid off of it the Hispanic Alderman get paid off of it the black Alderman get paid off of it. But yet when we come and talk about our issues it offends y'all it upsets you it rubs you down the wrong way. So I'm going to go sit right there in my seat. And as a older person you I'm asking you to come and talk to me about this hate crime that I'm trying to do cuz I'm not going to deal with a rude and incompetent. It's a hate crime. I have been in and out of this body. I have listened. I have watched I've seen you vote. on over 400 million dollars for illegal immigrants from around the world to the detriment of the black community. I have in my hand a contract. I have in my hand a contract. Excuse me. I need silence in order to be able to listen to public comment. If you don't remain quiet you will have to leave. Would you would you restore my minutes, please? Please go ahead. I have in my hand a contract with black Chicago 2023. I and my girlfriend sister Erica Don we put this contract together because we are seeing what you're doing in terms of voting for all of this money for illegal immigrants. This contract is about 20 15 government agencies in the city of Chicago Chicago Board of Education to Chicago Police Department, the Chicago Fire Department housing and un down the line we make up 29% of this population and we want to stop the Carnage that's going on in the black community. This illegal immigration is decimating the black community. So we're saying in this contract that since we make up 29% of uh, the population here, we want 29% of the jobs in each 1 of these departments education housing Police Department environment. I am a retired teacher and counselor with the Chicago Public School System. There are only 21% of black teachers. In this system. We want that population that 29% to represent our population Desmond. Yansi. This contract was given to you we met with you in High Park in a hotel you Embrace this contract you agree with this contract. We told you we'd like for you to introduce it as an ordinance. You have not done anything, but you introduced an ordinance recognizing haitian-american month Haitians did not put you in office 64% of the people in your ward are black 3% speak Spanish or Spanish who speak the language Spanish. So we're at we're looking forward to meeting with a select group of aldermen to sit down and talk with them and ask them to introduce this as an ordinance so that we can stop the Carnage in our communities. You've had fairs employment fairs for illegal immigrants, but you haven't done anything for young black men in the city of Chicago in some sections of the community. Black community. It's 50% unemployment. We talk about crime where your legislations your ordinances are contributing to this crime. It's engineered. So we have to stop it. We are looking forward to sitting down with you all to help us help the black community. They're taking their land everything is going on. Um, so what we did is we took the uh dumping ordinance which is uh, 7-28-22 and it reads as uh, it shall be unlawful for any person to place leave dump or permit the accumulation of garbage or trash in the part. We added was including any animal feed food waste or food stuff or any dead animal waste veget vegetables or matter of that kind and the reason why we did that to this ordinance is in the past all of our Wards, um, as if an inspector had gone out or your ward superintendent, um, and and from receiving complaints from residents that uh, a neighbor is feeding the the animals feeding the pigeons feeding the cats, um, which isn't the bad thing, but the problem is is when they leave it on the ground, uh 1 of our biggest problems right now is the calls for for rodents. Um, so the way this was written originally is it is prohibited for anyone to be able to do that, but you can't and enforce anything unless you catch them in the act. So what this ordinance does now is says you cannot leave this a pile of food laying on your front porch on your on your property on your lawn to feed, um to feed uh, any of the animals because of this rodent issue is so out of hand right now, it gives your your your superintendent or your inspector the ability to warn that Resident multiple times prior to taking enforcement, um, which is a fine which have already been created. Um, if they Caught the person in the ACT. I I just the reason why I'm doing this is I I know on the northwest side. We see a high uptick in Road and uh issues and I think some of my colleagues feel the same thing. So I would love your support on this as well if there's something wrong and we need to change it. Good morning, uh chairwoman. I am Nancy Andrade. I am the chair and commissioner for the commission on human relations. Good morning. I'm Ken gun. I'm the first Deputy Commissioner at the Chicago Commission on human relations. Good morning. I am Danny Serrano, and I am the director of Intergroup relations and Outreach at the commission. Thank you all for being here. And now I'm going to pass it to Alderman Ken to explain his ordinance. Thank you so much chairperson Rodriguez Sanchez and to the box, which we'll get to after this. I'm going to set a little bit of the story The lay of the land here and then we'll move to the commission. Um and our legal experts who are present as well. Um, so today I'm here to discuss the stop hate littering ordinance, which is in front of you all. Every new piece of policy comes from an issue that arose without a solution and that's the story we have to tell here today. On a Monday morning this past April a resident and their child came into the 43rd Ward office holding a Ziploc bag. Inside the Ziploc bag was a blatantly anti-semitic flyer and pellets that had the appearance of being rat poison. They had found the flyer on a car on their residential street and wanted to inform us that there were many more our local police jumped right on the case and found over of 80 of such anti-semitic flyers in the area. This was weeks after similar flying with that flying without the added substance appeared on the other side of our Ward. We immediately sent award wide alert to our scared Community with a clear message to the group. That was spreading the Flyers. The message was this you are committing acts of hate my office as well as the Chicago Police Department will hold you accountable your threats against the Jewish Community are repulsive and vile and will not be tolerated in our community. Through the CPD investigation in different hate crime briefings by Chicago Commission on human relations and other subject matter groups. We quickly identified the group that spread these flyers. It's a white supremacist hate group based out of Florida with local operations in several States. I will not name the group as they hoped for notoriety in order to monetize their hate. Although we identified the group we had won big problem our local law enforcement. Let us know that under the current law. There was nothing that they could do. They couldn't give the group a warning let alone a ticket. No, this frustrating reality brought us into brainstorm mode with our partners at the Chicago Commission on human relations commissioner Andrade Daniel Serrano and Kenneth Gunn who are all here today. In looking for a solution, we learned through the southern law poverty Center that over 26,000 incidents of hate flying have occurred in the United States since 2018. This hate trend is Nationwide but has a a few striking Locale examples that you probably know well as my colleagues, for example. In June 2018 stickers with swastikas and phrases like refugees not welcome here or Nordic white boys were posted in Logan Square with razor blades hidden behind them. in June of 2020 black lives matter signs and posters were defaced and stolen in North Center and racist Flyers were put on properties that previously had the BLM signs. In October 2020 the hate group The Proud boys plastered cars in Lincoln Square with with racist phrases like BLM burn Loop murder Clan with the tan and racist epithets in references. In December 2016. Nazi Flyers were hung outside of lgbtq plus Multicultural and gender and sexuality student centers on the University of Chicago's campus. The group behind the Flyers posted videos of burning Pride Flags, including 1 honor the pulse Massacre calling for a race war and used other anti-semitic tropes. The examples are plenty with incidences that have targeted the Chicago Jewish Community Muslim American Community black communities lgbtq plus communities and more. Through this research. We learned from cities like San Diego who have passed similar measures that these hate groups use the trend of hate flying because they know that they can't because they know the laws as written do not prohibit it. This is advantageous to them as many of these hate groups monetize their ongoing operations. And therefore do not want to break the law as it's written. Like San Diego and like California who is looking to do a Statewide ordinance soon. That is what needs to change the stop hate littering ordinance before you makes simple and narrowly tailored modifications to the law in order to number 1 provide a similar CI a civil penalty for up to $1,000 ticket to these intimidating hate flying incidents and number 2 to tighten the law to deter hate groups from organizing this kind of hate flying in Chicago going forward. for the past couple of months this stop hate littering ordinance has had over 10 versions based on recommendations by the Department of Law, the city's constitutionality team Chicago Commission on human relations, the Chicago Police Department lrb, the city's prosecutor and more. The city has many brilliant attorneys and we really got to know them on this moreover as an attorney myself and introduce and introducing this ordinance. I was clear on the need of passing language. That would be defensible from any kind of constitutional challenge. Basically in ordinance that will last for years to come and that other municipalities in our country can copy for themselves. That is what we have here today in ordinance drafted to be content neutral narrowly tailored and to leave other avenues for groups to get their message out. It is targeting materials that is left on real or personal property like your car or your doorstep. It is not targeting someone who has a megaphone for example in the public way. I'm grateful to the many people who prioritize this process with their time and hearts on weekends and late nights. Just to start commissioner Nancy Andrade Danny Serrano Gunn Norman White Chris Cole. McKay Murphy Bianca Newell, Eli Stone and my whole 43rd Ward team. I'm going to go now to pass the mic to commissioner Andrade so that she can give give her perspective on CCR on the stop hate littering ordinance and explain to us why CCR recommended approval of the ordinance in their recent 202? 24 annual report on hate crimes and incidents from there. We'll go to the Department of Law, but I'll pass it to you commissioner. Thanks. Thank you. Thank you. Uh, good afternoon. Good morning. Good afternoon, chairwoman Rodriguez Sanchez and esteemed members of the committee and of the city council. I'm here today in my role as commissioner and chair of the commission on human relations to voice our full support of the threatening material ordinance brought before you today by Alderman Timothy kuden. Alderman kuden approached to see CH are immediately after his Ward was targeted with anti-semitic Flyers placed in plastic bags with what appear to look like rat boy's name. This was the fifth such incident since November of 2023 in Wards throughout the city and the last 1 Target the 50th ward in May of this year which brings the total count up to 6 Wards experiencing this threatening and intimidating intimidating incidents. These incidents are very disturbing as they instill fear and panic in people. Our team responds to each and every single incident like that. What was most disturbing was the fact that it appears that the perpetrator or perpetrators had a conducted very calculated research to identify blocks specifically consisting of predominantly Jewish families. No, 1 should ever be targeted to instill fear or intimidation Up until now there has been no mechanism to stop these incidents this proposed ordinance addresses this need. Let me be clear First Amendment rights are very important. And the law department has been diligent with working the language of the proposed ordinance to protect Free Speech. We are satisfied that the proposed ordinance protects not only Chicagoans but most importantly preserves 1's First Amendment rights to freedom of speech. This proposed ordinance aligns with mayor Johnson's initiatives for a stronger better and safer Chicago. It is also 1 of the recommendations that the cchr made in its most recent report first annual report on hate crimes and hate incidents. So we we we fully support this, um ordinance and we ask you for your support as well. Thank you. Um if I may add and if I may pass this over to um, my colleague Daniel Serrano who will elaborate a bit on the ccr's response to each of these incidents. Uh, thank you commissioner. Uh, essentially the thing that I can add to this is that I've actually uh working with uh other members of CCR, uh Team Norman White and aracelis Bayers when we would hear about these incidents either from Alders who would reach out to us or reading about it in the media. Um, we would go to the location. is in the different Wards and respond by bringing literature of our own, uh informing the local community about the uh ordinance that was passed, uh adding hate incidents to the hate crimes, um ordinance and letting them know that uh prior to that they they didn't have a tool for reporting these non-criminal hate acts to the city, but now they have 1 and uh, it's 1 of the things that was true. Every time we went out when we would talk to people is that they would communicate to us, uh, that this was unsettling that it was disturbing the peace that it was causing, uh, uh, uh fear apprehension that other hate crimes would follow uh on also to people would comment that this is the kind of thing that can provoke violence people, um can respond to this in ways that uh, we don't want them to as echr. What we do is Advance, peace so uh, when we saw that this was disturbing the peace and we started to talk with um, uh Alderman kuden. This is why it ended up that the report ended up recommending, uh, the passage of this proposal because there's very real victims out there. Are there any questions or comments from members of the committee about this item? Well, I want to commend you for the work that you have done with this ordinance. I know that this is uh your first mayor piece of legislation in the council and it is a really beautiful 1 to start your policy making um work here in the in the city council. I'm very proud to support this. I'm very proud to have work, uh with the commission to bring this to committee. Um, and and I'm really excited to continue to work with you on this kind of legislation. Thank you so much, uh commissioner, um, and and all of the commission for being here today.
