And when he comes to the scene, he checks everybody but he checks the 1 that's also on methadone. How do we learn that because we were denied the foyer request. And had to go through the Attorney General to get that talk about transparency. Okay. Then he gets to get off. No citation. No tickets, no arrests. Fill my pain do you feel my pain? Because right now I'm still angry. I'm very angry. That an officer would even allow this. He knew he was under some kind of drugs or impairment why because the cfd static. But no arrests. Nothing, and this is happening to too many people out here. Let's talk about the ACLU and what they reported last year because I'm quite sure all of you all smart enough to get out there and do your own research. 2 of these people that were involved in this car accident were black drivers the 1 who did the damages came from the suburbs and was a white man. This is a problem that got a history of doing this. and it also had the stats of why so many of these things are occurring because they're letting them off. And what about my damages? Oh you have insurance? Yeah, well got jacked up with the insurance as well and he had no insurance but he gets the walk and let's go, uh The Next Step. Let's claim bankruptcy. How about that? I'm Ed Fitzpatrick a almost 50-year resident of the 2000 block of Mohawk next to Dickens Avenue. I am here to speak regarding the Dickens Greenway bicycle path, which was recently installed by CED Dot. In view of the time limit. I will refer you to my July 8 and May 6 emails to this committee. Those 2 emails raised 2 questions. first who authorized C dot to close down Dickens at Stockton when C Dots own plans distributed to the public and discussed at public meetings for the last 3 years showed that intersection open and allowing 2-way traffic. This committee approved the lowering of the speed limit on Dickens and allowing the 2-way bike traffic on the 1-way portions of Dickens as a part of that project. Yet C dot never told this committee. or The Neighborhood or anybody else about its plan to close the street completely. C dot clearly wanted to avoid igniting even more opposition to a plan which was already opposed by all the nearby neighborhood associations. So that's my first question to the committee second question. Who is responsible for the oversight of the safety of the pedestrians on the Ozark sidewalk portion of that Bikeway? the Illinois Department of Transportation refused to give C dot federal funds for the Dickens Greenway until C dot responded to Ed Fitzpatrick's questions regarding the Ozark safety. part of that uh bike weigh C dot evaded that oversight however by funding it not by federal funds as they've told the neighborhood but rather using City of Chicago funds C Dot's own surveys show 390 users of that sidewalk at a peak hour yet C dot has done nothing to protect those Ozark users of the sidewalk from speeding bicyclists. No signs. No Lane markers No Ex know widening of the 2 N sidewalk. You just run the bikers right through oh Park. This is my third public comment on the subject of the proliferation of illegal unwarranted stop intersections on residential streets for this committee. I've left 12 messages for the cot public information person since May 10th with no return calls. I've left 10 phone messages and sent 8 email for the cot Deputy Commissioner for traffic design since May 24th. with no return calls Let's look at an example from my 45th Ward. There's a neighborhood in Forest Glenn. That's about 120 Acres. That's about 12 square blocks 660 by 660. Is bounded by Central Avenue on the East Devon Avenue on the south a railroad embankment on the west and the Village of Niles on the North? You can't exit the neighborhood on the North to Niles. There's no connection or on the west because of the railroad embankment or on the south. You can only exit the neighborhood on Central Avenue and yet this neighborhood this 12 square block neighborhood has 10 4 stop intersections on. intersections of residential streets as I uh told you guys before the proliferation of stop signs only promotes drivers ignoring the stop signs there's been plenty of uh study on this in the last hundred years. This was a problem 100 years ago and yet the people who train you at idot about stop signs will tell you. Oh the political warrant is what is used to establish illegal stop signs. Because of dangerous drivers speed up drivers ignore them because they know they're meaningless. And this committee does a disservice and the seed dot does a disservice to the city residents by allowing these to be be stop signs to be illegally erected. Uh, all national guidance starts with the manual on uniform traffic control devices the mutcd in December of 2023 a new mutcd was forwarded by the federal government. The states have 2 years to implement the requirements of the new mutcd. The new mutcd instead of saying stop signs on residential streets. Should not be there for speed control now. Um, unfortunately the city, uh has not been able to get automated enforcement cameras installed on City vehicles yet, uh due to issues finding a vendor. Um, so since this cameras have not been installed yet. We don't have a specific date. We wanted to tie the 2-year timeline to when the first notice of violation was issued. Um Alderman Reilly respectfully requests and I vote and if you have any questions, I'm happy to answer them. Thank you very much. I appreciate the collaboration with the committee and our staff. So we're actually pretty close to um, having an agreement and getting cameras installed. That's good to hear because I think this is a program a lot of us would like to see move outside of the central business district those of us with stadiums those of us with with busy busy areas near airports. I think there's only 8 to 10 or so for the entire Central business district, which is pretty small.
