And I was you know, wondering whether do I need to come to here to let the counselor know that the street that think that we pay for is not being done, uh and and our community as well as Uh, the Hispanic Community as far as shiping us clean, you used to have programs that you provided for the youngsters who were doing the Summers. They maintain keeping Chicago clean. and I was wondering why we were not having the same kind of exposure for them to be proud of the city that they live in you know now now that's the only common I came down here to make this morning in reference to what uh, all this money after I hear how much money is being spent and where it's going. Now, you all think that we're just coming down here complaining and bumping our gums, but the reality is that there are a lot of pockets of black people around the city that's working on dealing what was happening in city hall right now so 1 of the groups that we're working with have come up with the contract with black Chicago 2023 2024, which we're going to change it to 22425 because the um year is getting fiscal year is getting ready in and what we have here is on all fronts and all categories the amounts of money that we want allocated to Black Chicago Doris Lewis and Erica. I forget her last name are the original authors of this black contract for Chicago and Because we come down here all the time. They asked me and they asked Zoe if we would get involved and help them with this contract. And so we did that to tailor it and to um make it in Camp some of the issues that we see down here. So what we're going to do is we're going to present this contract after we see these numbers today and I could tweak the contract the way that it needs to be tweeted. But what we're going to do is we're going to bring this black contract to City Hall to the black Alderman and there and let and let's be real clear real clear. No, it's not an option. We're not talking about minorities. We're not talking about black and brown because Brown is getting this. We already know that we're not talking about a marginalized vulnerable because we're not going to use none of those politically correct code words that ultimately mean black people. Contracts that have been let into this city. Is just utterly ridiculous. And I have sent letters to the mayor. I have sent letters to all of these Alderman some white, but definitely to every black Alderman and I have not had 1 Alderman to come back to me. to say anything not even to be professional to acknowledge it and when I went to your Vice chair. Walter brunette He told me that he didn't have time to go and see somebody else. Okay. Now most of you don't know me, but the older ottoman that have been here. They know me I came in under Harold Washington the best mayor ever. And he brought this WNBA to the city of Chicago to give us a fair chance at getting things. Another thing is I like to know what is the Quorum? What is the what is the Quorum for passing things because I sat in a lot of meetings and it'd be like 5 of y'all in here the rest of y'all be gone you come in get the Quorum and then you leave out but then you pass things. So I is that legal? So as a black woman as a grits girl, which is a girl raised in the south. My ancestors are beating on my chest all the time waking me up 2 and 3 oclock in the morning saying get your butt down there and get these things for our people. I am a fighter for my people. I am a warrior. I am a Shaka Zula Geronimo all that but basically I'm a black woman that want to see my people get their fair share because there's enough for everybody. And I'd like to have that or ordinance that um Alderman Lopez started when uh when you Mr. Chairman were the chair of the committee on Oversight and Equity, that's just sat. And didn't get through when he asked for it to be 33% for black people as a black man. I'd like to ask you directly. Why did you let it sit and why is Emma mitts not getting the respect that she should get as a black woman who has been here for 10 years. So I'm not trying to be a ugly but I can get ugly but I speak the truth and everybody know me. I'm very direct and straightforward because that's the way my mama raised me which was Girt your W Jordan and she was a hell of a black woman in the state of Illinois and the City of Chicago. Adam slate Deputy budget director of community safety here at OBM, uh here to introduce the mayor's annual appropriation ordinance year 2024 Amendment within fund, uh, 9:25 for the Department of Public Health. The total appropriation request is 10 million 942,000 with 2 items. The first item for the Department of Public Health is an increase of 7,211 from the United States Department of Health and Human Services for uh, HIV surveillance and prevention HHS has granted cdph a no-cost extension to use on obligated funds from years 1 2 and 3, totaling 7 million 7,210 $210,540 the HIV surveillance and prevention program program seeks to improve health outcomes for persons living with HIV through achieving and sustaining viral suppression and reducing health related disparities by using quality timely and complete data collection to guide HIV prevention efforts. There are no new city positions associated. with this grant and for the second item for the Department of Public Health, the amount of increase designated is 3731000 from the United States Department of Health and Human Services for sexually transmitted disease prevention programming. HHS has granted cdph a no-cost extension to use unobligated funds from year 1 2 and 2 for a total of 3730378. The sexually transmitted disease prevention program seeks to support and strengthen capacity of Health Department to mitigate the spread of STI and related syndemic infections. There will be 4 new city position positions associated with this grant to Public Health administrators 1 data service administrator and 1 social worker level 3. Thank you for the the explanation for the grants. Um. My my question and I'm glad that we're getting the extension from the HHS. Can you talk more about the circumstances that necessitated the extension like where did we have trouble? Expanding these dollars in these initial years of the grants and that's what uh requires the extension. hello, my name is kiyoka Parks and I am a projects administrator with public health, um with that um, there were different factors involved in that 1 of them is being sure that we had the appropriate Staffing so going through the hiring process. Um, also as we all know during Co we had a lot of Staff detailed, um away from uh, some of the work that was going on with this. Um, so we also have those funds and then also, um being sure that um, some of our separate recipients were also um, having the opportunity to use the funds awarded to them and so some of them also kind of went through the same thing we did during Co involving, um, you know, the loss of staff and staff being uh, working in uh other areas, Are are we I appreciate number 1 the explanation that I really do or are we confident that those? Issues have been resolved in such a way that we will now be successful in expending. These funds on the the timeline extension we've been given yes, we have been working very hard to um, update many of the work processes that we have in order to ensure that our sub recipients are um expanding the funds, um in a timely manner so that we can fully expand all of those funds and also, um, we have been working very hard with uh, DHR as well in order to fill a lot of the vacant positions that we have and we've been very successful in getting a lot of them filled, uh this year, um in the end of last year, so we're very hopeful that we'll be able to um get through this, um, you know for the remaining of this funding period I really appreciate that. Uh next we will have the item number 2 is the adoption of a proposed resolution amending regulations governing and administration of classification plan and employee benefits for classification positions set forth in the annual appropriation ordinance the salary resolution. Uh, we have uh, Kevin Murphy, uh, Deputy budget director, uh to speak on this matter Mr. Murphy. Good morning committee. I'm Kevin Murphy managing Deputy budget director. Um this resolution is to introduce, uh revised BX and gy schedules and introduce new schedules for non-represented senior managers, um, refer to as PX and LX. Um, the gy schedule is our non-representative. Technical Services schedule, um and introduces new pay grades, um at a higher level pay rate 13 and 14. Um, the BX schedule is for our non-represented staff. Um, it introduces, uh adjusted steps as well as new pay grades. Um, and then we have the PX schedule which is for our Public Service information officers, um, and the LX schedule which is equivalent to um, the X schedule that committee passed last year, but is focused on our Legal Services non-represented, uh, supervisors and managers in the legal department. I'll be glad to entertain any questions you may have. Your questions from the body. Uh 1 question, uh, is there an accompanying list of positions and where they fall in the new salary schedule? Yeah, so that the department of human resources and uh budget are working on aggregating that list we can certainly provide that to uh the committee. could you provide 1 studies completed provide that through the chair so we can uh provide that because it is an adjustment from what will be uh published as it relates to what position qualifies at what particular uh, salary, uh schedule and the uh, stepping grade of that particular schedule. Um, I was wondering if you could share what what the sound like schedule and fun of US represents in terms of potential impact on the physical year 2025 budget. Uh physical year 2025 or current year the Year approaching us the budget we will vote on this fall. So, um, we assessed that the the cost of adjusting, uh positions which are currently unscheduled. Um, so they have no step increases currently, um, and we are transitioning them to schedules. We're also regrading certain positions. Um, we've assessed the current cost for implementation this year at about 1 million dollars. Um, and then uh, next year we anticipate that to be approximately 2 million dollars. It's across all funds across across all across all funds. Um for the corporate fund, its approximately 1 million. Very interesting, okay. I'm going to trust that. Thank you chair. Could you also go on to uh, the rationale behind the changes that has been made? Yeah, absolutely. So in 2009, um due to budget constraints, um a number of positions were um at that point taken off salary schedules, um and created, uh, what we called the SR rated positions which are static rated, um, those positions essentially, um had no opportunity for merit increases. They were only um eligible for Cola increases based on uh, year-to-year budget and so, um as a result of uh, 15 years of kind of holding people at a certain line our Union Partners have uh began to exceed, um, the rates that most of our managers have and it's created what we call salary compression. Um, and so, um, the model of salary adjustments, uh is is not sustainable. Um, we've been having issues recruiting and retaining management staff. Our Union employees are refusing to promote up. due to the lack of Merit increases and or Cola increases, uh, which our Union Partners have through collective bargaining obviously and so, um, we decided about 2 years ago to do a salary study to ensure that we're paying Market rates. This is part of that upcoming, uh, that ongoing study we've been doing um last year as I mentioned Council approved schedule X, which was for deputy. Equivalent, uh deputy and assistant director or commissioner level positions. Um, and so this is part of that wave of employees that were not moved to a schedule at that time. Um, and so we're trying to essentially mirror our Union Partners in terms of uh, pay schedules, uh, and how we kind of prevent that excuse me how we present those positions to them. Um, creating grades also creates better Equity pay Equity, um, people have a range and um that they're defined steps, uh that are associated with it. Um, the current model of the static rates, uh, creates disparity and um, we've had positions where employees that may have vacated their budget position at a higher rate is filled by a newer person at a higher rate where somebody who is kind of in the middle and been with the city for a couple years. They weren't moved to the higher rate. They're at their current rate because of the static rated system. So we're trying to make sure that we're Equitable in our paid systems. Right. And is this the last of the unscheduled uh employees of the city that are going on the schedule are do we still have more of these outstanding? Yeah. This is the bulk of positions that are moving to a schedule. This is kind of the last wave of that. We're doing ongoing set salary studies for those that are already on schedules for BX and gy. Um, but that's a smaller work group. Okay. All right very well ultimately. Thank you chairman. Um, and I'm really happy to see the progress with the um wage schedules. I've talked about wage compression in the past and I really appreciate the work that OBM has done, um to fix this problem because it has been making it very challenging. Um, I experienced it myself in my ward. Um, and I understand that uh, this is the bulk of it. Do we know when um, the police department might do that as well? Because I I think that this is also an issue at the police department level as well with people not wanting to take on promotions because the the financial hardship it proposed it proposes to them. Yeah, this warrant positions have not been reviewed yet. Um, you know, they're they're more unique and we've tried to make sure that they have been uh, receiving similar situated increases. Um, but we'll take a look at it and be part of our ongoing look great. Thank you. That's all I've got you. All right. Um, As you've heard through the briefings we will be adding an online component. Um, we're still going to be doing in-person events, but we will be adding an online component which means that people can um apply for the city key online and have it mailed to them directly because it's going to be online. We will have to maintain um some data for those who apply online. However, there will be um alert boxes throughout the program to let people know about that. Anybody who does come in person. Are there other municipalities across the country to your knowledge who have done something like this. Uh, good morning. Uh, yes idnyc currently does also run a program that's very similar to this. Um you it's kind of a hybrid. It's a little different than what we're doing. But what idnyc does is you visit them at 1 of their many locations throughout the 5 Burrows and um, you do all the all the paperwork there ahead of time and then they verify your address by sending your idnyc card to your place of residence. So it it's a little different than what we're doing, but they are utilizing the mail system the way that we are doing it, but this is done exclusively online in in many situations ours or for for idea. What what yours what your so so what we are doing what we are doing is we are adding an online component to the already existing in-person. The in-person process will not change at all that will still be the same if you do. Want to get a city key and perhaps you don't want to wait in line and you would like to do it from the comfort of your own home. You can get online you can apply you will have to provide your proof of residency and your proof of identity that will be verified, uh by our vendor and then the card will be printed and sent uh via US mail to your house within 7 to 10 days. Yeah. I mean, it just sounds like what you're describing where the first or 1 of the first in the entire country that is is giving um residents across the city the exclusively online component, which I think is absolutely tremendous, especially for individuals in our communities who are disabled individuals who may lack access to the transportation that gets them to 1 of your various sites. So that's just something I really want to underscore and reviewing this and talking with the team. It's a real game changer or something that I think positions us to be true leaders in this regard not just in terms of other cities, but other states as well. I think this is a a a great uh benefit especially for those that are disabled or homebound. Um, I'm wondering if can someone talk us through what the process looks like because I'm assuming that you know part of what the identity is verified from is you probably need a camera on your on your computer to to do this part of it. Can someone just walk us through that process? So thank you all the woman. Um, we will have specific, um requirements for a picture and you will upload that picture into the system so you can have someone take it for you. It's going to be right behind us. Usually it'll be be behind a white wall. Like we'll give the dimensions. You don't have to go out and get that but um our vendor is able to make sure that the person's picture who is um submitted is that person there can be no filters on it. There's any questions it will get denied and they will have to come in person. That's great. Thank you. That was just curious as to how that gets done these days that you know, I'm I'm sure some people will be listening to this and they'll hear it and the the Skeptics will think you know, now you're going to be able to get an ID for anybody. That's simply not the case based on what you guys are talking about here. Yeah, it's very um, a sophisticated system and the vendor that we use they do this for multiple other municipalities and they actually also do this for the RTA with the um senior discount cards, so they are able to um, they have the software and they use different programming to make sure that you are who you say you are. Um, uh, I guess my question on this technical Amendment around the storage. Um, are you all do you have enough storage? So um thinking about the digital storage for this. Um, do you are you equipped to have enough digital storage for what you anticipate? Um to see from uh, the use of this new part of the program. Sure, so we uh specifically in the office of the city clerk will not be storing this data. This will go through our vendor Omicron. We have been under contract with Omicron since 2017. Um, so they will be holding on to this and uh, we are still working with the Michelle's going to have to help me out with the acronym the Illinois public records board. So we're working under the Illinois. Um, it is the local records act. So so we we do have um, as you all know, we follow a retention schedule under that act we are working with them, um to determine how long we will have to keep the digitized records. Um, right now it most likely will be very similar to what they do at the Secretary of State for the state ID. Um, we don't have anything in place just yet so they will be adding that component but as um, Katherine said our vendor will be storing it however our vendor, um, they cannot that's our data so they cannot share give that out. How does the state yeah. um I'm not 100% sure how they how the state like the secretary of state would handle that. Um, we were we have been working through. Um, all the different laws across the state the city and federally to make sure um, How how we can handle it? Um And then our vendor has done this for different municipalities with different forms of IDs, but I cannot speak to the Illinois Secretary of State's handling. Okay. So uh again, this is this is our this is our own identification card. So is is it's I I understand it so that there's a slightly different take on that then okay, just I just wondered if they if the state allowed for the same, uh for you you to be able to get a state ID or a uh, the new real ID because they mail it to you. I just got mine in the mail. So that's why I asked that question, but I did have to appear in person to to you know, get the ID but it was mailed to me which we're emailing the IDS, but you don't have to appear in person. So I was wondering if there was a parallel process with the state to do do the same thing. I I I'm not aware. Uh, if the Illinois Secretary of State allows you to apply online. I know they do have an appointment system. Um, so you can come in and you know have a Time held for you you are able to renew your driver's license and I believe your state ID by mail and they just use the information that they have on file as long as you certify.
