Good afternoon. Um, What's the purpose of these appointments of these members of these boards? It don't matter which board it is. But since this the police and fire, we gonna focus in on that. What do you Usd's elected or appointed. Board members going to do for the citizens. Because it seemed like as he mentioned other board members get in there and the conditions don't change. The up crease and police brutality. The up crease and police shootings unjustified unanswered. also the political game that people play with the shots father. it say shots B is um is not a source of saving no lives It's a technology that hears things and for the most part A lot of them calls come undetected. Because shots probably not in all communities. But I also noticed that people that aggravate advocated for shot spotter in the last meeting in the city council, you know, they not here at these meetings. You know to make it think and um 1 of the Ottoman said is this a a money grab a stock thing involved in it? we just had people protest In the war where Gilbert in uh opening up a police station. because in Ash Wy you need soldiers and I'm calling them soldiers for for a reason. Not not on no criticism or nothing because you got to be brave no matter what your frame of thought is to get out there on that street and some defend the people. Defending the public defend the property of the public. because a lot of officers are not bad officers, but we have to change the conduct and the thinking of people so when you come into these boards what changes you going to make? What resolution is you going to offer? That's what we need. We need strong men and women to stand up and do the right thing for our communities. And a lot of the pressure or whether you don't see it as pressure because some people may just not care, but I'm referring to you ultimates. You know take all that in consideration. You see it, uh what they have. And what they see the future of Chicago. Thank you Mr. Bay. I let the record reflect that. Um Alderman Mosley is joining us for purposes of quorum. our next speaker it Miss Zoe Lee. Miss Lee good afternoon. alderman Um a couple of things, um, my mother filed a police report back in 2017 when the city knocked down the building in the police never got back to me about that and I would appreciate that because the city, uh, is responsible for it not the police the city in No, 1 never did investigation because it is kind of confusing but that's something I would like the city to look into. Um, also I want to talk about like On every corner. There's an undocumented immigrant. single mother with 2 to 3 kids with a box of candy all downtown they're on every corner like every corner from streeterville South Loop. River North they're everywhere and they're even in front of the city hall. With the same box of candy with 2 to 3 kids and I do see police walking down State Street and Michigan have and I know that they're not allowed to like, you know, ask questions or you know. Call DCFS but if that would be us. All our kids would have been taken they would have been arrested like it. They would have been going through. Uh, Family Court like that doesn't none of that don't like like every day. Every day like that. It's literally they're on every corner. with 223 kids like that's Not normal, like I've been to DC. I've been to a Atlanta. I went to New York like even in New York. It's not like this like in Chicago. It's on every corner and Chicago. This is like we make the most money because we have the best summertime in Chicago. So to see people come in here and to see this is embarrassing. like No 1 is like you know why nobody can't talk to the mayor about it like he's been in 30 thousand dollars on makeup like is nobody going to like talk to him and see like hey man, like do you see these people outside like the kids like we sit here and talk about affordable housing all week all month. We pass all this but you have chill children that are endangered outside clearly. They can't care for themselves and their parents can't they came from another country to come here? Chicago Streets That makes no sense. Thank you. Miss Lee. Can you get out of me? Yes, I am. Thank you chairman. No. Thank you, sir. I was going to do it when we adjourned, but we'll I'll do it now. Uh, we will uh have our questions and comments heard as a as a whole. Um, but we will however, we will uh, vote individually on items 1 through 3, are there any questions or comments from uh any committee members? alderwoman nent followed by alderwoman Lee There we go. Oh, thank you chairman. Uh, I just wanted to take a moment to thank all 3 candidates for um, putting themselves out there and and doing this and I had a great conversation with all 3 of you and I can't emphasize how how important I think this role is and um, I was very grateful for your kandare in our call, um, impartiality reasonableness fairness. Um, these are things we talked about on our call and those are the qualities that I'm looking for, um for folks to participate in and be a part of this police board. It's it's an incredibly important role and I'm I really enjoyed the conversations and I'm I'm happy to support all of your nominations regardless of where you went to law school. I think you you all will be um will be great candidates and um, we're here to support you. I'm here to support you, uh in this and so um, congratulations. Thank you chairman. Thank you all the woman Alder woman lie. Thank you chairman. And unfortunately, I wasn't able to connect with any of you that's on me. Not on you not for there were multiple attempts. I know uh, so I apologize that I wasn't able to connect with you but uh appreciate just like Elder woman nent said, uh, you're willingness to serve in this capacity. Um, all of your resumes are quite impressive. I'm just I've got 1 question for each of you. To answer if you wouldn't mind. Um, what do you feel are going to be your biggest challenges that you'll face? Um as a member of this board You want me sure is this on? Okay, I'll go first. Thank you for that question Alderman lie. Um, I think that first of all the amount of information I think we have to review obviously. We're not on the board yet, but we have been told that there are countless hours of police body Cam that we're going to have to watch um testimony from you know, all kinds of different hearings that have come before the the, uh, the dispute reaches the board. I think for me personally 1 of the things is going to be um, kind of weighing the evidence. Obviously you want to make a decision that is fair. I know that you know the issues that are coming, you know in front of the board are obviously disputed. That's the reason they've reached this point because obviously there's a dispute between the superintendent perhaps and and Coppa and so by the time it arrives to the board, I assume they're quite contentious especially if they involve officer shootings. I think it's going to be um difficult and something that I will take very seriously the amount of time that police officers have to react in situations. Whether they've taken the right choice keeping in mind the victims also, um, especially to me, you know, having 3 children knowing that a lot of these victims may be minors. I think that those are very difficult challenges. Um, but I think I'm up for the challenge and I think that carefully reviewing the evidence making sure that I don't miss anything as far as testimony as far as reading, you know, similar things like depositions and things like that. I think that will help but I think I think it's going to be challenging overall just making those decisions. But um, that's the reason that we are here today. Thank you. I think is this better. There we go. Uh, I think for me with um with with our the arbitration and things like that in flux, I think it's a real opportunity to think about the policy the rules, um, working with Alderman and Community to really, you know, make things work but for both police and for the community, um, you know, I think a good refresh is necessary. So I think there's going to be a lot of learning a lot of listening. Um, a lot of working with colleagues. Um, should I be um appointed successfully, um, and I think that's really the the biggest task, you know subject to other things shaking out, uh in the months to come so to speak. Thank you. Thank you. Yep. Um, I I would Echo all of that. I I think probably for me my biggest hurdle would probably be the learning curve because we haven't done this yet. Right we're stepping into it. It's going to take some time for us to learn the process. Learn what we need to review make sure you review everything carefully. So I think the time we understand we've been told around 20 hours of um review time for a case. So we we understand the time commitment and we're all able to do that and want to do it. So I think once we get in there and and have done this a couple of of months and seen a few hearings, I think it'll be a lot easier, but right now it's just that hurdle of the learning curve. Okay. Thank you. That's all I've got chairman. Thank you Autumn woman. Oh pursuant to rule 59 Alderman Silverstein for emergency reasons has requested to appear by video conference. Can I get a motion for the approval of Alder 1 and Silverstein to appear by video conference? So moved by altemus vazado all of those in favor. Let me thank you, um also as chairman of the committee on police and fire, uh for stepping up it it you guys step into uh, your your um, Your board positions, um in a very difficult time, um, especially when there are a lot of cases, um, as Mr. Bane even um spoke about there's a lot of cases before the police board where uh, where there's a lot of public scrutiny, um, um within you know on these cases and so, uh, I ask that you go in and be fair and impartial, um, not only to the police but to the public as well. Um Your Role is not going to be a very easy 1 it's going to be very difficult and it Time that you do put on each case. Um, it's very important to the outcome of that case.
