She's not even 2 months old and we should be at home right having breakfast, but we are here engaging in the Democratic process. And so we are very happy that the system of checks and balances exist. So thank you for listening to our messages. um we are brought together this morning because the SSA 5 Commissioners and the larger South Chicago Community have concerns about the role of bias instead of Merit in the role in selecting the next service provider. As business and Property Owners the sa5 commission has always sought to steer the corridor in the right direction with financial transparency procedural compliance Community input and a greater vision of South Chicago's economic Revival. Unfortunately, it appears that the alderman has used his prerogative to dismiss the voice of mayoral appointed SSA 5 commissioners. After Thursday after a thorough RFP process, um selected the Southshore Chamber of Commerce to become the new service provider. This is concerning for 3 reasons first as I mentioned by bias. In November of 2023 Alderman Chico came to the commissioner meeting and publicly stated before any public RFP process had initiated his intention to make cic the service provider regardless of the commission and the community. So far that he refused to sign a letter to of support for the current service provider and only signed it once the commission had agreed to open up an RFP process. further complicating the matters is the fact that almost half of cic's board members are active donors to Alderman Chico's campaign and a former cic employee is part of his office staff. And finally Alderman Peter Chico himself wrote a letter of recommendation for caic as part of the application process signaling that regardless of the merits of any other applicant caic was to remain the Alderman's choice. Second the fact that aldermanic prerogative is not a written policy, but rather a matter of custom and they're open therefore open to discretionary follow through as mentioned the system of checks and balances. The SSA is funded by tax dollars and the Alderman's bias toward cic selection should not determine the management of these public funds. The SSA service provider service provider selection cannot be based on bias and must hold as a highest standard the voice of those paying the tax like the commissioners of which all but 1 our property owners business owners or managers on the SSA and pay it to that tax. The Alderman's privilege as a matter of custom is not sufficient reason to be used to dismiss the SSA 5 tax payers with so much biases private. Thank you Miss fans. Thank you. Miss fans. We're located in the Pullman community and recently opened up another office in South Chicago. Uh, I was proud to uh bid on the RFP and I think we demonstrated uh our ability just because of scale. Uh, and the wonderful staff that I have we have 1 SS in the Rosen Community with allerman Beal. um, he endorsed us, uh Uh for coming over to the SSA 5. Um, we have a host of talents. Uh, Beyond Mike, uh, Uh, uh abilities including uh, industrial hygienist and urban planner. Uh and people that we've managed in SSA for over 18 years. I feel that we're well qualified to do it. We have grants that we're working on already including the storefront activation Grant we've put in 1 new uh business and are working on the second right now. so I think we have a lot of tools and a tool box and I appreciate the support of aldermen Beal and uh Alderman Chico and others that uh, um endorsed us. I'm writing to you today to ask you for your assistance in preventing an abuse of power by Alderman Peter Chico Alderman Peter Chico has asserted his office in circumventing and the recommendation of the Commissioners and their choice for the next service for provider for the SSA number 5. Alderman Peter Chico is also ignored his constituents from Sasha Chicago. For more of the SSA number 5 would be active in promoting the Sasha Chicago quarter from 87 to 933. Alderman Chico has been trying to install CIA c as a service provider since November of 2023 apparently as a political favor in exchange for their monetary donations to his campaign the community pushed back on otterman Chico's unwarranted attempt to change the service provider to cic with no cause Alderman Chico had to sign off on and take the commissioner's recommendation from South Chicago parents and friends to continue to continue on as the 2024 service provider for the SSA number 5 Alderman Chico stated that the position would be we visited and go up for bid in May of 2024 3 businesses gave their presentations for the service provider position on March 9th, 2024 again ottoman Chico instead of acting impartial and fair to each business ottoman Chico had endorsed cic in their application. Anyone who attended the March 9 2024 presentation for the bids for service provider? Southshore clearly gave the best presentation in CIA gave a distant third presentation on March 14th 2024 the Commissioners chose Southshore as their choice for service provider despite ottoman Chico having tried to include the outcome by having his cousin Joe Chico appointed as a commissioner and pushed through his appointment ahead of other would be appointees. In addition to Alderman Chico also have maneuvered to have his cousin place in the position of secretary at this meeting Mark E Rosen the assistant commissioner for the Department of planning and Department development stated that 99% of the time the city would endorse the commissioner's recommendation for the service provider again politics seems to undermine seems to undermine the commissioner's recommendation and the communities will when Alderman Chico unilaterally shows caic and overrode everyone else in the in the politically motivated decision even Mark Rosen gave ottoman Chico his approval with some vague double talk that he followed the prescribed rule by giving Alderman Chico the final authority to make that decision decision with no documented proof that this is a proper protocol. When flying for the March 9th meeting among the Commercial Avenue businesses 1 business owner stated, why attend the meeting since fixes in for ottoman Chico to have his way can we allow this Injustice to to be approved by the city is this business as usual in the city of Chicago where corruption is just apathetically accepted Chicago where corruption is the norm where for the last 7 Illinois Governors like Ryan and boy Rich go to jail River dolich Burke. And and Madigan have been convicted and sent to jail. Let's stop the continuation of political payback. Stop Alderman Peter Chico from having his way by allowing political patronage in this choice for cic. No politics should be involved when choosing a service provider or program manager for the SSA. again Thank you. Thank you. I'm a constituent in the 10th War residing in South Chicago, uh, representing the merchants representing, uh, uh the stakeholders in the corridor where SSA number 5 resides, It's about doing. the right thing if if the community if the stakeholders did uh agree to having Southshore as the next uh, uh, contingent, uh having Uh the next year and a half to run the SSA. I I think that everyone should listen to what the merchants are saying because everyone in the corridor are in the in the trenches, uh, not only is uh, the, you know, spiffs being uh created and and uh, uh facades being taken care of but uh, we're on the cusp of something big in sash Chicago something bigger than any of of all of us here. And and the thing is if if we do all the right thing and and listen to what you know, not only the Commissioners voted on and and what uh, the merchants are asking for I I think that the the there there will be an easier transition in Uh, as I say number 5, so just just keep that in mind. The SSA program is to facilitate a locally driven and transparent process that takes into account. input from SSA stakeholders recommendations from the local SSA submission dpd requires a request for proposal process on a new service provider is sought May 14th to 7 members of the SSA number 5 commission voted 3 to 2 to 2 to recommend the Southshore Chamber of Commerce. The following week ottoman Chico notified DTD of the support for the Calment Area Industrial Commission. This or ordinance designates? Caic as the service provider effective July 1st through the end of 2024. CPD Hello. Dpd will work with the proposed service provider to ensure a smooth transition with no disruptions in service to the businesses along Commercial Avenue and SSA number 5. Thank you. Um, 1 of the things That I'm very passionate about is Commercial Avenue. I grew up 2 blocks off the corridor. I remember taking walks with my my parents 2 commercial when it was vibrant, and it was just just been happening place within the city. Um since then we've lost that. we've lost that and we want to do everything we can to regain it. Um Commercial Avenue, like I said has been a priority of mine. It's something I talked about in the campaign and kind of the way my world works is we have many families who grew up in and around Commercial Avenue that kind of migrated South to the south end of my War. But the 1 thing they always told me was do not forget about South Chicago and Commercial Avenue because that means so much to so many people within my War as it does myself um when going out there talking to folks. the 1 Thing that I can see is the lack of engagement on the corridor. Look the SSA is funded. I tax dollars from businesses and homeowners on the corridor last week. I walked to Corridor the entire Corridor. I talked to business owners. I talked to folks who live on the corridor not 1 person. Not 1 person. Brought this up to me. Not 1 person. That's a lack of Engagement. From the people paying into this that's a problem. That is something we have to correct and rectify immediately when we have lack of Engagement. From the people paying into this something's wrong. And that's what we're looking to fix here. We need to bring them in because when they're brought in we all succeed. We listen to some speakers all of them. My residents who I I have met with who I talked to um on a regular basis. however, none of them live or paying to SSA. None of them the business owners or even here to speak on it. That is a problem. the 1 Thing that the issue that most comes up is security last week and this week on Commercial Avenue. I uh wanted the police department to overtake an area that was for decades for decades being so being used as a pretty much open air drug Market to selling openly. the SSA fused to address it. Last week and this week. Like I said, we had the police. Sit there where they sell. And just occupy the area. We have a mobile camera go up as of last Thursday people were able to walk again on that side of the street. I can email us all the time. We can't go to those stores on the east side of commercial because they're selling over there and I'm afraid. That a click needs to be addressed. I care tremendously about this Corridor about the SSA and about the south Chicago community and that's why I'm so passionate about this. That's why I'm making this push. I think cic will be the right fit and not only that they have the resources. We could think about going outside the box. They have the resource to provide job opportunities to people within the South Chicago community. And guess what that that's going to do improve the businesses because they're going to start buying stuff on the corner start patronizing places on the corridor and that's something that the holistic approach that we need to take. I I just want to like understand the the fact here is completely as possible. So Mark when you talked about the the vote of 3 to 2 to 2, is that to say that 3 voted for Southshore 2 for another RFP responded and 2 for another? that is correct 3 votes for Styles Southshore Chamber of Commerce 2 for the south east Chicago Chamber of Commerce and 2 for the Calment Area Industrial Development commission. So I just I just want to ask into this because when we I mean the 10th award is not an easy place to get to City Hall from I think that's what makes your timeliness. As always impressive as it is so for your residents to make that trip whether they live in the SSA or not like but I feel like that makes their their comments bare. Consideration I I want to share either mark from yourself or almond Chico from your yourself. Is there something that is That either the the department or yourself found. uh deficit deficient in the Southshore Chambers response or exemplary in cac's that would justify going over the commission vote. Alderman Chico 1 of the biggest issues I had with with Southshore is no other medic support, there was no letter but they submitted to us not from either Alderman that they um provide services for that was that was very uh I understand about me. No automatic weather support. Uh the other 1 received 1, but both other organizations received them except Southshore. Mark did you have anything to add on the um, I just want to emphasize that dpd's role is to create the framework, um for this type of process. Um, all ssas are locally driven, they're locally funded. Um, so they're different than say other Grant programs that the city administers. So we do, uh value the local input. Um, and that being said, uh, we facilitate a city, uh Community process, uh, and um at the end of the day the community and process includes working with the local Alderman. Um, and then uh, so we we ultimately um, um work with the local aldermen to make sure that that there is that support from the alderman. Um, and that's all part of the community process. Thank you. Your math 322 that's 7 4 would be majority, correct? Yes. our state my question, which was that any organization received majority of support, uh from the Commissioners 322 that asked 7 No, 1 seemed to reach a vote of 4. That's correct. The the results we received were the 3 to 2 to 2. And uh, so that's what we accepted as the recommendation. Um, and then we um, you know, took that to Alderman Chico for uh, final uh support, uh for for this ordinance. Thank you. Um Vice chair Oh, okay, uh before I do that, I want to also acknowledge ottoman Bernett ottoman virtually automatic Cruise in person. um ottoman bill thank you, Mr. Chairman and members of the committee. I just wanted to add my uh 2 cents to supporting caic who has been managing my SSA in the ninth ward. probably over 15 years now and you know this process totally totally reminds me of you know, when I first came in and you know, I created a chamber of commerce. I created the SSA. Uh, and you know, there was some some Community opposition to the process. However, it was majority self-serving and just really reluctant to change when you have new leadership new ideas New Direction. Uh, and so I want to commend uh, the department and and also Alderman Chico for stepping up and making the decisions that he made there's no better organization than cic, uh who has the resources who has the the financial backing uh to to you know, there have been times when my SSA was was not able to make payroll and to move forward because the taxes had not been dropped yet, but they had the resources to basically loan the SSA money until the tax money was dropped to in order to you know not have a a a stop in service. And so, you know, we've been able to do Christmas decorations we've been able to do Um security cleanup all type of things that the SSA is charged to do without any type of uh, hiccups whatsoever. And so I support caic, I support ottoman Chico on moving forward, um, you know with the the best qualified bidder because that's what we're charged to do to look at the best qualified bid when it looks when you look to move forward with a process like this and I think CI caic is just that they're the best qualified bidder to move forward. And so again, I I support ottoman Chico I support the Department's decision as well as and I want to thank his residents for coming down but I do want to encourage residents to get on board with the new Direction and the new process, uh, because we're all fighting for the same cause we want a better Community. We want a safer community. And you know sometimes change is hard but change is good, uh when it's done, right, so I encourage everybody to just continue to work together and support ottoman Chico and moving forward with this process. I'm sorry, uh There is a um. um The SSA Commissioners. Um, as you saw earlier at the meeting today, um, they are appointed for uh, 2 year term. And so, um as they um, those terms expire they can apply for reappointment. Um recently we um just had some for SSA 5 in the last few months get appointed. Um, so I think there there will be some um, um longevity, uh to their terms some continuity, um, others seats may come up during the next you know year, um, and they have the right to to reapply um, and uh, we will go through the process as that happens. But um, the SSA terms are staggered to uh to really to um, promote contiguity. Uh, it's really important for that institutional knowledge so that the Says can um continue. Uh, we really do rely on the Commissioners for their Insight, um at the local level day-to-day. I appreciate that Mark that's helpful to understand because it at the end of the day. It's it's as we talked about here. It's that balance. It's the checks and balances in leadership and responsibility. And so that That helps me feel better about this. Vote knowing that our commissioners are there to continue to provide accountability and Leadership within the SSA regardless of the service provider is thank you, sir. Thank you chair. I'm here today to request your approval of Redevelopment agreement between the city and Ryan Companies us LLC for the purpose of authorizing a class 6B property tax incentive. Thank you. uh the pro The property is located at 10770 South Dodie within the north Poleman community area in the ninth ward in the far south planning region. The property is on the west side of South Dodie Avenue within the larger pulman Park development, which you can see outlined in yellow. The subject parcel is outlined in red. Shown here is the property in its current vacant condition. The site was formerly occupied by Ryerson Steel, but has been vacant for almost 20 years. The developers requesting a class 6B to offset development and operating costs at this location compared to other Suburban or Northwest Indiana locations. They plan to purchase the property and build a light industrial building which will be approximately 160,000 square feet. The building will contain 20 doc Styles on-site accessory parking and office space the building will be divisible for up to 2 tenants each with their own office space, but the end user is still to be determined. The area has become home to other light industrial facilities in recent years. So this development will be compatible with the surrounding area. The building will be Green certified with many sustainable features, including a silver roof and EV readiness. The total project costs are 27.2 million with sources being a combination of equity and debt. The estimated tax abatement to the applicant is 3.1 million over 12 years. The city share is 717000. And since the land is currently vacant even with the 6B incentive. This will result in an ex in a net benefit of almost $2 million to the taxing districts over the 12 years of the incentive. This is a rendering of what the completed building will look like showing the parking and Landscaping as well. The project will of many benefits for the City and surrounding Community such as creating at least 20 full-time positions and up to 180 construction jobs. Providing continued support to the city's efforts to revitalize the Pullman Industrial Area. This will be a 27 million dollar investment in the community. And will be in that benefit to all taxing districts as well as supporting minority women-owned businesses throughout the construction process. This is a continuation of the Renaissance Redevelopment taking place in the Pullman Rossland Community. Uh, we have created over uh, 2,000 jobs over the last 1012 years and we've uh had over 2 billion dollars of public private investment just a couple of weeks ago. We had a groundbreaking for Chick-fil-A and this is going to be just another added a minute of uh, um, you know to the community, uh, as well as we have another 1 that's going to be coming to you guys, uh, probably within the next couple of months right down the street from this facility. And so, you know, we are growing by Leaps and Bounds and I could not be more proud, uh to to represent the rows and Pullman Community as we continue to bring jobs and resources and opportunities back to the community. And uh, and I just want to remind this committee that just a few years ago, uh, Ryan company built a SPEC Building similar to this, uh, and we had uh a great company called Amazon that moved into that particular building and so having the space right off the expressway having the resources right off the expressway. Uh, this this area is really right for businesses to come in and and add to you know, their portfolio. Uh, they're looking businesses are looking for areas right off the expressway and this is again right off the expressway. Uh, you know, I know a lot of companies are looking for uh, freezer storage space and so, you know building these spec buildings has given me great confidence that at the end of the day the Ryan company will you know come through once again, And provide uh, the 9th Ward with another great company or 2 or 3 as we move forward with this Renaissance. So we're utilizing Maurice Williams as a third party consultant to ensure that we hit the uh, 26% minority in 6% women-owned companies, uh, and ensure that our documentation is in line to ensure that we either hit that metric or potentially exceed it. The good morning, uh, chairman viegas and members of this committee, uh for the record. My name is Aaron Fogle financial planning analyst in the department of planning and development. I'm also joined today by Rich golf Joy riffkin Greg diamantopoulos and Tyler Manic from the development team. I'm here today to request the approval of an ordinance supporting a Class C property tax incentive. For 4121 South Packers Avenue a project that included the environmental remediation of vacant land and the construction thereof. Uh 139496 square foot state-of-the-art multi-level recycling building The projects say is located at 4121 South Packers Avenue formerly known as 1300 West Exchange Avenue, which is in the 11th. Ward the new City community area and the Southwest planning region. Shown here is an aerial view of the site, which is along the east side of Packers Avenue between West Transit Avenue and West 43rd Street. The subject property is located in the Stockyards planned manufacturing District. The proper property has historically been part of the Chicago Stockyards and was originally utilized as a slaughter house. But had seen a variety of uses over the years with original buildings demolished starting in 1952 and prior to the commencement of construction. The property had been entirely vacant since early 2019. The Project's applicant is Oscar LLC who owns the site and leases the property to Lakeshore recycling Systems LLC. The property was improved with an approximately. 140,000 square foot state-of-the-art multi-level recycling building including construction and demolition debris recycling Municipal solid waste Transfer single stream curbside recycling and warehouse space. The applicant is Seeking a classy property tax abatement, which is estimated to provide a benefit of about 4.1 million over 12 years or 3 million on a Net Present Value basis. The project was started in April 2022 and completed in March 2023 with the NFR recorded in October 2023. In total the project cost. Um About 53 and a half million dollars, which was entirely funded with Equity contributions by Lakeshore recycling. Including 23 million in hard costs and 19.5 million in additional equipment. The estimated 12 year tax savings to the applicant, um are 4.1 million. And the estimated net benefit to the taxing districts over that time are about 1.6 million. um following our analysis dpd believes the project meets all of the requirements of the program and is in support of the use of a Class C incentive given the substantial investment of the developer and the creation of 68 new full-time jobs. 3 new part-time jobs and 90 temporary construction jobs In addition the project will provide an estimated 1.6 million of net benefit to the taxing districts versus leaving the site under developed. Um, I am here to ask for the committee's favorable consideration on this, uh Pi property tax abatement for lecture recycling. This is an incredibly huge, um development in my word in the Stockyards, uh, as you saw here 100% funded by the company, um this not only uh provided jobs in in the ward but also provides a huge service to the city of Chicago, uh, by being the recycling facility, um for I I believe half of the the cities regions as it is today. I recently toured the facility, uh with commissioner kowal Stallard and the first lady Stacy Johnson. Um, it is an incredible sight if you ever want to tour I'm sure rich and and Joy would be happy to uh to give it to you. Uh, but what this does is it cuts down the amount of truck time, um, taking recycling from the city to you know, points further Beyond, um, and this, uh, let me and I'm gonna make sure I get it right it's a murf it's a material recovery facility, which means um, they are sorting and separating all of the recyclable material they're bailing it and then they are sending it on to points Beyond, uh in Canada around the Midwest. Um, so that they can be recycled and reused again, so I'm in full support of this, uh of this, uh, property tax abatement and uh want to compliment Lakeshore recycling on the tremendous work that they've done thank them for the uh, investment in our community and their continued support of so many organizations in the 11th ward.
