once more second part of No, no, no, no, no, no. Okay. What? my That's 1 that's 2. Okay, we should be good to go. Test test test test test test. Thank you so much. Uh my apologies both to the public colleagues and to those joining us for public comment Miss lei. Start with this voicemail second part of the voicemail. This is a more serious problem and I read it to expect it is and this happened rather recently call Anya. Go. I her direct line is 3127445650. She will send out the paperwork for you you to apply to the claims division, which is like an insurance division. Yeah, so my mother did that she filed the claim papers and um Dennis Raphael who still works here committed, uh insurance fraud said that my mother did not put her claim in on time because the statute of limitations statute of limitations and the state of Illinois for insurance claims is 2 years. So I'm not um, this is the second part of the fraud in my mother's case. The first part was eminent domain then on top of that. the 17th Ward Alderman who runs out of here when it's time for me to speak did not do his part and I'm just trying to understand like to have 50 Alder people of all diversities. All Races. No, 1 doesn't see the issue with 2 people coming in here for a year talking about the Injustice of the black community when it comes to our properties being taken or illegally demolished like none of that gets into anybody's head. I mean like y'all y'all fight about illegal immigration y'all fight about the police not doing their their part when it comes to the team takeouts and the shootings on the North side, but when it comes to 2 black women and 1 that's coming for their mother who's 75 and another 1 who's coming also for her mother that's that that has passed away and then you have other people who are also dealing with property issues after a certain age y'all. It doesn't like ring register in your mind like what part of public sir, like, what was the purpose of you getting in to this? Like what would The purpose of becoming an alderman was it because of like so you could say y'all an alderman like what is the purpose of it? If y'all are not going to do anything to help constituents that pay y'all pay that pay off. We are taxpayers like nobody's going to continue to deal with this like, um, the the world is watching Chicago the world is watching Chicago. So while you guys are trying to figure out how to keep us out of here. I was just in DC 4 different people stopped me because they see me coming down here consecutively consecutively all the time and I'm not getting any help. This is sad, but it's because of my skin color because if I was white and gay you would need I that would have been solved a long time ago. We have no allies and y'all are showing me this every time I come down here. This is pathetic and sad. Thank you very much. Our next speaker is Mr. Taiwan Sims. I wish I had something about pedestrian rights or whatever. Sidewalk safety, I don't but what I do have is an issue. Um de Williamson who works for the Domestic Relations Division right now. I'm in court actually for my small child. His name is yasuke Roosevelt Sims. This lady works over at The Domestic Relations Division. She's the manager. She obtained the order of protection against me said that I'm stalking her for calling her out on a misjustice. Or the mistreatment that she's um been giving me the op number is 240 P 07366. I've been dealing with this for a year and a half now nearly my child birthday just passed May 28th. Not only this though a host of different events a pattern of events that's been happening in my life. But like the last Umpteen years. I'm still homeless also. I'm still dealing with this but we have 1 I just did I just speak with you? He told me he couldn't help me. I I don't see how you all have such automatic power. You all have power y'all the voice of the people. That's why we picked y'all where we say. Hey, you know what? We're going to pick these. Brilliant people I suppose and now you know what they're going to take care of circumstance our situation whenever we fall into that or anything they're going to be able to come up and be the shoulder that we need to stand on. However, it's not shown. So what Zoe is saying is true. But when other nations step up and say hey, we got to issue then is he quickly rushed to? So I'm the black and I'm the black man the Black American man standing in this room for like the last few months. I've been coming down here because if I get a job then I normally be attacked on it, but I'm still coming down here. I'm homeless unemployed without destitute. But y'all elected officials and nobody has stood in and stepped up. Nobody said you know what I'm going to the champion this gentleman he come he's intelligent enough to explain and express to us. What's going on. He's documented he's And I've emailed up to 35 of you all and sent you all documentation of these events because it's a pattern a pattern. That is Criminal. So with the federal government come in and investigate it then it becomes a real issue, but not for me because then maybe I'll get some justice. Maybe I'll get some. What I don't know what it is that I can get out of this. I don't know what it is. I'll get out of standing at this microphone and express to you all that I'm being abused by the government city government. So I'm trying to figure it out. So here it is. Once again de Wilson works for the city. And she's abusing me. I just went to a council that I thought could help me. So I'm here at this Council. I need help. I want to be protected by the automatic power that we've given you all. I want to be protected by the automatic power that we have given to each and every last 1 of you individuals. However, I'm not getting that. So what do I go? And this is the court y'all listening to so I'm in court right now. If the question is sincerely, where do you go as my colleague pointed out you're you're challenging. Your conflict is with County government County government is the other side of the building. I'm sure someone in the lobby can redirect you. I appreciate your time very much. I appreciate it. Our next speaker is Miss Jessica Jackson. Miss Jackson Thank you, sir. Miss Jackson. Sir, this is a this is a warning as you're interrupting another public speaker. If you want to continue interrupting you can leave the room. Thank you, sir. Miss Jackson Jesus say it. No, ye the truth. And the truth will set you free. That's the biggest fear. of America And it's exemplified in these meetings all the time including how they are taking us through all these changes to get in these meetings now to get to this public speaking now the biggest fear of America Is black people who are free? black people who don't listen to all the lies and the propaganda black people who know who we are and whose we are that's a real problem and it's becoming a bigger problem in America right now because c 1 thing about it America never thought. That that group of people. That they bought over here in the belly of them slave ships. They never thought that we'd be standing here today. They never thought that they would have to answer to us. They never thought that we were survived that. But here we are. And y'all got a whole race of people that America really don't know what to do with. But you got to keep us around right cuz you got to have somebody to oppress. Because if you don't oppress nobody then how can you be a superior race? You can't step on the next of immigrants. because these other immigrants got countries that they got they got embassies and treaties America got sanctions with them and all that. So America got to be real careful. how they going to treat Asians they got to be careful how they going to treat Hispanics. They got to be careful how they going to treat Jews. Because they America got an answer to the United Nations about that and and and and economic situations with them, but it ain't nobody at the table for black Americans. This is our government. This is where we at. So in this day and time we gonna push the envelope I'mma keep coming. Me and a whole bunch of other black people. That's all across this country. That know who we are we gonna keep coming. And as much as you want our heart to bleed about all these lies about all these other groups of people. and you gonna keep on lying on us with these statistics that you gonna keep putting up on these boards about black people this black people that black people this black people that but you don't want to give us no money. But we gonna keep on coming because that's how God made us. Y'all ain't got what you can do to take us down. That's why we still here. You got that? Thank you. Miss Jackson you our last speaker is Mr. George, Blakemore. He is not in here. Even we do have 1 uh Zoom speaker. We have an online speaker. Um, who is our speaker online Peter Seka Peter thank you so much for joining us you are on Hello, my name is Peter sneaker from the 45th Ward. I do have a pedestrian and traffic safety comment. I am here again this month to continue my public comment about the city illegally erecting on warranted stop signs. The national requirements for erecting new inter stop intersections is given the 2009 Manual of uniform traffic control devices the mutcd. Section 2B 07 says multi-way. Stop control can be useful as a safety measure at intersections if certain traffic conditions exist. The following factors should be considered a vehicular bicycle and pedestrian traffic volumes on all approaches. the vehicular volume entering the intersection from the major Street approaches total of both approaches averages at least 300 vehicles per hour for any 8 hours of an average day. And the combined vehicular pedestrian and bicycle volume entering the intersection from the minor Street approaches total of both approaches averages at least 200 units per hour for the same 8 hours with an average delay to the minor Street vehicular traffic of at least 30 seconds per vehicle during the highest our Fee number and angle of approaches C approach speeds D sight distance e reported crash experience 5 or more reported crashes in a 10-month 12-month period but the C dot produces language like this the requested locations were all done by direct introduction. Please stop intersections. So introduced our unwanted and illegal also C dot produces languages language language like this C dot is not opposed to installing an all-way stop since both streets are residential streets. This is not a legal warrant since the study. does not include traffic volumes approach speed sight distance or crash experience just that they are both residential streets in my in response to my Foya asking what mutcd criteria the C dot uses to erect a 4-way stop on an intersection of residential streets. The C dot points to mutcd language about residential collector streets. These are akin to our half mile streets. Matt residential streets again mutcd refers to higher volumes of traffic not low volume mutcd says stop sign should not be used for speed control in less than 2 years mutcd will say stop signs shall not be used for speed control and yet the aldermanic request seat on misinterpretations of mutcd or perhaps the culture of doing favors and honoring all the manic prerogative. The actions of this committee. Stop signs are being used illegally for speed control. Endangering people who walk the people who bike and other drivers. Thank you. Thank you, sir.
