And when it's happening and how it's happening who pushing it forward, so yep. Thank you for the opportunity to join today's committee meeting and share a bit about experience that I can bring to the board. I'm a resident of the 35th Ward I serve as the manager of the anti-hate action center at the nonprofit organization Chinese American Service league and I bring 19 years of work in federal and state government and the nonprofit space through my leadership positions on boards for several nonprofit organizations serving the Immigrant Community. I've experienced leading the hiring process of their executive directors and have provided guidance on best practices for our retention and inclusion in my current role my team and I work closely. With workers rights organizations and government Partners such as the equal employment opportunity commission workplace rights division at the Illinois Attorney General's office, Illinois Commission on discrimination and hate crimes and the city's Commission on human relations regarding reports to the center about workplace discrimination. And my team is organized Community workshops and Outreach to spread the word about resources for individuals who have experienced workplace discrimination. I worked to support our organization's Human Resources team to identify qualified candidates and Outreach opportunities to diverse communities as well as continuously advocate for strengthening our Dia efforts people take pride in their work and want to be seen and heard and have their Grievances and concerns properly addressed. I hope to provide my guidance and support as a board member to make hearings and processes for disciplinary action a thorough and thoughtful process. I am the proud mother of a student at Whitney M young high school and the proud daughter of 2 parents who grew up in Ida B Wells housing projects. and I intentionally lead with those aspects of my identity because it greatly shapes my character my core values and my commitment to the city of Chicago because of my lived experience is I have spent um the bulk of my career fighting for Equity Justice and inclusion for those who hold marginalized identities in addition to my professional accomplishments. I am committed to using my leadership to engage civically and serve the city that I love given that I have proudly accepted previous mayoral appointments to the Chicago Board of Education and the Chicago Public Library professionally. I currently serve Serve as Loyola University Chicago's Chief diversity officer prior to this role. I served as the CEO of Chicago Scholars a nonprofit organization that serves first generation low-income students to get them to and through college and then back here to the city of Chicago throughout my career. I've been recognized for my leadership and commitment to Civic change, uh participating as a member of organizations like leadership greater Chicago and being selected as an inaugural Obama fellow are also experiences that have only deepened my commitment to the city of Chicago. What I bring, uh, what I would bring to the board is a human centered approach wrapped in fairness transparency and integrity as a senior leader. I have built a skill set for personnel Administration and managing employee grievances with a restorative justice lens. Um, I bring 25 years of professional experience. I hold a business degree from Clark Atlanta University and an MBA from Marquette University between my professional and Civic experience. Thank you for this opportunity to appear before you today to discuss my appointment by Mayor Johnson as member and chair of the city's Human Resources board. I would also like to thank commissioner rpha for taking time to speak on my behalf. I would like to start by briefly introducing myself to you. I've been a homeowner in the 46th Ward for the past 25 years and I'm a constituent of Alder Angela clay. I greatly appreciate and enjoy the diversity of the Uptown community. Prior to joining the city in 1993. I worked extensively. excuse me toward the rights civil rights of the lgbtq community as the chief strategist for the passage of both the Chicago human rights ordinance in 1988 in the Chicago hate crimes ordinance in 1989. While at the City Treasurer's Office, I drafted and worked toward a passage of an ordinance that required the city's Municipal Municipal, excuse me Municipal depositories to comply with the Chicago human rights ordinance in their policies and practices. I joined the mayor's office for people with disabilities in 2000 as senior policy analysts the vert the first such position at mopd serving under all 4 commissioners. Under the past 2 Commissioners. I've had extensive experience in human resource and Personnel matters such as employment policies procedures and administration. I have drafted interview questions participated in interviews and consensus meetings. I've also strategized with commissioner rpha on the types of positions that could reshape mopd to better serve the needs of the disability community. While these responsibilities may not specifically appear on my resume. They were quite extensive under all duties assigned. 1 initiative that I'm particularly proud of was the result of working with my colleague Christina McLean to develop mopeds first employee handbook that outlined the Department's Personnel policies regulations benefits and resources. This has been an important source of information for both new and current employees alike. At moped I've learned a lot about human resources and employment issues impacting people with disabilities the community that is often disadvantaged when seeking employment for these reasons. I am very committed to insurance that the city's policies strongly reflect our core values in our administered with fairness Equity accessibility and transparency. Also during my tenure at mopd. I served as acting commissioner from february 2020 to July 20 20 2020 as you may recall. This was the during the early days of coid during that time. I was responsible for closing MD's establishing new work protocols in accordance with HR policies and Co regulations that ensured compliance with the ever evolving Health regulations in the continued productivity of moped staff. And November 1st 2023. I retired from the city of Chicago after 30 years becoming a member of the chair of the human relations board will afford me the opportunity to continue serving the city. I love I am committed to the goals and objectives of the board and ensuring our work reflects. The city's values. I have held deeply those values in my work on behalf of many communities throughout my career and will continue to do so for the human resources committee. I am grateful to Mayor Johnson for this appointment and for this opportunity. Next we have a direct introduction of an ordinance authorizing the execution of a collective bargaining agreement between the Illinois Council police and the City of Chicago today. We have with us Chief labor negotiator. This is Lee Porter to explain the new bar, uh collective bargaining agreement and answer all of the questions. We may have uh, we also have brigitt Earley. the premiere for labor and Matthew jakubowski, uh If there are questions for them as well, although Bridget made an early Escape know she she's out. Okay, uh, we have Matthew here, right? Um, I also want to recognize non-committee member Mana hoppenworth for Quorum. Um, Sicily you have the floor to give a brief summary of the collective bargaining agreement. Thank you and good afternoon chairman Rodriguez and members of the committee. Again. My name is cesy Porter Adams, and I'm the city's Chief labor negotiator. Um, we thank you today for the opportunity to discuss the proposed collective bargaining agreement between the city of Chicago and the, Illinois Council of police. The Illinois Council of police often referred to as I cop represents approximately 9 Aviation surveillance Specialists, all of whom are employed in the department of Aviation. Aviation surveillance Specialists are generally responsible for our monitoring both airports for security issues at CDA security operations center. They are not responsible for law enforcement but they work as crime analysts in conduct internal investigations, uh with outside agencies for the airport and they also monitor the thousands of cameras at both airports. This is their first collective bargaining agreement with the city and um, and for the employees represented by IOP the labor board recently certified these employees in february of 2022. And we believe that the agreement is the best deal possible for those employees for the city of Chicago and for the union, um, based on the terms. We are going to discuss briefly. The term of the agreement is similar to the term for all of our other civilian collective bargaining agreements July 1 2022 through June 30th, 2027 to be ratified by city. Um Council that's when it will become effective the bargaining unit. I cuff they have already ratified the agreement. The wage increases are virtually identical for the wage increases extended to our civilian Workforce and they are as follows effective 1 125 They will receive a 3 a range between 3 and 5% depending on the CPI you in the same will be true for uh, 1 12026 1 120 27. They were received a 3.25% increase. Um, you will note for the first, uh years of the CBA 2022 2023 and 2024. This group will not receive a negotiated wage increase and the reason for that is during those same years 2223 and 24. They received wage increases as non-represented employees at 3% per year. So they are they're not going to get retroactive pay but they were paid 3% each year, which is what our civilian represented employees received going forward as mentioned starting in 2025. They will be on the same negotiated wage increase as I described. Um, some of the other terms and compensation again, you've probably heard these before because it's familiar to what we did with our civilian unions, but they will receive a lump sum, uh pandemic pay bonus and the amount Of $3,000. It would be broken up over 2 years 1030 days after ratification and then another 2,000 January 1 of 2025. Uh, we will do contributions to Deferred Comp as we did with our other civilian employees. We will contribute the city cents for each dollar each employee contributes for a maximum of 750 a year in 2024. And in 20127, we'll do the same thing. But we will contribute a dollar 75 for each dollar they contribute. Um, we adjusted their salary schedule, um to help with recruiting and retention and 1 of the big things for this Union is that we moved them. They wanted to be moved to a 37 and a half hour work week. Um, they were originally on 35 hour work week. And that's the 1 1 1 for the city. We they get to work more hours for us and increases their pay a half an hour a day. The same benefits are other unions received. They receive such as paid parental leave extension of the June 10th holiday a vacation carryover and other miscellaneous terms such as changing their pay dates and um developing developing a plan to move them to direct deposit and green slips. Next we have uh, the last item a direct introduction an ordinance authorizing the execution of a collective bargaining agreement between the International Brotherhood of Teamsters Local 700 and the City of Chicago. Once again, we have Chief labor negotiator, Sicily Porter here to answer questions regarding the contract. Um, Matthew jakubowski as well here. Just in case there's extensive questioning from the audience or forgive me from the committee. Uh Madam Porter go right ahead. Okay. Thank you still see Leslie Porter atoms with the record and we're going to be talking about the proposed collective bargaining agreement between the city and the International Brotherhood of Teamsters Local 700 this group of teams Thursday represent approximately 26 supervisors of police communication operators, which is why the unit is often referred to as Teamster's spos. All of them are employed in the office of emergency management and communication and they are primarily responsible for supervising the police communication operators 1 and 2 who also work at oemc, um, for the reasons we set forth below this agreement represents. Um the best deal for these employees. Employees and for the city the term of the agreement is the same July 1 2022 through June 30th 2027. The bargaining unit has ratified it. So the next stage in the process will be for city council to do. So, um, the wages are identical to our other civilians. They have um effective 712022 They will receive a 3% and they will also receive a 3% increase on 12023 for the years 2425 and 26 in January. They will receive a range between 3 and 5% depending on the CPU and the last year of the contract 11127 They will receive a 3.25% increase. Their compensation in terms are very similar to what I just previously described for IOP. Um, they're going to receive a lump sum payment and 3 thou 3 thousand dollars broken up over 2 years for the co bonus we're going to do the same thing with this group for the deferred comp compensation matching a $150 for each dollar. They put in effective 11124 and then 1127 that will increase to 1.75. Um, we for this group what what they would probably tell is a highlight is that they are placed on a salary schedule before all these employees receive the same amount of money. No matter what their seniority was. Um, but we have agreed to put them on a salary schedule based on the years of seniority. Some people will make more so that was something they were very excited about and we were happy to do that as well. Um, the other benefits, uh paid parental leave Juneteenth of carryover vacation. These are all the same that we um gave the civilian other civilian unions and if we're happy to again answer any questions you may have about this bargaining unit. Thank you very much. Sure, so they are going to see if a a signing bonus a coid, uh payment that we extended to our all of our other civilian bargaining units and it's a total of $3,000. This group will receive $1,000 effective 1 124, which is going to be retroactive and they will receive 2 $2,000 effective 1 125. Okay, and for employees that have retired Um prior to the effective date of this contract. Will they still be eligible for that? Yes, they will be those who retired who's not eligible or new hires. So the goal of that was to capture those who were actually working through coid. So there was a the cut off date was as of 712022. So, um, it is based on those who were working during that time. So some people who were retired will get that. Um, but those who were higher there after 1, so they they'll be eligible for retroactive pay and retroactive coid pay. Yes for the same with all your unions. Yes. Okay. Thank you. Any other questions, I I just had that question. Sorry, uh was brought to my office about a month ago. Okay regarding another Union that was in collective bargaining agreement with the city, um, except these employees did not receive the Coe pay, okay, and they were with um, I believe I'll have to double check on the union but um I was looking at inquiring into that for them. Okay, because they had not received the co pay okay and um, they retired before the contract had been finalized. Okay, and and doing the final, uh after it was finalized they were told that because they had retired. Um, they were not get the CO pay that's why I asked that question. So I look into find out what exactly what union it was and um, I may give you a call a little later off we can talk offline about that. Thank you. That our office is known as well Chris.
