My name is Melissa mahabir and I'm a resident of the 30th Ward and the 25th police district and I would like to comment on the nominations for the ccpsa commission. As a member of 1 north side. I played a part in working on an advocating for the passage of the ecps ordinance and to be on the verge of appointing the first permanent commission is thrilling to all of us who have worked so hard to get it passed. I want to express my enthusiastic recommendation for commission nominee Aaron Gotti. I've known Aaron for 15 years and I've seen firsthand what an extraordinary social worker and advocate he is. When Aaron moved to Chicago in 2016, he immediately looked for a way to get involved in his community. He searched out organizations and found 1 North Side after reaching out to the organizers. He quickly joined their police accountability team and from there. He played an active role in advocating for the passage of the ordinance in meetings with other community members across the city also working on the ordinance Aaron always demonstrated his deep commitment to the spirit of the ordinance and his desire to get everyone's needs heard. He was a leader on our team and his thoughtful and intelligent observations helped us continue making progress and moving forward. additionally Aaron's career is focused on how to improve the criminal legal system to make it more fair and more just he has studied reform efforts conducted his own independent research is a sought-after speaker and teaches Masters in PhD PhD level students on the issue his work and his mentorship of students have both been recognized by Awards as a fellow social worker. I trust Erin's value is a fairness and Justice and I know that he has the work ethic to give this position everything. It deserves. In fact in my own work when I have questions about whether or not I'm thinking about things in the right way and especially when ethical issues arise Aaron is actually the first person I turn to he has consistently helped me think through problems and has always provided me with thoughtful sound feedback. I'm a social worker and a resident of the Fifth Ward and police district 2 and I would like to comment on the na nominations for ccpsa commission. Specifically Dr. Iran God Lees nomination, Dr. Godley is a committed. It's committed to promoting criminal legal change through his published and highly cited research examining the criminal criminal legal system and the ways the system exacerbates racial and social inequity in the United States. Uh, this prolific work has been cited by a number of media Outlets including the New York Times and the Atlantic and his commitment to promoting criminal legal change extends to public service and practice. Which includes appointments by the mayor's office to the Chicago Police use of forced work group and he has collaborated collaborated with Community groups across Chicago to help pass the empowerment empowering empowering communities for Public Safety ordinance. Finally. I've had the privilege of of drib serving as my mentor while a doctor as a doctoral candidate at the University of Chicago Crown Family School of Social Work policy and practice. He's a champion. He champions my goals ensures that every step of the research Pro, uh, research problem solving is collaborative and most importantly that I have agency in my decision-making processes and these qualities. I believe are integral for individuals in a board dedicated to just and thoughtful Public Safety approaches for Chicagoans, like myself. Therefore. Um yesterday I was at the uh, finance and committee meeting and the Law Department had 4 cases. And they're all it's always a city paying out for the police. Um for the past year, I've been going to the committee on finance meetings always. The um City paying out for the police for their negligence, but it's never the negligence of the city of Chicago departments like the building department who knocked down my mother's building. without compensation still which is eminent domain, you know, and um, we have a federal court case that we're waiting 6 months now for the judge to make the ruling but there's people who sit on this body. such as 17th Ward Alderman David Moore who can sit down with my mother and do the first option at the Law Department said which is offer her some type of money so she can go back so he can go back to the committee on finance and see if they if you guys can just settle this case, but instead I've been coming down here for a year can't get no can't get nothing from the meeting. Because y'all done got it blocked at the media can't do anything. So I got to do this and then post it on my social media because this is a new generation and our mother's going to get Justice regardless or not. I'mma buy buy any means necessary type of person so she gonna get it. It's always a body for everybody else. Congratulations. Y'all are about to be appointed. But there are people on the South Side on the West Side whose buildings are being demolished or being stolen from the city of Chicago Buildings Department from the Cook County. All of it, but we can't get no help we can't get no media. We can't get anything. You know, why because if if if it comes out, it'll be a Floodgate everybody every black person in here. I promise know somebody who's building has been taken from delinquent taxes, uh, eminent domain probate any anything. That's our generational wealth. That's my generational wealth. You see over there. Today is Israel first Palestine in Chicago biting over some land. That's not even here. I'm in Chicago fighting for my land and I can't get no help. From the police from anybody. I have documentation of each and every time I was denied that it said in our constitution Justice and liberty for all. Carefully you can take copies of this. Follow up with it because I'm going to speak about something else. We do protests we have protesters. We do stand with each other. We do love each other, but there is a great disregard for black Americans in this city, especially when dealing in the law because we are not to be protected but prosecuted. And it has to be revised that thought that simple thought right there has to be revised. that protection versus prosecution because if I was protected then I wouldn't be going through this. I would not I would not be suffering under for a year now under the courts. Under the rest of arrest and all these different things. But I also would not have to come here where I'm undermined it even by the people that should be standing with me. So once again gentlemen black Alderman black Alder women, I apologize if y'all feel a sad and assaulted by the words that come out of some individuals, but we have to prop each other up y'all. We have to we got to be accountable for them to get in power. But if they might exercise they automatic power we have to be with them. See we can't just keep kicking kick and kick and having somebody because they wear our skin tone. Able to kick because they feel they have the right tool able to degrade because they feel they have the right to you don't. Because you it's now on time or I seen any empowerment in those words, but you speak highly of all these other nations. So I'm going to speak highly of this nation because we are a resilient Nation. We stand under the weight of what what police abuse how long from Rodney King always until now. From Rodney King all the way till now. Trayvon Martin know just all these little different instances Mike all these little different instances. pallando all these little different instances where we are totally Not giving our justify right? To what constitutional they put us in a cup with that 1. Ah, what's that 1 for 1 what? But we not look see so we gonna have somebody in this room keep spouting that slavery issue, but we was Prisoners. Prisoners not slaves. We ain't come over here wanting to do this. But some of our some of the people out here now that strive against us our servant to indentured y'all want to be slaves. To empower a system against another people just so y'all can have a little purchase. They ain't no justice in that. So I I don't subscribe to all the madness. I'm not subscribing to it. So we try to empower us we have to empower us standing this thing. Look we going to say what we need to say for us if it's not about black empowerment and black power. Our next speaker is Charles Spence Charles Spence Mr. Spence, yes. Thank you committee for this opportunity to speak and for your attention. I am here asking for someone to author an ordinance. Obtaining a surveillance drone for each Police District in the city. I am here because I asked my local Alder 4 times between februari 13th and May 12th. What has to be done and who has to do it? Finally on May 13th for office replied and stated. We do not believe that they are required at this time. Myself and others do believe they are of use. I can offer real world proof of this on April 21st, a license plate reader in 18 identifies a stolen vehicle. It was tracked by a CPD helicopter into 20 where officers on the ground apprehended its occupants without incident a perfect Confluence of Technology surveillance and personnel. That type of policing should be available to every District every day. drones are easy to obtain if there is not an approved vendor and an applicable contract put it to bid or use a reference contract as was done for shot spider. As for money just last month here in Chicago, Merrick Garland announced an allocation of 78 million in grant money for violence prevention. The cost to the city is minimal. You don't need to 12 million dollars for 2 B 407 helicopters, which are in the 24-bit. The police department in Deerfield last year bought a matrice model 30d drone for $20,000. Will outfit each district in the city with its own drone. As for the legality of this that has been addressed as well. The FAA has a public safety and law enforcement toolkit available at faa.gov. They even provide the opportunity for municipalities themselves to obtain a certificate of authority. So they themselves can train their own drone operators. Illinois State Police already uses drones and last June Governor pritzker signed House Bill 3902 allowing local governments to basically decide for themselves. How do you use? That technology. Notably the ACA the ACLU was neutral on the bill. Drones are effective drones are efficient drones are affordable. They would provide numerous. She continues to flourish as she communicates with foreign students from various frana phone countries and makes numerous cross-curricular connections. She continuously seeks occasions to improve her French skills. By listening to French music and watching French movies. III is a leader in her own, right? Outside of the classroom. She is a member of the National Honor Society student council LSC student representative GSA French Club. BSI. Ambassadors book club discussion moderator Fab Lab young Freedom leaders improv comedy and several other organizations that promote social justice and student leadership opportunities. I just reconnected with abier a few weeks ago. And when I saw her all I could do was cry. I am so proud of you I am so proud of you. This is your work. You've been doing it forever and I just want to encourage you as you take as you go on this journey. Um to continue to help people you were helping your classmates. You helped the teachers. I just remember when you when I was organizing the student voice committee how you were the first to step up and I know you're going to be the first to step up when it comes to social justice issues on the south and west side, so I'm here and I'm I'm just so proud of you my dear. I have over 30 years experience working in city government with some of the most Best mayor starting from Harold Washington, Jean Sawyer and even Rich Daly for me. Okay for me. Um, I'm here because George. Uh has known me for years and when he told me about this particular meeting, I really didn't have any idea of what I would be saying. because my goal is to be an advocate for my people in whatever. Aspect that I can. my my purpose is to help my black contractors women and men to get their fair share. And equity in all of these millions of dollars billions of dollars of contracts going out through this city. for in the police department work to be done in aviation and procurement. And so to you people here, I don't know you but you look really good. I am going to be watching you. I am an advocate. I am going to hold you accountable. I think I know you I think I seen you at another day. Yeah, right. So and I want you to hold us accountable. I want you to hold the committee accountable. and that's basically what I want to say. I've done a 4 year request to procurement. We got the jobs done. We had contracts we had more minority and women contractors to receive contracts. Uh ever started from mayor Washington now I can make 30 years later. And it's down here is I mean, it's like ridiculous. I don't understand how it could go from where we were. to down so low that black contractors and we work, you know, and I'm going to say this there are some who who don't I mean I don't I'm not here to advocate for those people who get, you know those under the table and let you use my name to get the contract. I don't believe in that and I will call their asses. I mean I will call them out, you know. So, but for the people that are that look like me who have the skills. Thank you. no, we thank you have. We have met all of our statutory obligations while being Innovative in our approach to Public Safety. We have opened the police board up to Everyday Chicago ones and not just those that are connected. We've also lived 1 of the most inclusive and transparent police chief searches in the country. We have passed general orders and collaboration with Chicago Police Department that we believe will go a long way in remedying past mistakes whether holding meetings in Chinatown with mandarin and Cantonese live translations or having a superintendent Forum dedicated solely to the disability Community. We have sought to build a big tent with Chicagoans from all walks of life feel welcome. The ccpsa has held meetings in every part of town and engaged several dozen constituent groups. We are working hard to ensure that every chicagoan has a seat at the table when it comes to policing and Public Safety. We've also intentionally created a space that seeks the input of rank and file members of the Chicago Police Department who are also a vital part of our community. Through that engagement we successfully advocated for the end of the policy of consistently canceling officers and regular days off. We push for more predictive scheduling that affords them stability in time with their families. We have also been pushing for more Mental Health Resources and to hold City departments accountable for many of the Deployable conditions that officers work in every day. These are a small portion of what we have accomplished as an interim body. I'm forever grateful to the city council for allowing me to serve in this capacity for the last 2 years and for the amazing event from Commissioners. I've had the privilege to serve alongside. I believe we have a long way to go and build Upon Our successes while avoiding the failures of the past. That is why I'm respectfully asking for your favorable consideration today. Thank you. My name is Aaron got I'm a Northside resident of the 30th ward in 25th police district, and I'm excited and honored to be considered for the ccpsa commission. I have dedicated my career and much of my life outside of work to issues around Public Safety and Criminal Justice Reform as a faculty member award-winning researcher and award-winning graduate student Mentor at University of Chicago's Crown Family School. I've spent 15 years studying teaching and researching the criminal justice system. Through this work. I have developed analytical skills to interpret policy language and to synthesize and evaluate large amounts of evidence. My experience is not just academic as a social worker and Community Advocate. I have more than 10 years of of experience working alongside people who have been harmed by Community violence and our criminal justice system to help create change that leads to Greater Community safety and more effective than just policing. I'm excited to become a commissioner because I want to help make Chicago a safer place for all people in our city. I believe strongly that implementing the ecps ordinance with input and effective collaboration between key stakeholders such as the police Community Advocates District counselors Commissioners and members of this committee and the city council. Will lead to increased safety for Chicagoans. I'm confident that my academic expertise in criminal justice policy and evaluation and experience working alongside both community members and the police towards reform will be assets to the commission. I also know that the work ethic objectivity and evidence-based decision-making commitment to community and ability to work. For the past 17 years I have served as an attorney and a public servant. For the last 5 years I've resided on the 20 in the 27th Ward on the west side of Chicago 12th Police District. I believe that my legal Acumen impartiality and commitment to Public Service particularly the Youth of Chicago make me an ideal candidate to serve on this Commission. I began my legal career at the Cook County public Guardians office where I had the distinct honor of representing children who were Wards of the state. I transitioned from that role to serving as Regional Council for the Illinois Department of Children and Family Services. From there. I served in various roles at the Illinois Department of Corrections, including Deputy general counsel Chief Public Safety legal counsel ethics officer and chief of affirmative action. I currently serve as the associate general counsel at the ca at Catholic Charities of the arch Diocese of Chicago. While my time at IDOC most closely aligns with the goals of this commission. I draw much of my passion for my previous experience. It is through my previous experience that I became aware of the pipeline that disproportionately follows young black men from being Wards of DCFS to being Wards of IDLC. The correlation is daunting. I hope that this commission can enhance policies to encourage positive interactions between the Chicago Police Department, and those they serve. I believe this is 1 way that we can reduce the over representation of minorities in the custody of IDLC. When I bring to this commission is a willingness to work collaboratively to create Solutions. I promise to listen to all the facts and examine all available evidence prior to passing judgment. I will be thoughtful and creative to enhance policies and relationships that increase Public Safety. I bring to this nomination 4 years of dedicated service and all levels of government passionately advocating for critical political issues such as immigrant rights Equitable Economic Development and supporting our youth my journey started in Albany Park where I was raised and now I reside in Portage Park within the 16th Police District. From a young age growing up in Chicago as a son of immigrants and a proud DACA recipient. I have experienced firsthand the dharmas nature of our relationship with law enforcement both positive and negative. These experiences have taught me the complexities of young people's interactions with police and has fostered my commitment to enhancing this relationship through dialogue and mutual understanding As the Chicago Public School alum and someone who has watched his mother transition from a single mother learning English at truman to a small business owner in this great City. We are a testament to the opportunities that Chicago could offer it is my profound. Hope to ensure that every young person in our city feels safe heard and empowered regardless of where they live or what they look like. In my professional capacity. I have been instrumental in creating Public Safety plans launching neighborhood initiatives and building relationships that are police department and other key Community stakeholders via my job with the city of Chicago. These efforts are all in service of enhancing the safety and well-being of all Chicagoans. As 1 of the inaugural youth Commissioners for the mayor's office. I was heavily involved in initiatives like my chai my future aimed at enriching the lives of Chicago's youth through engagement and opportunity. My tenure in 3 different aldermanic offices and 4 other elected official offices in all levels of government have endowed me with a robust understanding of our City's diverse needs and the complexities of our Public Safety Systems. Today I stand before you committed to embodying the values of the commission ensuring that our youth are not just heard but engaged in safety strategies that will shape their lives. I hope to offer steady leadership and bring my accumulated expertise and knowledge from my time in government and my continuous work and Community. I also look forward to learning from many of the other Commissioners and everybody else in the council. Imagine a Chicago not just any Chicago but a Chicago where the vibrant energy of our neighborhoods is matched by a deep sense of safety for every single resident. That's the vision that drives my passion for public safety as a lifelong chicagoan and very proud westsider. I've walked these streets. I felt the pulse of our community. I've seen challenges. Yes, but most importantly I've seen the immense potential of our city. My name is Ral Terry and I stand before you today seeking a permanent appointment to bridge the gap the Gap towards a safer more just Chicago for all. For the past 20 months. I haven't just talked about Public Safety. I rolled up my sleeves and gotten to work as interim commissioner on the ccpsa. I've worn many hats vice president. Policy co-lead for the Chicago Police Department Community engagement co-lead and even co-lead of our most recent superintendent search. This experience has given me a ground level understanding of the public safety issues we face and the critical importance of collaboration, but my commitment goes beyond titles for over 15 years as first vice president of the Chicago Westside Branch nacp. I've championed equity in our communities Fair policy their policies and empowering marginalized groups. These have always been my focus because I believe in Building Bridges and fostering trust that's the kind of leader. I'll be as 1 of the permanent commissioners of the ccpsa a leader who uses lived experience proven leadership skills and a deep understanding of Public Safety to Forest strong Partnerships between communities policy makers and law enforcement together. We can create Public Safety. strategies that are effective but also build trust and accountability strategies that reflect the needs of every resident not just some thank you for your time. Thank you for the opportunity to appear before you today. I am Sandra Wortham. I it is an honor to be considered for appointment as a commissioner with the community commission for Public Safety and accountability to this commission. I would bring a valuable skill set and perspective formed by my professional and personal experiences. I am a chicagoan a southsider and the proud daughter of a retired Chicago public school teacher and a Chicago retired Chicago Police Sergeant. I am an attorney by profession and an active Community member as 1 of the commission's principal responsibilities is to increase Public Safety in Chicago. I believe my experience is uniquely qualified me to contribute to said work. As an attorney I would bring to this commission a combination of both traditional legal practice civilian law enforcement experience and administrative expertise. I presently own and operate a solo legal practice and serve as an administrative law judge and hearing officer prior to operating my firm. I served as a civilian deputy director with the Chicago Police Department gaining significant experience with Department operations and Community interactions. My diverse legal experiences have provided me with the ability to analyze law and policy in efforts to ensure effective practical implementation. I also have the skills necessary to identify and effectuate opportunities for collaborative work between internal and external Public Safety stakeholders. In addition to my professional experience. I have long volunteered in reference to maintain safety and desirable quality of life conditions for my community. I currently serve as the president of the Nat King Cole Park advisory Council in chattam and previously served as an elected local school council Community representative for Harlan High School. Further in my current role as president of the Executive Board of the Chicago police memorial Foundation. I am proud to work with an organization that serves the families of Chicago police department members killed or catastrophically injured in the line of duty. To that end. I know firsthand the destruction caused by the violence perpetrated on our communities my brother Chicago police officer Thomas Eugene wore them IV was murdered in Chicago in front of our home on May 20th, 2010 my family and I continue to experience the horrible horrible ramifications of my brother's murder living with this trauma has only magnified my commitment to ensuring that Chicago's Public Safety infrastructure. All entities of Chicago's Public Safety infrastructure work to their most useful capacity and with a focus on the safety of communities. I look forward to continuing to be of service to Chicago with this commission. I would appreciate your favorable consideration, and I will be happy to answer any questions that you may have. Thank you. Thank you, Miss. Um, thank you Miss Wortham. I'll procedurally We Will We Will um have questions and comments, um as a whole. Um, so each you'll be able to ask questions or comments of each of the um, uh, The appointees but we will take individual votes on each your pointy as well. So if there's any questions, uh alderwoman tobars thank you, Mr. Chairman. Um, my first question is for Mr. Aaron Gotti. Um, do you believe that the Chicago Police Department has a responsibility to inform the um, Illinois vehicle code. The reason why I asked this question is because in my ward Pulaski corridors in my ward, and there's been over a hundred and 1,500 accidents on that police on that Pulaski Corridor with 340 fatalities and in the 12th in the in the past 12 months there have been 7 fatalities people are driving directly. There's Street takeovers, there's drag racing and so I'm I'm curious to get your perspective. Um, because when people see the police they slow down. And Pulaski Corridor has been killing residents in my ward. So do you believe that Chicago Police Department has a responsibility to enforce the, Illinois. vehicle code so thank you for that question. Um, I think so just as a starting point. I think it's it's clearly a public safety issue based on the numbers you provided and I do think that the police department is responsible for enforcing the law. So, um, so if the law says that they need to so so, yeah, so if the law exists they need to enforce it. And it's a follow-up question today. Are you familiar with the US Supreme Court case Pennsylvania versus men's and can you explain a significance to the Fourth Amendment? Okay, just okay. Well let me sorry. I'm not familiar with that specific case. So basically it says that if you break a traffic law. And the police pull you over. Cops have the right to order you to step out of the vehicle. Are you familiar with the Illinois state law known as the police and community relations Improvement Act? Uh, could you provide me with some sure so it's a state law that says how police involved shootings should be investigated. The whole state has to follow has to follow this law. So pretty much all of the Departments. They use ISP the Illinois State Police to do their investigations, which are actual certified police officers. We have Copa. Which is a violation of that law. It's a violation of this law. So my question to to you and to members of the panel. you know this law it states that each officer involved death investigation shall be conducted by at least 2 investigators 1 of them, which is a lead investigator, which will shall be a person certified by the Illinois Law Enforcement Training Standards Board. Or similar training by the Illinois Law Enforcement Training Standards Board or the Illinois State Police or similar training. Um provided by the Illinois Law Enforcement Training certified school. So my question here is are you aware? That Copa investigators are not certified under the entities required by the state law in order to be eligible to conduct investigations related to police involved shooting. Chairman, excuse me, excuse me sheet. Can I keep the uh, please do not interrupt the speakers nor the uh, the committee members. Go ahead. So I answered my question. I can repeat the question. But was that a question for Mr. Question for got lie, or any other members of the panel they like to so, um, can you hear me? Um, my answer to that is yes. I am familiar with it. It was also every year the commission sets goals for the police board the president of the police Board of chief administrative Coppa and the superintendent of police. Um, this was an issue that uh, we started to work on and our goal setting process. It's listed publicly in our goals. Um, and to answer your question, uh about the second part was Dua supported or do I if you're aware, were you aware if you aware? Yeah. Yeah. Yeah. We are we are I'm very aware of it. Um, and I believe that dating back to the life of administration and now with the Johnson Administration, they've been in negotiations to try to figure out um, how to remedy this and if you're asking do I support it or not? I I fully support um, Coppa and our our Police Department in every city agency comporting with state law. You do agree that it is problematic that you know given that ccpsa is charged with oversight of Copa that it's it's problematic that copas mission, which is likely operating against the state law. establishes investigative requirements regarding officer involved shootings I don't really I don't well. Well, I know you mentioned that you're you're working with the administration, but will you and members of The ccpsa Advocate to bring the city of Chicago into compliance with state law and require investigators into police involved shootings to be certified investigators? From an outside agency not affiliated with the city of Chicago. Well, I don't I'm not that that last part I'm not certain about the law. I do know I am familiar with Pria and I'm I am familiar with um, the negotiations that have been back and forth for me personally and and what we've tried to do as an interim commission and I hope we continue to send to the permanent commission is uh, trust is is the most important thing trust in the system trusts that residents give to this commission that the city council gives to this commission is of the utmost importance. Um, and I think that it's important that we all comport with state law and figuring out how to do that is of the utmost importance. Okay? Well just for the record the state law also says that investigators into police involved shooting should not be part of the same department or entity. So Copa are not only not investigators, but they're also part of the city of Chicago along with CPD. So it's another reason why Copa is not eligible to do investigations under state law. So my final question my final question here is I want to focus on on 2 shootings We had 2 officers shot. in a month 1 and 1 did not in the case of the officer who survived? Police returned fire on the shooter and he was killed. In the other case the murderer fled. 1 is a Copa job the other a CPD job. Copa got to work by going on a media tour in podcasts. Also sending letters calling for discipline even before any interviews were conducted. In the second instance you had a team of actual investigators. That work across agencies collecting evidence conducting interviews and Gathering intelligence that would ultimately result in a successful apprehension of this cop killer. Coppa was trying to get its 15 minutes of fame. professional investigators were working to collect facts and bring a cop killer to Justice. the ccpsa you guys here in the panel is tasked with oversight of coppa and CPD. There needs to be accountability across the board if we are going to have actual fairness and not a kangaroo court. At what point do we admit that coupa is a deeply flawed agency staffed led by individuals who would rather fan the Flames than find facts. How will you fix it? That's my question. Amber members of the ccpsa, how will you fix it? They if I if I met um alderwoman We probably in that instance need to bring and and we could do so by resolution. Um bring copers, uh Chief administrator here to raise um, I just want to uh, I just have 1 the other members. Um, Sandra wore them. I just want to thank you for all of the work that you do with the Chicago police memorial foundation and supporting the gold star families. Um, you carry your brother's Legacy probably. Thank you. Thank you alderwoman. alderwoman nugget thank you chairman. Um and thank you to everybody for um, putting your hat in the ring to be a part of this. It's it's a lot of work to be involved in this type of stuff. And I know it's complicated. I actually had the privilege of serving with chair mental health Pharaoh. Um after this initial legislation was passed we were part of a group of aldermen that met with candidates and reviewed resumes to present the initial 14 to Mere light foot and um happy to see Anthony up here and Ral here. Um, I think you guys have done some really good work, um over the past year, and I know that you've engaged the community quite a bit and worked with our office. So thank you for that. I I appreciate that. Um, I just I had a question for Angel. Um, are you currently working with for Alderman? Um Moana hopin Works office? Yes, I do. Okay. Um, yes, we're I just want to talk about this a little bit because In that role. Do you work on public safety issues? I know you work in constituent services, but You do work with the aldermen on Public Safety, right? That's correct. And part of the responsibility on this commission is to have independence with respect to Public Safety. Can you talk to me a little bit about that? How could you maintain Independence if you are you are moral compass or your values? Um, perhaps were in conflict with your alderman. Thank you for that question Auto woman. I appreciate it. I actually had a really long conversation with the order woman prior to applying and the team and told them that whatever work I do for the commission is going to be My Views and My Views only so I've set that very important standard to the Ottawa woman and the rest of the team. Um, personally speaking right now. I'm looking through the ethical issues that might come with me working on Public Safety matters with an older woman. So I'm happy to follow up with you on those findings. But um, I I wholeheartedly look forward to being independent. I work really well with members of our Police Department as a matter of fact, uh, the district Commander wrote me the letter of recommendation because we work so well together. So, um, I completely Understand your concern and honestly, I was expecting it coming from the council and as somebody who has staffed, um, 3 different older persons. I understand the uh, ethical implications that can come with that but I wholeheartedly um made that precedent with the older woman and the rest of the team. Thank you. And I I appreciate that response. I I do have concerns though. Um. because as a staffer you have to carry out the will of of the aldermen that you work for and I think it would be quite confusing if you have to carry out policy a for your boss. And let's just say you disagree with it. And then when you're working with the commission, you're promoting policy B. I do have concerns, um with that I also um, it's my understanding that your boss has to vote for you. Um to be on this commission and you will be potentially presenting. Um things that we may have to vote on and that is your boss. So I I I've known you through City Hall and I I think you're a very lovely person. I just I do have some concerns. Um With the ability to be independent in this role with your current employment. Thank you. Thank you. You're all the woman and missed another hoe. I I know that raises a lot of issues and you know. You you stated in in. Uh just in that you expected, um the council to have some concerns about that. Um, but did you did you mention that in your opening statement that you were? That you were um, a member of 1 of our colleagues, uh, a staffer not in my in my opening statement. I did say I worked for 3 different authors, but not currently that I work for an elder. I I I think in full disclosure uh, you should have because you expected us to ask you questions about that that Independence that you say you're going to have but yet you and I I I waited to hear you talk about it. But yet you didn't disclose um that you are a staffer at 1 of our colleagues. And so that already brings. Um, Some issues with me. Um, I I would have certainly uh been very supportive of you because you are allowed by Statute to serve in that capacity and it's something that we should have probably looked at in more detail. Um, but I did expect you and your opening statement to say hey, Um, I do work for 1 of your colleagues and and I understand in fact you said just then that you expected that to be raised. Um, so I'm concerned that the fact that you did not um, raise that in your opening statements to which you had 3 minutes to do so Um, so that brings some concern with me, uh, are there any questions and comments? No further questions and comments, okay. Did I miss? Oh, I'm sorry all the women lie. Thank you. Um, thank you chairman. Um, I also want to extend my uh, my thanks to each and every 1 of you for your interest and uh serving in this capacity. Um Anthony, I've really enjoyed working with you in this last year, um, and you know of no and I appreciate that that you brought it up. Um, you know, when uh, When superintendent snowing, uh first came on board. Um, I was 1 of the first conversations you had about let's bring let's bring the superintendent to Chinatown. Um, let's do that here because we want to make sure that um, you know, we're we're reaching out to every corner of this city. Um, and I you know as the alderman in the 11th word and in Chinatown for this first Asian majority Ward, um, I've been really pleased um with the the level of work and the quality and your commitment to um, making sure that we're we're listening to everybody um, and my community absolutely felt heard in that instance. Um, and uh, you know, look forward to um continue to work with you in the future. I think you've done An incredible job, um to those of you who have already been serving. Thank you. Um, I get that this is a really thankless job. Um, and I know that you spent a lot of time and effort and and resources, um, as do the district counselors as well. Um, so, you know, I I appreciate all that you're doing I think that there's a lot that needs to be tackled, you know, um, I touch base briefly with my District Council representative to the nominating committee. Um, and uh, she felt good about everybody that is uh about the Slate that was presented. Um 1 of the things that she said just sort of ring, um just sticks out to me, um, is that she looked for someone who she thought could be fair? Um, and I think that that is something I wholeheartedly agree with because you're going to be presented with a lot of different sides and you know, you're you're coming to it with a lot of your loan lived experiences your work experiences. Um, and and the vision that you might have um for the future of Public Safety in the city and I think that requires that we take a balanced approach. Um, so it in that that's the the charge that I would leave you with is that um, you sort of check your own opinions at the door because your job um is to um, Oversee, um, Coppa and the Chicago Police Department. Um, and that is a that is a Monumental task. Um, and I think that what what we don't need necessarily is more, um, you know, extreme views on things. Uh, I think this the city's relying on you with this responsibility to do all that. Um, and I will say angel. I know I know you through your work with us Alderman warts office. Um, and I too was looking for you to disclose that I think that's important. Um, I think that you know, that that might be something uh, you're you're younger member. Um, I I think that that is though something that um full disclosure and transparency is Monumental and all of the work that we do and all the work that you're going to be doing to um that and that does um, raise some some questions and concerns as I I think you've heard here as well. Um, but with that, um, I don't actually have questions. I just wanted to provide some comment and uh appreciation. Um, For each of your uh willingness to to commit to an appointment of this magnitude. Thank you. Thank you Autumn woman Lee alderwoman Taylor. older woman tailor Thank you chairman. Um, yeah, I'm sorry there I go. Um, my question is how were you all gonna be different? Um 1 of my co-workers talk about we have Copa we have fop. We have all these different bodies, but every month we're asked to pay million dollars and lawsuits. What would what were you all do different? What were you all bring different at the table? And I want to say to Anthony and Ciara y'all must want to go to heaven because y'all continue to take on a system. That's so broken that I don't know how to we begin to move forward and so my question is to all the panelists. What were you all do different on this Commission? Hello, can you hear me? All right. Thank you alderwoman for the question, uh Sandra wore them. So I actually think it's a good question. I'll say for me having watched ccpsa meetings and quite frankly city council this committee pretty much any meeting related to Public Safety in this city for um, a long time. Um, the 1 thing that I think that I can bring That's different is a prospective as you all know quite frankly the same people come to every meeting the same people speak at every meeting. If this is supposed to be a representative body a body that represents the entirety of the city of Chicago that can't be we have got to figure out how to reach out to everyone. You don't have to like everyone's opinion, but everyone's opinion should certainly be included because we're never going to have a public safety infrastructure that actually works if only certain voices are heard so I certainly think I bring a unique perspective, um to your point about the lawsuits. I actually think that's a to the same point people always like to throw out. Okay, we have all these investigatory or oversight bodies and we still pay so much money, but there seems to be a real lack of understanding sometimes um and a correlation between the money and liability an assumption that the amount of money is a direct reflection of the department or the city's liability and as As an attorney. I know that that's not the case. I I I sit through with you all virtually these hearings and any attorney who's practiced whose litigated knows that often. There is a litigation cost analysis that goes into a decision to settle. I think that's something we have an obligation to explain to Chicagoans because it's very easy to say we've paid XYZ millions of dollars owe the police must be so horrible. It's a lot more difficult to say, excuse me that we paid this money and Here's what this case here where the facts of this case and here's why the city council made the decision to pay this money. That's a lot more complicated. But I think it does a better service to our residents. Um, because then we're all engaged in the process and we all actually know what's going on. So in terms of what I can bring and what I hope to bring it's a diverse voice and a voice that leads us forward to actual Public Safety in this city. Thank you for your question Alderman Taylor. Alright, Terry again. Um, I would say some of what I would bring differently and what I would also continue is this emphasis on having the impacted voices at the table. I was very intentional during my tenure as an interim commissioner and going directly into communities to ensure they were really educated on the actual role of this commission what our authorities were what all of the various entities we oversee were responsible for because I do agree that there is a significant Gap in understanding and education on all levels. We point fingers at different entities when they are not the ones who are responsible for some of the things that ill ill us. And so I think it's very important to continue that work so that people within the 15th District the 11th District the Third District all of these districts where they may not be as engaged. With uh, what's happening in their neighborhood or even the entities that have oversight? coming and teaching them about what their voice can lend to what powers they have who's responsible for what and I think that's a different perspective of doing this work because it isn't about what I want to see but how can I best serve those who I represent in this position by making sure that their voices their opinions are leading the things that I choose to do the ways in which I choose to act the positions that I take when doing this work. Um aside from the what the the appointees were saying a building on top of that. I do believe that there's also a huge opportunity to activate our district counselors a lot more their tasks with educating um, and organizing, uh neighbors to learn about these processes and to really be intentional about how we're speaking to them based on different neighborhood issues. I also believe that we have an opportunity to engage our youth a lot more. There's a lot of great programs through the department through the police department, um through through Coppa and through through other uh agencies that we could really help integrate with the commission to really have our young people start, um, giving more feedback to us. So I do agree with a lot of the other appointees. It's the same crowds and um, you know, we really do need to be more intentional of how we're doing that Outreach. So going to them instead of trying to host. Uh, I always tell this to the police Department because they tell me we have all these youth programs and I say yes, you're hosting the programs but young people have no idea about these programs you have to go to them and so aiding any other department or District counselors and helping them to mobilize better and have better Communications with their commanders I think is going to go a long way on educating the public, um on on issues about public safety and inherently will be able to better provide feedback to those departments. So I believe that's something different that I could bring in my perspective on working with youth as well. Good afternoon. Alderwoman. Thank you for your question Kelly Presley. Um I can't speak to what I will do differently because I'm not sure um where you see the problem, but what I can commit to is doing the work. Um, I've got 15 years of experience working in broken systems, uh, the Illinois Department of Corrections, uh, Illinois Department of Children and Family Services. Uh, I'm used to listening to both sides. I'm used to listening to the underrepresented, uh, the overlooked. Um, I I take their view seriously. I think their views are important and so I will bring that effort to this Commission. um, and I'm I'm willing to to dig my feet in and and make those uh connections to my community to all the communities in Chicago to ensure that everyone's voice is heard. Um, but I also know that change and large systems does not happen overnight. Um, and so I am committed to doing the work long-term to see positive impact between the interactions with CPD, uh, and our youth um, and our communities so that is my commitment, uh, as an employee for this Commission. Thank you for that. Wonderful question. Um, you started your question. I like the way that you uh, acknowledged the work of our um interim committee for ccpsa and saying that they want to go to heaven. So I want to assume that you are in agreement that the work that they have done is different is substantial and should continue. Um, I also am committed to going to heaven and so I want to say that I'm I'm serious. And so I want to say that in terms of difference. I'm committed to making sure that we fulfill our responsibility to Bringing to pass our 2024 superintendent goals our 2024 Copa goals our 2024, um goals for the Chicago Police board as well as making sure that we make true on our promise to get the city in compliance with the consent decree. I know that that's a very big statement. Um, but I hope to see it in my lifetime. Um, I'm also committed to making sure that we bring Community into the Room absolutely angel. I love that. You said we need to engage our district counselors. I know that superintendent snailing is trying to engage the district commanders and I hope to see um them coordinate more together. I hope to be a part as a commissioner of making sure that they're strengthening their connection to community and their commitment to community so that we can have representative policies as um CC as ccpsa Council and commission. I believe that you know, it's only 7 of us, but there are a lot more districts that need to be heard. Um, I'm committed to making sure that they are heard and I'm making sure that their voices and their experiences are informed in the policy recommendations that we put forth, um on every level and so that's how I believe um, we can be different and how will I would like to be different as well? So thank you so much alderwoman for that question. I too want to acknowledge the interim commission and certainly hope that we keep um to keep on going along with a lot of how they've they've done an incredible job getting the ball rolling and and I'm looking forward. To um to continuing to do that. So what I believe that uh, I bring that is different is or at least a unique perspective is some of the training I have allows me to evaluate and synthesize evidence that I think will be useful for us in helping us make decisions, uh through my academic expertise, but I'm not someone who is just like just conducted lots of studies and not done anything. I'm also Community engaged. Um, so I've spent a lot of time working with the community on these issues and I really value Community voice and that's a really critical part of the evidence. We're going to need to evaluate I would also say, uh, that's something that hopefully you'll get to learn about me is I To me. I'm open-minded. So my For any issue we're going to tackle. My goal is not to try to be right. Uh, it's to try to solve a problem. Right? So I I will work really hard to solve problems. Uh, and that will require working with lots of groups that have different perspectives. Um, and then last I I'm just a grinder I work extremely hard. Uh, I'm I view this, uh appointment as a huge responsibility and 1 that I take very seriously and and will commit my altar Um, I think I'll I'll I'll just say I think it was ultimately Who Um probably said 1 of the most important things here and that was to check your ego at the door. Um, and that's something I've had to learn, uh over and over again sometimes daily, sometimes weekly, um, and and this position it's a Citywide position. Um, you're not beholden to political ideology. You're not beholden to 1 specific Community, but being willing to listen to All communities, um, and and let everybody have a voice. Um, it's something that I think that we've been able to do differently. It's something that I plan on continuing to do. Um, and also not ducking issues. I think uh Public Safety is probably the most important issue in this city has been at least since I've been living here, which is all my life. Um, And a lot of times it's not you know, it's not pretty to go to to take on issues head on um, and and you take you catch a lot of flack for your stances on a certain issues. But um, I firmly believe that that the only way uh to to to get over it is to is to go right through it. Um, and and so not running from issues, um, not ducking things with being willing to take on the hard challenges. Um, and listen to people who you disagree with, um that has been the most helpful thing to me as a person. I've grown tremendously being in this position. Um, and I look forward to continuing to listen to those folks who I don't agree with Well the woman tailor. So, um, I'm going to go on a a a totally different direction. With something that all the woman. Um Tobias said it is a slap in the face when we have a major shooting in our city and the Top Cop is not there. That is a problem because we refuse to work together and so we have a unique opportunity and I want you all to make sure that you you take this you have a unique opportunity to fix Decades of what has went wrong and so us having this commission be staffed with folks who are actually from the community who get it who can bring a different voice and having those Community councils should get us and us to go in the right direction. And so what I'm hoping what what will happen is and I think you all said it together is that you're committed to doing the work because it's not going to be easy you going to be scrutinized. There's always going to be some blame that comes to you all but what I hope happen is in these conversations and your responsibility. You also also help us create legislation that that also has a some of the protections you all will see it from a lens that I might not never get to see it too and on this side, I don't have to I I don't but what I would hope that you all would take from from this is a responsibility for us to say hey, this makes sense doesn't make sense instead of 10 to 9. It's easy to get in these positions and look at it through your your rose-colored glasses, but this is not that I can't tell Anthony how to be a black man in the city of Chicago. I don't know what that feels like and I honestly don't want to but I know how hard it is to be a black woman and so keeping those conversations and thoughts in mind. Um, I want y'all to take that and well done it and when this when this no longer is your interest when this you feel like you no longer could commit to this. I hope that we all do you do the right thing and walk away from it because it ain't easy and see people won't say that to you. I will because at the end of the day, this is hard work and this is Decades of us not getting the right. And so I appreciate all the appointments not really concerned about you working for Miss Lenny because she's 1 of the most honest folks that we got to send a council when she's new. Um, I don't know if this is a paid position if it ain't I understand why you would continue to work for the ultimate office, but it's like with anything you can't think because you buy all the woman tailor a piece of chicken that that's going to change my mind for what I do. It's called morals and principles and I feel like you have them and while you didn't outrightly say who you work for not a concern for me. You'll still get my Yes, thank you all for your commitment to wanting to do this and you let us know as city council how we can be a help. Thank you chairman. Thank you alderwoman. Uh first I would like to say, uh, I am a a a huge advocate uh of accountability. um, I want to thank all of you for even wanted to take on this task, um the perception of this position. Basically is a hated. Uh Position also, uh, I I do want to uh, thank uh, Auden and Taylor for bringing up. This is not going to be easy. Uh, but you also have to be able to sleep at night with the uh decisions that you make uh, spending 13 years in law enforcement with 2 departments mostly uh and narcotics and I spent countless hours in training, uh, in internal investigations including the Institute of police technology and management, uh by way of the Illinois Law Enforcement standard board, and I want to thank um, my colleague Alternate to bars for bringing that up, uh, because that is important to know exactly what you're doing and how you're doing it. uh You know, all of you have very impressive resumes. I don't know. Um each 1 of you personally, I do know Anthony, uh driver and I want to say to you Anthony that uh for all the time in the years that I have known you. Uh, no matter what you've been lobbying for you always been uh Fair. You always been um. uh You've always want you always listen to the other person's side. I do want to say that. Uh, no matter uh, if you were on the same side of that person or not, you did listen and uh, I think that you are great and you great suited for this position because uh, you do have a different way of thinking things and you are open-minded and I hope everyone will be the same. uh also from you all and thank you for your service. Um, I want to ask each of you, um, not to answer and and send this format, but think about the subject matter of the policy. Um that you want to Champion, um upon your commission. Okay, not the subject Matt. I'm sorry, not not an elaboration of you know, what's wrong with the policy was right with it, but just the subject matter of a policy that's near and that's near and dear to you on our Chicago Police Department that you'd like to Champion on behalf of the uh, the residents of the city starting with um, Mr. Driver I'm sorry. Yes, just just the subject matter. Like if if if it's if it's police reform or just the subject matter. response times. Yes, okay. Um, I will say clearance rates, okay. proactive support for um domestic violence survivors Good afternoon. Thank you for your question for me. It would be implicit bias training. Thank you chairman for me. It would be um training and what that looks like under the consent decree for our newer officers. It would be active Community impacted community members being engaged in training opportunities dealing with direct impacts to the public. So mine would be. any combination of things that look back at both the vehicle Pursuit foot pursuit and any other policies that have been recently put in place that impact officer's ability to carry out enforcement of law. So ensuring that said policies both make sense for the safety of the community and the actual effectiveness of law enforcement. Thank you. Uh and let me say as before we take a vote. Um, I want to thank each of you uh for wanting to step up to the plate and uh serve the city in this capacity. This this Commission. Has took years in the making and I want to go all the way back to when I became Alderman where on my former colleague, um, all the women Leslie Harrison, um, saw how important it was to have this commission. Um, and she championed from It Forward from day 1 and and a lot of my colleagues supported and got behind, uh her efforts then we saw grassroot organizations, um get behind those efforts as well. And so a lot of you were here during include the executive director, uh doing this very difficult time after the murder of laquan McDonald, um, and trying to bring um out the best police department that we could possibly have and and that's why this commission is so important and and the reason um That I I expressed my concerns. Um Mr. Know because last year even last year, uh, there was an article in the Sun Times and I want to bring to my colleagues attention if if they are not aware of this article. Uh, but it it was found that our our public defender was feeding and and you can read this before yourselves and in the sometimes, uh was feeding uh in disclosing information. Of juveniles to 1 of our commissioners, uh organization that he ran. Uh, and and that that organization's uh lead director or the head of that organization, um was a member of our community Commission. Um, so certainly there is an allegation of written propriety that was investigated by the Inspector General. Um, the inspector General's office. And the reason why we have to hold this commission to the highest standard possible, um, because there can be um, problems associated like that. And so, uh, this is a public defender, um an elected position, um with as well as 1 of our our community commissions or Community commissioner. So, um, that's why I I I reserve so much, uh, well because I placed such a high standard on this commission. Um why I have my reservations about 1 of the candidates, um, Alderman Ervin, thank you, Mr. Chairman. Um again, this has been a long time coming, uh in the process. Uh, I I know that uh, all of you all have served in various capacities across the city and I think what we see here today is a reflection of of all of that work come together. Uh, some of you I I I do know I've known prior to this, uh engagement, uh, but I am happy to see that uh, our our youth member that uh engaged in part of this process. I think it's very important that we have young people at the table, uh, as many of the impacts that occurred do happen to do happen to some of our younger members of the community and to have that perspective. Uh, ironically I had an opportunity as a when I was in college to serve on the Board of Trustees of my University and I was able to offer that prospective and I hope that you offer the same perspective, Uh, when these policy discussions are going on and what the and what the impact of that is, uh for uh for our youth and our young people but again, uh, thank you all for your service. Uh, Sandra I um, uh, Didn't know you coming up under your brother and your um, our father's work together in the Chicago Police Department. And uh, I know that he's proud of the work that you've done and then continue to do and the work that you do with represent the gold star families, uh, you know, no 1 of us wants to be in that uh position, um, you know, being a um, a sibling or or a a child of a Chicago police officer at times can be very difficult. Uh, and you know, your brother made the ultimate sacrifice for for our community and that we would forever be indebted to you. However, you continue to serve uh in through all of that. So we appreciate your continued service and and desire to serve on behalf of the citizens of this great City Romeo goes without saying from uh, westside of Chicago and the work that you've done with the Westside. NAACP is definitely to be commended and Anthony I've known for years on the organizing side and and again a great selections and great people that uh that I hope that will um, uh do do our city great. Uh, Great service in in that respect. So um, if not, I I you want a motion.
