All these things have been taking place in the current in Chicago. I see a bunch of soldiers on the side over here. Probably men who have experienced things far more than I could think. more battles more Wars More battles more Wars more hardships. Department the ordinance before you this afternoon seeks to give the superintendent of police and consult. give the superintendent of police and consultation with the United States Secret Service and the office of emergency management and Communications author. management and Communications authority to establish a security footprint around facility. security footprint around facilities to be used for the 2024 democratic. 2024 Democratic National Convention. This Authority would begin on Saturday, August 17th, and begin on Saturday, August 17th and end on Monday, August 26th. Within the security footprint it would be unlawful. Within the security footprint it would be unlawful for any person who is not a government employee. uh performing their official duties or a person been properly permitted to engage in certain. been properly permitted to engage in certain activities or to bring items into the security foot. to bring items into the security footprint that are determined by the superintendent. determined by the superintendent and consultation with secret service and OEM secret service and oemc to pose a potential safety hazard. The ordinance would also prohibit individuals from throwing item. items pushing pulling or transporting any vehic. items pushing pulling or transporting any vehicle cart or float and operating a small. float and operating a small unmanned aircraft except as provided by the municipal. provided by the municipal code. a person violating this ordinance would A person violating this ordinance would be subject to a fine of between 100 and 500. of between 100 and 500 imprisoned for a period of between 10. 10 days and 6 months or both. Similar ordinances have been successfully used by other. cities handling National Security special events. cities handling National Security special events, like the 2024 Democratic National conv. 2024 Democratic National Convention. Most recently San Francisco used a Sim. Francisco used a similar method to protect the asia-pacific economic Cooper. economic cooperation meeting that was held in October of 2023. 2023 the city of Milwaukee used a similar ordinance during the 2020 Democratic National Convention. the 2020 Democratic National Convention as well as Charlotte, North Carolina for both the 2012. Charlotte North Carolina for both the 2012 democratic National Convention and the 2020. National Convention and the 2020 Republican National Convention. This ordinance Prov. This ordinance provides the content neutral means of protecting those who participate in First Amendment activity as well. activity as well as protecting the officers who are working to ensure the safe conduct of the Democratic National Convention. When will the city of Chicago be able to tell us what those what the actual Geographic footprint? the actual Geographic footprint is. uh Uh, so the Secret Service is still in working. Uh, so the Secret Service is still in working to give us the secure perimeter. They have the ultimate authority of what? what that perimeter will be. We we we can assume it's about a 2 block. a 2 block radius, but that's not 100% guaranteed we a 2 block radius, but that's not 100% guaranteed. We have been told that they will not come out with a secure perimeter. perimeter of the exact dimensions and exact map of it until early. early July. So we want to have that totally July but we are working an assumption of that 2 block radius. working an assumption of that 2 block radius and building our plan off of that. So chairman, I guess the question that I I know we've seen. in the news a lot of discussion about uh public participation. protesting demon Protesting demonstration, whatever you want to call it. How will that? How will that be impacted by a yet to be determined? footprint so uh to answer your So, uh to answer your question. Alright, uh, we've been in cast of conversation with the uh, Federal authorities and their legal department the Chicago's legal. their legal department the Chicago's legal department that uh, the city's legal department. Um, we're looking at areas that will be designated for protest and they will giving those areas once we know that secure perimeter we we we we're working on different Parks different. we're working on different Parks different locations within that radius of Sight and Sound because it's the same Reg regulations for any kind of major demonstration and and uh, we welcome it. We're going to Welcome All First Amendment, Amendment. We just want to be civil so we're permit been applied for it if they wind up inside the footprint. Will they be asked to relocate if they want to have demonstration within the permit permitted area? So all the permits that are being requested. So all the permits that are being requested at this time of napping granted in that secure area. Where napping granted in that secure area where they anticipate this carrier to be if there is 1 that possibly was through before that decision was made. before that decision was made that then that would have to be up to the federal government. it. Okay. So anyone that said they want block is basically in a holding. exactly where we're going to be at. um along those same lines then um, Demonstrating without a permit is an included in the prohibited activities. So is that going to be addressed different? So is that going to be addressed differently? Not at all? How how will we be handling? that when it comes to That when it comes to this ordinance and its enforcement. So I think there's been a precedent sent already. So I think there's been a precedent sent already with the protests in different demonstrations. We've had that have been going on in the city for years. Obviously. Once again, we're not going to stop people from their first amendment. Uh, we we are welcoming it we're trained for it. Uh, we we are welcoming it. We're trained for it. We if need be and Civil Disobedience starts happening or criminal damage to property or obviously violence. criminal damage to property or obviously violence, then we'd have to take action, but just because there's not a permit or we're not going to stop people from voic. first amendment. We will be prepared we have areas for them. We we're very sure that people are going to come that don't have permits. don't have permits and they're going to want to join the other groups that are there. Uh, we'll be prep. that. And then lastly with regards to exhibit a which is a list of everything. of everything that is prohibited. Um, where did this list come from? So if someone walking their dog would be in violation of the security area. So, um that that's come up quite a bit. I think there's a confusion so the secure perimeter by the Secret Service will be natal fenced and then they'll have a vehicle checkpoints for vehic. checkpoints for vehicles that come in there the Orden for what we're talking about is going to be a buff. for what we're talking about is going to be a buffer zone around that security area so we can't have around that security area. So we can't have protesters get on top of the NATO fencing due to a crush zone. So if something goes bad and those protests are pushing up against the fence, we don't want anybody to get. get crushed against the fence. So this ordinance will be for that. for that buffer zone. That cpdm will force if you're for that buffer zone that cpdm will force if you're walking a dog in the neighborhood. You're not going to be walking right against that NATO. right against that NATO fencing. Yes, a dog won't be allowed in that area but behind that and in the neighborhoods just like the bike Lanes. neighborhoods just like the bike Lanes we got to ask them that the scoot. that the scooters backpacks people going to work. They will be able to carry all that they be able to carry all that. They just won't be able to have that in a secure perimeter or that buffer zone. Okay, and the same? Um, so the 75 million does not go just to the police department. That's another muskaan. That's another misconception. That's out there. There's there's oemc that's involved in at the State Police any outside agencies that come in to help the fire department. Uh any uh any City agencies streets and sand see that they all they all have portions. they all have portions of that money what the money is there for is to go to Public Safety to the for the event the venue itself. So anything that's being purchased or anything that goes through that money. anything that goes through that money has to be go through the Department of Justice to be audited and to be shown that it is used for this event. that it is used for this event or that it's going to be used for security for this event. So it can't like it can't be for stuff that the department wants. be for stuff that the department wants in the future and if we can't show a correlation to this event and why we're using it for this event. And the reason why I ask is and I appreciate you um making clear right that we make. appreciate you um making clear right that we make the distinction between First Amendment rights. distinction between First Amendment rights versus interests that are trying to create chaos. that are trying to create chaos and violence in the city and I do think that is a very important dist. and I do think that is a very important distinction glad that we had a really a conversation around that in the council my biggest concern again. council my biggest concern again comes from actually this interest I mean, that's what be my concern with the DNC that is actually attracting, you know, and making the city a Target. making the city a Target, you know from other states my biggest concern. biggest concern is actually um, within groups that are very deliberate and I'm glad Within groups that are very deliberate and I'm glad that we are discussing this around. are discussing this around creating chaos and violence in the city seems like other states are almost arming for war here while we are here again. We have a long history of peace. peaceful protests, but I want to make sure that we clear they also in my opinion real concern. they also in my opinion real concerns about um, even uh a special class. Even uh, a special classified terrorist groups like The Proud boys that may have access. Proud boys that may have access to information that can make it very difficult for make a very difficult for us to even foresee some issues coming so coming. So, um, my question in that line is How can we um? How can we um in the city right discuss these issues again to make sure? make sure that our institutions make that dissed. between First Amendment right versus groups that come with a very deliberate agenda. We seen how an actor official in, Texas is making Ricci a Target just because we have the convention here and that is followed by other interests that unfortunately see the city of Chicago. that unfortunately see the city of Chicago as as fertile ground for whatever. ground for whatever their purposes are. So I do want to make sure that we distinguish those and and I think perhaps looking into this priority and now I talked to the chairman, you know. chairman, you know discussing how the federal government can support us. can support us, and I'm you mentioned other activities, I think. think Street Outreach prevention programming activities for the summer time are very critical. So that's what I we can expand this because I'm really concerned. we can expand this because I'm really concerned about other interests that played here and how we can collaborate to ensure that we have a safe summer. The canvas was done like, uh, we talked about in a 4 by 4 block area around the cormack and the United Center and it was a survey that will back the collection of data asking anybody that concerns or issues with the affected. share any paperwork? share any paperwork with those businesses that could be shared with us? Absolutely we get that to you and like you get that through the chair and then my other Do you anticipate using any? Do you anticipate using any facilities? That might be empty? uh to do any kind of staging or if you want me to name the facility, I know I I I think I so the there will be absolutely as a plan as fluid as a as a dynamic change. We possibly will. a dynamic change. We possibly will using certain areas to Stage it based upon. Stage it based upon any demonstrations or anything that we see but there's possibly areas that we'll use to uh stage officers. officers and was that information provided to the stakeholders that are within. stakeholders that are within the boundary. I have confidence in our committee members and their uh sense of dut committee members and their uh sense of Duty, uh, their sense of responsibility and their proprietary interest as people who took an oath, uh, you know, people who took an oath, uh, you know to uphold the interests of the people of Chicago. Um, we just have to have faith in our colleagues. have faith in our colleagues beyond that. Are we going to be using? we going to be using uh, or have access to um, we going to be using uh, or have access to um increase social media surveillance to ensure that individual? social media surveillance to ensure that individuals are not plotting activities and encouraging uh events through social media like we have seen with some of the street takeovers and some of the other things of that nature. So I can only answer what the Chicago. So I can only answer what the Chicago Police Department is doing. We we have our continuous ways. doing. We we have our continuous ways of what the way we do social media. Um, so we will continue with that presence. The federal government has their own. The federal government has their own system. They have their own people that will be doing it. There's a uh area that's called the Mac which is the multi- AG. Communication Center. That's the main hub for the post those individuals from the the federal government. be in there giving whatever information they receive. Social media. Awesome. Thank you. Can you talk more about uh, the strategy that you're going to take? to keep the peace Yes, good question. So we've been training since before the convention was. convention was announced. Um, obviously I I've spoken at some other event. some other events, uh, Chicago Police Department. some other events, uh, Chicago Police Department learns from their mistakes and we learn that we've made mistakes. during NATO even though it was very successful. We learned that missed. that mistakes during George Floyd. Obviously we can capitalize and learn from those mistakes. We've been doing this training since probably about mid October for field. Force training. Uh, it's rooted in First Amendment That's the basis of the whole training. Uh, it's also been observed by the federal monitoring team the consent decree along with the judge. along with the judge who's witnessed it. Um, so we we're training very hard in it. As I mentioned before in the superintendent, it's been. clear on it. We we welcome the First Amendment. We're going to welcome violence Civil Disobedience or destruction. of property we have systems in place that will be able to monitor that part of the training is we were able to go and identify those people and try to take those people or arrest those people if they're the ones that are engaged in that activity away from the peaceful and the the rightful. from the peaceful and the the rightful people that who are protesting. Uh, we're not going to do what we've seen in the past where you going and just take everybody and every quarter everybody in corral them. We've learned from all those so we're we're training it very hard to hold the Department's training on. Department's training on that. Um, everybody's going to get the 3 de or everybody will get the 2-day training and uh, the majority of the people that will be Force group are getting the 3-day training. be casting up training on e-learn. We just covered as part of the DNC funding. We will have resources available to acquire. DNC funding. We will have resources available to acquire an aerial surveillance police helicopter. aerial surveillance police helicopter, um here to discuss how that will be utilized during the convention itself and how it can then be folded into the fleet operated by the Chicago Police. Chicago Police Department in the aftermath of the convention, uh Chief d convention, uh, Chief dice. Thank you for giving us the opportunity to speak on this. Um. Um as we well know we spoke many time during the budget hearings. hearings as well how desperate Chicago is in need of helicopters? helicopters. Um, our fleet has been outdated. It's down more than its up with the uh rash of carj. more than its up with the uh, rash of carjackings and different robberies and these robbery Crews. helicopter is invaluable to pay the observe those follow those Crews from the sky and uh keep our officers. from having to be in chases and possibly harming the public. with car crashes Etc. Um, couple recent success stories the uh individual Couple recent success stories the uh individual who is gunned down a security guard at the Family Dollar on the west side. West Side the offender for that ended up being in Dalton. the defender fled a scene had a shootout with the police in dal. Dolton. The helicopter was able to get that infrared image. of that individual hiding in a a facility. Um, of that individual hiding in a a facility. Um without that helicopter. They would have never found that individual, you know, OB you know, obviously he'd been on the loose for more days. So technology like that. So technology like that is amazing and that's our old technology. It's got a update of camera system and we paid for but the new helicopter will have a lot better system than that as well. Um for the DNC itself, obviously, it'll be used for surveillance. be used for surveillance above the of the um, the sights and the venues it will also be used to detect if there's people on rooftops that could be causing harm, uh open windows. open Windows, uh as we've seen like in Vegas and other areas. Uh, those can be a real Hazard to the event. It'll ALS also be used to uh track, uh the amount of people also be used to uh track, uh, the amount of people traffic put us ahead of that game so we know put us ahead of that game. So we know where street closures are or what's affecting any kind of demon. are or what's affecting any kind of demonstration that may be coming any kind of demonstration that given extra area as being pursued versus individuals on foot? Uh, and and what the the technology challenges are there different weather conditions cloud cover. conditions cloud cover tree cover things of that nature. Um, what is the latest techn? Um, what is the latest technology that this helicopter will have to make those types of purs. have to make those types of Pursuits easier. Yes, so I'll I'll sir. Yes, so I'll I'll Sergeant Fred Harish who is a Canadian officer of our helicopters answer that he has. officer of our helicopters answer that he has all the information on that technology. Thank you. Yeah, as far as Pursuits go go. Yeah, as far as Pursuits go go came by stating your name. I'm sorry. My name is uh Fred Harish sergeant. I'm sorry. My name is uh Fred Harish Sergeant with the Chicago Police Department. uh as Uh as far as Pursuits go. you know we all You know, we all know they're very dangerous and with the helicopter. helicopter following cars, uh, whether we we really can't get around that depending on on how it is. Uh, but when the helicopter is following cars, we're following them and no 1's. 1's chasing anybody and we usually wait till they stop. 1's chasing anybody and we usually wait till they stopped and uh, then then if a foot pursuit starts again, uh those can be dangerous, too. So we monitor can be dangerous too. So we monitor watch record and uh keep an eye on people. keep an eye on people and they usually run and hide and then we just point them out. So it's a very effective piece of equipment. of equipment in modern policing. So does the uh operator of the helic? so does the uh operator of the helicopter have then direct communication with Patrol resources on the ground. Yes. This helicopter will come. This helicopter will come with 6 radio bands. They'll be able to monitor. able to monitor the city-wide The Zone we're in uh outside agencies if if they're needed so they can monitor up to 6, uh, 6 frequencies at the same time and they will be able to keep constant communication with all those that are that are on the ground. and do we have an estimated cost for for this equipment and again stressing that this is not being paid for by the city. of Chicago, right? The this is a gift for the DNC. Yeah. This is going to be coming out of DNC funding. Uh, it's going to be a Bell 429 and it's approximately 11 million dollars, uh, quite a bit of that. Of course. dollars, uh, quite a bit of that of course is the police high-tech equipment that will be on it. Thank you. Thank you Sergeant. Uh further questions related to the uh, Healthcare acquisition Alderman Lopez, thank you chairman. Are there any other? pieces of equipment that we're going to be acquiring than helicopter. Yes, there will be. and And what would be the estimated value of what we're going to be? left with I don't have that information. I don't have that information at this time. I don't think the final budget has been established. But what we can get to the chair when we do will we have a inventory at some point? Yes everything? point? Yes, everything will be documented inventory. Like I said before the Department of Justice. said before the Department of Justice Audits and uh has goes over every inventory and then I just want to make sure that you know, the city of Chicago is that you know, the city of Chicago's police department and other departments get hundreds of millions of dollars in Grants from the federal government. None of this will be deducted from that. Correct. This is in addition to what we normally would get as uh from our grants. Yes. That's correct. This this 75 million. million is solely set aside for the DNC. I just like to make sure someone's not going to try to say. that our grant is paying for this and then they gifted it. to to us at the same time. Thank you chairman. Mitchell is working closely with the Postal Union and the postal Department. postal Department, uh, and has requested more time on this ordinance, which is a very important. ordinance, which is a very important issue as you all know a tax on mail. have increased significantly in in Have increased significantly in in recent times. And and this is a problem that needs to be addressed this item will. held in committee. Um, hopefully for the next meeting. meeting, uh alderwoman. I'm going to hop inworth, uh, you chair. Sorry. I was just curious if you had plans to um inform the public about what their rights are and um how I'm just trying how I'm just trying to figure out ways that we can prevent violence from happening. violence from happening during this important. violence from happening during this important event. So as I stated before the superintendent is multiple times stood up on. stood up on the platform and given that information out he will. will do it again as we get closer to the federal government as well. We've had multiple, uh, press conferences where we've all stood on the stage together. we've all stood on the stage together and given that information out. Yeah. Yeah, um if you would be so kind to just send something to my all dramatic office. my all dramatic office, maybe others might like it too so that we could share it with our constituents who are thinking of traveling downtown. Um, so that they understand what to expect also and I'm I'm thinking of those who might not want to you know participate in a protest, but who still want to be downtown, um to so people people want to be downtown, um to so people people understand what the environment is going to be like when they when they travel Yes, not a problem. Um oemc as well has a website just like when we had NASCAR last year. I have all that information on. on their available to people they can click right on it. It gives them all the street closures that will be in effect anywhere. There's demonstrations going. anywhere. There's demonstrations going on that day. It'll explain what the the situation of the city is each day as it's happening. So the general public will be able to see that as well. Yeah. And I guess in a worst case scenario. Generally. We just want to be able to direct people to um, you know. want to be able to direct people to um, you know to safety so anything that you can share with.
