It has a long-standing protocol with investigative. It has a long-standing protocol with investigative partners and CPD orders the police. and CPD orders the police department orders and the Department of Children and Family Service Pollock. Department of Children and Family Service policy specifically require. the Chicago Children's Advocacy Center, uh be used for investigation of these crimes. investigation of these crimes Chicago Police also occupy space in the building. space in the building to allow for the partnership and as critical work. critical work, um, behalf of Chicago's children. I'm the CEO of Chicago Children's Advocacy. Advocacy Center. Um, and I've been there for 15 years of its 22-year history very proudly so I want to share a little bit about the Children's Advocacy Center model. Um, it is a national model of providing. collaborative investigations for victims of child sexual abuse and other victims of crime as Michelle. abuse and other victims of crime as Michelle mentioned Chicago is the biggest Children's Advocacy Center in the state of Illinois. There's 41 throughout the state. Um, obviously, we're the biggest because we serve the entire city of Chicago We're city of Chicago. We're also 1 of the largest cac's in the country and there's about 900 across the country so we are very proud to be 1 of the largest in the country and 1 of the few cac's in the country that all the collaborative members that are responsible for investigating child abuse are together in 1 building. So thank you Chicago for being that um, you know that leader across the country. model. I want to talk a little bit about the need a child sexual abuse is common, um statistics show that 1 in 10 children will be a victim of sexual abuse before they turn. will be a victim of sexual abuse before they turn 18. and it's estimated even though we've served as And it's estimated even though we've served as Michelle said over 50,000 children. said over 50,000 children in our 22 year history. It's severely underreported. severely under reported. So only about 38% of actual Inc. incidents get reported to law enforcement or DCF. incidents get reported to law enforcement or DCFS. So we know that prevention is key for us and awar. So we know that prevention is key for us and awareness is key. So we estimate that there are about 57,000 children in Chicago that are suffering from child sexual abuse before the age of 18. What we do at Chicago C. What we do at Chicago cc is a work collaboratively with the Chicago Police Department in DCFS. Chicago Police Department in DCFS any case that's recall, that's referred. So a 911 call a DCFS hotline. that's referred. So a 911 call a DCFS hotline call and if that child was sexually abused in the city of Chicago. It comes to our Center and that's based on. comes to our Center and that's based on protocol and police orders in our state. orders in our Statewide. We have a Statewide law that requires this kind of collaborative work. requires this kind of collaborative work to occur when there's a CAC in that area we there's a CAC in that area. We do it all in our beautiful building. Please come and visit us. building. Please come and visit us see what we look like there on the uh, Illinois Medical District at Damon Roosevelt. Um, we are responsible for responding to all of these cases. We do not say no so every single call that comes to us. comes to us we say yes that child comes in we collectively interview that child we support that child and that family. through a horrific time of stress. through a horrific time of stress and fear and Anxiety and we help them get through that process. We also help the Chicago Police Department gather. help the Chicago Police Department gather appropriate evidence that's accurate and shared. evidence that's accurate and shared with DCFS so we can make the decisions in real time. make the decisions in real time with our partners that are responsible for this. responsible for this in a way that doesn't further traumatize the children. We're necessary and vital to the city of Chicago. As mentioned all of our partners are right there in the building. There's about 160 of us in this building including about 45, uh SIU members from Chicago. Department, and also a specialized team from DCF. Department and also a specialized team from DCFS and a specialized team from the from the Cook County State's Attorney's office. we We have a long history of City of Chicago. We were founded by mayor Daly. by mayor Daly in 1999. He's the 1st started. He wanted. by mayor Daly in 1999. He's the 1st started. He wanted us to be a not for-profit, which is what we are. Um, so we've really transitioned from being kind of started by the city of Chicago to being our own entity responsible. of Chicago to being our own entity responsible for the work that we do we are very grateful. that we do. We are very grateful for the building that we have, uh to do our work we couldn't do our work without it. We're also very grateful to the city for the addition that was put on the building in 2015. We are out of space again. So we are also looking at now getting doing more private fundraising to actually build another extension to our buildings so that we can continue our work in mental health in particular. in particular for these children and also to help victims of Dome. of domestic violence and sexual assault. We are the expert on child abuse in the city of Chicago. I want you all to recognize. How what want you all to recognize how what a gem that is, you know, what an important special thing, Chicago. what an important special thing Chicago CAC is to the city of Chicago and invest in it fully and completely by continuing the lease that you have with us right now. Another just a final reminder. We are the only resource in the city that does this we have long. the city that does this we have long-standing protocols with all the entities that are there to do. with all the entities that are there to do these investigations. We serve the entire city of Chicago. So from north to south east to the lake we are west of the lake. We are here for every single child here. lake. But um, you said that you're running out of space and I was just curious. just curious is it because of what like um Um, we're running out of space for a few reasons 1 is the police. police department continues to grow in our building which is a great wonderful thing, uh, the special investigative unit of the Chicago Police Department over my 15 years has been like an accordion we somet been like an accordion. We sometimes had 45 to 50 detectives. We went down to 15 at 1 point, which is impossible. impossible to investigate all these crimes and now the Chicago Police Department. Chicago Police Department is reinvesting in building that team back up again, so that's 1 reason and they take up space and we need to have enough, you know, adequate space for Chicago Police Department. The other piece is because we continue to see more and more children in need of Mental Health. health. So a big part of our organization is the follow-up care. care the long-term care, um for mental health treatment, care the long-term care, um for mental health treatment and at this moment in time, we have a wait list of kids that need mental health so our capacity need mental health. So our capacity is not meeting the need, uh for the mental health for the kids coming in for mental health. We can continue to get grants and um, you know, do get Do get funding for mental health for kids, but we don't have any more. have any more space to actually do it. So we we love where we are. We're right in the middle of the city. We make sense in terms of our location. We need more space to actually provide more services. actually provide more services for children for mental health services. thank Thank you very much. Appreciate you and what you do. Thanks share. I've been there before while military members put their lives on the line to protect our country. There are often. overlooked and underserved and they returned home to overlooked and underserved and they return home most of those attorneys as well according. those attorneys as well according to the VA and Department of Housing and Urban Development. of Housing and Urban Development 2022 to 2023 the number of veterans of experience homelessness in the US decreased by 7.4% This is the Urgent issue that needs to be addressed the VA. the VA in Congress of allocated additional funds that the veterans Veterans Affair support of housing program known as vast lots of programs the ordinance that introduced would require certain developers in Chicago to steps and process. will get preference to veterans. Or at least 10% of the minimum number of affordable units required to be provided on. required to be provided on the the support of our private agents whether provided on site or off-site developer will step aside 10% of the total number of veterans the for a quarter of units of vet. quarter of units of Veterans for 30 days. This this order is to require periods during which the developers most market and Reserve affordable units for veterans. veterans improving our Outreach efforts. We'll work together to make sure that the Department of Housing has necessary resources. necessary resources to successfully carry out the ordinance this ordinance. ordinance. Thank you chairman, uh for the record Daniel Herz director of policy at the Department of Housing. Um, you know, I'll keep things brief, but I mostly just want to thank uh alderman vigas for his leadership. thank uh alderman vigas for his leadership and and the work that um, we've been able to do together. Um, that um, we've been able to do together, um over the last several months on this ordinance. several months on this ordinance, I you know would also just like as I just like as a as contacts, you know, the Aro is um 1 of the main ways, um that the Department of Housing creates affordable rental, affordable rental housing and it's meant in particular to provide, you know, inclusionary housing in place. is where the market and historically government has not created a lot of affordability and high-cost areas seeing that are seeing um, uh market rate development that that trig. triggers the Aro um, and you know it serves triggers the Aro um, and you know, it serves a number of of crucial populations and we're excited to see you know, the the step taken here. I'll um just in closing for passing it on to Kevin note that you know, I appreciate alderman vasas. vasas, um note about the capacity, um and resources the Aro, um, excitingly has the number of units under the Aro has um more has um, more than doubled in the last couple years, um from just over, just over a thousand to well over 2,000, um, as well as just over a thousand to well over 2,000, um, as well, as you know, some additional complexity that was added with the 2021. the 2021 reforms and so um, the 2021 reforms and so, um absolutely look forward to continuing to work with alderman vigus. continuing to work with Alderman vigus and and Council and the mayor's office to make sure that um, you know, the administrative capacity to make sure that all of this is working. working as well as we need it to um, is there working as well as we need it to um is there and with that I'll pass it to Kevin. Thank you. Uh, good afternoon council members. I'm Kevin Barr says director of Veteran Affairs here in the mayor's. office as well as a US Navy veteran. Um so our office as well as a US Navy veteran. Um, so our office stands ready willing and able to support this as needed. Um, this is something our veteran Community has been calling for so quite some time. So I'm really excited. that this committee is willing to uh to to address it. Um in the city of Chicago there are over 65,000 veterans. That's a number that we throw out quite often. That's a number that we throw out quite often, but I want to break it down, uh 43 percent % of our veterans in the city of Chicago are African-American, which is the highest population of veterans 21% being Latino 10% being women 73% of our Vetter. veteran population in the city of Chicago are minorities or women. Um, so the mayor's office we we urge. women. Um, so the mayor's office we we urge the support of the council members to move this forward. the council members to move this forward, and I'm here to answer any questions. Thank you everyone. Um, I know that commissioner, um, uh, uh boat ride just finalized the chai block Builder system last week and this has created a little delay on the process. I know several colleagues here have been waiting we colleagues here have been waiting. We are trying to get all these Lots in the same process. these Lots in the same process commissioner a b right we're directly, uh, because I know that there's several other persons that already Persons that already have pending, um projects. I want to recognize. I know Alderman bill has been waiting since November and it was my hope that we can move this quicker my AP My apologies. I'll be I know that you're waiting. My apologies. I'll be I know that you're waiting and uh, I know um commissioner bold ride, uh gave me her word that she'll be working diligently. she'll be working diligently to expedite your and I'm making this public to exped. making this public to expedite the 34 lots that you have. I want to make sure that is on the record even though it's not on the agenda and I will also app not on the agenda and I also appreciate all the all the women Scott and all the all the women Janet Taylor are not I know she's not here, but I know that you all work in diligently to make sure that your words are the help that you need. So I just want to acknowledge that I know the system just went live last week. Uh, I would like to ask for your patience. like to ask for your patience as commissioner B right is on just barely got confirm. just barely got confirmed and again, I just publicly want to acknowledge the delayed I know in some other manic intro introductions and almond bagasse just got the veteran. Um, I items in the agenda and we are Staffing up as well in the department. So I want to apologize to you especially almond Bill. I know you made a trip here. Bill. I know you made a trip here as a non-member and public my commitment you will have. public my commitment. You will have priority. I understand those lots are in the system and we those lots are in the systems and we want to make sure that we expedited following do do pro. we expedited following do do process. But since you brought it up, um, you know, I might as well. well you know this these Lots These lots have been in the system since februari of last year. year and these lots have gone through the shy block. year and these lots have gone through the shy block Builders program as was set up. Um, and the process is taken entirely, too. taken entirely too long. So I issued an ordinance uh to move this thing along and I issued the ordinance back in November of last year. And um, you know, it's just if we're talking about moving the red tape, I don't the red tape. I don't understand why we're creating red tape and so tape. And so, uh, I have an ordinance that's ready to go. It's been sitting in your committee and you gave me your word that it would be heard today and that's why I'm down here and here. And so I'm very disheartened to see that it is not the agenda. Uh, however, um, you know, I have issued a rule 41 and Hope 41 and hopefully we'll be voting on this come Wednesday in city council because you know, we're we're waiting anxiously. anxiously to build on these lots and this is the last hurdle we've been through CDC. We've been through plan Commission. commission. We've done everything that's was supposed to have been done. Um, and so the last piece is to have an ordinance passed by this body and so hopefully, um, you know, we see that uh, we need more affordable housing and this body sees fit to pass this under the 41 come Wednesday.
