Good morning, chairman vagus, uh and members of the committee. I'm honored to be here today as Mayor Johnson. I'm honored to be here today as mayor Johnson's appointing Chief Information officer and head of the Department of technology and innovation. I served. I served in various roles working with the city's data and technology system. Technology systems for over 18 years. I also have experience outside the city with the large scale. experience outside the city with the large scale it system implementations and I have private. implementations and I have private sector exposure to Advanced Data and AI practices. in addition to formal training and educ In addition to formal training and education and computer science. I have a law degree and I served in an assistant Corporation counsel. Corporation counsel, um in the city's Law Department for 8 years. I'm excit. I'm excited and invigorated at the chance to serve in this role. role to deliver on mayor Johnson's vision for Chicago. role to deliver on mayor Johnson's vision for Chicago specifically putting technology and innovation. specifically putting technology and innovation in service of the needs of Chicagoans. We will for focus our efforts on delivering the best. services for people. When I started my career. when I started my career, I was a lawyer working on the front lines of the foreclosure and abandoned buildings crisis. Every day I worked on dozens of cases. holding Banks and other owners accountable to Holding Banks and other owners accountable to fix dangerous and unhealthy living conditions for Chicago. and unhealthy living conditions for Chicagoans. It was during those years that I found a great use for my computer science background to prepare for. computer science background to prepare for court. I had to go into many old it systems. go into many old it systems to get data on buildings on 91. and 311 calls on fines and fees payments. and 311 calls on fines and fees payments and many other department data sets. I began building apps and Data Systems in order to better prepare. Systems in order to better prepare myself and my colleagues for court. for court, um and over the years eventually I pivoted to technology and Data Systems full-time. when President When President Obama's Affordable Care Act brought funds to the state of, Illinois. the state of Illinois to modernize its Health and Human Services it systems. I answered a call to service to work. for the state of Illinois on a major digital trans. for the state of Illinois on a major digital transformation of decades old systems for medic. of decades old systems for Medicaid snap and many other vital social programs. I have also worked on data and Technology Net Technology. initiatives in stints at the Departments of transport. initiatives in stints at the Departments of Transportation, uh, the previous Department of innovation and techn. uh, the previous Department of innovation and Technology. Um, and in the mayor's office, I've let on teams that produced major data dashboard and transparency. transparency initiatives and for years. I've overseen Chicago's dat. Chicago's data portal to ensure that it remains among the best in the world. I am excited about the opportunity to establish. I am excited about the opportunity to establish a new Department of technology and innovation. Already this year plans are underway. Already this year plans are underway to recruit and fill positions in our new Department. positions in our new Department with a diverse Workforce that's well-versed in modern. that's well-versed in modern technology and data skills our new team. Our new team will focus this year on delivering a modern data. data platform that enables city employees and you all to access and analyze data sets from 1 single. access and analyze data sets from 1 single Source. Um, this is something I've been working toward. is something I've been working toward 1 way or another for 2 decades now, um, the work is a major step toward getting our it systems. our it systems to talk to 1 another and increasing the quality of the data that we have. also this year Also this year we will we will continue making progress toward. toward breaking ground on our Erp system, which is the back. backbone for managing HR Finance. backbone for managing HR Finance procurement and the budget once we've modernized. once we've modernized these very old systems the cities administrative Pro. administrative processes will function much more efficiently. We're working closely with those departments on this. We're working closely with those departments on this very important initiative. and And um in keeping in addition to keeping the city system. And um in keeping in addition to keeping the city systems safe and protected this year. We are also piloting new technology initiatives in creating a culture. technology initiatives in creating a culture and cycle of innovation within city government. we're going to work closely with chairman vagus as technology and Innovation task force and RDR. Um and technology and Innovation task force and RDR. Um, and I'm excited to collaborate with the private sector. excited to collaborate with the private sector on ideas to enhance the lives of Chicagoans in ways. enhance the lives of Chicagoans in ways that are really only possible due to recent techn. only possible due to recent technology Innovations. Welcome Nick good to see you here today. Um just a couple of questions. of questions and I don't thank you for everything you said in your statement. I'm curious as to um, what are your sort of biggest priorities in terms of the modern? of biggest priorities in terms of the modernization? Obviously, we know there's a lot of new you're you're talking to a committee. talking to a committee who's already on board. But um the need for this, uh, need for this, uh modernization effort. Um, but can you talk about some of the things that um you see as biggest challenges and you know the first year You know 1 of the I think a 1 of the biggest challenges. you know 1 of the I think a 1 of the biggest challenges to this is um is really, um trying to foster a new cult. this is um is really, um trying to foster a new culture and the new mindset around government technology. city, and it's not just a city of Chicago. city and it's not just a city of Chicago, um thing. This is something that um is um across the whole country and even the world, um governments have tended to lag behind the private sector in this area and um the private private sector in this area and um, the private sector has um has established a lot. principles around um moving quickly moving Flex principles around um moving quickly moving flexibly being agile, um trying to accept that all agile, um, trying to accept that all your great plans up front, um in a technology project, um need to be changed all along the way. all along the way and so a big part of it is um introducing new. introducing new mindsets and bringing our partners from the federal government who do this for a living with State and locals. locals, um to help us contract better to help us do our projects. projects better. Um, and um, and that's a big part of Um, and by the end of the year, I hope that our all our city agencies can say the things that I'm saying right now. city agencies can say the things that I'm saying right now regularly, they're repeating the the talk and the cult about um, agile and moving Flex. about um, agile and moving flexibly and not trying to have all the plans up front. It's a it's a tall order, but I'm I'm I'm all for It's a it's a tall order. But I'm I'm I'm all for it, uh in terms of changing everybody's mindset. terms of changing everybody's mindset and especially changing the way that uh, constituents view how quickly and how efficiently government can move. Um, you started to allude to something. you talked about Contracting better. Uh, I'm curious to know sort of what you see as um, you know hurdles or things that would need to be um addressed through that would need to be um, addressed through other departments or agencies within government. departments or agencies within government and within city government in order to um, you know, government in order to um, you know in in power and enable you and your staff. you and your staff, um to to raise the bar and sort of take us to the next level as far as technology goes. You know, I I think the the 1 Thing I think the the 1 thing that I I would like to see I'm and I'm going to push for is within City departments, um Within City departments, um, um an official accountability or ownership over? or ownership over projects, um, and this isn't to say, you know that it's not always there but there's always this this this um tension between who really owns it. this this um tension between who really owns it is a technology team responsible for this thing or is the city Department responsible for this thing. Um, and I'm intent on um being very clear about those roles. on um being very clear about those roles and saying here's what technology does um, and in the department. what technology does um, and in the Departments what we really are going to look for is um, you got to make the call as to whether this is this is in the direction or not, um, and and regularly be involved every week as we we will push vendors to deliver actual progress every week 2 weeks Etc and build this thing iteratively. then we're going to push the Departments to be in there. regularly to say this is good. This isn't good. This is heading in the right direction. This is heading in the wrong direction. wrong direction and to my comment earlier then we're not building the plans and then waiting a year or 2 and then coming and saying well this didn't work. Instead every week to 2 weeks. We've got them. Instead every week to 2 weeks. We've got them in there and they're saying this is good. This isn't good. and And how does that work with um contracts that we have with vendors existing contracts. I mean I I vendors existing contracts. I mean, I I imagine because everything is so Procurement is siloed out right? It's not it doesn't live within. within your team. So the uh the agreements that we have. within your team. So the uh, the agreements that we have. I'm sure like start at staggering places. I'm sure like start at staggering places, you know, 1 might end 1 year another month might you might be stuck with for another 4. What does that landscape look like for? another 4. What does that landscape look like for you that as you're walking into this new, uh, as you're walking into this new, uh Department. It's a great question. And it's it's really why. great question. And it's it's really why um, I've started with procurement and contracts from the get-go, um, in addition to hiring in people. Um, and we've we're lucky because the federal government and um, the 18f organization and the United States, and the United States Digital Services organization have provided templates. provided templates that we can get up and running and provides extern. provides external validation where we can we go to the procurement department and say, um, we have kind of the it's ready to go. This is the this is the best standard of working and then we're able to embed these in our contracts faster. Um, and I think um, you know, it is takes a long time to change the contract. Um, time to change a contract. Um, but in it we have these contract pools where we can say, let's do a new project. Let's do it quickly. Um within the next few weeks get it up and running that provides an opportunity for us to say. Hey, we're going to use this new template, um on this project. um on this project and um and and work differently quickly. Thank you very much. That's all I have chairman. Thank you. Thank you excited to work with you. Um, I had a question. I am a small business owner in Andersonville and uh, my ward is Edgewater and so we have a lot of small businesses and these These um business owners they live in the neighborhood, too. Um, so I'm Um, so I'm in touch with them frequently. Um, so I'm in touch with them frequently and often they're very frustrated, you know right now they very frustrated, you know, right now they are trying to get for instance. for instance summer patio, um furniture out. get for instance summer patio, um furniture out but um related to that they're to that they're also waiting for permits and and I just am curious to know. As you are uh reor. as you are, uh reorganizing the existing it teams like what does that look like and how what does that look like? And how how is do you think that um what you're doing? um what you're doing will help small businesses. what I've learned as I've gotten to know the team and gotten to know some of the Departments that that are you're talking about here licensing permits. talking about here licensing permits build bacp buildings, um and see do Um and C dot is that um, I haven't found a person who doesn't want to make it better. Um, Everybody, uh, doesn't want to make it better, um, Everybody, uh to to the concerns of the um, the owners and the residents talking about. The concerns are echoed by the workforce. Um, and so 1 great thing is we have full Buy in on how can we make this a better experience? Um and 1 of the things so what we do on our team So what we do on our team is, um, we're working to be able to provide departments, so that Departments so that when a department needs to have a great permitting experience or a great licensing exper. permitting experience or a great licensing experience that gives you feedback all along the way and let you know what what the city needs from you and keeps just make sure that there's not this black. there's not this black box, um during the experience is that um, there's a lot of Technology tools that already provide these kinds of experiences so we in technology want to be able to be the experts on what's available. and then work with the Departments to roll these things out and then to provide opportunities for testing for um, user, uh, focus groups and feedback. uh, focus groups and feedback, um, and all the best practices that make that great experience that I um, you know, the the people you're talking about in your communities deserve. Um, I I want it too as a resident and as a as someone who um deals with the city and the private capacity, um, just in my life, um is to be able to just have more information at your fingertips and understand. have more information at your fingertips and understand what's expected of you when you're applying for a permit or What whatever it is you're doing. Yeah, I appreciate. Yeah, I appreciate that. Um because we are the Frontline in. we are the front line in our communities sometimes the first um contact with any government, but hyper. first um contact with any government but hyper local, uh govern government. Um, and and we want to be we want to continue to be that in our communities. Um, and also to be able to say that we can help. help you. Um, you know, navigate bureaucracy. help you, um, you know, navigate bureaucracy. So ways that we can make things more efficient for them. So they you know, they don't waste time because every day is a is a dollar, you know for small business. dollar, you know for small businesses or margins are really small. Um, so I appreciate that. I is a new altar person. Is a new altar person I am still just amazed. is a new altar person I am still just amazed by what is involved and involved in putting together an office. you know we have to you know, we have to find Space we have to get a lease we have to put together our um our teams. Um, we have to put a sign up, right? Um, we have to put a sign up right? It's it's almost like opening up a small business. opening up a small business in a way and I think about You know, I'm really fortunate. you know, I'm really fortunate to um be able to build off of my predecessors, you know, uh work. my predecessors, you know, uh work flows and processes and we've been um, really thankful for that. But I think that I also think about you know, 50 Wards and also think about, you know, 50 Wards and elections happen every 4 years, and it seems to me happen every 4 years, and it seems to me very inequitable. that That we have to build these ships. that we have to build these ships as we fly them, you know every 4 years and that's I feel like a disservice to Chicago and generally should matter who's in office like the structure. the structure should be there where if you're a constituent you should be able to go to any your Alderman's office Alder. alderwoman office Alder person's office get the services that you need. And so I'm grateful that. that you need. And so I'm grateful that you're here and you're putting together new teams to you know, look, you're putting together new teams to you know, look overall at the cities. Um, at the cities, um it structures, but can you speak on like how will we in our Ward offices feel the impact of what you're doing? Thank you for the. question I um I know you all have my resumes. I know you all have my resumes in front of you and 1 of the things that I I think if you take a quick look at it, it might seem like I've been all over the place. Um, the reason I bring that up, is that the thread that's tied together. together how I've moved my career forward is is my that making things work better. that making things work better and making things easier. is has a direct connection to equity and um Is has a direct connection to equity and um the um, you know, I've seen firsthand the hard. know, I've seen firsthand the harder things are whether it's filling out a form for the government. it's filling out a form for the government, um, trying to get some kind of benefits program trying to get a permit trying to get something. Um, the harder it is, um, then the more likely those with resources are going to be able to make it through and get it and those who are struggling in our vulnerable will not finish the form or have trouble with it or not be able to make it all the way through. So I have a I have a belief in philosophy in the the tie between equity and accessibility and ease. Um, and um, and then to you know, you know to the question, I I think anytime in government when we're seeing ourselves do the same thing over and over again, um and again, um, and there's an opportunity to just create a package. package create a checklist create a way to make it easier. for the next time that we know it's going to happen again. Um, then we're working toward equity and what I think that looks like in technology is um, I would like to get to a point where when you all set up your office. is Is that um, there's a there's a clear. Is that um, there's a there's a clear pathway to get all your computers set up to getting your passwords. your computers set up to getting your passwords that all this stuff that you know that we do all the time. Um, we make a much easier for you. Um, and um, and I think um, everything that we do is from a lens of how can we make this process? this process faster better easier cut out a lot of this, um, you know, um inefficiency, um, you know, um inefficiency paper excels emails and just get toward a modern experience to get up and running faster. And I and I also think about the actual. the actual thread between the board offices and the city and how even our you know websites that. how even our you know websites that is. Also a way for people to find us. Also a way for people to find us and we have to set that up. You know from scratch, too. Um, I I just have a couple of questions I wanted to up on what my colleague was just talking about and having been here for a while. Um, it does seem odd that Alder persons have to kind of start from scratch when they take off. take off when it comes to it needs and um creating a website and in my case represent. website and in my case representing downtown having to put build basically. build basically our own database. Um separ. build basically our own database, um separate and distinct from 311, um, because we've all had our challenges with 311 my office actually relies very heavily upon Paper Trails. To make sure that there's accountability. Um, but To make sure that there's accountability, um, but to track all that we had to go out and hire a contractor. all that we had to go out and hire a contractor and build this thing and pay for updates and all that stuff. And so, you know longer term I think to my colleagues point it would be nice for them to be a toolbox. would be nice for them to be a toolbox for for elected Alderman. Um, Alderman, um who wish to Avail themselves of it so that it's kind of easy to get started. There's a there are enough challenges. enough challenges of being a brand new aldermen kind of just feeling your way around the building and learning the bureaucracy and all the different systems that exist. We'll talk about that in a second. Um, I think there would be a lot of value there. Um, I like I said, I've been here a while. And and since I got here practically I've been evangelizing on the idea. consolidating our billing. Um consolidating our billing, um into 1 or 2, um annual forum. consolidating our billing, um into 1 or 2, um annual forms that small business people can rely. that small business people can rely upon predictably that they're going to get a bill in June and then 1 at the end of the year and they can budget for that for all the various permits and write of ways that they have to get to do business here in the city, and I know that's kind of a longer term project, um, because the nature of our different systems in the city, um, and different systems in the city, um and getting all of those things on the same platforms to speak to 1 another is a challenge. Um, so I'd like to hear a little bit about that. But before you answer I'm going to um a number of our city departments have figured out how to provide an online billing service, um where you can go to a portal and pay your obligation to the city. portal and pay your obligation to the city and hopefully that's processed quickly and you can kind of navigate through that process faster. Um yet there are some departments that don't offer this. that are absolutely um consumer-facing. So for example bacp and Revenue they have portals where you can do your They have portals where you can do your online payments, but Department of buildings. but Department of buildings, which has a lot of traffic. does not. um, and I Um, and I know that they have a challenging, uh system there. there, but could you speak to the Department of buildings issue? I know it's frustrating for for a lot of business people. people, um, and and frankly homeowners to to navigate through their But then I guess the longer. but then I guess the longer term goal of hopefully being able to give folks some predictability when it comes to their obligations. their obligations to the city, um through our billing systems. Absolutely. All right, so thank you for the comments and the question. Um, I the um, E the ease of experience that I was just talking about. E the ease of experience that I was just talking about fully transports to the billing question. I mean, I I um, I think about my own experience. about my own experience, um with I'll just say Banks. I'll just pick on that. just pick on that industry whereas a as a consumer. Um, I've had accounts where I've had to do I have to pay I've had accounts where I've had to do. I have to pay the mortgage separately from the credit card from the check. you know, and then I've had experiences where the bank provides 1 single place um, and 1 single experience. provides 1 single place um, and 1 single experience and I highly value that that ease, um, just as a consumer and if I find something useful then I want to provide it in this role for residents as a whole because we are a really big UT. utility and we're a big provider of services and and billing. Um, I um in the and billing um, I um in the um, cut the tape initiative that was just put out the other day. There's an item in there for consol. there for Consolidated, um, um payment exper. there for Consolidated, um, um payment experiences across systems. I think that um, systems. I think that um with the Department of buildings what you see is is simply the result of buildings having a system that's separate. It's it's kind of um shared. of um, shared by a few departments, but it's it's its own thing. thing and um, and it's just been designed where billing. just added on within that system. We can take a new approach to this. Um, and um, approach to this. Um, and um talked with the Department of Finance about this where if we treat billing as a just a thing as a technology item, thing as a technology item then and all of our systems we can just hook it up to a single experience. For residents. Um, so that when you go and you yeah. For residents. Um, so that when you go and you yeah for a while you may have to go to the building's webs. while you may have to go to the building's website to do work there and then this Transportation website to do the work there, but when it comes to billing you should go to 1 single place have your 1 account? Um, it's got your credit card saved or your payment method. So at least we can make what I'm kind of getting at. Is that as we modern what I'm kind of getting at is that as we modernize we can make individual experiences better. make individual experiences better along the way um, and and billing is 1 logical area to start with right away. Um, as to the, you know, kind of Consolidated building, um timeline. Um, I just just sitting here timeline, um, I just just sitting here and hearing it for the first time, um as the first time. Um, as a as a consumer, I like it as a resident. I like it. That's just the any way to make that easier. Um, I've got a water bill, I I buy city stickers I I, you know, all that stuff. Yeah, and I I I get those things regularly and I I think it would be really nice now. as far as the timeline and how that works. I think a lot of departments operations are implicated. I I I can't speak to that but I can commit to working with them. them toward. Um making the technology side easier. Okay? Well, it's good to hear and then again, you know, I hope it's prioritized something's been discussed here for a long time. Um, and again, I know it's it's not going to be easy. So that said I I'm really glad that we had the opportunity to sit down. to sit down together and really excited for your department. I'm excited for your team and the work that you're doing. you're doing, uh, as Alderman Reilly said if we find a way for air table to communicate with uh Salesforce or even if you can advise on a different CRM model for us to pursue in the future, that would be game-changing I can say from my staff. Um, but I would ask real quick when we talk a lot. about deferred maintenance when it comes to infrastruct. about deferred maintenance when it comes to infrastructure. We're coming out of a real def. We're coming out of a real deferred maintenance period for it infrastructure. My question is we're playing ketchup right now. How do we avoid getting? How do we avoid getting back to that deferred place in the future? We talked about this briefly the the fact that by the time we're done modernizing we might. the time we're done modernizing we might be 5 iterations deep on the the software. deep on the the software that we're digging into. What is what does it look like? what does it look like to to actually game plan out for the future? that's I mean, there's a great question and it That's I mean, there's a great question and it ties into what excites me the most. Um, I've I've observed the same thing over the years of the builds and then the build sits and then and then years go by and then we know where it's going, right? Um, oh my gosh, we got to replace this old system. Um, and um, and I think part of it is there's the way technology used to be which lend itself to that model and then where technology is And then where technology is today is that it's really broken out of that model. Um, and so a big part of to to get where we need to go is just getting the government up to speed on private sector practices and what that looks like is, um, it's it's a lot of culture and mentality is breaking away from the idea that you build it and then you go into maintenance mode. Um, and instead is getting into a mentality of that we're continually mentality of that. We're continually improving as continual is continuous Improvement. is continuous Improvement mindset. Um, and what it does is it gets us to understand that um when we built the thing it was never it was never really Really really full 100% where it needed to be. Really really full 100% where it needed to be in the first place. It was just the best that we could do with. that we had. Um and a lot of compromises. that we had. Um, and a lot of compromises are always made in order to launch. So then the day after launch you straight into the same mode that you were before launch. which is um, um, um, what's the next items on? which is um, um, um, what's the next items on the backlog to enhance that we didn't get to before um, and with all our big systems we should always be doing this and it requires uh and reorganization which we we've been doing of Situates itself. Um, it's it implicates what we were talking earlier about the need for a department to be there always monitoring and saying this is good. This isn't good. I want this. I don't want that and if we do, this. I don't want that and if we do that, um, then our systems are never in maintenance mode because we're always actively making them better. actively making them better which technology today calls for because um, the the system that sits becomes irrelevant Within within um months, and if not if not a year. I think that's such a refreshing. I think that's such a refreshing and energizing prospective to take on. to take on the department and our it infrastructure. I would then. would then only asked her. Are you gonna be around for the hearing what we're speaking? hearing what we're speaking with data made LLC because it feels very much. Um related to your purview and I'm very interested in your your take on that matter as well. Yes, I am Alderman I um, I have a um, am Alderman. I um, I have a um, uh, someone dispatched to it right now in case this runs over. Nick, uh for the service done. My question to you is this in the wake of um, a lot of the Cyber issues we've seen uh, We've seen uh some major institutions. What's your take on? the best approach to deal with the new wave? the best approach to deal with the new wave of hacking that's causing some problem. that's causing some problems and some major industries. Thank you for the question. This is um something I spent a lot of time on and take. lot of time on and take really seriously. Um, we um 1 I think our Kia approach is um having a we have a chief information security officer at the city. So we have that. information security officer at the city. So we have that role. Um, we have a security team, um at our department who is responsible for carrying out the day-to-day protection activities. And so that's a big piece of it and then from there. Um, it's uh, probably the biggest thing that we can do is um, educating our Workforce in order to keep an eye out. out for um, possible attacks. So most of these attacks occur, um, not because there was a technology, um, uh, uh failing, failing but because there was a human being who got request to provide credentials and was tricked into providing. providing credentials. Um, there's so much that technology can do to make sure that even if that happens that we're protected, um, but the biggest vulnerability ends up being people being tricked into providing their information and so training, so training which we're doing, um Regular training and and even um, um simulations um, and you know, and if we could we could talk for a long time about this issue if you'd like to learn more, um, and and we can we can definitely have those conversations. Let me ask you this in the same line. Does that require more? the same line. Does that require more financial investment in addition to training it? in addition to training it does um, and you know, we we we we've secured the financial investment. We have a budget that Prov that provides for um, making a much bigger security team. Um, and we have grants from the federal government that help us. help us, um, uh become secure, but it does require an invest. investment gotcha. So, um pertaining to the workforce. Can you explain if you Explain if you know off the top of your head the makeup of the work. the workforce in the plan to diversify more to reflect the population of Chicago. Sure I have our department. Um right here in front of me. And so we have um, we have 57 employees that are it's kind of the the old it team pushed into the new Department. Um, so keep in mind with 57 people right now. Uh, we right now, uh, we plan to grow to 140. And so where this goes from here is really within our control to make the department. Um, as a diverse Department that we'd like, um, we have um, 32 32% um white we have um, uh 23% black uh, 23% black 15% Hispanic and 25% Uh, 23% black 15% Hispanic and 25% Asian. Thank you for that, um diver. that, um diversity last but not least. Um if there's 1 Thing, thing that uh, we are overlooking that is a concern of yours. Um, what would that be that? yours. Um, what would that be that we can maybe curve or turn the course Direction? turn the course direction to improve output from your uh leadership. That is a good question. And I I don't think I have answer to that. The question is that I've had today are. answer to that. The question is that I've had today are are all right in in squar. all right in in squarely within what I'm excited about and what I think we should be doing. Let me ask about the diversity as far. the diversity as far as um, as far as uh, um, the diversity as far as um, as far as uh, um our uh, who we work with. Um, we look at our we work with. Um, we look at our numbers and from a minority standpoint. minority standpoint, um with respect to uh contractors, minority standpoint, um with respect to uh, contractors is is not where I would like it to be so, is not where I would like it to be. So what is your commitment to? commitment to to taking a deep dive in the that into specifically look at you know, not just our contractors. Um, um, contractors, um, um, uh being being identified and and a deliberate effort to have more black people but also as primes as well. alright well Alright, well, I truly believe in the um the import. Alright, well, I truly believe in the um, the importance and power of diversity in order to um, a um reflect the residents that we serve and and be also get the perspectives and viewpoints um in perspectives and viewpoints, um in in in inclusivity. Um, we're just better for it. Um, and so I you know, whether it's our Workforce or the contractors we work with I am um, fully committed to um, making that look more. fully committed to um, making that look more like the population of Chicago. Um, population of Chicago, um, which is um, you know, um, which I you know celebrate this diversity and 1 of the reasons. I love living I love living here and raising my family here. Um, and so um building up, you know, if if if an answer comes back, when um when we're trying to do technology work, when um, when we're trying to do technology work that well, there's not firms, um with the makeup that we desire in order to do the work. order to do the work then the question is going to be how can we do something about that? Um, we have with the technology spending that we do we have the opportunity. make sure that there's the inclusivity help build up. local um businesses. um, and the um and the ability to do this, uh, and I think part of that is Workforce pipeline training, um and being is Workforce pipeline training, um, and being the city. We we have the city colleges we have um, uh, we have a great vendor Network and um, I think we can um, we we should be partners in this process and I um, um commit to working toward that right. Thank you chair. any Any other questions from members? well Well first I want to thank this committee for the advocacy during the budget where we were able to deck. during the budget where we were able to decouple. um the Fiasco under the previous administration that incorporated AI uh it with 2 FM uh creating a Frankenstein Department called a Uh creating a Frankenstein Department called AIS. I think that it's important as a the third largest. that it's important as a the third largest city and our commitment to technology that we have. commitment to technology that we have a standalone department and the administration heard us and the members in this uh, or this committee advocated for the the separation and a standalone department. So I would appreciate the the efforts that this committee put forward. to send a message to the administration. We are excited to have a CIO finally in place. Um, but really, you know, the the cios in the past have never been supported and I think that uh this committee has that uh, this committee has been strategic in supporting the cios because this new cios because we want to find ways to create savings create Revenue so that way we're not having to go to property taxes and I think that's something selfishly I'm pushing Nick on is to figure out how to get. figure out how to get more efficiencies in place how to take a look at creating re take a look at creating Revenue so that way we can diversify that that pool. Um, the task force The task force. We've created a task force all the members on this committee. on this committee part of that task force. You're more. more than welcome to come to these meetings. This is a task. force that is created. Uh that has approximately 16 16 firms. Uh, and we have uh, 4 cities that are also part of it we have it. We have Atlanta Miami, uh new it. We have Atlanta Miami, uh, New York and Los Angeles that are part of the task. that are part of the task force and what the task force is charged with is trying to figure out Solutions working in collaboration with Nick's Department under Nick Nick's leadership because it's his his it's his task force. He's the 1 who has to to deal with this on a daily basis. We're just assembled the pieces. So we have a meeting on April 19th, if 19th. If you're available, you know, please come uh notify my staff. my staff so that way we can uh, add you to the to the list. Um, Nick, uh, we need you to think about. Nick, uh, we need you to think about ways on. Not just cost savings, but also Revenue. Not just cost savings. But also Revenue we know that in New York. for example For example, they have uh, they have kiosk. For example, they have uh, they have kiosk that are on the streets and these kiosk companies pay. streets and these chios companies pay the city money to have that so we want to again start. have that so we want to again start think being very Innovative. Um, Innovative. Um the acting commissioner uh referenced 57 current employees Uh referenced 57 current employees his goal to get to 140 do the math. do the math 80 vacancies Plus. 80 plus vacancies, so obviously if there's people that you think want to work a lot and get paid less money. I think the it departments right for right for that. the it departments right for right for that position, um, but 80 vacancies so uh to um, Alderman Hall's point. diversity. There's a great opportunity there to get some people that want to work for the city. um you talked about agile and I um you talked about agile, and I think that that's important because right now historically when we've put forward systems. systems. Um, we've had to Modern, uh, systems. Um, we've had to Modern uh to um, customize these these services for the for the for the end user which are the employees. I think that thinking about what the solution is and having the employ. the employees change their mindset on how to do it. I think is a better better process and I'm excited to see that AG. agile, uh is being considered for that delivery. um So again, we're excited. We're we're uh, we've done the heavy lifting just so you know. heavy lifting just so you know, we've we passed the capital Bill a couple years ago. Bill a couple years ago few years ago that in court that had 350 million. had 350 million for it modernization. We did the gardener. report which put forward a blueprint and showed where we were as it relates to technology and so now, were as it relates to technology. And so now the ball's in Nick's court for implementation. So we're excited. Nick's court for implementation. So we're excited that there's a new Department. There's a new CIO hitting the ground running so that way we can realize some of these savings someone mentioned something about deferred maintenance. I think it was Alderman laspada. I think that it'd be strategic. it'd be strategic on our part is uh as the city's part as we're realizing savings that we take at least half of the half of that dollar and reinvest. half of that dollar and reinvest it right back into it since it was not part of our budget. since it was not part of our budget anyway, so as we identify these savings reinvesting it so that way we can deal with the Deferred maintenance. Um, I think that would be a good strategy. Um, so we're excited. We're ready for you to hit, you know ready to you to hit, you know, ready to put forward some Implement some implementation. The other thing I would I would ask. The other thing I would I would ask is that um as you're going through the process. going through the process if there's things you need legislatively to please. legislatively to please reach out to this body so that way we can go ahead and codify these. we can go ahead and codify these things. I feel that it should be leading. should be leading, uh, all the departments on the delivery of services. of services, you know, we don't manufacture so widgets we sell a service. sell a service and it is going to be the best way to deliver that so if there's ways that we need to codify things so that way people understand that. Um, there's there's not these many fees that are that are it fits Within These departments that everything flows to your department. We're ready to help uh codify. department. We're ready to help uh codify that so enough of that. There's really no question. I am here today to request your approval of Redevelopment agreement. agreements between the city and 4,900 West. agreements between the city and 4,900 West Grand LLC for the purpose of authorizing a 6. the purpose of authorizing a 6B property tax incentive renewal. property is located at 4900 West Grand Avenue with the Belmont Craig and community area and a 36 w. Belmont Craig and community area and a 36 Ward Northwest planning region. Uh, the property is on the corner of West Grand Avenue and North Lemon Avenue. North Lemon Avenue as shown here outlined in red. Uh shown as a uh, here is the property and its current. condition the building houses the Chicago Metal Supply. Fabrication company founded in 2011, Chicago Metal Supply and Fabrication is an international award-winning family-owned business. family-owned business specializing in custom architectural sheet. sheet metal fabrication for a broad spectrum of projects. including the Adams Street Bridge restoration. Uh, these are the current. Uh, these are the current conditions. interior some roof photos parapet photos Uh, the project will rehabilitate the 3. Uh, the project will rehabilitate the 37,000 750 square foot Industrial. foot industrial building which will include replacement of roof. roof skylights along with interior restoration of 2 second floor office spaces the replacement of the 20,000 square foot roof will utilize insulated. foot roof will utilize insulated glass and energy efficient roofing system the existing drains. roofing system. The existing drains will be prepared will be repaired. be repaired to provide proper drainage. The parapet walls will also be replaced along with the addition of new metal. coping tiles that will stop water from penetrating. coping tiles that will stop water from penetrating the building property bathrooms were also be renovated. Uh, the total cost for the project are almost a million dollar. dollars with sources being a combination of equity and debt. Their estimated tax abatement is going to be 405,000 with a net present value of 294000. The shity city share is 93,000 with an npv of 68. um Um previously so since this is a renewal. Um previously so since this is a renewal, um previously for their original. their original 6B they invested roughly a million dollars in the propert. in the property, uh, 362,000. in the property, uh, 362,000 was for the acquisition and then they rehab the building. then they rehab the building utilizing 620,000 the details of the rehab are below Um, this can also be sent to any of the members of the committee if they'd like to have it. um for the roof since I mention Um for the roof since I mentioned the roof and there was previous work done on the roof this slide. previous work done on the roof. This slide shows work that was previously done and then work that will be done in the future. um the project benefits here are The project benefits here are they will be retaining 25 full-time positions. full-time positions 60% of those reside in the community or in the surrounding area. They'll be creating 2 full-time positions. positions and the RDA will have the typical construction compliance requirements of mwv. compliance requirements of mwbe prevailing wage and City residency. The developer is already invested approximately a million dollars. a million dollars, um in the property and again, they will be investing almost another million dollars in the property.
