So the agenda will go over the overview. overview, uh, some of the goals of the actual uh ordinance itself. um as well as a Um as well as a timeline of implementation right to allow to be able to do the work. to be able to do the work necessary, uh, and the resources that are already available. so an overview the or So an overview the ordinance establishes a regular reporting to the altars. to the altars and the public by the dfss on shelter exit. of new arrivals in partnership with uh, the department of Technology. technology and Innovation, uh the office of immigrant migrant Refuge. migrant and Refugee Rights and the committee on immigrant and Refugee Rights, uh the dat. and Refugee Rights, uh, the data that we are requesting largely already exists. We believe a formalized reporting of such data would be helpful. of such data would be helpful to Alders who have new arrival shelters in their Wards to understand the impact of exits in their Community, um, you know part of exits in their Community, um, you know, part of what's being told to the council is uh, based on the 60-day policy folks will be able to go back to the landing zone or back to shelter. Um, getting some of that tracking we believe is important to know where folks actually end up and what uh, how this could play out. So by getting some of this tracking, uh, we want to get an understanding of what is actually occurring Um, so what we're asking for when it comes to the shelter exit. exit reporting as far as daily reporting. Uh is the number of exits total in? Uh is the number of exits total in per shelter? Um for each of the folks who? of the folks who are exiting from the shelter to also have information. information on age gender, uh, information on age gender, uh the amount of time in shelter. the results of any exception screening, uh The results of any exception screening, uh shelter that the exited from uh date of exit. exited from uh date of exit um, and the 1 uh adjustment that was made due to the conversation with the administration is not including the grievance reported on The Daily because it is a more challenging. The Daily because it is a more challenging to get on a daily and it's something that could be better discussed. aggregate. So that is not part of it the substance the sub Substitute speaks to that not being a part of what's incl included. Um, here's an example. Um, here's an example of some of the reporting that's already available. So here's some of the so here's some of the reporting already available, uh as well as some of the daily reporting that's being sent to the Press currently as it relates to the exits. So, although the Press is getting it. although the Press is getting it daily, uh the council and most of the members are the members are not we just want to make sure that that's kind of in line of the same reporting that's already being out there with the additional, um details we mentioned age gender amount of time and shelter, uh to be able to speak to it. So when? So when we talk about the other reporting, that would not be daily. daily, uh this in conversations with the different. departments, uh with you this kind of being more realistic. to have on a biweekly basis when you're looking at aggregate. aggregate, uh is looking at the grievance reporting so, uh, the type of grievances the categories the So, uh, the type of grievances the categories the number of grievances per category a date of grie. grievances per category a date of grievance filings, uh agreements report outcome and resolution. agreements report outcome and resolution so really getting an understanding on what the grievance is being reported are um when we think about are um, when we think about the shelter conditions and some of the stories that we've heard trying to get ahead. of the stories that we've heard trying to get ahead of what some of those complaints may be what we're hearing. some of those complaints may be what we're hearing and maybe particular shelters and things that we need to be addressed. addressed, um to have that understanding is helpful so that we can provide support to be able to address those based on what's happening in the shelter. what's happening in the shelter or what were happening hearing overall. Um, we also want to get an understanding of return reporting, right? of return reporting right? So if there are folks who um After exiting the shelter go to The Landing Zone, how many end up back at Shel The Landing Zone, how many end up back at shelter and what does that look like? Um, we believe it's important to know that. that because if folks aren't coming back to The Landing Zone. Zone, they will more likely to not end up on the Street Homeless nearby the shelter areas. Homeless nearby the shelter areas, um close to folks that they feel are community and close to the neighbors they feel are familiar. So to get an understanding on what the whole process looks like. We think it's just important to figure out what needs might need to be addressed further down the line. Um, here is an example of some of the reporting. Um, here is an example of some of the reporting that's already gets sent out. as it relates to As it relates to incidents and grievances, uh those I believe. believe most of the committee was here. Uh last uh, hearing where the grievance team actually showed some of these metrics so they already largely have these metrics so they are already largely have some of these databases. We think having further convers. these databases we think having further conversations on how better to provide it Reg. how better to provide it regular updates on it would be helpful to see any Trends over. helpful to see any Trends over time. Um, so like it's you said largely to make sure we have an understanding of what's being done what the processes are. What outcomes look like, um, because we know this conversation, about what support down the line might look like getting an understanding on the processes and outcomes. We believe is important. important in making that case, uh knowing important in making that case, uh, knowing that in all likelihood between now and the Democratic Convention there will be more and more buses coming. will be more and more buses coming and currently there's a limited amount of space and so being able to get tracking on that makes sense. so the ordinance provides transparency into the processes related to shelter exits and grievances so that the public city council County state and federal part. city council County state and federal Partners, uh immigration support organizations and immigr. immigration support organizations and immigrant right organizations are informed as to the status of the mission. as it continues, um in order to figure out how best to address situations. I think it also will speak to um how the administration is looking at the extensions, right? the administration is looking at the extensions right based on particular cases being able to speak to accommodations and exceptions that are being made. and exceptions that are being made is also helpful in understanding the process and seeing on average like how long folks are staying in the shelter. long folks are staying in the shelter, uh with those extensions. So I think painting a better picture of clarity about what's being done is most helpful and in the absence of it a lot of narrative, of it a lot of narrative is created that doesn't speak to the good work being done. Um, so we think there's a Value Inn in knowing that as well. So should this uh pass it would pass out of this committee. today, uh based on the substitute and the changes. Um, it would pass out of the council April. would pass out of the council April 17th, um, originally it gave like 7 days after implementation in order to kind of get it reporting. get it reporting that would have landed on April 24th, which would have been about a month from now. Um, but we've made the change to allow for 30 days after passage. So the time to actually get it organized talk to you with some of the challenges are and get something that's presentable. Uh, we believe between now and May 17th, and then that would be when they would start the required reporting. So we talked to about how to get it executed. uh the reporting sunset Mr. Bay I will need you to provide some order or we will be asking folks to leave we asking folks to leave. We want to continue with this meeting. We want to make sure you all informed. meeting. We want to make sure you all informed we're asking that you participate not necessarily in speaking because we did have the public comment. There are multiple people at multiple shelters. people at multiple shelters doing multiple points of data so part of the conversation. so part of the conversation and be had between now and May 17th is how does the department of technology and Innovation get involved? What is a process look? Innovation get involved? What is a process look like? What is reasonable and kind of talking to those those points? is reasonable and kind of talking to those those points knowing that when you've got what really is what some might refer to as building a plane while flying it there's different processes and different shelters. We want to make sure there's a way to get that standardized and so wanted to take the time to talk to you how to do that between now and implementation but and implementation. But yeah, yeah. There there is a there's a lot in this ordinance that currently today is going going to be. currently today is going going to be difficult to deliver on a on a daily basis. So it you know the day that 1 report doesn't come out. Is there going to be like, you know, I'm so sorry to you know, negative impact because somebody didn't. didn't submit report and then it's going to be like well another day so so for me if you another day. So so for me if you will reconsider our conversation, um, it would be to be on a wake weekly basis. It would just give you enough. It would just give you enough time to be able to um, collect this information I think again, collect this information. I think again daily. I it seems that it's important, but I think how do we make sure that this reports come often? How do we make sure we have consistency? How do we don't don't sell um set ourselves for failure. It is very important. for failure. It is very important to make sure that we're intentional and we have a strict purpose of what we're doing with this, um ordinance. So if we can reconsider that to be a weekly basis, I think it will be more impactful too. too, but also, Can you talk about? Can you talk about um when this information comes out with this report? So they this report so they can see who's exiting the shelter who is going? is going to the landing station, but who is who is be those individuals doing that? Is this something that it's going to be done at automatic? it's going to be done at automatic level like who is we or who is the ones going to be? who is the ones going to be in charge of tracking who lives and who go to Landing who comes back to a shelter? Sure. Yeah. I I can answer to both of those points. So for the first 1 and part of what the substitute draft was and as we were discussing which is why part of why the meeting started late was going point. started late was going Point by Point how many they actually could provide daily so that's what actually could provide daily. So that's what actually led to removing the grievance part. So every single point that we talked through for example, if you have somebody who's being told today's your last day you being told today's your last day, you can find out the age gender when they first came in how long they've stayed those are all information that could be arrived daily. We actually asked them. actually asked them if these are daily they go. Yeah, we could do those and so those were kept in the section for daily. So you feel feel confident that you can do report send those reports on a daily basis. I I would I would certainly We can work on. We can work on daily. I I do agree with you that we We can work on daily. I I do agree with you. That weakly would be a more manageable tasks. And honestly, I I believe it would show you. a better picture of the trends that are occurring A better picture of the trends that are occurring rather than 7 different reports that you have to look across. than 7 different reports that you have to look across 1 report. On what? On what happened in the in the past week? I think you can start to see. start to see trends that way. That's my personal opinion, but But can we do it daily? We will try to do it daily. and that's And the second part of the question. about who is the About who is the ones who are going to be the 1 I know you said we will be check. said we will be checking from who X is the shelter who goes to the landing zone. So, who is we? to the landing zone. So who is we so so I think the Departments do that right like right now for having situation where people are being told that they're going to leave or have to leave. leave or have to leave in 60 days that is tracked when they have the 45-day meeting that's tracked when they have the 21. 21-day meeting that's tracked. They have the case management that they've said is robust. So when you're leaving the folks who are exiting that is all part of that same information that the Departments are tracking what we're saying is to actually put that together in a way that reports back. So that is uh tracked as well as folks that end up at the land. end up at the Landing Zone folks will end up back in shelter all those things. shelter. All those things are data points the department already tracks. And so what we're saying and and we've done this even with the software we do now, this even with the software we do now if you were to welcome to chicago.org we've done this stuff in a week as far as getting some of the information point that the challenges that are going to for trying to get that all together and that's to talk through DTI and other ways how to get that standardized and have the 2 months to do so. standardized and have the 2 months to do so, but it is very doable if this is doable. If this is information you already have about people that are going to exit to be able to compile that and do it and I think to to the point the Deputy Commissioner first Deputy Commissioner made, it won't be the same day right? There's there's a projected outcome and then what actually occurs when that report actually leads to the finalized. We're sure of this data. It's absolutely reasonable to have that run. reasonable to have that runtime and figure that out. Um, that wouldn't that would negate the ability to have those reports on a regular basis. Um again, just based on his answer. I think trying to you know, we already setting we already knowing that we're probably not going to get them. probably not going to get them every day. Um, legal Asylum claim, um for us to internal and in a confidential way have that information on file helps the person in the end. person in the end because the legal Asylum categories are split in a way that does focus on identity. So I think it is important. is important information when people want to provide it for them to be able to provide so thank you. Uh, them to be able to provide so thank you, uh, just to follow up on that because we are very clear on not having like personal. identification information Identification information but in doing like widgets for lack of a better term. Um, I guess I'll ask similarly if we're going to go to recess to figure out changes. Is it Poss? possible to be able to include that as like a data set independent of personal identity? Uh, and would there be any legal concerns similarly to Country? any legal concerns similarly to country of origin? uh well genders Uh, well gender is already on here. I think I think also to speak to that because we recognize that tracking is also a work in progress. I think we want to figure out like you may see that as health and wellness somebody else might see it as like liability accident getting a better understanding of all those categories and getting more specificity down. The line makes sense. We just think starting at this point and then getting more learnings off of it allows us to get more prec. of it allows us to get more precise because I think it is in the public interest to hear those things. So, um, yeah do the chair if you could provide anything, but also, um, there has been conversations and commitment to figure out what other reporting is helpful and having these larger. conversations about what that can look like.
