Are they include things like elevator? elevator lock fees application credit background check and they are for every person on the list. Not just the applicant. Um, these fees run 75 to end up. applicant. Um, these fees run 75 to end up a person and and then the move in and move out fees can be any From 350 to 750 per person each time move in and move out. Um, this is inherently discriminatory against married couples and uh families with adult children like my son in college. if a family If a family is moving in 1 application should suffice not a separate. separate paid application for every human that will reside in the unit. It's literally a money grab like paying 3. in the unit. It's literally a money grab like paying 33 to 40% of your salary is not a m enough. 40% of your salary is not a m enough of a money grab make these move in and move out fees. these move in and move out fees illegal number 2 rent control. It's difficult. It's difficult to find a 2-bedroom apartment in this city for less than dollar. for less than dollars. And in that price range. The units are usually not even aesthetic. are usually not even aesthetically pleasing the word discussing comes to mind when I think about what I've seen. discussing comes to mind when I think about what I've seen these last couple years. um a a nice 2-bedroom 2 bath $3,000 and up. We all know they're not getting the same level of service that naturally occur. that naturally occurs to the wealthiest neighborhoods in the city number 3. the city number 3, if a renter gets a mortgage approval. buys a home, then there should be a law that allows them to terminate their lease by paying a nominal fee instead of the remain. the remainder of the lease. I encourage you to think of it as sort of a Housing Home Ownership condition subse. clause we want to incentivize home ownership since we know that it's 1 of the indicators the largest indicators of wealth in this country. you need You need to enforce the housing codes landlords are getting away with murder. away with murder almost literally in this city. They're extract. extracting wealth, but providing substandard service and usually and quite frankly no service at all. number Number 5 please what is happening at 352? Number 5 please what is happening at 3522 South state is Criminal and immoral. It's a Condo building with an HOA management company, but most units are apparently housing. Cha residents. cha residents and so the management company basically insists that it can only talk. insists that it can only talk to the landlords and the landlords say they can only deal with the HOA and literally nothing is getting done. nothing is getting done the elevator uninspected since 2020. and dangerous only other access to units is the lock stairwell and all residents do not have a key flicker. lights heat outages. That's a height of Sub-Zero weather. illegal lockouts busted pipes and flooding. illegal lockouts busted pipes and flooding all uh going unrepaired while the HOA management company. unrepaired while the HOA management company and landlords are playing fast and loose with people's lives. So the commitment of the committee is to have a hearing here in the council this quarter the next 1 in a community at Cha community that council members can discuss giving the priorities. council members can discuss giving the priorities the next 1 we come back to the council and we're going to end the year. year again in a community because we must respond to residents. I understand and I see here, you know and again as yesterday. we start Ramadan. I think it's important to put ourselves in the shoes of the people that come here Day by people that come here day by day. That are Sleepless at night. I witness over the weekend a mother. mother that had not slept for over 16 hours. mother that had not slept for over 16 hours with a 2-month old on their hands. These are the working. old on their hands. These are the working people. That unfortunately our government. that unfortunately our government at the highest level continued to stigmatize and neglect black and brown. so again So again, I understand the urgency. This is a public health crisis. We cannot ask people to be. crisis. We cannot ask people to be sheltered in place in the pandemic without providing adequate. the pandemic without providing adequate housing and that goes also for the 80,000 unhoused residents in the city of Chicago. What I would say is that business as usual. What I would say is that business as usual is no longer. in the city council In the city council, and we ask every single public servant here. To look within your own family or own community. We need to step up. today's Today's CDC yesterday was here. We'll make sure that the public health. Public Health crisis is also talked as a housing crisis because we cannot have shelter in place with our housing. So appreciate the comments. I understand the frustration. The Chicago Housing Authority is required by various federal and state laws and regulations to provide a 10 in grievance. grievance procedure. the cha desires to continue to util The cha desires to continue to utilize the city's administrative hearing process administ. and Facilities. provide these legally mandated grievance hearings by leveraging the Cadre of trained admin. by leveraging the Cadre of trained administrative law judges and existing facilities at the Chicago. judges and existing facilities at the Chicago Department of administrative hearings. The CH is able to provide these hearings in a timely and efficient manner on. due process rights of tenants are satisfied. department of administrative hearings. are issued the cha takes its actions to help the residents to either Implement what happened at that hearing so whether depending on based on what that grievance was about so about. So for example, if a resident had a issue with Ving their rent calculation once the decision is their rent calculation, once the decision is issued we go back and make sure that the calculations are either corrected or if the ruling was in C. corrected or if the ruling was in Cha's favor then we work with that Resident to get the documentation we need and to finish. finish getting those records corrected so that they're paying the proper rent. That's an example of how we handle those. I do track what? I do track what grievances we send over to the Department. Um, and then as I said our property management teams and our you know, the uh portfolio officer property. our you know, the uh, portfolio officer property and asset management teams work to make sure that the residents issues are resolved. Okay, I mean through the chair, but I'm I'm curious for for any metrics that we have particularly related. that we have particularly related to our frequently administrative hearing. um rules in favor of 1 party versus the other particularly like tenants versus the ca not that that's deter. versus the ca not that that's determining my vote, but it's we're moving through this very quickly. And so I I'm I'm fine with what's in front of us today. I would I would like to understand. to understand more before we vote it Council. That's that's everything for me. Thank you chair. Uh, that is a permanent Ord. related to What's called the predominance of the block that addresses essentially preserving. addresses essentially preserving the existing density of our communities on a block by block basis another 1 was passed on a pilot basis. Um, which is the demolition search charge that today we're working. charge that today we're working to extend Taken together they have been extraordinar. Taken together they have been extraordinarily successful. I believe the numbers that we saw most. believe the numbers that we saw most recently was that we succeeded in Cur. succeeded in curbing again unnecessary, not for succeeded in curbing again un unnecessary not for uh, unsafe but unnecessary useful hous, but unnecessary useful housing. We were successful in curbing Dem. in curbing demolitions by about 88% we We success succeeded at curbing Decon conver. We success succeeded at curbing Decon conversions by a percentage about close to that. percentage about close to that which over performs even the decline. decline in demolitions. We saw Citywide and in the adjacent. neighborhood. um There's preliminary conversations. There's preliminary conversations around what it could mean or look like. or look like to uh build on. or look like to uh build on the efficacy of that ordinance, but for the time being and to keep it from lapsing, uh those of us who have this pilot area in our reward. those of us who have this pilot area in our rewards are asking for it to be extended through the end of the year for us to better judge.
