So our first speaker is natash. is Natasha Gray. Hello. Hello again, uh, I just had a number of things. I wanted to speak on. speak on in regards to how the meetings are held but I wanted to speak on. the The meeting that you all held when you held a vote. The meeting that you all held when you held a vote for you all for all the alderman. all for all the alderman to decide if we the people were going to get a vote. We're going to be able to vote. If we wanted to be a sanctuary City or not. I don't understand. Why why you have that? I don't understand why why you have that authority to take that privilege from us as constituents being able to vote for something is the heart of our political. for something is the heart of our political Arena. So I don't understand why that was done. don't understand why that was done for all of you. All that voted. Nay. You should be held accountable and you should have to uh, explained to the public Explain to the public why you voted? No, it shouldn't just be. be oh, you know 30 was it 36 of us said, you know. be oh, you know 30 was it 36 of us said, you know don't want it to happen. So, you know, just screw. want it to happen. So, you know just screw this extension once the majority of Chicago didn't even The majority of Chicago didn't even know that it was even possible that we may be able to vote. possible that we may be able to vote if we wanted to continue being a sanctuary City. continue being a sanctuary City and even if we were going to be uh, remain a a Sanctuary City, you know if there's some way that you know, it could be twe. it could be tweaked. It shouldn't be just that, you know, we allow the people to come here. know, we allow the people to come here and just bleed the city of resources. It doesn't make any sense that. a vote was had to take away the rights. to take away the rights of your consents. We don't even have a choice. have a choice and how these uh meetings are. have a choice and how these uh meetings are uh conducted forgot. This gentleman's name. forgot. This gentleman's name, but when you see a certain group of people coming here, you see all their people signing up now you want to change the time. now if you're going to Now if you're going to allow more people to speak fine, but you should not be. you should not be reducing the time that people get to speak because you see a certain demographic that demographic of people. demographic of people come in and you want to give them the uh privy. uh, privilege of having all their people speak that is wrong. There's the these meetings. There's the these meetings should be held to a higher standard. You all need a better rule. standard. You all need a better rule of conduct. I don't know what your salaries are. know what your salaries are and I don't really care what you get paid as long as you're doing your job. but when you come in here you should be But when you come in here, you should be prepared. It's it's a real slop. a real sloppy you when you come in here. You should be prepared to. prepared to speak whatever piece you have and conduct with a business. You have to conduct. a business. You have to conduct and here wherever you got to hear from us as if you like it or not. You come in here. You should already understand that you're going to be opposed onto some things maybe everything. but you should But you should be ready to come in here and do business. And the rules and the rule books should not be. And the rules and the rule books should not be uh able to be, uh, it shouldn't be as Flex. be uh, it shouldn't be as flexible as they are. because it allows for Because it allows for discrimination. And it allows you to shut us up. I don't agree with it. But that is all. Thank you. Our next speaker is toan Sims. Go ahead. Go ahead Mr. Sims. So. Go ahead. Go ahead Mr. Sims. So just reading last night. Um this committee pertains to the clerk's office my missed. this committee pertains to the clerk's office my mistaken. Or oh, yeah. No. Or no. Yeah. No, I mean we we handle here and I shouldn't even speak on a public. even speak on a public record. But no this is a committee of the whole. So just everybody. Okay. Well this this person will but I'm going to speak about um, it pertains to Domestic Relations Division. Um you all Division. Um, you all have a woman over there managing the office. office of domestic relation. Her name is Dena Williams. office of domestic relation. Her name is Dena Williams, um in August of 202. in August of 2023, I went there because I'm striving to get parentage. parentage with my smaller child is 3 years old. Haven't seen them in a year. I've been in I've went over there and Miss Dina Williams Miss directed Me, Miss. Miss Dina Williams Miss directing me. Miss guided me and ultimately just mistreated me. ultimately just mistreated me and for her to be the manager there. and she utilized her subordinates to do this also, so Her this basically her weaponizing a whole. Her this basically her weaponizing a whole division of people against an independent father. That's just trying. people against an independent father. That's just trying to be with his child. Um, I was there yesterday also and seeing miss Dina Williams. Williams and though I acted a fool. I feel it was necessary. Because I was called y'all. because I was called y'all the time the first time where she just head away with me. And I don't see how a person like, that should be. And I don't see how a person like that should be in a position of authority not only her though. position of authority. Not only her though. It's other individuals there. I recorded these events. individuals there. I recorded these events and I just find that disheartening. And I'm still without my child right now. Um at this moment At this moment, it's been now. What a year and A year and a month now this month. So it's like what do we do? as Citizens like what do we do because like what do we do? Because I can't fight against the Domestic Relations divisions I got Domestic Relations divisions. I got judge trobridge against me void a host. me void a host of individuals that have power that I don't possess. resources that I don't possess and I'm up against 2 months. So I feel that. So I feel that by coming. I'm I'm preferably all the ultimates can hear me. ultimates can hear me and all the almonds are concerned with this because right now they got their foot on my neck, and I want to see my child. I do I would love to be with. I do I would love to be with my child. My father God is giving me these 2 kids to be. giving me these 2 kids to be stewards for and I want to do that and I don't want to have to wrestle with a whole division of people to do. division of people to do that for a whole year. I know that the narrative is black. the narrative is black, you know, we black men. We don't want to be fathers. We don't want to. want to be fathers. We don't want to Father our children. We just want to screw and go. But that's not the truth. So once again, I'm here to to speak on the narrative that just don't. just don't fit. the mold and Miss once again, Dena Williams and Miss. Once again, Dena Williams over at Domestic Relations is the 1 that Relations is the 1 in my neck. She's the manager her and I will say the um, upper management also troll bridge who allowed for a I don't even know how this woman got a when I came for the order protection. It's so much the talk about but I just want to talk about that domestic Arielle. but I just want to talk about that Domestic Relations Division because so many young men go into that place. Division because so many young men go into that place expect them to be helped. And I have a woman. And I have a woman like that at the helm. It's no good. Thank you Mr. Sams. Our next speaker is George Blake Moore? Oh. Don't go there mister. Okay, Mr. Blakemore, go ahead. Yeah. This is the first time this is history. that Michelle Harris decided That Michelle Harris decided to have a Rules Committee. Well, all the ultimates are members of the rules committee how Members of the rules committee. How did she bring in you? See that ultimate right there? See that ultimate right there check out. Right there those 2. Right there those 2 talking stop it. How did she do that with the? How did she do that with a lot of us? well, well the Well, well the first day she did the same thing it. Well, well the first day she did the same thing it was. the rules committee all the ultimate then she reseted it and then made up some more rules without. and then made up some more rules without any public participation and then the deficit look at the stop it. participation and then the deficit look at the stop it cut out Westman and I here stop it. then she have a death to say the sergeant a Then she have a death to say the sergeant above has power to make the rules. to make the rules only you all have power to make the to make the rules only you all have power to make people. only what I I was listening at the news and it said What I I was listening at the news and it says that the charging of all now have the power. charging of all now have the power to to let the Altar and score people. escort people into this chain. He doesn't have this. He doesn't have this power. the power lies with See, I've been having these meetings here. so somebody checking out and say you So somebody checking out and say you must have a rude committee She haven't. committee. She had this committee for years. Toga Lottery is illegal. Uh, uh, You're playing a game. Thank you, Mr. Blake. Warren. Next speaker is Jessica Jackson. Um I just want to know. I just want to know what are the rules. Because I don't know what the rules are. I'm being all the way on honest. I'm not trying to be Tsar. sarcastic. I'm not being facit. I'm not being any of those things. I just want to know as a citizen of this city. What are the rules? I originally came here over the summer. I'm sure. I originally came here over the summer. I'm sure most of you all remember about the probate. um Division and public administr Um Division and public administration and how they're still in our properties through that process. and what I've learned from trying to deal with that is there are no rules none. The judges don't follow rules. City Hall doesn't follow rules Cook County doesn't follow rules. it appears like It appears like the governor and the United States of America. America president doesn't follow rules. America president doesn't follow rules, which is living in a ruler Society right now. And people who are trying to be law. And people who are trying to be law-abiding citizens find themselves like me. themselves like me being constantly frustrated because you can't get no help. It's so Des. It's so disgusting to come in here week after week. after day. asking for assistance in a real live situation and being told by public officials who are supposed to be. told by public officials who are supposed to be the legislative body of the city. There's nothing I can do. There's nothing I can do. There's nothing I can do. There's nothing I can do. I'm constantly asking about the money for the south side and west side economic development. And being constantly told. And being constantly told by our aldermen. There's nothing you can do. There's nothing we can do. There's nothing we can do. There's nothing we can do all the way to the point where the president or the black caucus. caucus told me. that the money that I was asking about about the south side and west side that that money was a hoax. a hoe a hoax so who is the joke on? so who is the joke on the people who keep voting Democrat and putting you all in office because clearly that's a joke. The Democratic party is not helping us. joke. The Democratic party is not helping us and the fact that it gets watered down to its the black vote. because white people vote Democratic to his Hispanic due to Asians due to its not just black. Hispanic due to Asians due to its not just black people but we get to blunt into that stick like we do everything. we get to blunt into that stick like we do everything else and then to come in here and you can't even get people. and then to come in here and you can't even get people's attention and you all meet all the time because when you call your offices you always in meetings so you come in here and you have to talk and meet some more be on. here and you have to talk and meet some more be on your cell phones and all this and that but you can run to the Border talking about the distress in their eyes, but you can't even pay attention to the people that talk to right now, you know you are right now, you know, you are man y'all need to wake up. This is horrible every step of the way every time the way it's horrible. Thank you. Miss Jackson. Our next speaker is Michael Young. Oh. Oh, man. rules and regulations some don't know the rules. Some don't know the rules. Yeah, that's true. But it's due. It's people that does such as myself. That's why I pointed out when uh, the vote is being passed. So nobody believed. So nobody believed in out in and out like the MMS incident. You know and they are right. you see It's Des it's disrespectful to the public because the public is. paying your bill. The talk why someone is up? The talk why someone is up here giving what kind of presentation or whatever? presentation or whatever it is. It don't matter what it is this a freedom of speech. you You see if we want to really deal with rules. You see also been privy. You see also been privileged in my lifetime even. You see also been privileged in my lifetime even teach a class on. sexual harassment and people get up here and say something about their orientation in this body. That doesn't matter. That's out of line because you may offend. That's out of line because you may offend someone that don't agree with that. You see it's a lot of rules being breaking. You know that got changed the rules to 1 minute. Go on our paper it say 3 minutes. We also have and I don't mean to bring it up, but I got to put it out there. I got to put it out there, you know what I'm saying? And no knock on the brother Irvin. knock on the brother Irvin because he came to us and apologize, but it's still the process on how to try to ban off. our freedom of speech to speak on this money. Things been going on where you hun? Things been going on where you hung up together and keeping us for coming in and I know what it is. I know exactly what it is because I want the main ones if if I ain't gonna say 1 of the main ones. People that's being noticed and things like that that's coming from Michael Young being more real. coming from Michael Young being more real news. I even see. I even see the mayor reflecting on things that I have put out there. out there on their. but y'all can't continue to But y'all can't continue to violate nobody freedom of speech. and when someone talking that's why I told the And when someone talking that's why I told the mayor then at the last City count. We're not going to allow that. I am a grown man. I ain't. I am a grown man. I ain't gonna take too much of nothing. and And I don't do a lot of talking about it either and I'm not saying. saying that there's no threat, but this what need to be said. thank Thank you, Mr. Young made that concludes our public. as I stated earlier, we have 4 items on the agenda this morning the approval of the October 23. 2023 and November 23 monthly rule for 45 report for the committee and committee on rules which was transmitted electronically to all committee members. electronically to all committee members if there's no uh questions, can I get a motion to recommend approval of the report by the affirmative? report by the affirmative vote of all members present for the Roll Call to determine? the Roll Call to determine foreign by Alderman Hall? Are there any questions? the committee on finance? Are there any questions or comments? automate I don't know kind. I don't know time. Sorry, you know this, um 1.25 billion dollar Bond issuance requires significant government oversight and as someone who wrote an ordinance that would provide oversight to co dollars. It was not put on the agenda obviously at the mayor's insistence despite being a supported by a majority. being a supported by a majority of this Council and no doubt a majority of the city. and this Bond ordinance and the arp And this Bond ordinance and the arpa oversight ordinance really go hand in. really go hand in hand. We have to have oversight in these areas. Therefore I ask that we vote no and not out of out of committee until we can vote both Ord. out of committee that committee and consider them in tanned. tandem. Thank you. Thank you ought. Thank you ottoman down. So I ask that the committee. So I ask that the committee on vote Yes on this. Uh, this is these are not uh, uh dual ordinances 1 is a grant program and this is uh related to our bonding capacity and the tip program. They are not tied together. Um, and the point that uh, Alderman Conway makes about wanting oversight can be done. Uh, and through the committee on finance at the appropriate. that these ordinance come before us. Thank you. Thank you madam. Chairman Thank you madam, chairman, uh and all all the women dowels point. points all duly noted. I think what Alderman Conway was intending to to say is that um if we're going to be taking on 1. 2 5 on 1.25% uh, it is a bit. on 1.25% uh, it is a bit ironic that that's going to have to be a transparent process yet. My colleagues ordinance is not being allowed to have a vote. Um, I'm sure this will get robust debate. In the finance committee when this lands. in the finance committee when this lands there, um, but for me, uh, I'd rather this proposal remain in rules. me, uh, I'd rather this proposal remain in rules until we're allowed to take up our colleagues ordinance at the same time. Um, and for that reason I'll be voting no to discharge this from the rules committee. Um again, discharge this from the rules committee. Um, again, no disrespect to my colleague alderwoman d disrespect to my colleague alderwoman Dow. Um, it's just I think on principle, um, and I don't blame anyone in this chamber I blame. chamber. I blame the administration. Um, we should also be considering Alderman Conway's ordinance today. Um, That said I I do hope the administr. That said I I do hope the administration comes to finance uh prepared to. uh prepared to answer a lot of questions. Um based. uh prepared to answer a lot of questions. Um based on my read, uh this leaves. read. Uh, this leaves a whole lot up to interpretation as far as how this money will be spent and the justification for the size of the program and the dollar amount. uh it Uh, it also requires the taxpayer to pay a substantial amount of money. amount of money back on the back end at a time when our bond ratings are faltering. Uh, so thank you. Uh, chairwoman. I'd request a roll call vote. Thank you. We could you just hold on to your Could you just hold on to your motion for roll call just for a second. So autumn and down can speak Auto Riley, okay. But I'd like to address you to speak to go. I'd like to briefly address. briefly address the issue of transparency. Um we briefly address the issue of transparency. Um, we have uh made sure that the current ordinance on that's being re-re. re-referred to finance. Um is beginning on the transpar. path. We started with a briefing of aldermen just on the or ordinance we've committed uh to a subject matter hearing on this ordinance specifically. this ordinance specifically we've reached out as was requested. requested by several aldermen during the briefing to have a discussion with the Department of planning. discussion with the Department of planning and development and housing on uh, the potential, uh, fun. and housing on uh, the potential uh, funding and use of uh, these dollars once they become available for affordable housing and econ. housing and economic development. projects and everyone's Ward Projects and everyone's Ward. Um, and my commitment is to make sure that those discussions continue and a transparent fashion. fashion and that each uh, Alderman's issues address. fashion and that each uh, Alderman's issues address and at the end of the day you either voted up or you voted down. the end of the day you either voted up or you voted down, but there's no need to hold it within rules. Thank you very much, Mr. Chairman. all the person more all the All the person more all the man respectfully. um, Thank you chairman. Um. uh, just hitting on the point that Uh, just hitting on the point that Alderman, uh chairman Dow has made I want to thank her. Dow has made I want to thank her so much. Um, I got her notice. notice and and the notice of saying that this is going to go to a um a hearing before we even get to a subject matter hearing. hearing even before we get to a you know vote which is duly noted which gives us time. Um, hopefully to address um, our our colleagues Alderman Conway's um, which is a very important ordinance that we definitely have to get out of rules because um that Opera oversight money and the dollars there are critical but um, definitely I I know you know you got know you know, you got to use whatever leverage you can and I respect that because I would probably do the same thing. Um, but in this case, Um, but in this case because we get into a subject matter hearing and where before we go to a vote. Um, hearing and where before we go to a vote, um, it gives us time to um advocate time to um Advocate um for you to get this out of rules before um, This item go to a vote. this item go to a vote and I and I hope um everyone um worked towards that because it is important that the Opera money has overs. money has oversight as well, but I encourage uh my colle money has oversight as well. But I encourage my colleagues to let's move this along. Um, so that we can then begin to have those discussions. Thank you so much. Thank you. Um, Thank you, dude. Just a as a matter because it continues to come up this morning as an unrelated ordinance. I'm under the impression that all altars were invited to. the arpa briefings that have been. the arpa briefings that have been held today. Is that accurate? I see head heads. accurate? I see head heads being nodded, correct? Okay, just Okay. Just want to I just want to confirm that particular point. Point related to oversight and transparency. Thank you. Thank you, Autumn and Vasquez. Yes. Uh, thank you. Uh Madam share. Um, I I appreciate the conversation. I really want to thank chairwoman Mandell. Um, I like some of our members as people are supposed. as people are supposed to be elected to be responsible about the public. about the public trust and the taxpayer dollar. Um, about the public trust and the taxpayer dollar, um have concerns and so I'm glad there is a subject matter hearing I think when we're talking about how decisions get made we do need the oversight and transparency to do so, uh, I also am always concerned when you have an influx of funding coming to the general fund and we have pensions we have to pay off so pay off. So I think we have to talk through all of these things. Um, I agree with Alderman Moore that it's absolutely fair that we have. absolutely fair that we have oversight and uh transparency as it relates. as it relates to the arpa spending as as well As well. Um, I would say that briefings are not oversight and transparency. Those are convers. and transparency. Those are conversations that are internal as opposed to having public. as opposed to having public information out and accounting on what we're doing with these dollars. on what we're doing with these dollars so that we can all not only know ourselves but so in our constituents are asking us what's happening that we have those answers. So I think those are both Fair things to bring up and just want to make wanted to make that point Thank you. Thank you Autumn and wag. um Um, thanks, uh just a question first. Um, thanks, uh just a question. First of all for Alderman Conway. What was the um, timeline and process Timeline and process that you had expected for your Orden. ordinance. To be heard. Yeah, I had um introduced it at the previous. To be heard. Yeah, I had um introduced it at the previous meeting. vice mayor Bernett Vice mayor Bernett asked to be sent to health. obviously it Obviously it came here I immediately. obviously it came here I immediately sent in a Email on my Citi account. Email on my Citi account to chairwoman Harris as well as the rules committee. the rules committee asking this to be put on the rules committee, uh on this agenda. committee, uh on this agenda and it has not been put on this agenda. Does that answer your question pretty? Does that answer your question pretty much thank you. Um chairwoman, um I think in in my opinion. I think in in my opinion, you know, we have a lot of things coming up that. coming up that we're seeing. uh in terms of the Uh in terms of the finances of the city being request. uh in terms of the finances of the city being requested in terms of expenditures, so we have um item number 4 which Um item number 4 which is um, you know, we did receive a briefing on that. briefing on that that was about how we were going to spend the money, but not the the money but not the fiscal impacts or implications of that. that item and I think um making that item and I think um, making sure that we hear Alderman Conway's ordinance is imperative before we continue to March along this path of here's how we're going to spend this money. this money that we bring in here side.
