Morris and I am a Deputy Commissioner with the Chicago Department of Aviation serving as our general Council on behalf of commissioner. behalf of commissioner ree I am here with you today to present. present a proposed ordinance on the national renewable energy laboratory more. energy laboratory more commonly known as inro this is an agency. agency of the US Department of energy. agency of the US Department of energy this agreement would allow anel to help. allow anel to help the Chicago Department of Aviation assess. assess facilities and options for environment. sustainable development initiatives as you all. sustainable development initiatives as you all know, our airports are a tremendous. airports are a tremendous drivers for economic activity. across the region and as we embark on. across the region. And as we embark on O'Hare 21 this agreement will help us. agreement will help us to ensure that the department of Aviation is at the Forefront of sustainable growth. our airpoints Our airpoints have a long history of Industry. Our airpoints have a long history of industry-leading green initiatives and this dates back to 2003 when Chicago. introduced the nation's first sustainable airport manual. which has been used on more than 260 development projects at both the at both airports. We look ahead to developing new passenger Centric facilities through O'Hare. through O'Hare 21, we must continue to find. ways. That will reduce em. ways that will reduce emissions minimum minimum minimize energy. energy use conserve water reduce waste. energy use conserve water reduce waste and educate the traveling public about our work and what they can do to help us. help us with this product with this process. That would give the CDA the author. authority to purchase the former Army National. authority to purchase the former Army National Guard Midway Armory, which is located. Armory, which is located at 5400 West 63rd Street. Armory, which is located at 5400 West 63rd Street from the state of Illinois. It is located. It is located in the clearing community area in the Ward. the property is The property is approximately 3 acres. The property is approximately 3 acres and is located on the north side of West 63rd. north side of West 63rd Street completely surrounded by Midway. Midway Airport property including the nearby FAQ. Midway Airport property including the nearby facilities for cargo private Aviation. cargo private Aviation the Chicago Fire Department operations. operations as well as the runways. The 75000 square foot structure has remained. The 75000 square foot structure has remained vacant since approximately 201. approximately 2016 when the Illinois Armory. approximately 2016 when the Illinois Armory National Guard up ceased operations at this. up ceased operations at this space and relocated the unit to Cana. to Kanna kii. the ordinance would permit the The ordinance would permit the CDA to enter into negotiations. negotiations with the state to purchase the structure and the land that it sits on for fair market value. as a reminder the purchase would be financed strictly by airport funds which are generated by rates and charges that are paid by our Airline Partners at Midway Airport without the use of any local taxpayer dollars. The purchase of the Armory is an ideal opportunity for Mid. Midway Airport and the department of Aviation for sivir. reasons first and foremost the perch reasons first and foremost the purchase allows the CDA to secure that portion. secure that portion of midways perimeter as we do the rest of our airport property which contributes to the over. Safety and Security of midways oper. Safety and Security of midways operations. Just as importantly. Just as importantly the Armory purchase allows CDA to retain. retain control of land that sits immediately at retain control of land that sits immediately adjacent to our property. this helps to This helps to ensure that the property's uses are comp. with airport operations. since a portion of the property lies within the federally regulated Runway protection Zone. regulated Runway protection zone or rpz for runway for regulated Runway protection zone or rpz for Runway 4 right to 2 left. Finally the property will have future utility as it can. used for operational purposes by the CDA including the interior. interior storage of snow removal equipment. The city did order an appraisal on the property. The city did order an appraisal on the property which came in at 1.4. in at 1.4 million. with the approval of With the approval of council. We look forward to engaging with the state and further discussions on the sale of this property. as a reminder the sale of the As a reminder the sale of the property to CDA would be contingent on these further. contingent on these further negotiations with the state of Illinois and approval by the Illinois General Assembly. So that is something that we would have to look. So that is something that we would have to look at to be able to clear that area if you look right above the Armory building you see the the red numbers. That's the Run. building you see the the red numbers that's the runway so when planes take off from that run, when planes take off from that Runway, they literally line up right there. And so that's why that corner is within the runway protection. protection Zone. Um as I stated we protection Zone. Um, as I stated we initially would use the equipment to be able to store. equipment to be able to store our winter equipment current. Currently. We have a structure that has storage That is being. that is being pointed to by the arrow. We also have building that's located from the am across from the AMC which is the um Sears hang. which is the um Sears hanger formerly used by Sears Corp. that also has some storage space but as you can see in between the 2 structures we have between the 2 structures, we have equipment that sits outside in the elements. So the Armory would allow us to be. So the Armory would allow us to be able to store equipment. Okay. Thank you. Okay, thank you. It minimizes the runway Pro protection Zone, it minimizes the value of something drastically. so I I don't see why the So I don't see why the city of Chicago would be would spend much more than a dollar. much more than a dollar for this land. understood Okay. Could there be any use for the community here? of the Armory itself on the front portion of it not the back end but the front back end, but the front portion. There's 2 buildings.
