This is only possible. This is only possible with a fair contract between the 2 parties to guarantee. parties to guarantee labor. Peace. I know CPS is not here possibly but um about the admittance of the 2425 school year for a lot of our students a lot. our students a lot of them that are straight A students with high scores are mysteriously being weight list. with high scores are mysteriously being weight listed and denied their entry into a lot of schools. denied their entry into a lot of schools on Southeast side of Chicago. of Chicago, uh per uh, specifically I'm getting a lot of complaints. complaints about Kenwood and their Lodge and complained. complaints about Kenwood and their Lodge and complaint. Uh, they're lodging investigations. Uh, they're lodging investigations, uh into the children that were already students. were already students there to see if they actually live in the neighborhood. the neighborhood and I have some suspicions about that and we would like to know why was your Building Commissioner fired? And uh, what is the update? And uh, what is the update with um our issues that we spoke about last? about last week in regards to the humanitarian we have over in the seventh w. in the Seventh Ward, uh, Chris De morte 15 building own. in the Seventh Ward, uh, Chris De morte 15 building owner, uh, housing immigrants, uh, apparently he was blind to all of the distress and the uh City before they came. Came along as of all of you apparent. Came along as of all of you apparently, okay. I work. Once again, you see I work with the the public. I've been uh, literally, you know, almost stepping over people when I'm at work all day and it's been for years, okay. at work all day and it's been for years. Okay, let's not get started on the children that age out of uh, foster care that are you're just blind to, you know, we don't even hear about them. about them and you wonder why you have so much crime on your streets. You wonder why we have so many homeless people that are of working age and they should be able body, but they're not of but they're not able mind because they've been uh, overlooked so I know you're tired of hearing us because you have privilege. you You have privilege and you're tired of hearing us and it's not many. not many of us here. So it's easy for you to overlook us. But I'm just warn. But I'm just warning you. people don't stay asleep for long and it may not be hand. and it may not be handled correctly. But the youth here they're going to you think they're angry now. really you have to talk to these kids out here. They are angry. angry and lost they see no. Hope they see how you're treating them versus. treating them versus how you're treating people that just got here. And you are creating a horrible. And you are creating a horrible mess in the city that you signed up. to serve and I know this is not truly, uh relevant to the issue of human relations and Workforce, but anything that concern human relations and Workforce. But anything that concerns the city should be able to be discussed in this room. And I just want some of you all. And I just want some of you all to stand up. Um I would say retaliatory, um event in my life. Even up until last night. But this just does not stop with. P this this starts with personal self work everything is just about being wiped out of Chicago or pushed out of Chicago. I can't go back to my community where I've been shot in shot what how many? where I've been shot in shot. What how many times Maria about 34 or 5 times already? about 34 or 5 times already and y'all think hey that I'm up there for nothing. there for nothing, but I'm still I'm holding off. because Because of the cowards that you or that put at least station. protect. attacking me for what civil dude for doing civil work? For what personally doing civil work though. for what personally doing civil work though coming down there trying to steal what's happening in them neighborhood because I'm from that neighborhood because it is my neighborhood. Labor and Illinois Nurses Association was adopted by the Chicago city council by overwhelming. Chicago city council by overwhelmingly vote of 41 to 2. It's set up a pro. It's set up a process for workers at delegate agencies with more than 20 employ. than 20 employees to enter into agreements with their employer. employer that would prevent the disruption of essential. Services. Should they seek to form a union on stable labor relations between employees to ensure that It changes the immediate notice requirement. disruptions to a more realistic standard. It clarifies definition of contractor. So the ordinance. applies to delegate agencies, which employ 20 or more individuals. as the as the chair As the as the chairwoman stated we have Kyle Campbell and attorney from Assamese National. attorney from Assamese national office here to answer any questions my my questions. My my colleagues might have with that. I'd ask that you support these changes. that you support these changes so that we can finally implement this importance ordinance. implement this importance ordinance passed overwhelmingly early last year. Thank you so much. I just really want to commend Adrian Alexander and everyone that asked me Council 31. We know that Union contracts are key to building the American middle class we American middle class. We know that a Union contract can provide need. provide needed protections that often are not provided through state. through state law federal law or city code. Um, so I think that ensuring that delegate agencies that do critical work in our community that those workers have the ability to also uh, you know, join and form Union, also uh, you know, join and form unions as credibly important. I'm glad that you know, we were able to pass a version of this last term, uh, and I look forward to us passing. passing this today so we can move forward with implementation. Uh, implementation, uh, and ensuring that you know workers, uh at these City delegate agencies have the ability to access a union so kudos to both committees for their work on this. uh, and to everyone involved. Um when we think about all of the additional strains, um for and needs that we've had for our constituents a lot. and needs that we've had for our constituents a lot of that falls on the public sector, but a lot of what we rely on in the public sector are our delegate. the public sector are our delegate agencies and at the bottom line when we talk about our essential workers, um, we're talking about our constituents. Our people are nonprofit workers. people are nonprofit workers and we had so many so many examples over the last several years of them. So many examples over the last several years of them really reaching out to us and saying we need we need more. structure. We need more support. Um, we need more. protections and like literally begging the city of Chicago. to help. So I really appreciate you guys bringing this. to help. So I really appreciate you guys bringing this forward. I appreciate our partners and and labor for working on this. Um, because yes, we we rely on these delegate agencies and our nonprofit partners. delegate agencies in our nonprofit partners, and also none of this exists without our work. of this exists without our workers, right and our people. Um, so really happy to support this and thanks for making sure we got this hearing Thank you. Uh, do I have anybody else that wants? Um, so I I am going to ask a question to Kyle, uh, just because we brought you here. uh, just because we brought you here so we might as well. use you. Um, I I do would like to hear on from from the perspective. perspective of of the Union. Um, why is this so urgent and important that we that we pass This today and out of council. Thank you, uh Alder woman, uh as your colleagues have uh correctly stated. Um, the correctly stated, um the need for something like this has frankly never been more crucial. Um, you know city workers are uh are suffering under uh conditions. Um, uh that you're all very aware of um, and the worst case scenario um, frankly for um, uh the city and the absence of this legislation. Is that both the workers, um who provide these essential services? essential services and uh also importantly the recipients of these Services don't receive them, um, because of bad, action by management at a delegate agency or um, any kind of Labor dispute. Um, so I think that it's it's important to focus on that especially not just from the unit's perspective, but from the cities that um the rationale for this ordinance is uh, promoting the uninterrupted, uninterrupted delivery of services because um, all of the social services that are covered by um, uh these departments and these delegate agencies are absolutely For the welfare in some in some cases even the survival. For the welfare in some in some cases, even the survival of Chicago residents. Um, and the workers who are doing that very important work. Um, you know, I have every rights, uh to not be retaliated against um, and you know to union, uh when they seek to do so, so it's it's uh absolutely essential that this is passed in uh, alderwoman. I uh, sincerely appreciate your work on this as long uh along with everyone else. Thank you, Kyle. Thank you Kyle. Um, uh before we wrap up and I passed. Thank you Kyle. Um, I have worked with nonprofits in the past. um in the the neolib In the the neoliberal structure that we have right now. We know that. know that a lot of the services that have to do with public health and Health and Human Services are delegated. We do not have the infrastructure the public infrastructure to be able to deliver Services through the city we know deliver Services through the city. We know that city workers have a strong union. We know that City. workers have a strong union. We know that city workers have benefits. We know that city workers. benefits. We know that city workers are able to better care for themselves because of the strong protections that they have while they deliver those services, but that is not the case with um, case with um with our counterparts in in the nonprofit sector and we have incredible nonprofits that deliver amazing services and are clearly responsible and many of them are unionized already, but we have to make sure we are protecting all of the workers that have delivering. Um all of those services at delivering. Um, all of those services at a time when we have struggles so much. have struggles so much with caring for people and for some reason, um in in this Society we reason, um, in in this Society we have placed um, uh little value Um, uh little value on care. um care Um care is relegated and it it is not. Um care is relegated and it it is not given the the importance that it has in. importance that it has in society. Um, and and and I truly believe that by passing this ordinance we are believe that by passing this ordinance. We are going to contribute to making um, the ability of of our city to care for people, uh saf The ability of of our city to care for people, uh safer. Um, and we're going to make it more. Um, and we're going to make it more doable for people to be able to do their work. Um, so as we lean heavily nonprofits to be able to deliver all the work that the city needs. I think that this um, this ordinance is definitely going to help us do that in a more sustainable way.
