I'm here to present Duo Development Corporation Duo 61 million dollars in Duo assistant through the purple program to refinance the acquisition of 3 worker buildings. The buildings are in the 31st Ward Alderman Cardona Junior and Toyota World all the women centers. Alderman Carona, uh junior and all the women wager centers have both provided the lead of support for the project and communities United, uh, provided delivery of support as well for the project next. Uh the orange we requested action up to 1 million dollars to the pair of program for do development to refinance multi family properties on 44410 North Central Park 2904, Northland Avenue. And 2537 North low Avenue. Thanks. The 3 multi family properties are comprised of 8 units, but the studies of the purple program unit will be maintained at 80% Ami or below as you can see the 4510 North Central Park Building is in a 33rd Ward and the other 2 building 2904 not lender and 2527 North lower are in the 21st world next. Now the next 1 is a area of view of the 45. Central Park Building, as you can see the arrow pointing to the building and the next 1 the next error is for 2904 not lender and the next 1 is 2537 North lower building. next each unit will be 100% affordable at 80% Ami or below 52 bedroom at 80% Ami 3. 3 bedroom at 30% Ami next uh development team the developer the world Development Corporation. The request before you is a proposed ordinance to authorize new financial assistance and the restructuring of an existing City Loan in connection with the proposed Rehabilitation and recapitalization of the 60-unit affordable senior community known as Brainerd Senior Center Apartments at 8901 to 8925 South Loomis Street. The property that is the subject of this preservation project is located in the 21st Ward and Alderman Ronnie Mosley supports this project next slide, please in particular the requested actions before you are the approval of up to 3,200 dollars in new financial assistance to support the aforementioned rehab project and consent to restructuring of existing agreements related to the Circa year 2000 City Investments made to support the construction and development of the brainer Senior Center Apartments community which Investments include an approximately 1. 8 m i l l i o n loan of City Home funds these restructuring actions would provide for the subordination of the mortgage lean securing the existing Loan in favor of new financing from the Illinois Housing Development Authority and the modification of the repayment terms interest rate and maturity date of the existing Loan in relation to the rehab financing plan next slide, please The subject property is at 8901 to 8925 South Loomis Street in the Washington Heights community area and the 21st Ward represented by Alderman Ronnie Mosley on 5 contiguous Parcels at the southeast Corner West 89th Street and South Loomis Street. The property is adjacent to the brainer Metro station as well as an another affordable housing development controlled by the same developer next slide, please. Shown here is the subject property which consists of the pictured 6 story elevator service residential building an adjacent Gardens and parking facilities, the building contains 60 rental units all but 1 of which is currently restricted to occupancy by individuals aged 55 and older and earning no more than 60% of the Chicago area median income. As well as common areas for the tenants. There's no commercial or retail space. The subject property was constructed and placed in service is as affordable housing approximately 22 years ago. To support the construction and development of the subject property approximately 22 years ago the city of Chicago provided a donation of the real property on which the facilities are located approximately 1. 8 m i l l i o n dollars in home funds and tax exempt Bond financing and tax credits. Through Brainerd senior LLC a holding company organized for the operation ownership of the Brainerd Senior Center Apartments. The property was acquired in March 2021 by full circle communities as managing member next slide, please. Shown here are typical interior conditions of rental units at the property. The property is not undergone major Capital Improvements since construction next slide, please. Full circle communities Incorporated purchased the property in March 2021 with the intention of preserving its preserving its affordability for the long-term. And in the time since March 2021 has worked to assemble a financing plan to renovate and enhance the brainer Senior Center Apartments. To facilitate new Bond and tax credit credit financing originated from the state of Illinois Housing Development Authority full circle communities intends to transfer the ownership of the property from brainer senior LLC to Brainerd senior president LP a new holding company is established in control by full circle communities to rehab and own the property. With financial support from the city of Chicago and the United States Department of Housing and Urban Development as well as the state of Illinois Housing Development Authority the approximately 2. 1 m i l l i o n rehab project will include renovation of all 60 Apartments remodeling of common spaces and replacement of roofing windows and exterior doors. Welling units will feature new flooring painting renovated bathrooms. New cabinets new appliances new Plumbing fixtures and new lighting. Exterior improvements include new windows Roofing entry doors and a uh, repaving of the ashva parking area as well as some Landscaping improvements. The proposed project is participating in a city of Chicago decarbonization pilot program focusing on holistic improvements to the Energy Efficiency of the building. The building will include the following decarbonization features a heap of heat pump variable refrigerant flow heating ventilation and air conditioning system with heat recovery induction ranges with Magnetic cookware heat pump dryers window upgrades and roof insulation a solar photo voltaic array and related upgrades to the electrical system. The development property is occupied and the proposed project will be subject to relocation compliance under all applicable local state and federal laws and regulations for an age restricted affordable multifamily Community. The plan is to complete unit rehabs and batches moving tenants into vacant units and then moving them back into their previous units following rehab an acceptable relocation plan is required as a condition to close on this proposal. The developers and communication with appropriate Doh Personnel in this respect and accept for 1 over income tenant residing in the currently unrestrict restricted managers unit. No permanent relocation or displacement of residents is being considered and the Tenant that is to be permanently relocated shall receive appropriate relocation benefits. Post rehab the property will offer a mix of of 30% 50% and 60% of area median income units with an increase in lower Ami units from the original unit mix in order to deepen affordability for existing and new residents. The development will include 12 permanent Supportive Housing units, uh with with Ida rental assistance subsidies as well as 3, uh units least via the Statewide referral Network in addition to the 12 Subs rental subsidized units. The project will include 4 permanent Supportive Housing units. uh, uh in exchange for city of Chicago, which says uh assistance Next slide please. This slide identifies the sources and uses of funds for Brainerd Senior Center preservation total development costs for the project are approximately 2 1 m i l l i o n dollars and these costs will be primarily funded by government sources with support from the Illinois Housing Development Authority HUD. And of course the city of Chicago among other sources. I just sourced Bond financing will fund permanent First Mortgage Debt held by BMO Bank and a separate new subordinate loan from Idaho will additionally provide 2,610 dollars for the benefit of the project. HUD will provide a loan of up to 750,000 through the HUD green and resilient retrofit program and do H will be providing up to 3,200 dollars or approximately 15.25% of the total development costs. In New City financing for the in for the decarbonization elements of the project and exchange for preferencing very low income tenants earning no more than 30% of the Chicago area median income for 4 units. The financing plan is rounded out by proceeds of a grant from the federal Home Loan Bank funds from comed's efficiency program transferred reserves rental income during construction proceeds of low-income housing tax credits generated in connection with the use of a source Bond financing proceeds from solar investment tax credits A deferred developer fee and general partner Equity additionally Doh proposes to allow the Assumption and Restructuring of the circuit 2000 Home Loan in the unpaid principal amount of approximately 1,800 dollars as an element of the preservation financing plan. The proposed project includes hard costs that equate to approximately 189,000 per dwelling unit. And approximately 25% of the budget is attributable to soft costs in line with industry standards for multi-family development. Next slide please. Through the Brainerd senior preservation LP holding entity full circle communities is the developer of this Proposal full circle communities is an Illinois not for-profit corporation that was formed in 1999 and is headquartered in Chicago. full circle stated organizational organizational mission is to expand access to quality affordable housing through preservation and development thoughtful design and the provision of significant and targeted Supportive Services to their residents and the surrounding communities in total full circle has an ownership interest in over 1,400 units and 3 states and self-manage their properties through their affiliate full circle management full circle's work in Chicago includes development of Brainerd Park Apartments, a 36 unit supportive living facility completed in 2018. That's on the same block as the subject property. Uh and was developed with a combination of resources from the city of Chicago among other funding sources. In 2021 full circle and partnership with Visionary Ventures. NFP was conditionally awarded low-income housing tax credits and other financial assistance from the city to develop a 45 unit affordable multi-family project at 2907 West Irving Park and most recently full circle Acquired and commenced Rehabilitation of South Park Plaza 137 units in 6 in the Bronzeville neighborhood in November 20203. Next slide please. If recommended to proceed by this community, this matter would be slated for passage at the January 24 2024 meeting of Chicago city council following passage the city and other transaction parties will engage in all usual due diligence and discussion necessary to close including the required HUD review process in connection with the HUD green retrofit financing. Closing is is expected at some point in the second quarter of 2024 and then and an approximately 12 month construction period is expected, uh, in order to complete the rehabilitation of the property. Next slide please. Recap the requested actions in the slide for your consideration and I am joined by Mr. Sam cry and others from Full Circle communities to answer any questions that you may have. Yes, I can um full circle Community communities is an Illinois not for-profit Corporation. Its board of directors is indicated, uh, in my presentation on the development team slide, it consists of uh, individuals who are involved in the affordable housing development industry in in this region. Uh, the is that on do was that on 1st? And I'm sorry for the formatting. I can't read that little writing up there. Okay. Can I get a copy of that? Uh, I I can see 1 name that I know I will uh provide that information through the chair. Okay and Brainerd senior preservation, uh, the ownership structure of Brainerd senior is represented on the right hand side of this slot right hand side of this slide, uh National Equity Fund, which is a tax credit investment organization will be 99.99% uh, limited partner of this entity and that is uh a necessary arrangement in order to um capitalize on tax credits that are provided by Illinois Housing Development Authority. Okay, who's in the brainer? senior preservation GP LLC the uh, the sole member of brainer of the GP entity is full circle communities Incorporated. Okay, you mentioned 6 units in Bronzeville. Uh owned by whom correct full circle communities acquired a 6 building project consisting of approximately 137 units, uh at a pro at 26th and come met, uh it there. It's 6 buildings distributed around that intersection, uh, they completed the acquisition of that of that community in November 2023. Okay, and who would be the contact for that P for that particular location? Uh, we the the best point of contact would be the executive director and president of Full Circle communities. Uh, Joshua wilmouth John who could you uh, Joshua Wilma Could you spell that last name? Sure w i l m o t h. Okay. uh My last question is the 333.2 million dollars in new financing. Where is that coming from? Do you you don't know yet? Is it home funds? Uh Our intention is to source that assistance through proceeds from the Chicago recovery plan program, uh Bond issuances. Uh, this project has my support, uh is it's something that started not just with my predecessor was built under my pre predecessor, but started, uh before his or with his predecessor, uh, the seniors. There are really excited to have this renovation. They have been anticipating and packing for months and um, we are looking forward to moving this forward and having the forward renovation there this really creates a dynamic place for residents in the 21st Ward and the City of Chicago to live of all mixed incomes, uh, considering the uh, apartment units across the streets are there for families and uh even have space for us to develop some more uh for our populations that Needs to be considered whether that's veterans, uh and others. I wish you were in the room so we could be congratulating you on this beautiful project in person. It's it is checking all the boxes. It's touching all the bases sir. I I just wanted to speak particularly to the to the decarbonization piece. We talked about that as a moral as a climate issue. But in terms of the energy costs for the building seeing that go down seeing the operating costs reduced to Fantastic. It was just doing some reading on heat pumps because we were talking about moving the HVAC system to heat pumps. You might think uh in Chicago. How's that going to work with the weather we're having right now literally was reading because I'm thinking about this from my own property. Even when temperatures are below 0 degrees Fahrenheit. They are twice as efficient as gas heat for your building. It's going to work out so phenomenally, well, I'm just really excited that we're talking about this and really excited to To see affordable development, but also hopefully Market development moving in this direction. He said it was going to uh expected to be coming from the um arpa, uh money. Um, I I have a question about that because um, I I think these are monies that are applied for so if you expect have they been um awarded already because I know we're waiting for an answer on some award stuff and nothing has been announced. So if nothing has been announced, how can we say that it's definitely going to be because I got some housing and I'm not trying to uh, definitely don't want to um discouraged and um, um this project from 21 because it should happen. But um, if announcement haven't been made, um on these projects as we have some in 21, that's trying I mean at 17 that's trying to be finished. How can you emphatically say that the upper money is going to be used for that if these announcements haven't been made. Yeah, excuse me. Uh, this is Joseph Lewis from the city's Department of Housing. Uh, thank you for the question Alderman. Uh, I do want to correct the uh, the idea that it is coming from arpa funds. Uh, it is the the source of funds was the Chicago recovery plan program which consists of bonds that the city issued to provide funds to support projects such as this, uh, And the city has made those those arrangements have been placed for Porsche Chicago recovery plan. Um, you know, B bond-funded transactions for I want to say a couple years at this point. Um, what I think is, uh, uh, the question initial question related to was uh, a potent potential, uh, Bond issuance that could be forthcoming, uh with respect to providing a source of funds that might ultimately replace tax increment financing or just to be another Tool, uh, in addition to tax increment financing that City could use to support projects such as that. The alderman is right in that in that instance. No such uh projects have been uh, identified as utilizing those funds because those my understanding is that you know, the the arrangements are the legal arrangements to even uh act upon that uh have have not been uh in place as of yet. Um, and and I'm sorry for the Miss. Um, Um statement you she did say CRP not up and I and I meant to say that I'm sorry, okay. Uh, but yes, the the the CRP, um has been an ongoing program for the past couple of years. Uh, this is the first instance where we are using, uh, a portion of the funds to fund, uh, uh decarbonization pilot, uh project, Okay. All right. I can't see who am I speaking to right now? Um now we're going to move on the next item item 3 is an aldermanic introduction 020230 041414 designation of 1868 through 1878 North Milwaukee Avenue as low low affordability community in the 302nd world. I'll demand wages back is present to testify on behalf of this ordinance. And I also want to recognize a few members Alderman Robinson all the person Scott all the person Tavares and as a no member Alderman wages back. Thank you chairman. Um, good morning colleagues, uh, This ordinance, uh is specific to 1868 to 18, uh 78 North Milwaukee. And essentially it is a incentive for um affordable rental housing to create and Preserve at this location. Uh, but just to give you a little bit of background there was uh, I think this was utilized in a couple other Wards, uh, perhaps Alderman urban urban and Bernett, um, but essentially in 2021 the Illinois General Assembly passed amendments to the property tax code allowing for a special assessment program, uh for property tax incentives to create this affordable housing. Um Cook County unlike all our other counties is expressly prohibited from opting out of this program at the state level and um, therefore, um, Cook County Assessor Fritz kaegi, if he's if he has 1 of these special assessment programs. He uh, He would take a look at this and determine what those special incentives would be and then uh, it requires the city council in our case, uh, the housing committee to pass, uh an ordinance. Um, that would allow for this particular location to utilize those special and assessment programs. So in this case, um, and I do have the developer here and the uh the house the team to speak to and I believe housing knows about this as well. But um Peerless Development LLC at 1870 Milwaukee, uh intends to construct this building with 44 units and I believe 9 of those would be restricted households, uh for an annual income that doesn't exceed the maximum income limits in the actual uh state law. so that um Uh, excuse me the and I I believe it has to be for. Uh, 20% of the multi-family unit building would have to be below the maximum rents and I believe for a period of 30 years. After the uh, residential property is developed So 20% at 30 years and uh, I would ask for the committee's favorable passage of this item, but would be open to questions as well. um any question from the um, C any members of the housing committee? and additional questions I think it's pretty straight forward. Um, next item is item number 4 is 02023 d 0000000 5776 a public way is an agreement with 3335 Lawndale Development LLC to maintain an operate the drainage Swale in portion of the city property at 3300 South gets the Avenue in the 22nd World Kimberly, um worth in turn from the Department of lead and facility management is present to testify of the on behalf of this ordinance. There's no way. Are good morning chairman CJ Lopez and members of the committee. Um as he stated, I'm Kimberly Worthington. I'm Deputy Commissioner for the environmental health and safety Bureau at the fleet and facility management department or 2fm. Um, I also have with me here today Arthur delinsky from the Law Department if there are any questions, Questions, uh, we appreciate the opportunity to provide the testimony on this proposed ordinance. Uh to authorize an easement agreement for the city-owned property located at 3300 South Kedzie in the 22nd Ward. Um, we can go the next slide. the figure on the left shows the easement area and then the aerial view on the right gives you an idea of the industrial setting of The parcel and its adjacency to the sanitary ship canal. Uh the developer 3305 Lawndale LLC initially requested to purchase this parcel from the city. However, the city acquired 3300 South Ketty from the Metropolitan Water Reclamation District or mwrd which included an operational agreement as well as a right of revert or Clause this Clause prohibits the city from selling the property to any other entity than mwrd. The US uh Department of Labor which currently holds a lease to the property and the mwrd have both approved of this proposed easement agreement. Uh, the proposed agreement grants the developer a non-exclusive permanent and Perpetual easement on through and over 3,300 South Kedzie. The easement is needed to allow the developer to operate and maintain a drainage bio swell that directs storm water from their private fleet storage yard to the Chicago sanitary and ship canal. Uh this slide on the left shows the landscape plan for the drainage Swale and as well as uh, the private property heavily vegetated bio Swale to the north of that. And then on the right that's an aerial view of the unimproved condition of the 3300 South kedzi. Um parcel. along the river So this drainage Swale is a sustainable solution for storm water management that alleviate alleviates pressures on the city's combined sewer system as well as minimizes water contamination. So the developer will pay the city 2008 thousand dollars the appraised fair market value for use of the easement. The agreement also requires the developer to pay the city dollars now for any future costs incurred by the city due to any failure of the developer related to this easement agreement. The easement agreement requires the developer to maintain the area of the easement as well as their private fleet storage yard in accordance with environmentally sound practices. some of the environmental benefits We'll let them get to the next slide. This is the best slide. There we go. All right. So some of the environmental benefits of the swell are that it avoids storm water discharge to the sewer and it provides a natural habitat. The agreement requires inspections and litter removal near the river and provides funding for any needed cleanup. The agreement also restricts the use of materials on the easement and the private fleet storage yard, including a ban on salt for deicing colar based sealants any petroleum fueled maintenance equipment as well as fertilizers herbicides pesticides and fungicides. That will authorize the commissioner of the mayor's office for people with disabilities to execute and intergovernmental agreement. with the chah to provide accessible home modifications to participants of Cha's housing Choice Voucher Program This IGA is for Professional Services. Under the home mod program at the mayor's office for people with disabilities. The agreement is between the city of Chicago acting through the mayor's office for people with disabilities. and the Chicago Housing Authority through this IGA eligible participants of the cha hcv program will be integrated into Mod's home mod program and as a result, there will be an increased pool. Of persons eligible for home modifications accessible home modifications that benefit disabled residents within the city. Next slide please. Some of the specifics of the agreement include the following the cha selects qualified households and refers them to the home mod program for accessible modifications. for residential kitchens and bathrooms and uh home entrances specifically Ada lifts or in some cases ramps. The cha will allocate $100,000 per year. of its modification fund to the homemont program and this would be the third IGA between cha and mopd. for the purpose of providing home modification services Next slide please. Uh next 1, please. This ordinance is very important for several reasons. This existing agreement between the chn and among PD is working very well to provide continued cost and operational efficiency while serving residents living in their home with a disability. It will increase accessible housing options in the city of Chicago, which is a shared goal of the disability Community. Cha and mopd. And it ensures that all people regardless of their ability can live independently participating in all aspects of life such as employment education and Recreation. Finally, we believe that this um agreement and program will continue to receive full support of the disability Community within the city of Chicago with specifically residents who are seeking to uh, live a full life in their home and dependently, Um, thank you for your consideration and I will turn over the final slide, uh to Jessica Milan. Good morning. Um as was stated previously, this is the third IGA between cha and mopd. Our first 1 was only for 1 year. And that is why we did not have an IGA for 2 years subsequently, um due to co we did see a drop in uh modifications that were completed. However in 2022, we did a uh, large marketing campaign for the mod fund and as you can see in 2023, we uh increase the number of projects and spending and we do have projects in the pipeline for next year. And if if that is the question, I think I would defer to Jessica. So this funding is specifically for housing Choice voucher residents. So we when we refer residents to mopd, um and their modification fund they then were are able to use our pool of money rather than the existing pool of the other modification that mopd a modification fund the mopd administers. So the funding and forgive me for going through all this so I guess I'm just taking a a learning moment the funding then is coming. Mopd is facilitating the home modification, but the funding is coming from the cha. Yes Alderman, that's correct. It is a separate fund. This is not corporate dollars, uh mopd has its own uh funding source for its own program. This is basically, uh, mopd acting as a Professional Services service provider for cha. Got it. Um, and they must hold it, um for 5 years without selling it for another purpose. Uh, my first um project is at 4337 South Lake Park Avenue. Um, we want to sell this to Shandra Cooper. Um, she is the owner of the Mojo Museum the Muddy Waters. Um, The Muddy Waters Museum, which is the house directly next door to the north. Uh, the 10% of land value, um for open space is 75556 for this site. Um, it was approved by plan Commission in November and introduced to City Council in December. Next slide please. Um, the community's been been programming the site for um, a few years now, um, they want to do a community process. Um, so their design is not completely flushed out. Um, their total project costs are estimated at about 96,000, um, and they have submitted um a budget for that and we we are confident that they can raise those funds. CA streetscape improvements starting this year. next slide so this is an ear aerial view of the project site look looking Northwest as mentioned Northwestern University is currently building a a 1 3 0 m i l l i o n dollar, uh, 120,000 square foot facility to the immediate Southwest Northwestern has also entered into a lease agreement with the city to use the proposed growth site for construction or parking currently. All parties have agreed that this Arrangement will last will know last no longer than 18 months while the ground the Bronze Grove The Grove Bronzeville LC Secours financing and necessary documentation for closing on the land sale. together these projects will have a transformative impact on Cottage Grove and will help repairing a gap between the Bronzeville and Kenwood communities with a new center of activity next slide. This site, uh illustrates the current vacant and unimproved conditions of the site, uh, Phase 1 and uh, Phase 2 environmental reports revealed previous automobile related uses and the potential for underground storage tanks as such, uh, The Grove Bronzeville LLC has a agreed to an environmental escrow account to support AAS approved remediation costs. next slide this slide illustrates conceptual floor plans for the project the ground floor will include a food Hall back of house space loading and trash facilities and 13 accessory parking spaces located off the alley the second floor will include Gallery space a large tent uh with for a large tenant spaces The Grove Bronzeville LC has received letters of intent from several tenants including the house of attention in Ft.
