My name is David Goldenberg and I'm the Midwest Regional director of the Anti-Defamation League ADL was founded here in Chicago 110 years ago with a Timeless mission to stop the definition of the Jewish people and to secure Justice and fair treatment to all it's always been our view that you can't fight one form of her without fight in the mall edl is pleased to support the ordinance introduced by Alderman Silverstein and a time when the city is incredibly fractured. It is reassuring to see the broad support for the ordinance and then Tired to do more to support all victims of hate. We all know data drives policy decisions and the allocation of resources expanding current law to require the tracking of hate incidents and not just hate crimes will give us a fuller understanding of the environment and Landscape when it comes to hate in Chicago further expanding hate crimes training mandates for CPD officers and creating new avenues through which Chicagoans can report hate incidents are welcomed by those of us. Who do this work every single day. The committee is meeting today at a time when the number of hate crimes reported the United States and here in Illinois are the 20-year High FBI hate crimes data shows members of the black community continue to be the largest victims of hate crimes in the country. The Jewish Community is the most targeted religious community with anti-semitic hate crimes accounting for nearly 60% of all religion based hate crimes the API Community experienced a 61% increase in hate crimes in 2021 to 2022. Well gender identity hate crimes increased by 19% during the same time and like the Jewish Community the Muslim Community has seen significant spike in anti-muslim hate incidents since the war between Israel and Hamas began on October 7th, and to that end. I want to share the edl's tractor 315% increase in anti-semitic incidents since October 7th compared to the same time last year here in the city of Chicago. We've already confirmed within fifty more than 50% more anti-semitic incidents. In 2023 compared to the 28th. We trapped in all of 2021 just two years ago even more bass in the number of incidents. We are still reviewing I anticipate the 2023 total number of anti-Semitic incidents Track by ATL in the city of Chicago will exceed the 75 anti-semitic incidents. We tracked in 2021 and 2022 combined with roughly half taking place in Kumasi is attacking Israel on October 7th. We're pleased to support this ordinance and we also offer some recommendations assuming it moves forward first is the city developed a process to determine which incidents are counted and which are not considering the impact of an incident will be just as important as the intent of the individual who committed the ACT thus it's critical that individual communities be allowed to Define what acts of hate art art what acts of hate are especially for those at Target their Community. This is a victim Centric approach that will get us better data and create opportunities for victims to educate others about the count of their words and actions on them second there needs to be a rigorous discipline and consistent approach to determining what is a hate incident vs. First Amendment protected Speech vs. Just a random act of harassment or vandalism has incredible and significant experience in this area that has stood up against scrutiny for more than 45 years. We're happy to share with the city our approach and best practices we and others are using and they've developed over the years. Third the city needs to get real when it comes to funding the solution to this problem. Even with the addition of more officers to cpd's hate crimes team this year. For example, it is still under resource and this thing goes to the commission on human relations. So while it makes sense to know to use a known City resource through which residents can report hate incidents, let's also acknowledged that the 311 system is already stressed. The upcoming budget process is an opportunity for all of us to address these shortfalls lastly when the data comes out. Let's commit to not turning this into a competition where one Community says it has it's worse. It has it worse than others. We have a problem with Hayden this city there requires a whole society approach to addressing it again. Our next witness is Daniel gold one from the Jewish United Fund of Metro Chicago District Baldwin. Thank you. Thank you the committee for having us here today reading is Dan Goldwyn and executive director of public affairs for the Jewish United Fund Jewish Federation of Chicago. I'm proud to represent juf and Metropolitan Chicago's 320000 + Jews in support of all the woman Silverstein's proposed update to Chicago's hate crimes ordinance. Although Jews account for only 2% of the US population. According to FBI statistics. Jews are targets of nearly 60% of all religiously-based hate crimes in this country and it's important to note that these two Mystics are only counting those crimes reported to the police hate crimes are notoriously under-reported and they have these are only those incidents that actually rise to the level of hate crime anecdotal evidence suggests that many more instances of anti-Semitism occur. Every year the proposal being being debated today will help track you hate incidents that in and of themselves don't amount to a hate crime good but could very well be the precursor to a hate crime anti-Semitism is not only a swastika painted on a school synagogue or a business. It is also file hatred that manifest in many different forms some more obvious than others before acts of anti-Semitism escalate to actual crimes this Insidious hostility often starts with simple comments including for example saying the Jews Aren't Loyal Americans were the Jews control the media were comparing Jewish scientists to Nazis. Additionally conspiracy theory is an accusation posted on social media and elsewhere are often anti-semitic and can energize and inspire people to put their hateful ideas into action and physically attacked Jewish people in their institutions. This is what happened in October 27th, 2018. When a white supremacist attack the Tree of Life synagogue in Pittsburgh, the shooter was recently convicted of killing 11 Jews during Shabbat Services. He was convinced by conspiracy theories. The Jews were bringing migrants across the southern border to replace white people. The timing of this updated ordinance is particularly important anti-Semitism has been an upward trend for years 2022 saw the highest rate of anti-Semitic incidents recorded United States following a trend line of hate and violence directed at Jews over the past five years in their most recent hate in the Prairie State Report. Our colleagues at the ATL indicate that a number of anti-Semitic incidents in Illinois Rose by 128% between 2021 and 2022 and in 2023 before they before October 7th. There are 48 documented anti-semitic incidents in Illinois and 108 instances of distribution of white supremacist propaganda. However over the past two months since Hamas invaded Israel murdering raping torturing a kidnapping Israeli civilians and October 7th Jewish communities throughout the world including Chicago have faced increased anxiety around Safety and Security Jus security team has been inundated with calls for security audits advice and referrals for private Guard Services, Jus live secure Chicago initiative launched in 2021 to build and expand Jus Decades of security support across our entire Community has allowed Jayla Security Department to support 119 organizations, including 37 security audits 56 trainings 68 General consultations to synagogues Affiliated agencies Community organizations. Vacational institutions or other groups in 2023 alone before October 7th juf estimates, the Metropolitan Chicago area Jewish institutions. Just the ones we know about collectively spend at least $10 a year annually on security elated expenses. That's 10 million dollars not spent on feeding the hungry caring for the ill housing those experiencing homelessness are educating the young. This is an addition to the money's being spent to the nonprofit security grants to Jewish institutions and non-jewish institutions apply for from the state of Illinois and the US Department of Homeland Security in addition to our Private Security expenses. Chicago's Jewish Community is thankful everyday to the dedicated partners and law-enforcement Community whose limited resources are devoted to hate crime investigations and guarding our institutions in the people who use them. We also respect the vital work at the Chicago Commission on human relations on which I am proud to serve which provides victim services and Advocates to those and Advocates to those who have experienced and witnessed a hate crime. However, they are dramatically understaffed one person to loan will be insufficient to handle this work. We recommend looking at least three All of these resources are overextended and would benefit greatly from The increased understanding of the trajectory of bias-based incidents mandated by the revisions to this ordinance maintaining and sharing data around hate-based and bias-based incidents as this ordinance changes as its ordinance mandates will help step will help will be a helpful step in keeping our community safe using limited resources wisely and ensuring communication amongst various parts of the city apparatus. Many Chicago neighborhoods remain under constant threat from gun violence and housing and food insecurity and the ramifications of terrorist that wasn't the miles from Chicago are reverberating throughout Chicagoland, but just because he's a hard times does not mean to city council. Can I take a stand to help threatened minorities of all colors faiths and backgrounds to live full and free lives. Now is the time for the city council to act to help stem The Surge of hate crimes and hate incidents is Doctor Martin Luther King Junior once said, the ultimate measure of a person is not where one stands in moments of comfort and convenience, but where one stands and Times of Challenge and controversy, we are to this committee and the city council to stand on the right side of History to pass this amended ordinance that will combat hate at its most basic level and will help all Chicagoans regardless of race color creed nationality or faiths it be safer and more secure. My pronouns are she her a yeah, and I have the privilege of being a deputy director at equality, Illinois. The state's lgbtq civil rights organization. We went to first of all think alderperson Silverstein for her and her team's work on this ordinance think you did members of the Public Safety Committee for the opportunity to provide testimony today. We also are in Solidarity with our partners in the lgbtq Community Pride action tank and Howard Brown Health who also support this ordinance. Well hate is not in Illinois value. Our state is not immune in the rise of extremism across the country. We believe this ordinance will bring additional protections to lgbtq plus people as well as people in other communities such as immigrants refugees Palestinian and and Jewish siblings as well as other historically marginalized groups who are often targeted with hate and violence from Carbondale to Berrington. And yes even here in Chicago. We see such Hate manifested by anti-equality anti family groups attacking libraries schools and queer kids through book bands and bombing threats trying to silence Pride festivals in communities across the states and here in the city as well attacking inclusive and honest lessons of history and personal health and safety and public schools threatening hospitals doctors and nurses for providing medically necessary and life-saving health Trans use these anti-family anti-equality groups want to deny us our stories as lgbtq plus people because they because they want to deny our existence but thanks to the Decades of lgbtq people and allies marching advocating and demanding our right, Illinois is the anchor of equality in the Midwest. Are public schools must teach about the contributions of lgbtq plus people in history courses here. We protect people from other states who are seeking health care because their home state politicians are cruelly denying access hear abortion is a fundamental Healthcare right? But there is still more work to do lgbtq + communities are resilient. We will continue to build our own Better World in the face of bias and violence, but we need our allies right here with us. We need public officials at all levels of government to show up and speak up and solidarity not just Pride festivals in June, but all year at every Library board meeting every school board meeting and every clinic and hospital where anti-equality anti family groups are trying to deny us our stories and eliminate are right. We are just as committed to pass this ordinance today and always we say we're not going back. Thank you. Thank you. Just want to acknowledge everyone who works so hard on this legislation. We've been working with the mayor's office the Law Department away mc311 the police department in more to develop the substitute ordinance. Thank you to Candace Moore the former the city's former Chief Equity officer and Christopher cold in the chambers right now of Corporation counsel for helping get this ordinance across the Finish Line the original shy versus hate ordinance was co-sponsored by all 50 Alderman. So again, thank you to all of my colleagues. It has also garnered the support of a growing Coalition of Human Rights organizations and cute including equality, Illinois, Chicago. Urban League, the Chinese American Service League Howard Brown Health Center Pride action tank Brave space Alliance Center on Halsted affinity. Energy Services the Anti-Defamation League Jewish United Fund American Jewish Committee in the Simon wiesenthal Center. Special thank you to our Witnesses today. Only Velasco of equality, Illinois Daniel Goldwyn of the Jewish United Fund and David Goldenberg the Anti-Defamation League Midwest for being here and to share your expertise and highlight the need for this legislation hate crimes are recorded by all of our diverse communities including our City's black latino jewish-arab in lgbtq communities. The statistics are alarming and cannot be ignored in 2022 hate crime numbers in Chicago where the highest they have been in the last 28 years. And so far this year. They are trending 25% higher according to the police police dashboard nationally anti-Semitism islamophobia and hate are rising to unheard-of levels on our streets in our communities and on our college campuses Across the Nation. On Wednesday FBI director Christopher Wray said he has never and his decades-long career seen so many threats against the US specifically singling out hate crimes among these threats to National Security police departments, including our own have been placed on high alert. We are facing a crisis and we need to take action by versus hate will make Chicago a leader and its fight against hate. This initiative is a city's first comprehensive. In more than three decades to combat. The growing epidemic of hate studies show 90% of hate crimes and incidents. Go unreported. The top reasons are difficult and Reporting lack of trust and government authorities and the belief that nothing will change when it is reported diversas hate finally give Chicago in a safe accessible and responsive reporting environment. The ordinance allows residents to report hate through 311 as well as via 2311 mobile and online applications. We want to make reporting as easy as possible ensuring the victims and Witnesses have a direct line to Share their experiences 24/7 and 365 days a year. We are also enhancing reporting requirements for City agency. This means that we will have better data to understand the scope of the problem and take effective action against it perhaps most importantly shy versus hate will at a formal definition of hate incidents to the municipal code. These non criminal acts often act as precursors to more dangerous. Hey crimes and need to be addressed before they escalate we must stop hate at its roots and this initiative gives us the tools to do just that the substitute ordinance before you is very similar to the original legislation. You all supported with minor changes made at the request of city of stakeholders and legal experts The Substitute Narrows the definition of a hate instant incident explicitly excluding Free Speech Expressions protected under the First Amendment and acts already classified as crimes its safeguards privacy and it sure is no personal information is released publicly. It also puts back into play some of the adjudicator functions of the commission on human relations such as the ability to hold hearings. And of course the penis so the department can continue to fight back against hate I asked for your favorable consideration on the substitute ordinance together, we can make Chicago and national leader in the fight against hate and we can connect our citizens to the tools. It's unfortunate that legislation like this has to be put together and we find ourselves in a world where fear and ignorance plant the seeds that lead to larger actions and larger violence and concerns clearly. We seen a rise of anti-Semitism. We seen it in our board as pricing swastika come up with seen anti-lgbtq graffiti up as well. We know they were the migrant crisis that also adds another layer for folks who are new arrivals are newest Chicagoans being treated as though they're not a part of our city. And so what I what I preach about the legislation isn't only the values I think we all share the values here. We have a variety of thought we were riding a disagreement. There's a month to disagree in the world, but we find ways to have this conversation together understanding we are Arthur blank's and so I need his own summer poetic and just that the legislation is based on data to combat some of the ignorance and fear that's out there and so being able to get the tracking through 311 and the regular reporting to this Council and his body is important because the increase isn't only anecdotal there are ways to track where this information is happening where these incidents are happening and I appreciate that is 23 11 cuz folks may also be hesitant some I'm thinking that an act might not be criminal even though it's a pensive or hateful. So giving folks the empowerment to be able to mark such information down. My name is crucial and allows for us to be able to work together to combat the few different means on one and we want to make sure we have the communication and awareness of people to understand what somebody's life is like if it's different from one's own. Everyone should be able to live their own life to live their own truth to have their own backgrounds their own face their own ability to communicate that so that takes a lot more than just the data that requires us every day listening to folks who are different from us talking to our actual neighbors and not being so stuck on the algorithms on her phone that the confirmation bias leaves us only talking to a small margin of a larger population in our larger Community. That's the one in making sure the information is out there, but Susie kind of bility. That even when folks are making ignorant comments or there's hate beer that's being sold or even worse violence that there's accountability for that. And so having that level of tracking having information from from the ground when it's occurring allows it to track Trends to track patterns that might be able to stop something from being just fear and ignorance and thought to being violent and action and so I want to commend you Deborah Silverstein for your work. I'm just as we have the whole swap out of the council in support. I believe this will be the same for the substitute. I didn't get to think A lot of things that we've seen in this Council body. It's gotten more tense here. We have folks are very passionate in their takes and sometimes at least the conflict and I appreciate that. We're in a situation. We can talk this out as adults in a calm manner to find a way to bring us all together. And so I want to thank you so much and I will be absolutely and support as I argelich Alex you so thank you very much and thank you, sir. Thank you. I want to ask you a lot of what Alderman Vasquez said older person Silverstein, you know your leadership in the past couple months has just been beyond courageous. And I know you have other things going on in your life, but you've really just continued onward strongly and I want to thank you for that. This piece of legislation is really important. It's important because we have a lot of work to do to fight hate speech of all kinds, you know the groups in the box and so many groups out there listening. They do this good work day today, but for the city to come in with a bit more infrastructure using 311 and other things that we've invested in quite significantly is important. It's important because it makes it easier for people to bomb as older Vasquez said report these things in a way that maybe is a little bit more straightforward lessons. Letting you know we talked to constituents who are confused about making police reports. What what counts is something where you can make a police report 311 is friendly there's a lot of work to be done there, but it's really friendly use also on the flip side. It will allow us to collect data data on what kinds of hate speech were being used also wear in track Trends. It opens a lot of transparency. And you know, my goal is that we as a city this is a really strong first step to this is so important that starts to look into 311 in a bunch of different ways. It was a massive investment however, many years ago and they're still has so much potential for us to be utilizing it in ways like this but for other reasons, so I want to thank all the person Silverstein. And for those in the Box to her here, we hear you and we appreciate all the work that you're doing as dumb. as the representative for the 48th Ward I guess I have a couple questions. I'm glad that we are talking about data. I think that we need to be data driven. I have a question about what we're going to do with that data eventually and I look forward to working with you folks in the Box to Define exactly what we are talking about. What what is it? I hate incident versus just grifiti. I think that's important to note because it's not just adults. It's it's kids that are suffering right now and in our Public Schools, my my kids went to a public school and you know one Halloween somebody dressed up clearly anti-semitic costume and the principal made excuses. Like in that incident is that an opportunity for kids to call know, you know 311 and I don't know is that is that something that they could do? I'm thinking of of those who don't don't know what to do, you know, fortunately that's cool. They organize themselves and made their voices heard but in the case of Trance phobia to you know, where if the school does not have a line to report these kinds of incidents is a city providing 311 as an option and how we're going to get that into the hands of of the you two are really I'm pushing on why we need to talk about inclusivity and diversity and why it matters and then I also have questions about how this is going to be relayed to businesses because in the case of Asian Americans are any business owner whose first language is not English. If there is a a crime that happens if they don't report it, they're actually going to be fine for it right by it Chicago Police. So I just want I know like how we going to get this out to people in a way it will Empower them so that they will understand that being a part of her system in our community is worth it and it's going to keep all of us that we have an issue. That's exactly what I'll do. Newton was saying is that a lot of people don't want to use 911, you know, especially those that don't first language is not English and two older Vasquez point the new arrival I worry about the women who are there who do not know who to report incidents of domestic violence to well. I guess my question is is there a limit to an age limit to who can use 311 Anyone can use 311? Bull with a lot of pharmacist in corporation counsel, I can't speak to 3112 operations, but I will say any Resident can apprise themselves of call center and E on my dashboard. And then at 311. We have processes in place to so that is easy for those who you know, their first language not English for them to report instances as well as that, right. and then the other question is I think eventually I would like to have a conversation about how we're going to expand this to address what's happening online and its social media. You're talkin about reporting incidents this before a crime happened, but as you were speaking and clearly those letters boxer telling stories about the tree of life. I mean, these are planted these are being planted in ways that maybe we can't reach but how is it that we can make it better through this work that that all of you have done here, so I just want to appreciate you for that and and thank you. As someone who has represented an immigrant community that is very diverse Chinatown in particular was subject of a real shameful. Of hate crime that it was devastated for a community when we have people on the highest level of government referring to a China virus for instance and spreading all sorts of amazing formation that in a left turn it down by one point almost empty. The consequences of hate speech and the consequences of hate crime. Definitely is a call of action for elected officials to act at a high level of integrity and I do think that this is an effort to make sure that we have Dad and I we have tracking a what is actually happening in our communities in front of the committee not too long ago and Sherman. I I appreciate that you allow the discussion and I appreciate that. There's also a representative of the lgbtq community are we have groups literally account to terrorize patients who are looking for abortion ceiling should see the Chicago Riley for Riley's or legally. So unfortunately we have individuals. Come to the city of Chicago to terrorize a residence because other policies and laws that have been democratically implemented in the city of Chicago. For the more instances of xenophobia and anti-Semitism Slama phobia of hate crime. Also go inside with a huge increase also on the interests of white supremacist in or neighborhoods. We have even churches that can vandalize. So I appreciate the the ordinance redefining hate crime vandalism and adding that the commission of human relations as soon as thing is critical for us to look at this with data and also calling on our institutions to its highest level on the highest standard of integrity and care for a residence i-41 continue to be appalled that we got a white supremacist groups. Still in North Chicago Police Department despite of having a hearing in this very same floor months ago that puts all residents at risk. So I support the revamping of finding not on the funding, but I had a good mechanisms for the commission of human relations so that we can prevent issues and crimes that have been devastated devastating to our community. So again, I woke up and I shared multiple times. Why we must be equal in front of the law something that continues to be a challenge and I do think is critical today that we start a conversation, you know anything. When we Define hate crime. And we are making sure that we are in front of the law making sure that we are treating people as human beings. The dehumanization of people is at the root of a lot of these issues. So I finally end up with supporting these I'm making sure that we are highlighting the tragedies that are running front of us. So I'd be remiss and if I don't mention the murder of a six-year-old kid, would he buy you mean was it stopped 26 times? 26 * it is a miracle that your mother is alive. All these incidents all these hate crimes must be not only investigated but the root cause of all these also must be transferring and explain to the public. So I appreciate the tracking the delivery and I want to make sure that we fully fund these efforts and we work with experts. They could also be done anonymously. So for those who have concerns about their database to track you can submit the request without any of your data being there.
