That we are required to have under the ordinance that authorized the temporary and the permanent Casino. The ordinance requires dad valleys provides quarterly compliance reporting to us, which is really required because we have such a large investment in this casino the temporary one that has been built and the permanent one that will be built. They are required to report quarterly to the city. The city is then required to prepare a report quarterly to the Contracting committee and appear once a year to present that report and the details of their ongoing compliance. I am joined here today by the Commissioners dpd Transportation housing and the chief procurement officer to to provide this report and and meet our obligations for this annual hearing. If I was a few items were going to go over today. I'm wearing the first I was talking about the design and construction jobs, which is really the the renovation and the build-out of the Medinah Temple. We are also going to talk about the operations jobs relative to the initial reporting. For the for the temporary casino at the operation spend and the future outlook where we will be talking. About the permanent casino that is expected to open in 2026. The opening of the temporary Casino in the Medinah temple on September 9th is only the beginning of the casino project that renovation which was about a forty million dollar project has created a casino that has about 1,000 gaming positions. It's going to be open for 3 years and in 2026. We will see the opening of the permanent Casino which is a much larger project the permanent Casino. We are estimating about a 1.7 billion dollars in class. It's going to be much more than just a casino. There's going to be a hotel restaurants other amenities Riverfront access, you know, a large Plaza and Park area. It's going to be a really wonderful addition to the city that's going to have about 4,000. Gaming positions significantly more than the Thousand at the current location and that will be permanent. We will not have both the temporary and the permanent open at the same time. The temporary will close when the a permit Casino opens. The goals of the contract of the HDA. We're really to create a situation in which both casinos were built and designed by Chicago Ones to benefit Chicago the design and construction goals that are in the HCA are there to ensure that the casinos are built by Chicago business is that they employ Chicago residents that they meet strict requirements as far as mb&w vehicles and that we continue to see once we move the operation those operating Jobs go to Chicago residence and we see the businesses and services that valleys requires that those contracts or operations been in Congress. Also be filled by Chicago businesses and Chicago residents. We work very closely Pat with a lease ensure. They meet these goals and we have continued to work with them to ensure their meeting them going forward in the operations, which we'll talk about it in more detail of the temporary casino and in the construction and operation of the permanent Casino. So Chicago Community Builders Collective was established by a Consortium of firms other listed below on Brown Bowman the escoto Livewire Millhouse Powers & Sons Rite-Way Higgins. Ujamaa. Those are all minority-owned firms. Also sqn Associates is a w b e n n i m b e for this project. They've been recording as a w b e and then gilbane building company as well. So that's the vcbc Consortium that's been put together for both the construction of the temporary Casino or talking about today as well as the permanent Casino. So by the Numbers here They provided of all Outreach per quarter for the temporary Casino. We're at quarter number 3 report that was provided to the church are a few weeks ago Outreach and engagement and sponsorships Outreach sessions. I think they'd contacted over 50 firms are also looking at the new hires at the bring it into the workforce. So the city is expecting that Bailey is in a c c b c continues to expand on their Outreach for the permanent Casino work with Chicago firms to provide opportunities to build capacity for Chicago in The next slide is there reports of please note initially hear that the dates are from June 2022 to July 2023. I'm so this data represents about 80% of the temperate casinos construction. They have utilized a diverse team for the build-out of the temporary Casino. They are exceeding their MB eagle and slightly. I'm just below the wbe go remember they haven't reported yet to do the remaining of the third quarter and then into the fourth quarter that they still provide us their data legs a bit because of those are reporting requirements and the way that MBE wbees report, which is after the work is completed. I'm for your awareness to the primary differences between Hispanic and African-American numbers or do the primary architect for the temperate Casino being Hispanic Hispanic firm along with a few larger of the construction contracts. Also being Hispanic, but overall we're looking at about 16% African-American 26% Hispanic and 2% in the Asian. next I'm in Burnet. Is 16% ice 11% Thank you. So this has a different date. So please mind that as well. This is through September 2023 again, the way labor hours are reported that's more in real time than are the expenditures on the contract so that this data goes through through September 2023 who's been around 150,000 labor-hours totally at the temporary Casino of that the city of Chicago residents. The target is 50% and they're at 54.74% and the seed of residence which are a subset of the Chicago residence there at 15.2% and they need to be a 15.5 of them. They have another report yet for fourth quarter. We expect that they will be achieving that number. And then the next flight here actually shows the seating map of and we can share this with others are interested to have a copy of the Cita map. I'll pass it to the Outreach and operations John Patrick, thank you. This includes the operational jobs at the temporary Casino many of which are open and being out and being filled by residents of the city next time, please Bally's focused on hiring a diverse Workforce for the temporary Casino ballet Chicago team hosted two job fairs for opportunities at the temporary Casino one at you. I see another at McCormick Place. We're over 500 and 400 individuals respectively attended to learn about opportunities. Bally's in partnership with city colleges of Chicago also offered free of charge table game dealer school training for Chicago and without prior Casino background have the opportunity to obtain training to seek those positions. Bally's hosted many dealer school training information sessions around the city might be hard to read on the slide, but that Harold Washington Community College Malcolm X Community College Harry S. Truman campus olive-harvey Jesse White Community Center the Bally Chicago offices Chicago and Refugee one. The valley Chicago team also utilized Community Partners and targeted area demographic efforts to recruit for the Chicago Casino. We expect Bailey to continue these Outreach efforts during the time of the temporary Casino operations and through the hiring for the permanent facility next I please. Thank you. Valleys has hired a diverse Workforce and have exceeded most operational job goals their 753 operations positions filled 82% minorities 40% of which are African-American 24% Hispanic and 10% Asian. 53% or filled by women 10% by persons with disabilities and 61% of all those hired are City residents. Bally's is below the veteran goal 3% compared to the goal of 5% but we will continue to work with them to improve on them on those Outreach efforts will also be supporting Workforce Development initiatives for their employees including internship programs tuition reimbursement and in Management development program. These are long-term positions with Bally's that should carry over to the permanent facility is that I will hand it over to the operation spend. Great. Thank you Leslie on the reporting side. We like to discuss operation spend at the temperate Casino. These goals are related to sourcing of goods and services for the temperate to see no operations examples include Professional Services purchased the materials Food & Beverage office supplies and repair and maintenance. Bally's reached out to approximately 50 diverse suppliers on prior to the opening. However, they will need to continue to expand their Outreach to meet their goals will see you in on the next slide and it will take time for Valley established and stabilize a diverse sourcing that work here in Chicago. What you want to go to the to the next time please? So if you see me standing in the dates are July of 2023 to September 2023 who really were talking. Mainly September's this is just getting ready for the casino opening cuz all of the construction all of the scope of work for the temperature Cena would be falling falling under the construction numbers. This is only for I'm non-gaming goods and services. And so they've spent 2.47 million dollars their MBA spend. Their goal is 26% or MBE and 10% for WBEE 2% for people with disabilities and 3% for bedroom. So there are are laying everywhere but in the wbe I'm as you can see. So the rent one of the remedies here is our plan is still ask for them to provide us a schedule of purchases so that we can better understand and and assess where we can of identifying and Outreach to more mbwb envee businesses. And also again, they have not reported their fourth quarter and in September when they open the September 9th, the restaurants were not open so they were not part of the what they reported to us for their goods and services been so we anticipate I mean in the fourth quarter and as you can see the diagram at the bottom very little spending of purchases for goods and services in July and when they ramped up just before opening and there is some 30% a ramp up in September. So we anticipate, continue to increase both in fourth-quarter for getting the restaurants and everything up and running and getting all of their paper and pencils and everything in order and then going forward will be more of a normalized spend. All right. So moving forward. We're taking a look at the future outlook. I think as we move forward the Departments that are here today are going to be very focused on continuing to work with Bally's to ensure compliance with the goals that are in the contract. We're also going to be very focused on the Outreach efforts are going forward with the permanent Casino in particular, you know, we're really focused on the lessons learned from the temporary and taking those Ford and so Outreach and utilization as we move towards construction of a permanent Casino are going to be something that we're focused on working with valleys with we also were To make sure that we're addressing any industry and certification barriers-to-entry for our businesses that want to be able to participate in the construction process. I going forward. This is an important step that will help make sure that those vendors are ready and able to get involved with the construction process or with operations going forward. Lastly we want to emphasize. This is really only the beginning of a long process of both seeing the operations of the temporary Casino the construction of the permanent and then falling at the operation of the permanent Casino. We still think there's a lot of room to improve and grow but we are really pleased with the successes that we've had already with the amount of contracts construction contracts. I'm going to wash Chicago businesses and with the employment the long-term employment opportunities for all of our residents are at the working at the casinos. We do look forward to working with all of you going forward to make sure that they are heading there hitting or exceeding their compliance calls, and we will be working closely with valleys on that as we had mentioned going forward. So for our standard a regular Department of Housing Department of planning and development construction projects, we do allow Professional Services and be encouraged to be part of the Remi w b e I'll have to check with the law Department in the agency a contract with Bally's cuz it's it's more defined on window in there. I want to say that while I sent you the one with me it is we didn't anticipate the temporary casino to create any notable traffic impacts of Citywide significance, but it's up a local destination and its operating and within those parameters we have done some Chris Rhea observation of the patterns and close to coordinate with oemc and about as Frontline folks manage the curb to stay ahead of any emerging pattern of the riches with the temporary site with the permanent site. They are still within the design phase. And so we work closely with dpdc. Especially finalizing the site plan Valley's is part of the I believe it's codified of the HCA as well as the planned development process have various Transportation infrastructure improvements that they are required to deliver a part of various phases of the site development those mostly Who's building the street Network on the so-called former Tribune site and see clearly Jefferson Avenue, which would connect from Grand to Chicago and specially be the main street as well as a number of traffic signal improvements in the area either modernizing existing traffic signals adding new traffic signals as part of their site as well as technology operation the greater Network. So there's kind of activity of those signals. So certainly has those later stages of permanent Casino Bill's Outboard. We can provide relevant information through the committee right now. They're still in the design process of those Transportation infrastructure Investments for the permanent site. I mean as you speak about it makes me curious are we going to be tracking it all the modes of transportation that both patrons and staff used to get to the casino. I think particular I think we had a significant percentage of Casino staff who are individuals with disabilities making sure that as we you write large this Workforce making sure that their needs are being taken into account. Certainly something we can look back through and get coordination of the cfo's office looking into that with ours. Was it have any metrics related to how their employees commute appreciate that?
