The department has received several requests for additional office space at the two North LaSalle building to accommodate filling Personnel vacancies. This amendment will allow the use of Suite 900 which has approximately 16097 square feet at $2.25 per square foot or roughly $36,271 per month, which would begin July 31st and 2025 upon occupancy. This will allow offices for both the department of environment and the community Commission on public safety and accountability. Both departments are feeling existing and new positions and office space is needed for additional staff. The landlord is providing approximately 10800 square feet of temporary space on the 16th floor for the ccpsa to occupy immediately upon approval of the amendment at no cost. Are the second to North LaSalle is located in the 42nd Ward and we've received no objection from all the Riley. So we probably been both the building if we've been in 2019 and we now in 2020 what three bout to be 24 that is a lot of money to be spending on his face I cannot and can we see the face is you you have to slide to show us what it looks like cuz I need to know where we're getting for this amount of money right now. The ninth floor is currently being used or it had been used by a law offices. So part of the cost of renovating the space. So it means the city standard uses on a building. So we worked with the ccpsa on finding a location for them that met all their requirements and because we'll special requirements and this is please don't take this this personal what what does the spice give them or require that they need to do their jobs? Well, they wanted to be in a downtown central location so that they'd be centralized to do the work that they do and be able to reach all the neighborhoods conveniently, but I can certainly get the list of items that the ccpsa was looking for and get that to you through the chair. You know as well. But the city's already occupying the building. We already have Annalise to be into the space that don't make me feel better. Lots of money that worth spending on a space. This doesn't include Furniture this on the cool lights. Your gas is included in that am I correct that include the furniture it includes Furniture cracked out when we got rid of our lease at 30 North LaSalle to move to 2 North LaSalle was that they would do a build out and get furniture that met cities standard of biblical carleone. So we got to stop letting people take advantage that we are the city cuz I'm pretty sure everybody that live in the building ain't paying $36 and $36,271 a month for space. I would love to see what everybody else is saying. I feel like people get over on the city when they see that we need space and we just allow it. So I understand on that level why we're doing this to North LaSalle. Is this the same building where see. Currently has their office space in its day. We have different parts of the law department and I guess is located. There are some parts of the Department of Housing is located there. We've just moved people from the DePaul agreement which is expiring this year. So I the ighty group has moved there and finances moving there this weekend and next weekend. So we have an extensive plan that was done in 2019 for city offices to be in this building. Let's talk about it. So that that's why I particularly particularly for the Department of the environment. This building makes sense to me for them because their work is essentially collaborative having them just blow us away from see. Having them 200 ft away from the Department of Planning and Development from the mayor's team that that's how it makes a lot of sense to me when I see 225 / square foot frankly. That sounds like a steal for me for like what I'm paying in my ward, but also knowing the cheapest you usually find on average is around $15 a square foot $20 per square foot usually in my ward. If you're looking to open a restaurant you probably looking at 25 to $30 a square foot for triple net leases. And so toothpaste off of bad feels like a good deal for the city. I'm just speaking to her and I understand that the idea that we we should be operating out of our own. physical spaces, but I also know what What residents would probably be saying if we were looking to buy this property? Because we would be buying in a pretty challenging Market given what interest rates are I know that we just had that conversation over the past 60 90 days in Council when we buy a property we're taking that property holy off of the tax rolls and I understand where the argument might be for residents against that idea. So based off of what the rims are there would be commanding based off of the co-location of other City departments in this building I can understand why this would be a favorable night. My only real question is what what are the consequences of us not moving forward with this lease expansion now like what what is the impact for these departments and teams it would impact their hiring because there's no place to put the new Personnel currently. We have the ccpsa on a floor on the seventh floor at 2 North LaSalle. They're sharing space with bacp DPS and the office of climate and environmental Equity is going to be the department of environment and there in like a bullpen environment. And because of ccpsa does have sensitive phone conversations. It's very difficult for them to perform their duties and the current situation which is why I feel We were very lucky that we were able to get the building to give us the 16th floor while they build out the 9th floor that matches the existing City standard as well because we we can't come out here as counsel during these but to fearrington site. Why aren't you hiring were quickly? We're glad for these positions and then not turn around and give them the facilities that they need to be able to do that work so that those are the questions. I just wanted to be us before we we potentially motions paper because a lot of different departments have come to me asking for more space because they're hiring more personnel and don't have enough space to use them in the other person's Taylor point is how to evaluate the space that they already have and make sure it's being optimized and being the most efficient. I want to ask who are who's the broker on this stuff who broker says do we do our own brokering on this or do we hire firm to to go and find these places in negotiate these deals for this particular deal. We worked directly with the building and with jll because we are doing the fit what we call Faye's to remove the rest of the people out of DePaul into this building. And so we already had an existing team working on that and doing the king. Section for that and so this team will then roll into this is a Space 3, but typically if a department contacts me streets and Santa's recently contacted me at finding them a facility. We use the task order and we used we hired a cvre to help us do brokerage services and they help they act in the city's best interest in negotiate the best deal for us. Okay, then their mother questioned the spot to mention triple-net leases right where you know, you paid the rent the taxes utilities all that stuff. Do we as a government body? Are we included in the back portion? Of of a lease for the rentals we do end up paying the property tax bill the landlord Ezra laid it on to us. I'm so we actually want to be prudent with respect to that and I think this questions like this and its situation. I just can't believe you waited. If we handle this from a business standpoint and present the business case in my previous life when I went to the CEO and ask 150 million dollars for a new build out of our it Department. I had to make a business case. When is going to give me a hundred fifty million dollars to do it and then I had to check in to ensure that I came within or under in a war if I need if I went over I had to make a business case for I think that would help us a lot and then it'll leave out our opinions about oh, this is a good price for all this. Is this all this is that so that that's that's what I would like for me. I would like that for my colleagues because a lot of us don't we come from different backgrounds in our Acumen is a little different we all have common sense but a lot of this goes well beyond the common sense if it's about transaction and in and we need to be able to to have the numbers in front of we need to we need to have the the different aspects of why we need to do this. Why is it so much how much square feet is there other options, you know, and and when we have that information, I think we can make a better decision and we won't get held up with this back-and-forth. So I'm asking for I know it's going to get it held so in the end in that time frame, can you do your best to give us the best? Case for a to make the best business decision possible for the city thank trim or now we can provide what you know part of the challenge is to provide a summary and the presentation without giving too much information, but I'm happy to provide more information as well. It is irresponsible for y'all to come to us and say spend this type of money because you all have not provided the space and I don't care who you got in that building. Jesus could be in that building was always spending on it and I would love to see what we spend rent on every Department that's in there cuz it ain't enough to have a just a shiny nice building. Okay, this is a a project with Over the Rainbow Association and Lake View Lutheran Church the architecture Dennis Langley if we Smiley Wiese contractor powers and son and then in Decatur and and lender is well over the rainbow is an organization. Okay, babe. Over the Rainbow is an organization that was founded in 1970 for its mission is to develop independent housing for people with disabilities and provide funding for the residents Social Services as well their first building to be built with Belden apartments in Lincoln Park in 1982. And now they have / 236 units in 15 buildings across Illinois. They're based in Evanston, and they're the Region's largest provider of Housing and supportive services for this targeted population. I rearranged my presentation while I was waiting, but I did not I did not decide so you just go back to the projects. The project is currently the site of a Lutheran Church and the adjoining parking lot. The plan is for the Lutheran Church to donate their property to Over the Rainbow and get donation tax credits from Ida. The church will be torn down and a six-story elevator building with 37 one-bedroom units affordable to Renters of 30% Ami or below will be built all the building. All the units are for tenants with disabilities mobility issues and they will all be fully accessible and they're all going to have project-based vouchers from c h a don't have access to Supportive Services and there will be 12 parking spaces. It's located in a Transit Rich area for near the red wine. And so they can benefit from the Tod parking guidelines. This is a Ariel of the site. The red building is the red line indicates the church in the parking lot and it's across the street from a newish police station. This is a picture of a church. I mean that sort of empty looking area is where they're parking lot is. financially the project is going to be largely supported by Ida. A little bit small, but I just going to be giving a million dollars and permanent loan funds are going to give 7 million and 8 a trust funds. There are going to issue bonds, which is going to generate tax credit equity and the city is being asked to give up to 6 million $350,000 which includes a home loan of about 5.8 million and then some money in Chicago recovery funds. The total project budget is 31332300. + $67. Our request is to approve the 5.81 million in multi-family loan funds. So I wanted to give you a call but why it matters here so currently our system for financing in Ironton 4000 involves a variety of different decentralised tools. If you have a an Oracle database who have an old database from a stink the late nineties that holds some really old projects in financial instruments in there. So we have a lot of demand for affordable housing. We have over 25,000 units above 450 buildings in our current portfolio and that continues to grow investing in a comprehensive software solution will not recognize the Department's efforts to develop Desmond priority is a financial analysis tool in here also to the market and maintain our initial orange. Sorry internal processes including Our annual reporting that we do through any owner certifications physical inspections and Records on this will be our repository for the federal government. And for the IRS. Why were here cuz this is a unique request. I work Wireless offer system again to modernize our in to monitor our on current functions and are expanding the affordable housing portfolio on the city has a Contracting Authority the purchase Technology Solutions using a third-party broker of cdw-g computer Discount Warehouse for government. So that is a DPS department Human Services contract. However, we have not to school choir the software. We also need to purchase implementation services that are not covered under the CW's Contracting Authority. So because of that on prolink what does providing those if implementation Services we are here to seek Authority from this body to contract with prolink. And so I can work here in a unique situation because CDW does not provide 100% of what we need. We need an outside party prolink to provide us with the implementation services and the law department has the dress is one of several paths in this is the path that makes the most sense. So we're going to fold at the front of the full body here at housing real estate and all those who Fall City Council approval. So we have full transparency in our process. Backgrounds of the purpose of this request again has to sleep already stripper cheerleading permutation services from prolink the acquisition of prolink. Mhfa bosses the full name of the housing Financial software that will modernize financing and compliance monitoring functions required by hot in the IRS the software contains proprietary modules that will only prolong Services can Implement and again note that the software license is being purchased under cdw's blanket contract authority to buy Technology Solutions. The background I'm here prolink is a colorado-based company that provides to tackle the affordable housing Finance industry to efficiently allocate Capital managed assets and maintain compliance. They offer industry-leading technology and Enterprise to automate business practices and improved at accessibility on this is a dynamic. It's in the cloud system and at his Dynamic reporting that we currently don't have as well just to name a couple of agencies that are using this the state of Wisconsin, New York, Michigan and California are all using the system. Here is a list of some other on customers as well on there's a couple different from from Wisconsin and it's which typically the the state Housing Finance Agency on that are using is cuz those are the light at agencies. We're unique again because we are have our own on allocation of funds on the beds as well as I attack as well purchase details. This is a $221,835 request for implementation for for this year. Again, the scope of services are project management Services doing kickoff meeting client environmental set up on business process review merely had a Consulting the dinner business mapping for us, but it's now taking that risk this process and implementing it through the work flows into the system application template mapping data migration virtual training. All of this is all part of what we will be receiving for this initial funds. Are we are finding this with the Chicago recovery plan funds and those funds were allocated and were part of the capital plan that was done. I'm a few years ago for those funds. So they're all they all have their own lightech on low-income housing tax credit funds as well as they have home investment partnership funds and that's what the the system that we have his it's designed. I'm annual fee all of the software companies require ongoing fees that way if you have a glitch in the data anything happens there on retainer and they they fix that they update. It's all part of the annual Services contract. So that we need to somebody else cuz it just looks like the me if I'm I'm looking at this be paying $221,000 and then it's over but then I also see how long is the contract? That's number one what happens if it doesn't work are we we stuck with this because we signed the contract. So many parts of the answers so looks like our subscription cost running in the the midterm elections. It kind of goes down and starts out higher in the beginning like three hundred eighty thousand a year and buy 2027 Redondo just a little over three hundred thousand a year and that's about comprable but we're paying currently with the current system that were using cloud-based system that we had. We had built custom for the city and that system does not have Dynamic reporting. It doesn't have a financial tool. It doesn't do construction management of so, it doesn't it doesn't have a cloud as it's not accessible to to any of us unless you're in the in the city at you can't even access it from home when you're working from home. So it's an Antiquated system versus this system is really built for a financial tool for financial analysis both on the front end of projects. But also on our asset management when property owners are coming in to be capitalized. We don't real currently. It's all like spreadsheets and I'm using other systems to look at Financial records in to help us under right and Andre capitalize projects is really what labor-intensive house on the front and we don't have that ability to use a dynamic software to cuz we don't have one. But you just stated that we built our own so why are we not rebuilding on what we can we built ours really a repository. So it is it satisfies our route records retention requirements from hardened IRS. There's some minor kind of like reporting that we can do. So like tracking tracking the properties by whether they are in compliance with their annual recertification or their records inspections are physical inspections. We can do that but we can't produce Dynamic reports. We also the current system is very manual. So when it when it goes from a home affordability. To a tax credit. To Extended use. Is different reporting requirements and oversight requirements. So we have depending upon the funding source and whatever is the most restrictive funding source of the time it's all manual right now. So if we get that wrong, that's the potential finding so it was nice about this. Is this all that System just manages it that way but they keep he's that that you'll hear the staff talk about is really the financial analysis tool in the ability to to review perform has to do a better job of underwriting as well as when we have managed our older properties to look at their financial situations with what's going on with their operating income. Their capital of Revenue reserves accounts to really get dug. Check on the health of that of that property management company and also to determine whether or not I know they're worthy of the capitalization and how much money we should be getting back with forgiving on her loans or not. So to build off with some of the points that genre's he reference the current system that we use now. It's a legacy system that we did build custom to fit the work of the department when we were Consolidated with the Department of planning as well. So it's really that existing system is built to serve other needs that are not necessarily specific or housing an ongoing monitoring and in compliance reporting like Jim spoke to and so this system was selected in particular because it it's It's industry-standard in our analysis of what other housing agencies that are similarly situated like us hope you know Chicago is unique in that we have tax credit allocating Authority most local housing agency job has bad. So we're basically kind of peers with other states. And so and looking at what other states use they use this system. There are two other sort of Mainstay competitors or they use nothing at all and just have sort of a combination of spreadsheets which is kind of what we're doing. Do we have spreadsheet that we have the Legacy system that were using none of which adequately serve our needs and so when you all have questions about how many units are here and when do we do this at we're like, you know kind of scrambling we do our best and we are thorough and professional course, but this system would help us centralized that information and readily provided and so like I said, they are Industries. Our players and what that slide showed up all the different state logos. Those are the other state housing tax credit allocating agencies that subscribe to the systems are there. They are our peers independently sort of directly spoke with other state agencies that are about the size of Chicago and terms of their portfolio and their production rate and they went through an RFP process. That's practically hands down voted for this solution as opposed to the other two main staying competitors and what else to say about the other two primary competitors from our review and our analysis of how those systems work there better serve for our sister Agency. For example, like a Chicago Housing Authority or agencies that issue belcher's we, you know have tax credits. We have home funds and our own corporate funds that you know, we Monitor and have our priorities around silver slightly different from what the needs armies are slightly different from what the other primary competitors cater to this squarely focus is on our tax credit peace and can help bolster our ability to analyze the projects that we have in and evaluates Austin and these kind of implications as well as to the ongoing compliance. So instead of me just calling you there is something that I can go to and I can look it up. And in the vendor is here in the audience today if you have additional questions as well, so that's the product itself, but They also have to like implement it and put it in our machines and help us get our policies and protocols align so that when we when the systems on our computer, we use it and user correctly. Right? And so that tastes like a 12 month process. So what we're here today, or if I get city council approval to purchase but implementation Services. Where is CDW has the authority to purchase the licensing and software? So when the software was purchased we knew we were going to have to come back and talk about this the money for their implementation plan. But that's a that's a good question. I hope I answered this correctly. So the authority that CDW has they had that long time ago right now. I'm sorry, but purchasing Proline we knew that we were going to come back and and or or or was it decided later that we were also going to pay them for the implementation of the new that was going to implementation. I don't think we knew that we needed to come to this body to ask for approval to retain Pro Link services to do limitation mean obviously a meditation was going to be part of it because it's as if they just stated right that's getting that set up a business. Lowe's getting set up and Smith on our Center systems if we need some things moved around so be more user-friendly that's all part of what they'll do and make sure they were using it correctly. So that's what we're Asia and others that are the experts that are the users and they'll be working with the team from prolink to to put together the implementation and to make sure that things are functioning the way that is actually are all as our process cuz different states may have their process a little bit different that you want to become a part of a new renewal of license going for it and you anticipate that the company will You come back and train more and if so, would that cost us? What was your idea about that and don't anticipate that but only in the annual budget the dollar amount will be in the annual budget currently is for the current promise as soon as in the annual budget that goes through the full budget. So if we didn't need to like all we want to add something else or there's some new technology or something that we would add that disturb you with a bunch of processing typically feed them Avenue that we would take. Okay, that's okay and we talked about the Legacy system and I get Oracle did Oracle have an opportunity to, did they have that process the oracles to Legacy system. It sounds like you trying to knew that they wouldn't be able to carry the type of scope that we need to go on Ford and they have an opportunity. You just cut him. I'm good afternoon, Michelle Lopez by Sir Mitchell and members of the committee. My name is Maura Macaulay. I'm the managing Deputy Commissioner at the Department of Family and support services. And I'm here to present on the reauthorizing ordinance for the flexible housing pool. The flexible housing pool was created as a funding pool with shared goals and operations to give multiple systems that are traditionally operated in silos the opportunity to join together to leverage resources towards the shared goal of housing vulnerable. Chicago wins is a permanent Supportive Housing program that is funded through public-private Partnerships. It was really originally designed to break the cycle of homelessness and improve housing and help out individuals who are frequent users of the homeless Healthcare jail prison systems and other crisis systems in Chicago and Cook County. We recently expanded the facts about housing pool to serve young people and families impacted by violence as well as returning residents from the Illinois Department of Corrections housing pool launched in 2018, when the city council initially authorized the ordinance to create it the flexible housing pool as a permanent supportive. The program provides non-title limited Financial or rental subsidies wraparound case management and care coordination. The care coordination comes in partnership with hospitals and Healthcare systems that are referring their patients to the program employment education Mental Health Services, the apartments come furnished and then obviously linkages to other community resources of households need to maintain their their housing stability. The initial authorizing ordinance was approved in 2018 and it does ignited the city via the Department of Family and support services to enter in the contractual agreements with the with a program administrator who was selected through a competitive RFP and any additional funders. So this new ordinance is essentially reauthorizing the flexible housing pool as a as a program and allowing the city through the Department of Family and support services to enter into new agreements to continue the term of the program. In terms of funding the city was the foundational Funderland the flexible housing bolt pool was created and the investment has grown over the five-year term from the both the city and from multiple new systems that have contributed funding to the to the initiative. We have six million dollars in corporate funding that has been allocated in the 2024 budget. This was a $500,000 increase over 2023 6.6 million and a RP funding to support young people who are referred by the DSs can program to support their housing stability. And then the the facts about housing pool leverages funding contributions from another a number of other systems and investors these the groups that are listed up here have contributed to the facts about housing pull over the course of The Last 5 Years. I'm and so far with the city funding and with the additional funding that other systems are contributing to the flexible housing pool. We've allocated about $49 over the last five years to the program. So the goals of the flexible housing pool are to improve health outcomes reduce cost on public systems House people as quickly as possible. So this was really created to be flexible flexibility means reducing as many barriers to housing as possible. To get people in the housing as quickly as possible. We know from our work with people experiencing homelessness when they're ready to come inside if we have to house them immediately because the opportunity you might pass people are moving around and it might be hard to connect with them and it's just really important to their health outcomes and their well-being to get the palace as quickly as possible and then of course promoting long-term housing stability, so I'm excited to share that we have placed nearly 1,300 people in the housing as of October 2023 this include 738 household 343 of those were youth-led households. 97% of households are retaining their house there housing for at least 12 months. So that's a really high housing retention rate. We are also engaged in an evaluation through Cook County Health which found that the clients who are housed with the facts about housing pool experience lower mortality rates and reduced risk for jail registrations emergency department visits and inpatient treatment and with the reduction in the utilization of those Services. There's an estimated 1.4 million dollars and cost-savings on public systems just from the early part of the program so that evaluation Continuing but those are early and promising findings for the program. Can you explain to me how we work with Cook County? Sure. So cook honey. How about housing pool? They've contributed to housing they were one of the original contributors and help us design the program. So they track people's housing status when they come in for Care at any of the county hospital any of their satellite facilities including the Cermak Health Care Services in the Cook County Jail. When we originally started the program to identify individuals who were really high utilizers of systems. We did a data match with the homeless management information system. This is very wonky. But they the way that we identify the patients in the first cohort was through the state of match. So we identified a list of of individuals who qualified Outreach teams were assigned to help locate them Cook County Health did things like put trackers in their system. So if one of the patients showed up at the emergency room, they can contact one of the housing providers to say Hey, you know more McCauley is here. She's ready for housing. They also are providing the ongoing health care and care coordination. So they work with the case management team to kind of keep that Continuum of Care going. Why is it a maximum five-year extension? Why why was that Max put on? At least that's how it is. It is a five-year term. That was really the that's the typical tournament contract that we enter into. So that was that was established program is being successful, which it is in five years time to hands depending on who is sitting here. We would have the opportunity to extend it right? Could you repeat that a center for housing and health? Where they located are located in the loop, they do the housing management and pay the rent and do a lot of the landlord locations, but they partner with 20 different community-based organizations to do the Housing Services. Okay, and the six million dollars from corporate funds for next year 6 million and up for next year. How much from the private people for next year? I would have to get get that to you the chair for you. Okay? And then the last question I have is these services are new arrivals able to access the services? I mean and have they know not in as it not as of as of this point, really the focus is high utilizers for the for the adult population. People are being referred by the hospital or the Illinois Department of Corrections for the Youth population are being referred to the scan program. So they would have to fall into one of those categories and in order to get referred to the program. Okay. So this is because some of the same resources that are offered two new arrivals through I think it's Life Center. Is the same kind of services offered here and I just want to make sure we're not double-dipping. It's a separate program. Thank you.
