It was incorporated into the 2022 budget that poop for the pilot program for one year and here we are one year plus later and I can tell you that based on some of the information that I've been able to see and which now the members will see it was a successful program. and I think And I think something that at some point the bodies to look at re-establishing offer 2024 moving for so with that I'll turn it over to the DFS staff who can talk about the Garrity basically computer program of the city that had embarked on. So I am the first Deputy Commissioner of the Department of Family Support Services. My name is Jonathan Ernst Mark Sanders the second Deputy Commissioner of Workforce in human services. Okay. Okay, so that's why I'm so So quick background, so this program was to provide up to 5,000 low-income Chicago household $500 a month for a period of twelve months. We got an extremely strong response with a three-week period that the application was open. We got 176,000 applications and I think that they just really speaks to it to the need out there. the program really that the basic requirements that was that the household had to be in Chicago had to hey. had to have a member over the age of 18 and the the family income was no more than 250% of the federal poverty level and then also because of the source of the funding the family had to attest that they had experienced some sort of economic hardship from covid. What? one want to start with a sort of a a story of one of the participants, so the This is one part participant Zendaya was a mother of three is a mother of three living the far south side of Chicago. She has a full-time job working nights in addition to that. She picks up to extra shifts every week to to make and meet ends meet because of that. She's not eligible for other public benefits. She does make ends meet but really she's in that situation where if anything goes wrong, she's not sure where she's going to be able to come up with that that the additional funding that she needs when when we spoke with her early in the pilot. she She said that her go. She said that her goal was to catch up on utility bills pay off some of her debts and repair her credit and that's sort of a story we're hearing throughout. The people are really what they're trying to do is just get their feet back on the ground. fine Fine, so go into the goals of the program. You can read here provide Financial relief improve just the residence while being transformed City Human Services. So that's really weird looking at a different way of providing support very different than most of our federal and state grants allow us to provide support and then the fourth building a field to practice that's really around. I'm this is a movement across the country and we are one piece of that providing a really significant data around what successful what isn't successful as as programs like this move on but those three words their flexibility and efficiency. That's really what this program is about giving the individual the choice on how they need to be spending their money. So to pull off this program, we we needed to make a number of decisions upfront around things like eligibility Target a participant's the population we working with and so brought a whole group of of of parties together to do that cuz he appear a really really 37 member Advisory Group that included City leadership Community Advocates policy experts and people with lived experience. And so that's a visor Council along with the UC inclusive economy lab Harbor government performance lab and then our partners we aren't we add to our peace one for the administration of the program that was awarded to give directly and aid kit and then we had another RFP specifically for the community outreach portion of this and that went to YWCA of Metro Chicago. So this this group met regularly to really make determinations on what you see in in the Triangle to the left of the learning agenda the eligibility of the program how we're going to perform the Outreach activities and ultimately the lottery that we do Design House Designed how that was going to work to actually make the two selections. Give me that. With that I will hand it over to mark. All right. Thank you. So the important thing about that The Advisory Group in the spirit of collaboration that happened throughout this process for me. That's one of the main things that made this program. So successful. I thought this diving into the eligibility criteria that Advisory Group weighed in on whether or not we would make sure that the household income level fell at 250° percent of the federal poverty line for a little bit of context family of three at the time that the pilot was launched that was $57,575 for a family of three 33975 for single resident and soul just to expand a little bit more when you think about the treasury, they allowed for 300% of the federal poverty line we chose to leave it at 250 just so that we could be clear that there was a wide variety of end. Do that. Shows that were participating in the pilot, but then also making sure that the researchers could see how this program would impact different people at different income levels. And then just to show how that 300% still just shows that Gap Zenaida the individual that we talked about earlier. She would not have qualified for most of our programs if we didn't raise it to that 250% level whereas for a program. We usually keep it at about 50% of the area median income right now. We've been able to raise it to 80% of the area median income. Just leave the lot of families out and so if we would have left it at 300% of the poverty level if you had a two-income household that was making minimum wage working full-time. They still would not be qualify for the program because they would be right above right above the 250% threshold yet still under the 300% poppy level. So just to give you some context as to the type of families. eligible Eligible for the program where the individuals at still weren't able to participate next light, please. It's all we think about the application requirements. We wanted to make sure that they were both barrier and burden conscious. We wanted to minimize the burdens by making sure that applicants can start the process come back to it whenever they have questions. They had a pre verification process where if you just input certain data points about yourself you be able to I know immediately what? Know immediately, whether not you qualify for the program and then make a decision on completing that application. We wanted to make sure it was inclusive and Equitable. So we chose a mobile-first platform. I wanted to make sure it could be self-administered or existed. Like I said many people had several questions about the process and so our Outreach teams were located throughout the city to make sure that individuals that need to come in to have their questions answered about the application. They could do that with a local organization or person that they trusted to help them complete the process. Finally. There are we wanted to ensure he's a verification. So the mobile documents that we need it for eligibility verification. You can just take a picture and upload them on the application. And we also have leveraged cross program eligibility options for to ease that paperwork burden. how How long is the presentation we have a way to the end? And then finally, they test all Corners. We have Broad City Wide advertising and media engagement. And then we also had hyper local and Community specific engagement. Like I said those the RP that I selected respondents for outreach and engagement. They set up locations throughout the city of the Chicago to make sure that individuals that had questions and needed. Call with the application. With the application to get that in real time. so he So here you see. So here you see a just a little snapshot of the selected participants all all Wards were represented. The average median household income was 14000 and the average age of the applicant was 39 and the average household side. The median household size. I should say was to are we have a Snapchat of the spending data and you can see just for the people that chose to participate in the research requirements and chose to have a debit card that was reviewed and monitored just to track the spending are you see that? Most of the cash was used as cash withdrawals most people spend money on food and groceries paying off debts, and then also paying off their phone bills and other bills and then finally the initial impact of the program as we said there is a research component to this the inclusive economy lab. They are our research partners and they did some initial start being on the the individuals in their their needs and their spending habits and they asked them what they plan to spend their income on a most of them reported that they'd be sending spending it on rent and housing. the next highest The next highest was utilities are in as they they did a follow up a follow-up survey and they saw that the the actual spending habits aligned with those initial surveys. last Lastly we want to talk about the work that we did and connecting with our 5,000 participants. It was really important to us that we stayed engaged with them each month through those Pathways give direct their program administrators were doing the monthly cervezas. Deputy Sanders said in that time they could report back on their spending habits. I also provided a space for them to give us feedback and how the program was going concerns. They had this is how we were able to hear how some of our participants are moving forward. It was great our monthly resource newsletter not only five thousand of our participants got that but 57,000 of the people who applied also asked to receive this newsletter every month. We sent out just your simple newsletter three local state programs that were open to them programs that would be effective in helping them build their economic stability as well. We have really really high and Gage my each month in that newsletter. We also additionally decided to connect personally with a phone call. So we 2300 2340 2300 / 2 2300 participants that said they would like to hear from us more and we reached out to a personalized phone call and was able to speak with them about their needs food utilities housing of course were the top three needs at each one side. So we were able to provide additional referrals to that as well don't want to talk about the work that we did with the benefits protection. We know guaranteed income is meant to supplement the income and not replace income. So it was really really important for those individuals that were enrolled in benefit that we kept that protected for them snacks and access I were to that we particularly needed to work on SSI. We need to find private funding in order to do that. Our team. Our leadership worked really hard to secure that private funding and through that snap was protected and SSI. We were proud to say that we were the first city ever to have that exemption paved way in order for SSI to be protected, too. And then our off-boarding intern ensure that our participants were able to keep up with the success that they had over the course of the year and receiving the payments. We did an extensive off-boarding ramping with them as well. We send out another survey asking for the referrals that they would like to see and we had really really high engagements for those that wanted to continue financial literacy with the treasury's office Operation HOPE inside program. They can meet in a group coaching setting of one-on-one settings talk about credit scores. Sing benefits enrollment. We provided referrals to greater Chicago Food depository legal aid Chicago and then really really high enrollment with people keeping up with that is to and lastly just another participant that we had that we were able to work closely with Christopher was an active participant and he just provided us great feedback and how this program did better for him. And again, this is something that this committee started in 2021 and really excited to see it actually come to fruition at the time. It was the largest in the in the country. It still might be a large Center country for one year appropriation. I think the county tried to outdo Us by making it a multi two-year program set of a one year. So we still have an opportunity to to beat them. So if we so wish but again, this is something that the committee wanted the irony at the time was although it came online could have gone online a lot quicker had the previous administration been a lot more wanted to get this done so but Where he? We're here. We hope this. We're here. We hope this Administration takes a look at it with the information that was provided. I was happy to see that, you know, a lot of the myths and and that are out there around programs like the kind of debunked here. I wish that in our discussion, you know, 25% of the recipients chose to use credit cards vs. Direct Direct Direct enrollment direct pay enrollment cuz I would really like to see more data around tracking of spending because I think maybe as we move forward with the next program, hopefully that there's an opportunity to require at least 50% of the respondents to use a credit card. So then again we can kind of track the data get information around that input for policies Based on data data is great to use for policies as well. I've got 160 100 176000 been applied. do Do I. Do we know how many of those 176000 were actually eligible? The program so we we don't know we only know based on who completed their application. They had their pre-screening so we could tell based on that who was eligible. Okay and of that, that's how we selected the people for the process program. Okay, and I'm just curious as to whether or not that hundred Seventy-Six thousand. where We're all. Where all eligible for this program so but we didn't do an analysis as we as we continue to have that the folks that we determine whether they were out of bolts up. Okay, I'll demand of Sparta. Just a few questions for your number one. I was very curious when I was looking at. current Current housing situation on the selected participants slide. Why did we decide to measure rent or own together? Because I feel like those those two represent very different categories of housing stability. Mark Sanders Deputy Commissioner Workforce human services, so we don't have a have a answer for that, we can confer with the the research team just to see why we chose that metrics but as far as the ability we were really just focused on people that had a place to stay and actual address. And then also those that were unstable a house and then those that were literally homeless, I feel like I recall at the time and I could be wrong. remembering the Remembering this the commissioner has he had talked about there. Also being a a control group is a group that we were monitoring following that was not receiving direct cash assistance. Do I remember this correctly? What is the date of that we have on that group? strawberry the probe the program survey that you see or actually know if it's not on the sides yet. However. The first look report is forthcoming and we can actually share that with you as far as how the impacts of be the people that were in the control group how that compares to the the folks that were inside the in the program. We are expecting that that report soon. But the research around this is going to go all the way out to 22 June of 2025 when the when the you've finalizes their impact evaluation, so they They are looking over a very long. Of time of being packed both on those participants and and the control group and I appreciate that. It was concerning to me. I understand why we were doing this from a social science perspective. It was always slightly concerning maybe more than slightly concerning to me. Ethical perspective to understand what their deep economic needs were and to be studying them without meeting them. So I'd guess that's kind of where my concern comes from and looking forward to understanding what that data shares with us kind of simile coming from that. I appreciate what what we've done from an off boarding perspective, but I'm also concerned when we look at what people were using this funding for which were very basic. purple Purposes when we take $6,000 a year out of somebody's income which for most these folks looks like it was about the equivalent of 20% of their annual income or more. If what was keeping them stable was that financial support? or Are we easing off I feel concerned that the assistance went from $500 month 20 month over night. Cuz that's what it sounds like. Are you? Do you want to talk about the manager for crcp? So with operating one we we felt the exact same it in the data that we provided you can see the post survey does show a little bit of anxiety as people are feeling they're about to stop receiving this $500 a month. We started sending notifications very very early. So they had several months to plan for this additional fun to be off boarded. So that was one we wanted to make sure that they had more than enough notice to do this to the other areas that we worked on with we identified individuals that could qualify for benefits protection and we reach out to them personally and said we would like to enroll you benefit protection. Please reach out to Greater food depository legal aid Chicago. Let's try and help you with those as well. The idea is to take the security in the South agency that they provided over the year and build it for them to move forward in the coaching and the counseling and you see I've seen High enrollment in in not in after engagement of the program as well. I'm glad for that. Are you I just remember times in my life when I was making $30,000 a year is only so much you can code someone on how to do more with $30,000 a year. So glad for it. We feel if we can provide more of a community of this program that they have more of a communication to talk to one another and build support that that could help in boosting the operating and referrals as they move forward. Can you speak I'm glad So we had those different cohorts of individuals were enrolled starting in the springtime in 2022. So it was 12 months from your enrollment dates. Are you were either part of the June cohort July or August cohorts? So you'll see in July and August we had the majority of are enrollees wear off boarded in the gym cohort. So you just see those numbers going lesson last for those who finalized their process over the month's. We actually made some significant changes during the course of of the implementation so our Outreach we made significant changes in Outreach during during those just few weeks that that it was open looking at the data coming in on applicants finding communities populations. That didn't feel like we were hitting and we We sort of had better. We sort of had very specific Outreach efforts with our partners to try to engage in community where we felt like we weren't getting the representation that we wanted to we made a lot of learning that we would then Implement from the from the beginning and in the future. There's a lot of people who just forgo it completely and that and that they'll they're not tapping into the resources that are actually available to them as residents of the city of Chicago. My brother is an IT manager with Morgan Stanley so we know Kroger program Programs work in these Investments were so that's why I'm passionate about making sure that we're helping lift up those families that just need that little bit of assistance because we don't know where their children would end up and we know that this helps address Public Safety this helps with with affordability of housing these types of programs work and I'm not for Universal basic income. I'm more fruit making a targeted where it's guaranteed basic income for people that are 250 200 300% below the federal poverty level in the end.
