Hey, this is our time for public comment, but we do not have anybody here to speak today. So we are going to move right along to the first item on the agenda, which is the approval of rule 45 report for September to reports for September 2023 and October 2023, which were sent out to the committee. banamine, right Autumn and Riley moved to accept rule 45 reports all in favor. Say aye. Hey, I don't need any known as on the opinion of the chair is you guys have at the report is? first First item on. The agenda is 0 202-300-0482 to an ordinance to amend section 4-6 0-0 23 of the municipal code of Chicago to disallow additional packaged Goods license on a portion of 87th Street. This is the alderman Quinn. Yep. After the members of the committee just by way of background the ban on temporary room and house rentals is done at the precinct level in order to ban of preaching from a temporary room in house run. The first step is you have to identify someone that lives in the precinct to fill out a declaration of intent at once that is done. you You have 90 days to collect 25% of the signatures. And after that is complete its file with the city clerk's office and and an ordinance is provided to the member of the council if the 25% of the signatures was reached that Ordnance last 44 years. So I've been working on this since 2017 and have collected over 10,000 signatures. The ordinance before you today accomplishes, two things number one. It updates the precinct numbers after the remap. The second is it renews the four-year ban on 39 of the 40 precincts in the 13th Ward. And so I appreciate Mark's helping and drafting this because it cleans up what I've done over the last six years and it It will allow. It will allow me to come down here once every four years as opposed to multiple times to do the opt-out or renewal. I moving forward. So with that said I appreciate your time and ask for the Committees that I support. I just have a question are all of the precincts. Are you under the old map they were under the current map. I just filed the last one yesterday with the city clerk's of all total. I've done probably north of 50 precincts help the old 13th or the new 13th Ward and a good part of what is now the 23rd works. So I think you just anyone else have any questions. Only Riley move. Only Riley moves to pass on favor say aye any opposed and opinion of the chairs. The eyes have it. The motion is passed. Next episode 20 to 30 0 0 5 6 7 1 an ordinance to amend the municipal code of Chicago lifting subsection 4-6 0-6 0-2 3 parentheses 1.88 to allow the issuance of additional package that's license on a portion of Grand Avenue its share. This is Alderman Burnett's and welcome to a committee and the chair recognizes the ottoman Burnett that actually open up on Grand and Wood Street there when the moratorium now, they just like to sell some packaged good wines at the bakery. I guess people drink wine and eat bread too, you know. we did have a We did have a community meeting with the Grand Avenue Association in reference to it's one of the things that they were concerned about. We had the meeting. I had a moratorium on Grand Avenue that end up splitting is old moratorium. Cuz the other side of Grand Avenue used to be in my ward now, I think you'll be a guess who I saw they were concerned about the other side being lifted and we talked to Shannon dad because now that's sad is just in my water. I'm just lifting that side. It won't affect the other side. So with that the the community organization is okay with it. There's no other opportunities for any establishment to get a package. The liquor license accepted are so we as far as I'm concerned the police don't have a problem with anything else, but they would be selling their high-end wines to go along. With baked goods the bread. Thank you. Some moves moves to pass all in favor. This is a an ordinance to allow for the liquor license on a portion of Logan Boulevard specifically for what used to be the windy city Fieldhouse to allow for a new development in there, which will be called the Disney Xmas exhibition. And I guess for those who will find out about her want to know about it. It's essentially Disney rehabbing a long time Sports facility. We work with the neighborhood organization in the chamber and the one resident nearby to make sure that everything would be okay with allowing for the lift of this to allow for this company to come in and do events there throughout the next year. I just remembered his purposes. It's going to be I think it's a hundred years of Disney type movies and exhibition surrounding all of what Disney has done over the years. Open it up to the public. So that's for the purposes of lifting the moratorium and I would just ask for my colleagues favorable vote on this item. Thank you. We're going to a welcome alderwoman Coleman. Thank you for being here today. thank Thank you madam. Chairwoman. It's it's nice to be in a meeting. It seems to be functioning normally starting a moratorium that previously existed in the 42nd ward has now been remapping the into the new 34th Ward. I was previously listed lifted for a at Circle K that has that was successfully launched and has successfully gone through all them in Riley's Community process and we're here today to Simply simply reinstate that works for you. and any Any questions Alderman Riley moves to pass on Facebook and it's not so much a question as it is a statement just to provide a little like this channel context Circle K decided to make its Market entry to Chicago and placing their stake. Here is a major a foothold for their business in this is one of the first stores that they sought to open. So it's unusual for me to lift liquor moratoria. But this was a business making a big play on Chicago and supposed to get them going. So the intent was always to reinstate the moratorium once they're up and running. So I fully support Dalton and Conway's ordinance today and would move to pass. all I all in favor any opposed and in the opinion of the chair the eyes have it and then we are going to move onto is anyone here from Alderman Vasquez. I'm here. We have 02 02 3000 5315 a substitute ordinance to amend the municipal code of Chicago lifting subsection 4-6 0-6 0-2 to and 4-6 0-6 0-2 3 parentheses 40.58 to allow additional alcohol at the liquor license in package could license on a portion of Lincoln Avenue. And we do have a substitute would you all should have received vice-chair Chico makes the motion to accept the substitute on favor and he opposed the opinion of the chair the eyes have it the substitute ordinances before us all to Vasquez. You have the floor a new dollar items that has made the request for our community process. We don't see any reason to oppose it and look forward to having another. local look up a Local business doing well in the ward. So we are in support and ask for our colleagues to vote favorably on the item. No questions then moves to pass on favor say I opposed the opinion of the chairs the eyes have it. We're going to wait one minute to see if we have anybody from 33rd Ward, but if not, we're going to let me see if we can trust it will be tracked her down. Hold on one second guys. Okay, we're going to hold these standing committee for now because you don't have anybody here. So this concludes the agenda of the committee on license. The past matters will be reported at the next city council meeting on November 15th there being no further business before the committee. Can I get a motion to adjourn?
