So I would like to have my first cup of the comment to be definitely in support of a trooper that's been here in Chicago fighting for rights of workers fighting for the rights of the people making sure civilian police accountability get past fighting to make sure that I School stay open. And so I think a lot of discourse with the city council should be resolved and should be able to fight through and work through. the people that The people's agenda and saw Carlos Rosa has been an outstanding outstanding all the men as far as standing up for the rights of the workers and the immigrants as far as standing up for the rights of the wrongfully convicted and making sure that we have civilian police accountability in our city. And so accountability is what Carlos Rosa stands for workers rights is what he stands for making sure that housing is a human right is what he stands for. And so yes, I'm here to throw my support behind the all the men and knowing that as an Alderman and as a leader of this city that he has done a great job and it's showing that making sure that citizens in Chicago have their right have their wages have civilian police. can accountability boy Accountability board making sure that another laquan McDonald doesn't happen in our city what we had to spend 5 million dollars almost 16 million dollars to laquan McDonald family. And so we're very grateful for that. And also making sure that our communities are safe through civilian police accountability. And so we're very grateful to that and also holding the business Community accountable to make it sure that workers have their right and so that's very important to our city here in Chicago and making sure that our agenda falls through which is the people's agenda and so I'm here today to have Carlos Rose and know that in public. I'm letting you know that I you have our full support in your role as city councilman. Thank you. Thank you, ma'am. I next we're going to have an answer net Simmons. As soon as you have two minutes man, I am here in support of the alderman Carlos Rosa and we all are adults. Okay, and it was kind of funny to see that everybody that's supposed to be his colleagues asked for his resignation. He's here in the community working for the people. how Helping a people and some of you all we look at you all check track records. It's all not the same. So that's to be fair. And that's all I got to say. thank Thank you, ma'am. Next will have Zoli. first of all Rosa en Rose every black person that was in here on Thursday and apology. That's the only one number two is he should be required to get some type of mental health counseling because if you have to do all that just for people to not vote if it's to see if this is a this should be a Where is City or not? That was insane. So and then whispering in people's ears that if they do not side with him that there will be no zoning in their Ward, but he's a leader f*** out of here. Anyway, he's the same as Hispanic Alderman that told a well-known Community activist that black people reside in the basement and Hispanics reside on the first floor. Okay. How do you paint Mark Fishman your old landlord you had to pay $65,000 to in back rent a mascot for justification and you're out here trying to focus focus for us to live with the legal in our neighborhood when we don't even have enough stuff in our in our neighborhood. So since you're such a public servant and want the illegal to keep coming I need for you and your boyfriend Brian to rescue them from all 22 districts. Like you rescued your Pitbull and bring them to Avondale on your front lock yard, and you owe us an apology. you You definitely always about you and I should figure out when IRS coming to visit is coming here to give an audit because again 330 million dollars is a lot of money for them for you for the Venezuelan to still be at the police district. So you figure that out before you threaten people about zoning and stuff. You don't even need to be in that chair. You need to be talking to a psychiatrist to figure out Is wrong with you? thank Thank you, ma'am. I'll next will have Mr. George, Blakemore. Watch those minutes. I steal my time at first speaker. over 3 anyway I'm listening to the radio. And says the city of Chicago. What is the most corrupt city in the United States? also basic They say the state of Illinois. is Is the third? on the list of the 50 states corrupt the day the Democratic machine these people here the black. a white one I hate. the Hispanic one Asian wants all apart of that corrupt machine. Maybe the people in the city of Chicago. Maybe this is the kind of City you want. Mr. Blake Malden put that room well. What did they say Dallas? No? But why? But what you said? No, you always know Chicago. Is it your kind of tile? wake Wait Fraud and Abuse. I want party system. That's a communist system a passive system. Go. Going along to get along 69 mr. Blame, or can you read? can Can you spell can you write can you I can hear? And I can't see. Dr. King said Chicago is the most racist City Heat ever been in. and And it's still that way today. I don't give nothing about ummah. I give nothing about you. All of you are birds of a feather. That's why you all fly together. The system is broke. You you you you you you the police department is corrupt the fire department to planning department the business department. They was talking about all the quick away. You heard me you saw me and the ancestors of mr. Blake the black one. Next will have on Linda Johnson. Good afternoon. Thank you for caring for allowing me to speak. I was just going to sit here and really be observing for this meeting. However, when he came in rows up when he came in is protection I said to myself I'm going to have to sign up and speak a little bit because I don't care how good you do. You say don't let your good be evil spoken up. So you could do all the good in the world. But what happened on the other day when I was here and I had the opportunity to speak but I had to leave the bad a doctors appointment. What's a disgrace and anytime you block a black woman from coming in to be a quorum? I got an issue with that because I take that personally so I don't care what good you did prior to what you did on the other day was disgusting and so my thing is wherever they gave you whatever they took from you should have been because there was intimidating going on when you tell people you're not going to join. stop and I hope Stop and I hope they remember that so when you don't do it that they get on you about it and then walk around the keep for making a quorum snatching the podium know the devil turning off the lights turn off. That was a disgraced. We pay money for you all to sit in this seat to represent us. And if you can't represent us correctly, then we got a problem with that and then if we looking at young people what example are we setting? We're trying to change the project. We are young people look at us. We are the examples and if we clown up and they already clown in the street. So do we want to validate that behavior? I'm not going to validate he has his behavior was unprofessional. It was ugly. And anybody that want to validate that prior to what good he did. It. Don't work for me at all. Now. I'm here cuz I'm representing imeson Park. I really believe that we play close and said no to Sanctuary City bottom line because we cannot couldn't we cannot take care of the ones that we have here? I always say this. How could you fit to lick your phone? If you don't shut the fountain off, you can't so you got to think about that. Listen to the people that put you here. We don't want it and we have a right to say we don't want it and it's nothing personal against the people that are here. We understand that pain, but we don't have the resources to take care of them. we feel We feeding them with clothes in them. We feeding them with closing them. We shall tell them we protecting them and we're not even doing that bar own citizens. Have we put a woman bus on Roosevelt Road? And we put a woman bust on Chicago Avenue and Sacramento. Can we put a water bus any place that I people are I did Street Outreach. So I know that we got people struggling with mental illness and homelessness. We have put this bike and stuff as priority. How is that possible charity begins at home? Then it spreads a bra. It'll go abroad and then stopped here. Thank you, ma'am. I'll final speaker today. Is Miss Carter Trust? could a Good afternoon. let Let me just say to each one of you here that has been elected to represent the citizens of the city of Chicago. And that is why I am here. I am here to represent my community. I am from the Austin Community. I am one of the people who have been fighting on behalf of imeson park riding to keep our park open to our community. That is what matters to me. I don't care really about the politics of it. I was not here on Thursday. Thank goodness. Thank goodness that I was not here to witness what happened, but I did see the videos because it was videotaped. And so for those of you who are saying, well it wasn't on camera. It is on some cams. Maybe not the ones that you are pretty too but let me just say this it is so important for us to remember that you have a responsibility to your constituents voter suppression of any kind is unacceptable and it doesn't matter who is doing it. We bought in this country my people all before he all the Over four hundred years for the right to vote for the right to have our vote count for right to be heard as Citizens in this country. Now what seems to be happening and I'm going to say seems to be happening because I can only tell you about what I see in my options. so So what seems to be happening, is that the black people cuz that's what I'm concerned about because I'm black first. It isn't that I'm not concerned about other people, but I'm Black and I'm concerned about my people first. And so when I stand here and I speak it is on behalf of people who look like me who I've been satisfied who have been marginalized who have been counted out. and I And I'm tired of it and I know that some of you sit and stay with a black people have never really come to City Hall like they have lately and that's true. We're here now and let me just say this, but those people who feel like I'm being really hard on Brandon Johnson any of you who have been here for any substantial amount of time know that I gave daily to buy inhale and I gave one even worse and I also gave it to Lori so that there's in the fight. I just started I have when my people are not being treated fairly when we are not being seen and heard you're going to hear from me. Stop. You don't want to hear. Stop. You don't want to hear from me. Then I'm suggesting that you fix some things that are broken within the city council. I can't really say how I feel about all the Monroe. So thank you, but trust that you mistrust mistrust your time is up. Thank you, ma'am. Thank you for your coming that will include public comment for this meeting. We are going to start on a item number nine other items is due waiting on a thing for something last minute that was changed. I think you have any other questions ottoman Nugent before you go out and it's going to recognize the ultimate Burnett for the purposes of okay. I might be in the wrong spot in the end of it. I just wanted to see if there was the administrative service officer position from the clerk's office included. That's if I didn't hear before. Any other questions related to the 95? I'll see. I'll see you in a while. We will now go to item number 3, which is the amendment of regulations governing Administration and classification plan of employee benefits for class by position sensor for 58 Annual appropriation ordinance. Direct to Google it afternoon. I'm actually going to have our managing Deputy budget director. Kevin Murphy walk us through the salary resolution substitute ordinance. make Thank you. Kevin Murphy magic W budget director office of budget Management on the changes to the salary resolution include a change to language under the automobile allowance section which allows for the Department of Finance to create rules for compliance in order to be eligible for reimbursement. under the holiday section amended under the prevailing wage rate in Floyd holidays, in addition of Veterans Day to conform with the collective bargaining agreements obligations are recently approved Under The Coop agreement under the vacation sections establishes a Citywide policy on vacation except for carryover accessible in 2023 to carry over in 2020 for 4 years of service with 10 years of service to increase from five to seven days of carryover this also conforms with our recently approved collective bargaining agreements and applies to all set city employees Auto Also under vacation is it just meant to recognize sister agency local or Regional government time towards years of service for vacation accrual. we which Which also conforms with our other partners and sister agencies and what they offer in terms of benefits? last Lastly is an update to salary schedules which reflect 2024 schedules as required by collective bargaining agreements and reflection and increases to non-representative Cole increases that mere those contracts were also part of the budget ordinance. light flight ticket questions, man a boy UB40 s e questions, I actually I don't know but three was a substitute. So I need in a motion to accept the substitute from what was originally sent to everyone you do have the substitute while before you advise shortly. So moves are hearing no objections to order so questions on the substitute ottoman Quinn. take taking a Thank you. Mister chair you'd mention about the Sally Salary changes are all dramatic staff included in the salary changes. so So that's under the budget amendment for the technical Amendment. That's not a part of this salary resolution. So then this is regular these are non-union employees that are getting regular adjustments moving forward both Union and non-union employees. How many how many of these employees are we talking about? The city of Chicago has roughly 30,000 employees and it would cover all those that are currently on Pace schedule and how many non-union employees are added to this pay schedule a schedule with compression. So employees were transition to pay schedules as part of compression not all employees have been included in that automatic employees are under the personal line for the other part of the depression study. thank Thank you. Call me queen any other questions. Are we? Original what can you do? how to Ottoman work with there. She wasn't resolution reflects staffs that are on pay schedules aldermanic staff or not on pay schedules. at I think the answer or Alderman Quinn's question and the only reason I I not going to item number one is because there was a last-minute change that I don't think everyone has yet, but I think to Alderman Quinn's question. Could you answer all the questions even on that item is in before so it's at this particular point to get clarification. Ike I can try to address that question. So not every employee in the city of Chicago is on a defined pay schedule is part of the salary compression study. That is still ongoing. The city of Chicago has been looking at Market rates for those employees that are not currently on Pace schedules and looking to move them onto appropriate pay schedules at their market rate compared to our peers in other local agencies and local governments automatic staff have not been part of that compression study. So we have a universe of about 900 positions. assault It's automatic staff that are what we call special rated automatic Stafford to find by the alderman. Their pay is adjusted as the older person sees fit. Whereas other special rated employees in the city of Chicago have usually been hired at the budgeted rate and may be subject to coalesce from time to time. Is it? Does that answer your question? Yeah, I didn't even answer before the automatic staff or not and not part of the compression process right now. That's a problem because every year we're going to be right back here talkin about or automatic staff who have been underfunded for the 12 years. I've been so I think it we may gain more clarity later in a meeting. But your point is taken out of the spot. I just remember this correctly this feels like it's related to the executive order from the tail end of last term. Is that accurate? I'm sorry, I'll do what I'm not sure which I believe that there is an executive order related to examining the the pay structure for our our to the employee this is that correct? So part of I believe the exact before you referring to is about gender based at pay Equity valuation for that or know what I'm just going to table it because I'm glad they were voting on this tube. honest just like every Just like every every time we come to budget season. We look at the vacancies in the department. We say nobody wants to work for the city of Chicago were often times people do not want to work for the city of Chicago because we're not offering competitive salaries. And so I'm I'm glad that we're doing this like you should work for the city like it is any other professional company. I know that we're never going to compete exactly with what you could get on the private Market, but I'm I'm glad there were taking a step that brings us a little bit more competitive. Thank you, sir. Jay Albright Prior to work including its I don't want to recognize all them. It's for the purposes of Quorum ottoman Mitch. Thank you the motion. R&B Audubon Zoo pass all in favor signify by saying I and any Leopold's and in the opinion of the chair the eyes have in his medical report it out at our next city council meeting on November 7th. Yes. Yes, ma'am. Alderman hadn't will add you to the your corn call portion of motor fuel tax funds allocated to the city of Chicago for year 2020 400. I don't know before there's also been a substitute of Ben sit around everyone, but do you have a motion to accept to substitute? So moved by vice-chair league in the ejection. So hoarder The Substitute is not before us director Guzman. it after Good afternoon has been budget director for the city. So before you is the motor fuel tax fund ordinance, which allocates the budget for the motor fuel tax to various line items across the budget. I'll go through these one at a time and then take any questions that you have. So first in subsection a roughly 10 million three hundred and $2,226 of the mft revenue has been appropriated for costs related to the sign management and guardrail maintenance within the Department of Transportation. so I can secondly one point Secondly, 1.5 million dollars of the mft find is being allocated to the project development traffic studies within fun 310 under the Department of Transportation. neck Next 36602000 $133 and fifty dollars are being appropriated for cost with electrical operations construction and maintenance services within the Department of Transportation. neck Next 50718574 dollars with a of mft proceeds as being appropriated for in-house Construction Services related to bridge maintenance cost within the Department of Transportation. vinyl And finally within the Department of Transportation 8207571 dollars is being appropriated to support the cost related to Citywide services for Landscaping Maintenance and Boulevard median maintenance within the Department of Transportation. neck Next under subsection D 20396000 and $9 is being appropriated to the Department of the new Department of Fleet and facility management to cover the costs related to energy cost of the street lighting system. and And then within the department of Streets & Sanitation under subsection C 18758985 dollars of mfte funding is appropriated for the purchase of road salt beet juice and snow fencing in relation to the street operation snow and ice removal program. And then finally $2000000 2045600 and $2 is being appropriated within the department of Streets & Sanitation related to the Bureau of Sanitation snow and ice removal program. and And then finally in subsection two more things at sub-section eat, we have three million dollars of MSP funding appropriated to this ETA. and And then finally got in subsection f230 $4,000 appropriated to the Department of Transportation for us on salary and wages for workers. without But I don't take any questions that you have any questions automobile goose. Make mr. aggressive German the section subsection B where we talkin about Street Lighting systems. Can you explain that a little bit more? Cuz my understanding was that at one point it was a Esco that was that we were engaged with the escrow around the changing of two LED lights that will help reduce the cost. So can you connect to spend a little bit more? I see. I see that we have our Commissioner of a is with us about the street lighting program. I don't know if you have any particular information related to the chair of the Alderman's question related to the types of street lights that we're paying for. Do you? Do you mind answering your question one more time Alderman Diego as relates to the street. Like I'm just going to get clarification cuz I thought at some point when there was an upgrade in the LED lights. We had agreed with a Nesco company that was going to provide the lights and then we would share in these cost savings. I'm just curious as to what this item is for. you hear You hear me? I think this item is just for the electricity cost that Esco project was done several years ago and saved the city 53% on the transition from regular street lights to the LED lights. So really this is the cost of the electricity that is in every fun that we have in the city. You know. Any other questions related to the mft resolution the three million dollars to see t.a. To be explained what that is that one more time CTA $3000000. It's that amount that we annually pay to see t.a. From the mfcfund on through that's based on State Statute. So it's $3 angels to thank you. You got any other questions on the mft resolution to buy chili? Thank you chairman. I'm looking at subsection a item numbers 3 related to Traffic studies. I'm just curious how many how many traffic studies is 1.5 million by us from see. Here. if If he's with us. AT&T Tom Carney acting commissioner seat at so first with the premise that not all traffic studies are the same right? So some of them, you know, like the traffic studies that we have to do four major developments versus may be an issue at a residential contacts. But the team I'll get the exact number that we completed last year and get that to you all and my buddy said the team typically does a couple hundred traffic studies a year. And is this more money when you got low Money when you got last year is this the same level of funding coming into this year behind say the volume is consistent does a high-volume that you know that I think the big differences we've been able to fill some of our traffic engineer spot. So we're hoping to keep keep the pace of your production on the traffic stays moving quickly and just making life a lot more livable. So thank you. Thank you. I have one other question. I'm just regarding subsection C item number two for the beers. The Bureau of Street and sanitation snow and ice removal program. I'm curious commissioner Stallard. If you can just talk to us about whether or not moditi prices have gone up for salt you're over here. and how And how this will basically same question. Like I asked Sam. you You feel good about what we were in a good position. We have to 425000 tonnes on the ground work with budget to be able to maintain that number. So we're ready to go. Yeah, they're they're they're in our favor. Thanks. Bank of Australia any other questions you know the any of the questions on the motor fuel tax ordinance? all Alderman Manahawkin worth welcome and thank making sure I had a question about the not a question. not a question about the in house Construction Services related subsection a 6 is that the amount that needed to cover what 311 documents Richmond Mr. Carney add a Adam Kearney acting commissioner seat at in house construction is is it want to see that's divisions division of In-House construction and that encompasses are a bridge section or asphalt section concrete section and Bridge operations. So they do they handle a lot of 311 request, but it's it's funding for that division. make Picture thank you any other questions on the motor fuel tax resolution. Cian on Army Armitage moves to pass all in favor signify by saying I suppose. any Any pain of the chairs are trapped in the matter will be reported out at our next city council meeting on the 7th of November item number 5 is in order to prove it in a governmental agreement with the Chicago Transit Authority and Cook County for the allocation of motor fuel tax funds to Chicago Transit Authority is year 2024 matching Grant pursuant to the Regional Transportation authority at director Guzman. Thank you chairman. So this is the annual IGA that we enter into with CT Aiken County for the allocation of motor fuel tax funds to each of those entities. Thank you. This is 3 million, correct? any questions Auto Audible altamed also moves moves to pass all in favor signify by saying i n e the poles. any of I need a Any appearing at the chairs ice have the motion passes and the ordinances approve. The matter would be reported out at our next regular meeting on November 7th item number six and seven are municipal code Amendment amendment to Municipal Code titles 2 3 4 6 7 9 and 10, which is a 2024 minutes before Corrections ordinance are Ray Phillips, and so sore from the Department of Law. Please receive. grab Good after. Good afternoon, Ray for Santos. And we have the city of Chicago Department of law legal counsel division. It is liable for the cost associated with the repairing and replacing that damage let service line. and then for And then finally article 8 section 4 authorizes the city to replace or repair damage to private water main at the owner's expense if those water mains connect to the Chicago Water Works system with auto open it up for any questions. You can bring you a question, but now I'm on the right track. stop section for 4 d Guinness again, this is a question for Department of automatically think I saw Joel over there or I'll see commissioner. Okay? be Because we're we're embarking on the that that vast that service line replacement initiative should language should language here be reflective of the programs that were offering to replace LED service lines for chicken to leave for the private side of the of the line. Yeah. Yeah, I think they're really that the contacts were looking at here is you have a contractor that's doing work in the street and they accidentally pull a service line. So this will be a little different than like they Equity or daycare Racing League. This is more like, you know something that was unanticipated. Somebody is not being careful right in the street and what we would do it, you know, we still do the work. But we would back charge just like we would for any other damage in the system right now if somebody damage is a line or Ford For the floor with a thing is that he damaged it? We backfilled them for the the repair. So this is the same thing, but just expanding its be clear that that includes because of the state law include Blood Service on release. It's not really that good an individual is most likely going to be a contractor's what I'm saying. That what you just explain would be under Section 3. any Innovative Dental, that's a responsible for the damage launch immediately notify the Department of Water Management. So I'm going to go to that but in this one, okay. Sorry private watering. So right now we had to edit case this summer and all them until after I was bored there to be home owners that own their water main so unusual, but it has happened over the history of the water system. A lot of times. They don't even know it and when we go there as soon as a break early, can we go to do the work and we actually can't cuz it's on private property technically a lot of time to think like townhouse development. So this allows us to do the work and be able to back Bill the homeowner on some kind of amortized schedule that's reasonable. And so, you know this summer we had someone that it was 100° out they had water main break they couldn't afford to fix it and we couldn't touch it and it was killing us. So this is you know, answer for that Answer for that to be able to actually help people in those scenarios will take that opportunity to discuss the last service line replacement that time. Yeah, and you know for that specific the whole light service line would be on private property. So they have more flexibility. They can say yes to the whole thing. They can say no to the whole thing as opposed to normal worry be half and half you will have more conversation around it. So and thank you. Are you? Are you all okay. I have all them and downfall of all the Middle Ages. Mr. Chair article 4 section 3 I know that what type of buses that we're targeting their inner city buses Intercity buses, but these out-of-state buses how will the penalties and fines be collected? What's the current thinking around that? and the And then if they're at these fines are not paid, what's our remedy? Miss Commissioner. Yes Tom Carney acting commissioner seat at worry be working with the police department and aah to stand up those that authority to write citations for those operators. If they don't follow the Jordans called. It does. It doesn't answer my question about how you going to if they don't collect them if they don't pay Their fines or don't pay the fines. attic. I think that's something we would certainly would have to work with their friends at the young age and Department of Finance on on if they if they are excited and they don't pay what that looks like from the Department of Finance. I'm sorry, I'm looking right at you good. Sorry, I was on a different call when I came in to do restate the question. I know that these the buses that are being targeted are Intercity bus buses in my question is if these out-of-state buses don't pay their fine. First of all, how will the fines and penalties be collected and they don't pay hey what's are remedy so it's it's similar to R&R anything outside of the city are similar process for going after Scofflaw Pines. We would use our are we go at brightest for both Collections and law to collect on those if they were not paying us? and And I am happy to give that history on that as well. You don't have a sense of how much money were talking about at this point time. Do you not at this time? But I get that boy. Thank you. Mr. Thank you all turned out of Total Control. So the process that she speaks of those is a primarily a legal process to do collections as any other process inside or outside of the city or what difference is it between the actor that's in the City versus outside of the city there really? Isn't it depends though on our reach is a little bit weaker the further you get out of the city, but we do we use the same legal collections groups as well as law firms to to do collections in or outside City. Okay. 18 km on the Villegas Paula by Alderman Nugent. This is for the water department along the same lines as my colleague in the 7th Ward. when were We were talking about this. is the Just let service line replacement. And if someone damaged is it they have to replace it. if I If I'm a contractor and I'm on a block and I know that there's 409,000 let service lines in the city of Chicago chances are that there's going to be led service. I'm going to bake that into my bed, but every house so we can expect that. I'm sorry. Can we expect that bids are going to go up given the fact that now we're pushing the responsibility of let service lines out to the contractor. end pause I possibly so it's we've been instituted the starting January 1st of this year and what we've seen so far this year. It's only a handful of this of time that this has happened. So I think what we're seeing if people are just be more careful so far. We had expected based on historical data to see a hit on an actual that service line about 53 times a year, which is not a lot for 8000 let service once a year, right so, you know perhaps there's Perhaps there's a small, you know, increase two bids as a result of that. But I think that the real answer is that contractors are giving a reason to pause and not rip through the street without a little extra precaution, but I think you know we can continue to discuss like me know if we out if you have ideas for me no mitigating that I think that To push off the responsibility in the cost that ultimately comes back to us onto the contract. I think it's the wrong approach. I think that we should be working dwm the Contracting the contractor should be working collaboratively to figure this out cuz I guess if I'm a contractor I'm putting that in a bit and I suspect that we just started on this program. I think you've testified in the past that we were doing four thousand a year. I'm going to try to ramp up to 9000 but I just have some concerns around this because of the fact that again if I'm a contractor knowing that there's a high probability that there's going to be led service and we're doing work and unforeseen conditions. I just think that we're going to ultimately have less to spend on the replacement because of the fact that those contractors are going to break that into the into the B. So I'd like to figure out if we can work together movie Ford specialist were embarking on this multi-decade Capital program that's going to be billions of dollars that we're doing in a responsible manner. absolute Absolutely, and I think it's worth noting that the process we had in place before January 1st with the same, right if somebody hit a LED service line and they had to prepare it right now to let service on a parrot. They were still responsible for it. I mean cuz the other options would be dwm being responsible for contractor. That wasn't being careful or a home or being responsible. So, you know, I think this is her the national a logical conclusion of now the definition of damage includes help repairing damaged include The Leftovers on replacement, but happy that you can take a discussion. I got maybe a Origami Villegas Alderman Nugent German. I just wanted to talk through probably with the budget director article 4 section 1 about removing the ability for Alderman to use the expense accounts to to pay salary. I know we contemporaneously are having an increase in the Personnel line, but can you talk through that a little bit as some of us do pay staff currently off of our expense line or I'll start and then I do have my medicine. Be here who works very closely with the clerk's office that manages all of your staff on your expense account and send the rationale for it for this. So as I've had a conversation with the number of you we currently manage staff whether it's full-time staff or part-time staff on two separate accounts your personnel. Expense line and your non personal expense line that's actually really difficult to manage especially those on your expense account because it's really about controlling and making sure that we are always cognizant of the number of hours that are sitting on your expense account. It also doesn't allow us to fully account for the fringe benefits of staff that are on the expense line and we actually can't tell just by looking at the amount that you're paying it for where accounting for the full Freight of those French those French dollars and then finally What we did was we looked at every single Alderman's current staff is on the fence line and realize that rate to understand how much you're currently paying your your your sap is on the expense line based on that in the need to 21 and put every single employee within one cost center, which is your salary waistline on your ward staff are we have moved or put the proposal in place to move all staff from the expense account into your salary waistline increasing the amount of your salary and wage increasing the cap the number of FTE because of that we have heard from a few of you who have concerns about the amount. And so what we have talked about what is the ability to shift. it's from your It's from your not personal account, which stays at 1:22. So we haven't reduced that number but you you maintain the 122 we would be able to shift some of those dollars. However much you need it into your salary waistline to account for that change, but the idea is to be able to manage both from my office and the clerk's office manage our staff and one call center going forward. Thank you. And I appreciate that suggested that we're all perfectly clear. We can move money from the nonperson of the expense mine into the salary in Waist line with this revenue and management ordinance as written. Yes. Are you currently have the ability as the body that appropriate the dollar store also do transfers within accounts? Okay. I appreciate that and I'd like to thank thank you and your team for working with me and several colleagues. This is this. this This is a good thing for us to be able to get morphics to be able to help us in our Ward office is so I appreciate the help with that. Thank you. Mr. Chair. thank Thank you any other questions? Auto Service near me they thank Thank you a question about part-timers. You said we can allocate our money to these part-timers are they I guess I guess if your part-time you do not receive any other benefits, correct? No health insurance. Is that correct? I think it depends on the amount of hours that you have them working. I think it's 30 more or 30 or more. They are entitled to come is a 30. No, hi, Kevin Murphy matching W charger. Typically right now Personnel that work over 80 hours per month on average are eligible for benefits. There are some benefits for paid sick leave that are at-will based on an hourly basis the general benefits available for the part-timers that come from the expense account or is that something like a regular employee So currently, I don't think we have any heart timers that are eligible for benefits, but I think that based on the compensation that eat solder is able to determine for their own staff. Some have encumbered friends on their expense accounts to cover that. We want to move the Personnel into the into the cellar waistline to better manage that and actually account for the friends with me after you pay for it within the finance General. Not you. find not your Find not your salary wage line, right? So it would still continue to come out that moving everyone out of your expenses line. We would now be accounting for personnel friend everything within your board office. And then the benefits is actually paid out of Finance General. So nothing would be on your salary on your expense account anymore. Okay, I think I understand. But I may fall over happy to have a separate conversation with you about your office. Thank you. I would crack a joke, but you're an accountant. So I'm going to leave you alone today. So Alderman Quinn followed by all them in the vice. Chili. Thank you. Mr. Chair. How does this impact independent contractors? There's no Kevin Murphy. Mehdi dehbi budget. There's no impact to your ability that use contractors. Okay, and same rule applies every every every personnel this is decision would be MovieTube move to the employment line back to all the women Nugent's, should this be codified? she She would be caught up on all of these all of these moving parts that we've agreed upon. I think what's been codified is the currently you have the ability to pay for employees on your expense account. We're now moving all employees. So everything everything it's not a contract employee. So the actual Personnel to your salary while I slide. So the removal is the ability to pay for staph on your expense account. So that is been codified. Thank you, sir. Wycherly, thank you. Mr. Murphy in the folks that we spoke with this morning. I think this is a great compromise enable us to Eva flexibility and continue to use the funds and I do appreciate the additional had to as well. I just wanted to bring up just in case anybody is wondering part of the reason that this has to be times. He was with the with the Fringe for the part-timers. They're going to be subject to pay time off so that go into a fact we're going to do the city's going to have to account for that somehow and that's that going into the Personnel system. I think it's the right thing to do there and I asked a question earlier in our briefing whether or not we would have two out of our expense line then budget for you know the days that people learn Should they leave? Should they leave because that's part of the the the current ordinance that's on the table just to clarify or to confirm that does not need to come out of the expense Finance departments French. Yeah, they Yeah, that'll be part of your personal line expenses. Great. Thank you. That's all I thank you. No problem for all the good. combat Come back all the Vasquez. Thank you, Karen along the same lines of a question just this one through the chair. If you could send kind of guidelines as a dependent contractor, like what the rules are what can be done if I can't cuz I think a number of us really don't know so I can clear you would be helpful there. The other question I have is really just more kind of logistics process. If a member one guy to move funds the other way. If for example, they wanted to move from Personnel to expense because of however, they manage their funds do they have the ability to do that or is it just a one-way potential? I think I don't see why we wouldn't be able to do that. I don't think anyone really would but I just curious for process better Alderman Vasquez will do not just a through. The chair will actually do a training on contractors. How about that that that is definitely better and welcome. Thank you so much for that. Thank you. any other Any other questions? India Any other questions on items7? See you. see you at 9 or almond Ramirez has the most do pass all in favor signify by saying I and you Leopold say no independent charity is having this matter will be recorded out at the next city council meeting on. Nope. November 7th, we're going to go to item number one, which is the actual packet the last packet that was given to everyone which is the technical a budget amendment director Guzman. Could you walk us through the changes that were made from the initial that you brought out to this? Cuz this is a bunch of numbers to try to ferret and go through a number of technical limit. So I'll go through these. SI As I can I will start with the revenue amendments. So the revenue technical limits there are six of them dealing with increases to revenue funds. I will start with the vehicle tax bond fund 31 300. This fund was increased by 1.71 million cents in $85,000. We've added. reimbursement for Reimbursements from RG IO Bond proceeds into fund 300 to be used towards the labor costs associated with C. Labor on building and maintaining Bridges. This is actually a companion Revenue ordinance amendment to a much larger technical Amendment dealing with the Department of Sanitation and Streets & Sanitation without get to later but this allowed us to pay for overtime and move over time for a c. Off of the corporate fun into that vehicle find on the second one is funded 3:10, which is the motor fuel tax fund. This is an increase of 2734000 dollars. This increase is made possible through reconciliation work that was done to understand how much funding would be left over at the end of this year are estimates have increased that I got a That amount so additional funding will be carried over into 24. This is also related to a much bigger a technical Amendment related to the Department of Streets & Sanitation, which will go into much detail a little bit later. I'm next is Next is revenue Amendment to the special events and hotel operators tax fund based on end of year reconciliation as well. We were able to increase the 2023 end-of-year amount by $888,000 as well as add $464,000 for our estimate for a flight 24. Thereby. We increase the prior-year amount to be carried over into f y 24 by that $888,000 and increased the anticipated revenue for that Fund in 2024 to 400 by $464,000 Fun 610 and fun 7:40 are the Midway Airport fund and the Chicago O'Hare Airport find respectively their expenditures have increased and as we all know their expenditures equal their revenue based on what they What they charge their Airline operators and so there were additional expenditures added into the Midway Airport fund of 969000. So we increase the revenue by that amount and similarly with in the Chicago O'Hare Airport fund additional increases that will go into on the expenditure side at 3 3748000. And so that amount of Revenue has added to the fund as well and then finally within the neighborhood opportunities fund. have we Have we accounted for land sales proceeds from a one-time sale of a Redevelopment agreement with Rush University is in the amount of 5884000 dollars will be allocated those land proceed sales within the NOS to the Cinco for wellness Village. So those with a revenue amendments. Bernie Burning to the expenditure side. The first one deals with the I should say a lot of these technical of them is still with reclassifications Andre grades from audits done by the department of human resources that weren't available when the budget was finalized. I'm so if it's a class would be great. I'll just quickly tell you that really just deal with the substance of amendments So within the office of Inspector General reclass Andre Grade through department Human Resources moving in Associates staff attorney to an attorney IG title specific title for the office of Inspector General. Ford Department of technology and Innovation and to FM staff members that are currently within a is i t and we're locked into FM but deal with the it Administration have been moved from tfm's budget into DTI and then there are a number of reclast. mission Decisions based on Final job titles and job codes agreed to between the Chief Information officer and the Department of Human Resources to properly Place titles at Market titles and Market compensation items that you have changed since initially being brought forth. Could you go into those because I think that and I will we go to questions will get an idea what the questions are from that so the two that would just introduced not the two but the I think the changes would staff at think you've already discovered all the changes on the rules committee one was on another committee so you can just go to the house and it will entertain a floor for questions City Council. a cup A couple of updates. So the additional staffer has been added. So there is 50 additional staff assistance to Alderman's that have been added as we went through on some of our briefings today. Currently the word office. Salary amount is 212-212-2724 that's being raised to 300,000 for an additional 87276 / aldercapt at for full-time equivalents. In addition to that we have added. funny Funding within the finance General line for Fringe and so Healthcare cost benefits and cola amount for that fourth full-time staffer bringing the total grand total amount per Alder to 537000. So that's a change between what was proposed in the budget that was released in October to now $146,894 / staff / alter the expense account remains at a hundred 22000 and as we discussed already, we will be working with all those who need to shift funds around from their expense account into the Personnel account. In addition to that. We have made some updates to certain committees adding in in funding for the comedian police and fire 2500. Canadian immigration and Refugee Rights within the Personnel Services contractual services and commodities and materials line to provide additional funding to address the migrant situation and they work on Communications that comes out from from that from that committee additional funding within the committee on special events cultural Affairs and Recreation related to providing coalesce for staff and and that committee. Cole has additional funding for his for staff and that committee a device Here are providing additional funding that was a correction of an error made in the budget for additional funding in the contractual service is mine and then additional funding. that was That was it. And then the second one is additional staffer for the rules committee to deal with foil is that are handled for all of the city council committees. Thank you director Guzman any questions Do you know nor vice-chair Burnett? I'm just joking with you and she called you twice chairs. Okay on your motion all in favor signify by saying I Any opposed the pentateuch as eyes have it gives me when is it? No, please mark called me Quinn as a no so we have let me redo that.
