So really quickly the Article 1 of the substitute ordinance relates to the clear path program, which is administered by the Department of Finance has meant as you go through it. I know that there were changes in the substitute organist and might be good to explain what those changes are as you give your explanation. I know many of them are format related, you know. Pier . Periods in strikeouts and stuff but there are some substitutes By changes and if you could just point them out to the committee. Absolutely. So in Article 1 Section 1 this is code 96641 125 this relates to the clear path believe program administered by the Department of Finance in that section A you'll see that we have removed the language only until December 31st, 2023 what this effectively does is makes the clear path relief program, which is one of many of our debt relief programs a permanent program this program as just a remind everyone what this program does it provides debt relief assistance for eligible low-income motorist to reduce or eliminate certain kinds of vehicle-related that and so this was a pilot program that it been. and play In place for a few years and we are proposing to make this a permanent program. the Sun The second item is in Article 2 of The Substitute ordinance, and it relates to the administrative debt relief program also administered by the Department of Finance this particular substitute ordinance converts the ongoing program for debt relief assistance for Google low-income individuals with administrative hearing that this again was a pilot program that had been in place for a couple of years and based on the outcome from that program. We are seeking to also make this a permanent program for the city of Chicago. artic Article 3 the next item relates to the payment technology services this allows or authorized the Comptroller to enter into agreements with third parties to install applications to allow eligible to allow customers to pay utility company bills through our existing payment technology, kiosk. the new The next one relates to the motor vehicle lesser tax as we continue to see markets change a dust and new types of companies coming onto the market. We always want to look at our code to make sure that we are covering all eligible types of activities over the last couple of years. A leasing a platform that become more popular in addition to leasing from rental companies and so forth. So there was a gap within our code that didn't allow us to apply this tax to certain peer-to-peer leasing companies and this Revenue management ordinance substitute allows us to know apply that text you. A leasing. neck Next is a change within the employee liability with the municipal code related to a liability than employees incur from certain violations, whether it's parking violations moving violations or such while they're in the process of conducting City business. They are allowed to a petition to have any of those moving violations waived that goes through a process which currently is reviewed by the Comptroller and then reviewed by my office this changes the code such that the Comptroller as the traffic compliance administrator is the only one that has to review again because they're the ones that are responsible for Gathering or collecting the revenue from those types of a moving violation. So they were view then my office is no longer will be involved in in 3 neck next is the article 6 which expands the utility building release program. This is another one that was a pilot under the debt relief programs administered by the Department of Finance. This expands the eligibility requirements for that program from One and Two Flats to include three unit Flats as well. the The next second to last one deals with increases of fees that are charged by the mayor's office for people with disabilities for certain pre-tournament accessibility reviews that they conduct at the request of developers who are going before the department of buildings for inspection a developer can have their building inspected or reviewed for accessibility and complies with our code as we continue to see the cost of our employee salary wages. Go up this Matt this a 6 to match our modest Revenue that we bring in for those accessibility reviews to the cost of the staff that actually conduct those accessibility reviews. and in And then finally an article 8. This is the property increases pension as I just read through the property tax levy for fy20 for it does not include the CPI increased. We can go through the mechanisms of having that that way or I should say that ticket waived because of various reasons, which I know the Comptroller's office is much more at conversing on the reasons why we would allow for that ticket to be wafted into not collect from our employee but the vast majority of those are emergency related so you had a You had a city vehicle would be automatic cuz then we would have the reason of why you were violating for whatever reason but if it's your personal vehicle, we have to go back and review how it works. So is the supervisor whatever that agency they do the first level review and then it petitions to us. So this is just cleaning up an efficiency problem.
