So those comments can be made part of the public have one public comment from Bert ring. Thank you. My name is Burton wing and welcome everybody chairman and members I own property on 103rd Street 1901 to 1905 which is on the it's on the Southwest portion of 103rd Street right by Walden which is next door across street from the railroad area. So I just got my bill yesterday and noticed the one up from like 2500 about $4,000 for that little spot that I own and that's about 60% of the increase in my taxes. I have 3 retail tenants there and I have to have course try to pass on that increase the amount of taxes to the three retail tenants which already challenged by the competition's they have an that area. But also if you look at the particular are in expanding the boundaries Dell volunteer section 103rd Street is very very small from Walden to Longwood. liquor Look at the businesses there. So it's we just analyze a business is there there's one very large vacant portion as just sitting there for years and it's totally they can we also have the railroad on walls and going from the hundred 7th through 95th. So really without involving the railroad and beautiful and that whole area the money that are going to be used for the special district are not going to be used appropriately until we get there railroad involved. If you look at some more issues on 103rd Street the amount of traffic in that small little area between Golden and Longwood is gotten very heavy and very dangerous for people to cross. There's no Crossing areas unless you go to 103rd and Longwood to increase more traffic there without having traffic studies or dealing with that Department of Transportation within the city that the city's obligation. It won't be a good benefit to have more people there with the increase of safety or they 50 problems of crossing the street with on a crosswalk there by the railroad or people crossing from Walden to the railroad. So in other words without getting more the developer of that property on 103rd the railroad involved the Department of Transportation future to get more people or more persons or more business in that area is just really useless. It's not really helping out. We don't have any studies of how much the monies are really helping any of these businesses. Where are red We are already there Starbucks or CVS. We all know the problem with CVS and other drug stores. So I don't think expanding the area because our area is very small to other areas and enlarging the SSA area would be helpful to the businesses must we really get involvement with the developers of that project on the South Side 103rd and the railroad involve to beautify that area. We also only have sidewalks getting more money for landscaping is just useless in my opinion. It's not helping out. There's maybe one tree there when I've called up to get usage out of the SSI money for pulling weeds. It takes about a week to get somebody to pull some weeds. There's absolutely no grass or other trees there. So I'm against increasing the boundaries and increasing any increase in taxes. Did you? Did you take your break our next speaker will be jamendo McKay? Okay. I forgot to mention that we have 3 minutes for public, Thank you. did Good after. Good afternoon. My name is Jim and Dan McCoy. And and I am a business owner of 9 years on 103rd Street. Just west of just a couple Northwest actually of where the gentleman was just speaking about he owns property as a business owner retail business owner in the ssa-44. I am highly in favor of continuing the SSA and of the expansion to Walden Parkway the SSA for us. I know we have another speaker coming after me another business owner for me. It has been for nine years about cleanliness and attractiveness attracting people to the to the shopping district and to our business in particular. I run a women's clothing store there and belly up Bluetooth thinks Alderman O'Shea and exercise SSA for years has managed not only Landscaping in respect to pulling weeds. But they plant in our Planters. I'm just building the attractiveness. They do Mowing and snow removal which is important because our business owners don't always take care of that for us. And so the SSA does that they make sure that there are no slip and falls on the way to the train. on the On the way to my business, I will. On the way to my business which protects me and so that's done every morning and if there's a snowfall that's done promptly in the morning and throughout the day making sure that I as a business owner to have to take my time or my team's time to go out and maintain that so that is one of the critical Parts specially in the city like Chicago of the SSA for me and the seasonal Planters again, it goes all the way up and down a hundred and third we have banners that are scheduled to be installed in 2020 for beautifying the community. Beverly is a very very much so a small business oriented and and a neighborhood type fuel. So it anything that we can do to draw a tractions to businesses their the walkability of the businesses there from Longwood to Walden Parkway. if they If they help us with that and so for me again, I'm very much in favor of continuing this on a critical part for a small business owner making sure that these facilities on these things are taken care of for us on a daily basis. make a Thank you. Mr. K. Thank you. Alex Our next speaker will be Leah Ray. Hi. Hi, good afternoon. I'm also here to talk about Weldon Parkway don't preciate the trip down to the South Side as a new business located on Walden Parkway, which isn't a thoroughfare the SSA has been critical for attracting new customers to our shop, which is just about 8 months old 4 months into our business the SSA hosted a Sip & Shop that brought hundreds of customers who are cute little store within the span of three and a half hours that's marketing and promotion that we would not have been able to do on our own and her little bootstraps organization. So we are also in support of a continuing the SSA in renewal of ssa-44. It's critical to our livelihood and our success. Thank you. You're no written comments that were submitted. Is there a statement from the ottoman in the area? Thank Make a German good afternoon colleagues. I just want to reiterate what my small business owners stated about ssa-44 what this essentially is. It's combining two into one. pulling Pooling resources. This is a very small section in the Beverly Community. These are small business owners of Heart of all of our neighborhoods. It gives so much. They stated what their needs are. I would humbly ask for the support of my colleagues to allow us to continue this and if there's any questions, Alaqua Any questions for aluminum shape? Sing sing no questions. Is there a statement from the Department of planning and development? could Good afternoon, Mister chairman and members of the committee for the record. My name is Mark Roshan assistant commissioner in the department of planning and development ssa-44 is located in the Beverly and Morgan Park Community surrounded by the Metra Rock Island stations at 99th and 103rd streets within the 19th Ward Alderman O'Shea has expressed his support for the proposed extension dpd is requesting a term extension of 15 years for SSA. Number 44 with the levy rate cap of 2.5% of 44 has been expanded to include the nine properties along Walden Parkway adjacent to the 99th Street Metro Station, which until now have been served by SSA number 64. So for the record, I would like to clarify that this. not technically in a Not technically an SSA expansion. It's really more of an SS a merger between our two smallest ssa's number 44 and 64 combined. They'll provide more efficiencies and sale only have to provide a single audit instead of two separate audits. So it will save on administrative expenses and there should be some added efficiencies for Contracting Services as well. So there are no changes as far as I'm adding more properties into one or the other SSA. So it's a business that has sustained itself and all that time and I'm here to be a big proponent of the continuation of SSI 61. I was involved in the original Constitution 10 years ago. I saw the value of it then and everything that we've been able to accomplish this then is somewhat remarkable when you consider that our budget is one of the smaller budgets Tressa stays within the city. We do a really good job with the help of our service providers the southeast Chicago commission making sure that we cover all of our bases whether it's the the Aesthetics of the neighborhood the hanging baskets did Nancy mention the new Landscaping that we've gone on the lake Parker Lake Park initiative the events that we helped sponsor such as the fourth on 53rd. it may it makes a It makes a huge difference in the livability of the community and the neighborhood especially hopeful to see our continuation go forward the reconstitution go forward because we finally reached the point where we're tapping one of our biggest concerns since we have started and that is the reason the updating of the viaduct in Hyde Park 53rd Street and 55th Street have five extra separate East Hyde Park from West Hyde Park and they're miserable their dark tank dirty dilapidated. You can go on with a Deez they're so yeah, they're not they're not they're not they're not nice and just this year. We finally got our budget put together in such a way that we're working with. I'll host. A whole slew of people c. C pad the Hyde Park Art Center the University of Chicago Metra. Both Alderman's office has to finally bring in new lighting new artwork new design more cleaning and step-by-step. We can't do it all this year. Thank you. several concerns in a several years I am I have been addicted to this SSA. What is a SSA? They don't know. I do. If another way of texting people without people knowing you don't educate the people about this if it is it just another case smoke for the ultimate. We have Streets & Sanitation. We have the police force. but Baxter job to keep the commercial areas clean and safe. However, a group of altum got together and wanted a cow. So what they can choose who they want to be security people give him a little best if nothing but a sham SSA. Why would you have Street in Sandy Street to big clean? but my back My best friend now beginning that's no life is often cooked up where they can control the job and the money but still has swim around those areas that are being taxed 2% You want to keep them dumb uninformed unengaged you all too much. you You all too much. Why would you do this? because Because you're a control freak if you want to control the money. It's about the money. I am totally against these streets clean Police department arrest nobody. Feel some little person and they sleeping around doing nothing. No, the SSA. Did you tell the people why yes I did. Is duplication all streets been clean we can have as a department of Streets & Sanitation. We have a police department. If they can't do the job what I do because of security don't do their job. That's why I show up. The show out to bring light in a place of Darkness totally familiar with the area. So that's why I try and that's why they want to shut me up. That's why thank you, sir. Annex our next speaker is is there a Mr. Ellis Miss Cameron. You mean I'll be brief support of the reconstitution. Could you please put the owner in auburn-gresham micro fine, and I just want to give my support to the reconstitution of SSA 69 along the 95th and Ashland. Avenue did they do a great job and I have other clients who are looking to come to the Chicago area. You want to build in Auburn Gresham area. So I just want my support to that and continues to stress neck speakers Herbert Johnson. glad Good afternoon. Chairman board members on my name is Herbert Johnson on the financial center manager at Fifth Third Bank located at 8140 South Ashland in Auburn Gresham community and I am for the SSA 69. They have done a phenomenal job in the area. One of the things that I adore is that the doctor the gentleman or deployed is that goes down ass then not only do they the bomb with the people that come into the bank or around the bank, but there is it's just a delightful feeling to have them out there to fulfill some of the gaps where it may be the sweetest and may not get there. I have a lot of traffic at the bank and you be surprised some of the things that I happened overnight and then the SSA will come through in this town. I know they'll be all on my property keeping it up. So I'm totally with SSI 69 Connect speaker as a pastor Wayne. a I am passing Lane Smith by my new passcode new passcode that church and we found a church in about fifty years ago and sent that time. We have the new Pisgah Church, Nebraska day care on 80th and Racine call new piston Haven Homes. We also have another when they left my parents and your message about the snub Living Center on 80th and Halsted and then just recently built a veteran beginning right next door to our church at 8140 South Racine. What I'm headed to say, is that promote SSA. It's a really great project that they do in our community and not just in our community, but all other communities around the city. The one thing that really does that I see when I see the guy coming around the cleanup. It makes the other people in the community clean up their area cuz that's a trickle-down effect. If you see these guys coming down sweetie, they clean up and then picking up trash whatever they're doing the cutting grass hit the most that in the neighborhood and that's when you really need also to the thing that I liked about it. They got a cord or it would have been does in the stores are tell us when Tell us when the pistol will construction company as well. And what they do is to compete with the big brands for the small owners. What they do is pick the front of the building and make it look more pleasant for people who want to shop taking the bars off the gala put shutters that do something for our neighborhood and makeup look better. Okay and That's one. That's one of things. That's one thing that they really do that. I really liked it. Help the small businessman. We have some major businesses in the community that can out. I'll sell because their prices are much lower and you know what, I mean? Okay about the small nose with a front they get a new facing and help them and they're up in that particular business and I have talked a bunch of them cuz they called me all the time or they want something or like came back here. They want to put a new face on the help them in their businesses. We understand been in business is hard. If you ever been in business, you know what I mean? The startup is hard for for a small businessman as well as a black person. They meant to understand nothing to that. I think that I've been through a lot of cities. I've been all over the world and I've seen something that didn't have SSA didn't clean up the neighborhood. I don't know if you have been New York, but I've been there a few times and they need SSA because they don't clean up and this man what time what the police job to clean up that is not the police job to clean up our neighborhood. They have a lot of other things in our community to do besides clean up our neighborhood. It's what we need to do with people. What? What I'm saying SSA comes along they clean up and then the people in the community we clean up behind them. It takes all of us in the city to make it better and that's what I'm here for promoting this SSA that we continue it one more thing before I go they do an economically development. Now that is really good. You know, I mean that is really good it help businesses to get going to get started how you do it and people need that when they starting out when I first thought I've been that I needed that somebody to come help me mentally. pick Teach me the things that I need to know. Teach me the things that I need to know as I got going and I thank God for that. I thank God for the economic development of helping people start their own business some of y'all might want to have a business one day. We can Diamond development of you for your time and saw your sign has expired. Thank you very much. Okay, next speaker is tender kind of garage you Good. Good afternoon. Thank you was right on thank you so much for the kind of garage you and I'm representing on my family who have been business owners and Property Owners since 1994 along Ashland Avenue, and she wanted to say that I'm very much a proponent of the SSA 6903 Constitution and they've been nothing but a benefit to the community, you know, it says it can be a little bit of a struggle sometimes, you know, dealing with various factors, you know, for instance loitering or behaviors and the SSA definitely help the welfare of business owners and they provide further security and as mister mister Wayne Smith. I just mentioned. They doing a credible job of reaching out to the community business owner. San and we And I really have their best interests at heart and definitely would encourage, you know the reconstitution as well as continuing along of but they're nothing but a benefit end and encourage encourage the future of the end well for the community and just wanted to state that for the record, thank you so much. I appreciate you sir speakers Carlos Nelson. a good app A good afternoon chairman and Carlos Nelson with greater Auburn Gresham Development Corporation. So we are the functioning service provider for SSA number 69. And so clearly we are here to support the reconstitution of the SSA and just to kind of lay out to eat geography for you. So for a different Wards SSA 69 goes through 17th Ward 18th Ward 21st Ward and Into the Night of the 19th Ward. So it's a kind of an umbilical cord to the Beverly Community which is typically has more resources and then ties into the Auburn Gresham Community. One of the most important aspects of having this business improved or this SSA along South Ash. is that we have Is that we have big? Is that we have big box store? Is that we have big box stores that have vacated the the the the corridor we have this investment that has plagued our community for far too long. We have other challenges that you don't the 22nd Police District to the South the sixth district police district to the north having this as a saying and having a service provider that employees local residents for my Southside Community of members of the community that look like the residents that are earning a living wage in and providing debris removal Landscaping other maintenance beautification efforts. We have a facade enhancement program that is unlike any other along the city and I heard mention of it earlier. We have actual Architects architectural interns out of providing free facade enhancements for these small a storefront owners that are challenged with you know, having to try Trying to make a living in addition to the facade enhancement program. We didn't provide small grants so that they can create those facade design. It's a really a unique SSA. We also promote special events. We do quite a bit of community engagement getting business owners together to learn about ways to to be empowered economically. And so I'm definitely here in support of the SSA and just wanting to say Say thank you in. hey, thank you and thank you for A thank you, and thank you for this time. thank Thank you, sir. is there Is there a statement from the ottoman in the area? Other than mostly? God I was just inquiring I wanted to make sure I wasn't in violation or needs a little group 14, but because I was the intern at greater Gresham Community Development Corporation. So when we talk about SSA, it was actually here that I learned what an essay say was and I'm excited about the partnership and to continue what I was 14 and 32 now, so to continue that years later going for it. So thank you for the great work you all do. Thank enjoy Angel Mosley is there Is there a statement from the Department of planning and development? I see.
