They also go to heavily subsidize the property taxes of all of our residential buildings. So in that draft of new ordinances where we talked about the special Advisory board that will be we were proposing would be created and that's when we're also talking about how we want to prioritize permanent Supportive Housing. So that draft Revenue ordinance after this passes in March of 2024 will come back to this body for this body to have discussions about love your daughter to make changes to a right going to come back to this body to revenue ordinance. But in the interest of full transparency, we shared the draft of New Orleans that has that plan and I appreciate that. We have a history of saying we're going to do something and doing something else in the city. So I want to make sure we're not, you know moving this morning around when there's it it for the ministration when there's a double life in the chair to you know, the services necessary to obtain and maintain permanent housing which seems to me like it could be any any type of so I so we write in that draft Revenue ordinance. I got no pockets out of my pocket. but my poor but my point is this and this is what I think of my colleague from the 44th Ward was bringing up and what my colleague from the 17th Ward is trying to get to which is we are trying to get a hundred million dollars or more on a tax increase to address three vague categories, which no one wants to answer publicly to explain where that's going to go in the Years moving forward because everybody that's here that says they want money for homelessness is old an answer as to how that hundred million dollars going to help them because raising taxes for the sake of raising it to say we're going to grab a headliner we commit read Reven to address homelessness Revan to address homelessness does squash does squat when we have literally gotten hundreds of millions of dollars in Grants Direct Corporate dollars and others to address homelessness, which we still have not moved the needle on so So I know you mentioned that there were things that could be said offline things that could be referred to later. I'd actually like to hear it now. I'd like it to be a matter of the public record what actually constitutes purposes of addressing homelessness what programs specifically and how much will be going to that what specifically does it mean by providing permanent affordable housing as well as what exactly specifically that means for the developers of individuals who are going to be taking their 15% off the top automatically and what we're going to be doing to drive down those price points to ensure that we are close to market rate for construction as possible so that we are not seeing units been created 5 * the COS of market-rate eating up that hundred million dollars and turning it only until 20 million dollar investment. I want to know exactly and specifically what it means to provide a necessary service Provide the necessary Services. What exactly does that include and and what is the range of necessary when it comes to homelessness because that is a whole lot better than a very expensive range. I'm I've read through the emails. I've seen the dialogue back and forth and this goes to everybody on both sides, even though I'm just looking this way. play But I'm not a fan of the trust us and we'll get through it. We've seen where that's gotten us from one Administration to the next we see that now with the current humanitarian crisis where trust us will get through it as we see 30 million dollars tents get to be constructed for migrant homelessness. It is not for the necessarily for the voters to know the specifics but it is definitely for the 50 people in this room to know the specifics Madame chairman and I think it should be up to the administration to be able to answer what the specific uses not the vague uses of that fund is we are not putting a referendum to make just simply say we're going to make everyone's lives better. There's a purpose to what we're doing. There's a very specific need that were trying to address and we are we oh, it is part of our Judiciary responsibilities to say in no uncertain terms money generated here goes here and spend Here and spent 4 days. Here and is spent for this. What is this? Go. Go to make an I mean, I'm so sorry commissioner. Can I say can you give us the abbreviated I'll go fast that we have that the city of Chicago. So with the prevention the go list in order to prevent homelessness, you have to stop people from coming in since October 2020 reviews 14 million dollars to support / 2,700 households that have kept them in their houses. So they may have received an eviction notice or a five-day notice from their landlord. We did not let them come into the homeless system. The second thing is crisis response right when people come into the home assistant, you have to immediately wrap them with services and figure out what they need. Third thing is housing. And so typically the funding that we received from GF SS does not support housing. I grant that we receive support other Supportive Services in shelters. However, in the over the last two and a half years, we've received 35 million dollars between care AARP and corporate dollar to date me. They will. able to enable the house 20 enable the house 24 Enable the house 2400 household through our rapid rehousing an accelerated moving event. We have about another 500 to 1,000 households that will come online through June of next year, but we haven't had sustainable funding for that are based budget for the Department of Family and support services for homelessness is about 77 million dollars of that 69 million goes out into agencies in communities and cell. that we have are per That we have our problem. That we have our homeless prevention, right that's rental assistance case management and legal services. That's the million-dollar shelter. That's emergency housing for youth families gender-based violence and single adult 27.5 million centralized shelter intake Baptist crisis response system. You call Salvation Army they show up that's 3.5 million annually Outreach and engagement. Those are the teams. You see when you calling you say. Hey Brandy, I've got someone that needs support at an enchantment. That's 9 million housing support is 27.5 and that includes rapid rehousing which is new, right? That's something that we started doing since October 2020 and then last is system planning and coordination, which is 500,000. The rest is Staffing for salaries Alderman Lopez, you mention the money that came in and February through secretary fudge and the US Department of Housing and Urban Development that did not come to the city of Chicago DFS. I specifically that went to Old Chicago and the Continuum of Care so that's coming to the general greater Chicago area, but that is not being administered. we We are. we all We also have our ARP dollars a lot of those projects. You will start to see the boy hit next year, but that's one-time funding and so once those dollars are expended. We don't have it. Just no Revenue resources. Why not? find a Find a mission on how much commission I really needed that so prevention. read rehab RI housing set self Shelter centralized intake or Schulz centralized shelter intake three primary buckets. You said enough to keep people in rental assistance and things like that crisis response crisis response and housing. What does crisis response to someone says I am in need. I don't have anywhere to go tonight. Can you help me? That is what that is. That is the shelter responsive. We are providing temporary support for an individual who is on the house and they have no friends. No family. Nothing. No. Nope, wait a bit. That's okay knowing that you know, we have 150 million allocated for migrants how we going to plug the additional hole for the migrants going forward if we only looking at a hundred fifty million? let me Let Me OK Google, you know this funding is primarily I think we said this in the revenue ordinance to go to permit the port of housing not for used towards our are migrant population. So, you know as we've talked and budget hearings as well as an individual conversations with Alders, we are looking at alternative resources for our migrant Mission based on the language. It could go towards supporting the migrant population. Correct. I think that this is up to this Council the revenue ordinance has eligible usage language already in it with my more questions. I could it so, you know, it's it's like I said, it's up to this body. There'll be recommendations coming to you publicly from an Advisory Board as to how this money should be used and it'll be to the spot Did this body base on your appropriation Authority as to? Did this body base on your appropriation Authority as to how it will? It's a week. It's a we have no power. It's a we have no plan. It's all we have no plan B in the event that this does not pass the boulders. we've Weird Al We've allocated funding in this budget. I believe it's around 250 million dollars for homelessness much of that money is time-limited as we've mentioned before and is not flexible. And so the reason that we're looking for this change is because we would like to have a dedicated resource for funding to address homelessness. Now, I think I mentioned this is not until 2026. And so I think questions about what's happening right now. We may be getting ahead of ourselves. But as we as the budget director mentioned this is coming back to this body. We are going to prioritize permanent Supportive Housing in the in the services around it. We are going to be asking in the revenue ordinance that will be coming to this body in 2024 after passage for approval from city council and put the plan that we have put out multiple times in the revenue ordinance in the draft of new ordinance that everyone should have is about prioritizing Turn it. Turn it to Puerto. Supportive Housing in the services around that let me get back to you said right now in this current budget. We have 250 million allocated towards only and it's time limited. And in fact, I just yes or no, you said 250 million time-limited. So we're already looking. We got a 250 million already taken to this budget and we're looking for 2026 another hundred million in 2026 based on the wonderful project that my colleague ottoman Mets had before committee today. She had a project 41 million dollars is 41 million great project. I'm excited for best 40 41 million or 40 something units Okay. Okay, so if we took a hundred million today? and put a And put it toward. And put it towards that we're looking at 127 units coming online or population of you say 68000 people that are homelessness. This is a drop in the bucket before the drop in the bucket. So and I just I think this is doing a disservice to the overall body of the city of Chicago because I believe that this is going to have a Reverse Impact. one 1 One of the people who are funding these kind of projects those projects are going to come to a screeching halt. I think with the vacancy rate that we have here in downtown area over 40% vacancy rate once a reassessment hits. This thing is going to be spread throughout the entire County throughout the entire County and it's going to impact everybody in this city when the reassessment scum. I think we're constantly hitting the wrong people upside the head with fines and fees and taxes and I think at some point is going to be a breaking point in this city and the breaking point is going to be coming because we just hit him with the chip wage worker with trying to hit him with a PTO now, we're going to hit him with with this. I mean, when does it stop when does it stop there's other ways to address it? I think we all are very conscious of addressing homelessness is no doubt about it. We are. We all are. We all are sensitive to addressing homelessness. We already spend at 250 million. I think what we need to do is read regroup and try to figure out a better way because apparently the way that we're doing 250 million if not successful and I think we need to readdress it though. She she explains these increased funding for homelessness support services for a total 2023 budget of more than 200 million dollars is a vestments include the development of permit. Sapore Supportive Housing non congregate house Supportive Housing non congregate housing Supportive Housing non congregate Housing Programs rapid re-housing program shelter infrastructure Investments and high utilizar diversion housing. what how What happened? What happened to that money? well Well now as I understand it as I understand it and there's a news report just a month or two ago. I want to say maybe in August. nobody Nobody's answered. Nobody's answering this question for him would be helpful. The questions here is where did that money go? Has it all been spent because an article came out in a publication just a few months ago suggesting that only 15% of that money had been spent so I'd like to know how much of that money allocated by this body towards homelessness $200 a lot of money how much of that money has been spent this year on homelessness. commissioner can I Commissioner. Kanazi and I can come in and commissioner Guzman. so So there's a couple things we recently had a o i g report that came out that talked about the work that we've done with rapid rehousing an accelerated moving events the report from the oig was actually positive and it said that 90% of the people we engage were actually held and 5 months later close to 80% We're still house. So it shows that the housing first approach that we working on his work. So for ARP dollars, we have a couple things first is the low-barrier shelter. We released in rst alderman for a second Library shelter, I'm sorry. I don't mean to interrupt and I know everyone here wants to eventually get to a vote on this blasted very specific question. I know you have lots of plans in the works. I want to know how much to this date how much of that $200 has been spent this year in 2023 that we budgeted for last year. We can be. We can we can go. We can we can get. We can we can definitely get you that number Alderman. I should also say that some of that is part of the bond program which will lead to affordable housing units that are currently in the hopper of being put out and built. So some of that takes time. It's going to take a couple years to actually see the results of that money being spent. I still I guess I haven't gotten an actual answer to my question and I think it's an important one because yes, Jim Moran Parker Posey Apartment housing. Thank you, buddy. Apartment housing. We had 60 million dollars is one time allocation think some people from the audience while they were correct one-time money that we got from a HUD for the pandemic also the other funds that the former mayor put together for addressing almost has issues and such. So we have 60 million dollars as budget director mentioned as well as many of those are underway. We have a few Lawson house Covent Conservatory Apartments Englewood Family Housing and Sarah's on Lakeside. Those are all permanent Supportive Housing 100% We have another project that has some at the 4730 Northwestern has about 5 to 10 per cent to 6 units. So we're at around the lower half of our goal or goals 336 units and then we have a few. from a permit to put a Premier Supportive Housing that we think is going to generate somewhere about another 150 units that are in our 2023 qap those projects have yet to be announced obviously, then they have not gone through the city council. You'll be seeing all of those in 2024 and breaking ground in 2025. So the projects basically the recap that from 2021 by the time to get through Council and by the time we break ground, this is 2023 and actually some of them are rolling over to 2024. still Still not sure I got an answer, but I'm going to I'm going to let this go chairman, but I want to leave my colleagues with this WBEZ did a story on August 28th and their two investigative reporters Rachel Hinton and Manny Ramos say that the city has only spent 15% David a b obits of its Federal American Reserve plan tax dollars this year. and I'm And I know that mere Lightfoot Incorporated that money in the number that she took credit for when she passed last year's budget that I voted against and so that's my concern here is no work. We're going to go and ask folks to pay more taxes for another hundred million dollars yet. I still can't get a straight answer. I'm on the 200 million dollars we allocated for this year has gone where it's been spent and has there been a return on investment? That's those are. That's those are all very very. That's those are all very very rational questions for anyone to ask cuz we're talkin about the taxpayers money. And so I think all women more was trying to get up there sitting on Lopez was trying to get at this and others those questions should be answered and I'm I'm not getting those answers and it's no disrespect meant to anyone in the box.
