I am pleased to join you today to share a summary of the treasurer's office is accomplishments on behalf of the people of Chicago over the last year and to provide a look ahead to 2024 first. Let's start off with numbers as we are the treasurer's office. Currently. Our office has 10.3 billion dollars in assets under management and that is a billion dollar increase from last year. and ask and actually And actually a 2.8 billion dollar increase in me taking office in May of 2019 through August 31st of this year. Our portfolio has provided a return on investment of approximately 245 million dollars. So by comparison that number for all of 2022 was to was 176 million + 116 million for all of 2021. when I when all the When all is said and done at the end of this year 2023 we are anticipating portfolio earnings close to or exceeding 400 million dollars, which is a 127% increase in earnings year-over-year. We are confident. and saying that for her and saying that for Hunter And saying that four hundred million dollars of what we are going to be providing to the citizens of Chicago is record-breaking that we are making in 2023. I am very proud of this trend proud of the great work that the treasurer's office does part of the exceptional work that the investment team does for realizing these returns for taxpayers despite what has been a sustained period of Market turbulence. I'm proud of the fact that of the more than 11 billion dollars traded by the Chicago treasurer's office in 2023 53% was executed with minority firms. that should the Chicago to The Chicago Treasurer's Office investing the city's dollars in ways that reflect the values of the people we serve and that we have a maximum impact on Chicago Inns our communities and our finances as well as our Collective future in the past. This is mid working with this Council on ensuring that no Chicago fans are going to support gun manufacturers or tobacco companies as we go forward. We are exploring other opportunities to advance our sustainability goals and managing the city's portfolio. We remain fixed on our core objectives and ensuring the perseveres perseveres Asian of principle and strategically setting thresholds for maintaining adequate liquidity. So the city can pay it. deals, and I'll pay Deals, and I'm painting the highest possible risk. Feels and I'm painting the highest possible risk-adjusted return for the City by using all the available tools and our financial toolbox, including all Investments and strategies allowable under statute. There is however a third option active required by Statute and one that I take very seriously and that is providing Financial education and literacy program that Empower Chicagoans to build sustainable wealth and a brighter future while helping to build stronger healthier communities in the process in 2023. The Chicago Treasurer's Office invested ten million dollars in a community bank so we can make more resources available to individuals and small business owners in this investigation and under-resourced communities in need of commercial and residential development. We invested 25 million dollars in a van with Fannie Mae and Freddie Mac that is providing resources to help. hundreds of Chicago Hundreds of Chicagoans get the mortgage assistance. They need to become first-time home buyers, especially in the Chicago South and West Side neighborhood. We created the empowerment scholarship program and thanks to this newly-formed public and private partnership 10 Chicago students entering college for the first time in 2023 were awarded $5,000 each to help with their expenses. We also participated in Paris participated and partner with the go participated and partner with the Goldman Participated and partner with the Goldman Sachs 10,000 small businesses program to offer entrepreneurs a 13-week financial business education at no cost to down to gain access to the information and resources for growing their businesses are office also launched spendsmart eatsmart at senior centers throughout the city and other new Financial education and literacy programs including wealth Wednesdays, pregame the financial youth education and empowerment Symposium and More in addition to these programs other such as money Mondays with Melissa. Hope inside and more that we launched during the pandemic are still strong. In fact two-thirds of all participants in the credit repair and building program raise their scores to Prime levels the score by which lending becomes affordable for most borrowers to purchase a home. laugh last time Last Summer Last summer. We talked about her vision of really changing the perception of how the city of Chicago was seen as a as a manager of money and his Steward attacked their dollars. I came from the private sector. I came from a 30-year career on Wall Street. And so with the treasurer and I really talked about was really applying private sector discipline to a public sector plan right be internally managed security. We are now about the furthest thing that you might imagine. from at your dish from a tradition From a traditional government portfolio a bloated calf position which is a very expensive position to have a ruling 3 year treasury ladder, which is a very low yield a bad investment and then maybe a callable agency or two. We have a much more traditional private-sector asset allocation really because of the treasurer's relationship with the Department of Finance in the Comptroller. We now have a much better vision of what our portfolio construction should look like because we've got a good handle on our revenues and our expenses. We know the timing of those so once you know that we can more effectively manage the portfolio assets of the City by doing that and applying what I would call prudent risk and credit duration in complexity. It was a treasure mentioned we expect to make about four hundred million dollars this year. I can't give you the exact number, but I would say that probably 50 million to 50 million of that is a direct relation a direct result of the fact that she's empowered us to to create a more Dynamic approach the Investment Portfolio and asked you a question as to what 2024 would look like. What we do know now is the bed is probably not done raising interest rates, maybe one more rate hike until we would expect because our portfolio is made up exclusively of fixed-income. the dad But that income number should even be higher for 2024. do the whole Don't hold us to that. We have a Be there in two into the Pension funds. I'm just looking for some Claritin and what that contribution means actually and I can appreciate that question. I do want to thank the city council for the last couple of years. We have been doing this initiative of advancing and what it does especially in a down Market. It really provides the pension fund with the resources that they need that they do not have to liquidate their resources in a down market. So it's extremely important and shed some light on. What what do those funds look like today? I'm getting it all. I'm getting it all to him. So so today for So today for for Pension funds Labor's 2022 returns. I mean Let me see what. Let me see what we're looking at here. I'm going to look at the three-year and 10-year. So the three year returns was 4.5% We've had a very rough 3 years with the pandemic 10-year. And by the way, we're long-term investors with Pension funds. So we really do look at our ten-year rate of return for the 10-year. It was 6.3% relative to The Benchmark of 6.7% for municipal pension funds the 10-year at 6.5% We which is the Which is the PIN? which is the pension fund that all of the city council members are included in for the three years. They were 5.2% for fire pension fund 10-year return 6.8% 3 year return 5.7% Polly police pension fund police Pension funds 10-year return 6.8% 3 year return 6.14 % and we and one And one other thing I want to add to the record Alderman. So for all the 10-year returns, we have exceeded the Actuarial return expectation in just one one final question pertaining to pensions is can you speak a little bit to how the new casino will help her have stabilized pension? Wow, we're expecting 250 million once it's open and running right and which I believe is 2026. All right. Correct. This was something that was born this program that you're speaking of was born by a conversation that the treasure had one of our women-owned firms Cielos asset management and their women on a brokerage firm and an asset manager. They've been a good partner of the office and Anna been a good friend to the treasure. One of the meetings that they had was born this idea that they had the capabilities to look to Originators like Guaranteed Rate JP Morgan City Bank some of the larger Banks even some of the smaller banks that that they do the end of The Lending on the south and west side LMI areas with your lower and middle-income households on the struggling underserved areas on the southwest side. And so what we're doing is providing an outlet for those those lower Lone Star loans to be cool Loans to be pulled and where a buyer of those loans, so it creates demand for those types of of of areas to be lent in which is a problem that we've seen historically over the last several years. So we feel like what this partnership is doing is providing that demand and supporting one of our women-owned firms that we deal with on a daily basis. and we And we can play. And we can split we've pledged to to purchase up to 25 million dollars of those types of Securities, and we're not there yet. So we're still involved in that program investing for social impact. you have You have a deal with the bank regulator. What? What countries? What conversation do you have with them or their? merry Marietta There any transparency in terms of their lending practices? That's a great question. I mentioned in my opening comments. I'm so proud of the work that we've done with advancing equity and banking commission when we are holding our institutions accountable and providing really data to us to show us what it is that they are doing to help especially those on the South and West sides of toggle That's something we've been do. That's something we've been doing since I've been in office. I started that initiative with State Treasurer Michael ferrex. What can we do at the council to help you to help them be a better a partner in The Lending that is not equal across the city for the WBEZ report doing the the height of the pandemic during the George Floyd protests that report that came out that stayed at 4 all black communities combined. they That the banking institutions lent more and mortgages to one white community. They That exceeded all black communities combined. and still to And still to this day that makes my stomach turn. and I And I think that your roll my role is so important to Advocate on behalf of our residents all residents of Chicago home. By the way is contributing to this 10.3 billion dollar portfolio that I speak about it. So I would tell you I think the work that this Council has done is great work. I think the lending ordinance that was created was that last year or two years ago? There was a great work that way. done with Done. We're now. Done. We're now annually the banking the municipal depositories do come into Council and you have an opportunity to speak to them the way that we speak to them all the time. You can hold them accountable during that time. I think that is in December typically each year. I will also say that I'm proud that since I've taken office at the treasurer's office has now taken a more active role in Municipal depositories for the city which had not been done before so it really makes sense since we are the ones that will be working with the banking institutions that we take a more proactive approach in the process of selecting those individuals. And as you know last year when I came before city council, I mentioned that we personally reach out to small to mid-sized Bank to let them know that we welcome them to become a municipal depository. That's quite different than the way it used to be. in the city of Chicago In the city of Chicago and since then we do have smaller to mid-sized banks that are applying to be a municipal depository. We still want more to apply what new events where there are they find on can someone give that information? I'll Albany Bank was one and and that's a great success story that's on the that's a great success story. They were just added and we were able to deposit in million dollars into that bank that made a huge difference. We are expecting three more to join us this year. So cross our fingers and very good. Thank you. My first question relates to the Catalyst time. I wonder if you could talk a little bit about that and what your potential new Investments might be. What areas are you exploring? and how And how much is it? And how much is in there by the way? 40 Ortiz 47 Mill 47 million the Catalyst fund. I'm glad you asked me about that because during the pandemic we were very proud that at the height of the crisis the Catalyst really invested in the Chicago business resiliency Loan Fund and when we were provided to be able to help 800 small businesses with 21 million dollars in low-cost loans to really weather the storm retaining employees and to continue offering the services and amenities that were critical to the well-being of our residents and the vibrancy of our communities and more than 17 million has already been returned and we fully expect the 3.9 million residual loan balance to be returned when it is due. So these loans have really done well for not only the city of Chicago but for those businesses that it helps now going forward. We are. we are a We are at some. We are at something of an inflection point with the van and I would like to expand as you so that it can truly be a catalytic for us and our neighborhoods as well as broaden, its offerings including affordable housing, which I know is very important members of the city council. So I will tell you I'm looking forward to working with the mayor's team. the new Administration and this Council. The new Administration and this Council on the next iteration of how the Catalyst pain will be. So to really sum it up. It's up to us how that would look okay with one of those things that we've been hearing a lot about during the special season is elect electric vehicle or yes. You know what that is a very that investment was a direct investment from the city of Chicago probably will it was before I took office. So at least 56 years ago that was a direct investment. So all of the Cities finds, well not all of the city's fine, but all of the funds is from the city, so it is our money. So so what we we utilize the proceeds from the Investments to direct to these different things Glad that you just stayed. Glad that you just stated. It's a Glad that you just stated. It's our money because it is our money and that's one of the reasons that I would like to propose as we look at what the next iteration of the Catalyst fund will will look like I think that we the city council the administration should have more of a say into how that find will look. Find will look I will tell you that in the past the Catalyst fund board was primarily made up of external members of the city and I think with the city being the primary investor the city should have more of a say into the Investments that's been made also, so, I'm sure that other entities do business with you and you do you contract with other folks. Can you tell us about your diversity in Contracting? Absolutely? Okay. Okay, MW. Yeah. Yes, I think one of the most important aspects are Contracting. First of all, let me say it's very low dollars because you know, we do have a small budget. So our office total purchases is a million and a half dollars. It's just very small. and of that a million is mbewe but like really for me and and by the way, let me be specific on this to mention a million that half a million is in b w b e but the real question that that I really want to promote is the work that we do with broker-dealers. So while the question usually comes for us to provide Contracting data is so small. The real money is the trades the investment that we make your car looks about the diversity of the trays. So of that we do about 5.8 billion dollars with minority firms through August 31st, just of this year just August 31st so much more to come of the 5.8 billion 1.7 billion Hispanics 2.1 billion blacks best Best 53% with minorities so you so you do 1.5 billion with Brokers book 53% goes to my and bees how much goes to a women women women and veterans in the other actually. And you know what? I don't have that women at the exact amount, but I would tell you. call hold on we Hold on we have it. So the rest of it out of the five point something. So we consider that more of direct investments into our residents and small businesses Andersonville on the small businesses that are there and there was a study that was done by a max about how small businesses when you support them. You know for every dollar $0.70 goes towards the community goes back to the community. So it's similar to that right and small businesses. So in turn we started with how working with local banks help small businesses residents, but the reason we focus so much on small businesses is because small businesses invest directly in the community that they represent that they are there so that matters again verses a very large chain A very large chain, you're talkin about a small business usually hire from the community usually small business owners are from the community. So again, it's a win-win to help residents of Chicago. Where where is the Community Bank? is a Isabella Bank, where's the unity Bagley Park Albany Park, and they're there are plans to open up more Community Banks. you You know. It's also the retention so we also did a increase in their hourly compensation. The last one was in 2017 this year. We increased it to that was from $63 to $68 an hour and we're always looking to see how the budgets are going. And if we can also just consider another increase in the hourly compensation. Okay. And what was the gender breakdown last year? It was pretty evenly split between men and women just No. now I'm No more. Do the administrative judges have discretion to not move forward with that. our judges. Are Judges do not have Equitable Powers? We are creatures statute, which means if the city has proven their case, we shall enter the mandatory minimum data set forth by this council. Is that who can confirm I said that you and I went to the city if when they meet with the city attorney ahead of time. They can look at it. They responded meets with them. If they decide that they want to not suit the case or sometimes they also announced to the 2nd count and only proceed on the one count and perhaps get into some type of negotiation of settlement negotiations. So we don't have that but anything after that for compromising a debt that has been answered by the judges they can then contact the Department of Law to see if they would qualify for any type of consideration. So I think from us if you look from a Citywide perspective where there might be gaps in geography we may not need to and every word but maybe we can strategically place some additional ones on that would help alleviate some of the pressure just based on the new world map Wardmaps. After this year that advertising budget is slightly less but we do have additional funds going in to complete our web new website, which we think will be a fantastic tool for voters will be much more user and voter friendly as a search bar as other things that people in notifications that are right up there on that home page and its budget also invest in a new Chicago elections mobile app, which would you think will can take the place of a lot of these traditional advertising funds for a lot of Voters ultimately, you know later in the year once we put out an RFI in our fee. Hopefully have it ready to go ahead of November that a mobile app can just send people push notifications on their phone allow them to sign up for vote by mail ballot. Tell them of the early voting locations. Tell me about boats centers on on on Election Day a lot of this information. We just want to continue letting voters know about that is easier to vote than ever and it's more flexible about that. I never with our early voting sites in our boat centers on Election Day. We know what? We know the We know that border. We know that but her habits, you know, what kind of change slowly so these communication tool specifically the website in the app digital wise we hope will be a very helpful tool in the place of something more traditional Prince and other advertising. Once that analysis has been done then we could getting back get involved. Get involved in the conversation. We do have some good news to share when it came to youth turnout of our last Municipal elections and seeing Chicago Buck the trend compared to other major cities where we saw an increase in youth turnout specifically 44 and below for between the February 28th election and the April 4th election and your mind that was a lot of hard work from a lot of our community organizations and nonprofits. I think a lot of the older people here know the work of Chicago boats. Are we partnered with them on Parade to the polls as well as other voting events where they brought in buses school buses held those events that are early voting site. We certainly were. We certainly would like to continue that we open it up two more organizations and go. more organizations and groups that would like to partner with us on those. with us on those events work with their local schools and have them come down. Ultimately. We do things that the improvement in our digital tools specifically the website and then ultimately working on this new mobile app for next year will also be more helpful currently at this point. I think it's just getting a lot of information to younger folks, especially students and college students within our city that their same-day registration that if you lived in the city more than 30 days, you can choose the boat that's at really take a lot of misunderstanding or or what did Ben Cena's red tape out of the experience for younger voters. I think another success story 4 for Chicago is Arabic a challenge and our partnership over the last three elections who they brought in for our high school in our College judges have been nearly 20% of our entire election judge and the work for Workforce so for the Municipal elections, you know high school students. I think we're about 15% and once we had and you know other college students from that, we really think the best way to get a lot of young people involved is screw being election judge in the first place, you know, certainly they get that paycheck, but they can really see democracy in action that way as well as is his deal with the importance of building up close. So we have a partnership with their looking to 50 fifteen hundred 1500 High School judges for March and November and we will continue to work with our Partnerships with Community groups and the like as well as our community services team that do voter registration and election judge drives at high schools all throughout the city. I was wondering about you know, I was looking at the hours of operation for the polling locations, especially I could bring it. and bring it up for instance at the Broadway Armory of which we have to figure out a different location now because now that's a temporary shelter, but the Broadway Armory last election was weekdays 9 to 6 Saturdays 9 to 5 Sundays 10 to 4 election day. April 4th was 6 to 7. Is there any thought about and it's it's hard to get people to understand that they absolutely should get in line and then their vote is going to count and also a lot of people come early in the morning before they go to work. Is there a any thought about yammy Yeah, making it easy. Yeah, making it easier for them to understand. I think the app might help but did you think about streamlining the hours at all? we We haven't if we streamline the hours. I think it would be a disadvantage for the boulders. I mean, yes, they may have to wait but we talked about early bony sizing. having call How many cards passed out was a lying here and you can go here? So the two closest early voting sites in that Ward we're looking at having handles for that purpose when there are lines and try to better serve up early, but the lines as something that just we just it just won't be cut down because the be more enthusiasm about in the election you have that big of a turnout and we still have voters that just don't play. don't partake in the early voting in the boat by mail. They just like to go on Election Day. I totally get it. I was just dumb and actually I don't I don't mind seeing the long lines. But I was just wondering about this in terms of communication is hard for us to create, you know Communications around when you can do it. So anything that you could do towards helping us to do that would be fantastic. I think that the app is going to help a lot. We do think that these new digital tools will be an asset for all of your offices as well as reaching out to us anytime if you want language for newsletters, we want to be more proactive and getting us information out. Is it trying to communicate more people that you can go to any early voting sites and he can go to any Boat Center on Election Day that you don't have to go to your ward specific site. And that's a growing realisation that we want to invest more Communications in because then people can realize that if I'm in the first Warden, I want to vote in the 50th I can do so and do so on Election Day too. So if they don't have the time to make it home to their priests in polling place, they can still go to one of those boats centers on. dates and dates dates with dates, we've been Dates, we've been seeing increased popularity of last three elections in a roast over 20,000 boaters. Use the boat centers on Election Day. This is still technically temporary granted to us through the Illinois legislature. We are hopeful that will become permanent because we do think that this is a great asset for voters and allows that flexibility that recent polling place voting does not. Yeah, that would be really trippin. I just have one more common in question. Is that alright? if you If you can make that permanent that be fantastic and I also think about the small business owners whose you know, their businesses are like their second home. So don't make it easier for them to vote would be fantastic to early voting. I had a question about co-workers and judges. It's a very long day. They have to begin at 5 in the morning and then their day doesn't end until everything gets done and I'm really grateful to the judges that serve in in our Ward some of them have been doing it for a very long time. I'm like, oh, please come back if you know what we want more people in his well, is there is there any thought about splitting up the shift so that it's not such a long day. Apparently the state law has mandated those hours are as splitting the day after that something we can look into but you still have to look at that. We keep running up charges. What was very Troublesome one voters were looking at our Precinct polling places in our reporting was it being reported as either inaccessible or not? An inaccessible meeting completely ada-compliant 100% now given that you know, the Chicago Board of Elections does not own any property and there are some in a slight flexibility and also fixes that happen on Election Day. We worked with you. Jay to come up. 3T the three-tier system that The three-tier system that show all of our sites that are high which is completely ada-compliant 100% medium, which is there is a fix that happening on Election Day. So the property itself is not completely 100% 88 compliance but has a cone has a ramp has something else that's added for election day as well as any other information that we can provide about that site and then there's loads to know which is there's a stop there's something else at that site that would make it inaccessible for election day. Thankfully that number for Loudoun do is much lower heading into the next few elections believe we're just over 300 out of the / 950 polling sites for that exact address to mention his comment. We do have a planning an expanded curbside voting program at those and accessible sites. So if people come with a request before hand or on Election Day, we can be more fully prepared. in and I And we are moving forward with a fully accessible website which had been an issue in the past. So thankfully we've made a lot of progress in the last year on those sites and that information will be better communicate and our website moving forward on the tier system. And we also do want to point to having a boat centers open on Election Day has been extremely helpful because all of those sites are completely a d a salsa Bowl continue. We do have the acceptable vote-by-mail ballot programmers very few users. Use that still does require voter at home to print it out and send that balance back to us generally many voters have disabilities are using the boat by mail program just a general vote by mail program out to their abilities, but all recent polling places in all of our early voting sites are also equipped with our touch-screen voting machines that come with audio balance as well as equipment for low to no vision and others Florida floor by Florida Floor car mats, thank you for that explanation. I have that are not very good at using their devices, but we can talk about I think you know events and Communications to make sure that we're getting to all of the various groups in our constituencies. That's one point eight million more than the FY 2003 budget discount or 134 ft. He's that is three more ft. He's than the FY 2003 budget 82.58 % is derived from the corporate bond representing a 20-point 64% increase compared to the revised fy20 3 budget. and then as far as personal And then as far as Personnel Services category is set to grow by 1.6 million representing a 13.89% increase and contractual Services is set to grow by 266.5 thousand representing a roughly a 40% increase compared to f y 23. and so if And so if we look at it by fund, you can see here on this slide or the corporate fun makes up a majority of that with roughly 83% and you say and you sell in a And you sell and then there are grants is well with the coronavirus local physical Recovery Fund was also included, but they're actually seeing a decrease of 292.9 compared to f y 23. So that is a better mechanism for data collection. You're off your office. In essence is like the the the Clearinghouse for folks are applying for city jobs and then you guys prepare list of qualified people to send the Departments. And then the Department's intern select the candidate. Is that accurate? That's cracked. Yeah. Okay, so then Do you? do you have the Do you have the authority or if you have the authority to make sure that as lists are being provided to the Departments that there's diversity through whether gender or ethnicity ethnically diverse list that are sent because then then we have a better shot of getting folks hired that represents his body. Sure. So it's a little complicated complicated in terms of we can't we as the recruiters. We actually don't know the diversity of the applicants when we're creating the list it goes so lay off of what they apply with which is generally resume or they fill out the application and we go through and we verify or qualify them face against the minimum qualifications for the position and we prepared that list on the backend applicants do provide their data. what is But it's got to be. But it's got to be a separate. But it's got to be a separate report. That would have to be pulled. So it's so we can we can look into. we can look into it all making sure that we are providing. prove provide providing Providing two departments the diverse list, but we would not want to provide to the department individuals demographics necessarily because we would of course not want anyone making decisions based on going. So what so what I'm trying to do what I'm trying to get to is that when you guys provide the list of the Departments and you've bedded them qualify them if it's a list of 10 white people the chances are of an Asian or Latino and African-American get higher than a pretty good. So my question is if we report through the ER see what our numbers are what our goals are. Is there an opportunity to make sure that the lists are diverse so that then again we can try to hit some of these eels eels see goals that that were that weird here that we're supposed to be a hearing to we We can certainly look into how we could. We can certainly look into how we could better provide more diverse list to. diverse list to our departments. We can definitely definitely look into how we can better do that or if you don't have the authority to do that would love to work with your department to figure out a way to do that through an ordinance or policy. I know we all talk about how much is being spent currently for favorite Staffing right that we hear about these are expenditures. I think we just heard recently. Another forty million dollar deal was signed. when we asked about When we asked about that we get told that do I know the Contracting is an issue. That's why we have to jump on TV back in a contract. But my thought process is always been like why don't you just hire directly from the city rather than Contracting with other folks because we're paying more than I think we would pay it as a city directly to hire folks from Chicago to do the work and if we're looking at a shelter for all model in the future that could be pivoted to more long-term structure, but I guess my first question is have there ever been any conversations regarding what it would look like for us to hire directly rather than give other states this much amount of money to Contracting. I would say the I would say that part of the like favorite staff like favorite Staffing for example part of the issue. There is that that need came up after our budget was already set forward. So those positions were not in the budget so we couldn't actually work with the permits to fill those positions. You know. you know for positions that once we have We need for them. You know, we we could we could definitely work and talk with the Department's or OB em to determine you know, what is the best use of $30 and making sure that you know, what should we be hiring full-time city employees, or should we be hiring Staffing the one caveat I would say about if it's ever going to be some kind of a If it's ever going to be some kind of a temper. If it's ever going to be some kind of a temporary need we wouldn't necessarily want to hire on a large number of individuals to then only lay them off. Just your butt if it's for permanent type positions. It's definitely something we should talk about a shelter for all model write something where we provide shelter for whatever comes in the front door. I think that is a more permanent Neil and I think that clearly doesn't need now but it's good to know is we had until like next year's budget to start having this conversation so that we can think about what that looks like to put you in a better position to do so cuz I think you are a whole bunch of cops Chicago is out here would love to get even a fraction of what folks are getting what I'm hearing about $2,000 a shift right? We're spending money on this end of it when we give me a message back in our city and investing 2 p.m. People Hazard Hazard mayor wants to do so making sure that we moving that direction would be something next question I've got like I'm like a Like every single time we come and have budget season we hear about the vacancies and who's hiring up to their ability and who's not yell every like make assessments of that to report out. So we would do that with the budget. We have not done that to my knowledge, but we would need to do that with a budget office cuz technically the budget office is the owner of the vacancies. We are the department that essentially after a department identifies their need works at the budget office. Make sure they have the vacancy in their budget then they come to us and we work together with them, too. supposed to post the position get Post the position get there. Post the position get the referral list together for them and send them the candidates so minutes tell me something we could work with where phones can move knowing if you were hiring up to that level is very important. What keeps you know, I always think about how hard it is. how we How weak? how we can How we could just create a jobs program for the city if we actually looked and empowered this department if you hiring to give you all more for like advertising so to speak and give people more on board. But if you do all that, they're still making sure we're competitive with a different Market. Do you think they do we come off as competitive compared to other markets? And if not, what are things that are keeping us from being competitive? I mean, I think we are competitive in certain aspects. governor Doberman government jobs Government job is definitely a good job to have especially if there is going to be any kind of an economic downturn government is is generally less affected than private sector. I'll other pee Other pieces of competitiveness, you know, I think we have a very good pension. I think our salaries are good. We know we're 90% unionized Workforce. So those are all positives do I think we could always do a better job. Of course. I think that we could use some more flexibility in some of the policies are. is that kind of stuff where they Is that kind of stuff where they at? Is that kind of stuff where the end? Is that kind of stuff where the industry in like private Market to go ahead you can go work from home a couple days and come back in like a human cuz your productive and maybe you want to do that as opposed to being old-school Second City Hall. Not that I want to paraphrase because that kind of weird talking about. Yes, that's you know, the kind of flexibility that you know, of course obviously in all of our positions if we can't have telework for every single one of our positions because there are just some positions that customer focused are customer-facing garbage men working from home, but there are some positions that we would probably not have to go as deep into some of our Referral List as we are going now if we had some more flexibility for some of the types of positions that you might be able to do from home me know I'll just be honest with you a lot of our departments are seeing that they're offering to their first second sometimes third candidate and those people are declining us and it's not because it's the process took so long is because they actually the position for some things the position person thinks The position person thinks about it and then I may need a round to you. But at the reason why it's okay. I know that happened under last term because everyone was under this pressure. Like Hey, we're past covid everybody double mask up and come back to the office. But I'm glad now that we're in a new Administration and a new term to revisit that dynamic because if we can do things like that to become more competitive on higher rate Plus have a half You're more productive Workforce the Citi benefits. Turn on. tremendous Tremendous amount of work for her especially during an election year when they turn over so I think we can have some conversations with the budget office to make sure that we are helping get her some more support or looking at what other kind of models that we have in terms of all their Department hiring. I think we have to strike a good balance of onboarding the happens at the central level, you know where we probably put together a little bit more robust of an employee onboarding so that way you know, there's a unfortunately we don't have a huge. We are. we are increasing it we We are increasing it we are. We are increasing it. We are asking for a director of training in this budget. And what we're doing is hoping that we can use that to create more trainings and more online opportunities for we don't necessarily want to take people out of the field and have him come down for an eight-hour training. But maybe we will want to do something similar. If you want to do it online that you can you can identify if you're comfortable and their roles and we are that kind of employer. So I think any kind of trouble with the last question as far as training, right, there's a lot of training that needs to happen for just employees and everyone have a better understanding of how to be mindful and respectful and like uplifting diversity we can have here in the city if you could just like even if it's like a memo for him to show us what you would want that to look like ideal. When it comes to train. When it comes to training. when it comes to training in when it comes to training and When it comes to training and onboarding te kanawa you were talking to I know that that's not something we might be able to meet this budget. But to know what the game plan looks like and what you need allows it to keep having a conversation here every year to put you in a position to get that done as well as you can absolutely be definitely look forward to working with you. We want to make sure that we are inclusive and diverse Workforce and we need to we need to be the department that would step forward for yeah, we have folks were like to hire trans now folks. I know that's a little different to so I may be answered my own question, but we are looking to at least do an online store welcome orientation that puts things together in one place. So that individuals are able to better understand like where do I go for a no benefits. People don't realize that benefits is not in Human Resources like it is in other organizations. It's in our payroll and financing. You're a Your average employee doesn't know that so we we are trying to look to build a better welcoming. We're happy. You're here type of orientation. Great. Is that something that currently you are department or maybe hold the m has tracking on a department level basis. soap the party The part of the problem with our data is that our systems don't necessarily have a really great way of tracking it and also part of that is because there is so much that I'm passing between budget HR than the department back to HR back to the department. But it has mechanisms in place that allow us to do better Data Tracking right now. Unfortunately, it is an Excel database that we are having each one of our 19 recruiters. keeping of Keeping of the positions that they're actually working on and as you can imagine. I think sometimes when I'm asking them like where we at with these where we are with these are like you want me to work on this report it let me work out the window job and I totally understand and I appreciate everything they were doing to move things along but then I also know that we do need to we need to have data to be able to make better choices. So in light of that fair to say that once the new software comes online, hopefully we would be able to have these time to fill averages in a way that we can splice but right now maybe a little bit too big of an ask for get like our technological capabilities or lack thereof in the needs for existing employees and they try to do other things actually need to be done. And then lastly I know you would mention kind of this the different people that are involved in hiring even a single position in a single Department, things like that the hiring manager in each department plays a critical role there right there. They're kind of at the center talking with other department of leaders talking with HR, maybe OBM from time to time. and Any departments that currently don't have a hiring manager. Any departments that currently don't have a hiring manager or enough Iron Man? or enough hiring managers may be due to vacancies in order to make sure that they are not slowing this process down. So the hiring manager is going to be the person who's hiring for the position that they're trying to fill but I think you might be thinking about is the human resource liaison ehrler the one who sort of Shepherds that process through so like in one Department there might be one hrl who handles hiring for four different hiring managers. And so there may be some departments that have multiple HR else while other like terms of health has multiple HR else because they have so many vacancies same with Department of Aviation if multiple HR Alice were handling the positions. You know. You don't. you know we you know, we probably You know, we probably need to do a better you know job is looking at how many what's the right ratio in it? Every position is a little bit different, you know, if it's a union covered position first, we have to go through we put the big flash post out there for people to apply to we get the list. We give all the bitters. First of the department department has to go through those if there's a test with that title if there's an interview with that title coordinating scheduling that test scored any scheduling those interviews and then getting that information back and then doing the consensus mean to select the candidate and then it goes back to the hrl again. call the Canada make the Call the Canada make the offer way to the king. Call the Canada make the offer wait for the Canada call back to have them send out the candidates, you know previously used to be paperwork now. It's through DocuSign. So spitting up some of those things. So we probably should look at. we We do. We don't have it. We know how is it how is it Department sort of set-up because as a lot of things at the city, the department is the one who determines how they want to do things, which is a you know, good in some ways and then another ways we could look at how could we better? start a Go to Central. Start a centralized it in that is one of the other things that we are going to be doing or what we are trying to do is we've added some positions in our department with the hopes of him with the intent to bring in some of the pieces that the department is doing that we could do for them to help streamline and make sure that things are moving. So it is not always left to the Departments and just one of the thing I will say is that the hrl. It's not an actual position. It's a Turn on. turn on the label, so Turn on the label. So, you know, you might be interested in a SL1 or you might be an admin assistant and your tags to be the hrl who basically Shepherds the hiring for your process and Incredibly complicated process that I can appreciate based on that really helpful description can vary tremendously from Department department and maybe good ways to meet needs but also and potentially problematic waste given the fact that our departments themselves are overburdened been so it's this very challenging situation of pulling some of these people out to make the hiring. decisions that are going to be needed to make their lives easier tomorrow and the next day even though if today that might mean more time they might mean more time. They would like on that. So I look forward to reaching out to you and your team, so hopefully not add too much but find out ways that we and other members of city council can support it. Sounds like you have a really firm understanding of where those pinch points are. So that's good to have that diagnosis. We can tell where the things we need to work on and I think that's something that we always get frustrated with, you know, we have positions. We can't hire fast enough. I know 84 days is not the worst it's ever been but obviously we don't like to see that time go down so he took my question. So I want to look like in your department. We do have quite a few vacancies. We are at 42 right now. We have filled 19 positions. I believe so far this year, few are vacancies are at the leadership level. So we stopped. we We do have work to do. We do have work to do on filling a vacancy. We do have work to do on filling vacancies. We have had similar to other departments positions that we have had out there. We've posted you gotten candidates we build some of those positions. but then we have a But then we have also had the same where we have put out an offer and we have gotten to climb and we've gotten that a few times to the point where we had to repost position. So, I think I heard one of the other budget hearing someone talking about the Pikachu Silas the prequalify candidate list, which is something that we always strive for when we are hosting a position. We try to get a list of people who could then also be our sort of next in line for if we have more vacancies that come up we're getting pretty deep into that pit useless lately of people who are you know, not taking a position to offer it to them, but we've had that and then the other thing I will say for DHR is we have a we have spaces. We have a space issue. We are at capacity up there and we are working with a is they have come out they've done a survey they've actually gotten us some plans. We work as an architect because we are out of cubicles and I've had people turned me down to so I understand you got to go down the list a little bit had to be ready to let you know because I've got to hire a tall is is tough to be you know, I have any vacancy is tough. My next question is that you don't have a training team and neither do way. I feel like you know why does a Why does a great job with the? Why does a great job with the onboarding was sort of? Why does a great job with the onboarding was sort of the? Why does a great job with the onboarding was sort of the the basics of it, but when it comes to HR policies, there's really no handbook. I feel like for an old romantic office and so and it suggested hiring but also practices in sexual harassment in workplace conducts reasonable accommodation. I could be more helpful to us because you probably have 50 different philosophies and Ben policies going on my best friend works in HR. So I thought I was a little better but that's where I was getting most of my information and really should be asking from the Department. I want to ask I know you mentioned a number of recruiting fairs, but I don't know that I heard any at our local colleges and universities specifically and I wanted to see if there is therefore do it for being intentional about reaching undergrad scribes law students Med students that are coming right out. Probably love to stay in the city and have some of that that I could do a better job. Ocala College colleges in Utah colleges universe Do colleges universities work on that this year? This is Is it? When were you I see what apartments are sometimes just that exposure. That is all you really needed. And so I want to make sure we're doing that. I'm assuming the website. Are you using any of them towards print media or digital media especially for local independent ethnic media sources, so we did just increase our advertising dollars. Where do barred? Brady Barr dollars do right now go towards LinkedIn and organization called Circa now and circle now is a diversity platform that actually gets our postings and our information out to a number of local community-based organizations platforms. And I know I have a list here, I guess, you know, we can provide through the chair if that's okay as localized as you know, greater Lawndale Network newsletters absolutely had also ethnic news media two different languages so I can tell you that during our big campaign for fire. We were in Indigo. We're on iHeart on a couple of wvon. We were in La Raza we were in you do You definitely think about that when we are spending any money. We make sure that we are in the various communities. We were in the citizens Hyde Park. I can also get you that. I can also get you that list. But definitely we are intentional and thinking about how can we make sure that we are advertising to the right communities? And then also what we are doing is any time we don't do a whole lot of printing but anytime would you do it we are working with the language line. So that way we can get it translated into multiple languages. So we do have it we have our little job brochure that we can get out to the aldermanic offices and we have that in at least a couple of different languages. I feel like there's going to be a Resurgence in people wanting to have this real experiences including picking up the newspaper and you know coming out advertising. So I would love to see a proportion of that advertising go towards independent. I think news media in different languages as well. So if I could get that information, I'd appreciate it. Definitely and then I'm I'm really glad that I continue. interested Interested in what? interested in what you're Interested in what you're doing to work with the trades and that love that you're working with the city colleges of Chicago and you mentioned that you were you were opposing positions about The Machinist and are you expanding you said you were expanding different trades at we have a lot of buildings in in the 48th Ward and you know an issue of Public Safety when the buildings need to be inspected and it takes a long time and so and that goes for everything else including Plumbing. The ceiling is falling down on their heads. You know, how is it that you're creating pipeline so that people are interested and they are aware that these opportunities exist. death Stephen definite Definitely. So what we actually have in our budget this year and what has been Amino capelouto will is leading is a new division within Department human resources, which is our strategic policy and Management Group in within that group. We are planning on hiring a few additional staffers who will be focusing on building up pipelines with city colleges with Department of Family Support Services delegate agencies that currently have vendors that they are working with partners that they're working with to specifically find out we know what are they already doing? And then what do we need to fill in some of the Gap that we have? We completely understand that the trade is the area that is kids Kids are not coming out and going into Plumbing electricians. all of the bee all of the barrier all of the various trades Machinist all of the various trades machinists and it's all of the various trades Machinist All of the various trades machinists and it's it's a day. delicate balance again in terms of we don't want to make it seem like we have thousands of jobs available in a bit maybe to machine. Is there the city that we need to fill but we still need to fill it and people are coming what that that's really the point. They're they're really important jobs. And because there are two of them doesn't mean that are not important load the people applied for that position cuz they're absolutely necessary and we are absolutely a union town and you know, I think about my my nephew who's, you know, freshman in high school or college? I don't think so. You know, what are the opportunities for him? And and how is Chicago advertising that we have positions available? And and how can I use on kids be involved so along those lines, you know working with public schools to is that right? Yes, I hear you on that. And that's I think what we are why we have this division. Could we want to do a better job? to To really educating are you? To really educating our youth on opportunities that are going to be available that they may not even be considering right now, you know a lot of people yes, they're coming out they want to be entrepreneurs and do their own thing, but we still need all those you know, regular positions, you know, our trades are very very important to build things to inspect things to keep the city moving. So I need to have a better job of exposing individuals to those types of career opportunities that are out there that are very very very lucrative and it and it's wild me, you know, I represent the 48th Ward and Edgewater and people say, you know, this neighborhood used to be so diverse and now it's gentrified and I said, what are you what are you talkin about? The person they said well, I mean look down the street there used to be a plumber and then there is to be an electrician. You know, what there's to be all sorts of Trades people that lived on the street. And so that that's our work in class, right? weenie we need We need to. We need to Bill. We need to build up our work in class and I think that we could do a much better job with it. And I know that you were working along those lines. So I appreciate that very much. I had to go ahead last one just because we're running up against a little bit of time here had a really important question because it's something that I am struggling to understand. Why is HR so separate from our ward off like I feel like we do. absolutely to White. absolutely to what my colleague was saying about Absolutely to what my colleague was saying about how how we could centralized and I know you're working towards that end. But and thank you for making our hiring so quick and painless with all the dock you started that you're using right now, but I mean, there's no staff manual. There's no like software to track. You know our time my chief of staff is doing that and there's no I guess there's no connection. So can you explain like how would you word offices work? And where where does that support come from from the city currently? That's all I was out of the city clerk's office under Sheila and as we mentioned earlier till I was one person and it's a lot of work for her to be doing especially in an election year when there is a lot of turnover in staff new stuff coming on. So we need to do a better job in supporting her from our office from you do payroll. Define antepartum. The finance department of we all need to collaborate a little bit better. I would say to make sure that we have those supports in place. So that way you will know where you need to go, you know who it is and when we can try to better centralized. So does have mechanism for the employee of the candidate to go into and look at what the status is. It's not be. It's not very obvious two candidates. I don't think and so I think that's a you know, that's a pain point. I think we are hoping that with our new we are hoping we are going to make sure it happens with our new Erp system to have a better experience for candidates. So that way they do know exactly where things are at more like a breadcrumb to see you know, how does this how far am I at in this process? How much further do I have to go? So I think that those are some things that we are going to address with our earpieces them the other thing I can say but people again may not know is we do have a dedicated employee who answers our phone monday-friday 8:30 4:30, and we do have any mailboxes that actual people do look at and then you know, we respond to those so it is an area for improvement for us. So an applicant just like a current employee if they have a disability and they need an accommodation to help them either life or the go to the application process. I want their hired. They provide us the information. There's a medical form and a general form of the employee fills out. Once the employee has completed that paperwork. There's an interactive process if they go through so the disability office or works with the Department to determine what we can do to address the restrictions at the for them to Do the central plains? do the central functions of Do the central functions of the job and so there's a back and forth and that interactive process to see what what the combination might be is at the chair. Is it some adjustments of the job duties that I sent and so the disability officer and the department come to an understanding of what they can provide and at the end of that there's a determination as to here's what the accommodation is the folks in the department who support the employee will help with whatever else is needed to either provide the accommodation or to make sure that they're able to do the job. There is also a process where if we are with the current employee if we go to that holds interactive process and we aren't able to accommodate the employee as an employee that they meet them in college for and that they can do with or without the combination. So they so that So that's a pretty high level if I left out anything or have any other question? No, that's great. Cuz that's all new information to me just to pick up an older woman then I'll hop in words for specialized amazing. And I think we put her to the test truly with this new during this new term with all of the new people coming in and I think many of us are very supportive of getting her some additional help your we hire people to work in our offices and we wouldn't know that information. I don't know that we would think to ask Sean about it either. I mean there's certain things that I feel like, you know, all the Alders Elders would benefit from getting a little bit of a briefing about just a briefing about just from HR hiring stuff include that piece about reasonable accommodation, especially with with ADA rules and whatnot. I think that would be really helpful helpful addition. We try. We talked earlier today about the need we were talking about pensions and that at the base level having more full-time employees actually helps us pay into the pension fund knowing that we have all these vacancies already that were we are beginning to see it and I don't even know how long this has been going on cuz I'm you but we also hired contractors to do other jobs are hiring students as well. Neither one of those helped to contribute to contribute to the pension liability. You know, I'm not sure if you can talk about sore what that the strategy is behind like at what point do we make a decision to contract out because it's more cost-effective in the short-term but in the long-term, you know, we're sort of doing ourselves a disservice by not focusing more on full-time employees. I know it's a really loaded questions. Sorry. I'm so I'd say that's a question. We would need to probably have the budget director with us to really understand where that kind of joint is of being more cost-effective or you know, the greater good in terms of getting people to be our employees versus to be employees of contractor sure that I think that's fair in the second part of this is you know, I've learned that the interdepartmental internal moves between departments is a long can really crippled our department. We do we saw that with buildings. We should we see that with a seat on the Streets & Sanitation spokes going in between how is that impact serve internal vacancies? It isn't actually what we're trying to do now, especially with a lot of the infrastructure groups in the trade positions. We're trying to move away from posting the position just at the department and then had to be posting the wasting engineer only at Sea. And then 2 weeks later posting one at the water department and then a month later posting one at Aviation moving towards is getting all these parents together and doing what we call a universal posting. So we will post one time wasting and we also have to get the Trade union to be on board with it because a lot of our Union tracks Trax actually stipulate that we need. Tracks actually stipulate that we need to specifically address where the post where the vacancy is and the location of it and the number vacancies. So working with the trade unions to get them also on board with doing this maybe once a year or twice a year posting so that way we can create that list so that when we are calling down that list and you know, something pops up and water and that's where the people want to get to take a person from sea. We can quickly have a backfill for C. To fill that what you just last said just from a timing timing perspective. You're going to try to solve it that way. Okay good. I was hearing more and more about it. And I thought about how that impacts vacancies in between the different departments around the police and fire testing. That is something that probably you love handling you talk to us in particular with the fire commissioner. She-Ra She real. She really made a third us. This is that the HR manager has the process and that they really don't they don't see anybody. They don't know anybody until they walk in the door for doing one of training. Can you talk about any progress that's been made our plans that we have to change or modify that process for police or fire. It would love to hear about those. So we absolutely definitely want to collaborate and you collaborate with our partner Apartments. I'll talk about. I'll talk about police soap. I'll talk about police. So please. I'll talk about police the police. We have a weekly meeting with them and that's because that's an ongoing firing sequence that we're doing. That posting is is an evergreen posting and just to be frank. We need officers. We have a lot of vacancies there on the fire side. We don't need off we don't need firefighters. in the number In the numbers by any means as IQ for police and so fire has evergreen posting. We're doing a lot of things to you know, make sure that we're attracting diverse qualified applicants for to take on the role of a police officer on the fire side. Those are going to be more of our you know, we're going to post the position. We're going to get our applicants and then we're going to use that list for a bit. Of time clearly 8 years was far too long to go between postings because Let's play. let's be on let's be honest. A lot of people don't have the luxury of sitting around waiting for someone to call them eight years later to get that in a Golden Ticket of becoming a firefighter. So we moved this past year or last year, too. What? What we want to move. What we want to move to is a more frequent testing model. We want to do every two years. We have a test in December of 2022. We posted it for 2 weeks. This past time we have fifteen thousand two hundred fifty applicants. We did a very very very hard hitting campaign to the South Side in the west side to make sure that we were in improving our diversity numbers. We did some events at ping Tom Park events all over the South Side all over the west side. We did some on the Northside to we didn't leave them out, but we really were intentional about trying to make sure that we were getting more diverse candidates into the pool because that's really the way that we need to effect the hiring at the fire department. So by getting more people into the pool, we will be getting more people to take the test. Another thing that we did change this year, which was a cost-saving mechanism. We did not test everything. applied for the job like we have all Applied for the job like we have always in the past. And the reason for that is because Again, iron 12 maybe two hundred people a year. We still when we took down the 2014 list we had seven eleven thousand applicants still viable on that. We recognize that you don't we made all those people take that test go to the frosty don't sit and wait for a call. What we're trying to do now is have that posting happen more often. That way if you did get a bad Lottery. That way if you did get a bad lottery number. That way if you did get a bad lottery number, you can get a better lottery number in two years time not in 7 years time. So by testing only the 4th of just under 5,000 employees candidates. We save yourself $2000000 so that way we can take that too many dollars and reinvested in better advertising for the next go-around and having that test. We also change their testing process. We aren't doing it at McCormick Place because we had 15 we were doing it a city colleges do it also gave the candidates a better testing experience because they didn't feel as overwhelmed going as importantly what what do you what would you say? This is my last question and then it's chair has any he's welcome to what do you feel like is the biggest challenge right now are the biggest challenges to hiring police. We all know we need more police officers. We have a lot of vacancies. What are the what are those things that are getting in the way right now? I'm honestly Honestly, I think I Honestly, I think a lot of it is perception, you know, a lot of people aren't interested in becoming a police officers. So what we are doing is trying to work definitely we are working very closely with the police department to Rebrand, you know, what is an officer and making sure that people understand it's a wonderful opportunity, you know, it's got great benefits. It's it's really a way to give back to your community and really trying to to get people to think about it in a different way that I think unfortunately is just sort of what is out there right now. in the world when I went into in the world when when when people say in the world when when when people think of In the world when when when people think about police officers were trying to really change that the idea what people are thinking of people more interested in doing that job. I know that there was an initiative probably last year did my police Commander at the time I went back to his alma mater to try to do some recruiting recruiting people out of the mill. We are you. We are yes. we are yes and we are yes, and actually We are yes, and actually so the police department. We they have sent recruiters there their team members to Camp Lejeune. I believe it was and we are working with I'm not going to I'm going to mess up the title, but we are working with some of the different military organizations were doing testing on their military bases. That's great. So we're just trying to get out and not just for police. Of course. We are looking at them for fire and for all of our other positions as well, but definitely you thank you. Thank you. However, you all are the kind of like the lifeline of just of the city really and it getting a quality qualified talent in order to execute the services that are citizens do greatly depend on whatever we can do as a body to help facilitate the process, please let us know. I know you all get a bad rap sometimes deservedly but a lot of times undeservedly because of everybody always a charge HR, you know, we hear that from a lot of use your department, but in a lot of cases are some things that are outside of your control the stuff that you can control. Please do the stuff that you can indeed our assistance, please let us know cuz is I tell people your success ultimately is our success and we want to be successful. season 12 is in one taco You don't want to talk about number one in the hiring sequence for police and and fire and the preferences that we utilize to diversify the list. we We currently have. We currently have what preferences that we are legally allowed to utilize to help diversify Our Town Police and Fire Training Academy graduate program. So that's through the Chicago Public Schools. We have the Chicago how much how many what's the percentage of individuals that could be given that preference to bump up on the list? And so what that means is so two parts for the fire test, for example, we use the preferences to select the individuals who were going to be going to test. So those 5,000 oil and then we use the preferences again when we were creating a referral listo of the 15,000 2050 people who applied about 5,000 took the test of those five of them took the test about 20 somewhere on the 2000 number pass the test. take note that you And I thought that 2000. Take note that two thousand and then we break it down into Referral List as the opsa or the fire department is ready to start processing. And so we use those preferences again to make sure that we're pulling into the referral list and so on the first Referral List, we put all the line of duty death individuals. I think they were somewhere around maybe thirteen or 16 of those individuals. We use the Veteran's preference. And Veterans Chicago public high school graduates cpfta, we do 20% of each of those preferences are used to create that list. So if we're doing a hundred we make sure that we had at least 40 veterans at least 40 Chicago public high school graduates at least 40 cpfta graduates, and then the line of duty deaths in individuals who had a member of their family died in line of duty and then the fifth preference we had this year for City residents to Alderman's out of sugar and I know he'll be a bit upset. But we use it for create a creating a list Creating a list of people were invited to the test, but that one is not being used for pushing people to the referral list. And in the reason for that is unfortunately with that preference. We saw we thought we'd have everybody, you know uploading it. We have a million people with the that were actually verified to have the city of Chicago resident preference. That wasn't the case. Most people didn't actually upload a copy of your driver's license. when you look When you look at the numbers more than 80% of the people that applied had a Chicago address, but we were only able to give you the preference. If you actually uploaded a copy of your driver's license that had your Chicago address on it. Good morning lady on Chicago public high school graduates how to upload a copy of the transcripts order copy that, you know, you always had to show us so we can verify that you actually should be getting the preference. how to say that they do To say that they do when we did the 103 refer 200 people to the department. We use those preferences So 20% for CPS answer your question 20% for cpfta 20% for veterans and then all of the line of duty automatically go on the first Referral List, and so then we will run out of I believe there was two hundred sixty-three people with the CP FDA preference. We will run out of those when we do get a few, you know, they theoretically have had met there. That I believe would be helpful too as far as diversity and tackle the root causes of poverty is to look at a socially you cannot mequi disadvantaged area. Rockford references were References. Well, we look at the people that live in the lowest 25% of Seda areas in the city. I'm not only will it help us with diversity, but also help us in chocolate poverty. And that's something I did. I definitely want does it the department to consider I'd only and not only in police Elysian Police and fire but also other other City employment because again as a as a major employer in the city we have to try to do we can to help all of Chicago and again somebody's cheating Decatur to probably come back to just not having necessary opportunities in that we can we as Government can't give you not saying hey you you're going to get this but the same type of preference in love that we sold to the veterans that we sold to CPS that we show it to other groups of individuals. I think we need to show that same level preference in love to some folks that have had challenging situations as it relates to poverty and I think to see the map shows you from not only economics but crime all types of other things in there and everyone tells us that the best weapon against Crime and against all the negative is is a is a job and if we as a government. pause Followed us a Follow the same eat it. How can we expect others to do the same thing? So I would just like for you all to start thinking in making that a consideration as to how we could make that a preference so that we can help lift people to lift people out of out of poverty. I think you know that this is one of the things I'm very passionate about on the seat of social economic disadvantage. But then also to something bigger those conversations are happening and we love it and whatever you want from your stuff. We need to make that just a general properties similar to what we do with veterans and and others in the in the city because we We can't. we can't we We can't we can't arrest our way out of these situations. We can't build our way out of this situation. We got to help people out of these situations in the best way for us to do that is by giving them some money from the game for employment. Again, there are opportunities at individual's potential. He's especially those that may not have the best educational records or may not have been the best criminal records are still jobs in the city did they can do and an end and dwell and lead a relatively good middle-class life and I think we have to look at it from that perspective and help people are the best we can and in government with all of these vacancies that exist. We can do something to help people ask. We can do something to help people especially at a lot of these entry level. these entry-level points laborers clerks lot of entry-level stuff that I think that if we really took this the part we could really do some good in these communities. He's remained level at 4:27. of the fund Of the funding totally totaling Approximately 80% is derived from the corporate fund. This represents a 13% increase compared to the revised FY 2030 budget. The Personnel Services category is set to grow by 878.4040 two-point 12% Increase in the Personnel expenses are on the Wilder personal expenses are on the rise. The contractual services are budgeted to decrease by 92157. do tell Do it. So if we break it down by fund the corporate fun as I mentioned is a large majority of its roughly 80% of all funding historically Department of Law did have some grant money that there is none in f y 24 of the next slide. We have a breakdown of ftes by find which again corporate fun being a large chunk of that with 346 ft. He's a most of that those additional FTE to the corporate find are being shifted to Ft. So what we attempted to do Alders if you are 10 140 accounts 166 accounts 130 accounts 149 accounts, 157-160-2169 is make adjustments so that threw a zero-based balancing so we didn't exceed the number overall in terms of the larger appropriation. enter in terms of a In terms of an area of increased even within that number we do have an 81.5% I'm sorry 81,000 increase in a single contact. That's our facilities operator contract that vendor has not had an adjustment for 10 years. And so we have a an increase light increased within that vendor that vendor again our facilities service vendor. He they hire to minority companies in furtherance of that work. We also have one other area in which we have our expenditures associated with the I saw a associated with r a r d c C's when I spoke to you originally both in our one-on-ones as well as during my regular presentation to this body I noted for you that they are DC attorney registration and disciplinary committee fees at the annual licensing fee obligation for the apartment that in years past or well for many years that this is not been covered by the city OBM has agreed with me that it's the right that we will be covering that starting in 2024. We did that even with a zero-based balanced budget approach but those fees are now baked into the budget numbers that you have before you and that number those it's a little over a hundred thousand But ultimately it's going to help us both retention and recruitment areas in which frankly the department has had more than a few challenge A few challenges. We do have a decrease as well in the 143 account for court reporting. That work is a w b e provider. So we have a decrease of 50,000 for the 2024 year, but once we get past the 2024 year, we may see such an uptick in that area as the court systems catch up been more war work unfolds many of you are aware that in 2023 you approved a case management system for implementation. We anticipate the implementation of that system and q1 of 2024. That system is important because it'll assist us with the requested analysis around CPD as weather. Hell is other day? hell is other Hell is other departments it will help us to analyze our practices and still best practices and inform us through data Trends in risk assessment. So we are in the formative stages of pulling that putting that system in place noting for the record. I know that some of you were interested in the timelines associated with it, but when I arrived I wanted to do my own. an ALICE analysis, make sure we Analysis, make sure we had a committee make sure that we had the the parties that are going to be utilizing it which are members of the department a part of that committee and forming this system to ensure that it delivers the things that they need to be able to do their jobs. And I think we are well on our way to accomplishing that. and are An area in which I want to just do a little bit of a Mia culpa here and this is on our diversity numbers as it relates to outside counsel while we are beginning a we're continuing to make some strides. This is an area in which we have work ahead of us we have enum a number of we have We have made some areas of improvement. But we do have a number of opportunities to do a better job candidly. So in q1 of 2024, we're going to have an open house for outside with other attorneys that operate within the city and afford them an opportunity to meet with us 2% area. the proud the Provost and then I the Provost and then amongst the The Provost and then amongst the deputies will be engaged in some assessment of of those skills and suitability and we'll be doing our own analysis of the work those providing work today. Within the department. in and enter interim In terms of vacancies we have we have 25 attorney vacancies that is down from 10:37 that I reported to you when we first had a conversation in the course again in our one-on-one. So we're making some progress. We've had 69 at own various appointments, but we have had some challenges in our recruitment. But Shelly is going to speak in more detail about some of the things we're doing to make improvements in that. area headcount for the Department are headcount. Overall. We are at a 338 staff and of that 240 attorneys the demographics of the overall Personnel is 64% wide 36% f f f major verse 53% women the attorney count in gol of the 248 75% wide 25% ethnically diverse 47% women. attorney new hire Attorney new hires demographics 74% why 26% fgteevers 41% women in the non-attorney category where we met them up the greatest rides on the inclusive standpoint 8 out of the 12 inanna tourney hires have been ethnically diverse were 67% and within that within the non-attorney category 80% of the non attorneys in Senior Management, 80% are diverse and 40% of that number. Where are African American men? We have begun to make some improvements at the in the pipeline area of the department through our summer law program are some non summer clerk program, and I'm pleased to report we've had one such a law clerk from that program that happens to be an African-American woman that we've hired in the department. We intend to we've learned some things over the summer and we intend to grow that department greatly but I'm going to have Shelly and of all our director of attorney Recruitment and professional development speak more about that and I'd like for her to opine on it now. near me All right, so our summer Lockhart program it for the record in position near the water department. I'm so sorry for standing with the program is in its second year since I have been managing it. We have grown our numbers from 11 to 15. We've also increase their applications 33% this year in this program. It gives students an incredible opportunity to integrate with our Law Department. It's also served as a pipeline for hiring. We actually just gave the first offer to our first law clerk from our 2022 program. I'm going to have Deputy of administrative Services expound Corporation counsel administrative services are summer Lockhart program that we went through a total Revision in the 2020 and 2022 class. So Shelly has been managing that as she said the past two years a perspective in the 2021 class 20% of those participants were diverse. We have grown that number to 86% by 2023. We've also had a huge increase in terms of Interest with our program on a Shelly mention 33% increase in applications, but that actually totals more than 150 applications for both the 2022 here and a 2023 year. Thank you, and I also personally have started to go. Thank you, and I also personally have started going out to do some of the recruiting on the app. do some of the recruiting on behalf of the department as I will have a number of opportunities to build upon all inclusive numbers, and I plan to be intentional about that. I'll tell. outside County outside counsel spending Fortune 422 for 2023 I will. I will outside counsel spending for 2023 is at 30 million to date. We that compares to last year at about forty-two million and the preceding year at forty million. We do have some items that may be outstanding and may pick up are 30 million spin number of but that presently is is where we are and of that figure a total spinner diverse outside counsel is about 55% I'm in a in addition In addition we are in the throes of a planning stages of a large bond issue at issuance at about 1.25 billion and of that 50% of the outside counsel that I've selected for that transaction are associated with minority or minority-owned. and a And before I take questions final area of interest is the our settlements and judgments. The 2024 budget recommendation allocation is at 132 million dollars of that the allocation of that allocated some we're looking at 82 million. So she ate it with the Department of police. total judgment Total judgments and settlements for 2023 on the settlement side. That's 23 million judgments and verdicts 10 million for a total of 34 million and change. of that we of that reversed Of that reverse convictions are at 7.25 million or 21% today turn to pay out and of that receipt today. It's 28 million and change and for the fire department. Those are our two largest payout at areas, but obviously police these by far for the fire department is 208 million. 200 208000 all Altima Alderman the final note. I introduced earlier in the audience Elizabeth Manion. She is the new Deputy risk manager for Deputy of risk management for the Department. We are delighted to have her join us. We do think her presence will make a difference in terms of some of the chaos that we're seeing. I'm particularly on the police side, but frankly across towards and some of the other areas she will engage in a robust analysis of our risk exposure. I think that the mayor's appointment of you. was the Was an excellent one and I'm looking forward to the changes that you're going to seek to make in the corporation counsel, and I wanted you to know that I said this to you before but I wanted to say it again publicly. I wanted to first thank you and your staff for the what I called the Law Department 101. I think it was a great way to start off a new terms and the feedback that I received from. My colleagues has been very positive. And I think that it has started to create more Synergy and connection between the people the lawyers in the Department of Law and this body so I wanted to thank you for that. first question I have you know, I'm You know, I know that a lot of this was in place before you were appointed. I'm so you may be taking the department in a different direction. But we have heard from a number of residents some who come here to speak publicly concerned about the amount of money. We spend on outside counsel for wrongful conviction cases that you know a person might have a certificate of innocence and I know every case is different, but if you could maybe speak to how what your thought process is in terms of hiring outside counsel for cases like this. thank and get your And get your man. And get your men for the question. It's several follow first many of these cases are 10 to 30 years old. and as a con And as a consequence, that doesn't mean we cannot and should not address them. So we must it will in some instances. It will engender pay out. We do have some work to do with respect to the notion of certificates of Innocence certificate of innocent doesn't always mean adjudicated innocent. And so there's some opportunity for us to do a better job of edge. skating Taking the public on that. Taking the public on that matter. We have a finite number of lawyers within the department. It does mean that due to conflicts or the need for additional Technical Resources or to supplement our staff. We have to go to outside counsel to achieve that objective. And so we while I think there are areas of the department in which we have to be more thoughtful about the need for outside counsel. We certainly the need won't be eliminated in its entirety, but I'm going to take a fresh perspective and then looked awfully along with the deputies on how and where we spend. All those outside counsel dollars would I'm doing a wholesale charge every outside counsel dollar spent where the categories in which sits vent and asking and answering a simple question about evaluation. about weather about whether or About whether or not going forwards that's an ideal used for the resources that we have. So I pledge that to you with in terms of a 2024 initiative and then I might if you will I will invite one of the deputies to comment further, but I think you have a follow-up question. What? whether or not you would Whether or not you would be in. Whether or not you would be amenable to receiving specific information on specific, you know, people come to us and ask us about a certain case where I say, would you be amenable to having that information provided to you so that your department could look into it. So I So while I am always available to having discussions, we do have to be careful about how we talk about ongoing litigation and negotiations for settlement. One of the things that people may be less rivi to is that what happens when we have a public discussion in a way that is associated with ongoing litigation. We may end up in a vertically waving certain protections under the attorney-client work product. But I for each of the alderman here, I am happy to have an individual conversation with you with respect to specific and matters generally speaking. As long as I am I on a as long as everyone understands. We do have some restrictions in To what? to what we can say To what we can say and do but I am happy to have those discussions. I also want to if I can Alderman and chairman just know when we are one of the opportunities that we have to have a really robust discussion is in the briefing session sessions through the committee on Finance in those on briefing a tickly the clothes components of those briefing sessions were able to get into certain information because you are arriving on an operating within your photos shared responsibilities are as are we and subject to certain confidential confidentiality Provisions as are we so I would also encourage all the men and women to make sure you are fully put this pain in those sessions as if they tend to we're going to grow how we deliver the information and hopefully it will be more informative. or you before you go Or you going for? Thank you, you know moving into the finance committee role I've had an opportunity to look at a lot of these settlements now and I was wondering if you could speak to the pipeline. What's a pipeline might look like for the wrongful convictions? The towards cases the federal civil rights cases. You know, how deep is the rabbit hole on the rabbit hole exist depending on the subject matter area, but I'm going to have John Hendricks the managing Deputy of litigation opine. John was saying Text Renee. state your name and Deputy Corporation counsel over litigation. older one older woman she Older women chair Adele thanks for the question. And I appreciate your interest in the area. The reverse conviction case is present and unusual challenge. The number of those cases in the pipeline is substantial. Ike I can say that another sort of divided into those cases where an individual officer has historically been associated in other cases, but I can say, you know, for example in 2023. We have resolved I think six of those cases. I think there are literally currently on the docket. roughly Roughly 200 plus cases those will not all be. sketch schedule for Schedule for trial or resolution next year, but that is a large number of Kate's. So just to be on you know open about the pipeline. It's significant. We consider settlement all the time in these cases in the number of circumstances that go into our considerations or are you know multiple. This is a thought about if we have a particular officer or a group of officers and let's take birds. For example that has a known history of wrong brownie Wrongness is it possible to like creative class of you know, I'm not a lawyer. So like a class that says hey if you are a bird's victim in a See's commercials all the time, you know, you would Camp Lejeune from 19x to 19 x, you know, please call because so we could like put this issue behind us and you know, we're doing the reforms and put these types of issues behind us with people that we know have had historic challenges and how they did police work. For example a number of the cases that are associated with hey. a A a lieutenant. W means he has somebody who framed allegedly framed number of people in the same kind of conduct those cases have all been against it that involved that particular individual have been Consolidated into one larger case in federal court. now that's not Now that's not quite the same thing as you're asking. I think you're asking. Also. Is there something we could do, you know to accommodate them outside of the context of litigation. I can tell you that we're looking into every possibility. and I and that's And that's all pretty much I can say strategically about that. I understood and I think the challenge that we continue to face is cuz we keep seeing the same names keep saying the same chases and we keep having to re-litigate the same thing and I'm from a financial standpoint there. There would be some I think some economies of scale and just dealing with this because and in the end, I think the point was raised in public, today was about we know these cases. I don't know if you know this but we we know that these cases are winners these losers and the amount of money that we're spending and outside legal fees. When is Chase's dad really are going to have probably not the best outcomes financially for us but yet we're spending, you know thousands or even millions of dollars defending these cases. That's where we're like hey with somebody looking at this to say, why are we spending a million to a minion 3 on the case that we know is is a bad case. So I think that's where we see. We believe a disconnect exist and understanding like hey, this is a loser. Let's get this off of our books and off of our documents and move on and I think there's also an opportunity as you're speaking when a German doll, and I initially talked and she with our one-on-ones a102 might be associated with settlement might be associated with went when was When what the? When what that? Went what that means when we come to you with numbers that numbers actually negotiated down. We're in the process now of engaging consolidation of a number of cases where we can But there is a league. But there is a legal proof. but there is a legal process that all of that has to go through and I think what it would be an interesting 10/22 least have a general discussion about what that looks like because I have gosh Gosh, I've got in numerous cases that are going to be coming your way pretentiously and I think it would be appropriate to begin to have a strategic conversation with you and as within the bounds that we can so that might be the next stage of our discussions through committee. I welcome that because I think the number of us have raised questions about a particular settlement specifics of settlements in how's those numbers are derived and so we can I look forward to working with you around that those questions. I wanted to go to just also to ask are you comfortable with the settlement? Okay. our location to A location that you have in your budget your we are based on what we presently know. Okay. I think my last questions are around the fire department, you know, since I've been here, all I've heard is appendix G appendix G of the contract on the one hand. I hear that appendix G is not. real any Real anymore. You know that the end then I hear on the other hand. Well, yes it is because the contract is is still in place. And as you know, that was a legal remedy to ensure the participation of African-Americans on left in the fire department and I think 30% of every class and there's about 3,500 African-American still remaining on the list. I'm at. I'm asking you to take a fresh look at this issue so we can break through whatever this lawyer Jam is, you know, if it involves, you know changes that need to be made in a contract during the HR department or in the fire department. We need to do that because we're losing the opportunity to put African American men and women on the police. I mean Saint the fire department. So how are you thinking about that? I have Debbie. I think part of your question can be you also have to look at what the the state of the law is in terms of when employers are liable for the conduct of their employees. I'm so that is a also a part of in civil litigation why sometimes the city is liable for the actions of its employees not just the police. It wouldn't. It would encompass. It would Encompass a bright. It would Encompass a variety of different employees in a variety of different lines of work, but specifically asked for the consent decree, and we can I keep coming back to this question of accountability and how do we hold a police officer specifically accountable for misconduct? And how do we manage our wrists? I'm through the accountability system and the consent decree a large portion of the consent decree covers the accountability system for the police department. So ensuring that all of the accountability sis accountability systems in the city are are accepting and receiving complaints in a timely fashion that those are being investigated and that officers are being held responsible to write or discipline or remedial measures such as training. And so what we hope to see from the consent decree as as we move to the level of compliance that we see those incidents of misconduct go down and that we see more officers being held accountable on a more timely basis for any accidents contact. However, if there is a finding of malice by the police for a police officer buy a for instance in a certain case, then the jury can award was called punitive damages against the police officer and those damages are not you can't get rid of them through bankruptcy. There were ordered by a judge and the City by law cannot pay those for the officer. So that is one way that punishment is imposed by actually a Actually on police officers if the case. Good afternoon to Adam Shy's labor negotiator, and we appreciate the question and we have been a negotiation with fop since 2017 and on October 19th, 2023 week including those negotiations the interest arbitrator issued an award that with me Final in that award had two components and I want to talk about them because it's Mary Corporation Council pointed out there has been some confusion around that. So the first thing that he did in his award is that he wrote the contract me back up for a second. You probably know that when we're in negotiation the goal is to reach agreements and when we can't do so because police and fire don't have rapist rape Beacon and panel and interest arbitrator and that are assured his role is to write the contract where there are points of contention when we cannot agree and so the first part of the board of the board is at the The board is exactly what he did. We could not agree on one issue and that issue he focused exclusively on and wrote the contract language for with whether officers and the union had a right to elect other form for disciplinary suspension suspension that are lengthy which will be 366 days or more or discharge cases can the officer in the lodge decide to go to arbitration or the police board in that interest arbitration opinion he gave them that right to do so. I didn't agree with a Greek but that's what he did. Green, but that's what he did the second component of this award. Is he Incorporated by reference all the agreements that the city and fop agree to through that interest arbitration process. We can still negotiate and try to reach settlement on term and so in the media is called a meat are you hear that term mediation arbitration process? We did reach agreement with a p on a number of issues and that agreement is incorporated into his Ward. So both the award that he wrote on the issue of police discipline as well as the agreement that we reach will be presented to council for vote in the council can approve those reject one and a crew together or reject them both. So in terms of that agreement or trying to give you that bag of absolutely I'm this is what this is informed if I wish that this was the whole public was here to hear this by the way. so we So what? So with the so with my So with respect to the agreement that we reach with fop, they are we believe are in the best interest for the city of Chicago the citizens of the city as Employer or the officers there a lot of terms that agreement but there's three that I want to point out that I think a really significant other first is that the terms of that agreement is through 2027. So that term allows us Administration the superintendent to have Labor peace for an extended. Of time so that he can focus on his mission and not have contract negotiations hanging over his head. So it gives us the Get them back. get the maximum flexibility to implement is Get the maximum flexibility to implement is Mission Administration to do the same without having to be at the bargaining table fighting with fop. So that was one by one of the ceiling and turn them the second that I want to just raise with you is that we did provide razors in that agreement to officer of those raises were definitely in line with what we did with our civilian Union and it was so I think those razors they they provide predictability Financial stability and improve or enhanced morale but it also allows the city to spend its dollars in a way that makes sense or the line with our vision for ancestry answers arbitrator has made it clear that he was going to reward money. And as you may have seen in the primary award he did so in a way that wasn't a line with the Department Vision or with the ministrations vision, so if he was going to throw money ask them, why don't we take that opportunity to do so take that money and do something with it that we value recruiting new off to the north. how to spell I just got. a discussion about a A discussion about and not enough police officers with the salary starting salary raise that will implant or attract more officers. The last thing is that we addressed some of the Departments concerned operations as well as the concerns raised by the consent decree with in this agreement certain things, like estillos a field training officer not having enough of those. How do we intend having a homicide clearance rate? We addressed that by giving the department more flexibility and Adding people in that section and clearing. Adding people in that section and clearing those right? Adding people in that section and clearing those rates. Adding people in that section and clearing those rates of the other one was a CIT officer who was Crisis train and giving an incentive to those who actually perform that work. So we took that opportunity to instead of having an arbitrator right or life for us. Where could we be aligned and it would be consistent with our mission. So the agreement components, I think it's a it's a it's a it's a win for the city of Chicago is the opposite of what it's probably a yes or no question. I'm not trying to box again, but was the arbitration Clause that the arbitrator had written was that included in the contract the city agreed to on October 19th. No, no. No, no that was not something we agree through the arbitrator told us that that we could not reach agreement with Uncle Peewee did not agree that they should elect between those two and if there was an election, we wanted the arbitration process to look different we wanted it to be more open, but they were certain things that we fought for against a backdrop of what state law is there were some limitations but we did not agree. He was at him because we could not agree. It was his job to write what the language would be. So that was not our agreement. We wrote it to send to that aspect of his award. Wonderful. I'm not at Liberty to discuss the matter further in this open setting we are subject to a number of lawsuits and boating these issues. So I do need to maintain confidence is for that reason.
