At this time, we will begin the public comment period out of respect, for everybody's time. Each speaker is limited to three minutes are first. Speaker is mr. George Blakemore. The. Good morning. I have. Play. Need my comments. Minichamp to this party and other body about residential parking. I'm totally against it. For the reason that the streets belong to the people. Also, I was told by one of the staff that they're having problems up on Milwaukee Avenue and they, I don't know if they have data done. One of these birds, a study, I tried to study having cost to park in the middle of the street. Is. Is something inherently wrong answer. You wait. You waited almost 30 minutes to have this needing, or she didn't have a car and you read the reason this virtual should not be abused by these elected officials. Then, did they tell you which one of those criteria that you read that they was on today? Did they tell you what was it illness in my family or whatever? They are not supposed to use going virtual? We want to see you here. Yancy ultimate again and we want to see you hear all that one more because you're needed here. When? When you get on these committees, now people are taking advantage of its virtual. These elected officials are some of them and I'm totally against that. Go right here. I'm challenging all my black Facebook, friends, and Basilica of This, Global City come to these needy. Is. Is not a good look to just help one or two blacks here. It's not. It's not a good look for our community, and I challenge all of you out here to teach your children to be bilingual. Battle. That will open up a whole new world for you. I pad Spanish, High School. Elementary in college, is something wrong with you, mr. Blakemore, you must be slow. You never learn another language. A whole world would open up for us. So the business are taking advantage of the street and the sidewalk. They coming all out on the North Side by Gibson and Brandon Riley. Ward, they block the streets off on Cars track. The bus number 22, have to go all the way around because they got business in the street. 19. The 19th. This is Obama's stop it. We need you here. May God bless all of you. And me all of you bless somebody else and you're like, yeah. our next speaker is a Zuma, Santiago The. Good morning. I'm grateful for the opportunity to present my concerns and our community's concerns before your Committee of safety. First one, I would like to address is the street parking and street signs. There are a lot of people with visual impairments. There are. There are these cars with the LED lights. My friends. Do we have. We been blinded at least once so makes it very difficult to drive safely. Turn. To nag navigate ourselves safely in our communities. When there is in proper. Signage, I saw the signage our ward has been really good about cleaning up the stop signs that get covered and whatnot. And so regarding the streets, I think that's really important regarding the biking and the names I think that Chicago being so diverse is great. But when we're putting things up like that that I'm going to eventually run through the entire city which is great, it should be uniform sections of the city. Should not look like this would thereby claim another session look like that. I think it's an area where uniformity would be beneficial and and really keep us safe, which is what we desire and those are my two major points. Thank you. Thank you. Very Thank you very much. I will tell you that both on your infrastructure points and also your points related to sign it and accessibility. These are absolutely topics that the committee is committed to exploring and working on. Our next speaker is David Anthony Velez. They? Thank. Thank you for saying my full name. I appreciate it. So like you said, my name is David. I most people call me D for shorts I was Born. Born and raised in the city of Chicago by Humboldt Park and I live in Austin area, I serve in the Humboldt Park Community as well. I worship their abundance here in belmont-cragin but the Northwest Center and I also work in Garfield Park so I'm in different parts of the city, mostly the West Side, just wanted to share that just to give perspective a growing up, I grow biking in the city and if anyone's been in the city for over 30 years, you can see that things have changed for the better. And I'm very grateful for the bike lanes that we do have so that we have a better experience and things like that. One thing I wanted to highlight was protected, bike Lanes. By. B. B in most parts of the city and I would say it's a much better experience when there are protected bike Lanes. I have been in a few situations where I'll be there. Almost got hit by cars or some situations where I got hit by cars. Fortunately wasn't as severe as other people but it does happen. I'm also a driver in the city so I buy can drive. So I understand both sides and I think having more bike lanes that are protected in the city makes it easier for a driver to not get in the way of a biker. But it also keeps the bikers accountable and being in a protected bike Lanes cuz it's not the across line is sometimes and some neighborhood specifically Garfield Park. The bike lanes are little it's you're not sure if there's a bike lane or not and so that's one of the reasons why I driving area just cuz it's it's not safe about my Craig and I love that. There are. There are lines that are obvious as far as the pain and different things like that that that they do. We fix I just think protected bike lane such as on Belmont or some of the busiest streets. I think I should be protected bike lanes that also promotes diversity cuz not everyone just bikes in their own neighborhood that they're from but they want to venture out to other areas. Also won't have to risk that come out to the city. I think it'll be beneficial to have more protected bike Lanes in other neighborhoods not just Summer. Some of them. And yeah that's something I just wanted to highlight and talked about and also thank you all for what you do. Thank you all for showing up. I'll be see another one shows up to these things. So thank you for coming out and I just wanted to raise that awareness and get with the community see what the community wants. You'd be surprised that a lot of people are open to the idea of having protected bike lanes, for kids adults, even older adults. So thank you for your time. I appreciate it. Have a good one strategy for where we're trying to go as a city. I think you'll be inspired and hopefully you can hold us accountable for getting there. Our last speaker for the day is Jeremy and Jerry apologize. For mispronounce your last name Jeremy Can. Can you hear me? Good morning everyone. My name is Jeremy. Cuevas. I'm the lead organizer for the Northwest Center. We are from a community called Belmont, Cragin on the northwest side of Chicago, or so. Before I begin, I want to shout out our team, a Residence Inn parents, that I took time out of their day to be here. So thank y'all so much. We're a community organization that offers free programs and services, but we also organized residents to build power in our community since 2018 myself and the belmont-cragin youth Leadership Council 7. I've been organizing to bring better bike infrastructure to our community, after nearly four years of organizing, with our community and partnering, with our alderman, in the 30th, 31st and 36 Wards and creating a strong partnership with the Department of Transportation Belmont. Cragin went from 1.2 miles of bike Lanes. So now over 15 miles of bike Lanes in our neighborhood, we also with the help of our alderman, and Department of Transportation. Also installed 13 divvy stations in our neighborhood, which today we're having a ribbon-cutting for the first classic station being installed in belmont-cragin. Would you have? Would you have a? Would you have in your hand or what's been shared with you? I believe there was a report that was shared with you, is a nine-page. It's what what you have is 9 pages of a 72 page for pork that has been done explaining our campaign and our efforts over the last four years. So full of valuation report shares, the successes data that we collected, but also the challenges we encountered on his journey What? What we shared with you, in the nine-page report is the best practices evaluation. It shows what works best for our community and how it can be a model for others. One of the best practices that we found to work for us that's in your pamphlet is to meet with local elected officials. At the beginning stages of your campaign or project. We recognize that change starts with residents, who live in our communities, but we also need the support of our alderman and our elected officials as well just last year in belmont-cragin alone. In the northwest side, we saw Zero bicycle fatalities in our community that something to laugh about. We? We believe that this was a direct result of the kind of work that needs to be done in all communities that need and want bike Lanes. Chicago was ranked 160th out of 163 big cities for bike for bike, ability in 2023. So that tells me and it says our community and our city that we still have a long road ahead of us when it comes to saving lives in our city. Urge this. Urge this committee that there is still more work to do in all of our Wards. So let's collaborate across departments and Wards to bring The Pedestrian and cyclist, cyclist zero. Thank you. Thank you very much, mr. Together. Thank you for speaking with us. This concludes our public comment. Out of our first order of business, is the rule 45 report from September, which was sent out two committee members. May I have a motion to approve, the rule 45 report, I love that participation but we'll give this one to all those in favor of passing the report respond by saying, I Those opposed say, nay. In. In the opinion of the chair, the eyes have it. Now we will begin with the items before the committee. You may have noticed that the agenda is formatted slightly differently this time around committee staff have been working with various departments to ensure the agendas are as clear as possible and in the next week or so all ward off. His will receive a document outlining all committed procedures committee staff are available for any questions or feedback, you may have on the agenda or ordinance procedures with that. Can I have a motion to recommend approval of all direct introduction ordinances on pages one through four by the same role? Call. Call Boaz was applied to determine quorum. So moved by Ciara Cruz hearing no objections. So ordered the lettuce turn to page 5 for the recommended portion of the agenda. Can I get a motion to recommend approval of all recommended ordinances on page 5 by the same roll call vote as was applied to determine quorum Keurig. Hearing no objections. So ordered now, we will move on to pay just six to eight of the agenda, which are items that receive no recommendations from City departments. These ordinances were submitted as over rights, were added to the agenda at the request of the older person or their relevant Ward, or do not require a departmental approval with that. Can I get a motion to recommend approval of all ordinances on, p2628 to be passed without a department of recommendation but the same roll call vote as was applied to determine Quorum summer. I also moved all the woman so moves hearing no objections. So ordered Final. Finally matters listed on pages, 9, through 27 are disabled parking ordinances. Can I get a motion to recommend approval of these ordinances by the same roll, call vote as was applied to determine Quorum. So moves hearing no objections. So ordered we will report these items out at the next regularly. Scheduled city council meeting with there, being no further business before the committee. Can I have a motion to adjourn? so moved by Alderman been lost all those in favor signify by saying I Oh, oh. I also seen a, we are adjourned it. Thank you so much, dear, appreciate your time and your service. Thank you. Becky G.
