And this is why I'm here today as a task force. We've submitted a bunch of proposal seeking 14.1 million dollars for the initiatives that would work to prevent gender-based violence resources are needed to launch an initiative by peer health program and ensuring parents receive life-saving information to support the community resources are also needed for this abuse Survivor working M group whose funding sustains the leadership of community members were critical. Partners in shaping the direction of the store and we believe that this Administration can really make an impact by appointing a deputy mayor of gender-based violence to double-down on the solid body of work on gender based violence that was created in collaboration with Advocates said that this Administration inherited of resources so that can like the Survivor working. We need the long-term, dedicated Revenue that bring Chicago home has been calling on for years or we will see our most vulnerable Chicago in Center back into homelessness. When are funds dry up? We have already been seeing this start to happen in my feel that it is inexcusable. We are entering yet. It is time for building owners and landlords to get on board. I've started not that cat worker Catholic Workers and I, I went there, they got me a place to stay during the pandemic, which I really needed somewhere to go and My daughter still lives in our Westridge, but I have just six months ago, we moved to Plainfield and I came here today. It took me an hour and a half to get here and to speak. And I want to let everyone know that bring Chicago home is the right way to go. And I want to be able to come back and live in this neighborhood again. So I can be with my friends and family and Don't have to. don't have to go through the couch, surfing the double up in and Alma. I had the privilege of sharing bring Chicago home to my faith community at Yom, Kippur services to close to 2,000 people many of them were homeowners who will be impacted by the real estate transfer tax increase proposed and they fear that this ordinance is voting against their best interest many of them have started receiving Postcards From The Real Estate industry claiming in bold letters that their taxes are going up to combat that untruth being delivered to their mailbox. I was able to share my best interest as a Linkin Park homeowners who will be impacted by the red tax increase when I go to purchase a new home. it is a It is inaccurate to say that I am voting against my interest because I'm interested in a whole lot more than how much I pay in taxes. I'm interested in living in a city that ensures that all children have the benefits that might take for granted a safe place to sleep at night a place to shower and be clean and the consistency and routine. it comes from having a It comes from having a home to call. It comes from having a home to call their own. I'm interested in allowing seniors to age with dignity in the comfort of their own space, and not on the street. I'm interested in living amongst folks who have access to treatment for their mental health and for drug addiction, I'm someone who believes housing is a human, right? And it is in my interest to live in a city where that is true? Excuse me, sir. I believe that we have the power through this ordinance to help the homeless that we can see. And we also to help the homeless, we don't see people who are double staying somewhere. They are not on the lease or mortgage. These folks may have a roof over their head for the night but they don't know how long they will be. Welcome at any moment, they could be asked to leave They don't. Good morning everybody. I'm a CNA at Mount Sinai Hospital. I've been working there for four and a half years. I'm a union. Can you hear me? I'm just going to tell my own story. I was homeless once before myself, I lived in a car. I slept UIC parking lot for three weeks and then one day, my friend came to me and she told me, she's my friend, you don't have to live like that. You can come and stay with me. So I stay with my friend, for maybe a year and all she let me save my money. She didn't charge me anything. I end up getting accepted in low-income housing. I had low income housing off. My What I was going to do was to stay there for 5 years and try to move somewhere, you know, somewhere where I can pay my home, but I have to pay no rent so nobody else. So it and I end up staying out there for 12 years. I think that for 12 years, I was working. I was working at my homelessness and I was also working. While I was in low-income housing but low income housing, it help me and help me to save my money to help me. Forget my mom, I expect my self-esteem back up to go back out into society and get my own life back into order. So now I'm two years ago, I bought a house and I'm in the house But if it wasn't for low income housing, nobody don't it don't matter know where I'll be for that, you know what I'm saying? The hell we need to help in our communities. I've been in the 24th Ward, my whole life, but I moved out to Chicago Heights, but I feel beaten the 24th Ward. I'll be there with my friends, we try to do things in the community to help the people that's in our communities. So we don't have to be homeless or to help each other but without our government, helping us mare, hello mayor, but we need this. We need this help because I'll kiss is coming up behind us, you know what I'm saying? And then two, we working in these little jobs like we all get to check some money. I mean to checks up here very soon, we we get to check, both my checks have to pay my rent almost so we need some stuff to help out other people that can't do that stuff. The visit we were able to do. I don't know if anyone's here from the Children's Advocacy Center. That is tangentially related. Not even tangentially related. The fact that every year north of 2,000 children go to the CC who have been either victims or witnesses to sexual and domestic violence in their homes is heartbreaking. And we know that that's an undercount of what we're hearing. I was with. I was really proud a couple years ago when we put forward the largest single investment in domestic and gender-based violence in the city's history. I was done professionally discouraged at the pace that those dollars came out. And now you all have given us a charge. We know what we need to do. We know what we can do in terms of the Investments That reduce violence in our homes we know especially that addressing in investing violence in our homes leads to a decrease in violence in our streets. I just want to thank you for the work for the charge for the account ability to not only hear from you and honor you but do the work alongside thank you. Thank you. I sometimes, for those individuals to let go of a relationship, I was able to help a young lady at a very young age, who was in a relationship. She was physically abused. And when I took that young lady with me, many will say she's going to leave. She's going to leave your side, but I never let her go. I was always by her side to make sure she never went back to relationship like that. So I asked you, we all tend to hear of someone and I ask you again, not to let go and keep fighting. So many of us will also been victims and maybe you don't want to say it or able to say it cuz there's many. President, I stand in support of both of these resolutions that you've put forward a National Breast Cancer Awareness Month, as well as domestic violence and want to continue to make sure that we fight as a council for gender equity for all women, or the issues of breast cancer, awareness. And to make sure that we support those Advocates, those leaders and all of our city organizations and frankly throughout the world, as you kind of see people standing up to this inequality and violence. That is exhibited in workplaces and behind closed doors at home. A lot of you stood with us, as we fought these issues, in the Park District, in different agencies, throughout the city and with Advocates and their individual organizations. Over many years, I want to stand up and say that I'll stand with you. Workout. work on the work on those issues of Work on those issues. As we move forward, we have a lot of Champions in the city and different organizations. Women who fought hard over the years, women who we've ordered through funding of different organizations and a lot of Champions that will continue to lead. The way one of those Champions that helped us in the last Administration. I think we should have knowledge is Darcy Flynn. She is the she was the director of The gender-based violence policies and strategies in the last Administration, she helped us fight on issues of human trafficking. Human trafficking, which continues to this day, not only overseas, but here in the United States, we have to do everything we can to make sure that we eradicate that I spoke out against the Garda contract the other day. Mr. President, because I was looking back at what that company had done in terms of those for records on human trafficking on committing fraud, and I was upset. but I But I want to see that if we move forward with these people that we are Vigilant, and make sure that none of that happens on our watch. And having strong champions in the city council in our different agencies here in the city and throughout the organizations. In the city means that we will keep an eye on that. We will watch it. We will eradicate it where An. and, and And and I hope to stand with you to do that, but I want to make sure that we acknowledge those Champions. Who let us on this path. I'm glad to hear so many of our colleagues, raising support of this resolution and a cool that we get the same enthusiasm when we talked about the Chicago home ordinance, so that we can ensure that no victim of domestic. Violence is not able to find a shelter in the city of Chicago. We also want to make sure they're the same. Enthusiasm is done what we take into consideration treatment of trauma. So domestic violence calls are treated properly and if you look in this case, it is clear that our system failed. This family continues to fail. Many people across the city and that's Suffering. Have to rise and recognize. all the all those who are doing this challenging, but most important of work, I'm glad my my colleague brought up Karina Gonzalez, who she and her daughter were shot and killed by their father and husband in the domestic violence incident this year, three blocks from my house Go. Going to the funeral. What? Was particularly devastating. And that's from someone who knew the family, but wasn't the family wasn't the surviving child. I can only imagine what the family was going through. so, So I think it is incumbent upon all of us to do more the same or to be more when it comes to this issue. And I want to reiterate that we mourn. Those who have died, we celebrate. Those Will Survive and we want to where, work. Work to end violence. Who throws. Who can see to do the hard work? You need go out there be brave. And if you need something, come to my office for King Ward, there's a woman that I understand you and my staff will help you through the system. And unfortunately, sometimes going to the court system, its lengthy. His just, you have to be there a couple of times a couple of days, but if I need to go with you all about it, I'll make time to go and help out as well. It's really important that we really understand these issues and specially my word Alarm. A lot of women face it. and I, And then stand up for others. It is a public issue that affects our entire city and people of all walks of life, regardless of gender age race or socioeconomic background is our duty as city leaders to lead with compassion, to the collaborative, in our response, to end the cycle of violence throughout all of our communities. The last four years to see if Chicago has been focused on addressing the issue of gender-based violence and domestic violence, including the development of Chicago's, first-ever strategic plan to address gender-based, violence, and human trafficking. And I, I want to challenge every female that is out there for to go and get her a regular mammogram. I'll give you my story. My story is that I hadn't had a mammogram in 5 years. While I watch my sister go through her breast cancer treatment. And October one rolls around and some said, go get your mammogram. And I just, I'm, I had, I don't never do. I listen to myself and I went and had that mammogram, why stay so long in the doctor's office? At the something wrong, but blew it all still. But then they called me back and said I was going to take some more test. I'm still not challenged by it, but I'm here to say to breast cancer and that it, And that it will take you out. and, And it doesn't ask have to take you out, like you think you can make you sick for 7 years and can make you sick for 10 years? It can make you suffer it. Can you ask? You literally watch your loved ones evaporate. In front of you, through this disease is real, but there's good news. You can have that test, you can get tested. If you can catch it early, you can have your surgery on your chemo and lose your hair and bball and I couldn't break the ball in this, but I'm I'm going to pray about that one, but you can do all those things. Technology is wonderful. I want. I wasn't sick. So not to say that it was a fun Journey, but I'm just telling you you too, can survive it. So now that wasn't when I had a 2019. So now fast forward, I'm almost close to four years of not having cancer. So, I won't beg any woman to put yourself first sometimes and this is one of those times you cancer or take you out. Put yourself first breast cancer again. Is it runs in our family for people that don't know. My, I got diagnosed in 1994, she never stopped taking chemo till she died. Biden 2001. Died in 2001. So I can tell you by the time she called her breast cancer it wasn't a Volkswagen with a Mack truck. It is. It has spread to all parts of her body and I always respected her because she was sick as a dog but she never miss days here. She came down here, she did her job every day but I'm telling you Jesus. Thank you for not letting me be her because I don't know that I could have been a champion like she was do women, take care of yourself. Go get that mammogram. I promise you, you will it will save your life. I promise you that, if you go on that journey and you have cancer, The. but, the treatment are so amazing. Hey. Have the treatment, get back in time, being and Curry. Some other women who are afraid on the journey. I'll hold anybody's hand. I'll go to chemo with you, and I'll sit for your to our 3 hour or for our journey with you and hold your hand just so that, you know, that there's somebody that's with you. As I went on my journey, I was grateful, I have family, but there were so many women sitting in that room and I will tell my kids that go over there and hold her hand. You are right, I'm good. I'm going to sleep, golden hold, somebody's hand who doesn't have somebody. And so, I pray that we find a cure for cancer. But I want to see. But I want to thank the women who deal with this sickness and deal with women who are sick every day. It is a difficult at best to see women walk in front of you everyday and to continue to keep encouraging them on their Journey. So again, thank you from the bottom of my heart, for everything that you do for women who go through this process and at the end of the day, I'm going to say thank you God. Thank. Thank you. But thankfully, we do have all this technology breast cancer is one of the most treatable cancers. If you can catch it early, I thank you for all the work that all of you do. I don't know what every single one of you does with the different organizations, but I know the breast of the support. There. Is there a mammogram mammography and diagnostic tests for those that are uninsured and underinsured? I mean how important is that? You're? You're not sure what's it, what's going to happen to you, or your family. And to have somebody there to tell you, it's going to be okay, give me a hard. Maybe, we don't know. But that to have the support for these organizations through women like Michelle Harris and others. Actually, she was one of the first people I told a lie enough, and she was there literally to hold my hand so I can tell you, she was good for that. But this in every not just October, we should be talking about this all the time. Earl. Early detection is the biggest key to survival for this. So if you if your woman sitting in the chair, when you have it in your of the right age and you haven't scheduled your mammogram yet. Please go do that. Just know. We have to make sure that we're investing in the proper tools. and interventions and prevention programs that allow women across the city of Chicago in the country to understand just how important screenings are Just how important it is to. Take care. Take care of. Take care of your health and be conscious. That one in eight women. I'll I likely to get diagnosed with breast cancer. let, That we can live long lives. If? If we do the things that we have to be so proud of the women that are in the room and the men who are parents, two, beautiful. Women are Partners to beautiful part. I Rise to be probably associated with this resolution and recognition of Breast Cancer Awareness Month. You know. You know, we have these every year, range of Alders come up and say, how important it is to them. And I, I want to apologize cuz I know in years prior, I've done that is a little different for me this year, couple months ago, I was diagnosed with cancer and the feeling when you first hear it from, so I can before you get diagnosed when you even have the concern, and you think it might be something in your waiting to have to get a diagnosis. What your mind does to you is is something that I don't know, a lot of people truly understand. And so I have a better understanding of that when you hear the diagnosis and in your mind, you're going through the fact that you might have a limit to your life that that you're seeing, right? Other people don't know, but as soon as you're being diagnosed, You think of? You think about all the things that you're going to lose your children, your family in some regard, your sanity, right? You feel like, you know, there's something in your body that makes you completely feel different and it's tied to who you are as a person in and having a better understanding about that. I am terribly. Sorry for not raising the awareness even more. But now, I, I commit to that fully and I want to thank you for the Curtis, sing it out loud. Me being diagnosed and thankfully didn't need chemo or radiation. Led to meet us, being absolutely public. And getting people to understand because every anybody feels like an ache or pain, you kind of try to shrug it off when you should be checking it out and when you don't check it out, it could be too late. And so we have to make sure that everyone makes a commitment to regular checkup that our sister is, our mothers are kids are checking up when they're able to, but I think further than that because we are a level of government that I believed him do more. I don't think we haven't. Conversate. Mercedes. Conversations about what chemicals come into our body, whether it's food that we eat, when there's things that were around, that leave two things that cause mutations that cause cancer. And so, as the municipality we do have the power to say, hey, if this chemicals that's located in your food coloring or whatever, preservative could potentially lead to cancer. Maybe we should think about what we do at the city to let people know that that's in the food we eat or the Bandit out, right? And so I would ask that in in addition to making sure you hold us accountable to rain, That you also hold us accountable to write in the legislation that not only make people aware and have them checking prevent it from happening in the first place and making sure that doesn't profit off of whatever. They're putting out there and don't care about the house of other people as they're making their profit are held accountable. So we don't have this kind of chemicals out here for both. So thank you all so much know that we are committed to doing that. Know that you should definitely reach out to us and me and hold us accountable so that we make those changes from a city level so that we stayed more Life by doing son. Also, thank you so much. And I have seen you day after day, showing up to those events and because of that, you're so brave. You love your community as we love ours too. And I want to say that I love you for everything that you're doing for the community. And for what you're doing for yourself. Just want to say thank you for being here with us today. But I also accept the challenge of other woman Harris. It's At times we hear that, it's certain age. You have to start doing mammograms. And for many years, we have believed after it'll 40-50, you start getting mammograms at the age of 35, I found a lump in my breast. It was. It was the scariest moment of my life just possibly thinking. What could that be? That is not normal. Couldn't wait for the doctor's office for me to call and get an appointment. I got in the same day the same week I got my first mammogram since then I have been going every six months because I have to keep an eye on what is happening. But what I'm saying and why I'm sharing this story is that we cannot believe or follow certain a certain age. This can happen at any age. So we have to look into always checking our bodies. And we all know where every single one of us is here with Ed, we work Non-Stop and I am past due my mammogram, so I will try. I'll take the challenge, has been over that time but we want to make sure it again. They were all. They were all we. They were always check-in ourselves and taking care. So then we can take of others, our families and our community as well. And again, everybody in the Box, I just not want it. Only highlight April, but I want to highlight every single one of you and then know that you know where we're all in this fight together and thank you for all the work that you do. But also today we all have the responsibility to call or text someone then To hear from. To hear from us to say, you have to schedule a doctor's appointment and also it will be nice. So they somebody that we haven't talked to in a long time. It will mean a lot to the person cuz we never know what we're going through. The place, take the time today. After console call someone call your sister call Frank. Your college, whoever may be for reach out to them again. We need a whole village to protect ourselves from cancer. I was weak, I wasn't taking care of my family. It wasn't taking care of my own hell, but I decided this morning that I would stand and speak because I think that we all have to be storytellers the people who have gone through this because we have to get that message out to other women, who may not hear the message that you give her. I give her all the man Harris gives or all the men Cruz gives, but I think it's very important that we do keep uplifting this Scourge on women's health. So I just wanted to end with one thing we all talk about mammograms mammograms are Ford. But we have to do that manual. Check up. After we shower monthly. So that between the time, we go to that. Last mammogram to the next one, that we are very much aware of what's going on in our body. So I want to thank you all in the Box for continuing to be the Storyteller to continue to uplift women and to encourage them to go get A man. a mammogram, which A mammogram which these days you can almost get for free. I do stand to be associated with this, as a, as a child. That's a woman that I never knew died of breast cancer, which was my, grandmother of my paternal grandmother. But also the fact that the west side of Chicago has some of the highest In. insta. Instances of breast cancer in the city and it didn't ring home to be. Until I saw young lady, her name is Renee date, crossword for city colleges was Aaliyah's on that will come by our office occasionally every month or so, or she would come by. She lived in East Garfield Park, actually, a block away from where I live in, which is one of the communities that are severely impacted severely impacted by this in to see her one mom and to find out that she died a month later from breast cancer. Just blew my mind, they say that as a ounce of prevention is worth more than a pound of cure and we have an opportunity as a body to help people with their Darius. Serious health challenges. And when we talked about life expectancy and when you look at someone that lives at at 10:00 North Clark Street, versus someone that lives at 200, North Monticello in to see a 20-plus year. Life expectancy got for two people that live Less Than 3 Mi apart. There's something in that that we have to look at and have to understand. You have to work to fix and so I don't wear these clothes just to be last year. Look, you know, like, you know, somebody called me something that I'm not going to going to. But nonetheless, it started the spirit of those that have come before us that have to come to this tragic disease. Must also be more aware about what we can do to help encourage others. I'm glad to hear what you said, Alderman, Harris about encouraging and holding someone's hand because it is a trying time to go through something that people believe in. It means instant death. And they helped Do that. Do that chance. Do that challenge to get them to the other side. Where that where that is, not the chase. It is different today than it was 30 40. 50 years ago, where that was a death sentence where now, the prevention and be able to access and find an early could mean that you could be cured. So, is it coming for all of us to help all of our members in this particular challenge? Because again, ounce of prevention is worth more than a pound of cure, cuz health is wealth and without our help. We? We really have no. We really have nothing. We really have nothing because you can ask somebody. They? They do. They don't talk about on their deathbeds about this that and the other people wanted to have a long healthy and vibrant life. This is something that we can do and help others find out doing the prevention work of this. So again, for all of our survivors in this, in this Council, and fall of the survivors here in this building, again, to the ladies that have been advocating and have been part of making this important step this month, We Salute, You are, we're there for you and we want to tell your stories because your story can help somebody else not meet a fate that the others have met in this thankless president. I want to speak the name to the record of three people who are really important to me who are breast cancer survivors, and that is my mother Barbara Fisher. My. My stepmother, Patricia Yancey, and my cousin, Melissa, the ants events and who are survivors today, because of early intervention and treatment. And it's not lost on me that Breast Cancer month and domestic violence matzo happening in the same time. That's special. We think about the impact on black and brown women. so, I'm honored to be a So I'm honored to be a part of his body was charged with supporting and caring for the people that are the least of us recently. Attended, my first groundbreaking is a new Alderman and that happened to be at the Cancer Institute for the University of Chicago, which is a very Hospital in my mother was diagnosed with cancer with cancer and you know it some It's a very powerful thing to be in this room with his survivors and in drivers, powerful women, who have gone through such traumatic experiences, but it able to be here and share their story so that others can not only understand how important it is that we address this issue and a full-throated way so that we can also care for you and send love to you. Also, I also want to acknowledge equal Health Organization. A time is breast, cancer is a central focus of the work that they do there and just encourage all of the women here. Please, please, please, care for yourself. There are men here who love you and want to see you brother. Thank you, thank you very much. Did I miss anyone? Are. All right, very well. Thank you to this body for your recognition and support for this resolution. Someone mentioned this earlier that one in eight women in the United States. I'm unfortunately would develop breast cancer over their lifetime. And every year there are nearly 2.3 million new cases and unfortunately, 685,000 deaths from breast cancer worldwide. This means that is a comment upon all of us here today. The. To do our part. because we know someone, What's? Was fought this disease or we know of someone who's gone through it and since 1995, our country is coming together to turn the tie. I'm happy that we are moving in the right direction. Bring. Bringing awareness is just one part of it. We have to continue to do our part as a body of government as well as articulated earlier. Did. Did you? To do everything in our power to prevent breast cancer. And while we have seen 40%, do decreases or decrease in deaths from breast cancer. The numbers are still especially high for black women in this month as we wear, pink ribbons or pink suits, let, Let's celebrate. Let's celebrate what we've accomplished and let us all. One of the most male-dominated fields at the time You at the time, gave her much chance of success but those who knew her best new otherwise and knew that her Talent her tenacity, provision her determination and skill, would bring her to where we are today. 25 years later and spent a corporation, is one of the biggest and most successful engineering and construction management firms in the country. There isn't an element of Chicago's public infrastructure that hasn't been touched in some way by her firm. And there isn't an element of Civic wife, that hasn't benefited from her volunteerism, her participation, her involvement, her skills. In fact, they are Johnson. You are the fourth consecutive Maher to recognize that into a pointer to a key position. There's an old saying, if you really want to get something done, give it to a person who looks too busy to do it and that describes Smita shot to a tea. She came today with her husband and her children, and I would like this body to recognize her for outstanding to the contributions and our leadership in The Firm that she founded. 25 years ago in Chicago, Swedish a Scooter shop. All of them are being excluded from what we see if they can tenuous pattern from the Department of water, which refuses to do the work to break up these contracts into the zone that we are doing the work so that we can provide jobs regionally across the city. And so those are the things that all of us have to start working on on trying to get more minority contractors to work on it. But the commissioner was here at a meeting and she stated to us that we don't even have enough non minority contractors to work on all of the work that we have coming up in the future. So it gives us a great opportunity to prepare our community to get involved with this. And guys, to be able to women and guys, to be able to become contractors. So they can be able to have an opportunity to work on these contract. So, one of the main things that we worked on as a group myself, all them in Irving, all them and Miss, Audrey Mitchell and a couple of other folks is one of the main things that we work on is making sure that's a job program to make it smaller. We also are working on trying to have a mentor-mentee program so that larger contractors to help small account to be able to get it to To be able to get into this is so that they can be able to grow. So this is an opportunity for the city of Chicago to not only you know, take care of that pipe situation and make sure everybody in the city of Chicago have clear water and a healthy, but also it's an opportunity for many people to be able to have contracts and get jobs and form businesses as time goes on so we're all looking at that. We're looking at the bigger picture. We know how important it is to take this Federal money right now start working on our laying pipe supposed to go to work and deal with this car drives. But at the same time we all are very cognizant of the fact that we need to make sure that more people have an opportunity to get these contracts and we are doing that and have been doing that and will continue to do that in his opportunity for all of us to bring people to the table to get involved. And what we have learned from that analysis is that we believe that the overall, the change in terms of housing costs will be approximately neutral, not a substantial tax increase or substantial tax. Decrease for people who are living in units that would cost less than 1 million dollars. There will be attacks increase when people are living in units that cost greater than 1 million dollars. Details about our methodology and very glad to answer questions at a future time. Not letting me 3 minutes. So altogether. We find that bring Chicago, home is unlikely to be unlikely to use any additional revenue or try need a small retinue from owner occupied units. There will be an increase in revenue from renter-occupied units about 50 million dollars. It will be an increase in revenue from non-residential industrial commercial uses about 130 million When? One particular area of uncertainty regarding to bring Chicago home proposal is it? The proposal is a tax on building and it's quite easy to imagine because many of us know which would cost $2, but also have and housing units. There will be no change in the estimated rent, approximately 4 units that cost less than 1 million dollars. I noticed that the sky changing from a beautiful blue to dark. Black smoke fills, a feeling of dread came over me. As I got closer, I realized this was my house that was burning in a second. Your whole life can change. I was paying the mortgage on the two flat with an English basement, my family and live and I lived in the basement, my sister and her family lived on the first floor and my brother Stanley, who just came back from Vietnam with was with his wife and live on the second floor. My. My, my daughter took it took this the hardest, she lost her dog and cats who died in the fire for weeks. After the fire. She would walk around the block calling her dog's name. Hoping that her dog was still alive. Sitting on our neighbors are covered with soot from the fire. We realized all three of our families were homeless. We really made it. What really made it hard is that we lived in a Redline Zone and no one would give us Insurance on our house. We had to buy insurance from the government and it was expensive only to find out that we only were able to get a portion of what the insurance was worth. We are. When? We ended. We ended up doubled up homeless with my parents being double up is the experience of 24500 double up people in Chicago and it is hard to live. In somebody else's house. Eventually I was able to save money for a down payment on another two flat. And my sister and my brother came back and live with me. We need to pass bring Chicago home and stop listening to the lies that are being spread by the opposition, Ray Chicago home looked at the self-interest of people who are telling us that the everyday Chicago one is going to supper. It will be used for the acquisition and development of permanent affordable housing with wraparound Services, which is a solution that the research shows Works to prevent homelessness. So I just want to clear that up to stay. We don't have a plan, is just not the fact, I'm here with JC way, which organizes Jews in Chicago for City, free of racism, poverty and anti-semitism. We know that although some homeless individuals struggle with mental health unemployment or substance, abuse homelessness is fundamentally a question of access to safe and affordable housing. So we propose to use the revenue that proposed tax would generate to go permanent affordable, housing with wraparound Services because when you have four walls and a roof over your head, and a door that locks also known as basic human dignity, it is so much easier to that address your other needs. Unfortunately, our proposal to modify this tax has faced misguided arguments in opposition in with the time that I have left, I hope to use that time to clear some of those points up. One of the things that we're hearing is that this proposal will result in rent increases being passed on to Consumers a few things to note on that number one because the tax structure is marginal. The tax increases only apply above the one millionth dollar. The higher rate is only above the one millionth and the highest rate is on About 1.5 mil. About 1.5 million. So someone who is buying a home for 1.2 million, dollars is only paying $1,000 more than they would have been under the current tax. If you can afford to buy 1.2 million dollar home, you can afford to pay an extra $1,000, and, And as the first virtual speaker noted, we have permission to studies between the city of Chicago and the bring Chicago home Coalition one from the University of Chicago. One from Kellogg School of Business at Northwestern University, both of which found that even if the entire tax increase was passed on to renters that increase would be negligible some fighting as little as two to $5 per unit per month and those studies are going to be available to you, did I do that? This will drive development out of our city. I'll just note in my remaining time that there are other cities and states in this country in New York City has a 3.9% real estate transfer tax that's more than even the highest rate in this. We are the cities trade Association for work at our high-rise office, a commercial office industry, it supports about 60,000 jobs, so you don't need me to tell you that we have a housing crisis and had one even before we are migrant crisis on top of that. Unfortunately, while I'm here to tell you is that we don't have the luxury of only having one crisis to deal with. In our industry, we have vacancy rates that are higher than they've been in 75 years. If you look at the amount of Unleashed office space, we have in downtown Chicago, it would fill 16, Willis Tower's. So our reports are that half of the city's downtown Office Buildings or in some stage of financial distress. And they've lost anything from 40 to 80% of their value which is still an unfolding crisis. So, I know this is billed as a mansion tax but this dramatic increase. The proposed dramatic, increase in the transfer tax, does have an impact on everybody in the city. Real estate taxes. Are one of the two biggest obstacles that we stumble on when we are attempting to recruit investment to Chicago. We now have the just this year, he distinction of having the highest Commercial property tax. Commercial property tax in the entire country. We finally beat out to Troy B, us, Detroit, and Providence Rhode Island. So, when you compare us another cities and their tax basis, you have to consider all of that together. So, the reality is that if we're piling on its additional tax, it is going to affect our ability to compete for investment. And I just want to make that very clear that we are competing. We have to compete for that investment. When we win that competition, that investment benefits everyone in the city. If you look at our Workforce that investment supports primarily union jobs, that's Construction And Trades that are building and maintaining buildings. It's also custodial workers at security workers at the engineer's that are running them. Many the folks, and blue and yellow shirts, their colleagues in local one or our workers. The out. On top of that, that investment allows our office industry to subsidize heavily subsidize the property taxes that we all pay on the residential side. So, when you look at, that loss of 40 to 80% in value that still unfolding we are already estimating. The residential property taxes are can get an increase in their can get an increase in there, be Can get an increase in their bills at 10 to 20% Which for a $250,000 home is something in the range of 450 to $900 a year. This, this we're all connected. This matters on the other side, we have not seen a clear comprehensive plan for how this will improve our housing solution or our housing situation. Maybe you have. I'd love to see it. The ordinance just creates a committee, it just creates the committee. So we love to have that dialogue. We have been asking since last December to have real engagement with your Coalition with the city and with all the other affected business groups to figure out a model or supplant that we align on a model and figure out a funding stream, that make sense that's doable. I'm with the Chicago Coalition for the homeless and I'm in here to support bring Chicago home. I'm here to tell you a little bit about my testimony. Me and my family have experienced homelessness over three occasions. Four months ago, we just finally got stable housing and I can stand here and tell you that. The first time we experience homelessness was back in. September 2014, we moved here from Pittsburgh Pennsylvania because dirty City officials held a gun to my head in front of my My kid. one of my kids starting to One of my kids starting to kill me. If I continue to talk to try to shut down the drug-dealing, that was going on in my community. So, we moved here to Chicago, for safety reasons. The second time, you've experienced homelessness was back in 2016 when our landlord rented us into legal basement apartment and we ended up homeless again. The third time we had Section 8 and Section 8, couldn't find anybody to approve a four bedroom because my husband got approved for a reasonable accommodations cuz he has multiple sclerosis. And epilepsy we need to listen to what we are saying because they're over sixty-eight thousand plus people, experiencing homelessness, in the city of Chicago, added that 68000 + 20,000 + you + 16000 + Kids. R Kids in CPS schools, that is ridiculous. That is, that's not right after the opposition to stand here and say, the bring Chicago home is going to cause a rent, increase. His lies lies, nothing, but life seems hits of hell. I'm sorry. I, I am here to say that these landlords have been raised you right away before bring Chicago home. People deserve to be housed and people deserve to have stable housing over their head and The Time Is Now to bring Chicago home. Thank you very much for your comments. Our next speaker. Yeah, so the thing is about this that everybody is sitting over there on that side that has the money and the affordable housing because you guys all probably like I said before I own a house. I don't own it. I'm buying a house and a two years that I've been there. They don't want up on my taxes again already. You know what I'm saying? So my jobs nobody gave me a raise. Nobody came and said here's a bonus or nothing. So it's a possibility that I can be homeless again and the same way as you who's to say tomorrow when you wake up. Mitchell job will be there. So the housing thing is a very, very important to everybody else. You may have a child or grandchild somebody that's coming up after you or even a friend, a French out, whoever, you know what I'm saying, and you see them and they in the streets, somebody that you grew up with and you saw every day that lived in the house. It's it's it's not fair. We all supposed to have somewhere to live somewhere to wake up in the morning and say to your family. Good morning and go down and have breakfast. We? We got to stand up here and argue and beg and plead with people that already got money and houses. So it didn't, this is just it's crazy to me. Like I don't understand how people can wake up every morning knowing that somebody is outside in the cold and don't have nothing to eat. A lot of people that let that's in the streets, that's homeless day is not that your home is because they, they want to be, you know what I'm saying? Nobody wants to be home, as nobody wants to be out in the streets. Nobody wants to sell a three-year-old money cannot buy the sandwich today. So it's either get us a room or get us a sandwich or is either go in the grocery store, buy some soap to take a bath or you don't have no money to buy the solo or no place to take the bath that either. so, it's like his So it's like as it is we got to come together like as a people it don't matter what color raised her all, or none of that, we need to come together and take care of each other. And each other means, everybody, we all human and I'm not a black, white, yellow green and brown. We all are human and everybody deserves to have some with the lip and to be able to afford it. Every day they under the bridge, if they under the viaduct living in tips, I call them dog houses cuz that's what they look like to me. And that's the way people are treated to me. I have been in homes with my two kids. Well, I had I come home from work and everything, I own is floating, and all my landlord say to me is where's my rent? I take my kids to a father so I can get on my feet. I work doubles working a second job. Working another job work my ass off to get my kids back with me to get a home for us to pay 1 month to month security. It is now. It is not easy out here. It's a human, right? It's a human right to have a home. It's god-given right? To have a home, but do everybody should know that we are brother. Got home. Each one of us accountable for helping somebody. When God bless you, he always give you enough to bless somebody else. They don't all for you. No people. Jacob. It could be your mother. I could be your mother your young man. Cuz we can get these guns out of these kids hand and get him a job to create opportunity. So that's what we're here for and it's come home, Chicago will be real great. If we can speed up that process to get these vacant lot and I hand quicker so we can pray some more jobs. Yeah. Okay, so my name is Adelina, and I'm a resident of South Shore in the Fifth Ward, and I'm a youth Advocate with a Night Ministry. A core member with one Northside in a streetlight Committee Member with Chicago Coalition of the homeless. I can. I can't. I came to Chicago because I wanted to get away from a conservative environment. I faced intense racism and homophobia in Arkansas. I came here and it's usually for school and even though I couldn't afford it anymore, I stayed in Chicago because I would rather be here. And how much sand was it? Abusive family member? My, my town has 70,000 people and hear the homeless population is nearly the same or more, who knows to think, I can go home and look at everyone in town, and that would be the same amount of people on house. When people look at me, they don't think I've been homeless. I first live doubled up with friends moved into drop-in centers and then transitional housing. Living. Living in the show. Living in the shelter. Living in the shelters with hard. Sometimes you have to wait outside all day to get in and I tend to get overstimulated. So being around a lot of people and sound often was cruel. Despite this the amount of help a person can receive through therapy in case work, there is great. I got housing through an accelerated moving event, begin my own place, I find it easier to be more productive when I lived in the shelter being an environment. That's so depressing. It just for, there's a sadness in you. They got. The gap between the rich, and the poor has only increased. That should be reason enough to support bring Chicago home with rent Rising so much. The amount of homelessness will increase, so we need to find more housing now. And oftentimes in America, we put blame on the individual like we control our own issues in life with this bootstrap mentality. There's weight on people to put in the effort without looking at the many factors that go into their struggles. meant to, Mental health is a huge thing. There are so many people struggling, intensely with mental illness. Their veterans, with PTSD experiencing housing, instability nearly half of those who are incarcerated, have mental illness and many become homeless, many people. I I met experience, sexual assault and being of color or queer for. There's the pain of being Outcast. We need to find therapy and supportive services in harm reduction that would have helped prevent perpetuating these issues in a cycle. The reason why people like me come from out-of-state to Chicago, is because of the many resources here. If I stayed in Arkansas, I wouldn't know where to go, there are a lot of organizations here. I think that if people are going to continue doing that then I think it would be a great help to Chicago natives also to support all the programs we have here with more assistance. Housing, we're all very familiar with the shortage, so that's that's really, really important. What makes us I think particularly smart is that they're also resources in there for the wraparound services and the rental subsidies that make it work. Because permanent Supportive Housing does not work well without those pieces. And so, I want to commend the drafters for including that. It after Good afternoon, my name is Antonia Westlink, and I am a resident of the 46th Ward, and I'm standing up in opposition of this ordinance or the new resolution. I don't disagree with anything that anyone has said, I come from a home with a single mother who was also Close to being homeless and so I resonate and ensure you and agree that homelessness is a huge problem here in Chicago and want to be part of the conversation is how that gets resolved. But they're also needs to be a conversation of. What does that look like? With this particular resolution that's being proposed and my concern, about this particular resolution is that this only if it's only affects 5% of the real estate transactions but there's 95% of our transactions that are going to reduce the revenue for the for the city of Chicago because it's reducing the transfer tax in the majority of the transactions that are taking place. How does that Gap get filled? Because the transactions that are over million dollars that have to go to support the homeless effort. But what about those other transactions? We already know that the city of Chicago has a budget deficit. How is that going to be filled? Long-term that's part of the conversation that It goes. It goes in. It goes into this. When we look at this particular ordinance. Someone also asked well, what are the proposed solutions to be able to help create more affordable housing? For that means that we need to reduce the cost of what it? What it means to bill. Here, in the city of Chicago streamline, the process of being able to develop here in Chicago. The permit process is for Monday. As the zoning process is for Monday. It's really difficult to work with the city to be able to build and create more for Housing. Steve Housing affordable. Dwelling units, ordinance. It's very difficult, riddles. For three people to be able to be able to take those grandfather in unit, or those attic units to be able to convert them into affordable, housing, and increase the house. The one of the ways in which we can help be a part of the solution and creating affordable, housing is to make housing options that are currently in place easily more easily available and it is filled with people. And so I so as someone who is part of the real estate industry and someone who also hears you and understands you wanting to be a part of the process and being able to resolve the issue of homelessness. Based in Pilsen, we serve more than 10,000 people every year with housing, housing, affordable, housing and Housing Services myself on the resident of the 47th Ward and I have more than 20 years working to bring more affordable housing to Residence. Inn Chicago, I'm here today on behalf of the Resurrection project 2. to say that we need to pass by, To say that we need to pass bring Chicago home now. Add. As we've heard today, we live in a city with more than 68,000 homeless individuals and this doesn't include Asylum Seekers and the new arrivals that are coming daily, we need solution to help them in for far too long. The city of Chicago has not addressed homelessness and we don't have the resources today to do so and the solutions that have been put forward if any have not been adequate bring Chicago home will generate the necessary resources that we need to address homelessness and housing and Security in our city, through the creation of new permanent affordable, housing. This is the right thing to do, and we need to do it now. Bring Chicago home, is the solution that we need now to address this. I'm going to Nana's, herion crisis and the housing crisis that we have in our city.
