Rude by City Council in April 2019 but shortly after approval, the developer faced delays due to issues with tenants construction, Crews and building material, availability due to covid-19. Despite all these challenges, the developer was able to persevere and complete the project. The amended rtaa will provide the developer more time to ensure. All tenants are open and operating by amending the completion and certificate deadlines. So, The subject property is located at 2630 to 2646 West Ogden Avenue within the north Lawndale community area and the 28th Ward German Urban supports projects. It's like shows a neighborhood context of the subject property. The property is on West Ogden Avenue between Tallman and Washtenaw Avenue. The Builder. The building is completed and is celebrated the opening of the Mount Sinai. One Lawndale Community Care & Surgical Center as well as a wintrust bank branch momentum coffee shop and the soon-to-be-opened LA catedral restaurants and funding was used to develop the first-floor retail spaces. So for the treasury guy Lance's, it's it's actually up to 12 months of rent, a Wheels, but for the FSS program, they run at 6 months, so it'd be a 6-month bridge program. Correct, Mart Okay. So this is a grant from from Ida from the state and it's going to allow us to offer subsidy or vacant and abandoned Rehabilitation Rehabilitation of bacon, abandoned homes, and so, in many of the communities and neighborhoods to go to mining communities. And neighborhoods, there isn't natural investment or investment in the buildings for rehabilitation because they values are so low that you can't get after we have value for the developers. And so, these dollars will offer a subsidy of up to 120 between 120 and $300,000 till the low for those buildings that need to be rehab to actually be able sold on the market. So developers, have some sort of prophet, something above and beyond the value of the, of the home, once it's rehabilitated. it's Its focus. It's focused on low to moderate-income. Communities is focused on developers who have demonstrated that they are doing work in the communities and neighborhoods of a piece of these vacant and abandoned homes. And the general idea is that we're reinvesting, we're building local wealth. And we Rehabilitation and creating new housing units at 262 $270,000 for full gut rehab. This is our best opportunity in lowest cost. stop a Stop at. Best opportunity for getting in and creating housing units for single-family. Is it, is it either? so, So Are there specific, Geographic areas that we're targeting with these funds and is it possible to provide that map? It? It's generally South and West Side Community city wide and we can use the Dollar City Wide but it's really focused on areas where development wouldn't happen otherwise. So a naturally occurring in areas where there is natural value and conser high enough to be able to support this activity. It's not really need it but in areas south and west side communities where you have a lot of vacancy. A lot of Abandonment of homes. It's absolutely needed to be able to Spur growth and opportunity to the point that maybe not to the end you're talking about. But in areas with strong Market pressures, we still do preservation, we spend those properties either torn down or deconverted. So like I would love to figure out how we help Rogan like this can incentive eyes that kind of preservation, even There is. Areas with strong Market interest, where the market. It was not. It was not generally interested in what we're talkin about here around affordability in it one of the other in some areas. Once you get to a Tipping Point, you absolutely have greater opportunity. You're looking for preservation on the other side you're looking to try to bring the neighborhood and create Community where you have a lot of vacancy in a Batman. So we received additional supplemental, funding that allowed us to award, bacp $5000000. They did put out an RFP. The goal was to seek five agencies that could support Outreach and engagement among the business community. And this was at a time when we were doing a lot of vaccine hours to our Frontline essential workers, but only two agencies were awarded the funding, so that's the first thing and the funding was supposed to be a million dollars for each of those five agency. So we are awarded two million 1 million to two agencies each. And so they spent 1.8 million. So they did spend most of the funding, we decided because of priorities during covid 92. Arif. Sharpie back out in the street and that's why the additional three million was unspent. So they only, they'd only did not spend to $200,000. So we only had two agencies even respond to the Murphy. I can't tell you the number of agencies that responded to the RFP cuz bacp manage that process for us. But only two agencies qualified and were awarded I mean, it's just a little it's I will say a little frustrating and disappointing to only learn it so far after the fact, because I, I think about how many folks may have Better understood opportunities for vaccinations if those dollars have gotten out the door. But now we're, we're in the present. What? Let's live in the present and I'm just curious simple, leaf, there are currently designs on what we're going to do with those 3.2 million. Whether there's restrictions based off of the federal agencies that we got those dollars from in in where they can go. Can you can you share on that? Yes. So that's the the the funding that were talking about is a lot as part of a larger pot of funding, which was our supplemental funding to receive from CDC. So, all those dollars are currently being reallocated to current covid related priority. So, such as are at home program where we able to bring vaccines to home-bound persons in seniors, you know, at their homes or mobile providers, that staff, a lot of the automatic clinics that have become turn up the Nothing just kicked off this week, and then also the city college related events. So those dollars are being reallocated to current covid-19 priorities. Thank you very much, just a follow-up question for you with the two agencies that did. Or. Or were these grants? How many businesses did they reach? Like, how effective are the dollars that we did spend? If that's a great question, I do not have those figures in front of me, but I can definitely send them a thank-you. Next, we have an Alderman Robinson. Thank you madam chair. My question is regarding And do we have? Twin. 25. Grantees And the part. On the Parma. Department of Health. And I'm assuming these, orbs are doing the work around Hy-Vee. My question is, as I look at this list of 25 Grand cheese. I see only two that stand out as African-American, lay orbs. And when I think about the Despair and seas of What we are combating around HIV and I look at the oars and I'm just curious if somebody can help me understand out of the 25 or why do I only see two maybe three if possible? When I don't know the list that you're looking at, I don't have the list. But I will say that a lot of the, the bulk of our HIV funding that we received from CDC is for direct Clinical Services. And that there are not many agencies that are black honestly that are black LED organizations that offer Direct Services to for HIV programs at this point. And I totally understand what you're saying. So yes, we do have a percentage after the IRS, please go out and they come back in. There are percentage of large number of agencies. Who Don't always qualify. Don't always qualify because the bulk of the funding is for Direct Services. The list that you're looking at all of those individuals that are on that list, I believe Haymarket. I believe I'll have the list but that's that's basically that's the partial answer to it and without knowing exactly what the list has on it, I wouldn't know. But thank you mister King. And my next question is, how do we knowing that this particular Community has high rates of HIV? How do we make sure that there are oars that do the work? How do we get them? The capacity to be able to be at that level. Thank you for that question. What we have done at the Chicago to Public Health at this point because we know that their parameters, we have to abide by for Direct Services. When we rocking that funding we have implemented capacity building programmes as of the last couple of years where we are able to provide money's non-competitive funds to agencies especially those in a black lid. Or those people of color was her people of color to shore up their infrastructure. Meaning, we've been able to allow as Innovative grants, Innovative sponsorships for programs and initiatives that the agencies may have that they don't have to compete for it with our peace. This, this money is sent to his awarded to them, under a criteria of. Are they serving for specific population since gender female sister to Black Email. Female trans people of color experience, black and Latino men who have sex with men or if I'm too loving, if we're able to shore up their capacity building that way, they will not only become subcontractors. They can direct. They can also apply for other direct funds that are not Clinical Services. Thank you for that response. How much money do you have in a line item specifically for that? Has a very good question. I do not have that information. We can get that through the chair to provide the information to you. Thank you can get me that information and also I'm curious if you can also share with me and this body, is that enough funding to do that work. Because again, I understand what you're saying, but I'm looking at 25 organization. Two and a half three are African-American when we know that we have high HIV numbers in this particular community and it really goes back to another point. That maybe you can explain this How? How many did we have one point? You have enough experience to know over the years that we have have? Do we have 10? So that's a two-parter. The prevalence rate definitely is higher among people of color. Especially those who are black and who are African-American, would we have done since the eligibility for direct Clinical Services was not meant what we have done, is we won fight to show up again, those that infrastructure but we've also tried to look at. How can we allocate other funding such as in housing? We we we move funding from that movie. We allocate funds for those individuals who are vulnerable for HIV as well. All the prevention side so where we can't provide agencies with monies that because they don't do direct Clinical Services. We've been trying to do it on the backend with Prevention Services. How can we show up there prevention programming? How can we show up their intervention programme? How can we show up their substance and mental health program in as well? So, yeah. So answer, your question is, how much enough is Never Enough know? None of this is never enough. but, but the But the allocation of the Fonz is what also imperative as well. If we I don't know, I've been in this business for this particular industry for over 25 years. I'm not sure that the Chicago depart public health is ever fully had a robust Clinical Director, Clinical Services Program where we allocated funds for agencies serving people of color that are black lid because not again, not many black litigious. Do. do Direct Services for Do Direct Services for Clinical Services which is what the bulk of our CDC funding is for me. They don't have Clinic the Chicago. Black big game is caucus which is one of my subcontractors for some project but also directly funded for a Community Development. Grant. They don't offer Clinical Services and Madame Sherri. I just have two questions and I'm, I'm going to yield my time, mr. King, you mentioned, maybe not on the list that I have. But how many organizations do you believe that the department works with the supports that a black lid? where, Work. Work with that are black LED. I'm I myself work with at least 10 to 15 individual agencies and programs that are black lip. Thank. Thank you, cuz that's a rough estimate off the top of my tiny brown head. And and how many are in that capacity, count that you're trying to get to scale. As you mentioned at this time, we are working with and, At least six of those organizations under two different programs and initiatives to shore up their infrastructure. Meaning we are, we are advancing money to help them hire a consultant to come in to look at their agencies to see where their baby deficit to show up that information to show up, those deficits to put them in that another level to where they can apply for fun. And I'm not that I'm still thinking of that. Speaking of the Chicago, Blackhawk game is caucus at one point, they were only a subcontractor to one of our lead ages. We allocated money for their efforts. What? What we did? What we didn't RP with any agency that apply for those funds got infrastructure monies because we have the money from CDC and there were not a whole lot of parameters where we had to do the eligibility, but every agency that applied including larger agencies were awarded money, the Chicago, black gay males caucus was one of the agencies that apply for money utilize, the Monies to shore up their infrastructure and now they are a direct recipient as a delegate agency from the health department for fun day and not going through a subcontractor. They are now subcontracting other agencies, such as pass, or need to be on the west side of 9. South 9th, North Cicero, who is a subcontractor because they're their infrastructure is not substantial the capacity for being a direct delegate agency. So those are the examples of the programs and initiatives we have implemented to shore up their infrastructures. King or anyone at cdph the list because I'm curious to know out of these 24 organizations it would be great to have a breakdown of each amount that these organizations are getting. The five positions, the salaries at about half a million dollars. Can you talk about what the other three hundred thousand is going to be spent on? That is the increase, was a one-time increased because the the funder owed the department back buns, the one time in a, It's a one time in a funding and therefore does not allow for us to be able to increase our Personnel that the funds will be used to purchase vehicles for our inspectors that are Citywide as well as to work with a consultant for air.
