Item number one is from the Department of Finance in ordinance, amending Municipal Code sections, 9-10 1-0, 20 and, And 9-10 2-0 2-0 to align the code with the newly enacted, state law regarding automated speed and traffic law, enforcement citations we have with us this morning, our city comptroller. Thank you committee. I come before you to talk about what is essentially a technical change brought on by a state law. Change effective 72823 the summer Public Act 1 0 3, 0 3 6 for an act concerning red light and speed cameras was cited on the state level. That law had effectively two items of importance today for the city of Chicago required, that all speed and red-light citation it must be vested solely but they missed polity and may not be delegated to any contractor. This in turn meant that the city of Chicago, which had historically used contractor for final review of red light, and speed cameras to have to ensure that a final review was done through City staff. We have made that Already. Already, it was something that we felt was was necessary based on the Statue to change immediately. There was also a requirement to add within our, our city ordinance be vested solely with the municipality and may not be delegated language into our statute. So this change here is just doing that. We have already work through to make sure that our staff is doing the final review on red-light and speed cameras. I'll pause there for any questions. I guess what? I guess you're a private company. So it's actually just a change mostly in the order in which were reviewing. So previously, we did have staff reviewing red-light and speed cameras. But wanted to have a second eyes on those, and that was what the company was doing Vera and kendrell. We are still having them review, but we are the final review on the process. It did require us to do a software change of about $27,000 and we didn't shift over resources from another area. of our Of our office to make sure that we had sufficient headcount to cover everything in final review. So now it's actually being checked three times. Once by us then buy 10 Provera and then finally by us again to make sure that we're both compliance with state law and making sure that we're doing this proprietary. If the law is saying that we should be doing it weird. So we do want to make sure that we have a second eyes that are not internal to the offices. Best practices in case that we're missing something internally, we can have a discussion long-term if we want to have a separate group, look at it, but we we figured we feel that a third party group looking at it is, is beneficial to make sure that we aren't. There's anything in a inappropriate happening, just internally to the state city in this company. I think for just the change itself, it was 27. Let me get the actual number. So they have three sets of eyes that look at red light tickets before and speed, check speed cameras before they go out to the person that were ticketed, before they're finalized. You also mentioned, you had to reallocate some, some headcount tell process this new work. How many headcount did you have to shift in 2021? So, in totality it probably for cost of moving headcount, any overtime needed to make the change. Plus software was $460,000 in 2080 have enough resources. As far as headcount to process. These without us, resulting in a new backlog of the issuance of these tickets at this time. We do we are hiring a couple more of that was already in the plan to hire additional folks. Before this change, I believe we will have the reading through that back like right now and then we'll see if we need Maury. More resources Beyond then, but at this point in time we are, we're meeting all of our standards. And on that point, if you determine that you do need more headcount to keep up with the work. I will not be part of your budget submission for the next fiscal year. Yes. But at this point, we're not expecting to have an increase in the section. We're also looking at doing a couple of different pilot programs here in the city. I know you're aware one with some curbside enforcement, possibly using some cameras, either on buses and City vehicles, or stationary, poles does this statute cover those types of cameras as well? Know, this was just red lights and speed cameras, the smart Street program which I believe is what you're referring to was. I believe, just moving violations which we we were looking actually at some testing those cameras actually last week a bit. So this shouldn't have an impact on that but we will have additional Folk Obviously. obviously, very Obviously available to help with that because of the statute. Okay. And then finally, we're also looking at yet another pilot program to deal with excessive noise from altered mufflers and the drag racing Etc. Would this also not be covered by the new statute change and I'm not familiar with any other municipality that has that statute. So doesn't seem to be considered in the Stop. Statue. Statute. So, no. I'm here this morning regarding the Imani Village, senior apartment or posed for 9621 South Cottage, Grove formerly known as 9633 located in the eighth. Ward, where all the women Michelle Harris has been supportive of the project since its Inception. She's been very patient with us as the product has come back now. For the second time as an amendment and also with me is Miz Huddleston and in the audience, who represents Trinity United Church of Christ to developing the project. You. You've seen this before so I'm going to be very brief. This is the new construction 70-unit affordable. Senior development with a range of incomes including eight at 15% of the area median income, it's a 30. Roughly 33 million dollar project being developed by SPM properties and Trinity, 95th and Cottage Grove planned Community Development series, which is a Community Development, entity of Trinity United Church of Christ. We? We are here today. We are here today solely for an amendment to the Redevelopment agreement which is an exhibit to the ordinance and the change is a change to the construction start and potential end dates. So instead of June 2023 for the construction start were asking for the change to October, 30 minutes, dead of February 28th, 2024 for the construction completion date. We are asking for the change to December. 31 2025, both of those dates are reflective of what we anticipate. The construction timeline will actually be and the And then briefly the sources and uses. There are no changes to the city council approved funding from November. So again, this is a 32.9 million dollar project. The city is providing a soft low on funds and 9% tax credits, as well as donation tax credits to The Deal. There's no change to what we've approved in the past what you have approved in the past and this concludes the presentation I closed with the with a rendering of what the development will look like. One of them senior housing. It'll happen on 23 anchors on a 23 acres of land owned by Trinity Church which is Imani Village. It's a really green when I say that a real green project in a green space and everything that Trinity does is about peace health and Health Management. So I want to thank everybody who's been a part of this. I do want us as a body to consider looking at some of our rules that would allow us just to change date. We lost two months and 3 months of time, on the project trying to get on that the calendar just to change the date. Which sometimes happens because it took us a long time to get to the point. Close. My clothes. Clothing. Closing it. So just in Nash and getting us to closing. By the time we got the closing, we're at the point where I date don't lie. Nothing match and I just think it's so unfair for everybody is part of the process to be penalized. So I'm as a body if we're not changing any documents or changing, any money amounts or changing anything substantial, just to come before the body to change a date, is tenuous at best and very painful to everybody. also, I like for Also, I'd like for us at the body to consider looking at our rules to give Authority or a planning for housing and for that matter, even planning and development to be able to come in and to adjust dates cuz we're when we're not changing anything else in a document other than this is just to change the construction date. So they match up. So, over something like this, I'm happy to support this and happy to be here and I probably would do it a thousand times if I could have a thousand projects. So with that being said, I am super supportive of this, just wanted to bring it to everybody's attention that some day and maybe you sitting in the seat. And so you may want your project to be able to move forward to, but I hope that everybody can support this project. I've worked 8. 8 years to get to this point. We've already done the early Parts which is the Health Management side which is the advocate Trinity Medical Center is the Is there they currently a mighty Village has a wonderful open space that they partnered with the other media community on uses or have great Community involvement. And that grid is the call Cottage Grove Heights is super involved in this project and and really stay on top of an Amana Village has done a wonderful job through Apple, study of a bonding with a community. It was all about. It was all about Health Equity and in this project and I'm loving that they're going to use 7 Acres of city land to do. The community garden and open up that community store for the for everybody. To be able to come in and get fresh fruits, and vegetables. To the West is the Metra station. And then, on the west of the Metra station in Chicago State. So going east from King Drive to get Chicago State, the Metra you come up under the Viaduct at 95th Street in the corner but everybody who the south side and know that used to be called a house of kicks. And it is to be a fun place for us to go. They have taken that space and of course, Trinity can't see it. Cuz just if you looking at the the tip of the That would be a. That would be on my left. You see, one of the other best older two buildings that are owned by Chicago State that are for sale and then just north of that would be Thank. Anchor Inn at Corners, 95th and cottage is the, The Advocate Trinity and assist up on the hill. And then there's another building behind it, just behind the just going south. I mean, East from there and you will see, that's where the hotel will be. Set. Stella Hotel will be facing 95th Street and these buildings face Cottage Grove, so that you see the address 9621 and that building. You see the railroad tracks. And that was some of the things matter. Fact, they they would talk to me about the Department of Aging, and a whole bunch of other stuff that me and the mayor has to talk about. But anyway, I just want to say, with the With the Baby Boomers all coming of age of Michelle, you're not at the baby at the end of that, you know. And and more and more babies are a lot of baby boomers that need a portable places to stay people on fixed incomes and everything else is just going up around them. So I think that's fantastic that you're doing this. We need more affordable living for our seniors, and our city. And, and also want to ask did this come before us before he, I thought, I just wanted to ask and ask this young lady here, how many layers are funding? Is it that they had to do to do this? All 522 a b schools, 14.4 billion. So my question is, is relates to the Deferred maintenance and the Tif request that are coming to the city council. What CPS is playing to dress, deferred maintenance issue with the 14.4 billion. Are you guys embarking on some type of capital program? Are you guys looking at going to the state to get funding? The feds or you solely trying to rely on Tif funds in order to complete the 14.4 billion dollar wreck of the great question. We are not looking to solely $50, we are putting in a long-term plan to Weather. We're definitely going to be looking out to the state and sides for providing some assistance and then could you provide what that plan looks like. Because I think that 14.4 buildings a big number and I don't know. Ultimately, what's CPS leadership's going to land on with that number? What the vehicle for fun? But given the fact that most capital projects are tied to property taxes. I would Envision that some point CPS will be looking to raise property taxes in order to fund 14.4 billion in capital that dollars. Also, I think this the state of a couple years 23 years ago is like the school board. So the fact that because, it just going to be a separation of the city and CPS even though they were technically is right now, have you guys Factor dead end into how you going to fund it before but your Capital plan? So, we are working through the plan. Now, once we have a plan together, we're just rolling out some public engagement. So we were looking for ideas from the communities. Also, so once that plan is establish, we will definitely get us through the chair to you. I just I just obviously I'm not going to I'm going to support whatever my colleagues as relates to tip spending. But I think that the continuation of CPS continue to come here for $10 is a problem and the fact that you're putting in less than 50% of the funds in the repair is a problem because the city council we have plans that we're trying to do the tips that are better attempt dollars per my statute and typically used for economic development and I know that. I know that Rufus needed. Look at me wrong, I'm just saying that. I'm trying to make sure that we're using the tip dollars in order to encourage Economic Development, which in turn creates revenue for the city. So just want to make that on the record. So, my question is well, I wanted to share with you as I am learning, what my neighbors want. We have many new families that I talk to you on the street who want to stay in uptown. They're imagining themselves and including where their kids will go to school. Love the idea that people can walk to school and walk to their churches, or whoever they practice their faith, and, and to Recreation. So, we're looking at holistic approaches and I believe that schools are really cornerstones of communities. I'm Families. Talk to each other. They would, they want to send their kids to Neighborhood school. So I guess since McCutchen isn't officially in my ward, can you just confirm for me a couple things about the school? The makeup of the school? And or instance, the percentage of the housing and secure kids that go to that school, we can get that information to you through this year. We want our neighborhoods to stay diverse and that includes not only race but also class people, people come to the city for that reason. And so we want to preserve the not only those who are here but also give new families reasons to stay. And I think that's through school. So I I'm supportive of this is proposal even though it's not in my word and my colleague, and then thank you for all your work. Thank you all would like to say that. This incubator space is of particular relevance given the project close proximity to Kenny, Kennedy King College and it's highly regarded culinary program. Let's go. The scope of work for the project is significant and includes the remediation and environmental contaminants, including asbestos roof replacement, extensive masonry, repair, Foundation repairs. A total replacement of the building's interior mechanical systems and Anna full interior build out of the of the spaces in total. And we also share a lot of our Price. Processes when we have those meetings. So, typically developers don't want to expose, like what's happening? Why costs are so high or what's driving those issues. We we show them because we want them to understand like where it's going and why we need more people to be active in this space. Otherwise you're just going to keep you. No no offense but siphoning it off to other folks who really don't have a stake in the community itself in the funds are there and a lot of people just don't know how to access those I'm not disagreeing with you. This is part of I have a portion of that Tiff and it was never a conversation. Not that I'm not going to support it. What's an excellent tool for the city does have, you know, we've got an administrator that that works with us on on Pace financing the county as well. But and then there's also a private folks that are doing doing the same thing. So it all turned is based on who's got the best rates as well. So do we know in this case, what part of the Energy Efficiency is going to be funded by this. Is it going to be like LED improvements is going to be solar something like that and about how long is do, do you know how long the amortization period is going to be on that? D. I think a lot of the Energy Efficiency is going to be on the Windows replacement. Again, it's been an old dilapidated build from for quite some time, to see if there's anything more.
