My name is Sam toy on present seal the Illinois Restaurant Association the restaurant and hospitality industry in the Foodservice industry is the largest private-sector employer in the state of Illinois, accounting for 569000 jobs and over thirty billion dollars in annual sales for the Cornerstone of Chicago, 77 neighborhood pandemic, cause great harm for industry and recent changes on the federal, state and local of our making harder than ever to open and restaurants in the city of Chicago. Are we? Are restrictions on where restaurant bars can open in our city is not what we need, makes it very hard and time-consuming for entrepreneurs to make and open a business. These business to stimulate the neighborhood, kind of York rate jobs improve the quality of life, for all our residents dust. The IRA is asking for more caution and restraint, when opposing liquor, moratoriums in the future, thank you. Thank you. Read Latin. Big lot now like to call Roseanne her own. I'm sorry for the pronunciation denigris Thank you for allowing me to speak today. I'm here, representing in a bit of Parking Solutions and the private beauty industry which over the years has taken private parking enforcement with its monetary approach to another level uniforms, attendance, provide Safety and Security attorney in criminal activity or a beautiful city has seen crime. Statistics, reach, staggering numbers. We all have a responsibility to play our part private booty has been regulated and under the VA c&p. For over 20 years, starting in only two words that has grown to over 30 plus War. Over these years due to the undeniable achievements of correcting, the misuse of many private, lots and we fax pay higher, taxes, and insurance, Etc. So they are convenient for their custom. I'm here today, because 20 I'm here today because two old women are pulling the rug out from under this business. And a sense I assume using their old Ematic prerogative and I only learned of this Injustice less than 24 hours ago, I wasn't informed of this, but it was on any agenda by the city or the old admin, where I been licensed in the 33rd Ward for 23 years since the year 2000 and the 49th year for 9th ward 473 2006. They? This is the reason I'm speaking with this committee today. I pride of booting as well as the city use electrolizing boots on the public way for nonpayment, has seen, its fair share of debate and our commitment to the city Chicago and The Eclectic diverse Melting Pot of the communities that we serve is not taken lightly. We hold ourselves fully accountable, you may even do some Delvin. Give your own with our rapport, with the d, a c t, because it's a fast. Consumer protection. We operate with complete along with audio and body cam on our staff to ensure that each violator is treated with respect. And the violation is wanted. I put. I question today from this committee if this industry may receive receive some due process and return It's order. This ordinance is open for interpretation. Obviously, we cannot rewrite history today. However, I mentioned these two words have been operating for an excess of over 20 years. So essentially every four years, if nun, Convent lose an election and their success has a dislike for booting, they can put families out of work and small businesses that utilize the buildings, help ensure their customers have parking will just have to accept. They have no other alternatives to Resort back the towing, which in today's standards is barbaric or your left stranded. I mean this marks that socially acceptable but Is that true? Is that real? Is that really a good practice for us to have today? I'm sorry, this is last minute. Okay, if I sure you, if I was informed from these Altima that they had any issues, we would have corrected it, we would have taken the measure to implement that, their concerns were addressed and ultimately correct it. So all I ask is that we do have some kind of due process to you. I appreciate your time for getting me out. Thank you so much. God bless Thank. Thank you and we would like to welcome all to Manhattan here today. and I, And our last public speaker is George Blakemore. Life Church. In. In the black community. I just know of one. I think it's closed. Kenwood Liquor. Black people do not have legalized. but, But they drink a lot of black people do not have a lot of business. So I charge my two or three black electrical pictures that are a present How? How did? How did this affect your community? Look at his big business. Why is it that black people do not own liquor stores and other business? May be something wrong with black people. May. Made. Maybe they help mental problems. When? When they see other people have liquor stores in driving distance. but, But you have all the Black Faces in high places, this is a template system and is he who has the gold? We? When? When your pool? No, liquor stores. It stopped the wrong and when it comes to a booty and all of that, any control going on on private property and then throwing people off until they say is gone. They just changed their name but the game Remains the Same. Is something inherently wrong with us. August City of Chicago and Pachuca the black services. You got no dispensaries, you came in late, no liquor store. And this month is the month of the black restaurant. The blue. The black business. I go to Brandon wives and they got a gridlock off the street and sidewalk and money. Money money. You disrespected black people. You got to teach them how to treat you. and if And if you can't do it, it's something wrong with you. Me and us and we so the time the games that they play the white restaurant and when the Democratic Convention, they going to be downtown spending, that money is not going to trick us to your ward until your wallet. Is something wrong with you and me and us and we black people. Thank. Thank you. Thank you mr. Blakemore They? There are no more speakers and this concludes the public comment. Thank you. We are going to begin today's agenda. We have 10 items on on the agenda today. First is ordinance. Oh, 202-300-0348 for an ordinance to amend section. 4-6 0-0, 25 of the municipal. Code of Chicago, to disallow additional late hour, liquor licenses in the second. Ward chair, recognizes Alderman, Hopkins. Take. Thank you, madam chair. This ordinance was proposed as a result of a new application for liquor establishment in the old town area on Wells Street which is already saturated with numerous liquor establishments, there was some discussion among the community. When the applicant initially sought approval that they would seek a late hour license. They in fact did not apply for a late hour license. In that was largely due to the near unanimous outpouring of vociferous opposition to laid our licenses. In this immediate neighborhood. There's already a couple of bars that do have laid our licenses and the belief, by both the neighbors, and the Chicago Police Department in the 18th District, is that And we can't handle any. And we can't handle any more on this area. If you look at the calls for a 911 service, they increase exponentially in the late hour. When the regular bars close at 2 a.m. and patrons don't want to go home. They seek out those few remaining laid our licenses, that are open till 4 in some cases on weekends, even later than that. And and that's where we just proportionate amount of the trouble of hers. So, the police Commander, the 18th District is in full support of this moratorium. The previous commander of the 18th District was also in full support of this moratorium, another committee as well. So I would imagine I vote on this. Thank you. Are they? Are there any questions from the committee? Vice-chair Chico makes a motion to pass on favor. Say, aye. and, Apple. A posse name and opinion of the chairs you guys haven't a motion is passed. Now. Neck. Next item. Number 2 is 0 202-300-0348 to an ordinance to amend section. 4-6 0-0, 22 of the municipal code of Chicago, to disallow additional alcoholic, liquor licenses and Portion on portions of Wall Street. Again the chair recognizes Alderman, Hopkins. Companion to the previous ordinance. This is reimposing a liquor moratorium that was allowed to expire back in 2001. I have. I have to. Are at the time they are. At the time, the area was represented by the 27th, Ward, under the remap it now became part of the second ward and in reviewing the history of this area, as a result of the application that we talked about, in the previous item, it became known that this area was under a previous moratorium that the community wanted to reinstate. So at their request, I'm doing so now and again, I would hurt his not urgent. I have any questions from the committee. I'm a. Ottoman. Riley moves to pass all in favor say aye. And your post in the opinion of the chairs, the eyes have it, the motion is passed. Item. Three on the agenda is 0 2, 0, 2 3, 0 0, 0, 4, 0 4, 7 and ordinance to amend section for 6:00 to 2, and 4-6 0-6 0-2, three of the municipal code of Chicago, to disallow additional alcoholic, liquor licenses and package, Goods license. In portion of the 2nd Ward can recognize. This one is in a different part of my ward, moving to the Northwest part of the review, where we looked at what areas in the second world war covered by moratorium and which weren't this is in the 2100 block of North Clybourn and the to do a mistake. In the map, it appeared that both sides of Clyde. When were covered by. When were covered by this more. When were covered by this morning. When were covered by this moratorium. But when we looked at the text of the ordinance, for some reason, only the west side of that, stretch of Clybourn was covered by the moratorium. So this would amend that by including both sides of Clybourn at that location, which is at the request of the neighbors. So I would urge and I vote on this third and final on favor say aye and you opposed say nay nay painting of a chair. The eyes have it. If you think I got to call, we're going to skip item for right now as we wait for Alderman down and we're going to move on to item number 5. At we're actually going to be holding that first ordinance 0 2 0 2 3 0 0 3 0 9 3, but we are going to move forward with the rest of them. Office, alderwoman 1 days. Madam chair. Madame chairman if you can reread those numbers and to make sure that they are correct, but that item I'd I did in the last ordinance. But I don't. An item number 6. First were looking for alderman for one day so she's not here. We're going to move along. We were. We will hold that for now. I, Item seven, we have 02, 02 2000, 3483 and ordinance. And we have other women had in here today. Thank you, share. Thank you for putting this on the agenda. I'll say this is something myself and older woman Rodriguez. Sanchez, actually, Started last. Started last term but as many of you may remember there was an effort to amend the code in a way that was going to impact every Ward allowing private boudain. That was something that we wanted to wait and see what happened before we move forward with our. So, we reintroduced us, I'll say, I appreciate the concerns of innovative Parking Solutions. It's nothing personal, but the constituents in the 49th Ward, a really opposed to the private booting and have asked me to change this. So, I appreciate my colleague support on this. It's been disruptive. It's been predatory and many spaces, and we don't want it in the 49th Ward, and I'm assuming you're speaking on behalf of aldermen. Frederick, essentially the same same reasons and experiences. Are there any? Are there any questions by the committee on? And Riley moves to pass all in favor? Say aye. And he opposed say nay and the opinion of the chairs, the eyes have it, the motion is passed, I do. Item number 8 on the agenda. Do we have all the money? Is you're okay. Liquor, licenses and package could licenses in a portion of the 35th Ward. We're going to recognize Chaz again, from Alderman ramirez-rosa stop. It's okay. Thank you again, for this ordinance is too.
