As long as you don't everything else before we want to add Ramirez Ramirez, Rosa Mitch Knutson and Silverstein to the roll-call of for a quorum. I think I had sposato followed by Lopez question or statement please. Now, I saw I saw your reading off of paper. Can we get, can we get a copy of that chairman that she said she had it on that? You already have everything one by one? Anything else I'm looking for it? Thanks, I got it. No problem. Thank you soon. Thank you, chairman and good afternoon members of the committee. Good afternoon. Please forgive Alderman sposato. It's his first day here in the budget committee. and she I should chairman before I begin, I'd like to make a motion to divide the question. Separating, the 33 million dollar Grant from the rest of this substitute ordinance. 2 in the afternoon. All right, so there's a motion on the floor to divide the question. To take out the 32 separate 33 million-dollar Homeland Security component from the balance of this conversation and all Jenny discussion. Go. Go ahead discussion. Thank you Turman. Purpose for this motion and stated is to separate the two items. I think. The 33 million will be a more robust conversation rightfully so so I'd encourage all members to support the motion to make that happen. Make. Maybe. Well, let me just say this. Maybe if the discussion leads us into the path that may not be necessary, but we will entertain that there. Any other questions on the motion, all the men in the car were about to call. You can do some Conway John. Jawline, are you kidding? So my question was about so ice relevant to to, to Albany Lopez question. So I see the looks like 35 and a half million is going to be FSS is the three and a half the three. The three million 567000 is that for Who is? Who is a? Who is a migrant services or is that for services for Citizens is relating to stop raining. So I would I would I would ask that you for your motion back. Let's go through the discussion and then if it's necessary to do that. Can we do it then? Search Ameren, thank you. I appreciate that. So we can just discuss everything we get to the point. If we need to we can move on that. And to revise, the question is the Am I? A man. Amount of funding for migrant Services, among this, is it? 36567000 to include the 33 million from Homeland Security and the three million 567 from the Illinois Department of Human Services or is the 33 million for migrant funding in the 3567000 is that for citizenship, cago homeless, Director. 456ar separate grants the first one emergency and transitional housing. Great news for individuals experiencing homelessness and the second one is FEMA funding and that is one directly for Asylum. Seekers Will. Well then it is the 3567000. Grant is that for migrant use, or is that for citizen? No, that's so Dad is a funding, okay? Thank you, thank you, mr. Chairman thank you, sir. Hold on. Ottoman. Moors next. Are you want to go back to my go ahead, you're going. Thank you, chairman. Purple. A couple of quick questions. One not related to the 33 million bucks for CPT related to the the virtual training in simulators. There's a 5 million-dollar increase wrecked. and then, I In the narrative. Yeah, that is correct. Is this separate or different from the previous ran that we did not too long ago for virtual simulators and what is his bring our total virtual reality simulator equipment to this. This is an addition to, but yep, it'll be a total of 5. I want. and then, If? If we can have provided through the chair, the salary is associated, with the Physicians that are impacted by all of these, grants across all departments. I'd appreciate that. Chairman and, and if he's will be new positions or additional responsibilities to existing positions within the budget, With. With regards to the 33 million dollars for the FEMA dollars for non-citizen migrants, what exactly is the itemized expenditures for the 33 million dollars? the item, I The itemized is 19.8 million for food. We expect that to you last around 5 to 6 months and 13.2 million dollars. For the car. For the cost of shelter space also expect to have to cover 526 months and are those costs associated with money, already spent or is that going forward and what time frame is that 19.8 million dollars in reference to, as well as the third 13.2 million dollars in reference to some of it is currently in Korea cost? For a good part of it is for June and July, and August expenses, and then the leftover would be September, October ish. And then the same thing for the the shelter, although, I think shelter costs are there's a little bit of remaining funding that we need to order sign expenses or May and then up until August or September. When I do, how much, how much was expended? How much was spent June July, and August that 19.8 million. for food, we have you said June, July and August About exactly. It's around five million between the three months, a little under 2 million per month. We don't have the full cost for August yet, so it's hard for me to give you the exact amount and then for the shelter space for June July and August, we're looking at around A little over six million right now. But once again, we don't have her August and we are continuing to get more people as dark oski fluctuating. So, a few months ago, this Council approved 51 million dollars from opioid settlement funds to be used for. Not. Non-citizen migrants. In. including covering costs associated in June, through June, Was. was that insufficient to the need or where, why were additional funds spent in a month that we already committed 51 million dollars to R&B. Remnant definition of Finance. I cannot. I can always say that the the 51 million that we that you all appropriated back in, June, that funding is primarily for this Staffing, the shelter Staffing and that is still being paid. There's also are incurred costs that have been paid or are being paid. So reports show that 47 out of 50 1 million went to Staffing that left us for million dollars or so that was unassigned where that 4 million go. That's right. Has ran a gift and I definitely leaning on office of budget management. They have a different perspective for us. I can tell you that of the 51 million. 1.4 million is dedicated to Legal Services, 8.5 million about 51 million is for shelter space severely, very similar to the cost that you see here for the FEMA Grant and then 40 million is for shelter staff. That is how we have paid for those services. And I'm not sure if I'll be in has a different perspective. In. In Sherman, if I may ask, who are the contract award is for these two categories of food and shelter. Is that would be open kitchens for the food and the shelter space is equable social Solutions. and, And there are these chicago-based organizations. I know. I know a couple social Solutions is not a chicago-based organization. They do, I would say 95% of their cost is actually for the the cost of the room in which the individuals are are participating in. So that's where the costs are our focus on but they are not based here in Chicago. and I have, and I'd have to look at the And I'd have to look at the open kitchens. I don't know off the top of my head. and I, And then lastly chairman 1/3 of the amount of money that we've been given to already been spent was the department of where that we were getting this money. Or are we spending with the hope of getting reimbursed? And if we were aware of those funds, coming our direction, are we aware of any additional funds coming our Direction, one September October, and November's, November and December the bills come due Director. write a Remember that gives us. So we do all this lie, follow the lead of the mayor's office and the office of budget management when it comes to new sources of funding. We were aware that FEMA was doing various tranches of Grant Awards. We had applied for every time, FEMA comes up. We apply for for funding. The only funding right now that we are applying for and are aware of is, there's about forty two and a half million dollars for the state of Illinois is doing through the Illinois, Department of Human Services and we are applying for that. Funny that's when his application closes on Friday are the new opportunity and we are applying for the funding as well. Thank. Thank you. Auto amor. That. Thank you gentlemen, for someone to come and see PD for breaking that numbers down. That was very helpful and I wish everyone else would do that and in a like manner, somewhat easy to see what equipment supplies contract to a car. So thank you all so much for doing that for us in this situation. My second question is has to do and it was answer more less by you chairman. And I'm assuming you agreed about the 3557000 dollars in the emergency transitional housing program that that's going just tune on asylum-seekers. How are you all doing that? Or is it possible that some some of the Asylum Seekers? Can I see some of those dollars as well? The chairman was asking a question but I thought you were about to start to answer. So I just want to be clear on that for the record. Sure I'm around Mccalla and managing Deputy Commissioner. So that is a grant specifically to expand the number of beds. We have for winter weather and hopefully a year round. So right now do you have us has a survey out to all of our shelter providers to see how many beds they can expand? With an exhaust. With an existing facilities or if they have new facilities that they could possibly expand to so that survey is still open. We're waiting for the results of that but that is expansion to our current service and but that could also include the inside of sneakers. Are you definitely saying no. This. This is where are homeless shelters where Chicagoans call 311 and get placed into shelter right now asylum-seekers are are being placed through three on one and the same as our process but they're going to new arrival buzz when they are available, our current Chicago beds are at 98% capacity. So it's it's very seldom that asylum-seekers at this time we're getting place because our whole system is, is spelled all right. That's how. That's all the questions I have Snapchat. I meant. Thank you. Play. Thank. Thank you, almond water. You. Yo, mama, this this is to cultural fairs and this is on this. The tourism and marketing and I guess the $100,000. I'm okay with it. I guess I got a call out to see t.a. because what I'm saying, downtown are some of the digital marketing platforms and I got a request out there which probably has nothing to do with you. For them to put some like on the Southside especially as I look at the 8 a.m. and then I guess the question cuz I got an email back. They were saying something to the fact that they place it based on where they can get High visibility or, you know market and I got to see those numbers but are any other digital platforms on the dip that you know of that's on the south or west side and in by our Transit at all. Sorry Aaron Hart. Get commissioner at the department of cultural Affairs, and special events. So I guess the short answer is that I don't have an answer for you. Other than we do try to distribute our marketing assets, Post in the downtown core and also in neighborhoods. But I can do a deeper assessment to see exactly where those are showing up and report back. Okay. What's the oldest child goes to set? A digital screens are funded by are revenues so that needs to be enough Revenue potential to make a desirable at this time. CTS focus on Central business district locations. You answer the question in terms of what, you know, but I guess I have to get to see when we talked about potential. I'm wrapping news is that is are they basically saying from your standpoint that people are not ever teising at these places or something? So, I think it's different for city-sponsored programs cuz we're not tied to the same, add generated Revenue portion, we actually receive Advertise. Advertising by Ordnance on the digital Network free of charge. So, if anybody right has the ability to make decisions that are not revenue-based, we are so I guess thanks for the flag and we can just see if there is an opportunity to increase certainly but the advertising that we are generating, we have a little bit more flexibility and then perhaps an external Advertiser wedding from the placement. All right, thank you. Thank you, Tim and I am done now. Thank you. They called me more Alma Vasquez. Thank you, chairman one, I just want to say I'm appreciative of the fact that a lot of funds are coming from different levels of government, for clearly a lot of different need wish. We're always grateful for want to put that out there first. I will say this and this is kind of four for the administration to raise up to the federal government. Obviously, we're appreciative of fun, but I would appreciate more funds, going towards some of our pre-existing on house, folks, and looking at the factory in so much for the migrants clearly. It's a crisis. That's understandable. However, we do need to say more Equitable amount of investment for the existing on house knowing as I stated earlier that we're currently like 98% capacity. So that's more of a comment than a question. I'm sure that the folks doing the good work at the fs. I feel similarly about getting that work funded. I just want to make sure that was on the record as far as I got a question for Commission. Commissioner Hart. Commissioner Hardy as a relates to the 6.8 million in regards to the torture Justice Monument that's being set up as this funded through this grant. It is partially funded through this grant. So I will also want to extend our appreciation to the Mellon foundation for doing that. It's something that I know many folks have been working in organizing torso to see that I'm coming to fruition in part because he's fun to is also greatly appreciated. I want to thank my kalyanam and Lopez for some of the questioning in regards to the funding. I think we do need to know exactly where the funds are being spent. So in that entrance I would ask you to share if we could get line-item spending as it relates to the migrant funds from, let's say June until now there's some of the math that I think isn't adding up anyway so I'm concerned. I think maybe I'm understanding it wrong because what was discussed was 51 million of 47 million. Which we heard was do Staffing for what I just heard was 8 million with shelter and 1.4 was legal. Is that correct? R&B. Granbury. Cranberry. Deputy Commissioner of Finance ESO, 40 million is dedicated to shelter Staffing, 8.5 million to shelter space and 1.4 million for legal services of the 51, knowing that you all appropriated back in June. You. So I really appreciate that cuz for a while, but the math was a method to me if it's 47 + 8 + 1.4. But if its 40 million and it was different cost either, that makes more sense. Either way, we want to see the accounting for it to be able to look and see what those numbers were. What was spent? We're in the interest of transparency and accountability. We know that those funds are necessary during a crisis. We clearly all see it on the ground and we get the notifications of the bus is coming and why we need to be prepared. But we need to do our due diligence and making sure that those numbers are out there and that were able to see them all. I'll say, similarly, you know, we had a briefing on Friday about the like the tents potentially being a strategy. Similarly, we like to know where those funds. What does funds are, who were talking a contract, like all those details. The week. So we can. So we can be better equipped on the ground as their constituents are asking us. Thank you very much German. Thank. Thank you, ottoman Vasquez, Alderman of the spots. Bee Gees. Thank you. So Thank you so much too quick questions, show, hurricane. A wonderful to see you. I'm really glad to hear about the grant work. We're doing around the Chicago monuments project. I found the report to be really insightful and interesting to read and then it was things. Not really quiet for two years until I'm really glad to see a circling back. I wondered if you could share with us a little bit about the timeline of the work and how your team may be looking to engage with orders of the communities. They represent, if we are trying to be contextualized, some of the monuments were discussing state. Time. I'll make my my phone. I should. I should not use a microphone, Aaron argue too much are DJs. So the timeline for this grant is actually 2023 to 2020 2500 with the two-year. Grant, in addition to the new works that were looking at. We're also looking at a couple of other things that will accompany Miss Grant, which is a comprehensive inventory and updating of the public art website Partnerships with local historians and artists to help us. Revise. Signage and, and the And then we're all. And then we're also looking at developing curriculum, public art education and tools for docents to go along. So that's the way I think. In addition to the new work to help us start to read contextualize the existing collection. If there's something specific in your war, that you're interested in talking about, you certainly can follow up with me and we can sort of develop a plan for that. But this is the kind of start, you know, to starting to implement some of those recommendations that we have Are. I really appreciate it. Sounds like a fascinating workout. Keep track of it as we go along. Thank you. Just a second. Question related to DSS in terms of the word Jennifer. I did. Additional shelter. Beds, can you help us understand is how older can engage in that work. This particular types of projects or nonprofits are spaces that you're looking for. You may have already identified them, but how can we be most helpful and then, I managed. Managing, Deputy Commissioner DSS. I think for all of the shelters that were seeking identifying spaces that might be workable easier if there were already kind of residential, you know, zone for residential use, but we are really seeking currently worth seeing within our nonprofit Partners says that they might have space. I have a. They have within their current facilities, but we also have an RFP out right now for a low-barrier shelter with RP funding, which will require a new facility. So it really is the spaces that you probably have a better line of sight in your own communities that we could use assistance with. And then as we, you know, select and go through the process and he Community Support that, you can help with us. Also welcomed what approximately is the the amount of square footage that you're looking for the number of beds that were trying to provide it to shelter. So with the 3.6 million, we are hoping to get up to 200 additional beds for the winter, our arpa, a low barrier shelter, which is not with us hunting, but is out there and relevant. We are seeking space. For ideally about sixty individuals. I'd Ideally, it would be you know, individual rooms, you know, with less shared facilities but that's the kind of space for that project that we're looking for. I want to. I will just put in the point. It's a strange Point. Have to make that, I, I hope that you don't view citizenship as a an eligibility criteria with, whether we provide emergency shelter in the city of Chicago is not a requirement for shelter. Appreciate it. Thank you. The police or no. German quick questions to the police department. Is. As far as the virtual reality, these like next Generation like the old fax machine where the shoot shoot that, shoot back at you, is it that type of Technology where you're actually registering scenario situations in the the machines are interacting with the officers. Turn. I'm sorry. Wcpd yesterday is actually to the newest state-of-the-art equipment that's out. It's actually a 300-degree screen different screens that give you a three-dimensional scenario-based training, not like the old two-dimensional screens is three-dimensional. You can base it off of scenarios that are existing scenarios that happen or you can create Eric and Ariel and the controller of the actual virtual machine can actually Employee. Influence that scenario based on what the officers in question are doing. So if they are following proper procedures that the topics Lucien can be completed easily are, or if they're not doing what they're supposed to be doing. Shots can be 5:00 depending on the scenario cell so we we it's it's fully live, it's it's an a great asset in the the the training facility. Like it's a great asset to stair. Stepping from, you know, basic you know PowerPoint to working your way up to two, scenario-based training to using a virtual machine to actually live person at person training. It's a, it's a, it's a great step all the way through the evolution of training. But that's pretty awesome. I'm glad to see that we're doing this. I would say a good thing to do is extend when this is up and running or is it in the process of yesterday? We have a couple already running, we're trying to expand that, so we can get more of our house, just do it because it limits. Number. Number of all. Number of officers that can go through. So, take a look. Absolutely. I would say if possible after you're up and running with all the machines that you extend an invitation to city council members to come out, and use this machine to record the data of how their reactions are two situations that these police officers go through and in. So they can see what it's like to be, you know, where your shoes as well as extended to All City City Hall, there should be a lot of people here. So I should be ready Craddock that should see what we do. You go through is as officers day in and day out, and then you can show them the real. Shenzhen. Actions and how your officers, react, as well, as we actually have a mechanism in place. Where if you are shot it does shock. You got, that would be great. You turn that up a little bit. All right. That's awesome. No, that's that's this is terrific. I have another really quick question about the 33 million to if possible. One question I have is is as far as the allocating the funds to the shelter's, is it possible through the chair that we can get an itemized list of the shelter locations, as far as how much has been allocated to them to date each location. Cuz it says, and I'm sorry that I'm just trying to read this the best I can. I know it's just 33 million coming from the fence so I'm all for that. I'm in favor of that but I just would like to know where the funding for each. One of these shelters are or what shelters getting what and how that that money is being broken down. So let me be clear your speaking. Please show. They showed. Play shelter. Play shelter, you mean for asylum-seekers are shelter in general? Where's the money allocated to it says shelter? No, no, no, so we're speaking it. As it relates to the 33 million. Are you speaking? Cuz you are our shelter system is vast right? Are you speaking to specifically to the Asylum Seekers or to the shelter system in general? How about we can both director? Yeah. Okay, so we can make me break it down and take it at the general. Look at it. That's all the questions. I think you can point that Automotive Parts on homemade cheese, recruitment efforts of the department that also included in this grant going into 2024. We're looking at a complete rebranding and marketing campaign. For the Chicago Police Department, from the bottom up in the past, we've had it starts with you. We've had be the change currently based on our research and focus groups that have been conducted by purpose of brand marketing. We now have a new tagline that will be presented to the superintendent for Poolville to jump off the 2024 marketing campaign. Thank. Thank you much by Shirley. Thank. Thank you, chairman. I'll go and order from the beginning. So my first question is for the position for the dedicated homeless senior-level position. This is a grand of coming in for 675,000, for three years and its funding one position. Correct to really high-paying position, he's got a big task ahead of it. Will they manage a team? let, Alarm. Well everyone, Jackie Rosa Chief philanthropy officer Office of the mayor Pieology know as of right now we do not have them directly managing a team. They will be cross-departmental. They'll be working with d f s Department of Housing, PHA as well as the mayor's office and really communicating with the Continuum of Care Services to be really supporting an umbrella approach. How quickly are you going to be hiring for this position as quickly as possible? We're really looking for like an October, there's a great need for this position. Really is a coordinating body. Write thank U. Next question is for the Health Department of Public Health regarding the the health, and The Health and Human Services ran for 426000 is the increase for emergency preparedness. How much staff is currently dedicated to emergency preparedness in the house? but, Did I go to the assistant? Commissioner in Chicago, Park Public Health, on that particular grandstream, it's 33.5 positions, I believe Do we? Do we have other funding sources that are funding emergency response and preparedness item in there for the hospital? Preparedness program 5.25. Now and then there are a couple of other grants dreams that have individuals that sit on them that work with in our program space and this any of the funding cover drill. All the flooding is intended to that the money that you're looking at is the fifth year of a Cooperative agreement within the body of that structure is planning training and exercise. Thing. Thank. Thank you. That's all I got for you for right now. On the 33 million and thank you to my colleagues for all the great questions so far. I think he knows. I think everybody understands we've got a lot of interest in how money coming in is being spent and where the money's coming from. I won't be redundant in my questions, but one question that hasn't been asked yet and I don't know who has an answer or if there is one, what's the, we're getting 33 million dollars from DHS. What's the standard length of time that the swelling sort of built around for those served by this program? So we we have a steady stream of migrants that are coming in. There's funding available to pay for all of these things. Is there an amount of time associated with it and how we calculate the 33 million and how that's broke. I ran a deputy Minister of Finance dffs. I can start off, OB Em Dead apply for the FEMA funding so I don't know all the details. But I can't say that FEMA normally to around 2 years. So this funny specifically for any costs, were incurred from March 3rd or March 1st of 2023 and I believe it extends out through 2025, this 33 million dollars is not going to last fall asleep, till 3:25. So he's going to just cover the costs that we are currently occurring right now. And as I mentioned before, I really just covers five or six months or so, it will not last as pass this year. Thank you for that answer. And then a final question is around the police funding. I definitely want to be on the list to come and give it a spin. I'd like you for you to turn off the Gun Shack part though. I don't need to be. So can we get through the chair? I do expect at a at a breakdown of the 4.4. I'm interested in positions and as you were saying, sure, you know how much is going towards your crew. Banda. We're banding. But I'm also just curious about what licensing fees look like for this software. Thank. Thank you. Thank. Thank you. Ottoman Mitchell. Thank. Thank you. She. Alright, I'm going to be piggybacking on a few few things that my colleagues had previously touched on first ottoman Vasquez. We? Requesting information, dating you gave a date. So he said June so I would like that day to go as far back as last year. September of last year. I don't think that's enough time. I think we've been dealing with some things long enough that you guys can get information that I need to pick better picture and I may even show some form of the pattern. German. Germinal know how we do it but going forward because there's so much going on that we shouldn't have to ask for detailed information about these line items. If you're asking, whatever you're asking for in these line items whether it be an example with ottoman to Positano ask for the location that nut shelters. If you're talking about is going to shelters, we want to know what shelters if it's talking about certain things, we want to know the details of the certain things. I don't know if we need to try to find that in some form of ordinance, to make sure that details are provided. but we But we can. But we can, we have to have details Veritas with making a lot of decision, lot of decisions that affect quality of life for the residents that we represent, and you're asking in this ministrations asking us to enjoy that with our with our respective Wards and we can answer particular questions and I don't want to be put in that position. I want as much details as possible. So, if you're asking money for a shelter, I want to know all the details address. How many, how do you ask money for bed? I want to know everything. Is that too much to ask? Quit Altima. Corrido de, Miguel chamber, down formation, Alder and Mitchell. Are you also asking for vendors? You want to know vendors is vendors? Everything that was going to be one of my questions, but okay, so I think the answer is that for this particular item in and I'm not believed it all to me Vasquez did make a request in relation to the spending for this particular area Mission. If we can categorize all of those costs in some form that so intelligible for us to look at, I think that's what you've asked for already, correct? Ask. Actually chairman it was not only categories but to the point of Audrey Mitchell like detail as well line item received, everything being used. For those of us that are making the case on the ground. We know it's necessary in order for it to be defensible. We need the information. What you got? You have you I thought my understand was that you are. I've already made their request. Yeah but I should be something to process. You were asking that it be expanded to go back to to the beginning of the mission through whenever we close whatever month, we close on the books and then to do something going forward, on a monthly basis. Is that what you asked? You is? Yeah, I mean, I hear from four members here in about Staffing and I don't want to make this assumption is security portion of the Staffing. Mama call. Maura Macaulay DSS. Yes, security is part of the stopping breaking that out as well. Would be helpful. What will get a I guess? We'll get a sample from the Department to make sure it meets. What what it is if people are looking for before, putting something together for boating, and as I get there, we'll share that just to make sure we're all on the same page that we getting the right information for everybody. So for his back to you, I'll be okay, thank you for that. the more we talk about the micro situation and homeless, I'm starting to feel that we're tiptoeing around things. I'm starting to feel a little defeat. So I want to, I want to, I want to be very clear on some things in the item for the 33 million. It. It is explicitly stated serve non-citizens. But when you go back to the line under where we asking for 3.5 million more for transitional housing, it does not explicitly state for u.s. citizens. If we're taking and being very deliberate about carving things out for a certain subset, why not? Be deliberate. And being very specific across-the-board. Good. At that point. Ice. I think if for the Or. Or the 3.5 million. D, it needs to read US citizen. It's Experience homelessness. Big. Because it will. Once again, if we being deliberate about talking about none US citizen, why are we being delivered about focusing on the US citizens that are in our Ward. That have been here that have been that weather, the storm. But that is Chicago. Why are we not doing that? We have to do that. the more, I The more I McCauley. Do you have us as so? Our homeless funding is our homeless shelters. Do not have restrictions on citizenship. We have non Asylum, Seekers who are undocumented here in the city of Chicago, who are homeless and need shelters. As in addition to, you know, US citizens. And so our shelter system are homeless shelter system is open to all of them. We do not require documentation upon entry. The 3.6 million dollars is an emergency homeless funding line from the Illinois Department of Human Services. It is going to are homeless shelters that serve Chicago. Chicago Inns and non asylum-seekers in a majority so I can I can tell you that, that is going to our existing delegates, who have been doing this work for decades serving Chicago in decades. Okay. Can you provide that information to the chick? Who all these delegates are? Okay. Now since you made that point then then we don't need to say non-citizens for the 33 million. I owe you. Iobm. You can correct me but I believe about is specific eligibility. Requirement for the FEMA, funding will. I don't think that's fair. I don't think that's fair and I don't think that's, I don't, I don't and I don't think that is an ask that you should be asking of us that we approve line items for non US citizens for Citizens. I don't think that that continuing to do that and not have things in a much better. Order will compose problems down the line. So either we're going to open it up for non-citizens or we going to open it up for only u.s. citizen. And I are. and I, I don't want to make it a big deal in this committee, but that we have to, we have to start thinking like that now, where, We're getting questions and getting a lot of pushback from our communities. It. It did talking about, we get intense and Parks, we getting all this stuff and no, nobody likes me. There is a is appreciative of any of this, they don't like and now you're putting 33 million in front of me. That says Don said it but then you're saying 3.6 extra for just anybody Spencer homelessness and we'll open it up, two notches. so, which of So, we just gave non-citizens 40 million right there. So, So I don't like we have to get, we have to get some order around this and I think we need to be very focused on delivering it delivered on that now. So thank you. I I will inject the question this is specifically related to this 33 million dollars or what strings come from the federal government. The money that we have as a city put into, this does not have such restrictions, would that be a fair statement? Okay, imma go to you had a point. It is the this money is federal money to DHHS gave us for specifically for that. Correct it for that particular purpose, correct. Is. Is that your point, okay? Are you finished? I think. Where, where there are restrictions then I think we need to be delivered again. But don't know if if if if if there if there are funds that have specific restrictions on. And in this case for this argument, if it's specific to non-citizens versus the whole, then we need to look at those numbers. So if we're, if there is, I can figure this out and there's ten million dollars that is very specific, but then we have another line on my 40 million dollars. That's not very specific. And I think we need to just do lunch. so, if it's so if if it 11 steps that can can fill out a two pot, we we need to adjust for that. I think that based on the question is based on the direction of the restrictions or lack thereof? This particular set of funding does have some restrictions. The question is the other money that has been appropriated unrestricted as relates to whom it could? It could help. So I think the I think the answer is already there and relation that I think we may need to do a little understanding to make sure that we don't jeopardize any additional funding that we receive. And I'm not sure just has a matching Pony to it or anything else but I think where you're trying to go out thing can be accomplished based on the fact that there's the money that we put in the pot, theoretically is on restricted. So let's let's just follow up on that before, you know, jumping off their debris. I think. Thank you. And I appreciate our colleague Autumn Mitchell. Raising a point. I think something to be clarified is where we're in effect. Applying for funds. That already have the restrictions, we're not the city putting restrictions on what those funds are. We trying to get whatever money we can get. But I think the point that I agree with is that when we're looking at a city looks at homelessness in general, that we need to look and say. It doesn't matter where. It doesn't matter where you. It doesn't matter where you're coming from the funds, need to be in a position where if you need shelter, you receive it. And so I think in that Spirit there's a large agreement in Council how to get to that point and something that as we talked through all the different Investments that were having that conversation of what it looks like to create a shelter system for the city, where we guardless of whether some a citizen and non-citizen that they're getting the same level of a triage on the front end. And so, I do agree with that. But just wanted to clarify the point that we're asking the funds of those that already put restrictions on a rather than decisions we're making understood. I had. I had a question as to if we're receiving FEMA fund for migraines, did the city of Chicago apply for FEMA funds for the city. Do we get any phones? Westside. Yes, what's up? You know, the three so I can do what I need to answer to her. Thank you for your question is, were a relation to the disaster? That occurred July 2nd. As relates to what Fund in the city has apply for with FEMA. July. But we are currently applying for that is in process, we are complying for FEMA funding through for the July flooded, okay, but it's not ready yet. So I like to know give me a breast ass to Windows phones and also to utilization of those fine before you just put it out there. Thank you. Thank you, mr. Chairman, no problem. All the Nugent. Chairman a couple quick questions on the first. The first thing on the list is the dedicated homeless senior-level position. Is that, can we just confirm that? That is for one position? Is that would break out to 225,000 annually? I guess it is for one position. It is also including French. I'm sorry, it's including including French benefits. Okay? Did you repeat? If you. if you repeat that, I think you need to bring my You okay, they want you to repeat one position and it does include friends for 3 years. Okay, thank you for that my next question. I know, I think we spoke to the public health funding with respect to hospitals, health and hospitals with emergency preparedness. Is this a Who. Who is this? It says Department of Health and Human Services, but it sounds a lot like you a c money. Is it to you as he passed through through a chess? Or is it a chess funding? A Christian. Christy Shields assistant, commissioner in Chicago Depart of Public Health, it's ask for money under HHS where, whereas the line item before that is under CBC but again under the main house of HHS. So does that mean we also get you a c money? In addition to this, if we work hard City, gets you a few dollars to Chicago Department of Public Health does not get you a c dollars. Okay, thank you. I am supportive of these types of programs. Thank you. And then on the DHS section, the 33 million. I just want. I just want to know if we could help me, understand, did we? We? was the Was there an RFP that DHHS put out? Did we apply for this bucket of Monday or DHHS release? Rent. rent a Grin and bear it. They just are playing at the SSS. So, in coordination with Bozo b, m in the mayor's office, we've applied to every round of FEMA, flooding that has come up. They've had multiple rounds and even right now, there's a current crowned Prince Reserve funding. And so literally every triage that comes out, we apply for it. So I do believe OBM, put it all together because it makes the most sense is all coming from one funder, and will be one funsource, but it is technically different rounds of FEMA, okay? And do we know how was similarly situated cities that are How? How they what type of funding they receive? For example, New York. Add. Adopt a great question. I'll I'll ask around. I have I personally don't know. That's a great question. I can find out for you. Thank you. I would I would appreciate actually the top five cities that are dealing with us if we could see what they're getting in funding and how they're using it. I think it would be very helpful for us and then my last name is for Sherman. Is I heard on this safety side where Me about the sea. About the simulators I did participate in the training. It was very eye-opening. The simulation is very lifelike. I encourage everybody to try it was and I did do it with some Council colleagues and I thought it was very worthwhile so that's it. Thank you, mr. Chairman No. Okay. but, I can. Like enough did very well. I want to add an alderman or Robinson to the role as well. I apologize. Alderman Ramirez. I missed you. I'm sorry. If you can add me to the roll call, we do serve the southwest side but all the women with the others here. Thank you. Okay. I'll demand down. Is think. Is thank. Is thank you, mr. Chairman, I just have one question for DK's. The 6.8 million from the Mellon foundation for those nine projects is that All of the money for these nine projects that do you anticipate other funding and we anticipate other funding? Especially for the Chicago torture just Memorial ultimate? The total project budget for that one but the other projects are again at various stages of development. Some of the funding is going to just support the creation of speculative designs and not actually the full implementation of projects. So some of them at some point in time might require some additional funds for implementation. So right now, do you have a total budget number? So we can get a sense of where you are on related to all of these. Yeah, we can report to the chair, the actual project budgets for each of these. Okay, can you do that by individual project? Yeah. Okay, thank you very much. Thank. Thank you. Call Mi Amor. Clarification, can you provide that to everyone here, but no problem. I don't think we. I don't think we have any. I don't think we have anything in the 17th Ward, but we just next time, we'll get you next time, I'm always next time. To say, got you remember that? Yeah, Mr. Man. I just want to say Back. Back to the Margaret situation in the federal government giving us that 33 million, which is a Tiffany, you know, which is a drop in the bucket, we definitely need more money and for every dollar that they don't give us is more money. We have to take out about other funding in the city. And, and from what I understand, folks are coming here for today, your soul on airplanes. And, and, and that's not even counting the ones that come on the buses. And we don't have the money to support all of this. So, we need as much money as we can get from federal government. But, at the same time and I, and I get with my colleague is saying, in reference to dealing with people. Here, we have veterans that are homeless. We have a lot of folks that are homeless, we have folks, while waiting for been waiting on apartment list for like Years cuz they can't get apartment. And we The. these folks are These folks are getting vouchers to get an apartment in 6 months, you know. And it's not fair and it's so we got to figure out a way of balancing this out and hopefully after this is all done, we would have a great system in place to deal with are homeless and in deal with our people who need help. Because we have been, we have been tried and in and we've had practice in dealing with this. But but you know, every place that we have for migrant, we should have a little space to get some of these people out of these tents and off of these, you know, under from under these bad Ox, is this really, you know, it is almost a public safety issue for some folks, if you walk up under a vidock, you know, and if we can help people get into a place and spend a lot of money to rehab it, why can't we do that for other people in our community to? So I just want to point that out. That's something that's needed. Something I've been saying to a lot of folks, but we, we do really have to figure out a way of balancing and out in. And that's what I can meet me. I think our community don't have a problem with migrants coming. They have a problem with Michael is coming in. That's not taking care about homeless people, too. So I just want to say that. Thank you, I fully agree with you fully with your statement. Many other questions. How to tell your Pharaoh for the ball. In the most. Thank. Vegetarian and down, I'll be very brief. I, I sincerely agree with my, with my colleague just said, on my Alderman Burnett could have been stated more eloquently, we have been asking for federal assistance, and, and we're getting it. And so, would that chairman, I think I would like to move to table the previous late. At almost the previous motion on the table with his motion. Technically is enough, you withdraw his motion at the time. I do anticipate and debate here are you was at your point. It was okay. All right. Altima Mosley Like I asked what his been talked to me about the application. Grants that we have submitted apply for that is just homeless to citizens. Residence specific. What is that increased look like versus the efforts that we've done around micro shelters. and, A debit cash or Finance BFF. So this emergency and transitional housing Grant, we typically get around 4.3 million every year from the only Department of Human Services, this current year, the state basically broke it a lot more money for homelessness. And so, we actually came before this body, I think, or two months ago. And that's why you see that 9.8 million because they just overall increase. The appropriation, we had applied as a part of that, increase for expansion funding, which is specifically targeted for us getting more people off the streets and into shelter. And so that is why we are awarded the 3.567 million. And as I call it kind of mentioned before hand, that is mostly for one, the the the funding for winter shelters, which we typically get from the Illinois Department of Human Services. Anyways every year and then we are in conversations with our delegates to turn some the shelter's into overnight shelters that help out out. yeah, and then Yeah and then I just want to add, you know, in addition to the Illinois Department of Human Services, we received funding from HUD emergency Solutions grants which is a Formula grants which only increases if the formula increases, we get cdbg funds through this city process, and another elephant Federal funding source, that goes through the state. Arisa. Receive. Received. Receive corporate funding. And every year, do you have a size has put in and ask for additional corporate funding to meet the growing shelter needs, and meet the housing needs. Last year, city council appropriated additional funding, for housing, specifically, for Chicago residents. So you do in with cares, act money. We were able to house with 35 million dollars, 1800 household. We received with a combination of RP funding and Appropriations from this body and 2023 and additional 35. We are actively working to help 1,400 people stay house. We've housed 400 of them including individuals in encampments, through our accelerated moving events and then the other piece that city council doesn't typically see because it doesn't come through the city is the the HUD co.'s, the Continuum of Care, which is like the collection of providers and advocates. To work. To work to end homelessness received a 60 million-dollar a word for unsheltered homelessness. And through that, a whole, a big number of Outreach providers, additional shelter beds and housing, which is the most critical piece and then how, how much snow is coming online. So I think for this body, your point is well taken and I think the administration also support the pathway for everyone to receive shelter and housing and we will certainly take these points and do a better job of communicating. The work that is happening for homelessness to be provided through the chair. I think it's all going to add. I also want to share that, you know, having a dedicated position is, what has been lacking. So, but having a chief homelessness officer situated within the mayor's office, we have our Point person, help coordinate. So many of the things that are happening, I think that you're the state has a similar body, a similar position and really working with the state as well. To be able to think about our own house population, in a way that is effective and corded an alignment cuz I think a lot What? What's happening right now? With the lack of a line make, is everyone's doing stuff. It's just the needs to happen to Courtney to Fashion. I will. I would agree in and request that narrative through the chair so that we all have it. You know what we are discussing here is that the illusion that we are only doing housing for migrant to address is Crisis and if there are other things that the public are constituents should know, we is all there should have that so that we can share that as well. So, thank you. Thank. Thank you. Finish. Finished. Animals. Almost finished, just any other questions. Oh, I want question before. I guess you're not going to get about you. How many on house individuals do we currently have in the city? Turn. there's, There's a couple, datapoint Maura, Macaulay adfs. I was a couple data points are most recent point-in-time count, which is which attracts people on a plane tonight and January who are sleeping and shelter, or on the street on public transportation and that was about 6,200. But then when you look at the annual number, including individuals who are living doubled up, it's about 68,000, okay? This is good, contacts. David. How do I want Dad on to, that just another question. How many are on the 311 waiting list? Or I'mma call, you will have to get that through the chair. You got a question? Any other questions or Alderman Lopez? You wish to renew your motion answer and your motion was to divide a question to buy the question. Removing the 33 million from the ordinance to be voted on separate line item. Alderman, you can call me while the man had a long day. I apologize. I had been out of the room when you initially made that motion Alderman Lopez. So maybe a question of the goal other than voting separately curious. Except. I've separated out. Have you? Have you gone YouTube? Anything else? So the motion on the floor is to divide the question of taking the 33 million out of this equation. Separating the voting on the 33 million separately from the balance of the nine-to-five amendment. That is the The most. emotion. Emotion, on the floor are so awesome. Until your, Pharaoh has a motion to table Alderman. Lopez has motion to divide the question of that being non-debatable, will move into an immediate vote on the table. Are you with your asking for roll, call on that very well? Okay, then the motion is two table, Alderman Lopez his motion to divide the question. A yes, vote is to not divide the question. A no vote, is to divide the question. We're all clear. it's a It's the table right there. is the It's the table to table the division. So if you write, if you vote, Yes to table, you do not want to divide the question, right? I thought I was okay, the middle spider. Auto. Automotive Sparkle CSR burned down. I'm in Davos.
