Please respond by saying I and you post say, nee any Penny, the chair, the eyes have it. Thank you. The second item before the committee today, Old. 02, 02 3000 3884 transmitted from the budget director and the Corporation Council as well as the office of budget Management Department law. Authorizes. The execution of collective bargaining agreements, between the city of Chicago and Illinois, Nurses Association, only Council, police the Coalition of unionized employees, and several named trade unions. Before we begin, I want to knowledge of letter sent from liuna. Urging passage of this ordinance, a copy of that letter is in your packet and was also emailed the best of my knowledge. We have with us the city of Porter Adams, from a law, to answer any questions. You may have a A collection of collective bargaining agreements. And also to present them to us here today, Good morning, German Rodriguez members of the committee. My name is Cecily Porter Adams. And on the city's chief, chief labor negotiator from the Law Department here with me today is in a mini oakapple, Lupo from the mayor's office, and we are very thankful to have the opportunity to present various collective bargaining agreement between the city of Chicago. And several of our partnership agreement for today or with a city in Illinois, Nurses Association often referred to as I N A, the city of Chicago in Illinois, Council Solis. Often referred to as I cop and the City of Chicago and the Coalition of unionized public employees, often refer to it, or Trade union. There are 30 individual humans who were part of the coop agreement. The cool. The coop. The cuckoo. The cooking is collectively. Represent approximately 7,000 employees in 16 different City Department. Illinois, nurses. The Nurses Association represents approximately 40 employees of the Department of Public Health and the Office of Public Safety Administration. And finally, icot represents approximately 30 employees in the city's Department of Aviation, these Agreements are the result of approximately one year of collective, bargaining agreement on average, something a little longer, some, a little shorter, but we believe that each of these agreement represents the best deal. For the city. For the city of Chicago. For the city of Chicago, the employees represented in the city as an employer. The. The terms of the agreement were very similar to help describe them together, but to the extent their difference is I would highlight those for you. So the term for all of these agreements runs from July one 2022 through June 30th 2027 to be effective upon final ratification by the bargaining unit and by the city council, all of the Union's a tissue have ratified, the agreement. So the next and final step will be for city council ratification with respect to wages, all the wage, the waves packages, the same protocol Union and consists of his followers effective. July one 2022, still be a 3%. Percentage increase effective January 1st of 2023. Another 3%, increase effective January. One 2020. For the percentage increase will range between 3% and 5%. Depending on what the CPI you is, if the cpi-u is 3% or less, the employees will enjoy a 3% increase. If it is 5% or more employees, will receive a 5% increase and It is between. it is between 3 and 5% of. The increase will be equal to what the CBI is rounded to the nearest tenth. The same. The same is true for January wine of 2025. It will be a three to five percent increase if anyone cpi-u, and also in January one, 2026 Prius will be the same between 3 and 5%. The final year of the contract, is January, one 2027 and that increase would be 2.5%. I just want to know here for Koop unions are trade unions and number of them are on there, not on the salary schedule. So they don't receive these percentage increases, their rates are based on the prevailing wage rates. And we agreed during collective bargaining to continue to tie them so that prevailing wage rates. That's one of the differences between the CVS in. The city will be, providing a lump sum signing bonus, and then pay bonus in a total amount of $3,000 to be paid in two installments. One installment will be paid on 1124 and a second installment 1125. This is to recognize the work of art in units. During the pandemic, most of them is not all were on the front line and have the ability to work home. They were out there are many and making sure Services well-being services are being provided. Effective. Effective 1124. The city will contribute to one $1.50 for each dollar contributed by each employee up to a maximum of $750. In negotiations, retiree Health Care with a huge issue. So what this particular aspect of the agree, Then, why do we? Then why do we agreed? Then why do we agree to create a committee to look into retiree health care? But we agreed to increase the matching for deferred compensation to help him for his focus on saving for retirement. And so with this effective on 124 and I said, we will put in a dollar fifty for each dollar employee contribute up to a maximum of $750 a year. And then effective 1127, we will match a dollar 75 for every dollar in Floyd puts in up to a maximum for $875 per year. We also made adjustments to the salary, schedules to provide for retention and recruitment at some of the other benefits that we agree to a collective bargaining agreement. As far as prevailing rate employees, which is a vast majority of who they will now be able to recruit. And you sick day, I like the rest of the city where employees receive a keishin days and sick days. This parking unit only receives vacation days and they have to use vacation for sick days coming out of a pandemic. This was top of mind or negotiation. So part of this deal, they will now be able to occur. Cast. Half day of sick, leave, we also extended the paid. Parental leave all employees in its bargaining unit, as well as the Juneteenth holiday for our prevailing rate employees. We also extended the Veterans Day holiday. As you may know, a really great employees, don't receive all the same holidays that the rest of the city Workforce that they received three less. They don't receive President Washington or better in a number of those employees are veterans in. This is an important issue for them. So they are not afforded the bedrooms Holiday at the park. Holiday, as a part of this agreement, also agreed to provide vision benefits to our probationary employees. Other method lady has turned in are necessarily related to call and we agree to move, the pay date for our employees to make a consistent. And it may seem like a small thing but I need to talk about it for a little bit right now. All city employees are either paid on the 1st and the 16th or the 7th and the 22nd the situation we have with paying employees on the 1st and 16th is it that it requires the city to engage in the practice of assuming time? For instance, if payroll has to be submitted by the 13th. So the city has to assume that some was in a bad as for those remainder date remaining days. If they're not, the city has to collect that money, go get the money back because it's already paid out. The more importantly ever been to the city from upgrading its time keeping system because there's not a vendor who will sell us any type of software that assumes time. Assuming time is not best practices is frowned upon in the industry. So if this is a city of a city at a deficit, so moving our employees to that the same pay rate of something. We did hear of paydays, excuse me, that's something we did, he it was an important thing for the It was an important thing for the same. It was an important thing for the city to do. We also develop a plan to move all employees to direct deposit. There are some employees who still receive paper checks and also developed a plan to allow employees to receive their deposit. Advise, the rain slipped, which is electronically versus the paper version. Them. Other things we did, we adjusted the hiring process to the extent. The CBA has any barriers to making a process longer. We cut down those time frames and unions reached agreement with us on ways to do that. So, that was something I was important to the stadium and as I mentioned, we get established a working group to study. I don't care and we think you are for the opportunity to present this agreement and we're happy to answer any questions. You may have. Thank you for all the online to the committee. Any questions of our presenter on this item? Hey. Hey seen. None. Can I get a motion to recommend approval of item, to any agenda, passing this resolution, Alder, by sure, with the address. So moose All. all of those in favor of passing this, please respond by saying, I Any. Any opposed say nay? In. In the opinion of the chair, the eyes have it. I will report this vote as a recommendation to pass at the next city council. What? With there being no further business before the committee may I have a motion to adjourn. All. Alderwoman clay, so moose hearing and all those in favor, say, how to say hi and hippos and the charity eyes have. It's the meeting of the committee of Workforce Development is now adjourned. Thank you for being here. Preciate you
