We are seeing on Chicago Streets, two years ago, a nine year old, boy was killed in the 50th Ward, while riding his bike. On a residential block, the outpouring of grief in my community. Start a new. Start an overwhelming. Last year, another eight children, pedestrians and cyclists were killed on Chicago Streets by drivers. We? We all know a problem hotspots in our Wards streets are intersections that just aren't state. Does new ordinance will give us the data. We need to identify those locations and recommendations on how to make them safer. The track traffic crash review and Analysis. Ordinance will require see. To provide stakeholders and the public with a timely analysis of all fatal crashes, as well as new reports focused on Friends, safety and crash hotspots. These reports can be a blueprint to help us fix crash hot spots and keep our community safe. This ordinance requires data to conduct an analysis after every fatal. Trash traffic crash in the city and identify potential actions to improve safety. It also requires C. To publish preliminary information on fatal crashes, on a monthly basis as well as an annual summary report every year. The legislation is supported by a number of advocacy group. Thanks. Traffic, crashes are up sharply in recent years, in 2021 174 Chicagoans were killed on city streets, a 10% increase over the previous year. That is on today's agenda, we think Autumn. Waterman. Waterman Silverstein for introducing this legislation active trans has rallied. Its allies around. The call for Safe Streets for all Chicago faces, a traffic safety crisis in 2022. There were more than 180,000 crashes involving more than two hundred and twenty-six thousand people in Chicago, based on active trans analysis of publicly available information from the city's data portal. There were thirty-four thousand, people struck by a hit-and-run drivers, with 2,200 people having severe injuries last year, there were 147 fatalities with 42 being pedestrian fatalities and 8 cyclist fatalities in. In 2023, according to streetsblog Chicago, there have been 19, pedestrian fatalities and 3 bicyclists fatalities. The most recent reported pedestrian fatality occurred on August. 20th. 3 in front of alderman Byron sigcho Lopez 25th Ward office. These. These statistics show that people who are outside of Motor Vehicles are especially susceptible to traffic Violet, including children older adults and people with disabilities. Currently, Chicago does not have state streets for all the crash. Legacy ordinance will help Chicago, begin to reverse the trend of fatalities on the street by documenting where crashes occur and documenting the actions to ameliorate. The conditions leading to crashes and fatalities after transfer leaves and requiring C. Released timely analysis of all fatal traffic crashes. Reported to see PD will lay a documentation framework to remedy traffic by The. The ordinance requires identification of solutions to increase traffic safety and coordination with relevant agencies. Requiring a monthly summary of fatal crashes, with preliminary analysis, along with an annual report will be a means to hold the city accountable to focus attention on Trends patterns using our safety and crash hot spot available requirement in. But to really standardized this process, I think is absolutely critical because it's, I think one of the modest but meaningful things that we can do in the wake of the tragedies that are happening with greater frequency. That the one of our main concerns about keeping our children safe but also our by a bicyclist as well as we want to make sure that we are more active on on matters. That make sure that you know, we hear a residence, we see the data but to have more data and be more proactive, I think it's what's going to make the difference here to save life. So I just want to say thank you for taking the time to doing this since I'm protecting all of our residents throughout the city. So thank you so much. Don't you go there as a Chicago police officer? I've been on these scenes, serious, and fatal. And after leaving the scene and reflecting on what happened. And what we can do, I'm happy to see this. I've seen too many of these, and it's close to my heart. Number one, I'm glad that the ordinance includes the participation the nest soup that participation from IDOC from the Illinois Department of Transportation. We need them as partners for the safety of our constituents. We need their data, their information. I know that there used to be a long, long time on that data, getting to see. That. Lag. Has shortened but it is still significant but I'm glad we have the information, the full scope of information. We need for this work of the committee. Hopes actually come back to you in the future to look further at what I. C. Collaboration can look at. What are some of the obstacles to that how we trying to facilitate or overcome some of those obstacles from the past. But I'll just no one specific instance, that calls out to me, from my ward, which is thinking back on the death of a young man named Tyler faybach, who in the First Ward was killed in a crash on his bike in 2008 at the corner. Logan and Wes. Logan and Western. Ark. Our community knew about this. At the time, they were horrified and saddened. At the time, we had just about 13, 14 years of calls for Action, including from active Transportation Alliance, and yet, it was not until Kevin Clarke was killed in the very same spot on his bicycle. In 2021 that we finally saw action. And there is a world in which we had this ordinance. We had this report sooner. We had this data sooner that prevents deaths like Kevin's and so that's why I'm excited and it is sad, but hopeful way about what's in front of us today and that the need the utility of this and keeping more healthy and with us and getting home safe.
