It's going to be used for both manufacturing and storage do I can have him be allowed the president vice president of the company to talk about what they're doing with this. With this facility. We have, we have Louis Vasquez is Oklahoma's Mascots from Toro Toro. I'm sorry from Integrity wall also tour, construction. I can talk to it and we start to grow. Hello everyone. My name is Luis Vasquez on the president of Integrity wall and president of total construction. What we're trying to bring you here to the neighborhood is a job creation the area. It just it works perfect because of the Destroyers area is definitely deserves an investment previously. Decided it was generating quite a bit of jobs building in New York and Florida. The idea that we're bringing we're going to be building in Chicago. Do we have two main focuses? We're going to be building residential homes that are known in the street right now, as we Main. Naming several neighborhoods reclaim no longer over came back of the jars, to the plane belts and those hard to build single-family homes that can be from 400 square foot to 1600 square foot. That decision that you see you guys. See and blue dots addition to build homes, strictly with construction that will generate 15 to 20 jobs for 10 to 15 jobs depends on the volume. We've been working with several developers Community Builders United Power, even working with us on how many, how many holes we can build for them. Right now that are, is 300 homes on the table. There are some sources of funding from the city of Chicago Interstate. They just want to work with someone that has a property volume and capacity to be able to deliver as many homes as possible. Where are the only the only local company that is able to build these homes? Delray. The right way, meaning certified payrolls job, creation, union, health, and Healthcare, and benefits Delray Square. The existing Warehouse is already focused on Commercial projects, which means Department of Housing projects, currently has more than 20 years have proven invest in the southwest. Those projects, and our projects and being billed from Wisconsin to Indiana. Just called to work. That we manage is a provide the corner shelf for over. 45 story buildings. Most of those projects are being built in Wisconsin. Crossing the border may be paying tax free because there's something sort of tactics and projects. Where I create? We are creating new jobs in Chicago is fully operational can generate up to 30 jobs and we're going to be building for Chicago in Chicago Old Chicago Fun Day projects. I will leave it open to the floor if you have anymore questions. Thank. Thank you. Thank you for the explanation. I support this project. I know total construction has been implemented throughout our housing and construction during the years. German I move forward with this passage. Thank you. How old is? Cardona. The context in part because this this is not a new campaign or initiative to the council. We actually had an opportunity through counsel to the housing committee last year to help move forward with the parcels of land to creep. No homes that you're talking about in these communities. So it's really exciting to me to see the way that this ordinance, this work and Company connects to that larger movement in the city to create affordable homeownership in the investment in these neighborhoods. Thank you so much. Can you go back to the, the very beginning fly. No. Okay. I'll just ask questions. So Being you? Being your current company. What is the? You are you a certified in me? What? What were? What was? What was the question? I'm sorry. Are you a certified in the accompany? What is your current makeup of employees employees about 80 to 100. Trace Mann Jr, company I'm sorry, racial makeup. What? What is my makeup? 90 + 90 + 4? Black. Hispanic Asian. Well. well, we have a combination of Hispanic and black, I wouldn't be able to tell you the exact numbers, but we have a Unaccompanied is mostly Hispanic. But we have. We do have our diverse group of individuals from all. Can you can you provide that you're the breakup of your company Through The Chair by by city council? The Break-Up. Hello, good afternoon. My name is Erica Vasquez. I am the CEO of owner of to work construction and owner of the property on which this is being issued Integrity, is actually Lisa to a Toro construction for this property to our construction is mostly a Hispanic I want to say maybe ninety 95%, I can get you a break down if you need to see that but it is mostly Hispanic. Can you please provide that to the chair so far? We've you, it is noted, and in chairman Villegas, and I am with these tax incentives. We put the ordinance in place where you have to adhere to the 26th and 6. So I look forward to you guys making that. But considering, you guys are predominantly, Hispanic, I'm wondering how you going to break that up, because that is a predominantly black neighborhood. So we will. So, we would like to see That spread out a little bit. What we're trying to do here. We recently landed a very interesting project called we'll go square and we propose to hire as many of the community hires that were required for the project to be brought to the factory because it's a less exposure to injuries. We're trying to work with iPhone. Job. Job and older workshop and development, companies to help us bring more development. There is all the help. They have less exposure to the field when sometimes our workers or the community workers or another. That explains to work in the field. That's what we're trying to do with your not. If I were to know the developers to reward development and diversified much more, okay and I'm sure you'll be work with a ottoman Mosley on on on that. Okay. Thank you. Something for clarification earlier you said they're your statement about this will be done by 8 unions that like union jobs is that correct? Carpenters Union, because they offer a great benefit that package help her invention and about the best route for us to to expand and over and I talked you into the workers to come and join us. It's a lower wage rate that we pay there, but it still pays its phase, rho, prevailing wages. Straits. Perfect want to add that to our construction is, of course, a carpenter's union company. And the exciting part about integrity is that in signing with the Union while it's a different rate because it's a manufacturing company, they have access to all of the training to all of it. The same training as the Carpenters do. They can go to any clue. I said they want. They want all these classes are free. They're completely open to them and just a little background on us. That's how we started. He started in a manufacturing plant making minimum wage, he was offered the carpenters union and that's how he took classes in order, to prepare himself to open this construction company. So this is honestly opening up a world of training to all of our employees. Thank. Thank you. I saw on the on the drawings that there's a rail line right next door to that facility. Is there a Spur there? Do you anticipate utilizing a trail to to export some of your goods to other places? Or is that just a line that's not existing anymore? Go to the main goal is to get out of those poor, it takes time. It's always the main goal to bring a director supplies from from the rail. Right now, we like to, if you were able to become the Amazon, the wall panels, I will call it in right behind us. That is vacant lot live, so we can get to 111th Street, which is a nice truck route. The main goal is to continue growing including the building for Chicago. I appreciate that. Thank you and I would just add that. I'm very familiar. I'm very familiar with so-called Robin and, and Lewis, and the work that they've done and they're one of the one of the only MPE manufacturers of these types of Bob walls in Illinois. So, they're constantly competing against Indiana Wisconsin, which are right-to-work states, which put some really at a disadvantage and we should be looking as a body to make sure that is language in there. Talks about Chicago, first making sure that we're taking into consideration. Those manufacturers that are headquartered here, they're paying taxes here and giving them some type of a leg up so that we can continue to recirculate those dollars within the city of Chicago. My. Meister Mosley. I want. I want to First say thank you for helping Brandon technique of being made in 21 you all are unique business. That provides a service that a product that's not readily available by throughout the city. So there for your help and not just Revitalize the 21st Ward, you helping to revitalize our city and even our country I'm proud to have you in the twenty-first floor and as we talked about Redevelopment for my ward and folks from our war participating to have a world-class shining example right here blocks away or steps away from folks front doors. I'm excited about that partnership and how we grow this base of 21st Ward again doing this work, helping our city. Open, are we? Helping our war throught. So thank you. Thank you. Thank you. Bye. And I wouldn't, I would like to just Echo that I should not act like a size that it's important that Integrity Wall Works closely with the local Alderman to make sure that as a job opportunities come up, that they're provided an opportunity. Especially when you talking about training people, we know that the story clearly The Building Trades haven't been as diverse just this is a perfect example, located, in the south side of the city to vert Diversified at work for. So when those opportunities come up I would encourage you to work with vice-chairman. Mostly we had other any other questions from or comments from the committee. Signal questions. We had a motion for recommended passing. This item of the same role called was applied systems Coram album, incardona made that move hearing, no objections to order to do pass, recommendation, be reported out at the next city, council meeting when you get an opportunity, could you send me the breakdown of the workforce? So that way, I can send it to all the women. Thank you. Thank you. Thanks. Thanks. Vice-chairman is well, and told members also, deterrence, and Antoinette. Really appreciate your help answer. This committee passed a resolution, requiring the city to do an IT assessment in 2021 to 2020, rather the city also passed a capital bill which included a $350 for it upgrades. And so the body has done the hard part and identifying a funding. Get. Getting the administration of hire, a consultant, to develop a blueprint. Now, we're just waiting for both the blueprint and implementation of this, it plan to come into play. So, that way we can do two things. Number one, we can deliver Services quickly and more efficient and also save money for the taxpayers. Which in turn allows us to have a little easier budget. The past the thoroughly. I should say, the third thing. Also, it allows for businesses to open up quicker cuz we're we're modernizing the way that businesses will operate with government which in turn allows them to open up quicker, which in turn creates Revenue, which the city needs. So we have today, the tested except senior managing partner, with Gartner Consulting, who will provide the update on the garden report. Are you? Enchantment and and thank you also for your dealership with with technology and and determining how technology can best serve the needs of Chicago and not as well as saving money for Chicago, on Saturday. Love to highlight of field are our observations upon. Is that are known for its independent and objective is to Industries all over the world and and inlets are our Forte Chicago Beef engaged in three distinct initiative since 2020. The first one was supposed to do the assessment understand the current state of technology in the city. How do we how do we make make improvements to have things done today to watch. They should be done the future. We also can but we also conducted a survey of Chicago city wide serve across all neighborhoods, to understand how residents of using technology and how they desire to use technology in accessing Social Services on existing city services and the last one was providing support to the city. As they went about implementing some of the recommendations that we made and the focus of our tickets today at my briefing today is to provide an update on what does recommendations for I think we are going to Nation government design, in stand-up, developing the roadmap to success to replace the Legacy systems. Making improvements to data quality, and then providing dishes services and creating a mobile app. Conceptualization that compliment each one of them in in briefly describe what were the problems work. What outcomes were achieved as well as our recommendations for the city to to make it possible to the Future. Eddie. The outside, I'll say that I'll come to Chicago and is the North Star. So if you do care, if you can such as a tree, the leaves of the tree is what the All-Seeing. That's the outcomes we want to see online cell service for the rest of us are able to use the city services as and when they wanted for using Equitable data-driven policy security. Those policies and so far it is from so driven automatically buy what we call the trunk, which is the Departments and how they're all nice. And then and then does the underlying infrastructure for the various rules and systems and policies that beat up those things. I'll Artificial car goes in the context of it requires a transmitter change to how I tease done at the city. What? Would be found, is that would be recognized here, is that the city has made substantial progress in the mediating, the issues that the doctor report on it by about 2 years ago. However, are we also to come into the city continued to drive the momentum in each of these areas to build on the success of what has been achieved, so that that could continue to transform how ideas is down to the city and how the benefits of Technology can be used to drive out going to Chicago once in those five areas, we have first and foremost, I am organizing Legacy. I t, I was using Digital Services. I mention the Chicago restaurants. Use digital channels like your mobile Apple phones do want to access city services. I'm going to use that better. How can we provide the channel better? create a Creating a robust evidence around hard, decisions around technology are made today across the city using, and advancing the talent for it, and how that can be utilized. And ultimately, using the data that is being generated to drive, those decisions is spent on City's operation functions, such as fnps chips, that you might be better off. That is used to run a GE Financial systems. 61% of the city applications are aging adequate replacement and I'm not meeting the needs, they were built on the kids. LGB. LG Becca has since you don't have that much but improvements are available now than they were when those sympathetic laundromat. Text. The expense required to maintain these systems is a lot and if they could be replaced with newer more efficient systems, there's a savings that could be generated right away that in many ways can pay for the cell, are they lesson that is acquired can pay for itself through the tactics? The biggest challenge because there are so many substances. Where do we start? So, inspector, were people able to achieve in the first and foremost was arrived at a consensus basis across all departments to understand. The place to start is around the systems that manages your people, that is HR manager of money that has been answering budget and and how to buy goods and services procurement those three things together. Comprise what it's called Erp. Once we hadn't fired that was a priority then applied Gartner's expertise and knowledge about the space to help the city rapidly, deploy the approach to select the Erp vendors. The software the software that could replace, that could replace the existing systems of a chance that we used to the process to do this. But typically takes years to do this in about two months, roughly nine to ten months into the city. Send. send a What time does still going to negotiations. So it's not final but that has still has a significant Savings in time that the same, what would that be able to realize for the State student? Now, identified the implementers to help actually implement the system. The savings are not realize until the system is implemented an incident. That occurred again next time. Don't sit existing system called Banner that is used today for water bearing Services, roughly billion. Plus, in Revenue was generated through that. And this is my assistant that expensive to maintain and the rest of the city and I would rather come in from the car to The Spectator. The city should take a, take a shower to start modernizing its existing system with a better more robust system that can make the necessary in the future. Movie. Moving to Digital Services. As I mentioned, digital channels are the most require channels. If you imagine any Resident looking to access. 37 says, they have a few places that they can go to, they can go to the alderman offices, they can go come to the city hall and therefore the kiosk. What, what is even better is to access them through their mobile phones today. Mobile phones are available to many residents, probably all of them and not all the services are available. So how could that be made better? He does have lots of technology that they have better than the bus. Better. Where is the Chicago digital open? Data portal, the shot 311 app. They could be used as a channel to get more services available to Chicago. We helped identify use cases to make advancements to the existing strategy of an app to make more services. Available through them BBC work with the city by the use cases and then divided / side as though those have to bring them up there. Not sure I believe I'm going to a staunch to pick me up this year which is one of the major enhancements and recent pasta. We all. We all set. We also created a dish is having his baby book that enables Bay, area's residents and departments and bottle ecosystem to to provide services. It create digital channels in a comprehensive, a fashion that enables similar outcomes, a simpler solution development for for those Services across the board would be to continue to build on the shuttle and use the pot legal system to create new social new services, and make more security services available to do so and it's the channels. Move. Moving. Moving to a division and Providence, the city. Lacks a unified approach to how i t Investments are made in many. Departments can choose, and do choose to make investments on their own on what the respective areas are in that helps to extend to get the energy it needs. But it comes at the cost of a comprehensive buying strategy where you can use the power of the city to get better terms as well as crate standards that enabled the interpretation. For once. Listen, to talk to another system in an EZ Pass. That effective governance requires to help remedy a silo technology Investments and resource-sharing across the city. Alpha. I don't find this, we helped create what we call a new strategic plan in governance process, which includes an IT Governors, Charter, a technology strategy group, comprising of the representations from the the mayor's office in front of the Departments, including day is CIO representatives to help identify and start reading Up of the toddler, way of understanding, how technology can be buried flies, and bringing the different departments together. In Lake in Utah, County decisions. We help operationalize this and they have representation from Monday night City departments that the issue of cell phone prices from for City Department of buildings that are coming together. Come by. Combined together to create a steady b, i d strategy, which is the publicly available. Now on the cities outside of courses for the rest of the accounting services, another Douglas bodies to start implementing the strategy that they have been south of Love. Are the conditions of future actions would be forced to use the city council to use and bring together the thoughtful decision making around how technology Investments are being made across the city using participation as an advisory Council to record regular presentations to the dress up, but that's what we got the mechanism. Also enables increasing Outreach in alignment with City departments through using technology behind the scenes. For making sure that the Investments have been made are done with the with the goal for future growth, as well as you're using, using the long-term Vision to transform while also using the resources available. this is, This in a quick fashion. We wanted. Moving on to the 4th of the five recommendations here and is it on our calendar. Nazarian? The IT staffing levels of the organization structure at the city of Chicago, Lock the groceries The position. The positions are outdated and then feed the city's ability to retain and attract Talent. Eva. Even. Even with many crowns does the Chicago City staff's Retros, all the Departments, the city's IP comprise about 1.1% of the total Workforce, compared about 3.6% at the largest cities that the third of the city's IT staff is nearing retirement. And so when they do retired, they will take the knowledge with them. And that's a significant source of rest of the city. Also means that the Chicago registration Reliance on vendors to do a lot of the work with managing in to save assistance. It is reported that City much are its vendor management capabilities, to leverage the vendors come in the community better. Do. Together with the sitv helped Define and reorganize essential. It Department. Create a new organization structure has a new Department, New titles that better lines with the sitting position. I think I'll go with the city council approved, the hiring of additional staff in the last budget and until we also helped develop of a Playbook to make sure that as the employees come together. Did you find out on Thursday? They can see themselves. They can invest in their own growth in the future and not be Define that you're not. Have you look like I just feel like I need to go to a recommendation for future action, is to continue working. HR. HR department in Eunice. HR department in unions to refresh this position titles and an enclosure open opportunities to the city ID, South South Carolina's. Only way I see it is well, as well as higher new new positions that may have been because of all the Box, have any positions is not as it's not that good. If you don't have people to fill into that, I do that because it charge and of course you do Michelle, defended management capabilities to drive the increased value from Outsourcing. She has a lot of binders. I think it would be hard to City to hire and stopped up themselves, but they can use them in this battle. And the last one here is around 8, and it's a complaint for across all departments with me today. It has been 2 years ago. 3 years ago, that they don't get access to the data that city is connecting and ended lot of a piece because of the systems are just not set up to, to label that others are regulations, as well as the lack of cooperation. We also need to find the quality of a suspect and so the way we approach this was to analyze a typewriter report. So I can type of the city to assess the quality of data. And in that process, helped train, the city to be stuff to be able to qualify and create assessment of the data quality in the future. For many, thousands of reports that perhaps I used to elect Play. Provide official documentation. He provided Fishing Charter Communications to help to improve their Quality Inn in a sharing approaches the governor's that we have established that I mentioned before. Can we apply ice to help? Bring more collaboration in datasheet view? Crossing Apartments in creating the position to lead approaches to make sure that all the way. That is being generated can be used effectively in the ER. Malaysian is one major project at 4 or data, quality improvements Adidas and improvements. I think once that is done we wouldn't reach the city to use that as an exam to extend the the standards of the other. Not really appreciate this as well. and, And in that is the conclusion of the audio of the five steps. If you took so far, I have five. Major groupings will be able to accomplish a whole lot more in the last two. Roughly one year of making those recommendations on the BR really thankful and hopeful that the city will be able to use this in the future as well. And then extend these changes sport Ranger transmission for technology in the city. Thank you, agent. Are there any questions from the members? Thank. Thank you for this. Great Oregon, briefing. I just have a quick question, as a relates to the use of technology and Innovation coming from working for the state. I know there's a lot of restrictions as it relates to technology apps and so forth. That may not have been approved by the state's it department and moving in this direction. Should we expect that to happen along the city will there be apps programming software that will be off limits or not available to offices? I am not the bed, and I don't think they would be many restrictions about certain technology that cannot be used to be actually happened to also be supporting the state and in some of the work that they are doing, and I think the pickers restriction, if you will, would be around cybersecurity little things, and it should also be the case. And I'm sure of the disease of the city also is quite right knowledge, but I'm going to make sure that we don't create new applications that exposed to these data to Bad actors. But beyond that, I don't think that there should be a challenge to a timer. Thank you. I know questions from the members. I'm going. I'm going to Sparta Manhattan where I really appreciate the presentations were a couple quick questions, so very notably back and I believe it was 2019, could have been 2020, be folded. Our IT department in with the former sleeping facility management. Can you talk about in? This is only in your professional opinion, doesn't hamper us not to have a separate it department and if it does given our current government structure, how do we overcome any kind of professional and depth deficits from not having an IT department? I need. I think that that was it was a lot of observations on that even when we do in the study and in the report that we created back in, 2020 are colored, was it important that the central it department has seemed to have the authority to make people liable to follow the advice. Whether instructor in Authority, can be seen only two drivers, by Christina sepper Department, then that should be the case. But that's, that's not a necessary and sufficient condition and then the more important than mission is to have the right auricle the operating model. So however, descent Light District, Concerts. Concerts in North Carolina department hours and play destruction. They should have the capability to support the needs of other users of Technology across the across the city of Destruction standards. Making sure the status of being followed be able to go. Don't go to hold the Department's liable for accountable for making decisions that are contrary to the standards. If a game that can be only done two having a department that not make sense. If that could be done elsewhere. That's also a piece but as well as theirs. So I don't have an opinion one way or the other but it is not about is the right. It's already available for Central. I d n. Do they have the capability to exercise that Authority in the power vested in the central structure? I really appreciate that. This is them are Utility Billing software. I think we just had a discussion about that that we did have a discussion about that and it is on and it's worth following up on sir. Your point. And again, this is slide prepared for today. So you start developing a strategy to replace the banner system B by your understanding. We have not started to develop a strategy to my knowledge, we have not supported the city on and the And therefore, I do not know if the city has a strategy or not but but if they don't delay definition, have a strategy. If they do then great day know, that should be implemented. Appreciate that. You're your critique of it is on point with the feedback that we've also heard from the last couple years. So thank you so much. Thank you care. You know, that I've been an advocate for separating it from Fleet facility management, even joking that there's a department that was created that dealt with Vehicles facilities and then I T. And so when you call that department asking for Windows, like what are you talkin about? Are you talkin about the application? Are you talking about him car window? 36 by 24? Like what is it? So I think that is a city. One of the top 10 cities without it, separated, Innovation and Technology, separated really doesn't send out the right signal. And I think that as we're looking as a city, To grow our population. In a sector that is right for growth that we should be signaling to the IT world that were open for business and that we want Google's in sales forces and all these other firms to come here because of the talent. And so I've already expressed my interest in separating that in 2024 budget. Given that the administration started in May and but it's coming up. I wanted to make sure they had a long enough Runway to do that and so I Tell you. tell you that, if this tell you that if this body wants to help push on those efforts love the assistance cuz I think it's important that do it Department of innovation and Technology to separate and had that Authority necessary because in one of the slide that talks about the millions of dollars in savings, I can't. I can tell you that in talking with it firms, it's hundreds of millions of dollars. And we're talkin about property taxes, that could be avoided by utilizing efficiencies with the revenue that we currently have. And so that's something that we need to, really, hold government accountable for a further to say, to that. It has been shared with me from external stakeholders that we, we also, as we talked about attracting talent to this work week, we have our ability to do that when we don't have a department because it does signal. As you said, we do not take this work, seriously enough to create a standing Department. I appreciate that, and I would say that since I myself took over this committee, like, we signaled to the it folks that we want to support you because it's toric Lee the commissioner of it. They? They were not true. They were not charged. They were not charged with any Innovation and more about Hays. Or are you getting your emails? Is your iPad, working your phone working, good, technology is up-and-running, I think that we need to read. Imagine how technology can be helpful for both of his stitches but also getting business is up-and-running quicker. Thank you all and you today and I totally agree the separation, it stand alone in this current in his current state and we do know all of the problems that we're facing if you can get the grade as being back to school energy, 8th wife, what do you, what do you, what do you assess and then secondly in a perfect world? Similar to a used car, right? Light is still runs well, since this it seems to be a lot of outdated stuff and some things I miss. Mark, what could be a right now? I hate to see a patch job that can really Begin. Begin to start the improvements. Needed to be more efficient and interfacing with residents. I mean will Chicagoans as well as internally as well. I would prefer I would refrain from giving her a letter grade right now because it's it's definitely not a while but it's also know that because they can't you just work is somewhere in-between. Not sure where it is exactly as we can get put some gauges and mg have but we have died in in all of her boards. Do you have? Do you have a question about it works? I think it looks on a Barely, There is a lot of passion that has been done. Think the reason ideas the way it is because historically Deep Impact. Deep impression would have been out of the investment. Would I be on a shiny? Shiny new project? It's about right now is generative is the best launcher, genitive initiative. And I talked about that little bit, that's great, gets all the interest and excitement, but then the hard job of making sure that the data standards as structured. You have the right architecture, the applications don't talk to each other is what I call a spaghetti mess. Instead they talk through a hub-and-spoke model with a date as being transferred to a single source and then be disputed the API model. All of those Investments have not been done in the past because of the situation is the way it is today. Text. Text Ben historical mismanagement, which has allowed technology to be where it is at this point. I think that is an opportunity, but all of your support and and be the focus studying, the station has on making technology work better, but that needs to be at the fundamentals about making sure that the roads are structured properly, the foundation of the building is set up so that the traffic to run smoothly. So far, we've been focusing on the traffic part. Do you know, having the shiny new cars? But not Call infrastructure. Nothing. On the infrastructure and I think that's what needs to change. Thank you. Aruba Cruise. Call. Well, I have, you know, my previous employment history, I have work for institutions that have technology up to part and also happen, but it makes a huge difference. When you have a strong, it infrastructure, it makes it much faster, more convenient and you're again you're more successful. What you doing? So thank you for doing this, and in all of the idea to create a hub to centralize all the it systems, it will be just great to go to one portal and click and different items that we all need to work on instead of their friend have to want to say it. Won't it one way or the other could be beneficial. But something that they brought to my attention just like all the rent a spot at was the banner infrastructure with the Department. I think that's where you got me. I was like, oh my goodness, this will be great to solve the issues that will be having with, you know, we just talked about how some are constituents their water bills. Have Skype. Have skyrocketed, you know, Eva not twice a triple the amount of they have him pain. So this will be definitely a key component to probably solve the problem. We want to stay with this but my question to you is what you know, walk me through the time frame to implement something like this at a city level with different infrastructures different Avenues. What will be a time frame that the day that will be implemented and be successful technology? Like this banner? I think that's one word about your overall system. So you talk about modernizing. I think The. This. The city needs to look at its processes all together. So it's not just changing from one structure to another structure but how the structures being utilized that becomes important. And that takes a long time because, you know, I'm City employee. So used to doing things a certain way. If you ask them to save things differently than the question would be, why low all the way it is? Always well to change. My attitude is critical Wendy world doing the demonstrations for Erp vendors. A lot of the questions that are evaluators the city value of his ass was about what I do. Things said in a bacon in person this week and the new system do it the exact same way. I wanted it to answer the Incident becomes important for the vendors and for the leadership of the city and then supposed to ask a question, why did you head this way? And to be able to arrive at how should, how should things be done to do it the right way? The motivation where I say this because that is the harder longer effort than just implementing a new system. Is a? And so have to go back and say how many years is going to take five or six years at the very least to start seeing the benefits for grp estimate, was about three to four to five years, to replace with the existing to the new system. That would be about the same. Those two between them will account for significance, set of existing systems. But not all of them lady, I'm setting, you know that if he created back in two years ago, Corvallis 7 year transformation Journey, and the biggest effort that is in the systems because I mentioned it takes a while to change the system processes from the old ways to the new edition base. The coding that they do not have the technical job in here. Take some time, but then that is an ink pad that should enable and that would enable the city to then use the assistant newer Technologies, more efficiently and better to do the investment of 56 yesterday. Well, result in the future. Nikki Holloman. Manhattan, worth and aldermen Mitchell. Thank you, chair. I'm very excited to have this presentation. Thank you so much. Can we go back to the tree graphic? Ever. Everything that you all said, I act like, I'm very excited to move the city towards Equity through our infrastructure, which include ITA. It's the, there was one word in here LeapFrog, and I suggest that we have a long ways to go to get there. But what I really appreciate about this graphic is that the outcomes for Chicago wins? Is the North Star? on my Online Self Service, Quick Service delivery Equitable, data-driven policies, transparency, easy to do business. With the city. Exactly what you're saying. We have to get us back to pre-pandemic times, where are economic corridors were really thriving and make it easier for small businesses to get online and of course you would ship of taxes and I'm excited to do this work with this body to move us forward with these are really historic times and I don't know what 11 what point do we say you know, all of our systems are broke. Start over with. Start over with the requirement of putting a service at the top and making sure that Chicago and they're getting what they need from us. One thing that I do have a question on is, what is omnichannel? Sorry. If I ever really means multiple channels all regardless of channel. So if I'm Chicago on vagina and if I want to access to the services, I could walk into the city hall. I could call a number 311 or I could go to the Sharks even when I hope I could go to the website, I can go to a kiosk and I get similar or identical service to get my questions answered in a very consistent manner. Did. Today, it is not because not everything is available across all the channels depending on my specific Services. I may have to come to the city hall. I may be able to go to the website, the website might look different against the Chicago standard website. It may not be enough about the respect of the Channel, having similar access to services, and it has similar similar experience, when accessing city services, That. That answer again, thank you for your presentation today. If we just put Equity at the top and making sure that every Chicago in is getting the service that we need. Then I think that were going to be okay. Of course I agree I want to see this happen instantly but to do it. Right is really important. So to have the requirements up front is really priority. Thank you. Thank you. Thank this is this is a very eye-opening presentation in my former life. I worked with gardener snow at the Mercantile Exchange and we ran into a situation where we needed to. We want to be a leader in the technology space. I don't know his decision is made to totally commit to overhauling. Didn't that work? First and foremost? Cuz we talked about infrastructure and then building all our platforms on top Being. Being a professional at your level. You know, that's an extensive dollar amount. And that's one of the things I did not see in here, I too would love for us to have our it Department. We need it. It's it's, it's when I wear in the Stone Age because we we we don't do that. We don't We don't know. We don't maintain and blue. We don't maintain inflection Capital. We hire our we had vendors all over the place. We don't even have to allow Network in that. That that puts us in the position that we are really need to start from Ground - -2. I don't. So I wanted to make those comments because I think all of us in and getting to know the members of city council that we all want to see what's best for the city. But the big, the big thing outside of talent acquisition organization is the is the is the investment. I don't know. Ice. I see. I speculate with a several billion dollar budget that are it, but it needs to be about a billion dollars. and we, And when you asked about time, you said minimum size. Yeah, that's, that's optimistic, that's really optimistic. Our infrastructures Antiquated, we can get in at walls if we wanted to do a whole new infrastructure. We we, we need to really if we really want to do this, we really have to have to be, we really are. We really have to be very thoughtful and willing to take those steps and going into budget season. And I know we've been working on that talking about that for a while. To ask is a billion-dollar and I'm waiting for a real what we are assuming this is two years ago, prior Smith for it more. It was. It was about. She was about five hundred million roughly for replacing with the current. Do. Do the new rides out. So it might not be a bad idea to cash it sells. And that's not including the operational expense about hiding additional people will hate, but then that's not a billion dollars annually. I think that's all real time right now. And I believe and I think he mentioned that the capital of bond was approved was lost. Some money has been quote-unquote allocated but it's important right now is to help you utilize that money and start spending it together. And the other part also is that you mentioned already, it's going to take five years. Plus, it's going to take longer if there is no consistent, Focus behind it, right? So you need to have the leadership to say, I'm going to do this end and talk fully inconsistency, operate upon that. it's It's about a man who has great looks great on the paper, but that's when things break down and that information requires a good operator to see under the ship and Technology to come in and drive the right things that need to be driven and do it without. It is probably take longer than 5 years and older senior. I'm familiar. I'm familiar with departments to your point about certain departments basic out there on IG fonts. Came to my attention that in one of our departments, they didn't upgrade it. It was a, it was a system built just for that department. The. The systems were not random parallel. So we lost. We lost data, we lost information. So, in addition to money to investment that we would need to make up front that whole strategy, and how we, how we build, how we roll over systems, and things that needs to have its own blueprinted. So based on your experience, what would be, what would be first US? What would be first. And I'm under the impression that First guess, would include. Multiple objectives bike infrastructure and then Legacy systems aren't that runs on the obstruction and then why your your application and then finding out with applications would be better and then run. And then Angry. homegrown versus out the box. Since I need a ride. How do you write? The old-time concert of people process technology. So you got to have people to run that she got a bill. The ID capabilities within the city hired, as head of people who know what they're doing to build up to the capacity, as well as the capability to different things. You got to do, got to do that without it. You will be relying on your vendors. May not always have the same incentives that you do, right? That's one. The second one I think is about modernizing applications and the Applause at 3 to put a city, which I think is right approach is to not modernize and individual application. But Martin is a business capabilities capability, just changes the dynamic. It's not about technology for the sake of Technologies about. How does technology help the business that is that departments? And what I said he does do this job better than reflecting saying about these three up a 20 application that I could replace them but these three applications that will do the same job, but do it better. Weather in. We didn't. Within those. Because a technical question and dependency to say which one gets first. But then the end goal is to modernize the business capability all together and not just the application. If you only focus on the application, filled out the application in itself be better, but it doesn't exist with all the other application that needs to work with. And I think if in the current situation because all the other application also broken, if I only more time is my current application, how to make it work with these existing applications, I will make it less broken but will still not be able to help the constraints of the other applications. But if I'm all the set of applications together, then I could start doing things so that these older Legacy couldn't go broken applications become part of comprehensive. listen to First and foremost, is the people. The next is that acknowledgement technology as a business kaper-dale together and not just one assessment the how we, how we were able to arrive at Erp as the primary one was because we looked at the business capabilities and he said, well which one is the one that has the most impact across the city? And I received the position such as benign as a child to kill men, came up. Let me know. No prizes for guessing why they they affect everybody, and they were also costing a lot of money to the city today and the. Meeting. Meeting minutes. Dr. . Then becomes a technology that you said modernizing that combined with the other two as one night, that a technology that will have invocation to the dude that monitoring the data and enabling Addiction Services that are not going to leave until today because the new replication of the CRP enable better use of these two sentences example bring back at this. The people and the business capability through technology are the two primary drivers of it. Both of the. Either one of them has, you're not? See if I can go on and on but I'll leave it at that. Thank you. Once again this is extremely, this is an extremely opener but I wanted everybody know what kind of dollars that that it would take to do this effort that we've been talkin about something that you just so, you know, so, we So we start with that initially. As. As we realized savings, we can go in and reinvest those savings. Into the IT upgrades, the minimize. What do fishes do or where we doing that? That that has the city spent? Dollars. I don't know how much. Dollars. I don't know how much the contract was with gardener is, but a blueprint blueprints only as good as if, if we implemented, right? Is having a having a having a plan and I don't blame any is not a good thing. So, the first thing in my opinion, you know, there's a CIO position within the administration Administration hires at quarterback, so that he, or she can implement it. So, until we have that position on, it's tough to do that. And that's that's the other pipe piece. Governments, pay significantly less tighty professionals. So we'd be hard-pressed to pull somebody from that with that kind of experience soon. The last project we recognize that and we did some title changes when he learned a lot about tradition of Revenue, additional salary increases for these positions because Auto Mitchell's correct for us to get a top-notch CIO. When they can go now. When they can go make half a million in the private sector million in the private sector stuff to rid of disadvantaged. But we did increase the salaries for these positions. And so we're hoping to find someone that wants to serve the city and then make money after they serve the city, so we'll see. But you know, there's no way that the city government going to pay half a million dollars off for a CIO. We just we just doesn't look right for us to do that. And I have to see how you do when you are There's a lot of work and I'm hoping to get this done in your term for the, for the new Alderman because there are a lot of cost savings and just so, you know, in 2019 2020. I formed a working group, but I see professionals covid hit and put it on pause. We're going to reactivate that working group and the members of the e, c, d, e, c, t, d committee are more than more than they can be on the committee of feel like this is a committee of it firms that are located in Chicago. Some local, some national that would just talk about what other cities states and countries are doing around technology. And then from a legislative perspective, given some information so that we can put forward legislation or polished how to change recommendations and how we want the city to move, you can come in that we that we continue to press the administration to to get these things done.
