Mawr Avenue the purchase price is 1.5 million or roughly $3.25. A square foot which Compares compares favorably to the market rate. The price. The prop. The properties located in the 39th Ward and we have received Elder Nugent support and look forward to working with her on the long-term development of the property. The property contains several facilities formerly used by the United States Marine Corps in the property, will be used for temporary migrant shelter. We anticipate significant beneficial uses with the long-term development of the parcel, and will be working with elderly gent to determine the ultimate. Are. Are you? Are you anticipate that this location could be used for educational and recreational uses by the city? And our sister agencies including the park district, Chicago Public Schools. The property is also adjacent to our partners at the c. T a Do you? BMW, RT board approved. The sale of the property to the city of Chicago, at the regular board meeting held on August 10th. And is that in is that in the request that you have for city council, so the 1.5 million is just to acquire the property and those are all great questions will then be working with a budget office on. Coming up with maintenance costs, will have to work with a budget office and with the Elder nugen on coming up with a development plan because that will cost money as well. And then ultimately the long-term development will have other costs associated with it but the base price of just acquiring the property at 1.5 million you think it's such a good deal that we should get it now. Wednesday is. I wouldn't say it's a good deal. I'm a little concerned about a spending just 1.5 million just on the building. That doesn't talk about upkeep that doesn't talk about what happens inside and then what are the service that have we learned from setting up other shelters? Cuz it seems like this is a one-off and I would like to know was there other properties in the ward that you wanted to acquire? How are you all? Cuz I guess that's never. And maybe that's something you can't answer now but I would like to see a list of all of the bills that you all are considering Play shelter. The shelter's cuz it just seems like what we make it rich like one point. Find. Family Dollars. That's a lot of money. Just won the purchase of a building and so what, what it said, it for the community surrounding communities. How is that? How would you? How would this shelter? Not only help. I know we're trying to alleviate those police stations but then how would this building be used for the community afterwards and I would like to see in the contract. How long do you all plan to be in the building? So I would say the immediate timing for the shelter is unknown, but again, the long-term development, what is the ultimate goal? And that this is along the river is got a great opportunity for us. And then as far as looking at other properties, this is something we've been working on as a group and I have a colleague who could maybe speak to that better? Good morning. My name is Lori and Lipson. I'm the deputy mayor of infrastructure. Good morning Alderman, Taylor. Or part. Or party. Or part of your question. We are current the building current assessment. We have to do a little bit of HVAC work with the plumbing, the roof, the exterior facade are all in good shape. Even though of the Marines left about eight to ten months ago so the facility is up to par, it's not a lie. Construct. Construction work that we need to do to get in the building. And so part of this deal, is that why we're purchasing? It. We are leasing it as well. So, while we're coming to you asking for your approval, for the purchase, we're entering into a lease so we can get into the building. So, as soon as we get the appropriate approval, we can lease out the facilities to us. So we can use it for the services. I'm, we're estimating. Just to give you a ballpark that it'll probably take us three weeks to do. So to get in the building, get all the facilities. Make sure we move inappropriately. I hope. Hopefully they answer your question. Yeah, I got a couple of but keep the money from me. What do you all feel? Like the prices to upkeep cuz you're just talkin about the 1.5. And so that's what I'm trying to get to. You talk about 1.5 million to purchase it. How much more we be spending on the inside of the building? Currently from the Navy. They spent about $43,000 a year on caretaker services, so I'm guesstimating around that. I don't, I can't give you a better answer than that, but they spend about 43,000 a year. Alderman, we can. Alderman, we can look up from comprable properties that we managed in the city and then come up with an estimate for you as well. And we can, we see a list of other buildings that you will call her. Thinking about using. So we have a list of properties that we've looked at that. We do not consider not going to longer considering, but I can get that to you through the chair. Are we going to learn from? And I guess that ain't really nobody. Here could have to answer that question. Y'all should have had somebody from DSS here because we need to figure out what is the protocol in these buildings as well. I want us to learn from our mistakes and right now we have a lot of chaos going on in our shelters because there is no plan. And so I want to know what you are going to do different. And I know that's just not a day, is question. That's a everybody question. What are we going to do different than we're doing in the other shelters? All. all the Altima. Alderman, Taylor. We're going to start with the basis of what you have in your neighborhood. The same thing curfew at 11, we're going to have the same security perimeters. We have c p d and we're going to have the same rules as every other shelter to start with. And then we're going to take the lessons learned from your facility and others who are here to make sure it runs. As smooth as we can have a conversation about that cuz that security is not working that. Well, y'all got to women. over the Over there, who will be in. Over there who were being sexualized and whatnot since you're in the building. If so, I want us to have a real conversation before we start any more shelters about what actually should be going on and what the facility should look like on the inside. If we use Capitol Bail Bonds, that's a different set of criteria but currently the Lorenz Kedzie to has money and we can pour from there. But first, our first step is to make sure Council approves it. and, And the capital Bond bond fund money. There's a program set aside for acquisition of properties. Like these Yeah. yes, but we're probably leaning on the Tif Okay. And does the, that the Tif acquisition cost is just something that happens through just doesn't have to come before us anymore. Is that, are you going to use come back before us? We would have to go through the Tif committee and Tif committee would go from the city council as well for all those appropriate approvals, okay? And then you mentioned Lori? Elise? Yes ma'am, how much is that lease and for how long is it is for $12,500, it will go toward the purchase price. It is for two months and with the extension for 2 months so we're hoping fingers crossed that we can clothes get the appropriate, surveys in 4 months. okay, in Okay? And the 1.5 million is based on appraisals and the appraisal came back for that amount. It seems like not a lot of money for we have been working with land, we have been working with mwrd to do so. and, And sorry I have 48-year eyes. I think the yellow area that you see in the area is a current easement that we already have. The red is approximately around the actual facility, so we will get that and then the, I'm sorry, the square part. We had a pointer includes the area that is close to Northside college prep. So, M. MD. Mwrd was very adamant there. Trying to make sure that they get this purchase price because they're going to use it toward their pension obligations. And they mentioned that at their August 10th meeting. But we work really well at the municipal 2 minutes. Make the deal work. What am I? Pretty is much much are yes. And what is the capacity going to be for this site? Car. Current. Currently we have a couple of estimates but since we're not in the facility, but we anticipate inside of the facility, we can hold up to 550 people. In. And just for a little context, this is where the Marines at their training. So they have showers, they have office space. They have classrooms for training. They have a mess hall at cetera. Are they buying out that lease to either us or wrd? How's that working? They actually terminated the latest with the Marine Corps. So, that was terminated also at the board meeting in August. The Navy was in charge of the Marines entered into a 39 year lease for the facility. And as you know there been closing a lot of the facilities for on landside for the Marines until this was one of the property so they vacated but their current lease was for third. here's, I hears only other question and I expect we would see this in the Tif we development agreement. But are there any constraints on the purpose? Is this land could be put to you in the future but like does it have to be for public? Recreational purposes? Is there a future where we re sell this land for private development? Just trying to get a handle on that, we have all those options and that's probably why we're going to go to Chick-fil-A and we have all those options at our fingertips. One of the things that the site was originally looked at was for Recreational, Park District, and CPS use. And I think that would be a great use for it as well. So we have a couple of options were working with ottoman, New Gen to come up with appropriate resources for that. I really appreciate it. Fantastic also love having homegrown homegrown field across the street like the park from their Charcoal Delights. Went to college a block from here. So I know the neighborhood. If you like okay thank you Lord you mentioned that it was good dialogue between emek mwrd and the city so that leads me to believe that that the numbers about how much it cost to operate or deferred maintenance, do you have those numbers even if their last year or a few years? So, we can stay because my assumption is that, it may be very little work. So, you're with, what you mean, a little too, but it's still going to be some work. And how would that get paid for so, So the $43,000 is a combination of utilities, their property manager and their trash removal water. Did I say electricity is early? And so we are anticipating at least. 43000 for sure. One or two things that we are also unable to 3000 per year per year. Yes, sir, in addition to that, we're going to be there. Is. It's hard to see, but in the left hand is where the CTA turnaround is, it's a bus terminal. We're going to make sure we fix, there's a fence there. We're going to make sure we update that area as well. Meaning that the buses don't have a easy way to Traverse into that back area. There's two technically like parking lot. So, the two buildings. I don't have a point, I'm sorry, but there is two buildings that look like, look brownish. Those are garage 3, / hunger images and then that back lot is also our parking area. Okay. Will there be any anticipated infrastructure improvements like public way. Anything like that. I see, I see, I see the money made a go there. So there's some sea life associate. Actually the One. Great thing about this facility, it is kind of push back. So when you go down, Foster and go back, all of that is pretty much kept in, really good shape, to be honest. I don't anticipate any public right away. Work of the CTA uses bad all the time. The college as you know, is Solomon was spotted said there's a college across the street. And then the also the Northside College Prep School. Okay. Okay, I want to say this. Going for when I anticipate a lot of things being bought the city council in various committees, please, please, please. Give us the plant. All too many times you asked us for the money but we don't know the details in the devil. As you all know we're all professors at the Devil. The devil is in the details. We like to make a lot more prudent decisions about things and having those those details with would help us, I think think think you're going to get you that information. Ask. as one of the members Alderman Moore, Thank you. First of all, respectfully to your sister and hit my hand up at the second after Maria had. So make sure you're looking everywhere. I go, I give you this past this time, I'll ask one of my first question is where the funding is coming from. And it's saying this or that or anything like that without just beating up with a horse. Before I can begin to support this. I think is we have to be clear about where this finding is kind of fun until versus buying acquisition. All, that is it is different and I can't just approve anything. In terms of not knowing clearly what a funding source is coming from and that's for the strawberries, not going to Part 2 from me and that's when will finding money to do things with. And when I'm looking for something to do it on the Northside, when I have issues on that South Side, Nowhere, if it's coming. Nowhere. If it's coming out of herself, never stopping alderman for using that if money to do what they want to do with their stuff. But if there's other money coming from and when I'm asking for a recreational facility and rebuilding, I can park in Englewood and somewhere up. North got more amenities than Inglewood and I'll be foolish to vote for stopping to pull money from another source that I could be using em in my community, especially when we talkin about equity and so, for that unit. So I'm clear on where money coming from. I cannot support this right now and I may even asked to hold this item until that's clear. The second part is a clear strategy around helping asylum-seekers. I told everybody when we had the briefing with the administration with the Assist. Assisted. Assistant chief of staff for Deputy Chief of Staff. One of the things we're, we're we working with our County Partners, our federal partners. And of course, you know, I'm State partners. And if mwrd all this already, why aren't they using it to help with the migrants situation? So and if they want to pay us to, you know, do any Services that's fine. And so keep this on, this cannot be just on Sit. City in. City. And so therefore it that's got to be a clear strategy. We don't have a clear strategy. I have not heard or seen a clear strategy up. I've heard that we were going to work with the city. I heard we were going to work with the state. I heard we were going to work with the federal government, but the city can't bear this alone. We cannot bear this alone. And so mwrd has the building now. So wise and them word using it, to do their part in helping out. And so for that, I cannot support it until until that the strategy is clear around what we are doing and so I don't need no applause, but thank you. but, But yeah this week we got to have a strategy around this but that's one thing. The other part is that when I'm seeking or others are seeking a I got to talk to myself and Inglewood to do development for recreational facility in Inglewood that have a poor one and people finding money. I can't in my right mind support this right now. And so I'm I'm going to make a motion that we hold this item until we're clear on the funding source. the traffic like, Everglades Elementary. Sure. This isn't just a point of clarification and then I think she's a point of clarification. Yeah, sorry. Just as a point of clarification cuz I know all the Roman Nugent wanted to be here and she, and I spoke at length. So she's very supportive of these funds coming from her test for this. And I know folks who said it doesn't seem like there is a plan, but there is a plan and we've had lots of kind of working group conversation. They know the older woman has worked very diligently on this with a, is in the mayor's office in her community and just wanted to offer that. Whereas, maybe the city can clarify to answer your question, Alderman more. I kind of agree identifying the funding source but I know, the older woman is supportive of her tips on staying for this. Yeah, I did want to say that I too spoke with the Alderman and she is in support of her test, funding the project and that she did state. That it would be a star and you know that they are long-term goal was to have a few no work to to do a recreation center on additional Park District. So that is the long-term goal for the project. I've taken the opportunity to sit down with many different older people on my world at war leader in this was what alderwoman new to talk to me about, she talked to me about this site, the issues that have been occurring at this site because it is, you know, it's been somewhat empty for some time and she said, this would be an excellent opportunity to create a shelter to address the influx of new arrivals in our city. So I know this is a priority for her and I'm proud to support this in this committee because this is really smart public policy. We are meeting immediate needs in our community. While at the same time, acquiring a really great property in. The North Branch of the river that in the future, will be able to be redeveloped in a really great way. and I, And I agree with some. And I agree with some of the other common. And I agree with some of the other comments have been sad this price. For a lot of this size, along the North Branch of the river. This is a good price. So I'm in full support of this and I do believe that there was a motion to pass. I don't think that was as for that other motion. just, Is this a motion? There's a motion on the floor by album or two to the parties item. So we're going to have before we take the both of us to Alderman on the calls that I wanted to be recognized for its point of clarification. When I just part of the debate before we take the boat, the department of us with information service wants to. Once I just want to hopefully this answers and clarify that a little bit, we didn't want to say we were definitely using two funds without having gone through the Tif committee process. So the plan is to use the Alderman's test for this plant. But it. But it was still need to go through the process though. Add. I'd like to respond to the Alderman's inquiry about the plan on and offer a couple of points of reference. So every Friday, I every single Alder and city council, receives a briefing that briefing gives you the latest data census and any other kind of policy changes that are under discussion and looking at but in terms, But in terms of needs and resources every Monday, there's about a dozen Alders that have a standing invitation to be a part of the automatic working group or we Workshop ideas, we bring for proposals people give us feedback. We make some changes based on that information. Are we? We asked those Alders to serve in the working group so that they can help provide greater detail to their colleagues. We host monthly briefings for the general assembly so that they know exactly what we're doing. We host monthly reframes for the Illinois, delegation. I want to just give some some contacts here. So the state has invested 250 million dollars. Since a year ago when we first started receiving buses, the city has invested a little bit above 50 million. the federal government, although that this is a federal responsibility has only invested $21 that's, That's not even covering what are monthly burn rate is. Yet, this is precisely in the jurisdiction of the federal government. This week is a very important week for us. 40, Jake, Lee a letter has gone out from the governor specifically, asking the Department of Homeland, Security and Human Services to be able to allow work authorization. In a temporary capacity when we can demonstrate, there is a word for showed Sportage critical shortages in particular, sectors and it will Garner a significant public benefit. We do. We don't have to do that with the binding ministration doing a blanket to. This could be something that could be granted on a state-by-state basis. There. there's, There's also a lot of support from the labor Community, the business Community Congressional leaders to put this pressure because we know that that is a sustainable. We? Wait. Way that we can begin to address this situation so that people can be on a path towards self-determination self-sustainability. The other piece the mayor will be meeting with secretary. Mario costs to reinforce all of these ass. Because again, this is something that can only be remedied at a federal federal level. And yet, the city has stepped in the county has stepped in. The state has stepped in and significant ways. Neck. Next or this Friday, the state is receiving letters of intent from various municipalities cuz the state of probate of 42.5 million dollars. The city will be joining forces with the county to develop a plan to support our adjacent municipalities villages in suburbs, to be able to also Are. Are taking the shared responsibility of welcoming, our new arrivals. So, all of those pieces from out-migration, where we meet people at the Landing Zone and we help them get to the wherever they're going to be on Chicago to providing emergency shelter, which right now we have 832 people sleeping on the floors and police stations in at O'Hare. We have three hundred plus at O'Hare, which is 200 more than what we can typically take to providing interim congregate housing, which is what we've been doing in terms of opening up a large sites to then resettling upwards of five hundred households so far with six months of rental assistance. It's a four-part process that has been underway. Since we've taken office, we inherited this. It was no infrastructure and we have shown up in ways that we have leverage, both our County Partners, our state partners, and now, we're And now our Illinois delegation. So just wanted to give you that update. I'm happy to go into further detail, there will be some forthcoming bigger announcement. Soon as we are under discussion with some of our members in the aldermanic working group as well as the state. At last. Add plastic. Let's stop talking about what we inherited. But it's sidewalks resurfacing, lighting those type of construction infrastructure Investments. So, you know, one of the things I have posed on the capital B was a lump sum this is, This is exactly. This is exactly the issue is when we give the Executive Branch, the purse strings without identifying, where those funds are going to be allocated, is exactly situations like this. Come up. That's a lot of money that's there for infrastructure Investments. And, and, and I think that into having these discussions and getting that Capital bill passed against the intent, was to take a look at infrastructure Investments that, that we deal with on it on a daily basis, and make sure that we have matching sources for federal, grants Etc. So, strongly support the utilization of Tif for this acquisition. I think the project and the amount of land that we're getting for this price is really a really good deal for the city of Chicago. But I do, I do oppose. The utilization of capital bond funds for this because again, this is not with the intent of the body was for utilization of the capital funds. So Again. against the, Again, support if percent opposed Capital because again, this is not what it is and and I would hope that at some point as well as we take a look at it having Capital hearings and the budget process that we as colleagues. Take a look at line item line item in projects vs. Lump sum, can we find ourselves in this situation? So I support this project that when the most comes up from chair hand and I'll be supporting. We're looking to reopen that up so that we could have local businesses. Catering companies be able to bid for the meal service as well. Stay with the security that in, in terms of like when a community-based organization applies, they would put together a budget that would, like, lay out the entire sort of Staffing structure. And, you know, you've been really great about bringing forth a lot of your community partners that are doing work, particularly around Community safety and and you know, building relationships and bridges. The right-of-way acquisition is needed from adjacent parcel owners for C. Burley. Avenue roadway project. Burley Avenue is needed to provide connection between two, major roadways. 2 /. To provide access to Industrial properties. Along the Calumet River and to reduce truck traffic from adjacent residential areas. Moe's. Most of the needed right-of-way or part of adjacent vacant land. Dinner. There are only one parcel that has commercial building. There are no real location of any Resident. Notary location. Are. Are all the parcel owners have been contacted via registered mail and no objections have been received. We? We have been coordinating this project with the 10th Ward Alderman and he's in support next. I would like to show you some details of the project. Saudia the project location as a mission is from 10 6th Street on the 20th North to 126th place. Via Verde Avenue that are the areas that Shone as red line. Those are the portion of the road that's going to be. Constructed is currently being designed by c. C. Portion will be constant designing and constructing Burley Avenue from 117th, Street to 106, 6th Street, and also those two segments, the roadway exists, no longer current delay, but we would be reconstructing it and also barely Avenue exist along this segment, but we will need to reconstruct it. Deep. The portion that shown in blue is the being constructed by a separate SRI development agreement, that was negotiated with a private developer in 29, do is separate from the right-of-way acquisition. C. Is seeking your support. Why the project is needed and there are at least three reasons why this project and I think I alluded into it one. Is it provide the connection between two major roadways that hundred and 6th Street and 126th place number to its provide access to the industrial areas, industrial businesses that's directly east of the Calumet River currency. They have a hard time accessing their properties and Burleigh, Avenue will provide that access as a result. We also expect that more businesses, more Industries would want to move into the area as a result of building for them. The infrastructure where they could access their properties. And lastly is number three. The reason why this project is needed because it will move some of the truck traffic from residential area into this new roadway. A b. This aerial shows the overall project Footprints again, 106 is on the run on the right and 126 is on the left side of the entire project as a mission. Part of it will be built by CDOT and parts of it, which is mostly this part is being built by a private developer. So you can see that the area has all of those Industries east of the Calumet River. They have hard time, accessing it and if you ask me, where are those access? Some of them access from 106, they use Buffalo Street and then hear the road doesn't exist. So they just go into gravel area this Industries here on the south side of the project, the excess their property to Carondelet which constantly flood icing couple of years ago, we had to just do some remedial repair for that road so parts. Bass Pro. This project. This project will be improving, this current delays. For those Industries, they could access currency. They access also, through a private road, which is a hundred and 16th Street. And at the end of the project, this roadway is being built hundred and 18th Street. This road is already built by a private developer so you can see that the accessibility to the air Industries on the east side, can you make sure if I would be substantially improved? And the other reason I mentioned that it would come Destroy. This red light. This red line, This Burley Avenue will connect 1063 2126. Play switch to today, doesn't exist that connection today. Only exists through this roadway which is Avenue and as you can see on the north side of Avenue is mostly residential area. It's heavy, travel heavy, heavy Vehicles, including the truck stand by building Burley Avenue. Some of those traffic trucks will be using Avenue or rather than continue going through this large industrial residential area on the on the westside of Burley Avenue. And there is nothing there that are North Norfolk set. Nothing I mean by building Norfolk Southern truck, it runs and starts from 10 6th Street and it's D. The western boundary of this Burley Avenue is in Norfolk Southern trucks that runs along this where I am. all the All the way to that to the to the South to the project is needed from those three. Real reason desperately need A proposed, improvements those coming next. Slide will show the portion of the project that see that will be constructing. And this is Karen delay. As I mentioned, this is already exist exist but we will need to widen it, make it accessible to the to the industrial area. This portion of the road. Bing Bing. Being bailed, not yet passed by the private developers. Separately, along the corridor of Burley Avenue, starting at 1:26. This portion is exist, but we will need to be constructed. This is already built by the private developer. And they're moving North from south to North the red lines. Oratory the blue lines are already built by. This one is built by the private developer. This is already bailed and this one is in the process of being held this year by the private develop and the private developer will build up to a hundred and 17th Street and then north of that area that they see that project that we are presenting to you today. You can see on on the other dimension, on the west side is Norfolk. Southern trucks running. Very parallel to the to the roadway under the east side. Is mostly vacant lands that we will need. As I show some slide, we will need to acquire part of those vacant. Not the whole thing and we in some areas we need to acquire only 7 ft, wide strip of land from the adjacent owner and some other areas 14 ft, but the show the next light showing some detailed. What the right area code is. Again country. Again, continue moving removing North. This is the roadway that's going to be a big design. Currently vacant land on the on, on throughout the entire area. Yes, sir. There is a baseball park here but we we, we looked at the distance is about three hundred feet from the edge of the of the baseball park to the to the new roadway. So that is quite good number good, number of feet of buffer and then moving there further north the the roadway again they can't land on this side and then the road would have to create this kind of a curved use existing Buffalo Avenue as the rez, the Burley Avenue Corridor and connect to 1063 at this intersection. so, they so, this So this is the owner of the overall footprint of the project Project funding. We are not using any City fun, fun things for a hundred percent by federal and state. The majority of the van. Coming from Maryville, Illinois, fun. So no City farm is being used. Some details about the properties to be acquired. We will need that for type of properties. One is fully take full. Take, we're taking the entire vacant land and as I will show and there's one of them that we have to take one commercial building. It's in the on the alignment of the new roadway, Take. Fully take property and there are only four of them, the remaining part of the right away that we need to acquire is partial take. As I mentioned, it just a strip of land as I will show at employees. Mint tea is only needed during construction. And at the end of the construction, we will turn those temperature is my back to the address and owner and PE Herman and easement again to ownership remains with the owner. We need this strip of land, that's only 7 ft, wide from the adjacent owner. The area shown in green doors are the temporary easement and we needed as I mentioned only during construction, we take it. We build the project at the end of construction, return it back to the adjacent owner, so that they can decide to Purdy's meant in Portuguese, man, and keep going further along. Currently same thing strip of land. That's only 70. 7, ft wide. 7 ft wide. From that Jason vacant land and temporary easement temporary. Easement moving along the corridor of Burley on the east side of where we would need to acquire from its vacant vacant parcel. There's no building on it. That's 22, ft wide land. That we will need to acquire from the adjacent to a little business, Jason, partial owner. And the same thing here, that's the end of it. This part is the developer already bailed that and the right away is not part of this project is part of the Redevelopment agreement in 2019. This location here, we need those small, very small, two triangles from Norfolk, Southern soe. The city would be able to maintain the, the sidewalk that will be installing across there. Were there railroad to? This is a permanent is meant that to the color of and, An orange color. And then moving there for the note, this is by the developer, we're not talking about that. The developer right away is already bought by the Redevelopment agreement. At this point here, we will need the entire width of the. The city doesn't own any property here. So we will need the entire which, which is 80 ft wide land. That will need to be acquired from this surgery center owner, vacant land. No buildings. Are moving in. We? We wouldn't. We will need to get, only 14 ft at the area color than pink to be able to build a road and moving North. Same thing here, 14 ft wide strip of land. Same thing here and then same thing here, all vacant land, there's no buildings on them. So we'll be acquiring the part of the land. Ocean State and then delicious, the last property need that we will need. This is hundred and 6th Street. So the roadway will will make this kind of car and use the Buffalo Avenue right away on this light goes area shown in this color blue color. Yes, we will need to acquire all of this land. Those are vacant land, all of it. And you can see that the reason is because the roadway we need to build along this alignment. And on this land here, that one property that has an existing commercial building that will need to be acquired. That could not be saved because the buildings are are here at the building. Of course, will acquire the move, the building and build the roadway. And the rest of it is the Temple of the easement at this location. Small triangle to be acquired from. This is a vacant land. Also and a small only 6 ft wide strip of land on. You know. North side of I-10 6th Street. Add. Add schedule of the project. We are currently on face to design final engineering and we expect to start construction on the C. Project at toward the end of next year. End of 2024 asthma. As my presentation. Before we went to this phase, we went we will in Phase 1 engineering and in Phase 1 engineering, we had extensive public information hearing, we had at least four or five meetings with the community and call me. Naked in public. Naked in public information, healing documented by court reporter, they were support for the project throughout the community, we have to date we have not heard any complaints or any any objection to the project because it is needed because it's moving the truck traffic from as shown in the slide from residential area. Avenue O. We have new because I feel like qualitatively there's a difference in their feedback. When we we had we had as part of the requirement, we send the announcement to all that has all the residents affected by the project and they didn't came, we answered all the questions. But they also need to be compensated for their time and efforts. And it to recoup their costs because in order to get a scope of work is that she said they're dealing with certain issues of the property, they need to bring in Consultants. They need to bring in Subs in to bring and she sees those things are not free and until the project closes all of that is coming out of Polly Pocket. Pull has to pay those costs are recouped through the end of the property, but instead of taking that up front, as soon as the deal closes the developer says hey we don't need that upfront. Set forth in the one Chicago Housing strategies for thriving city, that is the name of the the city 65-year housing plan. We've been doing it since 1994 to Party City in. Its entirety has been submitted to the committee and has been posted on the Department of Housing website. The first-quarter report is especially important since it establishes the housing production estimates for all of our programs in 2023. It also includes our annual user's guide to do your wages development, and preservation programs, featuring brief descriptions of these initiatives along with information about funding sources and Reporting methodologies. so, So this here is our our estimates and it's in the three different categories to create and preserve affordable rental housing to promote and support home ownership and to improve and Preserve Homes. So as the chart indicates, we're looking at a plan for 257.8 million dollars in 2023 and that is serving 50 either creating or 50s. 1356. Irving 5638 housing units. so, the So this just lying here, will show you that during the first quarter of 2023. We've committed ninety six point three million dollars in funding to create or preserve 1346 units which represents 24 24% of the 2023 unit goal and 37% of the resource allocation Bowl. On the next slide is the trading of preserving affordable units. So these are programs that support new construction along with rehab or abandon or deteriorated properties examples of my last project we just had Islands. Harris would be preservation project with low income housing, tax credits, home investment partnership, funds and trouble of building initiative, are some of the examples in this, in this bucket in the fourth quarter due to delays committed, 87.4 million dollars. I'm in resources to create a preserve 636 units. These totals represent 22% of the 2023, multi-family unit goal and 40% of the multifamily resource allocation. In addition to these production programs, the city also provided direct rental assistance for over 3,800 units was the rental assistance program for the Colvin. So here's a couple of examples. You would have had the other one. Here's another one within Cointreau. So Olive. Other person. Find this time we were just at a groundbreaking in a couple of weeks ago on this project. This is a 67.5 million-dollar Mall, affordable rental complex, and it's in the West End of the 606 Trail in the gentrifying Logan Square neighborhood. Also of our apartment ship with Chicago, Housing Authority, 19 housing units will be reserved, Chicago, Housing Authority, tennis, which is like zero to 30% Ami, the remaining of the units because they're light cycle be at 60% of of Ami developers are Latin United Community Housing Association and Evergreen real estate we provided 9 million dollars in funding 14.5, million in multifamily loans. Every. 31.8 million a low income housing tax, credit equity and 37, or incisors and 3.7 million land right down. And then the result of annoy state of Idaho did 1.7 million in donations tax credits. Kansas showing how complicated our financial Stacks need to be in order to find these affordable properties. Another example is the Roosevelt Square 3B. So this is unrelated Midwest on. This is also with the Chicago Housing Authority, is, is a former Outlaw homes in the near Westside. This includes a new construction, as well as renovation of the properties that were built back in the early 2000s and it's also will be home to the only Museum dedicated to the history of public housing in the United States for crude 141 million to finance. This project has a low income housing tax credit Equity, large amount of shift funds and see if they provided the vacant land and the donation tax credits. cuz, Casa Durango. This one's actually completed. That was completed in q1. This is the resurrection project and it's a ribbon cutting was held back in February of 1850 to 54, South Racine to five-story. Building under the $2 ones of five-story, building with 37 unit on the other structure is on Ashland. It's 2008 South Ashland and that has an additional 16 apartments in there, we provided year of 5.6 million dollar loan and low income housing tax credit Equity as well. And that project is on leasing up right now. Another. Another present. Another preservation project here is the church view Supportive Housing. This is about halfway done and this is an existing building for seniors and a supportive living facility. I'm also has a designation with Illinois in the 16th ward, the property contains 76 Studios and 10, one bedroom units for seniors and their only option 50% of Ami. And this is operated and owned by Greater Southwest Development Corporation. On these numbers represent 36% of the goal in 40% of the resource allocation well, that's The last section in the final report is Improvement and preservation of homes. The Home Improvement program support, emergency repairs and Energy Efficiency improvements and financing programs to help existing homeowners, keep their homes. Some examples are the small accessible repairs for seniors. The home repair program, emergency heat program and historic Bungalow initiative. In the first quarter, we've committed 6.9 million and resources that support or will support 570 units. These numbers represent 24% of the goal of the unit and 26% of the resource allocation Come. Couple other items I did them backwards. So the first couple of items, we all still healing the eviction prevention to work that we've done. This is as we were one of three grand to use commended by the US Treasury Department in February for Innovation and preventing evictions. The right to counsel has already become a key component to the city's joint efforts with the county and the state, and other legal advocacy Partners to strengthen tenant housing, stability over the long-term as of on this February, we've resolved over 1,600 eviction cases. and, And then not one of our other initiatives. This is a 9 congregate shelter. So we've been partnering with Department Family Support Services and the The public health department as well during cold in on a lot of different initiatives of his kind of grew out of the need for almond benefits from non congregate shelters versus congregate shelters. So what kind of houses involvement is on the construction side in the site selection side, is there a Chicago recovery plan, funds, and Family, Support Services. It's more depending upon how extensive the rehab is, but somewhere between like 200,000 and 350000, depending upon if they're totally taken out all the bathrooms and all the kitchens are if they're doing more cosmetic and doing building envelope and MVPs like with Island Terrace at really high because they need to replace all their mechanical electrical Plumbing facilities. That electrical was a huge. I think like, 425 million dollars is for the electrical. All right, I know that they'll be some variation in the rehab cost. But, you know, you know, if it's the landmark building or just a regular building or building as complicated as the one, I just was wondering, if you had an average. What's the status of the tiny homes? Make it work. It worked all the tiny homes are a pee is still in the discussion stage. Do. Do you anticipate it being released anytime soon? I'm waiting on that. What is good quality and aesthetic design and what is in a functional? What is getting units on the market soon? And so, that's where I think that is one area we can look at and, And we need to look for other. And we need to look for other sources to find some more sustainable sources. Of funds are our community development, block grant funds, and our home, and doesn't partnership funds are locked into were in the, in the typical. How are you going to Pro rata share based on the federal government in deer population? So that isn't anything that we can change their increase our population. And we need to look at my sister, Ana Paula sources, the Chicago recovery plan Bond money, has really helped us to do a lot more projects, than what we thought we would be able to do even with the cost escalations. But with prices being like double that they were pre-pandemic, it's it limits what we can put on the market and then just doesn't follow up there. I'm wondering if by budget discussion time, or before, then, we'll be able to I'll say it. guess I'll say it would be really helpful to Have some ideas of those funding gaps, right? Like so as you're working on like the next Five-Year Plan just to know the difference now, of well, this is what things cost now. So how much money do we need? If we're going to try and adjust to stay on track or to make up, what we haven't been able to because of the loss over the last year or two to just as a as a request. So, thank you, sister Chicago, Chicago recovery plan funds that was with a bond fund under the previous administration. So, those were new programs, a lot of money was put into different programs. So if I think currently there's a request for proposals decarbonisation, and that would fall into the improvements and preservation, cuz it's for existing homeowners the pot of money for the iPhone repair program. There was some other, then there was a big chunk of money for the multi-family Loan program, which is again, for sure. But you're mentioning so, So do those dollars were not in the beginning, part of the fighter plant. Obviously, we didn't know about that right now, but we are reporting cuz the Project's again with the multifamily. Have they aired on stack and drop the fat? The fat people, we probably will see that you've seen the resources, even though we're at 1/4 in, in this report or spending, like, 40% of the funds and then some of that is because of the price escalation and because we have more dollars in then what we planned. And again this is just a plan. So this was just no extrapolated from previous five-year plans. So I would anticipate that we're going to blow through those dollar amounts. I'm just because it's because of the CRP and end those projects now, or just starting to close and go into into construction. I'm so you see more of that in the next time that you should report. Nor the development of the plan, for the next five years to to increase that number up for homeownership? and it's the That's, that's a great question on. The Five-Year Plan is is just in the beginning stages of getting prepared because of the new Administration. So I'll lining with the new administration's Mission Vision Values is, obviously what we're going to be doing with the next plan. Also, just got a highlight the next planet on something, including Community engagement. That was not included in the prior plan, when this is done in 2019 as a new component as well. So I think the number is lower here too because a lot of our programs like to see last for Working Families is not direct assistance to the developer. It is Lance. So is land value and then it's on the on the home by your side. it's a It sounds. it some It's on its I'm down payment assistance for the home buyer stand. And what have I have that correct or not. But I agree that we need to do more in the homeownership piece we just got back into it after being on Hiatus. After the Great Recession we didn't do any houses until I'm commissioned the bar. I started pushing that is why the homeownership so juicy? And as mentioned briefly, we are all so long looking at Innovative approaches the last for Working Families is that has suck some track record to do it and it is a good program and has a lot of different type of oversight, and connection or awesome. I'll look at how we can maybe quick and things as well as she mention where the talking about going back to quit. Claim deeds where it's at sold as is and they just have to follow the rules with the IPA and others. If there's issues like that, I'm just getting more property into the hands of Developers. But then you have 90% of these investors, don't put the type of craftsmanship or the type of attention into the whole responsibility to bestow own and it has destabilize our community. So I'm I'm I'm I'm going to always be a talkin about that. You're not welcome working with you guys. Continue to work with you guys on that issue. Yeah, I welcome. Welcome those conversations. And I'm, you know, well with the initiative and we're also looking at expanding that program as well. In a lot of all, these are going to rely on this console. On a budget time to look at some additional more sustainable sources of funds so that we can find a lot of these different initiatives that typically have been trapped. Because there's a bunch of constraints, Arthur Federal money off the Federal What are the different constraints in? What are the different constraints in an oversight and such so definitely walk on those conversations and good time to have those. So my policy I'm team is working on that, as well as Community engagement. So we are adding a community engagement component and that is being just establish right now with a different date of the different community outreach, but that definitely that's all part of. That's all part of what we need. We need to trip for this Five-Year Plan so that we haven't gotten into full gear yet. Any question that I feel like built off of other colleagues questions, so weird. What we know that costs are going up because of construction inflation interest rates. I'm curious in addition to what the work we need to do in terms of seeking out, new forms of fun at the municipal County state federal level, how how does d o h work with developers to Can. Constrained at increase in cost and then one we see that Gap. Open up over the course of like the the free development stage of things are there ways that we were too constraining or their ways that we worked? Identify new funding sources. Is that question? Clear I can rephrase if so when it opens, how do we work to close it? So just come in for their application to have a preliminary estimate and they get the rest of them from wherever they want. So hard about what we're doing in 2023. The new policy is if to do a cost to bring in a third party cost estimator and have to do that at when the designs been approved by Gio H & D, P D. We already know what the what the cost is going to be, and then they have to do it again when I go to bed. So it's almost like getting off 4th and everybody like we encourage more than three visits. That's a minimum I'm a. I'm, and I'm just. I'm and then discuss history of being an additional and it's not interested yet. If this is going to help reduce costs or at least we can identify the cost of front and know that a maybe before you go further down the path, we need to go back back, back to design. We need to go back to Value. Engineering, right from the beginning before goes out to bed, so that we're not all all shocked on that. So I think those are the ways that we can continue to work is when we're doing scope of work. And that's where things get start right with this design and scope of work that changes from what was submitted or what was thought to be one class and then you change the scope and then you get another car. So we thought for the bout that we do have our construction, I could check the folks that they work with the developers through the design piece and a soda thoughtful. And I think if we can talk with getting those initial cost estimates, that are more firm and we can talk earlier on about value. Engineering are making modifications To make a. To make the. To make the numbers work. got a, Got it. Got it in desert, is that aspect of it? In terms of the engineering, the construction to cost estimates, does that usually happen before the city makes a financial commitment or so, before you, before you see it, we typically we've already gone through the design phase and they've also gone to get their entitlement over at the apartment Planning Development. In the zoning. If it's a fine development, or if it's as of right or needs to stop sounding board of appeals, anything like that. That is all. How? happening, before it goes to Happening before it goes to two city council. Or concurrently that usually PD and the financing is going. Concurrently should both to the same body before you see it. But we we do. They get a preliminary cost estimates in the front before they go to Costco. Cuz that's how we know we're going up in asking for the council members to to commit in. A few Upton up to amount that's all you'll see like chipped up to ten million dollars when I may end up being like 9.4, but we usually get get a buffer, we go without chew him out. So we have to go back to counseling again, knowing that there might be some price changes that happened between I'm going to counsel in the enclosing and that's that's what we didn't used to have that. We accept changes like up until Council will now, we're seeing that some of the contractors are not holding their prices are there, so their subs are not holding their prices. So by the time we close which is typically dip them two to three months after you go to go to council go to committee anyway. You're so. You see? You're seeing some price changes, their appreciate it, thank you. And that's part of the market that I could. You have the solution to help us out of, how do we do that in the market? But in some cases, we meet up, we don't, you have to Value engineer. We have zero more dollars for you, or you have to go work with your partners at Ida or go to the chha. There is a program that we have an administrator on Neighbor House and services that if I think I'm qualified. So if think it's 80% Ami of, so if your homeowner is higher than 80% Ami, then they won't qualify. But we do, you do loan steps and physically limited to bring in that their attic, the unit or the basement unit. How to build? Building code. Talk to building code. I'm so it's it's not for finishes is that for creating the unit is for if you already have an existing unit is to bring it up to code and so that it is part of the department building and part of the Zone in the truck Zone in for the lot.
