Rudy Lozano, who died? 40 years ago? Way too young. We've been seventy-two years old 73 years Young Couple of days ago. Any. And his wife, their new Pisano. Who. Who has for, you don't know this, but all of my life, been my mentor and my guy, so thank you for your leadership. New pen, who you are? You deserve a round of applause from us all but, But those three hundred people were there to celebrate the life of a man. Who needs to be celebrated. I encourage my colleagues and the public to go to UIC to hear Rudy's voice. The first time I've ever heard his voice was there you? I see to read his artifacts to see his writing to see what he stood for in person. I heard you all to go to you. I see and experience the special exhibit of Route has also beautiful. We also need to expand the Rudy, Lozano, library and toast and can I get a amen? Prague. In. I need to be a Regional Library for us all so we can learn the way in which we work together. We bring people together and again how we feed Souls, not living a scared but in abundance mindset, that's a room design with sawdust. You know. Unity. No acceptance. Stop. Some people just have larger than life, their reach extends beyond the years, they live on earth. Their Destiny continues in the eyes of the people who heard their voice and still hear their vision and message of unity love. And a will to not only survive, but to thrive, Rudy. Rudy, Lozano was such a man. His voice is still heard among the people of little village and Beyond his name lives on, not just imprinted on schools and in libraries, put in the hearts and minds of the people, and not just brown people. My friends or people of all colors as his Champion, black and brown Unity. As. As a Labour activist. As a community, organizer. His legacy lives on with his family, full of grace, and love. His son just named by our mayor on the board of it at the Board of Education. Number This. it's his friends and colleagues have gone on to fulfill his Destiny on the city council state senate, stay reps Board of Commissioners, and in our Halls of Congress, Is. His campaign manager was Chuy Garcia. If I remember correctly. and, And there's a growing Latino multiracial presents on every level of government that has to do with his work, fighting for the working class back in the 60s, 70s and early 80s before his untimely. Death Ruiz Vision, was always one of love and family and the power of everyday person to organize finder voice. And to participate in this great democracy, I am a child of Rosano. Are. As are many of you who are here, whether you know, it or not. His legacy lives on the city council today in the halls of powers, he planted the seed of Hope and the belief that the everyday person black brown, white lgbtq in all colors of the rainbow can live in harmony together. But always do the lens of social justice and Harmony this man. This voice, his passion and his vision is alive today. And I for one, and I'm grateful to be a part of this Legacy gave Eva, Rudy. I am a byproduct of Brighton Park and I actually began my organizing and began being politicized in Little Village when I was 18 years old and I started learning all the activism that was done before me. and, And after I started organizing a little village, I began working at the Rudy Lozano Alternative High School where I'm at Rudy Lozano Jr. And so I know that I am here because of all of our great ancestors but most importantly Rudy and I am having the cutest privilege to work alongside the amazing women that uplift me, that appreciate me and that work alongside me to give you my route. and, And I promised to continue. And I promised to continue rooting my values and Rudy has practice. And continue working alongside my black and brown brothers and sisters. Thank you so much. North on a city, to not be able to grow up in a lot of the movement and activism for being able to see it. But I wanted to rise in support of this resolution because this Council would not look the way it does now and the city would not look the way it does now, but for the work of Rudy Lozano back. Don't. A. Some people live long healthy lives and they work as much as they can and they don't have a fraction of the impact that Rudi had in such a short life and we do our best here to try to honor that Legacy. I said it and passed terms and I will be more tactful in this term to say that if it wasn't for Rudy's work, and reaching out to the black community and making sure that there was a coalition, we would not have what I believe to be the greatest mayor and my favorite mayor. No disrespect is plenty of time in mayor Harold, Washington, who I believe, move the city forward and created the models that we've been duplicated to make sure that we could be in the kind of city and have the kind of marriage. We do now because I think of constantly about what the alternate universe would look like if he had someone else in that seat and it would not be a good day for Chicagoland. So I'm glad that you're I'm glad. I'm glad that this. I'm glad that this city looks the way it does. I'm glad to be of a council that continuing to push these issues board and what we take lessons from the past and continue to build a coalition. That's very, especially in the time we find ourselves. Now, we're so easy to be divided when we look at all the crises that we have to face. We have an example to follow. And I know we're talkin about history, but we should always be mindful that were talking about our present and our future and that we need to take. Even if it's a second of our time, a day of our time, a week of our work to do a fraction of a Trudy had done in his time, to make sure we continue that Legacy and make sure that our city continues to look better, that is more reflective when we look at this Council. That it represents the people in margin like the most in our Steve, the voice of that have never been heard in the parts of town that never get the investment. We will continue to be at work in tribute to Rudy's work and make sure that not just once a year, right? Although I did not know Rudy Lozano. Personally, I know if it's Spirit, I've worked with his sister and her daughters, and I am calm. Sam Coleman on several things, sometimes behind-the-scenes. Although you know a lot of us push for different things, some people push publicly, some people push up front that some people push from the sides. Some people pushing a lot of different ways but we'll all be OS. Brothers are the struggle. So I just want to thank the Lozano family for all the activism and all of the pushing that you all do and have done over the years to fight. The many people in Fight For Justice for everyone in our society. And I are committing the fact that routing Not only was he an activist, but he was an educated activist, right? And I had the fortune to know about Rudy when I was still a little girl, in Guadalajara my aunt and uncle when neighbors of the Los Angeles family and they were part of the IPO. They started back than 40 years ago and everytime I see, I will go back to Walla Hara, she would always come and tell us a new story about the amazing work they did here in Chicago organizing that Community fighting for four more opportunity. Amy. Any of the little girl, maybe did not understand a lot, but little by little Bill to the woman that you see nowadays. and, And now, when I came to Chicago Sub years ago, I couldn't stay at home. Not doing anything, right? And not doing my part cuz I already knew what Rudy Lozano and his Coalition date for our community. Not only Chicago Little Village but in the whole entire country. So that's why I also understood as I said Why? Why in our communities? In the southwest side, we didn't had some opportunities and some resources that we all Disturbed. I was able to realize how in the suburbs and in the north side, things were different. And then in my community and then is when I understood what I learned a lot, I meant early age that we needed a fight, we needed a collaborate and work together towards that, and that is why I started volunteering and working to make that change cuz sitting and not acting would not get us anywhere. and, and I, And that is why I started volunteering been involved. I would never thought I was going to become a council member and here I am because what I learned and what I value. And I want to continue to express my love and my respect to the Los Santos, family to Lupe, to see if you set a timer to Porto's, Silas Avalon, take you put a scope on a phone or is that at In. In the shoulders of giants. I feel so glad and I just want to thank you all of you cuz you started that fight with a long sight. Rudy 40 years ago, I keep learning day-by-day what you did. And will you continue to do for this community? And I feel black, and I want to continue to do that. We are a city that's made up of so many different communities and cultures that I know that we are stronger together as a city because of it and I am so encouraged about where we're going to go because of the work that you've done. Your family has done and will continue to do. And you can definitely Count Me In as in support of this Regional Library, that will teach more people, the history of Rudy, Lozano and others and other. So many others that were brought up after he was taken. So so so soon from this world, but, But you can see that all around this room. I got chills just thinking about the number of people speaking today about the influence that he and your family have had an indelible mark on this city and Beyond. Mister, mister Lozano and Mary Washington, plain of the sea to connect the black and brown communities, that have traditionally had chronic issues. Mr. Probz Mister president into my black and brown colleagues and this body, the time is now to be able to bring both of those communities together to make sure that we have Equity around our neighborhood schools are parks and housing, and to make the city, proud, to make merhow Washington proud. Rudy never got to make it to this chamber because 40 years ago in the month of June just a few months after almost to feeding them are Solo machine and an election that many people believe was stolen from him. He? He was shot and murdered. And what most believe was an assassination. Isla. His life cut short, at the young age of 31. Add. I truly believe that had he not been assassinated, he would have made it to this chamber. Anywhere. And he would have built on his legacy of delivering for working. People can see why though, he only spent 31 years on this planet, he was a successful Union organizer helping low-wage women workers, get better wages, get a better life, he was a successful Community activists and political organizers who successfully fought for better education opportunities for the Youth of his community. Put. Rudy Lozano. Lozano Lozano. His name occurs through this chamber today. As. As we've heard, it's a percentage. His presence is felt here and throughout the city. Add. as a young child growing up in the city of Chicago learning about my people's history, I learned his name and when I was in college, I'll I learn. I learned about his son Rudy Lozano Jr. In 2010, his son picked up the political Mansion, the legacy of his father and said I'm going to take on the machine on the southwest side and I'm going to run for State Rep. even when the Didn't win that race but he galvanized a sense of her to gossip politics in my generation. Pizza. He said we can run for office. We can fight, we can struggle, we can win. You're? Years later as a deportation defense organizer. I got to work next to Rudy Lozano Jr. At the Illinois Coalition trimming Refugee Rights Junior. Rudy's, other son was my union organizer working for the National Organization of legal service, legal service, workers, UAW, Local 2320, Eric. And I got to do that. A sign of Legacy, I got to feel Rudy seniors presents and in that same work working in the community with immigrant rights. I got to meet Emma, pastoralist on her children and family, and I got to feel Rudy's Legacy. I got to see his presence. What? He instilled a commitment to building a multiracial coalition, a commitment to working every single day, for just We get the honor we get to celebrate movie today. and, And it should not be lost on any of us that we get to honor and celebrate Rudy in this moment. When we have the First Union, organizer to be the mayor of the city of Chicago. Are we? Can we get to celebrate this moment when we have more independent Progressive Latino older people than ever before? Reminders, that Rudy struggle was not in vain. and, In his short life, he delivered wonderful things for people. and, I need. and in his final act, his assassination he reminded us that we are up against Great odds but that his Spirit lives on What? Rudy, Lozano. Rudy, Lozano, Rudy Lozano. Rudy, Lozano, Lozano Lozano. We say his name, to honor his legacy. We say his name to fuel our struggles today. Make. And they recently did an orientation for older people and it was so timely much appreciated because it provided a lot of resources for me as a new alderperson. And just as a citizen of the city of Chicago and someone who functions in this world, to learn about the things that we can do to make sure that we are living in an inclusive society. That includes everybody of all abilities. I recently over the last couple of months, I've had a ongoing conversation with a constituent of mine really likes my newsletter but had a lot to say about its accessibility and honestly, And honestly, I was remiss in not having seen that and we've been having an ongoing dialogue. She gives me feedback almost every week now on things that we can do to improve accessibility and it really opened my eye to the things that we take for granted cuz it's not just physical physical barriers that are that exist in the world. But virtual ones ones that we can't see into people with intellectual disabilities as well. They see the world a little bit differently and yet they are here in the world with us. They are friends are family, their neighbors. But thank you for all of the work that each and every one of you sitting in the Box to do to fight for the rights of it. For people with an, excuse me, individuals with disabilities to be able to live and function in the society and enjoy everything that we have in this city. And unfortunately, I believe I'm the first other man ever to be in a wheelchair, certainly a wheelchair for seven years since I've been here. So, but it's, it's been a challenge. I think we've made a lot of we've made a lot of progress in the seven years. You know, when you're you're not disabled, you don't realize what's going on. Other than other than the parking thing. You would not believe the amount of people that don't have handicap plates or placard and park in the handicap parking. I'm sure many people can say that, or if they don't park in the spot Park in the Striped out spot because we need to be like in the car. What do we have a lift or whatever? But, you know, people just have to realize we're just normal or just like you don't have to get on my face to talk to me and I don't mean to send HB. HBO. In Spirited way, you can stand up and talk to me, don't have to get on your knees to get two inches away from me. I could hear you on that deaf. I'm not blind. I'm just in a wheelchair, right, but I appreciate everybody so many people here and looked out for me in this world. Strangers on the street. Just want to give you a push, help you out some of the people at the, you know, you might be stereotyping. Look at her. Somebody to think they're somewhat of a thug and almost under the guise. I hate. Hey sir, can I help you out the ramp or something? So, you know, I really see as most of these people though, I believe you see the good in people and disabled and being in a wheelchair. But I just want to say I stand with my brothers and sisters over there and supporters resolution, which we never had a resolution like this. But thanks, thanks for this resolution of mr. I when we think about disability, it is not an, if it is a when we all end up there, right? When we get older, we find that our bodies go to what they go through and it becomes a challenge. And I think we need to be mindful of that when we think about what the city does to support our just say, Communal. Community and Neighbors. Community and neighbors. And so I feel very proud that in this month. We can actually move forward with legislation as set up a pilot to clear snow from our sidewalks. They were really seen and it's something that I think on this anniversary so many years later, we have to recommit ourselves to, you know, I represent the 44th Ward. Do over the rainbow, a building 38 units of one hundred percent of fordable, 100% accessible housing. Just a block-and-a-half from the Addison red line from the 48th Ward that we need. Well, we have a housing crisis of all times, but really on accessible housing. So we need public and private options on that. And I'm working with some developers to do that too. In this case, we had two police officers, who indicated a the plaintiff pointed a gun at the and an And and and the plaintiff, then fled, you had one police officer. One of the two who subsequently indicated the plane to point a gun at him. Again, at that point, the officers fired at him as news. Reports indicate that I'm a semi-automatic weapon capable of firing multiple shots with one trigger, pull was recovered at the scene, indicating the grave and imminent threat. That faced the police officers. In this case, if they're showing I did review or see the recitation of the medical examiner's report from from Corporation counsel, and they did say, it was okay, to take the stress. And in that, in that report of the nine bullets that struck the plaintiff, eight of them struck the plaintiff in the front, indicating that the plaintiff was facing the officers. In question, here, it is also worth noting that Deborah clear the officers, at that time. Now this incident happened in 2014. So this was before body, Record. Of course. In a city that is plagued by gang violence in a city where we have seen time and time. Again, the impact the gangs have in our neighborhoods, I'm Living testament to spite their best efforts of that fact. I'm I know that if you are incorporating, the arrests made by officers were engaged in my neighborhood. We're going after those known Target in our community. Those individuals who were committed committing their lives to terrorizing their neighbors The. The blanket leave. The blanket. We tell our police officers today that we're going to settle an agreement and say that all of those arrests were racist is wrong, mr. President, it's outrageous that we are allowing yet again. The crew. The criminal to dictate the terms in this city. What? What's more outrageous is that this settlement also mandates that there has to be changes? To. To how we engage and how we execute. The gang, loitering ordinance changes that we're not supply to this body. Do they? Though, they were requested changes. That the lot and I did a lot of partment nor cpd's would give us. Tell us, or explain to us. But here we are, today agreeing to the unknown I'd I do. I don't need to know the unknown mr. President because I already know where that life leads. I've seen it firsthand when gang Bangerz. Come after your children in 7th and 6th grade when gang members indoctrinated, their cousin, their brothers, their sisters, when they terrorize their parents and when they stand on the corners and flaunt it all special. Especially knowing now that we are going to further handcuff our police and say that we can engage with those known individuals. But what? but once every 12 hours, why bother at that point? Wife. We're at the blindly, say yes to make this go away. and, And I think our taxpayers have had enough, but encourage our members here today to say no again to lawsuits where we know our officers have done the right thing where they have followed the law, where they have gone after the magnets in our communities. And yes, have a Have they been African-American and Latino? Yes, but I'd be surprised if they pulled over a Latino gang banger in my neighborhood. Know I'd be more shots. They pulled over white gang banger. But in communities where we are the overwhelming demographic, it should be expected that we are going to be the ones who were going to get pulled over when we are acting a fool in our in our own communities. So I can't do it as as well as he did, what you need to do your due. Diligence is older men and older women and read these cases. Ask question you need to talk to the police department. If you have a chance if you can talk to the victim, that's also good road to take as well. But for eight years, we've been voting. Yes, is on cases for eight years. We've been asking. Hey, what's the you know what happens when we try some of these, these cases in court, and I can't sit here, any longer and hear that? Put your money, where your mouth is and you pay for it because it is my money, my tax dollars, it's your text dollars, it's your constituents tax dollars. You don't have to be against me but don't just go in there and say yes to something because you were told to in our briefing. That's not the way this is supposed to be done. Because we know that if you happen to live in this city and you're black or brown, it's not the same experience and we have money that we pay out every single year to show for it. That being said, we have to have a full conversations to discuss. And key. and keeping the In keeping with due diligence as we start having these conversations and we start seeing what I anticipate to be more no votes. We should also keep track of the cases that we lose and how much money we end up losing to the taxpayers have to pay that as well. So, I am fully comfortable with the fact that we're not going to create the council. But I do take a little bit of umbrage to the conversation. Because we live in black and brown communities. Cops are going to be able to pull over more black and brown Polk speaker. that's the That's just the way it is. Our families either raised our kids better. It is ignorant to say that when we talked about a city that since its Inception have been segregated. So we have communities here that don't get the same amount of funding that are disinvested in where communities and families of color are broken over Generations. So you can't do that to a people and then Generations down the line. Wonder will where are the parents or what's going on? You have you been arresting people for over 50 years over close to a hundred years here in this city and they're they're gone and they're locked up and then they have to put together families after that. When there's no job opportunities with a vestment is it happened to community where you can't get the same level of street cleaning or pothole, feels or treat rims covered. And then you want to say well as must be the family's fault, Philly they must be gang Bangerz. I would ask that. I remember do a little more homework there into the actual history of this city because absolutely fair that people to be held accountable for committing crimes against other folks. That is what lies about what we are. The Wrecking. How to recognize that, what the city is done, which people is the cause of some of these results. And I refuse to accept the fact that I would be surprised if there was a white person getting pulled over. that's, That's a horrible statement. Even stay in this body. so, So yeah, everyone can vote their conscience. Everyone to do their homework. I invite the fact, they were able to debate these things out, because they're going to be times where we, maybe shouldn't agree on the settlement, but I will be damned if we talk like that in this Council, know we were sent people of color people that I'm broke too, but they're trying to survive out here and some that are wrongly convicted where we had people being tortured by the police. So, when we think about what we're dealing with, as far as the crisis of homelessness in our city, and what when do the When do the address it, this create a pilot based on learning that occurred during covid-19 covid. As some of you may remember we had a lot of homeless, folks, who weren't able to be in congregate, shelter out of risk of their own lives, and being sick due to covid. When to City took over in a hotel and use the different units to house, neighbor, to run house because of it. They were able to find out that it led to positive outcomes. Not on. Not only for health. Not only for health reasons. But also folks were able to find jobs able to find permanent housing and because of those learnings the Department of Public Health along with d, o, h Department of Housing, sought to create a pilot's, where they would acquire motels to create a non congregate housing. So if that is, his housing for each person gets the Dignity of their own, you know, where the on-site, they would find medical support systems, Mental Health, Services services that they have substance use disorder. And so, and we think about the times, we find ourselves as we're on one hand, we have migrants that we're trying to shelter, but we have an existing on house population, it clearly needs housing cuz it is a human, right? And we don't have enough shelter for all of them to create this kind of pilot allows us all the opportunity that experience scale it out, part of what this pilot does. As well as provide those Services is, it has a community referral program. What the learning listen. I'll see you. The city. Where is that? Their taxpayers are paying way too much because Summer on houseboat recycling, through systems, that can provide long-term help there going into the, ER. Day in and day out there going to see PD or are the police are pulling them over and they're not finding a long-term solution. So you're actually losing money as a taxpayer. The paper systems that don't solve everything in the long run. By doing this kind of pilot. You're able to really take the journey with someone who needs that support to help them find jobs without them find home. and because And because there's a community referral program when we see folks were out on the streets, living in tents in a Parks week and then refer them to one of these Bridge, housing unit unit in our own Ward. So I wanted to come in our mayor of partnering up to be able to acquire this property so that that pilot can then show in 2 years. The results of providing somebody housing because we know that when it comes to homelessness, police aren't going to solve the issue. And I don't want to get those phone calls from my residence and when's the Phillies going to plow my sidewalk? Because that's what's going to happen. So, let's open our eyes and understand what you are really opening yourself up for You do. because when the city doesn't come and plow the sidewalk, they going to call your office. And when did they coming? I'm trying to get out. I can't, sidewalk. and we, And what you going to say? They on they way the city is coming. We? We talked about creating job y Mateus. You wiping out. You wiping out the low 8 to 12 year old who wants to walk up and down the street and shovel people snow and get that five $10 for shoveling people snow. that's, Bathroom. A lot of us rookies are faced with, we have seniors and disabled folks in our Ward who every winter, you get two inches of snow are more and no one's looking out for. So we had to do in the 40th Ward, as we got our neighbors, and we created the shovel Squad a little bit before covid. So we do about 100 to 200 seniors are disabled folks, homes and clear out the front. So it is Possible. Even Possible even on a volunteer fashion to get some of this done. If he if he threshold for not doing something is because it's challenging, then we should give up on potholes and tree trim and led service replacement and everything else that happens to be a challenge in this city. Last time I checked oh the reason why I liked it is to solve the problems not to just say we can't solve them. That's a lot of taxpayer dollars to write problem with until you can't do it. As opposed to actually working to put together a pilot part of what are Mega ran on is having Youth Employment. Having the jobs, creating the kind of investment in people that keep them from actually going elsewhere and having live, they're not the most productive, right? Having a city job that can have benefits that can have a decent wage takes people off the streets. We talked about Public Safety. This is also Public Safety to Think Through. I prefer that we can have one summer and we had also won winter, perhaps, and have folks come out and work there or work all year. Round. This invest The people. The people in. People. And it's funny that you put on the front end, save this money on the back end when it comes to public safety issues when it comes to the public, to the police misconduct issues that we mentioned before, when it comes to communities. And why your guns in these kids? Me because nobody put a shovel in it. Maybe they never had an opportunity to find work to do where they live. Also, if you're paying out a 30 to 40 bucks on the northwest side and five bucks or whatever it feels toward it, speaks of the inequity. We keep talking about over here. So maybe you should set up a Will you get? Will you get paid the same amount? No matter what part of town you're in to actually help your community out? That is what we mean by investing in people. You had to go, grab your shovel, go out, shovel. That's what we all had to do to make sure that the sidewalk was possible to make sure. Journey. Her neighbors could get through, I have concerns about the feasibility of this program, but what I will never ever opposed to is having a collaborative conversation to figure this out. This mayor campaign on supporting this issue. He convened a group of four hundred plus Chicagoans to talk about all of the issues facing our city. They came together with a very beautiful transition report which has been emailed out to all of you. I suggest you read it, it is over 200 pages but there's a lot of good stuff in there and the committee that looked at Transportation issues recommended the implementation of this program because there are a lot of very smart people that have worked for a very long time to think through the issues of how you can get a program like this stood up this ordinance that were voting on. Today, does not establish the public sidewalks program. It does. It does not say that commissioner salad has to do XYZ. The only thing this does is create a working group to have a conversation to figure out these issues with the hope that not this winter but next winter as we go into the winter of 2020 for 2025 that we will be able to have a pilot program that can begin to test it. Okay. If you're going to move in this direction, if the city is going to do it, how do you get it done? So I really want to come and first of all, our mayor for working. So, collaboratively with everyone to get us to this point, of course, the chair production Traffic Safety, Alderman laspada of course the chief sponsor. let me go be Let me go be a ghost because if you're going to go down this New Path, this is how you do it. You do it collaboratively, you do it intentionally. You work with everyone to figure it out and I trust in our cities capacity to work together to figure these things out. No rather than saying, you know what Advocates, you know what Disability Advocates even though you really care about this issue, we're going to shut you out and tell you the wrong know. What I did see before was that we didn't have our experts at your table in this conversation, listening to them how this could be implemented, or how this would work and things of that nature. I know what things are going to look like from me and my daughter this winter, while I'm walking her the 20 minutes over to daycare. I know the necessity of what we're talking about, we are also talking about a pilot. So what is going to happen between now and may 2024? And honestly, I'd read the ordinance if we weren't close UPS. 2 p.m. is a working group, a working group made up of the best Minds know how to do this work in the city of Chicago, including C. Including the department of Streets & Sanitation. They are going to develop the design of a pilot that will then be brought back to this body for vote on whether we proceed or not. That's going to be a decision that you all get to make next spring. Now, the question was also asked about inequity and Service delivery into that.
