I have my press officer, Christian, cabanban and my newly minted. I just arrived first assistant Corporation counsel, Amy Crawford, who came over from the State's Attorney's office to join me again. My name is Mary Richardson Lori. Okay, could you tell us a little about your background and what brings you back to hear and the welcome back, thank you. I'll chairman chairman Irwin, Vice, chairman Lee who I had a chance to sit down with individually a mini of you, I reached out to leave messages to introduce myself. For those of you who don't know me, I am a returning, a member of the working force for the city. I began my formative stages of my career here in the law department and I worked in that department for a number of years. In the contracts and commercial law, division my claim to fame in that work. The 911 Center that you all utilize today didn't exist then so I'm the lead negotiator for that until I end my second chair with Chris Jerome who is subsequently retired and negotiated on your behalf on the citizens we have for that deal. I am. I am also, we're I am also responsible for better for worse, not the privatization, but preceding the parking meter ladies that didn't exist in my help to put that deal together as well. So Celebrate Me by me, I'm not sure, which, but that is just part of the scope of some of the work that I did in that day of those days. And then I was asked by the, then City Mayor Daley, if I could would join his stats. So, or number of years after that, I was the person cross-disciplinary person and would work with multiple operations, Department, to figure out how we could work together in executing our obligations and then the mayor then sitting, they are appointed me as Building Commissioner. So I served for four years as building commission are doing the building boom and we began the process. Although it is on going, I hear of revising the the code building code for City. See if she. city of Chicago which had not been revised in wholesale since 1957. Once I completed that, Tore I left and went into the private sector and I was an equity partner at Mayer Brown. In those days, I didn't realize that one, one leaves the public sector. One doesn't go necessarily inequity classification, but I did and I stayed there an equal amount of time as I did serve. In the Publix. In the public sector. I didn't went on with some former Starbucks executive Salon, some companies start a firm during that time I continue to serve as chair of the tax increment financing committee for a number of years. I was chair of the interim chair of the Board of Education, as the transition happened between Mayor Daley mayor Emanuel and I was chair of the Community, Trust foundation for number of years in which I set for ten years until I turned off and I was vice-chair of the Cook County Health and hospital system for a number of years as well. When I and I relocated temporarily out-of-state, I received the call to it to consider coming back in joining in this way. Search. Serve. Serving in this role. And I responded I responded in part out of honor to my mother. My mother was a teacher out of honour, to my father. My father was a blue-collar worker and ultimately, they both believed in service. My grandmother was a social worker. My grandfather was a linguist before it was called such so my command of various languages, derived from him, my sense of myself to rise from them. and ultimately, And ultimately, I decided to come back be helpful to this Administration and work amongst people who are incredibly talented, sometimes underpaid but incredibly talented group of lawyers who are dedicated to serving the public. I take note of mr. Blake Morris commentary. And I've seen him and he me in a number of capacities on when he talks about service, I think he has a point, and when we step into these roles, we have to bring the fullness of who we are, but we have to leave with service for the greater good, for the people of the city. For the citizenry citizenry, my client base, involves every city Department. My client base will involve many of you within the color of authority of your job. I want to rebuild the relationship that we had for many decades with counsel with the operating Department. I want them to understand if you confirm me that I am. I am approach. I am approachable that on occasion. Yes I will have to say no but it usually is with. Now tell me what you want to achieve and let's talk through a methodology for getting here. So I want to build in a collaboration that I think will bode well for the city for the department and assist us with meeting our obligations with integrity. And with that, chairman, I headed back to you for your mission of Mission of my permanency in the world. Thank. Thank you, jam. I would only second but I had something one that I am excited about before I get into all the good stuff because everybody knows whatever don't know. At least if you're ready, highly qualified to be here in this pass and I'm excited that you are back here. Now, with that said, I heard that you were wrapping up and talking about, you know, being a general counseling went to bring back, I can me and our relationships over the past few years, has been discussion about the council having their own legal counsel. What are your thoughts on that? Or you think that position that you're in at least in terms of your servant in? It is one that can serve both the the executive office as well as the legislative body. I think. Thank you alderman for the question relative to a separate counsel for this body during my many decades involved. I've never seen that occur. I've never seen it work. Well, I do understand the basis for the Animus, the Discord. And I'd like to bring closure to that. Frankly. Frankly, I'll do that. Just by how I engage with you and I'll let you be the judge on whether or not you think you need separate counsel based on how I I engage with you. But I think that in a lot of harm and we have this extraordinary talent and I'd like to ensure that you have access to that talent for those of you who may have had the door closed or maybe I felt uncomfortable. I want to make sure you have the access, I think Dad's creating two groups of lawyers going at each other will not solve problems. Will create more, everyone will position themselves and a way that won't allow you to go about doing your business. So that would not be a no point of advocacy for me but I'm hopeful that I can demonstrate a level of competence include reality and engagement that will affirm that. That's a position that is worth following. and, And my other question has, and thank you for that answer. And I appreciate that so much. And then and I'm hoping that this whole body can have that relationship. And I don't, I don't have any doubt that under your leadership, that, that can be achieved. So I appreciate your answer to that as we looking at. You probably haven't chatted you, you don't have a chance to look at everything, but I think you keep your ear to the ground in summer on procurement standpoint, especially when we talk about contracts. When we talked about percentages, when we talked about, you know, mbwb and if you reach a certain level of money, that, you know, you no longer n b, w, b, h m. Because of the times, when we are bringing issues up and then say we're legally, we can't do that. We'll get sued will get sued based on what you know, because we haven't made a lot of traction and turns up. Listen. Percentage. Percentages especially of African-Americans, you know from a Contracting standpoint, how do you think we can based on your your know how we can begin to sort of overcome that? Add is. This is a I think you all the more for their second question. The issue of compliance and Indian w e and Contracting Sterling has been around for as long as I've been engaged with the city. My remember the formative stages of my my task has a contract commercial law division. Lawyer was to work with a procurement department on those kind of subjects. The Law Department, of course, is not the policy making body, but we are here to support or asking answer questions around legal, parameters relative to compliance that world is evolving. So I will continue to work with the operational departments. I don't have a hard-and-fast answer for you in terms of being able to move the needle in their absence, but I will commit to working with them to see what if can be done within the bounds of the law. Thank you. My final question with another reason why I'm excited about this point, appointment at and I and I thank the mayor for making it. Qualifications I said, are there? The other thing is I like some people. Sometimes you don't, you didn't need a job. It's not like you needed a job. And and the person that I know you're not power hungry and so that tells me, is anybody that will come back into the public sector. Possibly want to make some positive change. Do some. Do some, do something. In. in terms of, in terms of leaving some type of impact if you will, as you're thinking as you thought about coming here, if you can share, what is that you would like to do in really achieve during your time here, Thank. Thank you for your question. All the minute. I've I will tell you it was a it was not the easiest thing to ask all to answer that call was made to me on three occasions. The first one I said no the second I said no. And that there when I said ask and answer Mary Are. Are you part of the problem by not being responding to the call? And can you add volume? I'm IRA. I resolved that if I remain silent, when I have this body of work, when I don't need the job. but, But I can bring the in the wholeness of my experiences to the role that to not respond with me and I would be part of the problem and for those of you with whom I've had the opportunity to engage, that's not my nature. And then I asked, I said with my husband who also has retired from the Gulf world and had been sitting on the 18th hole looking at the piece of plot of land that building a house and that house will still be built. But he said, you know, when I was asked to go to PGA of America, World, Golf Village when you were in your formative stages of being a Building. Commissioner never required me to work from Florida. You said go do good, he said to me go do good. So my objective is to do good to do it in an informed way to support those that need to be supported to improve upon our processes to help the operational departments to deliver on the work that they are charged with and to stand with the mayor when asked on legal issues that will help him and executing his start. I'm I know I look forward to having a working relationship with the law Department again. I think many of my colleagues would say, we felt like you've been out in the wilderness when it comes to the Law Department. Often combative in ways that were completely unnecessary so, So, I'm glad to hear that. You're going to take a very different tone. One of the things that I want to just put on your radar that don't need any kind of explanations now, is I know you're just getting into the into this role but their number of things I'd like for you to be aware of and then concern that many of us share with regards to the amount of I count. I counseled. Council being utilized for dealing with lawsuit settlements and judgments, particularly as it relates to our Police Department. Often times, we have seen and heard examples where we are being proposed settlement, simply because the work is too great. For our Law Department, or its outside counsel, to actually want to do and I think that's a disservice to both our Police Department as well as to our taxpayers. Additionally Something that is near and dear to, my heart is troubled buildings and vacant properties. That we see whether they are abandoned houses or vacant Lots. We need to do a much better job. Streamlining, our efforts with the Department of Streets & Sanitation, and the ward offices that deal with these and math, particularly on the South and West sides where we are constantly trying to identify ownership. And because of that it seems to take a inordinate amount of time to provide the services and improve the quality of life for those still living in a neighborhood but they have to live with these buildings are vacant property. So anything that we can do to try to make that easier for all of us to identify and work with our partners, on the county side, to identify ownership to move forward or to look at processing, tickets and leans. so that we can actually start going on to the So that we can actually start going on to their properties to address some of the issues that are impacting, our residents would be a plus. Lastly, I know that they've been great efforts made to try and make a user-friendly list when it comes to some of the Bad actors of our renters and things of the landlords. So if we can work to make that all Upon. A possibility, under your leadership. I would appreciate that because that is very helpful. When we're dealing with aspects of the troubled buildings ordinance that pertain to gang drug and prostitution activity, which are destroying our communities. I think you would be very helpful to the mayor with some of the challenging and idealistic things that are going to be coming up in this Council to keep them balance and and, and make sure that we stay correct with the law. I didn't know that you was on, I didn't remember that you was on the Tif Committee. Just wanted to know if you can give me an opinion. So I introduced a resolution to the governor and the president in the speaker about utilizing, $2 for Public Safety. Allowing us to be able to use and Tiff areas Tif dollars to pay for security in those areas because they someone Have I ever saw? Have an adverse effect on SSA, sometimes to be able to get money to, to do security. And I was wondering if you, if you get an opportunity, if you can look into that in and give me an opinion on that and and seeing as though no tips take about 20% or more of our money that we are taking some of the money from Public Safety. That would normally go to the city if we can can get some of the Can get some of that money back. I can get some of that money back and utilize it in areas where we can help, relieve the police from having to do so much in those areas or help them in areas where they may not be able to cover the areas, right? So if you can look into that for me, I appreciate it. And I don't know, maybe your opinion may help me to get the governor in the speaker and the president to change their mind or do something. So, but I look forward to working with you not recall working with you as the Building Commissioner. You know, you you would always be candid. You would always in Old, tell us what's right was wrong and you would be Make. Make sure that, you know, you would not be challenged by telling people the truth about what we can and can't do and I appreciate that and you and I appreciate you being here for the mirror and it's very helpful to him. And so not having much of a comparison of what kind of our working relationship was last for a few things that I've noted. Had some really good experiences working with lawyers and the law department, but also get the impression that I only know, a tenth of what lawyers in the Law Department do so with just put out a request as I don't know the I don't know that. I don't know that it has to be for. I don't know that it has to be for everybody, but wondering if like, I should get settled if you would be interested in doing any kind of briefings, for other people who are interested in getting a broader scope of the department, how it works and how you're hoping to shape it is, I would appreciate that. I wanted to do orientation because I thought it was the right way to reintroduce, the law department, on to the council members. So, we have already scheduled an orientation for sorry. That is a series of a one-on-one with you around, again, specific issues affecting your area. But I wanted to level said, frankly the relationship. I wanted to level set in terms of having a better understanding and many of you are new or to your rolls so you would understand what our role is. A lot of. A lot of Partners. A lot of partment and why we engaged the way we engage and when we're restricted from saying certain things but I just thought that was the best way to start a little concerned. One of the things that I've kind of running to over my first term, haven't been limitations of the department, would have been limitations of our loss. And so, I know a lot of the legislation that I've had experience with. I'm guessing to our policy and in looking at changing your coat, but it would be very interested in what kind of echo, Alderman, Lopez his comments and being able to work with your department of that moron. As you mentioned in your opening, statements solving the problem, right? And some of that is going to look like policy creation, and in a way that at least for me, it is a little different, then I've done it in the last time. So I feel like there are some limitations and what the city can do and things that we haven't done before and would love to the kind of excuse. The kind of explore how the legislative body could help to may be solved some problems for our Law Department. I look forward to that Altman in. Thank you, thank you sir. Maids would go out an issue tickets and there wasn't a formalized process contract for allowing that process to take place around the city. And I helped that into the process. I've seen a law is the law, but it's, it's being aroused to think creatively to some of these problems just want to get your take, considering the crisis were currently in. Standards would also have Revenue because they're people who need to be paying for things. They are doing well. So I'm look for it or conversations there. I'll ask her last question. I had is related more to like, just climate change. And we're talking about building standards, cumulative, impact studies, and just be Billy for The sea. To see you. I see litigation against certain companies have been profiteering while not helping our environment and kind of want to get your take on that. We are looking at another number of opportunities, to engage around climate change. All the real guy who asked me to say hello today, and please send them give extend my and well wishes to her, not to leave you out of her legal career career in public service but also philanthropic. I am I look forward to working with you as has been mentioned by some of my colleagues. The last several years, there hasn't been that partnership and communication that's needed and I'd like to even go a step further. There is some incredibly talented turn. He's been working a lot apartment, some of them here with us today. Sadly some of them have moved on We? We just need to work better together. And the one question I had was When? we know, we're short attorneys in a lot of partment. How can we make this a more desirable position? How can we hire qualified, Captain attorneys for the incredible work? We have that I would, I would say we have a backup right now and in many different, Pause. parts of Parts of the Law Department. How can? How can you achieve that? I think you all the man and it's good to see you in this capacity. Although I just remember you fondly and your former capacity on which I work closely with the former Alderman as well, we have attended Lee, we have some work to do on that front. We have 37 attorney slots that are open in the department. I've never seen that before. If one is, I I used to tell my colleagues at Mayer Brown the most immersive experience. I had is a lawyer was at the city. If you. if you could swim, Eva. Even a modicum level people will throw you in the pool and give you every opportunity to succeed and demonstrate progress and training Etc. This is a wonderful environment in which to learn ones cracked. We? We have to do a better job of selling that. I will. I won't tell you what my billing rate wasn't in the private sector but it was quite different. I won't be able to achieve those numbers but I have to make the environment one in which people want to be here. The training here is like no other. I have work to do about in terms of sending a message. A why it matters, why this environment is valuable, why you want to be here. If the objective is to evolve a profession like if you like trial experiences experience, you'll get that here when I was the lead negotiator for 911 and I had to meet with police and fire who initially never said in the same room together but I had to have them in the same room together to figure out what to do. I learn those skills here We? We had. We had the flood and I had to be allowed into the male club that didn't allow women. At the time, I was the first and I said to the men who are running the club. I, I have work to do. You will allow me in you? Tell me what you prefer Scheels flat shoes skirt pants. I didn't care. I was going to come in. They didn't let me in they let me sleep. There are team. You slept there until we got the job done, but that experience was so complete. I was able to build on that through the Stop my career. I want to offer that to other lawyers but I can't do that if they're not properly, renewing rated. Also for the record, every lawyer has to be licensed. It's in a, it's a requirement in this daytime license in multiple States, but a license is required. I want the lawyers of the department, not to worry about having, to go into their public-sector Dollar pocket to pay for it. They are DC fees. I want to be able to cover those fees for them. They're not that high, but if you're on a public servants salaries, it makes a difference in my can mean the difference between you being able to do something for your children and maintaining your obligation to your license. I also want to be able to provide them with access to see. At least I'm continuing legal, education, lawyers are obligated to a two-year cycle. In this date, I have another state where I'm a licensed, its, every year where you have Do. Do 30. Do 30 units plus to maintain your license. I would love to be able to provide them continuing let legal education through the department and also cover their hotels or anything like that, but just the courses so that they have access to the training on to the professional development that every other lawyer out there has. We're one with the largest in the state is not in the car. I think we're in the top three. I want them to have what I had access to, so I'm going to need frankly, your help is confirmed to help me to achieve that. I'll I like what you said in and that's kind of where I was going with. My question is that in, or In order to attract talent to want to serve. We? When? We need to pay them in order to retain the talent. Then you got some talented staff. They're already in with the addition of Amy, that's great addition, as well. So the law department does is exempt from the minority Women, Business Enterprise. And, so, was curious as to what your approach in utilizing African-American. I'll let you know what women are veteran owned law firm to help with the city. Thank. It makes a difference when we both in the large firms were lawyers are embedded of varied backgrounds and the minority-owned firms of women-owned firms. It makes a difference. When we fail to call on him, I will tell you there's no shortage of talent out there. So if someone has left you with the impression that the reason why is that the absence of telling amongst those of color, Given that I can't. Given that I count myself. Given that I count myself among them. I can tell you, there's no shortage of talent. They are embedded in large firms. And we have to think about our relationships with them and large, and the relationship partner and who are we engage and how we ask the question about who's working on are matters. That matters. They, listen, when we ask that question, we have to ask with intentionality and with the words that will require or request firmly that, they understand that inclusion is of, is a lifeblood for us and we expect them to embrace it for minority-owned firms and women-owned firms out there. I hear your cry. And we're going to be at examining how we go about our engagement. As I say, if I have a 17.1 million Spin and certainly part of the decision-making is technical skills in certain areas. Particularly with respect back to police. There's some cases to take longer than others but when we have from some of the repeat offenders, we are looking at a creative legal ways. Which we can. Which we can perhaps pursue those individuals in a more informed way and so I'm happy to get back with you as I begin to have these Delight dialogues with the operations Department in it. Separately with did the administrative hearings based on my conversation directly with them yesterday and my upcoming conversation with a couple of operational departments. My next question is in line with they transition team recommendations, right? I'm not sure if you had the opportunity to look at it transition, team recommendations. But how do you say, sometimes the barriers that are systemic and things are going to take some time to change in terms of having a corporation counsel and a council in general, that is more active more present in our communities. There. Best. This is what we have before. We was 40 Years of neoliberalism. So how do you see some of the issues of policy intertwine? And it should be operationalised and what other things might be more happily characterized as aspirational but where the considerations for some future date, given the depending on the facts and circumstances are so great to have conversations with cooperation Council, doing the buy the short-term long-term goals as you mention. Total of that amount. $572,000 are covid grants and the rest are combination of state and federal grants going in order. Are the first ran. The first brand is for the Department of cultural Affairs and special events. In the amount of $500,000, awarded from the US Department of Treasury, through the Illinois, Department of Commerce and economic development. It is a grant for the Taste of Chicago. The funds will be used to support Innovative plans that will expand and enhance the Taste of Chicago including efforts to expand. And enhance, the taste will lead to an increase in revenue for the hospitality outdoor recreation hotel and restaurant Industries. Second is a new federal pass-through Grant from the US Department of Health and Human Services through the Illinois. Department of Aging for the Department of families to Family Support Services in the amount of $72,000. It is for the long-term care Ombudsman program. Through the arba dollars in the, this funding will support an augment, the state funded program for a busman salaries and they provide long-term support for long-term care, residence by providing case management consultation Community Education systems, advocacy investigation of complaints for individuals in need. Are. Auditor Grant. Also for the FSS is an increase in an existing Grant from the Illinois Department of Human Services for emergency and transitional housing, the funds. Well are in the Mount of an increase of 4.3 million dollars which will bring the entire Grant up to 9.9 million dollars. These funds are used to support the overall operating cost of 13 shelters and for engagement Outreach Services for individuals experiencing homelessness in Chicago. And there are a number of agencies that will receive the funding. The fourth Grant is for the Chicago, Police Department through i t. S, i t s d in the amount of 5 million dollars and it is for the Chicago police training and recruitment program, and it will allow for the purchase of additional virtual reality simulators, in Google smart board, training courses on officer, Wellness, fair and impartial policing and situational decision-making. And the contracts associated with this. Grant are to be determined, but it isn't the amount of 5 million dollars. And the final Grant is for the Department of Transportation in the amount of $469,000 through the US Department of Homeland, Security FEMA. I will be providing the funding through the Illinois, Emergency Management agency. And the award. And the award is for hazard mitigation in, this will be this will fun Phase 1 and 2 of engineering studies for the 71st or 75th Street Lakefront protection plan and feasibility study it. I'm a doctor with a homeless services division at the Department of Family and support services and so this additional funding will be going to strengthening our existing homeless shelter system. I'm overall we're looking at supporting operating costs across all of the homeless shelters across the city, as well as looking into, whether we can expand our existing youth, dedicated shelters that are overnight to operate 24/7. And then also support operations at some of our shelters that are transitioning to mourn on congregate said, I'm through Chicago recovery, plan Investments. Do you have a number of additional bedstead? Can be equated to this. Initial money will not be supporting additional beds. It'll be supporting operations of our existing beds at the state. Also released an opportunity for additional funding for expansion beds that the city has applied for so we may receive additional funding for that. And how many beds do we have? Just checking. So we're putting more money towards that is a good thing, but without additional beds that feels kind of like fun. So what are, what are some of the biggest needs for improvement in the existing shelters? I know you talked about, you know, extended hours and twenty-four seven for for teenagers, but what else are we looking at? I'm so happy to provide the breakdown of The feds. Surftides by the population for the chair and then in terms of I think the greatest needs so that the two needs that, I previewed I think our long-standing needs in our assistance. 01 is half our overnight. You've dedicated shelters which foreign the homeless Services System that is referring to use age 18, to 24. I'm being able to provide 24/7 operations. Really gives them a chance to provide me a case management. Programming throughout the day gives you the safespace to stay throughout the day and we were able to during the pandemic covid federally funded and actually expanded 24/7. And our youth program has gone through great results from that additional funding and being able to provide that 24/7 coverage include and just being able to, I'm going to work overnight shift and sleep during the day and other benefits from being able to engage with the programming. I'm so, Anthony. And I think that this one major thing and then I think that the other major challenge that were leveraging, this funding to address, is the additional operational costs that come with sir transition, our shelter system from a congregant footprint to I mourn on cargo footprint. So, prior to the pandemic, about a third of our shelter, beds about $1,000 beds in Chicago, or in congregate settings, which basically means, you know, we have shared spaces over 20 people and I share a room with a shared bathroom until One of our major learn. One of our major learning through the pain. MC1 was that, that causes and I'm safety risk. But also that as we are able to support, you know, the hotel models, I'm a non concrete models. Allow for those rehires in accordance with the agreement entered into by c p d and f o p. S is the new it salary schedule. As you know, we've been doing a years-long multi-year compensation study, some of you alluded to the issues that were having with recruitment retention. This is one of the ways in which we are at attacking that issue across the city. This is the one of the second salary schedule that we're putting in front of you. This one specifically related to ITT Physicians within a is until looking for approval of this new schedule. The third item that the salary schedule. this is, This is an adjustment to the city's Health Plan coverage such that a health benefits will last to the end of the month of the month in which an employee separates from city services, rather than on the day of their last day with the city and in, this aligns us with other jurisdictions across the country as well as our closest neighbor Cook County in the final item is to re-establish the approval for real. just, Jasmine. Adjustments from the workforce strategy committee to the Workforce Development and audit committee to the budget and government operations committee. There are individuals at that are wanting to come back to the department. And it's something that had not been necessarily presented but it was something that that I thought was necessary. Rusted. In addition, in addition to that, yeah, we're in the midst of an, IT modernization initiative. And one of the things, you know, I think we've talked a lot today in the, in terms of the Law Department. Vacancies, but we have kind of a number, Vega. vacancies, with an Vacancies with an r. I c infrastructure in being able to attract that talent to the city is crucially important right now because we have a number of it, infrastructure projects that are critical for us to move forward and this has been something that's been in the works for a while and we can't move forward on that. I T modernization without recruiting that talent and the wait until September to have this approved. We wanted to get a jump. Start on that. Also were in the midst of budget season. If you want this new schedule to be a part of how the department May is, is developing our budget for FY, twenty for the kids that there was a certain number of officers that are looking to get rehired. We have an idea of how many that is. Are you? You are so so far through May and June, we had 20 candidates that were fell under this agreement, were able to be appointed under the rehire agreement for July, they're anticipating for and hopeful for 5 to 10 in future months.
