West Bloomingdale Avenue North Ridgeway Avenue in the roadway tracks in the railroad tracks to the West approximately North Springfield Avenue. This property is in the 26th Ward. He? Here to speak, we have Meg. It's in project coordinator Department of Planning and Development. We have Joseph Lewis financial planning analyst, Department of Housing. Okay. I have received and reviewed the letter of support from Alderman Alderman. When says there is no conversation to this is Project, Miss Gustafson. let's, Next. Which one is that getting it together? Oak. Okay. Mr. What's the? Mr. Lewis. Good. Good morning, members of the committee. My name is Joseph Lewis. I am not financial planning analyst with the city's Department of Housing before you today is a request for re subdivision for the site. That is the site of the development of encuentro square. Phase 1, a d o h. Affordable housing, project located at 3737 West Cortland Street in Chicago. This project was selected in the Department of Housing, 2019, funding round. And it is actually currently under construction as of today. I'll hold it a moment when we are both. Pull up the presentation. Okay, thank you. So I was mentioning encuentro square is an 89 affordable unit. It's a 100% of boardable multi-family rental development project, located at 3737, West Cortland Street, amenities will include community community services Lobby, community room, computer room and exterior, Courtyard spaces, among other amenities. There's a rental assistance to be provided for 55 units by the Chan, for a little bit of background. While the 606 Trail was under development, the site was acquired by the trust for public land around 2014 and sold to the city in 2019. As I mentioned, this application was selected in the 2019 Department of Housing funding round and the financial closing occurred on June 30th. 2023, the project is currently under construction as I speak next light, please so, Set. So the location at 3737. West Cortland Street is in the southwest corner of the Logan Square community area represented by ultimate alter Fuentes in Ward. 26 next light, please. Turn. Current context of the site. It's a city own vacant parcel, although such as I mentioned this before, those are somewhat outdated. As of today, since construction is already underway on the housing project. Next. Excellent next by please. Do the o. So the overall site includes the phase, one portion for housing that currently under construction public parks face and a future face to housing portion, what, with respect to the the slide you see on your screen here, substantially the portions indicator that Phase One have already been conveyed to the developer of a joint venture of Latin United Community Housing Association and Evergreen real estate development for purposes of developing encuentro Square Face 1. The remaining portion indicated as phase two is to remain city-owned and will be further designed and developed as additional affordable housing in connection with the future face to project. The part portion of the site depicted here is to be conveyed to the Chicago Park District once on NFR letter or no, or the remediation letter is obtained, from the Illinois Environmental Protection Agency, and the use of the site will be as an open Park in the future as informed by Community input process. These are. These and fun. Fees and funding availability. The park district will work to add additional Park features to this portion of the site which connects directly with the 606 Trail. Neck. Next line, please. This. This is a more site plan oriented depiction of the site. It is too high, rise or excuse me to elevator service buildings, as well as a parking lot. That is to be developed in the phase, one portion of the site next line, please. Here you will see a rendering of one of the two multifamily buildings, located at 3745 West Cortland as well. As a depiction of the current site conditions cyclist He? Here you will see depicted the second building at 1844 North Ridgeway Avenue as well as the current site conditions. In. Inca. In conclusion, we ask for your favorable consideration of the re subdivision of this land so that we can continue the Do the preparations as needed to redevelop the site as park space and for the future Phase. 2 of the doah housing Redevelopment of the site as well. Amazon. sounds like, Sounds like, it sounds like a good project. Of course, I was absolutely has to speak on this item or I'd want my colleagues know is that in this particular place in the 26th? Ford 12606 was developed, many of our families were victims to gentrification the Deacon version of multi-unit buildings. The the bulldozing of houses that multimillion-dollar development developers. No longer wanted along the corridor that tripling of taxes in this past cycle. What we are seeing in this part of the 26th, Ward is a major move of gentrification and displacement of families that we have considered Legacy families. In the 26th. Ward families, who have lived here for 30, 40. 50 years can no longer afford to live in a place that they call home and have raised their families and going through Square. Isn't. Is an effort by Lucha Evergreen and the community to really provide that housing sustainability that are family, so deserve. And I cannot think of a better way to utilize City, Landing to build affordable housing in a real way units that allows to house families with multiple children. That we see a lot of affordable housing, go up across the city of Chicago. And many of them are Studios or 1-bedroom. We're not considering families that have multiple children and are raising multiple Generations Under One Roof, this project does that. We're also looking at making sure that we are sustaining Green Space and having a park that allows our children to experience joy and play. And that is the very type of project that we should be seeking, not just in the 26 for but in every Ward across the city of Chicago, some extremely proud of this project. I'm very good friends. Willis Ed Castaneda who has been a part of the affordable housing movement in our community for such a long time and is a fierce The housing sustainability. And so I asked my colleagues to vote in favor of this ordinance, as it is going to ensure that this project is materialized and realize the families, they still deserve it in this portion of the 26th. Ward. I'm kind of. I'm kind of a question. I saw there was an aspect of c h. A funding is the housing all fordable or is there a Section, 8, components here, or or how does that matter? Can you please bring up the Department of Housing, there is a Chicago Housing Authority, component to the project, the all 89 rental units of the project are affordable housing in use. And by that, I mean, they are available for families in the Chicago area that are earning less than 60% of the area median, income of the 89. Total unit 55 will be supported with rental assistance from the Chicago Housing Authority, which will allow even deeper affordability for family households that are able to to benefit from that subsidy. Thank. Thank you. I'm just curious. Can you can you go back and talk about the at the financing? The financial structure of this again? Yes. So I did not include a sources and uses slide in the presentation, as this was the transportation committee. I apologize for not including that the project is developed through separate. But simultaneous, financing plans, utilizing 9% low income housing tax, credits provided by the city of Chicago, as well as 4%, low income, housing, tax credits and tax-exempt bond financing issued by the city as well as other sources provided by the breakdown a percentage of the total cost for that, for those different buckets, I do have that information but not at hand at the moment, I can respond through the chair to provide a report that we like, we like to see the whole, the whole picture. For your consideration. Consider. For your consideration. But at the moment I will note that other City sources were provided to support the development of the project including tax increment, financing and City Loan funds, as well as the donation of the property that constitutes the site, I saw that the third phase would commence subject. How does it work Project based rental assistance or is Project what functionally? They are project-based section 8 units. Okay. Jets. Just sold the project-based voucher stay with the unit and not the family in the nature of everything that's been happening. So we having your, this is your first presentation to go to the committee and Council. So congratulations. Any more questions for this item. I also want to say congratulations and with that said, can I get a motion to recommend approval of this item, by the affirmative vote of all members present the Roll Call to determine a quorum? Armageddon Cecil moves, hearing no objections order. Gradual. Graduation. When? One page, six item one. I'll Ali dedication and opening for Northwestern Memorial Healthcare.
