Is estimated to be about 12 months while there is currently no tenant. The RDA requirement GPD approval to any potential tenant. Good government initiative are 2023 Dash 0 0 0, 1 0 8, 5 a resolution calling for the Illinois, General Assembly to amend the open meetings act to allow for hybrid committee hearings this resolution currently co-sponsored by 44 members out of our 50-member Council was drafted and introduced in response to the lifting of the governor's executive order allowing for virtual and remote options for committee hearings during the covid pandemic. The executive order which was instituted in order to allow for safe convenience in a time where the stability of government was necessary. Also created the opportunity for increased public engagement and accessibility for constituents, particularly for municipal government, we're neighbors rely on their elected representatives, not only for legislation, but for service Management in the districts BB. B, a b. View bill. The ability to meet remotely provided the opportunity to innovate how government can deliver for our neighbors, by allowing each of us, the ability to jump on a public Zoom call to move legislation forward. While also allowing us to be on the ground, in our Ward and available to our constituents in the neighborhood. So an increase of 21% in attendance and engagement by the city council as it pertains to committee hearings. Now, that's just the overall average. The number of Alders, who got attendance higher than 80% in the two terms before, I've Cyber. Hybrid options were available were 7 out of 50 members of the council. Seven of them got more than 80% attendance for 8 years prior to hybrid options, the number of others who got a 10 is higher than 80% in the last tournament with hybrid options, 41 out of 50 is on 82%. 82% of the council was able to be at these readings are in comparison to terms prior. So a lot of that is pretty just straight-up. When we're talkin information, we believe that the increased accessibility efficiency and engagement of government is in the public interest. And for that, we call upon the Illinois General Assembly to amend the open meetings act to create a more Effective Government. Just this, has there been some time, past kind of disgusted. I think, when you are our state government, you want to see what the municipalities feelings are on the matter. So, this is kind of the first step in that conversation. Make sure the city council makes it clear that they can also add part of the conversation should revolve around the EPS district council's, for example. So because of open meetings act, they have three per District Council know, two of them are allowed to speak to each other, which leaves for ineffective government. And so I think this is an opportunity for us and prove how it all works. So yeah, this is like the first step to talk about what we see from the city standpoint and then be able to engage more with the general assembly to do so. Thank you. I appreciate the effort to move this forward and I know it's just a resolution. So what I'd like to see from the state if they're considering, this is really looking at the substantial reasons for wanting to do it. And when we looked at the governor's, Is that? Disaster. Disaster Proclamation. That was for a pandemic disaster and I was a pretty high bar to set. It wasn't practical or prudent to meet or be physical contagion. That was happening at the time. A lot of other governments that do this. And I think I've done it in the past, look at the, did they look at the localized circumstances and they they do have statutory findings. They look at that as a transparency and good governance process you know, in ours for the open meeting axon 7 be for the state law. A member must be prevented physically from attending, they have to have a personal illness or disability employment purposes, which is within that. But I think for a full-time job that shouldn't be considered or they could be doing business of the body and some other location. And then again, have a personal emergency when you look at other states with a dude. Have. Have typically the same thing, they have absence or illness disability military service and in each one of those, they have the site where they are out of the location that they're at and they're allowed a maximum of two meetings per year and that's where typically ones under under 10 meetings, but that would be the full body type meeting and they really put a cap on how many meetings they can do throughout the year. It's important to hold. It's important to hold livestream meetings and to hold these remote meetings as we did during the disaster, I think it did allow for a lot more Community participation and I hope that we can send you that. I feel that the reason I haven't signed on to it, as I feel, it's a slippery slope for the reasons that were cited. They weren't for the the citations that the governor's declaration made and for many of the other states, you know, I think I'm being on the ground available to the constituents has is Meaningful, but it's not part of that. High bar that was set in the governor's order and many other Governors having to travel because of the shortness of meetings is also not a citation that they put in there, any of them. And I think we're looking at apples and oranges. When we compare a public disaster, like the covid, pandemic to what we do on a daily basis. So, I know this will pass but I would hope that as we have consideration of any state Direction on this, that we really set a pretty high bar for that remote parts of station. And it it's not for the reasons as cited today. But for these very specific reasons that the governor in Illinois, how many other states could forward even during a public disaster? So I appreciate the effort on this. you know, if You know, if we'll see what the state does, but I think it's a slippery slope and we have to be very careful about what we consider to be those citations for missing a public meeting on behalf of our constituents. What is it going to be allowed? Where people going to vote on it and the committee's themselves were kind of really confused as to what the determination would be side. So if we're having all these meetings, you have somebody doesn't have access to government. I think something could be done to me to the compromises the public space in the ward or a public libraries to also have the stream of those meetings. Signing. Any of them were talking about the ability for someone to be transparent, government have more meetings, get more of the work done. I think that's kind of the standpoint but I do think the details do matter and that's the other conversations to follow the jet. What time do you figure out what's a good balance? That allows for transparency Effectiveness. When that abuse? Admission. All the Mitchell, you know, I get it in theory, there's a convenience component to it, but I also think it's something to be said about being here in person and being able to engage among us about doing the business. So, I hope as we move forward and I probably will pass that we get. Very specific about what we're trying to accomplish here, and I think something's can be done now that could that can Aid Us in in, being more efficient, with respect to come in, for my particular was, it'll knock sensor coming downtown, which is the chairman get together and talk about having set times. There's no number of members here in this committee who have an 11:00 meeting and a 1:00 meeting. They can't go back to the wards and then come back. Like a budget hearings for example, I would, I would say those make more sense in person and they wouldn't hybrid cuz there's a lot more in-depth and some of the bigger legislation. So I think than in talking through what the general assembly would do, take another new account, makes perfect sense. And one more thing I want to mention, you know, I know that coming down the pipe, we're going to have a lot of legislation related to policy those. I absolutely wood would by two young to have that in person that supposed to supposed to the hybrid, those are some issues that we're going to get down and dirty on. First off, second, majority of this body makes damn near $150,000. From the taxpayers. You. You can come down to the taxpayers chamber to do business. There's nothing stopping us from doing that. I did. Additionally. There's something lost in the communication, and in the relationships. There. That are built and created or killed through remote interaction. We've seen where, in my honest, in my humble opinion, the class of 2019 was short changed because of the fact that they did not have the opportunity to create those intricate and integral human bonds with their peers in this room. Play some They spent six months in office. and now, And then we're locked and locked out after that. A lot can be done. Why? While you're sitting right next to each other. A lot can be learned while you're sitting right next to each other. and, And if we're going to talk about, this is a way to increase and expand you, no access to government. There. there's, There's a reason why we are an elected body, a public body so that we can be seen you'd touched and approached by the public. Do. This is their chamber. And I think if you want to talk about how to make government more accessible, Live. List. listen to what our colleague from the 7th Ward said, and publish a schedule for meetings public publish the schedule for the City Council meetings a year in advance. Aspire. Expand public testimony to be on 30 minutes. Go. Go back to commit. He's been having public testimony on every item as we go as opposed to the first 30 minutes and that's it. I'm a meeting. We have so constricted government over the last four and a half years. The. But now we're trying to fabricate a way to get out of it, when the clearest way possible is to undo, everything that we did to squeeze the neck of public participation. We have to let loose the fingers. Chairman, we have to allow people to get bility to speak aloud in the ability to speak on items. And at one point, even the sponsor of this, all of this resolution that we should have meetings twice a month. So that the public could come down and participate, which I think is, well, already within the municipal code and within our right there are things we can do now to make ourselves more accessible. So I can I do understand it, you want to spank sensibility across the board and we should I think that having the hybrid option also increases the possibility have evening committee hearings. So that way people can actually have conversations with people outside of work so they can actually join and provide public comment and be able to more effectively engage. We haven't seen that. So I think if you have the interest in partnering on other initiatives, to open up, accessibility always down to figure out the conversation. So we're going to try to figure out this term, how to do that cuz I want this committee to get to AA. It would pass out of committee, then pass out of counsel and now become something that the city has formally said they have a preference of. So we would take that to the general assembly and then that would move to their body of government. And so for that, I would imagine the conversations making sure that as a co-sponsor, we're bringing in two different city council voices on this. And I imagine the general assembly and thinking through, moving it Forward would not only be thinking Chicago but also the other municipalities. And so you got to figure out how how wide are her narrow, do you want us to be? Is it only for committee meetings? And so I think they before they move those things. And the body is agreeing to the recitals as well as the resolved matters and the consensus over what we're agreeing to articulating that were speaking about things not mentioned is actually a direct contradiction to a resolution because we are not asking for and other items to help facilitate Papa. public. Public discourse, you are quite specifically, only asking for one item and nowhere in this resolution. Does it also say that we're going to send Council emissaries to Springfield to negotiate this on our behalf? So I think that it's not something that we can just discount as semantics or a grammatical issue because resolutions, as I have learned over the years are very specific, recitals matter, the results matter and we are all agreeing to this because it is clearly delineate, it in what has been proposed. So, I think everyone is old and explanation, as to why if this is very clear-cut is 2, what is the end resolution? Or this resolution? Sure. Why are we trying to go beyond that without articulating, that in the actual resolution itself? I think what you're asking, applies a different standard to this resolution than to others. So if you're looking at resolution, what we call upon the federal government to make changes where we called the state to do so that's not explicitly written out in most of them as well.
