North, Lincoln Avenue from the AC Motel, LLC development by Chicago Police Department of Public Health and the Department of Housing are the three to six months shelter for homeless with wraparound Health Services, as part of the assembly station causing pilot program in the 40th. So the stabilization housing pilot program is a joint program from the Department of Public Health and the Department of Housing. We are looking at a location at 5230, North Lincoln Avenue, which is in the 40th, Ward Alderman, Andre, Andre Vasquez word. The community area is Lincoln Square and this is all along the Lincoln Avenue test Court are. You can see images of the motel as they exist today and where it is Chicago match. Then I The next slide just gives you a little bit of neighborhood context. We can send this information out to you after committing a few on his look in more detail. An Alexa. There are 6 Parcels that make up this motels exist currently zoned be 32, currently in use as a motel, the total product area is 20000 square feet were looking at acquisition of this site, by the city of Chicago and rehab for acquisition. The current owner has signed an Loi with the city, for the acquisition cost to be at the appraised value of the property has 2.9 Million Dollars, and the police find it through the Chicago recovery plan, the rehab will maintain. The california-style motel rooms as non congregate housing and Rehab done to increase at84s ability, and will have written limited. So many of you council members are aware that cities have begun acquiring hotels as one of the responses to homelessness to help people achieve stability of a further. Diverted into permanent Supportive Housing in during the covid pandemic. One of the things that the health department did was we stood up shielding housing for people that were in the shelter system that were at high risk of a negative outcome. If they were the fire covid, stay Realty in their own housing unit and we've provided On-Site Health Care Services to help them, achieve stability for physical health, mental health substance use disorder and then transition them into the community. And so this is our first project that's really inspired by that project. So the stabilization housing pilot is intended really for folks that are cycling across our 911 system of Public Safety Services, homeless services in emergency departments in your words typically very high need residence and they can have their own housing unit. In this project with on-site Primary Care site, How to treat? Hyatt Regency. How to treat substance, use treatment Case Management Services Etc. We've worked closely with ottoman Vasquez on his project. There's up to 40 rooms units at this site, you'll see on the slide that health services that we expect to offer. And length of stay is anticipated to be up to three to six months as a person achieves house ability and then can live independently in the community. We will be using data to identify folks that have high cycling patterns and are also going to be referred in The. the program from emergency to The program from emergency departments and other sites within the community next light. So, when you think about public benefits, the goal is to provide housing and wraparound services to some of the most vulnerable residents of our city. This is a non congregate shelter options. So why why not congregate at 1? It limits the spread of covid in other infectious diseases. Covid, funding is helping to finance test. It it will improve the health status of the residents gives an opportunity for each resident to really come to know their Healthcare team and build relationships. A lot of folks that would be a good fit for this. Have histories of the cycling through systems in the healthcare team. Never really gets to know them that well and our goal of course is true that folks will reduce cycling through systems calling 911. Last ending up in the emergency department last and can be a transition permanently into housing. Next site. So, just to orient, you said the steps that will follow. I'm assuming, we are given a position of Authority for the property. Then work, with an architect partner to develop site plans. Again, we're talking about at the site but see who will work and CPS is working. Now, on onboarding an operator, through an RFP process will be a delegate agency, who's doing the operations at the site and running all of the services that will work further with more Community engagement in partnership with the Alderman's office and and head towards getting a special-use permit. Where is zoning approval at the site with the CPA once that is all complete, we will acquire the property and the renovations and then be able to be in program implementation. Thank you. Thank you. Any any questions or comments? Thank you very much, sir. I wanted to kind of speak to this item to a kind of provide a little more context so great an opportunity to wear. Cdph in the city were able to provide housing at a larger Motel downtown that led to a lot better outcomes when it came to people's house, right? People's blood work was looking better. They were able to get Services if they had mental health issues or substance use disorder just as matted mentioned because of those learnings, this pilot looks expand on that in a way that I think is extremely helpful, especially in a time where we know there's a challenge and providing housing for the homeless, where we know that Not so. Not separately, but someone separately does, the refugee housing has its own challenges. So when you look at Chicago's housing infrastructure at best, it can address the issues for 30 100 individuals, that's not enough for the current existing on house population. When you consider the refugee issue on top and makes it even more on Sanibel. So by moving forward with this pilot and having a system where each person is on house, has the Dignity of their own unit, the Dignity of their own support system that somebody's able to walk with them, through their Journey, from where they currently are Fine. Finding. Finding housing in a long-term. I think we can set up a model that the rest of the sea can adopt that creates what is in effect bridgehousing take you from people from being on house to finding jobs and so it's been a really amazing process to partner with folks and to think about this. So as a result of these conversations Swedish hospital with the local community hospital has offered to find ways to partner up as well to provide more services. We've had local businesses who wanted offer potentially jobs to folks if they're able to be stable enough to figure out how it works. Inside the I believe that by moving forward with this model, you're able to provide housing and it also has a community referral program. So that in our Ward, for example, we have folks were on house that are either on the streets or at the local parks by having a community referral process. Those holes can be directed to potentially find housing in this model, right? So they killed that. Gives it more localized cuz I don't know what their relationship or experiences for different orders but you Somebody in a pot. Somebody in a park. Somebody in a park or a tent in the park and you try to find housing for them. In the only shelter they have is miles upon miles upon miles away from the neighborhoods were there currently at. So they won't accept help by being able to set up these models. That smaller you can do satellite ones. We're protecting have one in each Ward to address to community issues and folks any housing there. And so I think by being able to do that and then over time seeing the success will be bringing Chicago home in each Ward is property. This gets Find. Find it. So I want to make sure all our members asked all the questions that they have, but I think that if we are able to move forward with this and be successful, we can get to the point where there's one in each word to help out with all the different situations folks have and have a better City and infrastructure to make sure we deal with homelessness here. And so, I do ask for the committee's considered a favorable consideration. Thank you so much. Thank you are my baskets. Oh yes. Thank you, mr. Chairman, you mentioned, this was from the recovery program. How much money was put aside for that? Do you does anyone know? So there is funding from the permanent housing and there's funding from the Department of Public Health, I can speak to the Department of Housing. We have 30 million dollars, not just for this program but for this along with the funding we're utilizing to establish Nom Nom congregate shelter, Acquisitions for existing shelter operators and so between those five grand finalists and this acquisition, that address to Department of Housing funding and then, see if so, your funding is already allocated for $20 for the 2023 budget, right? This is all from the Chicago recovery plan to proceed funding. And so its funding that it is allocated when it comes to the grantee finalist for the shelter acquisition program and then allocated in this partnership Woman first. Coming for the health department, there's 12 million dollars and the American Recovery plan. That's earmarked for the health care services. That will be delivered on site through the stabilization housing Pilots. Money. We anticipate will pay for two to three years of On-Site, Health Care and then shelter Property Management, okay? So all 12 million is earmarked for this particular pilot. Yes, ma'am. That's right over three years and do you know how much the renovation cost you anticipate? We have conditions report has been completed at the property that noted a couple hundred thousand dollars worth of repairs that doesn't account for prevailing wage. So it should increase from there and then there's limited. Some real work to be done to create a hundred thousand per unit. But I think if you include other repairs that need to be done and a little bit of side Improvement and we can anticipate it be well over a well under a million dollars. It's not final until we have an architect partner and place you can put all those pieces together and quote that for us. But that is that okay? So I want to be clear, there's no other Thirty million. There's no dollars that are available for any other pilot except for this one. That. Got it. Yeah, that's correct. So the rest of the funding is going towards the non congregate, shelter acquisition program, we selected five grand to use through an RFP process last year and what time now to for them to find and acquire buildings, similar to the best, they'll run as non concrete shelter and then they are I can I can get the names to you in a list for after this year. If I can get that information. Thank you, mr. Share. Thank you. Thank you. Thank you, mr. Chairman or so, of course, I support this. And I think it's commendable that you trying to do this Alderman. So this is just some questions. So we talkin about, Sever. Several Parcels MP. Now, we purchasing the building at the property, and we're going to keep it as a shelter was a transitional housing. Take me. Take me to the conversation rank as part of it being a pilot knowing that has limited funds. See how long that works? What we believe is, once you see the success of it, you can go to the state and find more to continue the program. A part of the conversation we're having is, should the program itself? Not work, but we will be looking to do is Have the proper. Have the proper you come up to be affordable housing, right? And be aggressive on that to look at like a buck fifty percent. Those two hundred percent of portability knowing it's harder to find like in certain parts of town. So our goal is for this to work as a stupid stabilization housing and the transition Bridge housing is what we call it to go from there to finding people's permanent housing on. But we also have to have a plan in place in case, it's not successful as a pilot. And then in this community, if you don't have a lot of this type of housing in this neighborhood, you don't have a lot of this type of Housing and I think it would be fair to say in the city. You kind of don't have this kind of housing. Ray likes to be able to get most of the shelters you have or like everybody Under One Roof. Not everyone getting their own unit. This is part of the pilot of like if you set it up with all the support system, in place your personal, you see on the street doesn't have to be on the street if everything else is wrapped around. And so this is probably the first of its kind in the city. so, So if you were to knock and I preciate all of this, if you were to to continue this on, how much would it cost us to continue this? How much would it cost like annual? I'm going up. So Alderman, I think part of it's going to depend on the service model but it's mostly going to be salaries of the staff that are on site. I mean I would anticipate, we're looking at three to four million dollars a year. And what the health department has committed is that we have funding sources. Then America. Then American Recovery plan funding that we think are appropriate to help fund this, for instance, opioid settlement funds. We do know that a percentage of folks that are going to benefit from this have substance use disorders. We have emergency preparedness funding that we can use to support it. There were thinking kind of long-term about different funding sources. The health department has been I think that would be a good estimate at this point would be three to four million dollars a year. Based on what we learn about the Staffing, that's needed, okay? So this is, this is very unique. I mean, I'm not used to send housing projects like this, with the health department being involved. I think that's great. That's good, good idea. So and I do have several shelter, not shelter, but several sros in my life could become a Sr. All right? Or a. Or a no. Or an SRA building could be used for this type of purpose. Yeah, so they could be operate on on the same amount of money or more. So, I think one of the things that makes this model very different than a lot of the existing housing models is there's very intensive on-site services. So, you know, often residents are choosing between shelter or some form of their non congregate housing in the community wearing a good scenario. You might have a case manager. You litter. We have primary care doctors. We have primary care. Doctors nurse has social workers all on site that are providing intensive services to each resident, coming to know them over a. Of time. So that's the biggest way in which this is different from an ex something, like an SRO which typically does not have a tremendous amount of on-site, particularly healthcare services for residents to be something like a pre like you preparing folks, to get their own apartment, then they can, then you also. I hope also trying to help them to get permit a house. Yes, sir. That's right. I think this is great. I want one in my water. Can I get one of my reward to any more money left. I appreciate that. Then the sros that you're talkin about can be converted to that model to help the transition. Longer. Longer-term housing. I need the other thing that I I want to make sure his mention is the cost savings on the other end. So when you don't have this kind of housing, they're going to your ER cpd's following up, they're coming back and every single month, every couple weeks and you're spending more tax dollars on that end as opposed to having the wraparound services on the front. End that allow you to actually solve the problem, rather than put a bandaid on it, for lack of a better way to express it. Thank you. I love that we're doing this site. I love the consequence back in 2020. I'm glad that we're spending $2 on the topic of everyone wanting to replicate this model. So you stayed a bit also it's what are on house neighbor's like it's a really great. What are the combination of factors that made this a suitable location for the work in talking with our our dearly departed? Brian essenburg it was a complicated thing to figure out buildings that worked for this model. How did we set up on the Diplomat? Yes. Yeah, sure. So cdph toh and bfss were all looking together last year when funding is allocated to this program to try and figure out exactly what buildings works. Well and so several factors that played in. We found that the sort of California style motel building and properties are really good fit for this, given that there are already existing individual rooms with individual bathrooms, and there's not a lot of work. When you say, California, style, exterior, entrances. And we're not talking about big downtown hotels. We don't have enough money to do that but there are a number located for the north along, Lincoln Avenue there, a number located south of well. And so we can text There. There were also other models but for stabilization housing, this really felt like the best fit in terms of being in a location. That works being a size that I met. This other size me. They were looking for and being in a condition that we believe this or minor repairs has major rehab. In when we talk about live over person, I can be informed when I'm engaging with real estate, what's like, the estimated per square foot? Like we had cost per unit, we had cost me think we're looking at, so we don't have it on that, we can get that number. But before we had a condition of the property that said, which systems in the building where, how old and where I need a replacement or look like, they were in a state that needs to be repaired or replaced, and that's where they got to sort of the $200,000 number. That doesn't account for prevailing wage. Appealing. Prevailing wage. In most cases and then we will need to come by and some rooms on the first floor. So they make rims that are large enough to be a DA accessible and also create some space that allows for the clinic space and the the service provision. So that's how we started thinking about it'll get much more clearer once we have an architect partner who can guess that really really detailed number Are you now? Per unit $200,000. As a pet, a hold on total, prevailing wage. Think about like half a million and then think about added repairs as other things. And a lot of that, is there going to be a big one? So there are others like system Replacements. But you're working with a structure that is already in the format that you wanted to be. And I think that's the biggest benefit really three times that number will be incredible for a rehab and transitional housing project graduation. You can. Jim. Jeremy. Can. Can you throw the chair? Give us the breakdown of payment on this what this would cost and what was the reason for this? Not because somebody said that this was cleared in 2021. Why? We now just No. Doing this to my son about the funds were already. Yeah. Why is it taking so long but if what they're saying is that the funds were agreed on in 2020 but as far as like this being the project that all took time about finding the property seeing where it could work and so there's this plus other ones so I think the 2020 is just like the okay on the funding in general they still got to do the work about where they were going to put it in place in late 2020 and 2022, Spence both identifying Property. Properties that would work for the projects and then also identifying, how this process is going to get city ownership of work, which took some time as well. So I have his, where's the support of housing for this? This this is a great idea. I agree that we should do this in our shelters for everything. And I want to How are you all picking these delicate agencies? Because we are not doing a good job at picking delicate agencies that actually could staff things like this. And so things like this, don't work because that that piece is important and a lot of times we missed the ball and so I want you all to work very closely with Altima Vasquez to make sure that the delicate agency is somebody that actually does work. We we have a bad habit in the city of using people that are friends who don't do great jobs. And so I want to see that you all have a real strong connection with the alderman around the, the the delegate agency that you always use. Call Meg. I met you did for the record say that this is for our current homeless population. Correct. This is not my grits, this is for. Is that correct that? So that was a question that if somebody was a migrant who otherwise met the criteria, certainly there's nothing that would prevent them from being eligible for the program that the program is for folks who have on addressed physical and behavioral health conditions, and where's the support of housing? Cuz that's what's missing. Cuz you said three to six months. Am I correct? That's where the slide that you had. That said, 3 to 6 months, what doesn't happen when we're not able to help this family, find or the phone and house. Thank you. That's a very important question. So, that's where we're coordinating very closely with all Chicago in the Continuum of Care. We did this with, as the alderman said Hotel. 166, was that individuals to achieve stability through that program than participated and expedited housing initiatives were, they got placed in permanent supportive. The other thing is one of One of the things we're interested in is as folks, maybe have had ruptures in their relationships with family members, for instance, related, to their substance, use related to other things. There may be folks that actually want to return to living with family. Are there may be other housing options other than living independently in the community but we are working with the Continuum for that reason. We would never push someone out after you've achieved the Billy it would run counter to our whole set of values around it. and, And where did you all kind of get this model? What did this come from? When you? So part of it was what we learned during covid and we wrote a paper about it as the alderman said, and the Journal of the American Medical Association. So if you want to read it, like, we can share it with you but we also spoke to folks in Denver Colorado, who acquired multiple hotels, New York City on, Boston is another city that was a source of inspiration. So we'd fought Wiese. We spoke to a number of cities around the country. Denver's probably the one that's closest and I can share information with you about that if you'd like to live without the last thing I'll say is How? How will we? How are we looking at the other shelters? I know that that's a, cuz a lot of our shelters are parcel. They don't provide any of this on there. Nothing like what you all are trying to be your, what is the conversation between. GP D&D FSS? So they should be a part of the conversation as well, around how we start to look at these other shelters. Cuz you have people who been living in a shelter 10 and 15 years. And that's because we have no support of housing to go with it. And so how we since we're at where we're at the beginning stage and I appreciate the presentation. I I pray that it works. I like it makes great sense but I want to know how we going to start to look at these other shelters and provide housing for folks who've been in for too long. Yeah. yeah, so proud of Yeah, so part of the Sunday that the funding but I talked about earlier, we're working with the FSS on helping some of the existing shelter operators to acquire a new properties that also have a similar non congregate modeled after using their existing DSS funding for the ongoing operations of the sides, but we're helping to fund them to buy new building and moving spaces that are better conditions that are more or less. I would like for you all to to do a real analysis about the current shelters that we have cuz there's a big difference and what you all are building and what we currently have and we're doing a homeless population, disservice sending them in somebody's face, is there just horrible? I can see it's bad when you got people who are willing to sleep in their cars on the streets than going to a shelter. And so that's a system that we should be looking at because at some point they have there coming to us was Sunday so I'm not interested in funding anything that doesn't work for us. It's a real conversation around Supportive Housing when people are transition because that's No problem. We get folks into some of these this, some of these places and they are not they go up on the rent, a lot of things happen and so he's family's wind up back and so and us really making sure that we're following these families. We are horrible at collecting data when it comes to following families and what we did or did not do actually work. So I got thank you, thank you, thank you for someone else. I can. I can't. I can't follow alderwoman Taylor. I'm stuck at. That was actually my my question was, how are you going to measure success? But I think that all the questions were asked, and I'll await those answers. I'm following up. Thank you, thank you. just, Just for a point of clarity, this particular project will be managed by a delegate agency or the city services are provided by the agency, but the building will be owned by the city should happen with all the person Vasquez and I'm sure he knows this as well. My fear is that we get delegate agencies that don't provide bicultural and bilingual congruent services. Are they really need the needs of our families often. We lay over this blankets of what are on house neighbor's need? When the need is so diverse and the circumstances are starkly different. And so I want to make sure that whoever we have coming on board to provide the day-to-day Services understands that we need to be addressing each individual needs on a case-by-case basis. And they were not just providing a blanket amount of services that do not work understood. We can play. I completely agree. I completely agree with that. And one of the things other woman with why we think is not as important as a lot of the folks that we think are going to benefit from it. Tend to get episodic are there at 1, emergency department one day. There's a 911 call there's a different emergency department but a team of people never get to really know that person who they have feel safe with that they've developed, trust with that are able to deliver Services. As you said, they're culturally responsive linguistically responsive so that is the expectation of the service providers and if they're not, you know, we anticipate they will meet our expectations but we're not going to be shy about articulating it and we're working closely with the older men through the evaluation process. So just knowing in the 49th Ward, you guys have worked very closely with Northside housing and existing shelter service in that model that you were kind of asking about where They've provided fun. They're provided funding and resources and tech support for the acquisition of a property, right? That will help expand the number shelter beds and kind of non congregate. So would love to share if maybe that could be another thing we get kind of briefs on. So that people know the broader scope of what you guys have been working on, think a lumen Can we come back to the word criteria, that you'd mentioned? If he gets 6 lb on that what the criteria for the program would be right but I anticipate a list of people looking to get on and the guy my note razors 40 rooms. That's right. So how are you going to determine who? Who gets its placement, who doesn't? Yeah, so there's kind of two ways were approaching it. So in terms of those, who would be a good candidate for this program, so number one, they have to be at high risk of a negative outcome. If they were to acquire covid, they have to have diagnosed physical and behavioral health conditions. They have to have a pattern of cycling across systems, utilizing Emergency Department Services 911 services, Public Safety Services, Etc. And then we have to be able to locate them. So that's from past projects. When were looking at how you'd eliezer's actually locate. People is not a. People is not as easy as it sounds. So there's two ways you would get referred of the program. One is we're literally going to generate a list of people, and we're going to try to locate people who meet the criteria. The second way is we're working with the alderman to identify community-based referral sites like emergency Departments of people who meet the criteria who could be directly refer to a community-based referral. And then you have basically a data-driven approach to referral as well, put words into your point. We believe there is 1,200 people that could benefit from this intervention, maybe more. So the intention is not for this one pilot project. Our goal is to get to a few hundred people where we can try to make the case that it works and then the next step would you think about how do you scale it and in recognizing that the, on the on said, it's important to an Essence retreat at case study is their preferences that you would look for Where the case? Or the case study. So, the depressing Veterans? For example, or We? With. Women with children or so the, the the biggest things in our, the biggest thing that we're focused on is one compliance with the federal funding requirement, which is that we have to show that people are at high risk of covid. 2/2 diagnosis behavioral health, or physical health condition, and they have a history of cycling. The project location. Is there from 106 Cedar Street on the east on the North side? That's on the right hand side of the screen to 126 place. On the left hand side of the screen, the lines that shown in the red colored doors. Are the roadway that's going to be constructed there. By C. The lines that shown in the blue color is already being coerced. Buy a price. By a private developer on behalf of the city that was a separate City development agreement, in 2019. The project is need three needs for the project that necessitated the project the project will connect. As shown on the slide will connect a true truck routes which is 10 6th Street and 126th place. It will provide access to the industrial properties just east of the Calumet River currency. They have these problems accessing their properties and also the project will reduce truck routes on adjacent to South North the roadways The the door slide shows the geometry, the footprint of the project. So starting Start. Starting from 126th place and going north. Again, the, this is portion of the road shown in red that will be constructed by C. And the portion on the right hand side, this is shown in blue that's being constructed by the private developer. Again on. Again on along Burleigh Avenue direct line, the red color road that would be by BBC. And the blue on the right hand side of the picture is by the developer. The neck. The next slide shows the portion that will be developed by the developer or in blue. Blue is developer. And the next slide shows the limits of what the developer will construct, which is up to 117th Street and the rest of the project all the way to 106 will be constructed by C. So, here it is, you can see that the land just adjacent to the east of the project is vacant land over on the west side of the project is hardly showing at the railroad tracks by Norfolk Southern And this is the end of the project which is 10 6th Street where we will connect new Burleigh Avenue to 10 6th Street. The Project funding, the total cost of the project is the 38.3 million. It's funded the fully, bye-bye, Illinois, rebuild Illinois program, and the small portion by federal funds. The problem. You can, you Buck? You're killing that Sunday that the total cost of 38 points that 1.5 million that was used for Phase. One Design, 3.8 million was used as being used for face to design and the construction is estimated to be thirty-three million include the including the right-of-way acquisition for a total of 38.3 million. The. The properties. Is that going to be a required is divided into four times. The first one is fully take, that's where we need to take the entire property because the roadway is passing through the property. The second type is a PT that's partial take, we will need, as I will show only strip of land from the adjacent property owner. He is a temporary easement that we need only during construction. And at the end of the construction return, this piece of land to the adjacent owner. So it's only needed during construction for about 2 years and the last one is PE, that's permanent easement the ownership of the property remains with the current owner, but we do need the permanent placement for a utility services for future maintenance. and, And the bottom of the slide, it shows the division that are for a full tank properties. Only for out of Faerie. 26, is it a partial? Take can put on the easement or apartment is men 16 private owners and all the properties are vacant land. Except there is one of them only that has the commercial building ended. Just do slideshows. The the details of each one of those properties and you can see on the slide, anything shown on green that certain part of the easement just needed during construction. As I mentioned, the properties that shown in in pink color and call it pink pink color. This is a strip of land. That's needed to be purchased acquired from the adjacent property owner. Don those are vacant land to be able to widen the road. If it exists or build road, if it doesn't exist. and, And then they continue going along carondolet on the North same thing. The green is only temporary easement and pink color is is partial take and moving to Burley Avenue at 1126 place. This one shows a strip of land that we will need to acquire from the adjacent owner. and, And the same thing that determine I D S curve. That shown on the right hand side of the slide that road that's built already built by the developer as a separate Redevelopment agreement. So there's no right to air condition. and, And the same thing here that's build or being built by the developer. And this location which is 116th Street, we will need to. We don't own the city, doesn't own any of the land at that location. So we will need to acquire the entire width of the new roadway. Going further north. We the city owns the part of the road so we'll need only that small portion shown in the pink color. And the same thing here. Listen. The same thing here. And that. And that's the end of the right-of-way acquisition, that's where new Burley Avenue Meats, 10 6th Street. And in this slide you will see that green is temporary is meant as I mentioned on 106, on the right hand side of the slide we will need a small strip of land on the north side of 106 Street and then the parcel shown in blue, the large parcel on the right hand side that's when the property I mentioned as one property that's commercial with a commercial building that needed to be acquired. You can see that the roadway goes through the building so we couldn't save it and then on the left hand side, those are the three vacant land Parcels that we will need to acquire. And you can see that the roadway goes to throw them. The schedule of the project, the construction is scheduled to start in 2024 toward the end of 2024 and will be completed. Buy some of these deals. And so I hear some concerns from colleagues, but it might be beneficial to bring us up to speed on like the broader project. And if this is really a benefit to the community, but that environmental impact, right? So, if this is, hey, this is rear. I hear you saying this is taking polluting trucks out of a residential area, this is giving the city some ownership to be able to build the road. Those all sound like good things to me. I think it's just been a little, we're seeing him a piece of your brother project and so it's a little hard so kind of yes yeah we did the Environmental Studies that's what's part of the funding agency. Phase one we did extensive Environmental Studies, we have it. Maybe through the chair, you can get that for somebody. Who's the southeast side or Avenue O? Is. Is a residential street. From one end of the corridor, all the way, probably up to a hundred and 19th Street, where it kind of turns a little residential but their single family homes from a hundred and 6th Street. I'll, we have to pass the high school and to the shopping area and around the shopping area. If I live there, I'd be ecstatic that they're going to build a special Street where these trucks and take those fumes and all the issues that they cabin, if Cabin. If you've ever been down there and narrows down and one point to where you can barely get down the street. But you got a big old huge truck on the side of you, trying to make really tight terms or maybe not even understanding the community. So this is a going into and, And a business cord to a commercial Corridor that is designed for heavy traffic. So what this will allow is worth big huge. Manufacturing trucks to get off my residential streets and a go in a corridor. And again, take some of that emissions away from the residential side of this community. And how would they know how did they become involved in this project was that process assure Alderman. I just want to emphasize that this project is a c. Project, the one that's shown in the red line. The the the the roadway that's being built by Northpoint development through a separate Redevelopment agreement. That was done in 2019, not part of your recollection. Did the government have some stipulations in there? With respect to the minority participation and things like that? That agreement? Because we were not part of it, but I could answer that my understanding it is. But again, I'm not speaking for the Redevelopment agreement. This is a c. Project and he said 19, 2019. negotiate with negotiated, It was negotiated and the lead was Department of planning. And development is, was not part of that sort of them in that part of that tree development agreement, because the developer they were ahead of us. This truck traffic closer to Eastside Little League senior field at 110th and then Wolf park over. 109. I wonder if we've considered the environmental impact of running a truck route Put. Pretty directly adjacent to be Sparks. The the park is is not adjacent to Burley Avenue and the park is is closer to its further to the east. Wolf wolf. Turn. So Wolf Park is about a hundred feet or so its 1. So you want away from earlier? Did the mouse over it right now. There's the senior field. The Little League field in both Park is literally like one one block up from there. Alderman, there's no other routes that we could build this road other than parallel to a railroad tracks directly. West of this road is not showing because the size is that Lord directly west of it is a railroad tracks. So, there's no way to there's no room to move that road any other way, other than its current alignment. So yes, I do acknowledge that this is bad thing next to the baseball park, but also you're taking that's Road from residential areas. And I could tell you when, when anybody does does work Any. Anyway. Anywhere in that area and its additional truck passes to Avenue. O wish to receive calls from the from the residence night and day service. This project is it clearly a win-win for everybody or us the city? Because we will be providing access to the industry's that's directly east of the Calumet River. They have no access right now by the environmental concerns of residents make. This is why I'm asking because I know we could look at it and I appreciate the question. We could look into the impact of the Burley Avenue directly on the park. What if any of either the red portions or the blue portions have been built? The blue portion is not built yet, is under design, the blue portion, which was, which builds already is 122nd from Avenue O to Burley. Nelson said that that's already built. The s-curve is already built. that's, Discover phone. But yeah, that's it. That's already built. And under construction currency is the rest of the blue Lines by the, by it, by the developer. So that's under construction. And so, then the design phase is only for the red Porsche portions. That's okay. And then this, these Parcels that are on our agenda, they are for the red portion or for the blue portion. The Red Bull. The red portion. Okay. So what would be the ramifications of this item were held today? If We Hold This items it's going to delay, the design it will delay property acquisition. We will have a road that's built by the developer and is waiting for the city to come and build the red portion. But it's a, it's a problem in. And what is the ideal start date for construction for the city's portion that's yet to be designed and built. We had projected second quarter of 2024 second quarter, we will complete the design acquire, the properties and then start advertise for bids and start construction. Given that the local alderperson supports this project. My preference would be that we not hold this to allow for the design and for the new no construction to move forward. But you know I think if if a majority of the committee does feel like it should be held and I hope that the matter would it be held too long in order for us to address any concerns and answer any questions that may exist. also have I also have a deadline. So this project is already bailed partially-built. We already get it approved by phase-one from my. And they asked all those good questions from the normal dose of the test. Today we proceeded with face to we held the previous Alderman, also aware and support to holding it is. It's okay tissue to kids schedules for and when is the, what's the deadline for the funding from rebuild Illinois? I don't have it right now, but I think all the fund has to be utilised by certain certain year. I don't I don't know what to offend I mean. Like I think Commit. And so my hope would be that we would just allow this item to move forward because the local, you know, Alderman the support it and if for whatever reason, you know, there are other issues. And then it could be held from being reported out, it doesn't because I Because item passes in committee doesn't mean it has to be reported at a council so my hope would be we can find a way to remove this board today just so that you know we don't set this project back in and jeopardizing that funding make sure Mitchell has a reputation for me. I'm going to take it back on this and I also gave a call to to Autumn and Chico if if he he's supportive of it from the Sea. Side he said he met with see. But I'm not I don't I'm not sure if everything is if it's understood with respect to the whole the project in its totality.
